Christian Protestant 2017 Global jubilee Head Kässman slams Hollande/Obama rush on Syria Armed Clash
*Strasbourg/- The former Chief of Germany's Christian Protestants and current Head of preparations for the 2017 Global event on 500 Years of Reformation's movement (1517 - 2017), Bishop Margot Kässmann, was strongly applauded by a large Audience (mainly of French, but also German People), when she criticised a controversial stance attributed to the "Socialist" President(s) in France (and USA), Hollande (and Obama), for a Military Attack in Syria, in reply to various Topical Questions raised after a Speech in Strasbourg's "Temple Neuf" (New Templar) church.
- What would you say, if you were in front of French President Hollande, about his stance for a Military Attack in Syria ?, she was asked by a French citizen, while all mainstream Mass Media were reporting that an Armed Strike led by the USA and France would be now "imminent", and could take place from one moment to another, expecting also an exceptional statement by US President Obama later this afternoon.
- "I don't undestand at all how one could think that Weapons might be a solution", Kässmann strongly replied to that Topical question, spectacularly triggering an exceptional, spontaneous and quasi-unanimous Applause by a numerous Audience composed mainly of French but also German People, from both sides of Strasbourg's Rhine river, (who had, on the contrary, stayed rather quiet on all other issues)...
- Instead, we should depart from the Principle that "Terrible Conflicts" lead to a "Deadlock" if we skip Dialogue, Negotiation and "Mediation", she pointed out, obviously making a reference to the UN-supported efforts to bring the Syrian Government and all parts of the Opposition to Peace Talks at nearby Geneva, as it had been initially agreed by Russian and American Foreign Ministers since last June, and is still supported by UN Secretary Gerenal Ban Ki Moon's special Envoy, Lakhbar Brahimi, who reportedly stressed that any "Military Action must be taken after a decision by the Security Council" of the UN, in order to be in accordance with "International Law".
But, meanwhile, that initial USA - Russia agreement, supported also by China a.o., has been again undermined, mainly because of special problems faced by efforts to Unite all the Syrian Opposition forces, while Turkey is reluctant to the Kurdish Minority of the Country, but prefers to support even Armed Groups of Foreign Islamic Extremists, to whom Ankara reportedly delivered recently +500 tons of Deadly Weapons funded by other Countries. A paradox, (apparently due mainly on Oil-Gas related interests of the notoriously Interventionist Neighbouring State, accused by the Syrian Government even to host a Labo for Chemical Attacks by Armed Islamic Groups entering the country, similar to that for which others suspect the Syrian Army), given that President Bachar-el-Assad was a noisy supporter of Turkey's controversial and unpopular EU bid, but should probably have changed views by now...
- "Why, in such a difficult situation, some push towards even more Arms, Clashes and War ?", Dr. Kässmann wondered, after criticising also plans to deliver Arms f.ex. to Quatar, while it's not at all an example of Democracy, as she observed, and/or to invite in the Past colonel Kadhafi, etc., as she observed referring to some reported examples in Germany and/or in France, etc, (that on Libya having been, meanwhile, rectified, after a 2011 UN SC Resolution in New York and an International Summit in Paris to defend the Libyan Opposition which had succeeded to Unite in a real National Council based inside Syria's 2nd greates town, Benghazi,-contrary to what happens on Syria, given particularly Turkey's interference on an Istanbul-based controversial "Council" which excludes Kurds and other Syrian opponents, several of whom have recently abandoned it).
As it is well known, the former Head of the influentual German Christian Protestant church had been obliged to Resign from her previous job on February 2010 following Press reports that, shortly after criticizing the continuing US-led Mlitary Presence in Afghanistan, she was found with 1,5 miL of alcool in a blood-test while driving in a car. But recently, Internet Freedoms and Privacy whistleblower Edward Snowden revealed, in an Interview to Brittish Newspaper "The Guardian", while he was still at Hong Kong earlier this year (2013), that an undercover operation planned by USA intelligence agents had prepared how to trap f.ex. a targetted Swiss Banker into a positive Alccol-Test during Car-driving, in order to exert Pressure on him to obey in a controversial order serving their interests. Meanwhile, World famous French Actor Gerard Depardieu, shortly after the departure of former President Sarkozy, that he had supported both on 2007 and 2012 Elections, was arrested by the Police and persecuted in Court for having been found positive in a similar AlcooTest while driving his Scooter, followed by a public exchange of harsh Criticism with the PS Governement, which resulted to his departure for Russia and afterwards Belgium, where he was welcomed and awarded a double new national citizenship.
But today, concerning Syria, Dr. Kässmann practically agrees with what appears to be the official position of the UN as well as of the Brittish Parliament, Russia, China, etc., reporedly backed even by a Majority of People in France, according o the latest Polls.
Focusing on the Question : - "500 Years after the Reformation, do Protestants have something to say ?", and according to a 10 Years' long (2008-2017) Timetable of preparations for the 2017 Global event on the 500th Anniversary since Martin Luther launched the Christian Reform movement (1517-2017), Kässmann has travelled throughout Europe and the World, including recently in the USA, in order to exchange views with representatives of all Christian Protestants in many Countries, as well as Catholics, Orthodox, etc., marking a wish to include Globalisation and OEcumenism, as well as Dialogue between Religions, together with all other, Ethical, Cultural and Political issues on which organized debates should help find some common positions on many important Topical Issues facing the World Today during the 2017-scheduled conclusions at Wittenberg.

ECHR topically slams overcrouding, lack of Hygienic+Open Air facilities in Police Station Detentions
*Strasbourg/- ECHR condemned the Greek Authorities for having obliged, in the Past, a detained illegal immigrant to sleep 2 Days in a cell containing one person more than the available beds (3 detainees for 2 beds only), without any Shower, and deprived of everyday "promenades", i.e. out-door access at an open air space, nor physical exercice , etc., that EuroJudges slam as "inhuman and degrading treatments", contrary to Article 3 of the PanEuropean Convention on Human Rights. The events took place on 2011, during a previous, PASOK Government, then led by f. International Socialist's President, Giorgos Papandreou, but it gave an opportunity to the ECHR to explicitate a set of General Principles applicable on any Detention in Police Stations, which appear to have a wider and Topical Importance :
Indeed, the judgement mainly confirms pre-existing case-law and CoE's Committee to prevent Torture (CPT) Recommendations, but adds crystal-clear Clarity among topically interesting points, and was published at a moment and in a context which could have several important consequences also in various cases in other CoE's Member States, including not only Turkey, (a traditionaly bad student on HR issues), but even France, etc., where many Hundreds of People were recently arrested and detained by the Pölice in more or less harsh conditions after wide-spread but peaceful mass protests against a controversial and unpopular law imposing Same-Sex Mariages and even Adoption of Children by Homosexuals, (See, f.ex. : http://www.eurofora.net/newsflashes/news/coeslamspoliceviolenceinfranceasturkeyaftersamesexmariagelaw.html , http://www.eurofora.net/newsflashes/news/coemonitoringaskedforfranceonsamesexmariagetroubles.html , http://www.eurofora.net/newsflashes/news/pacepresidentmignontoeuroforaonfrenchdemonstrators.html , http://www.eurofora.net/newsflashes/news/russiadefendsfrenchfamilymovementandasksinvestigationsforallpoliceactionsinallstates.html , http://www.eurofora.net/newsflashes/news/coeministersneedeyeglassesonpoliceviolence.html, etc).
In the present case, the concerned detainee was an Asylum seeker from Africa complaining that he would be a victim of politicaly motivated persecution, after being reportedly tortured in Sudan, whose demand had not yet been normally presented nor examined yet. Being without travel documents and homeless, his status was more or lees assimilated to that of an illegal immigrant; who was detained, initially at Police cells and afterwards in a Prison, pending the examination of his demand, until a Human Rights' NGO accepted to host him, in Agreement with the competent Greek Authorities. They were applying a controversial EU-inspired rule about the "Identity verification" of undocumented Illegal Immigrants, even Asylum-seekers, as it had been adapted in a country notoriously deprived recently from Financial means and submerged by disproportionate mass influx of various, Asian or African, etc. illegal immigrants and even organized Human Trafficking particularly through EU's External Borders vis a vis Turkey, but also from the South Mediterranean coasts. (I.e. placed in a similar but even more serious pressure as notoriously are also Italy, Malta, Cyprus, France and Spain, etc., through which many illegal immigrants often reach EU's Northern and even Scandinavian Countries by pursuing their course).
When the HR. NGO accepted to host him, he was freed, but shortly afterwards, he droped his demand for Asylum, and returned willingly back to Africa. However, later he lodged a formal complaint to the ECHR in Strasbourg, which resulted to the present Judgement, which doesn't deny the legality of the detention, but slams its conditions.
By a symbolic coincidence, this ECHR decision was published here at the same moment that other Human Rights' Organisations, Lawyers, Politicians, NGOs and the Press have just started recently to denounce an Exceptional wave of quasi-Systematic Mass Arrests (many with a surprising Brutality, already denounced by a CoE Parliamentary Assembly's Resolution : See : http://www.eurofora.net/newsflashes/news/coeslamspoliceviolenceinfranceasturkeyaftersamesexmariagelaw.html ) and Detentions, even of underage Children and simple Young Girls, Mothers, etc., on the occasion of absolutely Peaceful Protests (f.ex. Oral Slogans, silent Public Prayers, etc), in the follow-up of Massive Popular Demonstrations, mainly of French Citizens, against that controversial recent Law imposing Same Sex Mariages in France and obliging Children to submit to the authority of Homosexuals through "Adoptions", which has alredy started to provoke Negative reactions even from other CoE-Members and/or Third Countries throughout the World, who try to protect their own Children from the risk of falling in such traps.
In several among those recent cases, the Victims and/or their Famiies, Lawyers, MPs, NGOs, etc, strongly denounced - in addition to the (according to their complaints)unacceptable and illegal aspect of most arrests, many of them being even surprisingly Brutal, as Photos and Videos reveal (v. : http://www.eurofora.net/newsflashes/news/coeministersneedeyeglassesonpoliceviolence.html) - also the "shocking Conditions" of Detention of several among many Hundreds of peaceful young Girls, Boys, etc., otherwise Law-abiding French Citizens, often, reportedly, with much more severe Overcrowding, insufficient Beds, total lack of any chance for daily outdoor "Promenades", deprivation of elementary Hygiene (f.ex. impossibility to wash and/or take a shower, obstacles and/or delays in access to WC, Dirt : even pish and/or shit in some cases), etc. (Comp., f.ex. : http://www.eurofora.net/newsflashes/news/ludivinedelarocheremanifpourtoussurnicolas.html ).
ECHR reminded Today the Minimum Standards due to be respected in Detention, (f.ex. at least 3 or 4m2 per person, Natural Light and Air, Ventilation, basic Sanitary rules, No total deprivation of Privacy, possibility for the detainees to Wash themselves, sufficient access to open-air space, opportunity for physical exercice, etc), but also denounced anew the use of Police Stations for detaining People except from the Minimum necessary for their tranfert to an adequately equiped Prison, and stressed in the present Judgement that, in order to find out whether detainees have been submitted into "Inhuman/Degrading Treatments, EuroJudges take also into account the Co-Existence and Accumulation of various Facts in each case, the Addition of which may exert an Excessive and undue Pressure to the detriment of the Victims.
These general Principles were applied in the present case of an Asylum-seeker from Africa who claimed that he risked to face Politicaly Motivated Persecution in his Country of Origin, where he had been reportedly seriously ill-treated, and expected that he would be treated better in Greece, than to be simply refused Political Asylum and detained by the Authorities until an Humanitarian NGO accepted to Host the Homeless illegal immigrant, given also the particularly Harsh Financial and GeoPolitical situation of the Country recently, (Comp. Supra).
But this case-law could obviously be also applied in many other situations accross CoE's 48 Member Countries, including the recent wave of often surprisingly Brutal, legally Uncertain or Doubtful, and apparently Excessive Massive Arrests and/or Detentions of many Hundreds of Peaceful Young Girls and Boys, even generaly Law-abiding Family Mothers, etc., who simply tried to Protest and Express their Opinion on a Moral and Socio-Political issue which affects the Lives of Millions of Citizens and Families, as well as the Structure and Values of all Society, but surprisingly saw their Protest Violently Oppressed (as even CoE's Parliamentary Assembly denounced by a Resolution adopted last June in Strasbourg : http://www.eurofora.net/newsflashes/news/coeslamspoliceviolenceinfranceasturkeyaftersamesexmariagelaw.html , comp.: http://www.eurofora.net/newsflashes/news/russiadefendsfrenchfamilymovementandasksinvestigationsforallpoliceactionsinallstates.html ), their Opinions Muzzled, their Personal Liberty suppressed, and, in many cases (as Hundreds of Photos, Videos and oral + written Testimonies attest) even their Human Dignity trumpled underfoot, just for trying to defend some BioEthical and Moral Values about Natural Families and Childrens' Freedom and Rights...
In addition, given also the undeniable fact of the Political dimension in those recent controversies about Same Sex Mariage, Adoption of Children by Homosexuals, Genetic Manipulation of Human Embryos etc, in France (as also elsewhere in Europe and in the World : F.ex. in Germany, the USA, etc), contrary to the present case concerning Greece (where the Authorities hadn't any Political differend at all vis a vis the Asylum seeker : comp. Supra), obviously it would be Difficult for anybody to eventually claim that all these recent Arrests and Detentions of many Hundreds of Peaceful Demonstrators in France were "not" Politically related at all, (regardless of which Lobby's selfish interests might have been manipulating the Public Authorities in such topical and hotly debated Bio-Ethical issues, which triggered this year many Hundreds of Thousands up to 1 Million of Popular Demonstrations)...

CoE Official to EuroFora: Monitoring of France can check 11 Millions € fine on Opposition party UMP
*Strasbourg/- An unprecedented 11 Millions € heavy fine imposed by French Authorities to the main Opposition Party UMP could be included in the forthcoming examination by CoE's Assembly of a formal demand, lodged by many MEPs from various Countries of the PanEuropean Organization, to start a "Monitoring" procedure in order to ascertain whether CoE's principles on Democracy, Human Rights and Rule of Law are sufficiently respected by Paris (See : http://www.eurofora.net/newsflashes/news/coemonitoringaskedforfranceonsamesexmariagetroubles.html), a competent CoE Official replied to an "EuroFora"'s question on this topical issue, which emerged for the 1st time in the country's History.
The recent controversial decision by the French Constitutional Court (to whom the new Socialist Government had just appointed 3 New Members of its choice earlier) to totally refuse any reimbursement of all pre-Electoral expenses made by the ChristianDemocrat/EPP affiliated party UMP for crucial April and May 2012 votes, under the only pretext of a comparatively small differend on one among many events which represented just 2,1% of the whole, trigerred the resignation from that body (CC) of former President of France, Nicolas Sarkozy, (a "de jure" member as all former Presidents), who strongly denounced the fact that such a move was without any precedent, all other candidates, of all other parties, having been always reimbursed, but also excessive and Disproportionate, while even threatening the normal play for Freedom of Expression and Pluralist Multi-party Democracy in the country.
Even if the MEPs' demand for the CoE to start Monitoring the French Authorities had been lodged shortly before that CC's decision and focused mainly on denunciations of Police abuses against Peaceful Demonstrators, already criticized by another Resolution adopted by CoE's Assembly last June, ( See : http://www.eurofora.net/newsflashes/news/coeslamspoliceviolenceinfranceasturkeyaftersamesexmariagelaw.html ), nevertheless, whenever CoE Assembly is considering how to monitor, or not, a Member State, as a matter of general principle, it always takes also into account its Authorities' behavior vis a vis CoE's general mission to defend Democracy, Human Rights and Rule of Law, which naturally concerns also the way that the Opposition is treated in a country, so that the UMP affair should normally be checked on this occasion, an experienced CoE Official from the competent CoE Assembly's "Monitoring" Committee told "EuroFora".
Strasbourg's PanEuropean organisation initially did so only for former Central-East European Countries, such as f.ex. Ukraine, etc., as well as other Non-EU states as Turkey, but, recently CoE has notoriously been considering ways to extend its Monitoring activities also on other, mainstream CoE and EU Member Countries, such as f.ex. the UK, etc., while a proposal to periodically check all States involved about the way they apply main Democratic, Human Rights and Law principles was also discussed, told us the same CoE Official.
The way State Authorities treat the main Opposition in a Country obviously concerns the respect for Democracy and other CoE's general standards, that all its 48 Member States have undetaken to observe, and, in consequence, whenever CoE's Pariiamentary Assembly's (PACE) Bureau (which meets in Croatia on September 2) will transmit to its competent Committee the above mentioned demand signed by more than 20 MEPs on France, then, the affair of that unprecedented 11 Millions € heavy decision taken against the UMP party should normaly be examined by the Monitorng Committee, (which meets in Paris, on September 6), he concluded, pointing for possible further developments at the next PACE Plenary Session, towards the end of September/beginning of October.

Participation-Record au Vote de l'AN:+Le PS Echoue à Dissequer l'Embryon du Centre-Droit de l'Avenir
*Paris/Assemblée Nationale/- Malgré une chaleur torride au milieu de l'Eté , lorsque la plupart des gens sont déjà partis en vacances, après le Week-end du 14 juillet, et une pseudo-"Discussion" commencée en surprise à Minuit, le 10 juillet, (v. : ...), pourtant, le vote de l' Assemblée Nationale sur un projet de loi controversée qui ouvre des possibiltés massives pour les Manipulations Génétiques de l' Embryon Humain, avec des risques notoires pour la Société, voire l'Humanité, a surpris par une Participation-Record des Députés de tous les deux côtés de l'Hemicycle, avec 540 Députés votants, sur les 577 qui composent le total des effectifs.
Ce qui demontre clairement l'importance que tous les partis politiques ont attribué à ce sujet central de BioEthique, en Opposition directe à la Limitation de la seule "Discussion" sur ce point à une simple Soirée d'Eté, autour de Minuit, le 10 juillet, sans aucune consultation prélable du Comité de BioEthique, ni Débat Citoyen, (contrairement à ce que la Loi de BioEthique actuelle prescrit pour toutes ses Modifications/Reformes, selon une disposition-clé adoptée en 2011 à la quasi-Unanimité, cad. avec l'accord de tous les partis), sans aucun avis du Conseil d'Etat, etc., et avec une seule pseudo-"Audition" de 11 Experts dont 9 étaient déjà connus comme supporteurs de cette mésure controversée, pendant une semaine de "Suspension" des travaux de l'Assemblée, comme plusieurs députés ont dénoncé, critiquant le fait que le Gouvernement actuel a, curieusement, choisi d'agir sur cette affaire "en catimini", presqu'"en cachette", en avancant "masqué" et, surtout, "loin du Peuple", (qui n'a même pas eu aucune chance d'en debattre, même pas lors des Elections de 2012, vu que Hollande n'avait pas du tout inscrit cela dans son Programme ecrit, mais un Lobby l'avait poussé de le citer oralement lors d'une visite au Genopole d'Evry, qui est passée pratiquement inappercue par la plupart des gens V : http://www.eurofora.net/newsflashes/news/mindightattackonhumanembryoinfrance.html )
Une etrange Lacune béante, qui risque d'être au centre du "Recours au Conseil Constitutionnel" que le principal parti de l' Opposition, (UMP), va bientôt déposer, comme a annoncé l'exerimenté ex-Ministre aux affaires Européennes, et ex-Rapporteur de l'AN sur ce même sujet, député du Rhône, Jean Leonnetti, en conclusion, (suivi du representant du Centre, Jean-Christophe Fromantin), et largement et très vivement applaudi par tous les Députés du Centre-Droit, débout et avec une combativité tonique, lorsqu'il a souligné que "nous (l' actuelle opposition) voulons aussi bien la Recherche (Scientifico-Technologique) et la Dignité Humaine", tandis que la Police dispersait par la Force une Manifestation populaire de protestation contre ce projet de loi controversée aux alentours du Parlement... Ce qui est manifestement lié ausi avec la signification Politique probablement le plus importante de ce vote, concernant aussi la Future Abolition de cette mésure en cas d'Alternance :
- Ce vote montrera surtout si, à côté de ce qu'il a accusé d'être des .. "Ultra-Conservateurs", il y a aussi "un Autre Groupe significatif" dans une Opposition ainsi Divisée, avait averti d'emblée le representant du Parti "Socialiste" actuellement au pouvoir, Jean-Louis Touraine, (immittant en cela la Ministre de Recherche Fioraso, assoifée de Divergences présumées entre Politiciens du Centre-Droit), qui avait multiplié les invectives, les provocations, les approximations vagues et les contradictions, montrant qu'il était inspiré d'une sorte de fanatisme etrange, (comme aussi la representante de ces "Verts" curieusement indifferents à l' Ecologie Humaine, Mme Massonneau) incompatible avec la serenité et la reflexion en profondeur que nécessite une question si complexe et serieuse, susceptible d'affecter la vie en Société, voire toute l'Humanité..
=> Ce qui fût fait, mais, .. plutôt à l' envers !
En effet, c'est seulement le Parti "Socialiste" qui a été marqué par 3 Abstentions et 2 "Non-votants" parmi ses rangs, ajoutés en plus à 15 Absents, totalisant un groupe de 20 Defections ! Auquels s'additionent aussi 5 Absents du Groupe de "Gauche", et 1 des Radicaux, portant l' ensemble des Defections parmi ceux qui étaient censés obeir à ce Gouvernement, à un encore plus large groupe de 26 Députés !... En revance, ils n'attirent parmi les "Non Inscrits" que seulement 1 : Sylvie Andrieux, notoire pour avoir éte mise en examen pour "Corruption" charactérisée au milieu des Scandales de la Féderation PS des Bouches du Rhone...
Par contre, à l' opposition, ni le principal parti : UMP, ni les Centristes de l'UDI, n'ont aucune defaillance parmi leurs rangs, touts les Déutés présents votant ensemble "Non !". Encore mieux : ils réussissent même d'attirer vers leur position au moins 5 autres Députés en plus, de provenance des "Non-Inscrits", (y compris, p.ex. le Neo-Gaulliste, bis Candidat aux Elections Présidentielles, Nicolas Dupont-Aignan, la Souverainiste Véronique Besse, et la "Benjamine" de l' Assemblée : Marion Maréchal-Le Pen (FN), ainsi que le seul representant du Centriste MODEM (de Bayrou), Jean Lassalle, (etc). Ainsi, il n'y a que seuls quelques Absents à l' Opposition, (11 de l'UMP et 1 de l'UDI => seulement 12 en tout. Parmi lesquels, 4 Députés UMP (y compris le controversé M. Mariton, que certains accusent d'avoir partiellement "tourné sa veste" sur l'application de la loi Impopulaire qui livre Mariage et Enfants à des Homosexuels, même etrangers à leur Famille Naturelle) ont fait savoir ensuite qu'ils auraient delegué leur vote, ou même étaient présents, et avaient voulu voter, eux-aussi "Non", réduisant l'ecart par rapport au "plein" du Centre-Droit à seuls 8 Absents seuls.
Ainsi, avec seulement 8 Absents côté Centre-Droite, face à ...plus du Triple: 26 Defections diverses côté "Gauche" (V. supra), il est évident que ce Vote, au lieu de provoquer une Division quelconque au milieu de l' Opposition, par contre, a révelé l' existence d'au moins certaines Hesitations, sinon Divergences parmi divers membres de l'aile "Gauche" à l' AN...
Ce qui n'est pas négligeable, surtout lorsqu'on observe que le résultat final du Vote : 314 pour, face à 227 contre et 3 Abstentions, plus 37 Absents (cad. 267 defections diverses), revèle une pétite difference de seulement 47 Députés sur un Total de 577 que compte l' Assemblée, (cad. quelque chose qui pourrait aisement changer avec un simple Deplacement de ...24 Députés seulement) !
Tous ces Faits, ajoutés aussi à une réalité beaucoup plus Importtante, bien connue dépuis les Elections Presidentielle et Législative de 2012 : cad. que le Gouvernement de ce moment ne represente, au fond, que seulement une Minorité d' Electeurs Votants, puisque la Majorité d'entre eux a voté soit pour le Centre-Droit, soit "blanc" et/ou pour d'autres, l' actuelle repartition de sièges à l' AN étant due seulement aux résidus d' une Division de la Droite qui date du Passé,
=> montrent clairement que les fondements de cette mésure controversée, imposée en catimini, après un seance exceptionelle de Minuit, au milieu de l' été, sans aucune Consultation et aucun Débat avec le Peuple, presque "en cachette", (v. Supra), sont trop fragiles et instables, en tout cas, sans vraie legitimité, surtout lorsque ce vote il a été aussi marqué par un muselage et oppression de pratiquement toute manifestation spontanée de contestation populaire libre, collective ou individuelle...

La Turquie, test-clé d'Independance de l'Europe face aux USA, les aménant de chercher en commun des nouvelles idées pour se mettre d'accord ?
Le débat, amical mais clair, entre les Présidents Américain et Français, Obama et Sarkozy, la veille des elections européennes du 7 juin 2009, a montré que la question controversée sur la démande de la Turquie d'entrer dans l'Europe est actuellement le point central et le test le plus pertinent de l' indépendance de la France et de l'Europe par rapport aux Etats Unis.
Les electeurs européens, aussi bien en France qu'ailleurs en l'UE, auront une seule chance à trancher, ce dimanche 7 juin 2009, en choisisant leurs eurodéputés pour la période 2009 - 2014, car après ca risque d'être trop tard, vu que tous ceux qui suivent les affaires européennes dépuis des décennies savent qu'en réalité, le moment des décisions sur la Turquie viendra au plus tard en 2013, date rétenue dépuis longtemps pour une importante révision des "Perspectives Financières" de l'UE qui reflètent des choix Politiques fondamentaux.
Le Président français, (récement encore représentant de l'UE, dans laquelle il joue un rôle important, ensemble avec la chancelière allemande Merkel, et autres leaders européens, ayant une influence notable auprès des Citoyens Européens, comme les derniers sondages montrent), réagissant à la repétition, par le nouveau Président Américain de la vieille position traditionelle de l'Washington poushant toujours vers la démande de la Turquie d'entrer dans l'Europe :
- "Je ne peut pas laisser détruire l'Europe, (qui) est un élément de stabilisation du Monde", réponda Sarkozy. "J'ai dit au Président Obama que pour moi il était très important que l’Europe ait des Frontières", a-t-il souligné, confirmant la position Franco-Allemande commune, récemment rappellée ensemble avec la Chancellière Merkel.
- "Il y a une différence (entre France/EU et les USA)... sur les modalités. La position traditionnelle des Etats-Unis d’Amérique, c’est l’intégration" de la Turquie au sein de l'UE. "C’était la position du Président Bush, du Président Clinton, de tous les présidents américains".
- "La mienne vous la connaissez : Ce n’est pas l’intégration dans l’Union Européenne. Mais j’ai proposé que nous réfléchissions, l’Europe, la Russie, la Turquie à la création d’un Espace Economique et de Sécurité en commun", a ajout Sarkozy rappelant son invitation de créer quelque chose de neuf et mieux adapté.
Mais, "cela ne veut pas dire qu’il faut repousser la Turquie dans les ténèbres. La Turquie est un allié dans l’OTAN, (et) une Passerelle entre 2 Mondes, voilà quelle est la meilleure modalité. C’est cela dont nous avons parlé", revela-t-il. Si "nous avons une Différence sur les Modalités, nous n’avons pas une différence sur l’Objectif : Faire de la Turquie un élément de Pont entre l’Orient et l’Occident", Sarkozy assura Obama.
- "Laissez-nous au moins une légère divergence sur un sujet, cela vous permettra de bien réfléchir pour les prochaines échéances", ajouta Sarkozy en réponse à un journaliste de l'opposition Socialiste qui avait soulevé la question de la Turquie, en la melant (comme un lobby turc notoirement essaie de faire pour exploiter la manipulation de quelques Arabes, la Civilisation Historique desquels fût pourtant detruite par l'ex-empire Ottoman-Turc) avec une question tout à fait différente : celle de la voile islamique (!), avec laquelle elle n'a rien à voir.
- "Sur la Turquie, Monsieur, vous appartenez à un journal ...qui a appelé à voter, au moment de la présidentielle, pour mon adversaire.... Quel était votre argument à ce moment-là ? Vous disiez : « Attention, Nicolas Sarkozy va trop s’aligner sur les Etats-Unis d’Amérique », et je vois que deux ans après vous dites : « Ah, il y a un sujet sur lequel le Président Obama et le Président Sarkozy ne sont pas d’accord » Cela devrait vous rassurer, Monsieur" , réponda-t-il, en faisant sourire même le président américain, (et laissant entendre que trancher définitivemen la controverse sur la Turquie pourrait être au coeur de l' Elections Présidentielle en France pour 2012 )

- "Ce que les Etats-Unis peuvent faire, c’est encourager ....TOUT PROCESSUS qui permettra à la Turquie d’être convaincue qu’elle a des amis, que ce soit la France, les Etats-Unis ou l’Europe", réponda Obama, apparamment n'excluant pas, a priori, le point de Sarkozy sur la création d'un espace commun d' économie et sécurité entre l' UE, la Turquie et la Russie (v. supra).
"Les Etats-Unis ne sont pas membres de l’Union Européenne, nous ne pouvons pas dicter si un pays quelconque adhère ou n’adhère pas à l’UE"; Obama a admis, parlant de la "Turquie, (sur laquelle) le Président Sarkozy et moi nous sommes entretenus sur ce dossier avant". "Maintenant le Président Sarkozy représente un Etat membre de l’Union Européenne et il a une position différente", opposée à démande turque d' entrée dans l'UE.
"La Turquie par contre est un allié de l’OTAN très important. ...La Turquie a fait connaître son intérêt à une intégration croissante avec l’Europe et nous (USA) encourageons cette attitude. J’ai souvent dit que l’adhésion de la Turquie à l’Union européenne serait importante".
"Mais, (en tout cas) je crois qu’il est important de noter que le Président Sarkozy appuie fortement le travail que la Turquie fait au sein de l’OTAN et je crois qu’il s’intéresse à une intégration économique plus intense avec la Turquie". (Ce qui pourrait se faire, justement, avec un "parténariat privilegié" adéquat et/ou l'idée de créer un espace commun EU - Turquie - Russie : V. supra).
Est-ce que l'effort du Président de la France, soutenu par la chancelière Allemande et l'opinion publique de la plupart des Citoyens Européens la-dessus, de trouver un accord entre l' Europe et l' Amérique sur la Turquie, en proposant de sortir des chemins battus et créer du neuf, en etablissant "un Espace Commun d' Economie et Sécurité" (v. supra), suffira de calmer un lobby traditionaliste à quelques bureaucrates de Washington DC, datant dès l'époque de l' ex-"Guerre Froide", beaucoup plus ancien que le nouveau Président vénu de l' oxygen des "grands lacs" près de Quebec du Canada : Chicago, connu comme "la ville du vent" nouveau ?

Le Prémier Ministre Fillon appele à "faire vivre le Rève Européen"

Seul l'avenir le dira. Mais, entre-temps, l' Europe ne peut plus attendre et perdre encore plus du temps et d'energie vitale sur la démande controversée de la Turquie, qui a notoirement menacé d'arrêter l'édification européenne dépuis 1999-2005 :
Comme le Premier Ministre François Fillon a clairement dit, un peu plus tôt cette semaine, dans un discours éloquent sur les enjeux de l' Election Européenne de ce juin 2009 (V. résumé envoyé aux adhérents d'"EuroFora"),
- "S' abstentir, c'est laisser à la Technocratie le pouvoir de dominer" la vie des Citoyens européens, qui devraient prendre l' Europe en branle le corps", et commencer d'agir par toutes les voies politiques démocratiques, prennant conscience que "l' Europe c'est Nous, (i.e. les Citoyens), et "Pas eux !" (i.e. les Technocrates), selon une image symbolique.
- "Je me souviens de l' Europe obligée de faire Silence, (au Passé), quand "les Grands" décidaient de son sort", rappela Fillon. "Je me souviens de l'Europe divisée, de l' Europe dominée" par d'autres, '"de l'Europe appauvrie""Je me souviens de Berlin occupé, muré, divisé comme un butin qu'on tire aux dès. Je me souviens du Silence de Varsovie. Je me souviens du Silence de Prague"..
- "Nous, les Européens, nous avons bien failli sortir de l' Histoire, et dévenir, pour du bon, les dès d'un jeu joué par d'autres".
- "C'est pourquoi je ne peux pas concevoir une Europe qui ne serait pas Souveraine, une Europe qui ne serait pas Maitresse d'êlle-même", aujourd'hui et démain, martella-t-il. "Le Monde s'est habitué trop longtemps à une Europe faible, que l'on pouvait traiter avec condescendence".
- "Le moment est venu de rélever le défi : Le moment est vénu de montrer que, nous les Européens, avons décidé d'être débout, et d"être nous-mêmes".
"Dépuis 2 ans (i.e. dès les Elections Présidentielles de 2007), avec Nicolas Sarkozy, nous avons oeuvrer pour relever notre Identité Nationale (de la France), dont nous sommes fiers. Et bien, l'' Identité Européenne mérite tout autant, elle qui prolonge les Génies de nos Nations".
- "Je crois à la présence d'une Civilisation Européenne", déclara Fillon, largement applaudi par des milliers de personnes ayant entendu une série des Musiques entremelées characteristiques de differents pays européens, et des images lumineuses géantes avec des extraits symboliques de Goethe, de Victor Hugo, de Shakespeare, et d'autres auteurs italiens, espagnols etc celebres à travers l'histoire.
- "L' Humanisme, la tolerance, la Liberté de la Conscience. La Solidarité. L' Etat de Droit. La confiance placée dans la Science, l' Innovation, le progrès. Toutes ces Valeurs, elles disent clairement où commence et où s'épanuit cette Europe" que nous voulons, observa-t-il.
En harmonie avec les positions soutenues par le Président du Parlement Européen, eurodéputé allemand, Hans Gert Poettering, et la Chancelière allemande, Angie Merkel, sur la "Dignité Humaine" au coeur des "Valeurs de l' Europe" moderne. Ce qui fait qu'" avec un Elargissement sans fin", même vers la Turquie, c.a.d. "sans Frontières, l' Europe Politique, l' Europe des Valeurs et l' Identité européenne" ne peuvent pas exister, comme a dit aussi le Président francais, Nicolas Sarkozy, recemment à Berlin.
Fait important : Cette observation de Fillon a été faite le jour-même que le Comité des Ministres du Conseil de l'Europe à Strasbourg concluait une semaine de réunion semestrielle sur les Droits de l'Homme, qui a examiné un grand nombre d'affaires des pires Violations (pex. Tuéries scandaleusement non elucidées, Persecutions et privations arbitraires de Liberté, personnes portées "Disparues", Tortures et "traitements inhumains et degradants", Usurpations illégales des Maisons et Patrimoines privées de Réfugiés, etc., pour lesquelles la Cour Européenne a condamné la Turquie dans plusieurs jugements, dont on attend toujours l' application)...

C'est celle qui doit exiger la Reciprocité dans les rlations Commerciale avec nos grands partenaires", sans Dumping Social ou Environmental, ni autre Concurrence Deloyale. "C'est celle qui doit se doter comme objectif d'être "le Continent de l'Esprit", réunissant les plus grandes Universités du Monde, en multipliant les Connexions, entre Scientifiques et étudiants."
"Nous respecterons nos engagements, jusqu'au dernier", souligna le Premier Ministre de la France, peu après que les candidats-eurodéputés de la coalition Gouvernementale (UMP : Mouvement pour la Majorité Présidentielle) ont signé solennement, devant plusieurs milliers des Citoyens, une spectaculaire pancarte-géante avec "7 engagements" pour les Elections Européennes du 7 juin, auxquels figure aussi l'engagement de "s'opposer à l' adhésion de la Turquie dans l'UE".

Je suis Européen parce que Français, j'aime l' Europe qui prospère et qui invente. J'aime l' Europe des Trains à Grande Vitesse. J'aime l'Europe des Satellites et des Fusées. L'Europe de la Mode et des Atéliers d' Artistes. L'Europe des Grands Laboratoires, des Ingéniers. des Entrepreneurs, des Grands Architèctes, des Traditions Ouvrières. Comme rançais, j'aime l' Europe qui dit "NON" à la Tyrannie et qui se soulève à l'appel de la Liberté", a-t-il dit en
"Je me sens lié à ces femmes et ces hommes sans nom, qui ont levé la tête, et qui ont sécoué le joug sous lequel .. on les avait fait pliér", dit-il en évoquant pex.. la Révolution Française de 1789, le Siècle des Lumières, l'appel du Général de Gaulle contre l'Occupation NAZI, et les pires heures obscures qu'un "Fascisme" ou "Communisme" devoyés, suivies de la Guerre Froide avaient plongé l'Europe au Passé.

Faisant pex. rappeler un récent Film allémand, primé au Festival de Vénise, qui décrivait la vie d'un cadre à l'époque d'un régime oppressif, qui avait été chargé d'espioner la vie privée et familiale d'un couple soupçonné d'être dissidents politiques, mais, ému par leur honnêteté humaine et leur sacrifice pour sauver d'autres, a preferé risquer sa place et sa propre liberté pour les sauver, sans même qu'ils le sachent, condamné dépuis à faire un bas boulot d'anonyme perdu dans la foule..
"Quand je vois l'Europe moderne, je vois les résultats de l' Audace de ces hommes qui ont brisé les traditions de conflit et de violence. Je vois des nations soudées autour d'une monnaie unique et protectrice. Je vois 27 jeunesses appelées de grandir ensemble, sans défiance. Je vois 27 peoples unis, qui nous interdisent de jouer les blazés ou les indifférents".
Jettant "un régard lucide sur les errements de la construction européenne", Fillon a observé que "l' Europe n'a pas bésoin d'être idélisée pour être ce qu'elle est ; Cad. une aventure humaine, avec ses faiblesses et ses forces".
"Vous voulez que l' Europe agisse ? Fixez-lui des objectifs clairs. Vous voulez la Démocratie ? Agissez en Citoyens. Vous rédoutez la prétendue Bureaucratie des Bruxelles ? Alors renforcez, par votre Vote, les instances élues au Parlement Européen" qui sont chargés de la contrôler.
- "Si nous voulons faire vivre "le Rêve Européen", .. alors nous avons tous le dévoir de l' engagement", a-t-il conclu, appelant de "engager pour le drapeau tricolore et le drapeau étoilé, car ils symbolisent tous les deux la fierté de nôtre nation et la force de nôtre union".
