EUCommissioner Füle to EuroFora on Turkey: EU demands = clear,while CoE checks Media,Kurds,Migrants+

*Strasbourg/CoE/Angelo Marcopolo/- EU expectations vis a vis stalled Negotiations with Turkey are crystal-clear, and focus particularly on Fundamental Freedoms, stressed the competent EU Commissioner for Enlargement and Neighborhood policy, Stefan Füle, speaking to "EuroFora" at the CoE, while its PanEuropean Parliamentary Assembly was checking Ankara's Record High Violations of Media Freedom, persistint Failure to implement ECHR's Judgements condemning Turkey for many serious Violations of Human Rights, cold blood Murder of 3 dissident Kurdish Women in France and the Kurdish issue, Mass illegal Immigration flows via Turkey towards the EU, Implementation of ECHR's Judgements, Cyprus, Greek Minorities' rights in Turkish Islands, Nuclear Plants in Seismic and Sea Coastline areas, etc., in several various, parallel but converging moves, shortly before crucial EU Reports and EU Parliament's Debates and Votes expected between February - April 2013.

Fule was reacting to new French President Hollande's statement on EU - Turkey relations, that Ankara didn't fullfil the EU criteria, mainly on Democracy and Human Rights, but that there was a process of EU - Turkey Negotiations that we'd better continue, as he had said initially to "EuroFora".


- "When and where did he make this remark ?", EU Commissioner Fuhle reacted by asking "EuroFora" to be more specific :


- We reminded the fact that new French President Hollande had told, initially in reply to an explicit "EuroFora" question in Strasbourg, (which had focused on "Democracy and Human Rights" issues, as we had noted then, replying to Hollande's own demand to clarify our point of view), followed, some weeks later, also by a reply to a shorter question by TV Collegue Journalist Pujadas in Paris,


 that Turkey did not meet the necessary EU Criteria, but, nevertheless, the existing process of EU - Turkey Negotiations would continue, (Comp.: http://www.eurofora.net/newsflashes/news/hollandeoneuturkey.html )


- Indeed, "we (EU) expect from Turkey, as from any other Candidate Country", to respect, "in particular, the Fundamental Freedoms, and Freedom of Expression", etc., agreed in substance Füle.


- And, "here, the (EU) Expectations are very Clear !" That's in substance "what our (EU Comission's) (Annual 2012) Report HighLights",   the competent EU Commissioner stressed.


- "Your visit, today, here (at the CoE), is also Symbolic of that point ?", "EuroFora" invited EU Comissioner Fuhle to confirm.


 - "Absolutely ! That's the strength of our Alliance", as he named the deepening cooperation between the EU and CoE, the PanEuropean Organization for Democracy, Human Rights and Rule of Law, Fuhle replied positively to "EuroFora"'s above-mentioned suggestion,

speaking while walking, side by side, with CoE Parliamentary Assembly's President, French MEP Jean-Claude Mignon, (who has just anounced his forthcoming visit to Turkey), while heading towards a scheduled meeting also with CoE's Secretary General, Thornbjorn Jagland, just before addressing the PanEuropean Assembly's Plenary to debate with MEPs from 47 Countries.

- However, in general, "Public Support for Turkey's EU Membership is Low" almost everywhere, the competent EU Commissioner on Enlargement and Neighbourhood policy acknowledged, replying earlier to a relevant question by a Turkish collegue, adding that he's "Concerned" about such Popular Opposition.

 + Moreover, "my recent reflexion of the Facts is that the Process itself, of the (EU - Turkey) accession Negotiations has been Stalled !" , Füller denounced.


 - F.ex., "during 5 (EU Council's Rotating) Presidencies, in a row, we have been Unable to open New Chapters" for Negotiations, he pointed out.


 - "And, despite the fact that (EU - Turkey) Negotiations have started a long Time ago, so far, we haven't been able to Open but only 13 Chapters, and permanently close only 1, and (now) we have only 3 Chapters Available to negociate, because other Chapters have been Blocked, 8 of them having been blocked by Consensus of (EU) Member States, based on Recommendations of EU Commission, in Reaction for Turkey not honouring its Commitment to open the (Ankara) Protocol", without Any Discrimination between EU Countries, (i.e. stopping the exclusion of EU Member Cyprus).

- Nevertheless, "I believe in the (EU - Turkey) Negotiation process, and I think that, if we manage to put it back on track, including also many stakeholders, once that we shall have made it clear to the Public that EU continues to be the benchmark for the Turkish Reforms, (then), I'm certain that Support will Increase", (even if he didn't say whether it could ever become sufficient)...

- Meanwhile, "the (so-called) Positive Agenda has not been meant as an answer to this problem. The Positive Agenda has served as creating the momentum, for us to be able to bring negotiations back on track. .. And I'm looking forward to 2013 with a certain Optimism, that we'll be able to Revigorate this (Turkey's) accession process. And I Hope that it will be accompagnied by a stronger support from both sides", Füle speculated.

 + Speaking later to MEPs in CoE's PanEuropean Parliamentary Assembly's Plenary, Füle anounced that, "Looking to the work on Enlargement that lies ahead, this Spring, EU Commission will publish ...a series of Reports. On the basis of those reports, (EU) Council will consider whether sufficient progress has been made....I look forward to the advancement of accession negotiations with Montenegro, hopefully with Turkey (as he said, with an obvious uncertainty), and also with Iceland after the April elections. The forthcoming year should also see progress in... the launch of a Visa dialogue with Turkey", he added, (the same Day that CoE's Assembly in Strasbourg was debating Turkey's responsibilities in main Flows of illegal immigrants towards the EU via Greece's external EU borders at the Aegean sea (comp. Infra)...


- Replying to Questions by Turkish Cypriot MEP Caglar and Turkish MEP Gundes Bakir against what she called "some (EU Member) Countries' unilateram obstruction of Turkey's accession to the EU", as she called the "Open-Ended process" according to the Official Decisions of many EU Summits, Commissioner Füle reminded, "on the Blocking Chapters", "the important thing is that we have been able to open 13 chapters and close one preliminary chapter".

- "Interestingly, however, we (EU - Turkey) can negotiate only 3 more of the 35 chapters. How come? 8 of the remaining chapters have been blocked Unanimously by all member states based on the recommendation of EU Commission, which took this step a couple of years ago, reacting to Turkey’s Not delivering on its Commitment under the additional protocol to the Ankara agreement. Other chapters, however, have been blocked unilaterally.  It is important to deal with this point". For Five (5 EU Council's rotating) presidencies, we have Not been able to Open any chapters", he acknowledged.


- "We have drawn up a positive Agenda, however, with the aim of creating the momentum to put the accession negotiations on track. That is important because it will keep the process of enlargement with Turkey alive", despite it having been "stalled" as he acknowledged earlier (comp. Supra).


- But, it's true, that, given the notoriously Unpopular character of Turkey's controversial EU bid, "We Must also Change the Tide of Public support", he added. "Most importantly, however, this is the only way to keep the EU as a benchmark for reforms in Turkey", as he said, speaking however after several Setbacks during the recent years, (f.ex. on Media Freedom's violations, Imprisonment of Elected Representatives, etc)


=> The competent EU Commissioner send the ball rolling to Turkey's yard when he observed the fact that "2013" is "a year of Opportunity for Turkey  to reflect not only on the 3 Chapters Open for negotiation", on which EU  "Commission is ready to start discussions tomorrow", "but (also) on the fact that Turkey holds the Key to Unlocking another 8 Chapters", since EU "Commission has proposed to EU member states that they unfreeze those eight chapters the day that Turkey delivers on the additional protocol", (i.e. lifting Discriminations vis a vis EU Member Country, Cyprus).

      -  "Unlike some others, I am not in the business of Playing Games, by Claiming that the EU needs Turkey more than Turkey needs the EU", and so on, even if the well-known controvercy  about an eventual "Turkish membership is (a) crucial" issue , the competent EU Commissioner in charge of EU Enlargement and Neighborhood policy said about the "Open-Ended" EU - Turkey "stalled"  Negotiations, which might head towards full accession or a kind of privileged partnership with the EU, according to many EU Summit's recent decisions. - "But,In this Globalised World, where we are subject to ever greater pressure from a globalised Financial market and the Changing of global Powers, it is important that the EU continues to get Not only Bigger, but also Stronger", (i.e. with a Deeper and more Coherent Integration too), he pointed out, referring to what he called "Enlargement" as "part of EU's DNA", where, not one, but "2 Processes belong to the History of the EU – (which) are not isolated processes (but) interact with each other – : Expanding membership and Deepening Integration".

 CoE Assembly pinpoints Turkey during "Media Freedom" debate + Resolution vote  :

=> Significantly, Fuhle's official address to CoE's Assembly took place just before MEPs debate and vote a landmark Report by Swedish MEP Mats Johansson  on "Media Freedom in Europe",  which slams "Turkey" particularly for having "More Journalists in Detention than any other Country in the World".

 - Indeed, CoE's "Assembly is Shocked by the High Number of Journalists imprisoned, Detained or Prosecuted in Turkey for having expressed their Political Opinions and contributed to a Political Debate necessary in a vibrant Democracy". On the contrary, "the Enormous Number of cases has a Paralyzing effect on Turkey's Media environment and journalists", denounces from the outset the Resolution debated and voted by a Crystal-Clear and Strong Majority of 52 against 28 votes.


 - Despite several Paper-"Reforms" that Turkish Authorities are notoriously fond of repeatedly referring to, nevertheless, CoE's Parliamentary "Assembly notes with Concern that previously imposed Detentions still Continue, and on-going Trials continue to be adjudicated by the previous Special Courts", while, f.ex., "the legislative Revision in 2008 of Article 301 of the Turkish Penal Code has NOT Resolved the Problem that this article can be applied Unduly against Journalists and others, as stated by the ECHR (case Altung Taner Akcam v. Turkey, 25 Oct. 2011). Therefore, (CoE's) Assembly calls on Turkey to Repeal Article 301 immediately".


+ Moreover, CoE's "Assembly expresses its Deep Concern over the Numerous Criminal Investigations initiated against Journalists ... in particular for having Reported on ... Court Trials" in Turkey. "The sheer Number of Cases is an Indication of a Serious Violation of Media Freedom, also in the light of CoE's Committee of Ministers' Recommendation (2003)13 on the provision of Information through Media in relation to Criminal Proceedings", it denounced.


Turkey is also the only EU Candidate, potential or aspirant EU Candidate Country for which COE Assembly "Condemns the Prosecution, Detention and Imprisonment of Internet users for having expressed Political Criticism of the Government", despite the fact that "Internet Media has widely increased the the possibilities .... to receive and impart Information and Ideas without Interference by Public Authority  and regardless of frontier, in accordance with Article 10 of the European Convention on Human Rights", while CoE's "assebly Deplores the  Excessive application of Criminal Laws on Defamation, in Azerbaijan and Turkey", "recalling its Resolution 1577 (2007) "Towards DeCriminalization of Defamation".        

+ Since May 2011, a "Turkish Constitutional Court's" ruling resulted into "Extending into 8 Years the possible Opening of Prosecutions against Journalists. In view of the Political Interpretation of various unduly Broad Penal Law provisions, "this Extension has an additional CHILLING Effect on  Media Freedom in Turkey".

=> - "Since 2011 .. the Number of Journalists in Turkish Prisons has almost Doubled", denounces Mats Johansson's Report on Januray 2013, citting also OSCE's 2012 data, which observed an increase "from 57 to 95" journalists jailed.


- According to OSCE's latest (2012) Report on Turkey, to which Johansson refers, Turkish "Courts do Not tend to grant pre-trial Release of defendants", while "there is Concern that arrests and Long Pre-Trial Detentions (i.e. under mere Suspicion !) without conviction,  are Used as a form of Intimidation", given also that "Pre-Trial Detentions remain very Long : In some cases journalists held in prison for up to 3 Years are still awaiting trial. Some journalists have been imprisoned for more than 5 Years while their trial is ongoing" !...

+ In Addition to those jailed, many Hundreds of other Journalists have been subjected to Criminal Investigations, often resulting to the Loss of Employent or Severe Interruption of their Professional Work", CoE's 2013 Report denounces.

- Moreover, "in Turkey, as many as 5.000 WebSites were estimated by the OSCE Representative on Freedom of Media to have been Blocked by order of the Authorities, between 2008 and 2010, in an attempt to enforce Restrictions under an array of Laws on Terrorism, State Security and Insult, which have been widely Criticized as Outdates and Contrary to European Human Rights' standards", Johansson's Report denounces. Even American mainstream websites as "YouTube", "Google" and other popular sites were Blocked", sometimes "for many Years", since the Turkish "Governement Ordered Internet service Providers to Block .... (f.ex.) after Videos were posted .. which (allegedly) denigrated the State's founding figure, Mustafa Kemal Ataturk, and the Turkish Flag", etc.

-Concerning the Cold-blood Murder of Armenian-origin Journalist "Hrant Dink in Turkey" on 2007, CoE Assembly's Resolution observes that "it remains Necessary... to further Investigate the personal environment of that Murderer in order to find possible Collaborators", as well as "to Combat Effectively those environments which are Hostile to Media Freedom".


Mats Johansson's 2013 Report reminds also that, already since 2010, CoE's Assembly "Deplored the fact that Turkey had ... Not completed Investigations into the Murder of Hrant Dink, .. especially as regards possible Failures of the (Turkish) Police and Security Forces", while, on "September 2010, the ECHR found a Violation of Articles 2 (Life) and 10 (Freedom of Expression) of the Convention (on Human Rights) by Turkey for Not having Protected Hrant Dink against Death Threats, and for having Violated his Freedom of Expresssion. On .. July 2011", an unemployed Youngster "was convicted .. for the Murder of Hrant Dink, but it remains Unclear whether he acted Alone", or with accomplices/instigators, criticizes today CoE Assembly's Report. In particular, "the MasterMinds of the Killing have Not being Convicted", while "a number of Police, Security officials and others were Prosecuted for various degrees of Involvement in the Murder, but the .. Punishments imposed on Some of them were Light or Trivial, while others Escaped without any penalty at all",


Meanwhile, a recent Reform of the infamous "Article 301 of the Turkish Penal Code", by introducing "a Turkish Minister of Justice authorisation of Prosecution, .. seems to Blud the Separation of Powers, between the Judiciary and the Government, and thus may lead to a Politisation of Judicial Investigations and Prosecutions under the unduly Vague but Harsh Article 301", whose "Unacceptably Broad Terms result in Lack of Foreeability as to its effects", as ECHR declared in the case "Altug  Taner Aksam v. Turkey" of October 2011, .... Violating Article 10 of the (PanEuropean) Convention, because it does Not have the required "Quality of Law", CoE's Rapporteur denounces.

Thus, "as long as Article 301 is not Fully Repealed...., the Hostile Political Climate will still exist against Journalists and others writing, in, particular, about the Targeted Mass Killings and Expulsion of Armenians", he warns for the Present and Future.


Curiously, however, that 2013 Report doesn't say anything about Turkey's inevitably suspicious eagerness to "close" on June 2010 the examination by CoE's Committee of Ministers of ECHR's Judgement which had condemned Ankara for the cold-blood Mudrer of dissident Turkish Cypriot Kutlu Adali in the Occupied Territories of Cyprus (1997 : ECHR Judgement of 2005), even without making any efficient Investigation to find what really happened and who was responsible, but simply ...waiting until Ankara picked up the Rotating CoE's chair o Human Rights' meetings, back on June 2010, since when the Adali Murder affair suddenly .. "Vanished" from CoE's Agenda... , without any explanation.

- On " April 2010", in "Turkey", "Matin Alatas,a Reporter from the "Azadiya Welat" Newspaper was found Hanged from a Tree in the District of Adana, in the mainly Kurdish South-Eastern region of Turkey. Collegues reportedly disputed the Official Presumption of Suicide", because "Alatas had receivd Threats and had been Attacked and Injured by a Group of men the previous year", Johansson's Report  however, observes.

    - CoE's Rapporteur on Media Freedom, Swedish MEP Mats Johansson, concluded by inviting those Turkish MEPs who insisted to "erase" even the slightest remaining Criticism by CoE's official texts to Ankara's Authorities for Violating Media's Freedom, by reminding them that they had "Lost the Votes" of CoE Assembly's Majority already 4 Times in a row, both in Committee and in the Plenary, while, moreover, "we have all noticed that the Turkish delegation itself is Divided over the situation" , as he said.

      -" To conclude the Turkish issue, let me quote a friend of mine, the Chairman of the International PEN club, who recently returned from a fact-finding mission in Turkey:  “What we heard from writer after writer, publisher after publisher, from a wide variety of political backgrounds, was that they were trying to operate in an atmosphere of deep Uncertainty, not knowing whether the words they wrote would produce  Charges or not. What they did know was that if they were charged in any way, it would mean Years of their Lives eaten up by the obscure (Turkish) legal system, the probable Destruction of their Careers, and a Financial Disaster. This uncertainty leads to self-Censorship in Turkey. That is why we say in the PEN club that Freedom of expression in Turkey is being Limited by self-Censorship.”

 - " I could give you many more quotes from tons of documents, studies, reports and witnesses when it comes to Turkey. For those of you who want to receive an update, the latest I have found on the situation in Turkey is a paper put out by the Carnegie Institute, “Press Freedom in Turkey.” My point is that it is written by Mr Marc Pierini, who is not a journalist, a politician or a diplomat; he is the former EU Ambassador to Turkey, but in his present position he is a Free man to speak out about the situation in Turkey. He is much Tougher than anything I have said in my report !", he concluded eliptically..

  Turkish MEPs lost again their bid with a Large Majority in CoE's Assembly voting against their Claims with 54 Votes against 20, at the "hottest" point, (§ 6).


+ CoE's former Commissioner for Human Rights, Thomas "Hammarberg said after his visit to Turkey that the conditions in that country Worried him, and the OSCE also referred to such conditions in its report", denounced German MEP Marina Schuster, vice-President of the Liberal Group in CoE's Assembly.


However, it's true that, concerning all 47 CoE Member Countries, Mats Einarsson in Plenary debates, warned  to be Vigilent about the need to protect freedom of speech everywhere, because "..the danger is always present that the political majority in ANY of our member countries will try to interfere with and limit the freedom and independence of the media, not to mention the rights of free speech for all citizens", as he observed.

 - According to ECHR's latest Statisics for the year 2012, published Today, Turkey again comes First (1st) among all 47 CoE Member States with the Highest Number of Condemnations for Violating the Freedom of Expression, and also of Assembly, etc., even this year, (in addition to various other serious human rights' violations, as since more than 15 years of ECHR's case-law, where a Record-High number of Judgements remains still Pending for Implementation vis a vis CoE's Committee of Ministers).

+ Moreover, CoE Assembly's "Monitoring" Committee, (competent to check the Honouring of Obligations and Commitments by CoE's Member States), after discussing the recent Visit to Turkey of its Rapporteur, experienced French Socialist MEP Josette Durrieu, denounced the fact that it "remains Concerned by Problems in the administration of  justice (by the Turkish Courts), which constitute Infringements of Fundamental Rights (fair Trial, Freedom of information and Expression, freedom to Demonstrate, etc) and Affect all key political and civil players – Elected representatives, the Press, Academics, Students, Journalists, Military officers and, of course, the Kurds".

+ In an official Statement issued earlier this week in Strasbourg, PACE's competent "Committee also Urges the Turkish authorities to find a legal solution to the Detention on remand of eight (8) members of (National) Parliament (MPs) Elected in June 2011, which obviously Hampers the exercise of their political mandates", (in addition to Thousands of Local/Regional Elected representatives, Political Parties' officials, etc, already Jailed since the 2009 Elections)..

    - CoE Assembly's President, French ChristianDemocrat/EPP MEP Jean-Claude Mignon, "very firmly Condemned what I think that we should call :  "Murder", about those 3 Young Women in Paris, because it really is a Cowardly Murder", as he stressed in reply to a question by a Turkish collegue simply on "an attack against a PKK office in Paris where 3 persons died" while "the Turkish Government was negotiating with the jailed leader of PKK", as he had initially said. + Moreover, Mignon warned Ankara that a CoE Assembly's debate on the Kurdish issue could take place, particularly if the current political deadlock persisted, during the "Next Session" of PACE in Strasbourg (April 2013), "or at the Standing Committee's meeting, at the beginning of March in Paris".


    - Meanwhile, "The conflict around the Kurdish issue in Turkey has assumed alarming dimensions. Over the past 3 years several Hundred people have been killed in numerous clashes and incidents. The number of, mostly Kurdish, political Prisoners in Turkey has risen by several Thousand. More than a hundred Journalists are currently imprisoned. These developments seriously jeopardise democratic progress in Turkey. The conflict could even escalate into a civil War", a Draft Resolution, signed by MEPs from the Left, Socialist, Liberal and ChristianDemocrat/EPP Groups.


    =>  Since "Öcalan (is)a key figure for a peaceful, negotiated solution of the Kurdish issue in Turkey", on  which "Negotiations between the Turkish authorities... and ...Öcalan (the so-called ... Imrali process") between 2009-2011 , generated Hopes, .... he must be Released, and negotiations with him ...must be restarted", they logically conclude, (apparently finding at least strange that the Turkish Government claims to "Negotiate" with a vulnerable Prisoner that it helds in jail for more than a Decade, often totaly isolated)..


    The Draft Resolution, officially anounced at the Plenary by the Head of the Brittish Delegation to the PACE, CoE Assembly's vice-President, Conservative MEP oF the Governing party, Robert Walter (EDG), was initially lodged by the new vice-President of the Socialist Group, and also PACE's vice-President, Belgian MEP  Patrick Moriau, and already signed by many MEPs from Differend Political Groups, (ChristianDemocrats/EPP, Liberals, Socialists, Left, etc, including the President of the European Left, Tim Cox), and from various Countries, (f.ex. Germany, France, UK, Italy, Spain, Norway, Netherlands,  Greece, Belgium, Czech Republic, Denmark, Cyprus, Monaco, Moldova, Armenia (incoming CoE's  Committee of Ministers Chair, from May up to November 2013), and even Turkey, etc.

PACE Draft Resolution slams Turkey for repeatedly Failing to respect Greek Minority Rights in Islands Imbros + Tenedos (Kokceada + Bokceaada) ----------------------------------------------------------------------------------


>>> - Another CoE Assembly's draft Resolution, put in circulation this week in Strasbourg, denounces the fact that "the Greek Minority (in the 2 Islands) has been Denied (by the Turkish Authorities) since 1964 to be taught in its own Language and to reopen its Schools". Moreover, "Article 14 of the Treaty of Lausanne (1922), guaranteeing inter alia Local Administration and the protection of Persons and Property has Never been Implemented" by Turkey, (whose State is, curiously, estabished by that same Treaty of less than 1 Century ago, that it prersists to violate until now : 2013)...


- "in spite of the adoption of Resolution 1625 (in 2008) .....the situation of the Greek minority of the two islands has, Regrettably, Not improved", so that "under Resolution 1704 (2010) ...Turkey was Urged again to Implement" the previous text.  Nevertheless, the "Deteriorated condition of the Greek Minority of the islands, and the Failure of Turkey to Comply with Resolution 1625 (2008) have been highlighted again by Mr Andreas Gross ...in his other report ...debated and adopted by PACE on 2012", i.e. at 3 occasions in a row, both on 2008, 2010 and 2012 (comp. Supra).


=> Therefore, this week also (Jan. 2013) CoE's "Assembly Urges the Turkish Government to proceed to the Implementation ....without further delay, Restituting the Properties of the Greek Minority, and addressing the Needs of the People on the two islands".


CoE had initialy asked on 2008 to "preserv(e) the bicultural character of the two Turkish Islands as a model for co-operation between Turkey and Greece in the interest of the people concerned” also with votes of members of the Turkish Delegation itself", but Ankara failed to fulfill its commitments.

+ Speaking to "EuroFora", the Head of the Greek Delegation, former Foreign Minister Dora Bakogianni expressed the hope that the PanEuropean Assembly would nominate a Rapporteur to examine the issue and propose Measures able to convince Turkey to respect, at last, its obligations, and Implement CoE's Resolutions.

PACE checks Turkey's failure to implement ECHR Judgements for serious violations

    + Almost at the same time, CoE's Assembly also reportedly hold a Hearing on the problem of Turkey's persistying Failure to comply with the greatest Number of unimpelemnted ECHR's Judgements in the last 15 Years condemning Ankara for exceptionaly Serious Violations of Human Rights, such as Murders, Torture and/or Inhuman/Degrading Treatments, "Missing" Persons, Usurpation of Family Homes and Private Properties of Refugees obliged to flee Turkish Military and hindered to return, Arbitrary Deprivation of Liberty and/or Unfai Trials, Oppression of Freedom of Expression, Demonstration, Assembly and/or Religion, as well as other Minority Rigts, etc.


    The Move came in the framework of a recent CoE Assembly's Resolution on the Implementation of ECHR's Judgements (drafted by the experienced, long-time former President of its Legal and Human Rights Committee, Christos Pourgourides, and adopted by a Strong Majority of MEPs in the Plenary), which had warned the National Delegation of MEPs from each CoE Member Country that it will start to be held each one Responsible for the Failures of its own Government to comply with EuroJudges' rulings.

Turkey sends the main flows of illegal immigrants to the EU, says CoE Assembly --------------------------------------------


    Turkey's failure to meet its International Law Obligations, to the detriment of the EU, came also at the forefront during a CoE Assembly's "Current Affairs" Debate on  'Mounting Tensions in the Eastern Mediterranean" about "Migration and "Asylum" :  

   
    - CoE's Rapporteur, Dutch MEP Ms Strik, denounced an "Alarming situation" : - "Turkey is the Main Transit country for Migrants heading for Europe, and as Greece is located at the southern border of Europe, it serves as the continent’s Entry point. Its national borders are our common European External Borders, for which we are Collectively Responsible", as she stressed from the outset.


    - Experienced former Foreign Minister, now Head of the Greek Delegation to PACE, MEP Dora Bakogianis, observed that, in order "to portray the issue of illegal immigration, one image will do :  It is the image of a small guardpost of 27, assailed by a Crowd but guarded by just 1 of the 27 Guards. That is the case with Greece. We are responsible for the European border. Greece receives the vast Majority of illegal immigrants who enter the EU. They do not want to stay in Greece; they just want to go through Greece. They know that they will not have a future in Greece, as we are facing a big economic crisis. We live at the crossroads of 3 continents. Greece has a coast that is 16 000 km long – that is equivalent to the circumference of the whole of Africa. Furthermore, we have 1 200 km of mountainous frontiers. We do not only have European borders; we have non-European borders too. The result is that in Greece we are facing a political Problem, as well as the social and economic problems" : People's "Lives have changed and everything has changed. The cities are no longer secure. People cannot walk around the centre of Athens. They do not recognise their own city", she denounced.


    - "This problem has to be Shared. We cannot pay for Europe's Frontiers with only a small contribution from the EU. We are made responsible for that but we are criticised. We need a common European migration Policy", she stressed, addressing her speach mainly to "those who are surrounded by EU Countries", instead of facing Turkey's porous borders.


     - Speaking on behalf of the European Democrat Group in CoE's Assembly, the President of its Legal/Human Rights Committee, Brittish Conservative MEP Chope, said "an Anecdote :  When we visited a Detention centre, I asked to talk to someone who spoke English. I chatted to one of about 30 or 40 people ...He was about 22 or 23. He said he had come from Afghanistan, having paid $8 000 – he thought that was a bargain-basement price – to be transported across Iran and Turkey, from where he was going to take a boat to the east coast of Italy, thereby avoiding Greece. The boat foundered, but fortunately for him he did not lose his life; ...He was arrested by the Greek authorities and put in a detention centre. He told me that he wanted to go to London, and I asked him why. He said, “I want to go to London, because I was there 6 Months ago. I had been in London for 5 Years”... The UK authorities had eventually deported him and put him on a plane back to Afghanistan ! That person was not in need of humanitarian assistance; he was playing the system to try to get into the UK against the wishes of the UK Government and in breach of international law", as he denounced.


    - "It is a Mistake ... to equate such a person with someone fleeing Persecution in Syria: we must Distinguish between the two. I regret that the report does not say much about our visit to the vice-admiral in charge of the Hellenic coastguard, because he had some horrific stories about people off the Turkish Aegean Sea coast. Those people are getting into a boat with Instructions about how to puncture their boat close to a Greek island, knowing that the Greeks will Rescue them and take them to a centre. Surely such people should be Detained and Returned .... There is a real crisis in that Greece cannot return those illegal migrants to their own countries, because it cannot get agreements with such places as Afghanistan, Bangladesh and Pakistan. I have tabled amendments to try to introduce more balance into the recommendations, so that we can help those in need of humanitarian assistance, while penalising those who play the system for their own gain.


    =>  – What is Turkey doing to help counter illegal trafficking?", asked the President of CoE Assembly's Legal and Human Rights Committee, Brittish Conservative MEP Chope.  - "It was only in 2012 that it (Turkey) changed its Visa regime so that it is now possible to travel for about £50 from North Africa into Istanbul, and then engage in an illegal Smuggling network to try to get across the Aegean Sea (Greece) into the European Union", he denounced.


     - "Thousands of migrants irregularly enter Greece every year, mostly transiting through Turkey. ...The European Union, especially through Frontex (EU's External Frontiers Agency) and European CoastGuards, also has an important role to play", urged French MEP Rouquet.


     - "Turkey should have better control over its frontier with Europe", stressed French MEP Ms Fort.


     - But, on the contrary, Turkish MP Gundes Bakir, found that "Europe's Border in the East, is not at the Turkish-Greek border, but at the Turkish-Syrian border", (also facing Iraq and Iran)...


    The Turkish MP also rejected European calls for Turkey to stop hindering the application of UNO's Geneva Treaty on Refugees and Asylum seekers from 3rd Countries, claiming that it was Ankara's "right" to refuse UNO's Refugee legal protection to People fleeing violence in Syria, Iraq, Afghanistan, Iran, the Middle East, etc.  


      - "We (Europe) should work with Greece through (EU's External Frontiers' service) "Frontex" and its operations at the Greek-Turkish Frontier. That practical support is very important", stressed however Brittish MEP Neil.


     - Greek MEP Tzakri, denounced the fact that "in 2005, (i.e. shortly after EU - Turkey Negotiations started) the picture started to Change. Greece became the centre of an Immigration Crisis as Hundreds of Thousands of immigrants flowed into the country from all over the World, especially from Asia, Africa and the Middle East,...They saw Greece as ..a Gateway to Europe. Greece, of course, could not deal successfully with this great problem. To understand the problem in terms of numbers, in 2011, we arrested almost 100,000 people, and that is only a small fragment of the big picture. Turkey, as always, did Not co-operate with the Greek authorities", she denounced. .


     - Only "in 2010, 132 000 irregular migrants were stopped along the border with Turkey. Furthermore, 90% of the migrants who want to come into Europe are stopped at our border. Those figures come from the FrontEx report. There are 600 000 undocumented people in Athens. Imagine the problem that that creates", pointed out Greek MEP Pipili.


    - "The need for support is Exacerbated by the current difficult economic situation in Greece, ....as the Flow of new entrants into the country Exceeds its capacity to provide appropriate facilities and services. ...No country can take an Unlimited number of new Entrants, and it is the reason  (for) ..an effort to highlight the Differences between people trying to enter another country for Economic, social or other reasons, and people fleeing Humanitarian crisis, War or Persecution", pointed out Brittish MEP Angela Watkinson.


     - "Turkey, as the main Transit country, ...already hosts a very large and growing number of refugees from Syria, many of whom will want to enter the EU via Greece", Watkinson warned.


    - "Turkey ... has its Responsibilities because Thousands of people Cross Turkey to get to the Aegean islands or to the border at Evros. All that is taking place in silence", denounced Greek MEP Marias.


    - "...work with Greece through FrontEx and its operations at the Greek-Turkish frontier...is very Important", stressed MEP Neill.


    - CoE Assembly's Rapporteur, Dutch MEP Ms Strik, denounced the fact that "the CoE Urged Turkey to lift the geographical limitation (excluding from UNO's Treaty on Refugees all People coming from 3rd Countries), because the limitation means that only refugees that flee from Europe to Turkey can ask for asylum and be granted protection status. That is the Opposite of what is Needed. I do not think there are a lot of refugees coming from Europe, but there are a lot coming from other parts of the world, and Turkey should take its share in this", she stressed.


       - "I am asking for" "a Re-admission protocol between Greece and Turkey, which was signed in 2010, ...to be Honoured", stressed the President of COE Assembly's Legal/Human Rights Committee, Brittish Conservative MEP Alexander Chope.


 - Because "there were 728 Readmissions in 2011, but Only 105 (sic !) in 2012. That is why we had strong representations from the Greek authorities during our visits that the Turks were Not Honouring this agreement", as he critically observed.

>>> "Turkey ... has become the main country of Transit for mixed Flows of Irregular Migrants, asylum seekers and refugees seeking to enter the European Union", denounces the Resolution adopted by CoE's Assembly.


- "The main flow from Turkey is in the direction of Greece", initially, but the "persons caught up in these mixed migratory flows are not intending to stay in Turkey or in Greece when they arrive; they are primarily looking to reach EU member States other than Greece", while, "without sufficient support for this humanitarian crisis, there is a great Risk of political Destabilisation in the country", CoE warned.


- " Greece currently does not have the capacity, the expertise, the resources or the political and social stability to deal with the Scale of Problems it is facing. Other countries in the region, such as Malta, face some of the same problems.... The process of European unity and the Common European Asylum System is based on Solidarity and Mutual support. Without this the process is Void of meaning and cannot succeed. .... A major Re-evaluation is therefore Required, taking into account that the problem is a(n) EU problem requiring a European Union response with Support from its member States".


=> In this context, CoE's "Assembly ....calls on Turkey to : ...2. .. Improve the conditions of Detention of irregular migrants and asylum seekers;.. 3.  .. Reform (its)Asylum system, (including by) ..a Draft Law on Foreigners and International Protection ...; ..4. Remove the geographic Reservation Restricting its Obligations under the 1951 UNO Convention relating to the status of Refugees ...;...5. Honour its agreement with Greece for the Return of migrants who have entered Greece without authority, from Turkey, ...", (etc).

PACE slams plans for Nuclear plants in Seismic areas of Sea Coasts, as planned by Turkey

+ Meanwhile, in addition to the obvious Risks of Nuclear Proliferation, particularly dangerous around the Middle East area, given also the special and often controversial relations between Turkey and Iran or Pakistan (a notorious counter-example of abuse of Nuclear Technology for the construction of Nuclear Bombs), a draft Resolution signed by allmost all the political leaders of CoE's Paneuropean Parliamentary Assembly (PACE) strongly condemns any attempt to build "Nuclear Power Plants in areas of High Seismic Risks", particularly on Sea Coasts.


The move naturally refers also to recent "Earthquakes in Japan and the Fukushima Nuclear Disaster", which "raise Serious Doubts about the effectiveness of Probabilistic Sesismic Hazard Assessments advocated by the IAEA", while Turkey notoriously searches anew ways to build Nuclear Plants at its particularly Seismic Anatolia Plateau's Northern or Southern Sea Coasts, even after the 2011 Fukushima  and the 1999 Istanbul-Izmit (more than 20.000 Poor People killed) Deadly and destructive under-Sea triggered Earthquakes :


The 2012 draft Resolution recently lodged at the PACE in Strasbourg, asks "Meadures to Ban any Construction of Nuclear Plants in Areas with a High Seismic Risk", as well as "Criteria for the Prevention of Radioactive Pollution of Sea Bassins".


Many mainstream and Top MEPs denounce that "Many Nuclear Power Plants ate Built on Sea or Ocean Coasts, or other Water Bassins, carrying a High Risk of Radioactive Pollution of Large Areas in the event of Nuclear Accident", and point also to the "Fact that 20% of current Nuclear Power Plants in the World are operating in Areas of High Seismic Activity".  


But the above mentioned Resolution also "underlines that the protection of Human beings, human Society as a whole and human Health in particular, as well as of Biodiversity, Agricultural areas and Water resources, should be given the highest Priority over any economic interest", and Warns  that "Nuclear Pollution would have a very Serious and Long-lasting negative Effect on Large Areas".


=> Therefore, "building of Nuclear Power Plants in areas of high Seismic Risk is Not Acceptable for the common interest of Society and Humankind as a whole", the PACE draft Resolution concludes, "call(ing) upon (CoE's) Committee of Ministers to invite member States to co-operate actively and diligently in Implementing" such principles.


The landmark Text is very Strongly backed, since it's exceptionally Signed by almost All Presidents of CoE Assemly's Political Groups (Luca Volonté : Head of ChristianDemocrats/EPP, Andreas Gross : Head of Socialists, Tiny Cox : Head of EuroLeft, and Anne Brasseur : Head of Liberals, etc), as well as by many Mainstream MEPs from the Governing Parties in various CoE Member Countries all over Europe : F.ex. L. Tochev (Bulgaria, ChristianDemocrat/EPP and Group's vice-President), J. Hörster (Head of the German Delegation, ChristianDemocrat/EPP + vice-President), P. Agramunt from Spain (ChristianDemocrat/EPP and Group's vice-President), M. Braun from Hungary (ChristianDemocrat/EPP and Group's Treasurer), etc.. ECHR President Spielman to EuroFora: Cyprus'MISSING+States'Discretion:Case law protects Human Rights

* Strasbourg/CoE/Angelo Marcopolo/- After the ECHR just started, for the 1st time on 2012, to master the Quantity of its cases, will it also be able to safeguard the Quality of the protection of Human Rights that it has the task to guarantee to almost 1 Billion of Citizens throughout 47 CoE Member Countries ?


The Question is inevitably raised, when one sees ECHR's efficiency apparently challenged today in some among its classic cases  of particularly serious violations : F.ex. in that of "Missing" Persons in Cyprus, historically Standard-setting for many other similar cases throughout Europe and in the World. While, almost at the same time, several Governments seek to explicitly affirm ECHR's "Subsidiary" role, compared to that of National Authorities, in controlling Human Rights' violations, as well as their "Margin of Discretion" vis a vis EuroJudges' checks and balances on substantial issues, even to shorten Time Deadlines for Victims' applications to ECHR in Strasbourg from 6 to only 4 Months, etc., as a Draft Protocol No 15 currently prepares to insert in the PanEuropean Convention on Human Rights, "EuroFora" observed during ECHR's Annual Press Conference in its Strasbourg Headquarters opening the year 2013.

However, apparently both Optimist and Voluntarist, the brand new ECHR's President, Dean Spielmann from Luxembourg, concisely but artfully replied to both "EuroFora"s above mentioned Questions, by mainly declaring his Trust to some well-crafted  ECHR's case-law key tools, able, in his view, to always help find adequate Solutions for a good Quality in the protection of Human Rights, be it, sometimes, by inspiring itself from some widespread jurisprudential tools already in use among several CoE's Member States, particularly on the delicate issue of the Judicial Control of States' Discretionary Powers, f.ex. by eventually focusing on a set of Principles due to guide their Decision-Making Proces, ("Processus Decisionel" in the original in French), as "EuroFora" suggested.


- ECHR's well-crafted case-law principles, can always interpret the PanEuropean Convention on Human Rights as a "Living" tool, "in the light of current Life"'s needs, and has just succeeded, for the 1st time in History, to "Reverse" the previously growing flux of cases, by reducing in 2012 the Pending cases - 16%, mainly by using the potential already provided by the "Protocol 14", (since its Ratification by Russia at the same moment that a process of ECHR Reforms was starting at Interlaken from 2010  : comp. "EuroFora"s NewsReports from the spot), while it already disposes sufficient tools in order to be able to tackle also some particularly serious Human Rights violations, as that of "Missing" Persons, f.ex. in Cyprus, (currently apparently stalled), by an adequate use of a clause concerning ECHR's competence throughout Time periods (rationae Temporis), optimistically replied the new ECHR President, Dean Spielmann to "EuroFora'"s Questions at his 1st Press Conference in his challenging new function.  


Thus, after strongly asserting, indirectly but surely, that there is practically Not any Discretionary Power of States in cases of Torture or Inhuman/Degrading Trearments (Art. 3), he apparently also agreed that a kind of new Decision-Making Proces legal check might become possible, through ECHR's case-law developments, if States' Discretionary power on the Substance of issues would be explicitly confirmed as scheduled by the current Draft Protocol 15, almost as "EuroFora" had suggested, (comp. Supra).

 In fact, "EuroFora" raised "2 Differend Questions" to President Spielmann, succesively :

- 1st, "Concerning some very "Old" cases examined by the ECHR until recently, concerning "MISSING" Persons ... in Cyprus, which is the Oldest in this category and has played a Standard-Setting role even for nearby Geneva head-quartered UNO bodies which follow your (ECHR's) case-law, but, there might have been some more, later-on, perhaps also elsewhere :" 


- "During recent years, it was revealed several times, f.ex. on 2010 and on 2012, etc., that at least certain Persons, were indeed arrested Alive (by the Turkish Army : some even inside their Family Home !, See f.ex. case of "Germanos", found killed on 2012), but they "Disappeared" afterwards, and finally found Murdered (f.ex. with their Cranes pierced by Bullets, and their Bones Hidden inside a Well : Findings of August 2010, etc), without knowing what happened to them", nor who is Responsible, (as long as Turkey persists to refuse to open its Military and Prison Archives, despite a fresh CoE's Committee of Ministers call, since June 2012).


- But, "almost at the same time, some interpreted, more or less rightfully or wrongly, certain controversial points at a Ruling decided by a simple Chamber of the ECHR, that, apparently, more Strict Limits might have been imposed, from what was traditionaly the case, to Victims' Families, concerning the possibilities they have to lodge an application" to Strasbourg.


+ Moreover, "in the meantime, it's also the situation concerning the (EU-funded) on-going Researches in order to find at least Victims' remains, appear rather Blocked, from various practical and technical points of view", (f.ex. Resignation of 1 out of 3 Members of a relevant, UNO-sponsored Committee, controversies between Geneticians and Archeologists, transfert of GNA analysis from Cyprus to .. Bosnia !, less and less Testimonies available, etc), "EuroFora" observed.

=> "Is there any Hope, for the ECHR, as a matter of General Principle, to find a way to "re-visit" these (obviously very serious) cases (of grave Human Rights violations), for those Victims' Families who may really wish (to find the Truth),


so that nobody could ever claim that Latin America might have Stronger Principles on the protection of "MISSING" Persons, than Europe itself ?", "EuroFora" asked President Spielmann.

- "As you know, CoE currently prepares a "Protocol No 15", to the PanEuropean Convention on HUman Rights, which evokes not only the issue of the so-called "Subsidiarity", (of ECHR vis a vis National Court's duty to tackle Human Rights' violations), but also of a <<Discretionary>> power of States" (f.ex. on the choice of concrete ways to protect Human Rights, etc), "which existed already as a matter of principle, but is much more and explicitly underlined in that (Draft) Protocol, which has provoked various Controversies and Discussions" recently, "f.ex. by certain International Human Rights' NGOs, etc., as it's normal" for so important Reforms.


=> "Concerning the Future" of the ECHR, "do you think that, if that Draft Protocol No 15 is adopted as it stands now, in order to be able to exert some Control (Checks) on that Discretionary power" of States, "not on the Substance of the issues, but at least on the (Decision-Making) Process, "ECHR might inspire itself from several converging Case-Laws which are Spread all over many EU and CoE Member Countries : in France, Germany, Italy, Luxembourg, Greece, etc., already since a long time ago, (at least since the late 1970ies - early 1980ies, etc), until recently, according to which Judges check, f.ex., whether the Facts evoked by a State really exist, or not, if the required Contradictory Procedure (i.e. by warning affected People of an imminent decision which affects them, collecting their observations and responding to them) was respected, or not, if a Motivation is Sufficient, or not, if there is any abuse of a Legal Power for illegitimate aims, the Proportionality of the means chosen in order to reach a Legal Aim, if there is any Obvious Error of Appreciation, etc., i.e., mutatis-mutandis, everything concering the Decision Making Proces ("Processus Decisionel" in French), but not the Substance of the matter, in order to keep certain guarantees of at least some kind of control by the ECHR, independently of the (State's Discretionary Power) on the Substance ?", "EuroFora" questioned in conclusion.

 - "Thank you very much, Sir", energetically reacted from the outset ECHR's President Spielmann, after noding positively several times, and apparently eager to reply on the most crucial points that "EuroFora"'s above-mentioned Questions raised  :

- "Concerning the 1st Question, on the "MISSING" Persons, you know that we (ECHR) have a ver developed Case-Law in this regard, f.ex. I remind you the Grand Chamber Judgement on the "Varnavas" case (about several Greek Cypriot "MISSING" Persons', 10/2010 : Comp. "EuroFora"s relevant NewsReport), which elaborated certain Principles in this area, particularly concerning the application of the (PanEuropean) Convention (on Human Rights) Rationae Temporis (i.e. accross the Time)", pointed out President Spielmann replying to "EuroFora". 


Indeed, one of the most Crucial points today, in "Missing" People's cases, is, precisely, how exactly to interpret (and/or make eventually evolve in the Future) the additions apparently brought  by the "Varnava" case judgement on the concrete ways to estimate the Time-limits of Victims' Families right to present an Individual Application to the European Court of Human Rights,..


In fact, it seems, that, if the Victims' Families have already shown a keen interest into searching to find out what really happened to their beloved ones, then, the Basic Principle that "like the Sun who rises each day anew from the East, as long as it has not yet been revealed what happened to the "Missing" Persons, and as long as those who are Responsible for their Enforced Disappearance have not been found nor punished, these questions are being raised anew, and the cases remain permanently open", as experienced former President of UNO's Group on Enforced Disappearances, headquartered at nearby Geneva,  University Professor Corcuera, has already stressed previously to "EuroFora"s co-Founder..

 - Now, "on you 2nd Question : You spoke about Dicsretionary Power", and I presume that you refer to the (Legal) Theory of the "Margin of Appreciation", which,  following the Brighton (Ministerial) Conference (on 2012), is being included in a Draft Protocol No 15, which suggesst to integrate that theory of "Discretionary Margin" in the Preamble of the (PanEuropean) Convention (on Human Rights)", President Spielmann observed.

=> It's at this key-moment in ECHR's History, that its new President, Dean Spielmann, symbolically pointed at a landmark Book, also cherissed by his predecessor, Professor Jean-Paul Costa (currently President of Strasbourg's International Human Rights Institute René Cassin), initially published in French and English with the financial help of Luxembourg's Government, and now printed even in Russian, etc., called "Europe's Conscience"...

An obviously Welcome heading, a fortiori when, already, "for the 1st time, during 2012,  the flux of applications has been Reversed", since thre stock of Pending cases was Reduced from more than 150.000 at the beginning of the year, down to 128.000 by the End of the year, i.e. - 16% less, so that ECHR might look forward into bringing the inflow and backlog of inadmissible cases "under control within 2 or 3 years", as things stand today.

*Strasbourg/CoE/Angelo Marcopolo/ (EXCLUSIVE)- Georgia is always "Ready" for the AGRI project to create a Direct, fast, cheap and safe Transport link to EU's Industrial Heartland for Central Asia's Gas, via LNG Ship transports through the Black Sea and Danube/Rhine rivers, but something seems to have stalled in someone among our "Partners", claimed the embattled Georgian President, Milheil Saakashvili, speaking exclusively to "EuroFora" at the CoE, after meeting with its PanEuropean Assembly's President, Jean-Claude Mignon in a short Press-point, just before addressing its first 2013 Strasbourg Plenary for a Speech and Question/Reply session with MEPs from 47 Countries.

In previous Years' "EuroFora"s encounters with the Georgian President at the CoE in Strasbourg, he had appeared initially open to examine any possibility to transport Central Asia's Oil/Gas Energy Resources directly to Europe, including throuh a Black Sea - Danube River direct link, afterwards had joked saying in substance that he would consider only "Existing, Real Projects", not just hypothetical ones, even if they represented "Good Ideas", and, later-on, when the AGRI project was at last officially presented by Romania etc., he had finally started to find it not only "Technically Sound", but also able to "move Faster" than anything else (See, f.ex. : http://www.eurofora.net/newsflashes/news/georgianpresidentagriproject.html ).


So, it's obviously the 1st time that Saakashvili, while still expressing Georgia's "Readiness" to effectively join the AGRI project, nevertheless, finds, in (an unusually sharp wording) a problem that he claims to be due to someone among his "Partners", as he told "EuroFora" (comp. Supra), but without naming him...

It certainly can't be Romania itself, since it's the main EU Country which is principally interested in Black Sea - Danube Energy Transport links, as in the case of the AGRI project, also because its relevant SeaPorts as well as the location of Danube's Delta, (in addition to President Basescu - a former Ship Captain- energetic commitment in such Sea - River ship trasport projects : Comp. many relevant Basescu's statements to "EuroFora"s co-Founder since many years, from 2004 up to 2011 included : f.ex. : http://www.eurofora.net/newsflashes/news/agridanubeprojectsbasescu.html ).


No more adjacent Bulgaria, which can only benefit from such Projects, given its Danube River ports, as well as the fact that the Geo-Political importance of the 2007 EU Enlargement to Bulgaria and Romania, giving to the EU, for the 1st time, a Direct Link to the Black Sea, would be considerably strengthened for all Europe by the AGRI project.


So that several other relevant EU Countries, including Big ones as the Franco-German European "motor", from whom various High Ranking, experienced Top Officials have already expressed to "EuroFora"s co-Founder their Naturally great Interest for such projects of Direct EU - Asia Enegry Transport links, via the Rhine/Danube - Black Sea ship transport corridor, ( f.ex. Gaz de France's Director for International Relations, even EU Commissioner for Energy, Günter Oettinger, etc), with German land receiving a good part of Danube, while France hosts Rhine River's International Navigation Committee In Strasbourg's  superb "Rhine Palace", particularly after the 2001 opening of "Grand-Gabarit" Ship transport links between Danube and Rhine, etc. ;  and it's obviously many other, Small-Medium but always Strategically located European Countries and/or EU Accession Candidates which have also an Interest, such as the Netherlands (No 1 in EU's River Ship transports, and co-Initiator of such Danube-Rhine a.o. Pan-European Rivers' Networks since long) ; Hungary which hosts Danube river Navigation's Authorities, (comp. also Hungarian Prime Minister Victor Urban's relevant Statements to "EuroFora" in Brussels and Strasbourg) ; Ukrania, which holds a part of Danube River's "Delta", (and had already started to re-open a renovated Channel link to the Black Sea, able to serve also Big Gabarit Ships) ; etc. Russia itself could, according to an obvious Geographic logic, use, at least partly, a Future Black Sea - Danube/Rhine rivers Ship link for its own Energy Resources' transport to the EU, (while Moscow is also Member of the Danube River Navigation Committee), contributing to ameliorate also the Russo-Romanian relations by adding another joint interest permanently.


As for Azerbaidjan, it's among the main Beneficiaries of the AGRI project, and able to feel quite well the need to Diversify, Simpify, make Shorter, Cheaper and Safer its Gas transport links, directly towards the EU, - i.e. without being always obliged to pass through a too Long, much more Expensive and Dangerous, (because exposed to Risks of Earthquakes, various Conflicts, vis a vis Turkish Kurds, Armenians, Iraqi Kurds, Syria, Cyprus, Israel, etc, as well as to Ankara's usual Political Blackmails) pathway - as even the experienced Azeri deputy Minister of Foreign Affairs, Guliyev, has repeatedly agreed wIth "EuroFora", (comp. f.ex.: http://www.eurofora.net/newsflashes/news/coeministesondanubeblackseagastransport.html ).

Meanwhile, even at the South-Eastern Mediterranean Sea, while EU Member Cyprus apparently leaves the issue still "Open", as certain key Officials told "EuroFora" earlier at EU Parliament in Strasbourg, neverthelesss, Israeli Ambassador to the CoE, Nimrod Barkan, speaking to "EuroFora" earlier today at the CoE, clearly indicated that Israel's main choice, after having also thought to initially transform Gas to Electricity, transported by undersea cable to Europe, finally would go towards LNG Ship Transports, (which could, therefore, be boosted all around EU's Seacoasts).

Thus, one is inevitably led to raise Questions about neighbouring Turkey's geopolitical Competition games, since, among all other, effective and/or potential "Partners" of Georgia, Ankara is the only one whose individual interests are 100% Opposed to the creation of a Direct, short, cheap and safe EU link towards Romania for Central Asia Energy Transports via Ships through the Black Sea and Danube/Rhine rivers, prefering to impose, by any means, a much Longer, more Expensive and Dangerous corridor, uselessly Zig-zaging, away from Europe, but through Southerner Turkey's Anatolia plateau and Mountains, not so far away from the Syrian, Iran and Iraqi borders, before attempting, later-on, when it might arrive at the Aegean Sea borders, to continue by Turning again towards the North, etc., etc...


+ Indeed, as "Eurofora" was told Today by some other Azeri sources, Turkey apparently pressured recently Baku to accept the principle of another, even 2nd Zig-zaging Pipeline, down Southwards, from Azerbaidjan to Turkey via Georgia, which would then cross all through the long Anatolia plateau, up to the Greek Borders at the Aegean Sea, before turning again Northwards, etc...


- "This (i.e. Ankara's insistance to impose, at any price, a Long, Expensive and Dangerous Zig-Zag to Central Asian Energy Transport routes through Turkey, before they reach Europe), has recently Dissuaded all other Options" for Azerbaidjan, thus Hindered to use its full Potential, threatening to "freeze" or postpone them, at least for the  time being, (i.e. practically Hindering EU - Asia Energy links, specially Azerbaidjan, to use their full Potential fast enough), the source warned "EuroFora".

Indeed, given all these Facts, it cannot be excluded that Saakashvili, always anxious to interpose NATO between Georgia and Russia, as he reiterated today at the CoE, despite his otherwise good knowledge of Georgia's interests, might have been obliged, by pro-Turkish Lobbies' insistance, to accept, at least for a while, Ankara's demands to delay somewhat the AGRI project, at least until that notoriously unwanted "Anatolia" Turkish project, too expensive, too Long and Dangerous (see Facts already cited Supra) and currently not supported by anyone else than Turkey itself, might, eventually, find at least a few clients..

However, new Prime Minister of Georgia, Ivanishvili, a self-made Billionaire who was chosen to head the Winning Coalition of political parties to October 2012 Elections and is just starting a 4 years-term, has reportedly decided, according to mainstream Media, to review many such controversial Deals allegedly imposed to Georgia in favor of Turkish a.o. related interests, including in various Infrastructures, (f.ex. Powerhouses, Railways, etc). - "There are projects and contracts ... by the previous government (that) are ... not beneficial for our country. In particular, the so-called "new" Trans-Anatolian pipeline hypothesis, (which reportedly succeeded to failed "Nabbuco"'s Insufficiency of Gas supplies compared to its heavy Cost), appears, in fact, to be only a re-make of an old, 1996 dated idea to merely sell to Turkey alone Azeri Gas from a future field, which curiously surfaced now, while Turkish Economy is currently falling down with a possible Crisis looming. At least Azerbaidjan's SOCAR company seems to hope to also sell to Europe a part of the Gas transported by TAP, but without knowing yet how this might, eventually, be transported to hypothetic EU consumers through Turkey, when, and at what cost, (while Russia's North and South Stream pipelines' building, EU's Renewable Energies' boost and Enegy Efficiency plans, as well as new EU Gas findings at EU Member Cyprus, Israel and Egypt, Nigeria, etc, might soon make more Asian gas supplies partly redudant for the EU as several specialized Media warned. Thus, the obvious Question raised is why should Azerbaidjan and Georgia build more Long and Expensive, Dangerous and Environment-Polluting Pipelines without any other certainty than merely  to bring Gas to an uncertain Turkey alone, (instead of heading directly towards the EU with AGRI a.o.  Shorter, Cheaper, Faster and Safer projects) ?

So that, in one way or another : I.e. without excluding also the possibility that President Saakashvili, (who might, eventually, remain in power until the next, October 2013 Presidential Elections), could possibly realize also himself that, if things are in substance as they seem to be (comp. -In this regard, the Jan.-June 2013 EU Council's Chairman, confirmed that "Croatian People" should, normaly, be "greeted as (EU) Members on the 1st of July", 2013, as well as he cited "Iceland" before Turkey, in a List of "Countries in Negotiations, each at Different Stage", together with "Montenegro", with which Negotiations were "Recently Launched".

 The natural  "Difference" between Iceland and Turkey being perceptible also in the Irish EU Presidency's official "Programme", which anounces that it "will Work Further to Advance the OnGoing" EU "Negotiations with Iceland", but simply "Seek to Restore (sic !) momentum" in the "Process with Turkey". (The word "Accession" having, wisely, .. disappeared in Prime Minister Enda Kenny's EU Parliament speech, since EU Councils have already decided, repeatedly, that EU - Turkey's deals will be an "Open-Ended process", i.e. which might result also in a Privileged Partnership or any other kind of closer relationship with the EU, but not necessarily into a full entry)....

- However, for EU to be more credible when it has to exert Pressure on Candidate Countries in order to make them respect EU conditions and standards on Human Rights, Democracy and Rule of Law, etc., we (EU itself and Member Countries) have to be ourselves really consequent, f.ex. when it comes to fight corruption, rightfully observed in substance the Irish Minister for EU affairs Lucinda Creighton, in a subequent EU Parliament's debate on "Corruption, Misuse of EU funds and effects on Political Decision-Making processes", together with EU Commissioner Michel Barnier.

- Reacting to some MEPs' criticism for allegedly insufficient yet action against Corruption, as f. ex. that which was mainly comitted in the Past in Greece, MEP Georges Papanicolaou protested that this "seems to ignore the fact that the New Government has, indeed, started to take several important measures against Corruption recently", (apparently pointing at a growing series of such Decisions taken by New Prime Minister Antonis Samaras, a ChristianDemocrat/EPP from the "New Democracy" Party, but who has had obviously to make several Compromises also vis a vis his Minor Coalition Partners from PASOK - Socialists, and another small Center-Left party "Democratic Left").

 
 - "If the Greek State fully takes it seriously to really fight against Corruption, then, things will certainly change for the better", stressed Austrian MEP Hubert Pirker in reply, speaking shorftly after a Majority in Athens' Parliament just decided an Investigation vis a vis former PASOK Minister of Finances Papakonstantinou, but refrained, at least for the time being, from doing so also vis a vis the current and past PASOK leaders Venizelos and Papandreou (also former Prime Minister  between 2009-2011 and Minister between 1993-2004), despite strong criticism by most Opposition parties, both from the Right and the Left side of the political spectrum, which asked for the Investigations to have a Wider scope, (among many other concrete examples in a similar sens).


By an irony of the sort, (which obviously Simplifies things in the case of Greece), it's more or less the same groups who notoriously profited from Clientelism, Nepotism, Corruption and other Crimes committed in the Past in a disproportionaly extended Public Sector, mainly under some former "Socialist" Governments during the last 30 Years (1981-2011), and accepted a 1999-2001 Deal to "close their eyes" on Turkey's gross violations of Human Rights, etc. so that Ankara would get a controversial and unpopular "EU Candidate" status after the 12/1999 Helsinki EU Summit, in exchange of Greece's too early Entry in €uroZone even before it makes necessary Economic Reforms in order to prevent the huge Debt Crisis which broke out later-on from 2009...  So that, often, criticism on Turkey's persisting and/or growing, serious violations of Human Rights/Democracy, and against mainly Past Corruption in Greece, are often linked in practice...

The move had been done in the framework of the German 2007 EU rotating Presidency, that Chancellor Angie Merkel had inaugurated at EU Parliament in Strasbourg since January 2007 wih a landmark speech where respect of Human Dignity and Fundamental Freedoms had been named as "Europe's Soul", being followed also by Merkel's visit to the ECHR where she was welcomed and spoke with the then President, Professor Jean-Paul Costa (French), in the presence of Strasbourg's Journalists, including "EuroFora".


Enda Kenny was then (3/2007) a new Chief of the main Opposition party in Ireland, and had participated in Berlin to an EPP Summit, (as also on December 2012, before the latest EU Summit in Brussels, where we simply crossed eachother), after which he gave to "EuroFora"s co-Founder a brief but topical statement, on his own initiative, containing a critical remark on Turkey's failure to meet EU standards and Values, (which had been published at "TCWeekly" in the following days), following a collective appraisal by the latest then EU Brussels' Summit of December 2006, which had notoriously decided a series of Sanctions ("freezing" several Chapters in EU - Turkey Negotiations, and setting a new Time Deadline until December 2009, calling Ankara to, at last, comply with EU Member Countries' collectice Declaration of September 21, 2005, and withdrtaw its provocative and serious attack against EU, CoE and UNO's Member Country Cyprus, made earlier, on July 29, 2005, just after Turkish Prime Minister Erdogan's visit to London, where he had met former Prime Minister Blair ("Socialist"), and particularly to fullfil the only Commitment that Turkey had undertaken in order for  EU Heads of State/Government to open Negotiations with Ankara, (which has not been fullfilled not even today, on 2013)..


This is obviously added to Ankara's notorious Failure to implement (even more than 15 Years after the first cases were decided !) the Biggest Number among all 47 CoE Countries in Condemnations by the ECHR for repeated, serious violations of Human Rights, such as Torture, Killings, Arbitrary Deprivations of Liberty, Unfair Trials, Oppression  of Freedom of Expression, "Missing" Person, etc.+

- Thus, speaking today, just a few days after "the 40th Anniversary of (Ireland's) joining what was then the European Community" (1973-2013), Prime Minister Kenny observed from the outset that, in fact, - "our Atlantic Island has long been at the "Heart" of Europe", (i.e. close to Merkel's 2007 wording  : Comp. Supra).


- F.ex., as early as "in the 6th and 7th Centuries" AC, "our Monks-Educators, Columbanus and Kilian, among others, left heir small Boats to bring a Light of Learning to the European Mind", he reminded at EU Parliament's Plenary in Strasbourg,


 - whose 7th ArchiBishop, Saint Florentius, was also an Irish Monk, initially Ermit at the nearby Vosges Mountains' peak of Ringelsberg, who founded Monasteries around the Haslash valley's Crossroads between Alsace and Lorraine Regions, more than 1 Thousand Years ago   : 674-693. I.e. during the old Austrasia ("Eastern Lands") kingdom, which united together a part of the Netherlands, Belgium, Luxembourg, Alsace (France) and Baden Wurtemberg (Germany), as well as Basel (Switzerland), at EU's core.


- "Today, Ireland keeps that Faith, with our continent", as a "Union of Peoples", "because of a particular idea of Europe ":  I.e. "that ..., despite  our National Differences, as a People, we (Europeans) dwell Best and Deeper, Always in the Shelter, Never in the Shadow, of the other". Therefore, "we (Europeans) must work hard and Together, to ReNovate, to Restore and to ReNew our Union", the Irish Prime Minister said to MEPs, promissing to work as Incoming EU 1-6/2013 Council's Chairman, "in that Spirit of ReNewing".


- Because, "our EU us not some exclusive, distant pavillon. Our Union is (like) a Family :  at times boisterous, anxious, fretful, joyful", but "always Compassionate, always Faithful". "So, Ireland's (EU 2013) Presidency will be about our European Family", he symbolically resumed.

For that purpose, Enda Kenny anounced the Irish EU Presidency's intention to "work very closely with .. the Elected Members of the People of Europe in the (EU) Parliament, whose increased Importance and Growing Influence, puts you (MEPs) at the very Heart of the Union's business :

- Because "Our (EU) Citizens need to know, and they need to see that we are working ro Restore their Confidenc e and Trust, not alone in the National Parliaments, but equally and critically in the Democratic Ideal of the EU itself : It is important that People undestand and Feel that returning Confidence". Since "I am convinced that our European People can be both Inspired and Motivated about .. what we can achieve in Europe", he underlined from the outset.


- Since, "in this <<Year of the Citizens>>, we must be ready to argue the very <<Why ?>> of Europe", the Irish Prime Minister Warned, "agreeing with those who might say that our (EU Institutions') response is sometimes Not sufficiently Clear", as he criticized.       


- On the contrary, "Politics for me has always been about People, 1st and last !", stressed afterwards in reply to MEPs' debate at Strasbourg's Plenar,  the incoming EU Council's President in office.


- But, f.ex.  "this is the 1st time that EU Parliament is indispensable to the (Decision-making)  process" on  EU's Financial Perspectives' (201-2020), "because for the Lisbon Treaty, it is a Co-Decision process", and "the Irish (1-6/2013 EU) Presidency has an absolute Respect for EU Parliament as that of Elected Members of the People of the EU", since "you represent 500 Millions of (EU) Citizens".


- Already, "from the Wreckage of the (1st and 2nd World) War, we created a Peaceful, United, Democratic Europe of Peoples", But, now, - "It's indispensable for EU Citizens to feel that they have an opportunity to find Jobs which are Suitable for them, and that they can enjoy  : That's what Politics should be about".


While "the current Economic Crisis is impacting deeply on our People", among whom, "the deepest hurt is that of Unemployment.. particularly for our Young People. Their Confidence Corroded. .. Worse : Their Hopes eroded".. : But "we cannot, and will not, as Democrats, allow a Generation to grow up believing that their Political Leaders have Failed to give them a reasonable Chance in Life. Because it's they who are Democracy's Future, .. Europe's Future", and, "what matters most to our young People" is "the Chance to Work" and particularly "the Dignity of a Job", (i.e. its intrinsic Quality, independently of Money and other material aspects) : "This is the Challenge of our Generation", he pointed out.


- Already, 40 years ago, before Ireland entered the EU, "in 1973, our Exports, primarily Agricultural, went primarily to Britain", while, "Today (2013), Irish Companies export High-Tech. goods and services accross Europe", the Irish Prime Minister observed proudly.


- "The Next Phase of EU's Recovery will involve untapping the Full Potential of the Single Market", including f.ex. Telecoms (comp. "EuroFora"s recent Questions/Replies with Commissioners Kroes and Almunia, in Strasbourg and in Brussels, December 2012 : ... ), and, in general, "Technology in a Digital Single Market. So we want to see, and will prioritise progress on E-Signatures, High-Speed Broadband, collective Rights management, Data Protection, etc", Enda Kenny highlighted.


+ Moreover, "Europe remains among the Best places to live, not only just Economically, but (also) Culturally and Socially", he added, apparently evoking also a possibility for a cultural/social rights' dimension of EU's identity.


But, "the World we are living is changing : Genetics, BioTech, NanoTechnologies, Robotics, etc., all these changes that are coming out as a Wave : We (EU Politicians) have an opportunity to make  of those Waves of Change for the People who are going to live in our Planet during the next 100 years, on the Platforms that are being put now, by Courage, by Trust, by Decisiveness and by Clarity at EU level", Keny stressed.


+ Meanwhile, at another issue, which usually attracts wide interest by EU Citizens, twice elected, former President of Ireland, Mary McAleese, has recently been appointed, by the competent EU Commissioner for Education, Culture and Youth, Androula Vassiliou, as Head of an EU High Level Panel on evaluating Universities' quality of Education, Digital Innovations, etc., both in the EU and Worldwide,  (See previous "EuroFora"s Publication of September 2012 : http://www.eurofora.net/newsflashes/news/vassilioumodernizeuniversities.html )..


However, Kenny also expressed the hope to see a consistent Agricultural Budget, able to guarantee EU's "Food Security", particularly "in the context of a rapidly Growing Global Population", as well as to safeguard EU's Cohesion.

If the 1-6/2013 EU Irish Chairmanship's Programme is mainly placed under the Title : - "For Stability, Jobs and Growth", it's also because the topical Example of a small Country which has recently faced heavy Hardships and placed under an EU/ECB/IMF Program with Austerity for its Citizens, has now started to see a real Light at the end of the Tunnel, apparently leading towards an Economic Recovery soon, this obviously brings an Optimist message to all the EU, as the Irish Prime Minister pointed out :


- "Our proud People continue to labour under the weight of Bank-related Debt". But "I' am happy to say that Ireland is taking steps on the road to Recovery : We have honoured all our EU-IMF Commitments, through 8 Troika Analyses. Last Year (2012) our Economy started to Grow again, our Exports climbed to Record-levels. We are bringing Government Spendin under Control. Internationaly, Investors are showing New Confidence in Ireland. The Result is seen in Lower Yields on Irish Government Bonds : Recent Bond Sales show the Market Confidence, that once ebbed, is now returning". So that, "We (Ireland) are determined to Exit the EU-IMF Programme before the End of this (2013) Year", he anounced.


 - Meanwhile, "We (Ireland) had to borrow 64 Billions €, and put that on the backs of our Electors, of our People, because EU Financial policy at the time was that Banks shouldn't fail.  We were the only Country in the EU where we have to pay each Year 3 Billions €  for 10 Years" for that purpose, the Irish Prime Minister denounced. =>  "And that's also why I was glad to see that the latest EU Summit took Decisions towards a(n EU) Banking Union that would be able to break the link between Banks and Sovereigns, (comp. relevant "EuroFora"s NewsReport : ......), Kenny added.


 - This point was made even more clearly, later-on, by EU Parliament's President, Martin Schulz : - "The Irish People had to bear a Heavy Burden". "If we (EU) succeeded to face a Banking Crisis it was also thanks to them. .. If there had been a Collapse of the Irish Banking System, then there would be a Contagion accross Europe, it couldn't be stopped. For a Population of a small Country this was a Heavy Burden, indeed, but it has acted with Responsibility, and protecting the entier €uroZone, even protecting the whole Europe", (i.e. including the UK). That's why Irish People require the Solidarity of us all", Schulz concluded, (partly reminding also yesterday's observation by Cyprus' President Christofias that Nicosia's current Financial problems would be mainly due to the support given by Cypriot Banks to EU/IMF's decision for a drastic "Hair Cut" of private Creditors' rights on the Public Debt faced by Greece)..

Starting his EU Presidency at the same time that EU launches a "Year of EU Citizens" during 2013, (officially inaugurated just a few Days ago in Dublin, together with a Debate on the Future of Europe oreganized by experienced EU Commission's vice-President for EU Citizenship, Viviane Reding, as well as EU Parliament's Rapporteur on that issue, Antigoni Pericleous-Papadopoulou, MEP from Cyprus), Prime Minister Enda Kenny also stressed that EU leaders must "Motivate .. People, give them an Inspiration, that Politics does work, and that they can have an opportunity to contribute" themselves too".


- "Because if we don't do that, there will be (Popular) Anger, Rage, Frustration, Citizens and troubles in the Streets", he warned.


- In fact, "nothing is more important, in the entire Political Spectrum, than create opportunities for People to contribute to the Society in which we live". -"I'm a believer in Politics, and .. I think that we can do something about this", Enda Kenny concluded on this point.

- Questioned earlier by "Eurofora" about what means for the incoming Irish EU Presidency the fact that its term of office coincides with the opening of a "Year of EU Citizens, Director of Policy Communications, and alternate Spokesperson, Gerald Angley, replied in substance that it's important for  Ireland, also because "it Fits well" with the "Democratic Legitimacy" issue that has to be settled in order to build a stronger Economic Governance and Political Union, according also to EU President, Van Rompuy's recently disclosed Draft, presented for the 1st time at the December 2012 EU Brussels' Summit.


In concrete terms, the main idea behind "EuroFora"s project, i.e. to give a fair chance for debate with concerned EU Citizens before taking important EU Decisions which affect their lives, was endorsed also by EU Parliament's Rapporteur on the 2013 "Year of Citizens", MEP Antigoni Pericleous-Papadopoulou from Cyprus, who stressed, in reply to our relevant question, that "we (EU Parliament's Majority) stand for Transparency and Dialogue with EU Citizens" whenever important EU Decisions are due to be taken, as she told us in reply to a relevant question just after most parts of her Report were welcomed in an EU Parliament's Plenary Debate, previously in Strasbourg.

*Strasbourg/EU Parliament/Angelo Marcopolo/- Experienced former Prime Minister of Belgium, and President of the Liberal Group of MEPs in EU Parliament, Guy Verhofstadt, replying to an "EuroFora"'s Question, made it clear that ECB's recent success on Markets must not drop the "Pressure" on States to complete EU's Banking Union with an urgently needed Real Resolution Mechanism, "the fastest possible".Simply because EU Member States cannot have a real Banking Union without a Real Resolution Mechanism, which seems to lack in a controversial EU Commission's Draft revealed recently, he explained at a Press Conference in EU Parliament in Strasbourg.

- "That is my fear, at this moment, that, because of the OMT operations of the ECB, which have (succeeded to) get down the Markets, but not only them : This has also taken Pressure away from the Political Leaders in Europe, to do the Reforms that are necessary", he denounced, smiling.

- "I'm not criticizing the OMT operation(s), I think that what (ECB's President) Mr Draghi did on the 6th of September (2012), .. was absolutely necessary, but it's clear that it has taken pressure away also from the (EU) Political Leadership in Europe to go forward with a number of necessary reforms", Verhofstadt observed.
+ "And, Proof for that, you can find in the latest (EU Commission's) proposal on the Banking Resolution", the President of EU Parliament's Liberal Group of MEPs  criticized in reply to "EuroFora"s  query.

In particular, the President of EU Parliament's Liberal Group  criticized the fact that, at its current state, in EU Commission's Draft proposal, "on the on-going €uro-Crisis, I see a Danger to fall in Complacency, about this", as he said.


- It's clear that many Political Leaders in (EU) Member States believe that it's possible to "escape" the Necessity of further (EU) Integration, in order to solve the EuroCrisis", he denounced earlier.


- "And one clear example of that is what has just been put on the table, apparently by the EU Commission, on the Resolution Mecanism of the (EU) Banking Union" :


 - Because, "as you know, in order to have an (EU) Banking Union, you need to have, not only a Single Superviror, proposal that is (already) on the table now, and discussed between the (EU) Council and the Parliament, but you need also a Resolution Mecanism, the Fastest possible", he explained.


- But, "yesterday, it was revealed that EU Commission has proposed a Banking Resolution mecanism that would be an "Empty" one !", Varhofstadt denounced.


    - Indeed, "For a Real Resolution Mechanism, you need Funds, you need a European System, Decision-making procedure, but you need also a system which can Split between Sovereigns, on the one side, and Banks at the other side, because that's what the Banking Union is all about" : I.e. "To make a Split (Distinction) between the Debt Problems of the Countries, i.e. the Sovereigns, and the Banking problems. And you need also a "Burden-Sharing", because, "if you have f.ex. a Big Bank specialized in CrossBorder operations, it can be so Large, that, rescuing that Bank, can put a State in Danger" :

- "I can give you the example of the Irish, before the (EU) Banking Union" : Indeed", before the Crisis, the Debt was 44% of GDP, but after Rescuing those Banks, they (the Irish State) got a Debt of 142% of GDP. So, the whole Ireland has been put into Difficulties, very near to insolvency, because of their Banking problems. So, you need a European Resolution Mecanism that can help Countries like Ireland, like Spain, like Cyprus (f.ex. with "Marfin" Bank, etc), and others, (f.ex. Iceland, as its Economy Minister recently explained to "EuroFora" and other Journalists, at the CoE in Strasbourg)..


- "And it's not the case of the proposal of EU Commission, as it has been revealed by the "Financial Times" yesterday". Because "that proposal, still says, that it's mainly up to the States to do the job. So, it's not cutting the link between (EU Member States' Debts') Sovereigns, at one side, and Banks at the other side".


- On the contrary, "what we (EU) need is  a system where, even if it's for (EU) Member States who have to intervene at first stage, but when the (Bank) Rescue Amount is, f.ex. Higher than 10 % of the Country's GDP, then, the European system has to come in. Then the ESM (EU Solidarity Mechanism) has to come in". I.e., "if a (Banks') Rescue amount is so important that it might put a Country in serious Difficulties, i.e. obliging her to Refund itself by Loans with Heavy Interest Rates, then the ESM has to come in, with a kind of Burden-Sharing between (EU) Member States", he advised.


=> "If we don't have such a Resolution Mechanism, then, (in fact) you don't have a real Banking Union as such, and we fall Back in what we have until now, i.e. mainly the (EU) Member States remaining alone responsible for their own Banks", Verhofstadt warned.

Europe brings Development dynamics at Global Crisis' Summit debates

    Thanks also to EU Parliament Plenary's Strasbourg gathering, EU, during the French EU Presidency, managed to integrate the Development issues at Top Debates on the World Summit against the Economic Crisis  :

    For the 1st time, it's at the same moment with the Wahington G-20 Summit that EU Commissioner Louis Michel co-organizes here with the French EU Presidency parallel mega-events for the "European Development Days", starting from this Week-End and concluding at the eve of a landmark debate in EU Parliament, next Tuesday, on the outcome and follow-up of the Wash.DC Summit.

    EU and its Member Countries are the biggest donor for UNO's Millenium Development goals, with 56%, but the 27 are currently struggling to develop a collective leadership in Economic and social matters, that the 15 of EuroGroup (together with the UK and other countries interested to be usefully associated) are starting to spearhead, after the initial success of the 1st EuroZone Heads of State and Government Summit, of October 12 in Paris, according to a New Repport by MEPs Pervench Beres and Werner Langen on the 10 Years of EuroZone (1999-2009) debated Monday and voted on Tuesday.

    EU, CoE and World personalities will interact here with Heads of State or Government from Tanzania (African Union chair), Burkina Faso (CEDEAO + UEMOA chair), Zimbabwe (MDC chair), Madagascar, Haiti, Mali, Benin, etc, and some 3000 participants from the Economy, Civil Society, Media, Experts, etc, while the City of Strasbourg adds various related Citizen-events.

    Opened by French Secretary of State Alain Joyandet on November 15, and followed by a video-contact with EU Commission President Jose Baroso on the Washington Summit Sunday, the EDD are concluded by Foreign Minister Bernard Kouchner on Monday, while their main concerns cannot be ignored in the Debate that EU Parliament will hold on Tuesday, (followed by a Resolution on Wednesday), jointly on the G-20 Washington Summit and on EU Commission's work program for 2009.

    A practical opportunity for EU to reflect where it's better to spend EU Citizens' money...

    The move is prolonged in several Paris' meetings of EU chair, French President Nicolas Sarkozy with African Heads of State leading regional Organizations, as from Tanzania (A.U. Chair), Burkina Faso (chair of Economic African organizations), Togo, etc, (in parallel with a Ministerial EU - African Union conference in Ethiopia, followed by a visit to Tchad), logically concluded by a meeting with Robert Zoellic President of the World Bank.

    Many have already warned that an eventual aggravation of Development's Gap accross the World might become much more dangerous to Global Economy, Security, Values and Quality of Life, than Global Warming and/or other, even more serious challenges...

    Will they find an innovative and voluntarist way to really deal with the Development Gap, which might also contribute to help face the Economic Crisis ?
