Top UNO+CoE Officials to EuroFora: Human Rights Violations+Corruption cause Poverty versus Democracy
*Strasbourg/CoE/Angelo Marcopolo/21-22.2.2013/- Human Rights' Violations, Corruption and other Crimes can provoke Poverty, to the detriment not only of Persons targetted for Political reasons but also Massively, against entire Populations, while, at the same time, even Socio-Economic events leading to Extreme Poverty may reach a level of Human and/or Social Rights' Violations, denounced in substance, International and European Top Officials, speaking to "EuroFora" and in various statements on the occasion of a timely EU/CoE 2 Days Conference on "Poverty and Inequality in Societies of Human Rights", denouncing a sometimes scandalous "Paradox of Democracies", resumed in a Logo picturing the Revolting reality of a well-dressed and young-looking individual equiped with IT Computers, his hair done nicely, etc., ...sitting on the back of a woman whose youth had been stolen, covered by ruggs and obliged to bow down and beg : Both at the same Time, in one and same Location...

- CoE's keynote speaker on "Combatting Poverty or Inequalities", UNO's Rapporteur on Extreme Poverty and Human Rights, Magdalena Sepuldeva, a Legal Expert from Chile, (Latin America), agreed from the outset with "EuroFora" that serious Violations of Human Rights can be the cause of Poverty in case of Persons targetted for Political reasons, or Massively affected People as a Socio-Economic consequence of Corruption and other Crimes, "including, f.ex., grave Discriminations against various Minorities", etc.

- That's one more reason why, as a matter of general principle, "a Human Rights' approach to Poverty is of Crucial importance", as UNO's competent Rapporteur pointed earlier.
Otherwise, the risk exists to provoke "deep Stigma and Prejudice" even against innocent Poor People, and to adopt the "Wrong, inefficient and ineffective Social Policies", "violating the Human Dignity and Worsening the situation" of victims, she warned.

+ Meanwhile, concerning Family and inter-Generational Solidarity with Poor People, it seems that Latin American Countries are rather better prepared to support Poor People, than in Europe, as it was seen, f.ex. during the 2003 Exceptional Heatwave which killed more than 15.000 People in France, mainly isolated Old persons. On the contrary, in Spain, f.ex., a stronger Family Solidarity "avoided the Worse", Today,

- However, even after acknowledging the Fact that "Causes (of Poverty) are Not purely Economic", i.e. also Violations of Human Rights, Corruption and other Crimes or War, etc., CoE's new Democracy Director, Svetlana Samardjic-Markovic, speaking to "EuroFora", observed that, nevertheless, "while awaiting the results of the necesary Fight against Corruption, Human Rights Violations and other Crimes, Victims have also Urgent Needs, f.ex. to Eat, find a Shelter, Health care, etc, as long as they face a provoked Poverty.

=> - Otherwise, if such situations are prolonged, (f.ex. with EU's current "luke-warm attitude vis a vis Poverty"), this threatens to "create a New Social Class : that of Precarious People", even "for Many Generations", as Markovic (from Serbia) went on to add, Warning "EuroFora"...
Nevertheless, she didn't touch yet upon situations such as that in Greece, where, on the contrary, the severe Cuts imposed to the detriment of Poor People (and productive Businesses), even by putting Human Health at Risk, in order to pay the Huge Debt provoked by More than 30 Years of Salaries ²1for a Mass of Counter-Productive Cushy Job Holders, many Political Lackeys and several Corrupted and/or other Criminals notoriously apointed by former Clientelist and/or Nepotist, in previous Governments, mainly of PASOK.
But, obviously, there cannot be any real Economic/Financial Solution without urgently slashing the Disproportionate Number of Unproductive Political Lackeys, Corrupted and/or Abusive Civil Servants currently still at the expense of the Greek State, (which has also to pay yet the Interests of heavy Loans already contracted during the Past 30 Years : 1981-2011. Because the only other way to find the Money which lacks would be to pressure wit even more and even heavier Cuts to the detriment of Productive Businesses Businesses and and Poor People, which has already outpassed critical limits !.
=> Therefore, in such situations as currently in Greece and elsewhere, the Fight against Corruption, Abuse and other Crimes (which is the only able to provide a Crystal-clear and Unquestionable Criterium as well as a Legitimate Foundation for the Choice of those Civil Servants who must be, at last, sanctioned for Scandalously abusing of the Public Sector during 30 Years (1981-2011+) has become now an Urgent Condition also for the Fight against artificially provoked Extreme Poverty...
- But "this affects the very Foundations of EU Values, and is a Threat to EU Democracy, which becomes also a Big Risk against EU Security", Markovic warned in conclusion

+ Usefully associating a Grassroots Practical Experience of an International NGO Humanitarian Network linked to CARITAS, present in 52 Countries in Europe and all over the World, welcoming in Strasbourg People in need of various origins, and particularly fragile Women, with the overal view of CoE's INGO's Human Rights Committee's Rapporteur, Maritchu Rall, of the International Association of Charities (IAC), agreed with "EuroFora"s observation that, if the attitude vis a vis Victims of Human Rights' Violations (f.ex. Political Refugees and other Persons harassed for Political motives, or even simply People obliged to masively flee really Violent Conflicts, destructive Wars, Foreign Military Invasions/Ocupations, etc), was limited merely into treating them as "Poor" People, given the consequences provoked by the Crimes earlier committed against them, then, this risked to help Hide even horrible Crimes, i.e. to perpetuate a scandalous and Dangerous Impunity, (instead of Denouncing them, and helping to Find and Punish those Responsible), so that they would become a kind of "Crime Parfait" ("Perfect Crime")...
However, this should go hand by hand together with restoring Victims' Human Dignity, and Responsibility, inter alia by helping them to re-integrate Society and progressively become anew independent, while also encouraging the return of inter-generational solidarity. (...).

+ When "EuroFora" asked CoE's Social Charter Committee's President, prof. Luis Jimena Quesada, the main reason for which he had just agreed with the PanEuropean Conference of INGOs (International Non-Governemental Organizations, such as Amnesty, Human Rights Watch, etc) to make a thorough review of the overall situation today vis a vis Article 30 of the ESC, according to which : - "Everyone has the Right to Protection againbst Poverty and Social Exclusion", his reaction was adamant :
- "It's simply in order to make it crystal-clear to everybody that the Fight against Poverty is a Right, and not a Charity !", President Quesada stressed in his reply to "EuroFora"'s question.
=> INGOs have recently aquired, indeed, a Legal Competence to eventually lodge Collective Complaints, against one or another COE's Member Country, to its competent Committee (chaired by Quesada) due to check Violations to the European Social Charter.

- Indeed, today, "the Facts are Disturbing", denounced earlier CoE's Secretary General Thorbjorn Jagland. :

- "Inequality is on the Rise in all European Countries".
- "Some Suffer from MalNutrition and Poor Housing, while, at the same time, 30% of the Food produced in Europe is Discarded, and Thousands of Homes remain Vacant",
=> But, "Divided and Unequal Societies are not only Unjust, they also canNot guarantee Security", Jagland has also warned.
- "Only in the EU, more than 80 Millions Europeans live in Poverty" today.
- "In some Countries, the Economic Crisis has plunged People into new Depths of Poverty" : - F.ex. "in Greece", today (i.e. after 2009/2010), "over 20% of the Population is living below the Poverty line", (while in the past it wasn't at all the case). "This percentage is Higher than that of Iran, Mexico and the West Bank" !
>>> But, "at the same time, Greece is among the EU Countries with the Greates Inequalities : The Richest 20% of the population have an Annual Income that is X 6 Times that of the Poorest 20 %" !!!!!!......
But, "this is not just a Greek problem : Throughout Europe, the Gap between the Extremes in Income and Wealth is Growing at an Alarming pace", Yagland denounced.
+ To this is even added an "Increased Unequal distribution not only of salaries and weath, but also ofo the Capacity to Access Quality Education, Housing, Public Services, and Social Protection", COE's Head criticized.
F.ex. "in Spain, Unemployment has reached an all time High of 26%. The Jobless rate for Young People is even More Schocking : 56% !"
+ And even "those who do have Work, are often Trapped in Low-paying or Temporary Jobs"...
=> In consequence, "Families are left Exposed to the full brunt of the (Global) Crisis", and "we read about Young Families who can't pay for Heating, caN't pay for their Childrens' Clothes", etc., while "recent Figures show that Severe Material deprivation has surged to 31% in Latvia and 44% in Bulgaria"..
"These Numbers are Deeply Disturbing", Jagland criticized.

+ "It's not only because of the Economic Crisis", observed also CoE's Secretary General Jagland, speaking of People seriously Discriminated against, such as Roma and various other Minority groups.
+> More widely, "Man's inclination to Injustice makes Democracy Necessary", Jagland pointed out.
- "It is Unacceptable that People in Poverty have Lesser Rights than those living in affluence", CoE's SG denounced.

=> EU Commission just yesterday adopted a new policy initiative called "Social Investment" package, in order to have (EU) Member States invest in the Social Consequences of ...., which we know are very serious, and risk to make it harder to reach the Objectives of "2020 Europe", where, Unfortunately, .. in most Member States the situation has not improved, but became even more difficult", anounced from the outset the competent EU Commissioner for Employment, Social affairs a nd Inclusion, Laszlo Aldor.
=> "We (EU) have to use more efficiently the existing EU Funds, as the Social Fund, etc., and "We (EU) need more instruments if we want to achieve desired results", he stressed.
- That's why, "EUCommission proposed to give at least 25% of Cohesion Policy Funds to the Social Fund, ... We also said that at least 2O% of the (EU) Social Fund should be going to programs in the area of Social Inclusion and the Fight against Poverty, to Integrate Marginalized Groups in the Labor Market and in Society, which are Highly Relative Today", Aldor reminded.
+ "But, the most Important is that the Practice can be Improved", so that "these EU Funds can be Used more Effectively", he added.
- In this regard he pointed f.ex. to "Policy Coordination via EU Semester, which gives to EU Commission an opportunity every year to make Proposals on how to implement Structural Reforms, and Reforms that can lead to a Better Social Outcome, to improve the Effciency of (EU) Member States, etc.
- And he also advised to - "Address the situation ... in full front, not just one, Education, Employment, Housing and Health care, f.ex. on Roma People, etc., i.e. an area where the Efficiency .. can be further improved", as Andor observed later. ----------------------------------

+ CoE's Secretary General, Jagland, strongly supported Andor's approach : - "(EU) Commissioner Andor has Rightly pointed out yesterday at the Launch of the EU's Social Investment Package", also because "Investment in Human Capital and Social Cohesion is key to ... emerging Stronger from the (Global) Crisis ".
- But, moreover; "Important Questions" are raised, such as : .. Whether our (CoE's) existing Human Rights framework is Sufficient tp Protect People from Poverty : - "Sadly, the Answer ... is a clear "No !". We are Falling Short !", Jagland warned, pointing at the need for New Tools.
=> - On this regard, "CoE's Guide for a renewed Strategy against the Heigheting of Poverty and Inequalities, that we are Launching" these days, points out that "It's also important to provide a Legal Framework for Common Goods", for "a New Approach", currently "needed", in order "to ensure Equal Access to material and Immaterial Resources", "including "to QUality Services, such as Education, Health, quality Housing, such as Energy and Water, as well as to Knowledge and Education".
+ >>> In parallel, "we need to Strengthen Democracy by giving a Voice to all Citizens - Poor and prosperous alike", the Head of the PanEuropean Organisation
- Because "those who took to the Streets and occupied Squares of Europe are a Powerful Reminder that we Neglect Segments of our Society, at our own Peril", as he denounced. "Fuelled by Frustration with the Crisis, many Europeans are Angry : ... They think that their Future has been Stolen from them", and "they have Lost Trust in the capacity of our Democratic Institutions to protect their Right to live in Dignity", Jagland stressed.
=> "It's High Time that we Restore that Trust. It's Time that we gave them a Voice !", concluded CoE's Secretary General.
- "Otherwise, we Risk Falling into an Enormous Poverty Trap", Jagland warned. ---

- Currently EU Commission is under heavy Pressure on Social issues, and we (CoE) try to help resist from a Human Rights' point of view", resumed in substance the experienced CoE's Head of Social Cohesion unit, Gilda Farrell, speaking to "Eurofora" just a few Days after the latest EU Summit just hammered out, last week in Brussels, a first compromise on the controversy about EU's Multi-Annual Financial Perspectives 2014-2020, which will start to be now negotiated with EU Parliament.

+ Meanwhile, New Popular Movements like that of Beppe Grillo in Italy : called "5 Stars Movement", which claims to Fight Corruption and slash State Bureaucracy's and Politicians' privileges and expenses, impose real Transparency and direct Accountability of Bureaucrats and Politicians to Citizens, as well as to ensure at least an elementary level of livehood for all Citizens, (etc), might start mushrooming throughout many EU Countries, timely said to "EuroFora" the President of EU's Experts NGO "EUE-AISBL, experienced Enzo Reali :

French Foreign Minister Fabius ao to EuroFora+on Mali area: Security linked to Democracy+Development

*Paris/Quai d'Orsay/Angelo Marcopolo/- Speaking to Journalists in Paris, including "EuroFora", French Foreign Minister Laurent Fabius and Mali's Prime Minister Diango Cissoko, as well as other well informed sources at the Quai d'Orsay (See Infra), just after the Breaking News about the Abduction of a whole Family of Tourists with 4 Children at nearby Northern Cameroon, added to another kidnaping at Nigeria's North, by violent Terrorists reportedly reacting to France's military help to Mali's Government, appeared to agree, in substance, that the current Priority is to guarantee the Securisation of all that Area, and its Democratic Development, which are so linked that one can't go without the other :

- After pointing from the start to the "3 aspects" of actions currently needed at Mali : "Security, Political Dialogue and Elections, as well as Economic Development", Fabius had an ostensibly Friendly greeting with a Tuareg representative from Mali's Northern area, right in front of "EuroFora", (as an experienced politician, that we have already met since his 1st visit to the Council of Europe when he was serving as French National Assembly's President).

+ As for Mali's Prime Minister Cissoko, (who had just met, yesterday in Brussels, with EU Commission's President Barroso), he also denounced the fact that what you can do with a given sum of Money in the South of the Country, often needs up to 3 times more in order to be done at the North, as he said, apparently criticizing the lack of Security and Democratic Unity, (eventually added to thus provoked Corruption), which hinders also Economic Development.

The point on the current need to ensure an elementary Security to the wider surrounding area also as an indispensable means to release the region's in fact important Development potential, among others, also via MulttiNational Projects to transport nearby Nigeria's Gas Exports (i.e. currently the Biggest recent Findings of Energy resources in the World, even more than Egypt's Nile Delta) towards Europe and other Countries that could benefit f.ex. by a kind of "Trans-Saharian Gas Pipeline", straight on from Nigeria up to Algeria and the Mediterranean Sea, continuing via Italy and/or Ships to France's Marseille Foss II NLG ,new terminal, Spain's equivalent infrastructures, etc;, as recalled by "EuroFora", was considered as at least interesting t be considered seriously, as reacted in substance, carefuly but positively, the new French Foreign Ministry's Press Director and Spokesman, (who had earlier served at New York), Philippe Lalliot.

+ Irish EU Council's rotating Chair, Minister for EU affairs Lucinda Craighton's recent anouncement, earlier at EU Parliament's Foreign Affairs Committtee's Hearing organized in Strasbourg by its President, German ChristianDemocrat/EPP MEP Elmar Broc, that EU currently examines the preparation of a possible Mission to check Borders between key South Mediterranean Countries, such as Algeria, Tunisia, Libya, etc., and Sub-Saharian African Countries, such as Mali, etc, by using mainly Civic Security means inspired inter alia by "FrontEx", (EU's External Borders' guards), including f.ex. High Tech Satellite Monitoring and/or Command/Communications' systems, etc., was, meanwhile, positively welcomed also by other French Foreign Ministry's well informed sources, specialized to Africa, speaking later tp "Eurofora", pointing to a parallel discussion on similar issues recently at the Quai d'Orsay.
Such moves sould topically and usefully boost also EU's Civic aspects of European Security and Defense policy, in parallel and in addition to its Military aspects, strengthening further its "Dual" nature, supported by EU Parliament and December 2012 EU Summit in Brussels (comp. "EuroFora"s relevant NewsReport from the spot).
Contrary to what some still believe in Europe, erroneously claiming that "Mali is far away from the EU", etc, it's indeed enough to just See and Compare f.ex. a Map for the above mentioned Nigerian - Algerian - Italian (etc). Trans-Saharian Gas Pipeline project, with another Map showing where so-called "Islamic Extremist Groups" suddenly appeared recently all throughout the surrounding area, next to Mali, between Nigeria, Cameroon, etc. and Algeria-Tunisia-Libya, etc., (often confused amidst a too recent Nebula of various small Terrorist Groups curiously mushrooming lately at that precise region, as the Foreign Ministry's Deputy Press Ditector and Spokesman, Vincent Floreani observed agreeing in substance with "EuroFora"), in order to clearly realize that the Spatial, Temporal and Functional "Coincidences" are so Striking that some might even speculate there about an eventual so-called Geo-Political "Complot" Hypothesis, even if I think that it's not the case, as another Diplomatic source spontaneouly observed, during a discussion with "EuroFora".

To put it in a nutshell, in addition to the necessary SafeGuards against fast-spreading Terrorism, there is also aVital need to Develop the area's Economy, possibly in a way of mutually beneficial projects of cooperation between Europe and Africa, etc., , some of which indicate an Important Potential which shouldn't be missed, (be it in Energy Resources and/or otherwise), while also Protecting the Local Populations.
So, while the initial, Front-line Military action, in order to Help Mali's Government to recuperate its "Territorial Integrity" at the North, (as Foreign Minister Fabius observed), appear to have succesfully advanced, from now on, there are still Serious issues of Securization, as well as of a Democratic organization, with sufficient Dialogue and Economic Development, wich must be solved now, thanks also to the Beginning of EU's "Training" Mission on the spot, destinated to help Mali build its own efficient National Army, while also backed by France and African a.o. forces, addd to EU's parallel Decision to start unblocking its Development Aid and co-organise, together with France, an International Donors' Conference to help the area's Economic Development, since the Govenment of Mali accepted to hold "Elections" soon, as well as to launch a National "Dialogue" with various Political groups.
Such moves should go hand by hand also with the necessity to seriously investigate and punish any eventual Abuse, by whoever it might have been committted against any local population, against EU and UNO's standards, clearly added French Foreign Minister Fabius, and this promisse was confirmed by Mali's Prime Minister Cissoko, who denounced any alleged abuse as "unacceptable", anouncing that all alleged violations of human rights would be investigated, so that, if proved, their perpetrators would face Sanctions.

+ The Prime Minister of Mali clearly promissed, also, that "All Communities" inside the Country would be associated to a comprehensive and inclusive process of National "Dialogue", in addition to the "Elections" that he anounced for "July", while observing also that many Tuareg at the North of the Country are, in fact, Peaceful and seeking a Reconcliation through Political Dialogue.
The crystal-clear "Conditions" for participationg in that process are naturally to Respect the "Territorial Integrity" of the Country, and to exclude any practice of Terrorism, stressed French Foreign Minister Fabius, while also adding that among various Compromise-making mechanisms, "Local/Regional De-Centralisation" could be included among some Positive Ideas on how to find Solutions to conflicts.

In the Medium-Long term, such forthcoming developments throughout the surrounding area, should be bettter backed, from a Security point of view, by a fully-fledged International "Peace Keeping Mission", that UNO's Security Council could decide, in order to Bettter fix some Organisational, Logistics, Cooperation and Legal issues, thanks to a more adequate Structure for the Future, anounced French Foreign Minister Fabius.

Κύπρος: Οι Εκλογές 2013 σημαδεμένες απ το Ιστορικό Λαϊκό Κίνημα Πολιτών Ιούλη 2011 ?

(*) "Μια απ τις πιο σημαντικές Νέες Ιστορικές εξελίξεις στον ορίζοντα της Κύπρου τα τελευταία 5 χρόνια διακυβέρνησης Χριστόφια (2008-2013) ήταν το πρωτοφανές Κίνημα Πολιτών που ξέσπασε αμέσως μετά απ όσα σκανδαλώδη έγιναν στα παρασκήνια της κρίσιμης συνάντησης Κορυφής για το Κυπριακό στη Γενεύη, Πέμπτη 7 Ιούλη 2011, με τον ΓΓ ΟΗΕ και τον ΤουρκοΚύπριο ηγέτη Ερογλου, και της Φονικής Εκρηξης κοντά στή βάση Χαρίλαος Φλωράκης στο Μαρί, Δευτέρα πρωί, 11 Ιούλη 2011, που σκότωσε απλούς αθώους Ανθρώπους, εξαφάνισε ύποπτο φόρτωμα εκρηκτικών για την Συρία, και κατέστρεψε το πιό σύγχρονο Εργοστάσιο παραγωγής Ηλεκτρισμού στην νήσο, ακόμα κι από Γκάζ, δίνοντας αφορμή σ ορισμένους ν αποφύγουν να λογοδοτήσουν έγκαιρα και ξεκάθαρα στο Εθνικό Συμβούλιο και στον Λαό για όλα τα συμβάντα άνευ προηγουμένου που εκτυλιχθηκαν στην πραγματικότητα στις 6 κι 7 Ιούλη 2011 γύρω απ την συνάντηση Κορυφής της Γενεύης, (που συνήλθε στο πλαίσιο κι εξαιρετικά έντονης χειροτέρευσης της κατάστασης στην Ελλάδα, λίγο πρίν απ τις Λαικές Εξεγέρσεις στην επέτειο του Ιστορικού "ΟΧΙ"¨στο Ναζισμό, την 28η Οκτωβρίου 2011, οι οποίες οδήγησαν στην σειρά πολιτικών αλλαγών του 2012+).

Στον Οικονομικό τομέα, μίλησε κατά της Σπατάλης Δημοσίου Χρήματος, ιδίως από Κρατικούς Αξιωματούχους, κι υπέρ πλήρους Διαφάνειας, Κάθαρσης και Τιμωρίας Υπευθύνων: - Δεν είναι ο Λαός που θα πρέπει να φορτωθεί στην πλάτη του το κόστος επιδιόρθωσης σφαλμάτων Τραπεζών, όπως και το κόστος Εγκλημάτων που διεπράχθησαν απ ορισμένους στο Μαρί/Βάση Χ.Φλωράκη, τόνισε, τασόμενη ενάντια σ αποφάσεις Κρατικών και Κομματικών Μηχανισμών, να εκκολάπτουν, να συντηρούν και να ενδυναμώνουν την πολιτική της Ατιμωρησίας σε όλα τα επίπεδα. Ιδιαίτερα δε έναντι των όποιων επώνυμων παραγόντων της πολιτικής, κοινωνικής και οικονομικής Εξουσίας", όπως κατήγγειλε. Εστω κι αν αντιμετώπισε, όπως κι άλλοι, δυσμενείς διακρίσεις από πολλά ΜΜΕ. και δεν έχει πολλές δυνατότητες να προχωρήσει σε ποσοστά ψήφων, παρ όλ αυτά συμβάλει στην μεγαλύτερη δυνατή επίδραση του Λαϊκού Κινήματος Πολιτών που ξεκίνησε το Καλοκαίρι του 2011 πάνω στο Μέλλον της Κύπρου κπα, εμπνέοντας και παροτρύνοντας επικρατέστερους υποψήφιους να υιοθετήσουν, λίγο ή περισότερο, τουλάχιστον ορισμένες απ τις ιδέες του Λαϊκού Κινήματος Πολιτών που άρχισε το Καλοκαίρι του 2011, όπως είχαμε εισηγηθεί απ την αρχή, (βλ. σχετικές Δημοσιεύσεις ήδη απ τις 10 κι 11 Ιούλη 2011).

- Ο Νίκος Αναστασιάδης, έμπειρος πολιτικός μ Ευρωπαικές κ.α. προσωπικές διασυνδέσεις, προστάτευσε την Ελευθερία διαμαρτυρίας κι έκφρασης των Πολιτών πάσης πολιτικής προέλευσης, υιοθέτησε το Λαικό αίτημα γι4 αγώνα κατά της Διαφθοράς, Αυθαιρεσίας, Ατιμωρησίας και Νεποτισμού, θέτοντας τέλος στο Πελατειακό Κράτος που βολεύει αντιπαραγωγικά, αυθαίρετα κι αντιΔημοκρατικά, αποκλειστικά τους "δικούς του" Λακέδες, αλλά και για Δημοκρατική Διαφάνεια κι Ευθύνη και Λογοδοσία απ όλους σ όσους εμπιστεύεται ο Λαός την διαΚυβέρνηση του Κράτους, μ επανίδρυση Εισαγγελίας, αποτελεσματικές Ερευνες, κπα, ταυτόχρονα μ υιοθέτηση σθεναρής στάσης έναντι της παραβίασης απ την Τουρκία Ανθρωπίνων Δικαιωμάτων κι Εθνικής Κυριαρχίας στην Κύπρο, (πχ. στο πλαίσιο απόπειρας είτε Ενταξης, είτε Προνομιακής Συναιτερικής Σχέσης Τουρκίας μ ΕΕ, σύμφωνα με τις Συνόδους Κορυφής ΕΕ και Ψηφίσματα ΕυρωΒουλής που έκαναν λογο για "Open-Ended process" στις συνομιλίες ΕΕ - Τουρκίας), μ αναζήτηση επίλυσης του Κυπριακού πάνω με νέες, πιο Συλλογικές μεθόδους, στη βάση Ψηφισμάτων ΣΑ ΟΗΕ κι Αρχών ΕΕ, αποκλείοντας επάνοδο σ αμφιλεγομενα σχέδια που είχε επιβάλει στην πραγματικότητα η Τουρκολαγνεία ναυαγίου ΠΑΣΟΚ σε μια σκοτεινή περίοδο του Παρελθόντος που πληρώνει σήμερα ακριβά κι ο Ελληνικός Λαός, κι απέριψε ο Κυπριακός Λαός, αλλά κι επανεξέταση ορισμένων μονομερών υποχωρήσεων προς την Τουρκία που έγιναν στην περίοδο Χριστόφια, (όπως πχ. εκ περιτροπής Προεδρία, 50.000+ Τούρκοι Εποικοι, πάγωμα διεκδίκησης Δικαιωμάτων των ΕλληνοΚύπριων Προσφύγων, κα). Το πρόβλημα του Αναστασιάδη είναι κυρίως ορισμένες αντιδημοφιλείς θέσεις που είχε υποστηρίξει, μαζι μ άλλους, στο απώτερο Παρελθόν, (πιθανόν κι ένεκα μιας ευρύτερης τάσης για να διατηρηθούν, με κάθε θυσία, καλλές σχέσεις της ημι-κατεχόμενης Κύπρου με Ευρωπαικά/Διεθνή κέντρα αποφάσεων), αλλ έκτοτε, φαίνεται να έχει κατανοήσει ποιά πρώην λάθη θα έπρεπε να διορθωθούν, και (όπως είχε λεχθεί και γι άλλους διάφορους πολιτικούς στην ΕΕ+) να κατορθώσει να "μεταμορφωθεί", (ιδίως μετά κι απ το Ιστορικό Λαικό Κίνημα του Ιούλη 2011) υιοθετώντας μια πιό ώριμη πολιτική φυσιογνωμία, ενώ υπόσχεται και μια υπερ-κομματική διακυβέρνηση ανοικτή σ όλους όσους συμφωνούν με την ουσία των προτάσεων που παρουσίασε το 2012-2013 στον Λαό της Κύπρου. Επιπλέον, ένεκα και της ηλικίας του, ο Νίκος Αναστασιάδης φαίνεται να φιλοδοξεί ν αφήσει ένα όσο το δυνατόν πιό άψογο κι άμεμπτο Ιστορικό αχνάρι στην Κύπρο μέσα στην Ευρώπη που να αντέχει στην πάροδο του Χρόνου και για ένα απώτερο Μέλλον, αντί για μικρο-πολιτικές καριερίστικες βλέψεις σ εφήμερα.

- Ο Σταύρος Μαλλάς, Τεχνοκράτης στη Γενετική, (που ακούστηκε γύρω απ το Κυπριακό ιδίως στις πρόσφατες αντιφάσεις για αναγνώριση λειψάνων που ενδέχεται ν αποδίδονται σ "Αγνοούμενους", σύμφωνα μ ένα πρόγραμμα που είχε προωθήσει η Αγγλία την εποχή Μπλέαρ), βρήκε για 1η φορά θέση στον Πολιτικό χώρο μετά το Λαικό Κίνημα Πολιτών του 2011, όταν, ακολουθώντας τους Οικολόγους και τους Σοσιαλδημοκράτες της ΕΔΕΚ, ακόμα και το ΔΗΚΟ αποφάσισε ν αποχωρήσει απ την διακυβέρνηση Χριστόφια, μετά απ τις "θολές" εξελίξεις στην κρίσιμη Συνάντηση Κορυφής της Γενεύης, Πέμπτης 7 Ιουλίου 2011, και στην Φονική και Καταστροφική Εκρηξη στη βάση Χαρίλαος Φλωράκης/Μαρί την Δευτέρα 11 Ιουλίου 2011, οπότε, ως γνωστόν, ελάχιστοι γνωστοί πολιτικοί δεχόντουσαν να συμπληρώσουν τα κενά μιας Κυβερνητικής ομάδας που είχε χάσει πολλούς πρώην Υπουργούς μετά από διαδοχικά κύμματα διαφόρων παραιτήσεων. Οπως είναι πασιφανές, τόσον ο Αποχωρών Πρόεδρος Χριστόφιας, (που αναγνώρισε, πικραμένος, ότι τα γεγονότα του 2011 τον εμποδίσαν, σύμφωνα με τη γνώμη πολλών, να σκεφθεί κάν να διεκδικήσει τυχόν επανεκλογή), όσον κι όλο το ΑΚΕΛ, έκριναν ότι θα ήταν καλύτερο να μήν διακινδυνεύσουν σ αυτές τις εκλογές κανένα απ τα μεγάλα κι έμπειρα Πολιτικά πρόσωπα που διαθέτουν... (Κρίμα που δεν θα δοθούν έτσι απαντήσεις σε διάφορες επιθέσεις κατά της Ελευθερίας Εκφρασης Κριτικών απόψεων κυρίως σε σχέση με την Τουρκία, την περίοδο 2008-2012, όπως πχ. Απειλές ακόμα και κατά του Αρχιεπισκόπου Χρυσοστόμου Β γι απλές δηλώσεις, πρωτοφανής Δολοφονία του Αντη Χατζηκωστή, Διευθυντή "Σίγμα/Σημερινής", σε θολή υπόθεση που δεν διελευκάνθηκε ακόμα πλήρως, εξαγορά της "Cyprus Weekly" μετά από 30 χρόνια Ανεξαρτησίας, λογοκρισία κι "εξαφάνιση" του Ανταποκριτή της για 15 χρόνια σ Ευρωπαικά θέματα Α.Μ., καταγγελίες συντεχνιών για παρεμποδισμούς ακόμα και τεχνικών βοηθών ΜΜΕ, πχ. Καμεραμέν κλπ, φήμες και παράπονα γι απειλές διαφόρων πολιτικών μέχρι κι έναντι ορισμένων πρωτοκλασάτων Δημοσιογράφων σε "σταθερές καρέκλες" σε μεγάλα ΜΜΕ, κα).
- Ο Γιώργος Λιλλήκας, που έμενε κυρίως έξω απ τα γεγονότα του Λαικού Κινήματος Πολιτών του 2011, έστω κι αν φιλοδοξεί σαφώς να στηριχθεί στην γραμμή του πρώην Προέδρου Τάσσου Παπαδόπουλου για δημιουργία 3ης πολιτικής θέσης, μεταξύ των 2 μεγάλων κομμάτων ΔΗΣΥ κι ΑΚΕΛ (απ το οποίο προέρχεται), στηριζόμενος τώρα κυρίως απ τους Σοσιαλδημοκράτες της ΕΔΕΚ κι ένα μέρος μόνο του ΔΗΚΟ, παρ'όλ' αυτά δεν φαίνεται να υιοθετεί την Ιστορική "καμπή" στην προεδρία Τάσου Παπαδόπουλου, που είχε αρχίσει να διαμορφώνεται μεταξύ 2005-2007, σε σχέση και μ ανάλογες εξελίξεις στις μεγαλύτερες χώρες της ΕΕ, για "Ανοιχτής κατάληξης" διαπραγματευτική διαδικασία ΕΕ-Τουρκίας, που δεν είναι μοιραίο να επιβάλει πλήρη Ενταξη της Αγκυρας μέσα στην ΕΕ, (δεδομένων και των διαφόρων έντονων Λαικών Αντιδράσεων σε κάμποσες Χώρες-μέλη κλειδιά της ΕΕ), αλλά θα μπορούσε να οδηγήσει και σ απλό "Προνομιακό Συναιτερισμό". Αντίθετα, ο Λιλλήκας γράφει σήμερα μόνον για "Ενταξη Τουρκίας στην ΕΕ", παραλείποντας οτιδήποτε άλλο, (δηλ. όπως είναι κι η γνωστή παραδοσιακή θέση ΗΠΑ, Τουρκίας, κττ). Κατά τα άλλα, έχει πασιφανώς δίκιο να κρούει τον κώδωνα κινδύνου εναντίον φημολογιών γι απόπειρες επιβολής στην Κύπρο, (μ' απόπειρα εκμετάλλευσης και των προξενηθέντων Δημοσιονομικών προβλημάτων), μια τερατοειδή απαγωγή των Ενεργειακών της Πόρων δια μέσου δήθεν "Αγωγού" προς τα ... Κατεχόμενα και στην Τουρκία, αντί γι Αμεση Σύνδεση με την ΕΕ, (χάρις και σ Ελλάδα, Ιταλία, Γαλλία, κπα) με Θαλάσσιες Μεταφορές με Πλοία ή/κι υποθαλάσσιο Αγωγό ή/και Καλώδιο Ηλεκτρισμού, κα. Κάτι, που, βέβαια, κανείς άλλος υποψήφιος δεν είπε ποτέ ότι θ'αποδεχόταν, εφόσον όλοι έχουν πλέον δηλώσει ότι θα καταπολεμήσουν, φυσικά, τόσο χοντροειδοί σενάρια ενδεχόμενων εκβιασμών. Ενδιαφέρουσα πάντως συνέπεια του Λαικού Κινήματος Πολιτών 2011, ακόμα κι ο Λιλλήκας υποσχέθηκε ρητά (σχεδόν όπως κι ο Αναστασιάδη ς : Βλ. πιο πάνω), καταπολέμηση Διαφθοράς στο Δημόσιο, Ευθύνες όλων των Αξιωματούχων, Αποτελεσματικές Ερευνες σε περίπτωση Ασυδοσίας, κπα, σ εμφανή προσπάθεια ανάκτησης της εμπιστοσύνης Πολιτών στο Κράτος, (έστω κι αν οι αναφορές Λιλλήκα και στην καταπολέμηση Πελατειακών/Νεποτιστικών σχέσων μεταξύ Κράτους και βολεμένων λακέδων μιάς ή άλλης φράξιας φαίνονται, συγκριτικά, μάλλον λιγότερες).
- Η Πραξούλα Αντωνιάδου-Κυριακού, του ΕΔΗ των Φιλελευθέρων, (που εμφανίζεται σήμερα σαν να ξεπερνά ακόμα και το ΑΚΕΛ σε φιλοδοξίες επαναπροσέγγισης κι επανένωσης με τους ΤουρκοΚύπριους), υπέστη τουλάχιστον μέρος των συνεπειών των γεγονότων του Ιούλη 2011, εφόσον παύθηκε από Υπουργός Εμπορίου, Βιομηχανίας κι Ενέργειας, λίγους μήνες αργότερα, (την Ανοιξη 2012), όταν διαφώνησε με Κυβέρνηση Χριστόφια κ.α. πάνω στις διαπραγματεύσεις με την Ευρωπαική Τράπεζα Επενδύσεων (που ζητούσε έναρξη χρήσης ΥγρΑερίου απ το 2015) για την αναστήλωση νέου Εργοστασίου παραγωγής Ηλεκτρικής Ενέργειας, μετά την Φονική Εκρηξη στη βάση Φλωράκη στο Μαρί που κατέστρεψε σύγχρονο Εργοστάσιο της ΑΗΚ, σε συνδυασμό με τον Χρονικό, ΓεωΠολιτικό κι Οικονομικό σχεδιασμό της Στρατηγικής αξιοποίησης των Κοιτασμάτων Φυσικού Αερίου στην υποθαλάσσια περιοχή της ΑΟΖ Κύπρου : Η ΠΑΚ λέει ότι προτιμούσε 1 χρόνο νωρίτερη έναρξη απόπειρας αξιοποίησης του Φυσικού Αερίου Κύπρου, όχι τόσο μ ένα μεγάλο Χερσαίο Τερματικό Υγροποίησης στα Νότια παράλια, ούτε μ Αγωγό ή Ηλεκτρικό Δίκτυο προς την Ελλάδα, αλλά με 2 μικρά Πλωτά τερματικά, αφήνοντας ανοικτή δυνατότητα συμφωνίας για επανένωση ΕλληνοΚύπριων/Τουρκοκύπριων, (δηλ. πιθανόν με Μελλοντική μεταφορά ενός απ τα 2 Πλωτά Τερματικά στα Κατεχόμενα εδάφη στον Βορρά, ή/και ποιό πέρα, προς την ίδια την Τουρκία : Πρβλ. σημειώσεις για Λιλλήκα). Επιπλέον, η Κα ΠΑΚ προτιμά να δεχθεί η Κύπρος έλεγχο της ΕΕ πάνω στα Εσοδα απ τα κοιτάσματα Αερίου (που να προορίζονται αρχικά για πληρωμή του Χρέους Δανειοδότησης γι αντιμετώπιση της Δημοσιονομικής Κρίσης, αντί να πέσει το βάρος στον Λαό της Κύπρου), αντίθετα απ την θέση Κυβέρνησης και λοιπής Αντιπολίτευσης για Εθνικό έλεγχο των Εσόδων απ το αέριο.
- Ο Γεώργιος Χαραλάμπους, σχεδόν άγνωστος στο κοινό, φαίνεται να είναι ένας μάλλον απλός άνθρωπος που εκπροσωπεί το νέο μικρό Εθνικιστικό κόμμα ΕΛΑΜ, (σε σύμπλευση με το Ελλαδίτικο "Χρυσή Αυγή"), μέλη του οποίου είχαν συμμετάσχει και ξεχωριστά και μαζί με πολλούς άλλους, στο Λαικό Κίνημα του Ιούλη/Αυγουστου 2011, αλλά γρήγορα κατακλύστηκαν απ το πολύ μεγαλύτερο κύμμα διαφόρων ενταγμένων κι ανέντακτων Κυπρίων "αγανακτισμένων" απ το σύνολο σχεδόν του πολιτικού φάσματος.
+ Προστίθεται κι ο ανεξάρτητος Εθνικιστής Λουκάς Σταύρου, μ υποστήριξη απ την ΕΔΗΚ, κλπ, που διεκδικεί μακρόχρονη πολιτική δράση, αλλά κι ότι αποκαλεί "Εθνικο-Σοσιαλιστική" θεωρία, η οποία δεν μπόρεσε να εκφραστεί μέσω ΕΛΑΜ, κι απορίπτει κάθε σχέση μ "ΑκροΔεξιά", όπως λέει.
Κι οι δύο συμμετέχουν στις πολύ ευρύτερης πολιτικής απήχησης σήμερα κριτικές έναντι της "Κομματοκρατίας" και των "βολεμένων" της στο Δημόσιο, που "πληρώνει ο παραγωγικός Λαός" μέσω φόρων κττ, αλλά κι ενάντια σ ότι κρίνεται σαν υπερβολικές παραχωρήσεις στην Τουρκική εισβολή/κατοχή, απορίπτοντας και τον "ΔιΚοινοτικό" χαρακτήρα του Συντάγματος που επέβαλε ιδίως η Αγγλία, αντί για τη θέση ότι κάθε πολίτης ΕλληνοΚύπριος ή ΤουρκοΚύπριος, έχει μία ψήφο, ίσης αξίας, (ενώ ο Σταύρου κρίνει κι ότι η αποδοχή ξεχωριστών Δημοψηφισμάτων γι αποδοχή σχεδίου Επανένωσης της Κύπρου, τόσον από ΕλληνοΚύπριους όσο κι από Τουρκοκύπριους στα Κατεχόμενα απ τον Στρατό της Αγκυρας εδάφη της χώρας ήταν "Προδοσία", όπως επαναλαμβάνει).

- Ο μόνος ο οποίος δεν φαίνεται να έχει επηρεαστεί διόλου απ το Λαικό Κίνημα του 2011, είναι ο Κ.Κυριακού, γνωστός σαν "Ου-τοπος", που επιμένει στις Μητριαρχικές/Πολυγαμικές θέσεις Ευγενισμού, Ομοφυλοφυλίες κττ, αλλά και στην ..."Τετρα-Τόμιση" της Κύπρου, με "3 περιοχές για ΕΚ και μιά (στα Βορεινά παράλια) για τους ΤΚ, (που μοιάζει παράξενα μ αυτό που επιδιώκει από καιρό η Διχοτομική Τουρκία !)...
Πάντως, (ίσως σήμα νέων καιρών ?), ακόμα κι ο "Ούτοπος" προσθέτει τώρα κι ένα ρεφρέν για δήθεν Γενική Εκπαίδευση Νέων και σε κάποιες "Παραγωγικές" δραστηριότητες, για να παύσει επιτέλους αυτή η διάκριση μεταξύ "τεμπέληδων κυφήνων" και παραγωγών, όπως πρόσθεσε πρόσφατα, (πιθανόν για να είναι κι αυτός "της μόδας")...

- Ετσι, εντελώς (100%) ανεπηρέαστος απ το Λαικό Κίνημα του 2011+ εμφανίζεται αποκλειστικά και μόνον ο Λάκης Ιωάννου του ΛΑΣΟΚ, πασιφανώς ΠΑΣΟΚικής έμπνευσης, απ την αποφράδα/σκοτεινή Τουρκολαγνεία της εποχής 2002 : Προτιμώντας την επιβολή Φόρων αντί να μειωθούν τα έξοδα από κάμποσους ΑντιΠαραγωγικούς "Βολεμένους" Πελατειακών Κυβερνήσεων στο Δημόσιο, ο κ. Λάκης περιγράφει ακόμα και "γραφικές" προτάσεις πχ. για ίδρυση Ιδιωτικών Πανεπιστημίων κι ιδίως ... Καζίνων, κττ, ενώ μάταια θα έψαχνε κανείς τί έχει να προτείνει γι αντιμετώπιση της Τουρκικής Στρατιωτικής Κατοχής...
Μόνη του παρηγοριά : Το ΠΑΣΟΚ πέφτει τόσο κάτω στην Ελλάδα, που σε λίγο θα έχει φθάσει στ απύθμενα βάθη του ΛΑΣΟΚ της Κύπρου"...

*Strasbourg/- ECHR Unanimously condemned Ankara for Persisting Impunity of Butal Violations of Human Rights until Today (2/2013), even at the Highest level : that of Turkish Prime Minister Erdogan, by violating during 2007-2013 twice the Art. 3 of the PanEuropean Convention of H.R. which prohibits Torture/Inhuman-Degrading Treatments, and by "attributing a quasi-Impunity to the (Turkish) Prime Minister's Bodyguards for alleged Violence" against a quasi-Blind Peasant, who was Brutaly Punched at the Head, suffered many Wounds, and was Arrested by the Police oveNight, accused for "Insults" just for daring ask Erdogan, after his Speech, a Critical Question about Agricultural products' prices...

The ECHR 2013 move closely follows other, 2011 repeated Violent incidents also provoked by "Turkish Prime Minister Erdogan's bodyguards" even inside the UN Headquarters in New York, mainstream Media as "Reuters" reported.

But now, the growing problems of Turkish Economy's Downward trend recently (Comp. Facts f.ex. at : http://www.eurofora.net/forum/index.php?&topic=594.0), added to a Notorious Arbitrariness in Oppressing Citizens' basic Freedoms, and particularly of Expression, aggravated by a scandalously prolonged Impunity of Turkish State Agents' Violence and other Criminal acts (See Infra), are obviously behind the case of Necati Yilmaz, a 50 years old peasant from Herakles' village at Trapezounta (currently Arakli - Trabzon), 80% Blind on both eyes, who dared ask the Turkish Prime Minister Erdogan, at the end of his Speech on just another Road, to "better speak us about the Price of Hazelnuts, which affects all the People here", as ECHR noted.
The quasi-Blind old man was immediately arrested "by 3 (Turkish) Policemen", accused to "Insult" the Turkish Prime Minister Erdogan, and "transfered by force to the Police Station", before being obiged to be examined in 2 different Hospitals overNight, for "receiving Blows at his Head", reportedly hit by the Fists of Erdogan's Bodyguards while closed "inside the Car", resulting with "a 1 cm. Scratch at the Right Eye, Pain around his Eyebrows, a Red Lesion at the ...Neck, and Pain at his Head's "Parietal Zone" (crucial for Optical Vision, i.e. threatening to make him Totally Blind, and, thus, 100% Handicaped, entirely Dependent)..

- "Until Today (2/2013), the (Turkish Prime Ministers') Bodyguards have Not yet been Identified, and that because of the (Turkish) Authorities' inertia", while "not any new information concerning this procedure was ever submitted to the Court", denounced EuroJudges.
- "On April 2007", the victim "lodged a Complaint for Ill-Treatments, against the (Turkish) Policemen responsible for having Arrested him", "complaining that he had been Beaten, hit by the Fists of (Turkish) Prime Minister (Erdogan's) Bodyguards, while being tranfered by a Car to a Police Station", ECHR noted.
But, at first, both "on April, .. 13 and 23 July 2007, the (local Turkish) Attorneys declared themselves as territorially Incompetent", before changing their mind only "on August 2007", when "the (local) Attorney asked the Interior Ministry to give a Nominal List of the Bodyguards in charge of the Prime Minister's protection on April 7, 2007". However, on "September 2007, the deputy-Director of the Service responsible for the protection of Prime Minister (Erdogan), replied that the Identity of those Bodyguards, who had arrested the victim, could not be determined (sic!)". And when the Attorney "asked afterwards to the Ankara" and later also "to the Trapezunta (Trabzon)'s Procurateurs to make such a Nominal List", both on 2007 and on 2008, etc., "he didn't receive any Answer at all", from noone, until now (2013), observes the ECHR.
- So that "on 2010" the Turkish Attorney "droped" the case, claiming that "the File's data couldn't prove the allegations" of the Victim, who appealed to another Regional Court, obtaining a ruling attesting, on the contrary, the fact that "the acts of the (Turkish) Prime Minister (Erodgan)'s Bodyguards were opposed to the Law, as it has been sufficiently proved by several elements in the File of the case", (pointinng, in particular, to "the Medical Reports", as well as to "the Coherence between the description given by the Victim" on the incident "and the Wounds found".
- Nevertheless, almost .. 6 Years after the Facts (2007-2013), "the case is always PENDING inside (Turkey's) national legal system", but "not any new Information, concerning that procedure, wasn't ever given" to the ECHR, today's (12/2/2013) Strasbourg Judgement denounces...
=> Thus, "during more than 5 Years", the Turkish "Authorities haven't yet taken the Measures imposed by the circumstances of the case in order to conclude rapidly the Investigation", and ECHR "Reminds that it has ALREADY Judged, in SIMILAR CIRCUMSTANCES, .. that the (Turkish) National Authorities had to take all the positive Measures needed in order to act sufficiently earnest and with a reasonable diligence, so that the authors of Treatments contrary to Art. 3" of the PanEuropean Convention on Human Rights (which prohibits Torture and other Inhuman/Degrading Treatments), "couldn't enjoy a quasi-IMPUNITY", as EuroJudges denounced, citting several previous Judgements Condemning Turkey, f.ex. on 2007, 2010, etc., which notoriously remain still Non-Implemented by Ankara until now (2/2013).

=> "In consequence, and taking into acount the Allegations" of the Victim, "as well as of the Ancienty of the Facts, it results that the (Turkish) Authorities did NOT take all the positive Measures that the circumstances of the case imposed to take in order to conclude the Investigation rapidly", ECHR denounced. "Therefore, .. ECHR decided not to take into account the exception of Non-Exhaustion of National Remedies (by the Applicant), invoqued by the (Turkish) Government", which is, thus, held to be the sole Responsible for all these Delays.

- "Moreover", the Victim "faced (Turkish) Prime Ministers' BodyGuards, who not only Arrested him, but even Punched him Deliberately, as it results from the file of the case", ECHR denounced.
Indeed, the Victim "was Arrested on April 2007 .. by the (Turkish) Prime Ministers' BodyGuards", and "Nothing indicates that he might have behaved in a way which would justify the use of any kind of Force against him". But, "Medical Reports note the existence of an Oedema zone around his right Ear, an Erythrema Lesion at the right side of his Neck, and a sensitivity at the levels of the right zygomatic and parietal zones", which, "contrary to what claims the (Turkish) Government, confirm the description" of the incidents by the victim, while "nobody claims here that these Wounds might have been inflicted at an earlier period, before his arrest", ECHR observed.
As a matter of General Principle, "when a person is deprived of its Liberty, or, more generally, faces Security Forces' agents, the use of physical Force against him, without that having been necessary by its behavior, violates Human Dignity, and tantamounts to a Violation of the (Human) Right guaranteed by Article 3" of the PanEuropean Convention on Human Rights, ECHR reminded.
- "The (Turkish) State bears the Responsibility for the Wounds inflicted" to the Victim, found ECHR, "taking into account all the elements submitted to its appreciation, and in the absence of any plausible explanation by the (Turkish) Government".
=> "These Acts have largely bypassed the framework of a normal arrest", since the Victim "was Submitted to an Inhuman and Degrading Treatment", EuroJudges concluded.

+ In addition, ECHR also found that the Turkish Authorities committed "Many Failings" in an Enquiry which "is still Pending 5 Years later", "without making any progress", since "even the (Turkish Prime Minister's) Bodyguards suspected to have ill-treated" the victim "were Not Identified (etc) !
>>> Indeed, "when the victim observed the Incapacity of the (Turkish Judicial) Authorities, to obtain, more than 2 Years after the Facts, (not even) the Names of the (Turkish Prime MInister Erdogan's) BodyGuards, whom they denounced for punching him, then, he became aware of the Ineffectiveness of the legal remedies available" in Turkey, ECHR noted.
- "In circumstances such as in this case, the prompt opening of an Enquiry and its Diligent conduct, are crucial in order to maintain the Public's Trust and its support to the Rule of Law, as well as for Preventing any apparent Tolerance of Illegal Acts or of Collusion in their perpetration", EuroJudges stressed, (reminding also various other cases concerning Impunity of Criminal acts committed by Agents of the Turkish State).
But, "the (Turkish) penal System, as it was applied in this case, (of PM Erdogan), could Not .... prevent Illegal acts, as those denounced" by the Victim, i.e. Torture/Inhuman-Degrading Treatments, observed ECHR.

+ Meanwhile, during all this time, in Parallel, a Prosecution against the Victim, accused by the Turkish Authorities for "Insulting the Prime Minister (Erdogan)", is always PENDING before the Turkish Courts, from 2007 up to 2013 included, ECHR points out in addition...

=> In consequence, Unanimously, ECHR concluded that Turkey had "Violated Article 3" of the PanEuropean Convention on Human Rights" (which prohibits Torture and Inhuman/Degrading Treatments) "both in its Substantial, and in its Procedural aspects".
- Therefore, ECHR condemned the Turkish Goverment to pay 17.000 € to the Victim, mainly for Moral Damages (12 Th.) but also for expenses (5 Th.)

Such a crystal-clear condamnation, even at the Highest Level of the Turkish regime, for blatant and prolonged Impunity of Turkish State Agents' Violence against Citizens deprived of their Liberty simply for Criticizing the Turkish Government, obviously throws a Bleak light on the Numerous other Cases of Condemnations of the Turkish Authorities by ECHR for the manifold, often exceptionaly Serious Violations of Human Rights, such as Killings, "Missing" persons, Torture, Arbitrary Deprivation of Liberty, Usurpation or Destruction of Family Homes and Private Properties of Refugees brutally obliged too flee and still Hindered to Return to their Ancestral Land, Oppression of Freedom of Expression, jailings of Thousands of Elected Representatives, etc., which still remain Scandalously Pending for Execution inside CoE's Committee of Ministers in Strasbourg, (and are currently due to be examined anew by the Permanent Representatives/Ambassadors of the 47 COE Member Countries in Strasbourg on March 2013)....
+ Moreover, such Topical revelations at the very Top of the Turkish State a Decade since Ankara started its controversial and unpopular, but lucrative EU Negotiations (which cost almost a Billion € of grants to the Turkish Government each year from EU Taxpayers' Money, including in the current period of Restrictions of Funds even to the Poorest EU Citizens), naturally raise Critical Questions on the Failure of Expensive EU attempts of the Past to really "Change" Turkey into a Modern Democratic Country,
and inevitably provoke the worst Concerns about what would happen to the People abandoned to the Turkish regime (hastily set up less than 1 Century ago, immediately after the Armenian a.o. Genocides) if recent controversial Plans to Limit even more the Victims' Access to Strasbourg's PanEuropean EuroJudges, under Pretext that Ankara would check Violations by just another internal appeal f.ex. to a National Constitutional Court, etc., while everything reveals that, on the contrary, even blatant Impunity of Turkish State Agents' brutalities against defenseless Citizens continues until Today inside an ineffective Turkish System (comp. *Strasbourg/EU Parliament/Angelo Marcopolo/- Speaking to "EuroFora" after an extraordinary meeting of all Chairmen of Political Groups of MEPs on Ukraine, in the run up to the forthcoming EU-Ukraine Summit of February 25, experienced former EU Parliament's President and Chair of the Liberal Group, Pat Cox from Ireland, the current holder of EU's rotating Presideny (Jan.-July 2013), stressed, concerning mainly jailed Political Opposition figures such as former Prime Minister Julia Tymoshenko, etc., that even if he wasn't due to meet any ECHR's Officer this time, nevertheless, "we are closely Following" the relevant Pending cases., (Comp. f.ex recent ECHR Hearing and statements of jailed Tymoshenko's daughter to "EuroFora" : http://www.eurofora.net/newsflashes/news/echrandeumovesontymoshenko.html ).
Cox had just returned from Ukraine, together with former Polish President Aleksander Kwasniewski, who reported to EU Parliament's Political Leaders, in a closed doors meeting, the results of their Mission, and the way forward, before EU Parliament's current President, Martin Schulz, presented to Journalists in Strasbourg, including "EuroFora", the decision to advance further in to try to obtain some practical results from their "Difficult", strictly Humanitarian Mission, as he stressed :
- "They have been..meeting with the (Ukranian) Government with Julia Tymoshenko, with Mr. Lishenko (jailed former Prime Minister and former Minister, respectively), and decided to be out, to Report. The (EU Parliament's) Conference of Presidents (of all EU Political Groups of MEPs) unanimously resumed our Thanks, already, to the enormous Engagement of both Men who are ...Exhausted, from these enormouly Difficult Meetings", observed Schulz from the outset.
=> Thus, (EU Parliament's) Conference of Presidents decided Unanimously that both men should continue all the necessary contacts to improve the Legal Situation and the Daily Live, specialy of Julia Tymoshenko, but not only of Julia Tymoshenko, also of all other People, ..for whom we can do something, and at the same moment to continue all direct contacts to the Governmental, to Parliamentarian and to Juridicial Institutions, to maintain the Dialogue with the only Goal of the Mission : Not to Interfere in Political Debates, not to interfere in Technical reflexes of one or another side, but to improve really the situation of those People", as he clarified.
- I.e. "to be Free to Speak on both, on different levels, as I said, on the Parliamentarian, on the Governemental, on the Judicial level, (in order) to improve not only the situation of the People for whom we can do something, but to bring also a little bit of Hope to those who Suffer on very Difficult Circumstances. This is the Goal of our Mission, and I'm very Grateful to Aleksander Kwaśniewski and to Pat Cox. They agreed also to maintain, because it's Not Easy, for all of them, and, therefore, thank you very much, collegues", President Schulz concluded.

Ukraine has just been reportedly bullied by Turkey who threatened to block the International Navigation Dardanelles' straights for NLG Sea SHip Transports, (despite Montreux 1921 Treaty on the Freedom of Navigation through the straights), reportedly in reaction to Kiev's efforts to launch a New way of Central Asia Energy's transport to Europe via NLG and Black Sea Ship transports, given the Ukranian Government'sx complaints for the prices previously agreed by Tympshenko with Russia's Gazprom. But, regardless of the Russian issue, there is also Azerbaidjan, Georgia, Romania, Bulgaria, Hungary, the Netherlands, Germany, France and several other European Countries who are notoriously interested into organizeing, in one way or another, a system of Sea/River Ship Transports of NLG via the Black Sea, Danube and Rhine, (an alternative, Direct route towards the EU for Central Asia's Energy sources), (without being obliged to pass always through a Diversion via 3rd Countries, as Turkey, etc).
Kwaśniewski was chairing the latest COE's PanEuropeanb Heads of State/Government's Summit, back on April 2005, at Warsaw, where many Polish People demonstrated then in support of Ukraine, while politicians were pushing Kiev's EU bid... At the same time, the Warsaw PanEuropean Summit clearly fixed CoE's Main Mission focused on Human Rights, Democracy and Rule of Law, (comp. "EuroFora" co-Founder's NewsReports from Warsaw, then, including Statements that had given us the then President Kwaśniewski, who had chaired CoE's Summit, etc).
Since then, (2005-2013), there were, notoriously, several ups and downs in EU - Ukraine relations, but it's only recently, on December 2012, that the latest EU Summit in Brussels suddenly decided to publish, in its specific Press Cards, a Map of Europe which naturally includes Ukraine (and Iceland, etc), an unquestionably European Country, not only Geographicaly, but also Historically and Culturally...

Europe brings Development dynamics at Global Crisis' Summit debates

Thanks also to EU Parliament Plenary's Strasbourg gathering, EU, during the French EU Presidency, managed to integrate the Development issues at Top Debates on the World Summit against the Economic Crisis :
For the 1st time, it's at the same moment with the Wahington G-20 Summit that EU Commissioner Louis Michel co-organizes here with the French EU Presidency parallel mega-events for the "European Development Days", starting from this Week-End and concluding at the eve of a landmark debate in EU Parliament, next Tuesday, on the outcome and follow-up of the Wash.DC Summit.
EU and its Member Countries are the biggest donor for UNO's Millenium Development goals, with 56%, but the 27 are currently struggling to develop a collective leadership in Economic and social matters, that the 15 of EuroGroup (together with the UK and other countries interested to be usefully associated) are starting to spearhead, after the initial success of the 1st EuroZone Heads of State and Government Summit, of October 12 in Paris, according to a New Repport by MEPs Pervench Beres and Werner Langen on the 10 Years of EuroZone (1999-2009) debated Monday and voted on Tuesday.
EU, CoE and World personalities will interact here with Heads of State or Government from Tanzania (African Union chair), Burkina Faso (CEDEAO + UEMOA chair), Zimbabwe (MDC chair), Madagascar, Haiti, Mali, Benin, etc, and some 3000 participants from the Economy, Civil Society, Media, Experts, etc, while the City of Strasbourg adds various related Citizen-events.
Opened by French Secretary of State Alain Joyandet on November 15, and followed by a video-contact with EU Commission President Jose Baroso on the Washington Summit Sunday, the EDD are concluded by Foreign Minister Bernard Kouchner on Monday, while their main concerns cannot be ignored in the Debate that EU Parliament will hold on Tuesday, (followed by a Resolution on Wednesday), jointly on the G-20 Washington Summit and on EU Commission's work program for 2009.
A practical opportunity for EU to reflect where it's better to spend EU Citizens' money...
The move is prolonged in several Paris' meetings of EU chair, French President Nicolas Sarkozy with African Heads of State leading regional Organizations, as from Tanzania (A.U. Chair), Burkina Faso (chair of Economic African organizations), Togo, etc, (in parallel with a Ministerial EU - African Union conference in Ethiopia, followed by a visit to Tchad), logically concluded by a meeting with Robert Zoellic President of the World Bank.
Many have already warned that an eventual aggravation of Development's Gap accross the World might become much more dangerous to Global Economy, Security, Values and Quality of Life, than Global Warming and/or other, even more serious challenges...
Will they find an innovative and voluntarist way to really deal with the Development Gap, which might also contribute to help face the Economic Crisis ?
