EUParliament:Investigate+Criminalize Web Spying!CoE:Protect Whistleblowers! But X States:N0 Snowden?

*Strasbourg/EU Parliament/- An astonishing Contradiction inside Europe apeared on the most Topical Global issue of these days, affecting both EU Citizens' Freedoms and Rights, as well as EU's own Independence and Security, when EU Parliament's plenary adopted, Today in Strasbourg, with an overwhelming Majority, 3 important Resolutions which seek also to (1) Criminalize and punish all "Attacks against Information Systems", (2) strongly denounce, and ask for an efficient Investigation on "USA's NSA Surveillance programme, .. and impact on EU Citizens' Privacy", as well as to (3) support EU's "Autonomy" on the Digital World, (as EU Commissioner Michel Barnier stressed earlier), also by "completing the EU's Digital Market",
while, at the same time, nevertheless, the Whistleblower who tiggered a series of Popular and Political Reactions Worldwide after risking his person by openly revealing the infamous US Global Internet Spying system "PRISM", Ed. Snowden, (who is also, obviously, the Witness No 1 in any really efficient Investigation in the foreseable Future), was ...bluntly Refused any Asylum by a couple of EU Governments, including that of France, and even Bolivian President Morales' personal Airplane was brutally Blocked, at the last minute, by several Refusals to authorize it to cross the National Airspace of some EU Countries, including, mainly, again France, at the last minute, etc., provoking Unprecedented Anti-French Protests from Bolivian People, a rain of Criticism by various International Organizations, etc.!

MEPs, however, voted, this Thursday Noon in Strasbourg, for all these topical and practically interconnected Resolutions, with Strong Majorities of more or less a ....5 to 1 proportion, such as 541 Votes in favour, against only 91, and Zero Abstentions for the first, as well as 483 Votes for, against only 93, and 65 Abstentions for the second, (etc)....
The "Inquiry" deided by EU Parliament must conclude in a comprehensive Report "before the End of the (2013) Year", and extends to any undue State spying on legitimate Internet users.
+ Meanwhile, MEPs from at least 3 different Political parties : Marie-Christine Vergiat (Left), Jannick Jadot (Greens) and Bruno Gollnish (FN), etc., strongly criticized French a.o. Governments' refusal to give political Asylum to Snowden, and fustigated the above-mentioned brutal attempts to even violently Block Airspace Access to planes suspected to try to rescue him, (Comp. Supra) : an act which was denounced as "Servile" by BG. and others...

Curiously, the unexpected negative behavior of some EU Governments also comes shortly after another, landmark CoE Resolution, already adopted a Week or so earlier by the competent Committee of the PanEuropean Parliamentary Assembly of this other Strasbourg-Headquartered Organization for Human Rights, Democracy and Rule of Law, had just called to "Protect" from retaliation "WistleBlowers" (like Snowden), "who disclose any such State Wrongdoing, in the public interest ...provided they acted in good faith and followed procedures".
According to the CoE, "the report’s author, Spanish MEP Arcadio Díaz Tejera, "said the Wikileaks revelations did not seem to have caused any serious ...damage: - “I therefore consider the Extreme Severity with which the US authorities are treating Mr Manning, the young soldier who seems to be the ‘Source’ of these Leaks, as most Inappropriate" : A development which obviously speaks in favor of finding a way to protect Snowden...

=> But the most nasty could come later-on : By pressing for an Urgent, Comprehensive and Efficient Investigation on Internet Spying etc. by Governments, particularly Foreign, while also strengthening the Criminalisation of various relevant "Attacks" against Internet systems,, (Comp. Supra), EU Parliament, also, inevitably opens a way, ipso-facto, for ... Prosecuting any Criminal Responsibility of all those who might, eventually, Obstruct, or Delay too much, Snowden's unique Testimony, obviously risking to Destroy precious Evidence of Crimes !

EU-educated charming young Chinese presence started to be felt in Council of Europe's corridors in Strasbourg at the aftermath of an Historic Resolution adopted by its Parliamentary Assembly in favor of opening the possibility to give China a special "Status" in the PanEuropean Organization.
- "My proposal to offer to China an official status as "Observer", in short term, under conditions, was welcomed" by the CoE : "The road to Dialogue between China and the CoE has now been opened", declared after Strasbourg's debates and votes the Head of France's delegation, MEP Jean-Claude Mignon.

"Neither complacency, nor a mere condamnation of China", but a "wise approach of a political issue of great importance", advised Mignon to all those who'd either overload claims on Democracy, Human Rights or Minorities, or close their eyes to anything, there as elsewhere... A balance which was not exactly followed during debates, contrary to Mignon's personal stance, which appeared rather even-handed.
China is the only UNO Security Council permanent member which has not yet any status at the CoE, being still obliged to be represented in Strasbourg by a General Consul : USA and Canada, even Japan and .. Mexico, have already got a special Status at the CoE, following Strasbourg's decision, back in 1995, to counter-balance the accession of Russia (1996) by creating special links to traditional "Western-world" allies.

All former "Socialist" Eastern European countries started to have relations whith the CoE through its former sector on Culture and Education, before becoming full Members of Strasbourg's paneuropean organization. Speculations were unfolding recently about establishing a probable concrete link with China through the topical issue of anti-doping in Sport, on the occasion of the 2008 Olympic games.
More spectacular, a meeting co-organized a few years ago in Strasbourg, by EuroFora and the International Space University between EU Parliament's long-time Rapporteur for EU's Satellite Navigation system "GALILEO", German MEP Brigitte Langenhagen, and a group of postgraduate students, attracted special interest from Chinese experts, and was followed, in less than a month, by the anouncement of China's intention to support EU's GALILEO project with a participation of 200 million €.
Compared to that, revendications of .. "Turkish" Minorities, by Turkish MEPs, this week in Strasbourg, spreading through a wide area extended ...from Greece up to China, appeared less worrying, than pittoresque...
Meanwhile, France's political will to start involving China and other important countries in European and Global affairs was due to be raised also at the forthcoming G-8 Summit in Japan by President Nicolas SARKOZY, (NDLR : confirmed on July 5)
