CoE President-in-office Czech Culture Minister Herman:EU-CoE coop. on Human Rights+Cultural Heritage

*Strasbourg/Angelo Marcopolo/- Moves for PanEuropean Cooperation on Human Rights' respect and European Cultural Heritage protection and promotion, starting from the Highest Level, were among the Key Measures anounced Today by the incoming New President-in-office of CoE's Highest Political body, that of its Committee of Ministers, Czech Minister of Culture Daniel Herman, in the presence of CoE's Secretary General, Thornbjorn Jagland.

- It's in Cooperation between EU Commission and the CoE that we shall Prepare the European Year of Cultural Heritage 2018, stressed Chairman-in-office Herman, before saluting kindly also "Eurofora" and leaving with Czech Ambassador Emil Ruffer to Strasbourg's Airport for a Flight to Prague, as he told us.

+ He also anounced that the Czech Presidency of the CoE, (for the Period of May - November 2017), will organize a High-Level Conference, with the Presidents of ECHR and EU's Court of Justice, as well as of All the Supreme Courts of CoE's 47 Member States, on "the Binding Nature of Judicial Decisions", on June.


That exceptional PanEuropean Top Conference is scheduled for 19-21 June 2017, at Brno, i.e. the "Judicial Capital" of the Czech Republic, where is Historicaly located its Highest Court, (that ECHR's President had visited, together with Prague, when he succesfuly contributed to dissipate the last hesitations for the Ratification of EU's Lisbon Treaty).

    - This is a Key part of the Main Priorities for the Incoming CoE's Czech Presidency, which also Decided to Take Over from the Concluding Cyprus' CoE's rotating Presidency, and Continue further on, their Common Priority for the development of the "Education on Human Rights' culture, as he anounced.

    - In fact, CoE is Important for us, also because it reminds that "We Belong to the European Family of Democracy and Human Rights' culture, Herman had stressed from the outset.

    - In this regard, after refering, Earlier, to a Czech Exhibition on the Historic "Charter 77", which had notoriously contributed to prepare the ReUnification of Europe, CoE's twice elected Secretary General, Thornbjorn Jagland, (an Experienced former Prime Minister and Foreign Minister from Norway, as well as Top Member of Oslo NOBEL Peace prize Committee), clearly underlined, that, for the PanEuropean Organisation of Human Rights, Democracy and Rule of Law, Nowadays, "the Number 1 Problem is ECHR Judgements' Execution" :


    => - "WithOut that, there is No Rule of Law, in Europe !", sternly Warned Jagland, (who had Earlier met with Herman in private).

 

    Today, however, the actual Chairmanship of CoE's Committee of Ministers' meetings specialy Dedicated to the Supervision of ECHR Judgements' Execution, have been taken over by the Dabnish Vice-Presidency of the CoE, (i.e. the Next CoE Chair, for the Next Period, starting after November 2017), according to a well established practice.

But, since the current Danish Ambassador, Arnold de Fine Skibsted, was among those who reportedly stayed Longer, after a CoE's Ministerial meeting in Cyprus, "Eurofora", at least, attested, that the Forthcoming Danish CoE's rotating Presidency seems to take close Care in Preparing well the foreseable Future, as an original Photo of an involved Danish Diplomate's Family, clearly indicates...

            Meanwhile, the European and Czech Flags flew at Half-Mast, in the usual CoE Ceremony for the New Presidency of the Paneuropean Organization, at Strasbourg's Historic City Hall, (where the CoE was Created, Back on 1949), and participants, (including CoE's Secretary General, Thornbjorn Jagland), kept 1 Minute of Silence, in Solidarity with the numerous Victims, innocent Civilian People Targetted and Killed or Wounded at a popular Musical Concert in Manchester (including Children) after being Brutaly Attacked by Cowards acting as Islamist Terrorists in the UK.  

 

         - "Culturaly, Great Britain is absolutely a European Country !". For this, and several other resaons, including the Future of Scientific Cooperation and Research, it would be a Catastroph if it really went away, cutting its relations with the EU, warned, later this Same Day, Strasbourg University's President, Michel Deneken, who had just participated in a Meeting of the 25 Biggest Universities of Europe at Cambridge, England.

(Opinion).

 In Democracy, the forthcoming choices for EU's Top Jobs, as the New EU Parliament's President, new EU Commission's President (+ probably EU Council's President, EU Foreign Minister, etc) should be made according to EU Citizens' Votes in June 7, 2009 European Elections, and main EU Governments' strategic policies.

At the heart of the biggest EU Countries, in France and Germany, EU Citizens clearly voted for a renovated, non-technocratic but Political Europe based on Values, declared explicitly incompatible with Turkey's controversial EU bid.

This main choice was also supported in several other small or medium EU Countries, such as Austria (cf. promise of a Referendum), Spain (cf. EPP program's reservations vis a vis Enlargment), etc., while EPP Parties won also in Poland, Hungary, Cyprus, etc.

In other Countries, whenever Governing coalitions didn't make these choices or eluded them, continuing to let a Turkish lobby push for its entry into the EU, they paid a high price, and risked to damage Europe, by obliging EU Citizens to massively vote for euro-Sceptics whenever they were the only ones to offer a possibility to promise  real change and oppose Turkey's demand to enter into the EU :

It's for this obvious reason that British UKIP (IndDem) succeeded now (after many statements against Turkey's EU bid) to become Great Britain's 2nd Party, unexpectedly growing bigger even than the Governing Labour Party, as well as the Liberal party  ! Facts prove that it's not an isolated phenomenon : A similar development occured in the Netherlands, where Geert Wilders "Party for Freedom" (PVV) became also the 2nd biggest in the country, (after EPP), boosting the chances of a politician who had withdrawn in 2004 from an older party "because he didn't agree with their position on Turkey". And in several other EU Member Countries, even previously small parties which now focused on a struggle against Turkey's controversial demand to enter in the EU, won much more or even doubled the number of their MEPs (fex. Bulgaria, Hungary, Greece, etc).

On the contrary, whenever Socialist and oher parties were explicitly or implicitly for Turkey's controversial EU bid, they obviously lost Citizens' votes and fell down to an unprecedented low.

In consequence, EU Citizens clearly revealed their main political choices, in one way or another : They voted to change for less Bureaucracy, but more Politics and Values in a Europe really open to EU Citizens, but without Turkey's controversial EU bid.

Recent political developments are obviously different from the old political landscape which existed in the Past of 1999-2004, when Socialists based on Turkish 1% vote governed undisputed not only in Germany, but also in the UK, Greece and elsewhere, France followed old policies decided when it had been divided by "cohabitation", before the 3 "NO" to EU  Referenda since May 2005, before Merkel, before Sarkozy, etc.... before the surprises of 7 June 2009 new EU Elections.

If the current candidates to the Top EU jobs promise and guarantee to respect People's democratic choices, OK.

Otherwise, Europe must find new candidates, really motivated and able to implement these democratic choices of the People.

The beginning of crucial, final Decisions are scheduled for the 1st EU Parliament's plenary session in Strasbourg, in the middle of July, and they could be completed towards the October session, when Lisbon Treaty's fate will have been fixed.
