*Strasbourg/EU Parliament/Angelo Marcopolo/- Speaking to "Eurofora" after concluding an Important Meeting between EU and Ukranian sides in EU Parliament this Morning in Strasbourg, the President of EU Delegation, Dariusz Rosati, mainstream ChristianDemocrat/EPP MEP from Poland, stressed mainly that "Support" to Ukraine's "Security" and "Reforms" Toped the Discussions, with the Fight against "Corruption" remaining as a "Starting" point, but also the General "De-Centralisation", despite an Initial "Success", still "Needing" to be properly Implemented in real practice (See Infra).

Topically, this 2 Days-Long EU-Ukraine Association Committee's Meetings, which Extended from Yesterday, Wednesday Afternoon, until Today, i.e. Thursday Morning and Noon, (18-19 April 2018), took place Shortly Before the Forthcoming, Next Presidential Elections in Ukraine, scheduled at the latest on 2019.

- Meanwhile, the Next EU-Ukraine Association Committee Meetings are due to take place "Probably in Kiev", EU Chairman Rosati announced Today.


- Questioned by "Eurofora" about "the Main Points", Now, of the Present Meeting, here in Strasbourg, he started by saying that EU expressed its "Support to Ukraine", from 2, parallel, Points of View :

 - I.e., "Support for Ukraine's Security and Territorial Integrity, that's one thing", he reiterated.


 - "And then, secondly, Support for the Process of Reforms", he added.


- Indeed, these Reforms are a Key point, "which, under the Association Agreement, was a Condition for Ukraine to come Closer to Europe", Dariusz Rosati clearly reminded, as a matter of Fact.


 - In this regard, "there is a Number of them" (Key Reforms).


 - Asked by "Eurofora" to Selectively point at "the Most Important, among them", Dariusz Rosati immediately Replied, by pointed, from the outset, at : - "Anti-Corruption I'd say, if I were to Start".


+ "Then, Privatisation, Electoral Law Reform, the Judiciary System", etc, he went on to selectively Add, apparently by approximative order of Priorities.


++ "And (general) DeCentralisation", he pointed out Afterwards. "Which has been a Success, But Needs to be Continued", as he stressed.


He Obviously refered to the General DeCentralisation Process, mainly of Administrative nature, and Not at all to the "Hot" Political Issue of a Deal on a Special Status of Regional Autonomy for the Dissident Eastern Regions of Donetsk-Luhansk, which Notoriously is a Key-Part of the Minsk Peace Agreements between Ukranian, Russian, German and French Leaders since February 2015 (See all the Original, Full Texts, published then by "Eurofora" at: http://www.eurofora.net/newsflashes/news/fulltextsofallukraineagreements.html, etc), and even of President Poroshenko's initial Proposals' Highlights, (Together with priority Cease-Fire, but also Elections and Border Issues, subsequently), as they had been Briefly Resumed in his 1st Official Visit Abroad, at CoE's Paneuropean Parliamentary Assembly in Strasbourg, already as early as since June 2014, (Comp. f.ex. relevant "Eurofora"s NewsReports from that event at: http://www.eurofora.net/newsflashes/news/coevenicecommissiononukranianpresidentreforms.html + http://www.eurofora.net/newsflashes/news/coeandpoliticaldialogueinukraine.html , etc).


Indeed, as "Eurofora" witnessed earlier Today Morning in that EU Parliament's EU-Ukraine Association Committee's conclusion, various Practical Issues around the actual "Implementation" of those, still on the process, General DeCentralisation Reforms, were Widely and Actively Discussed among various Participants, on several concrete points.


Other Discussions among MEPs included the Electoral Law, as well as several Ukranian MEPs apparent Desire for a "Stronger Wording" in the traditional Joint Declaration's draft paper.


- Their desire probably concerned the "Number 1 Priority" for them : I.e. "to put and End to the War", still going-on "Less than 2.000 kms from Brussels", as an Experienced, Top Ukranian Diplomat from Kiev's Government, told "Eurofora", shortly afterwards.

However, he said that in EU Parliament's Building in Strasbourg, which is Located, Comparatively, even much More Closer to Ukraine...

+ By a Surprizing Coincidence, Later-on this Same Day, USA's mainstream, Wash.DC. HeadQuartered Newspaper "Washington Times", just Published a fresh Article on Ukraine, Focusing, precisely, on the above-mentioned, Forthcoming Presidential Elections (Comp. Supra), where it makes a Strong Criticism mainly of the alleged "Corruption", still Tolerated, if not so much by President Poroshenko's Government, at least much more by a Wider "System" of "Oligarchs", (as various Ukranian a.o. People used to call their Establishment, already since Many Years Ago, as "Eurofora" had witnessed).

- So that, "Now Leading opinion Polls is a familiar face", according to Today's "Washington Times" : I.e. "former Prime Minister Yulia Tymoshenko".  


Tymoshenko has Notoriously served also in Prison, at a recent Past, during Yanukovich former regime, but had also brokered, before that, a Gas-Deal between Ukraine and Russia, with President Vladimir Putin, and strongly Backed, Afterwards, controversial MP Nadiya Savchenko, who, after being Liberated by Russia from Prosecution Accusing her to have Helped Target and Kill Russian Journalists reporting on the Ukranian Conflict on the spot, and becoming later even a CoE Assembly's MEP in Strasbourg, she was, Recently, Banished from the current Kiev's Authorities reportedly for having Dared go Meet and Speak with pro-Autonomy Regions of Donetsk-Luhansk, seeking a Pan-Ukranian Dialogue, so that she was also Striped from her National Credentials to the CoE, ousted also from her former Party of YT (but Not yet Deprived from her MP Seat), and, Nowadays Accused and Jailed for alleged Violent "Coup" Attempt including "Terrorist" "Bombs" against the Parliament, etc., just a few Days after having, Initially Herself, Accused a Group of Politicians to have Staged and Covered-up the non-elucidated yet Deadly "Snipers" Killings, of Both Policemen and Demonstrators, which had notoriously Triggered the Bloody Clashes in Kiev on February 2014, Droping a written Peace-Agreement Compromise between the Government and the Opposition, signed under the auspices of EU Foreign Ministers from Germany, France and Poland, kick-Starting the Brutal Ukranian Conflict that Divided the European Continent.

More Recently, "Eurofora" had, naively but substantially, Suggested to Yulia Tymoshenko, after meeting her anew at the CoE in Strasbourg on 9/2014, that, considering what she had offered, experienced and suffered, she might legitimately use the Flag of Human Rights in order to Try to re-Unite Together all People of Ukraine, both from the pro-Kiev National Government's side, and from the pro-Autonomy Dissident Regions of Donetsk/Luhansk, who have All Suffered from Sly Attempts to Provoke Deadly Conflict, (with Many Civilian Victims), and Divide a formerly Peaceful Country, but even all Europe. Something that, apparently, she did not exclude at all to consider, in one way or another, for the foreseeable Future, (See: http://www.eurofora.net/newsflashes/news/juliatimoshenkoforhumanrightsbridge.html , etc).

However, the above-mentioned "Washington Times"' Article published Today on Ukraine, prefers better to Back anOther Presidential Candidate for 2019 : Valeri Babych, an MP and Businessman, who has just declared recently his 2nd Candidacy for the Top Job, reportedly running on a Program referring to Morality, Human Capital and Health Care, as well as SME's Business, etc.


But, Nowaday, the Road to those forthcoming 2019 Presidential Elections in Ukraine, still seems somewhat ... Long, Bumpy, and UnPredictable.

They voted to "freeze" UK Government's draft to put People in jail for 42 Days on "anti-terrorist" suspicion without charge, or they abstained. Don't they look suspect ?

CoE's debate on UK controversy stirs PanEuropean check of anti-terror suspects' imprisonment

Former Leftists of the Sixties would boil in hot water if they heard PACE's debate on the controversial 42 days detention without charge, currently drafted by the British Government :

A "Socialist" Government, a Socialist PACE Rapporteur and a Socialist Chair of PACE's Legal Committee, opposed a .. "Conservative" amendment (supported by .. Liberals, Democrats, etc), to freeze the measure, in order to protect Citizens' Freedom, by "waiting" until CoE's Venice Committee checks its conformity with Human Rights' principles.

"Left"'s support to Conservative-Lib.Dem's criticism, wasn't enough to obtain a majority, nor to make things as they were back in the good old days, when "Left" and "Right" had a clear meaning, as "liberty" and "restrictions"...

Conservatives and most Democrats were joined by the Left in voting for the "freeze", as well as Liberal Paul Rowen, while Socialist MEP Ivan Popescu, an experienced MEP from Ukraine (PACE Member since 1996-2008) abstained. But most Socialists, added to a few Liberals and EPP's Right, voted against.

Fortunately, someone inside PACE had the wise idea to shorten the Debate for less than 1 Hour, and put it on the Agenda only at the end of an exceptionally busy day, towards the end of the Evening, when most MEPs had already gone to taste wins and foods at various Receptions all around Strasbourg's "European" area : As a result, not even 42 MEPs weren't present..

Socialist Lord Tomlinson accused the leaders of the PanEuropean Assembly, in its highest body : the "Bureau", to "lack wisdom" by deciding to hold a Debate on an issue that neither the Socialist Chair of the Legal Committee, nor its Socialist "reluctant Rapporteur", did "not want to do", ...

Finally, everybody (critics and supporters alike) was happy to agree, in substance, that the controversial measure "may" gravely violate Human Rights, and therefore, PACE asked Legal Experts of Venice Commission to check UK Government''s plans.

But this might take more than .. 42 Days to do, since PACE's Rapporteur asked the Experts to enlarge their study in a PanEuropean comparison of all that is happening on "anti-terrorism" legislation in 47 CoE Member Countries, including Russia, Turkey and Azerbaidjan..

Bad lack : "The existing 28 days’ detention without charge in the UK is, in comparison with other CoE member countries, one of the most extreme : In Turkey, the period is 7,5 days, in France 6 days, in Russia 5 days, and in .. the U.S. and Canada just 2 and 1 days respectively", denounced Democrat MEP Ms WOLDSETH from Norway..

"Numerous respected human rights organisations, including Liberty and Human Rights Watch, have expressed serious concern" "The proposed legislation ...could easily lead to extensive abuses. ...Detention for 42 days means six weeks in which one is taken away from one’s family, friends, home and livelihood only to be let off without being charged. That will destroy lives and isolate communities", she added.

- "3 years ago, the UK Government sought to increase the period of pre-charge detention from 14 days to 90 days. Not long before that, it had been only 7 days. There was a vigorous debate ...and a ...compromise was reached of 28 days. We have to ask whether there are proper safeguards in place to extend the period to 42 days. I suggest that there are fatal flaws", reminded British Conservative Clappison.

- "What sort of society holds someone in detention for 42 days and does not have to tell the person who is in prison why they are there, or explain the suspicions that arose and led to their detention? What sort of society believes that that is the way to treat its citizens? That is an appalling injustice, ...A 42-day detention period will not make the UK safer. Instead, it will be the first step to giving in to terrorists; it is saying that we are prepared to sacrifice our democratic rights and the principles for which we have stood for centuries", criticized British Liberal Michael Hanckock

"Comments made ...by Norwegian delegates are unfortunate", replied British Socialist MEP Ms.Curtis-Thomas, accusing them to "besmirch the reputation of our police force, which is one of the Best in the World", as she said, believing that "there are significant safeguards ...to ensure that individuals are not subjected to unlawful detention"

PACE "has serious doubts whether ...the draft legislation are in conformity with the ...case-law of the European Court of Human Rights. A lack of ..safeguards may lead to arbitrariness, resulting in breaches of ... liberty and ...right to a fair trial". PACE "is particularly concerned that: ..the judge ..may not be in a position to examine whether there exist reasonable grounds for suspecting that the arrested person has committed an offence;"; that "... representation by a lawyer may be inappropriately restricted or delayed;" that "information on the grounds for suspicion of a person ...may be unduly withheld.. ;" that this "may give rise to arrests without the intention to charge;", and; in general, that "prolonged detention without proper information on the grounds for arrest may constitute inhuman treatment", says Klaus De Vries' Report, adopted with 29 votes against zero.
