*Strasbourg/CoE/Angelo Marcopolo/- Questioned by "Eurofora" about the Independence of Mechanisms to Monitor the Prevention or Eradication of Corruption risks among Judges, in order to maintain Citizens' Trust to their Integrity, CoE's Secretary General, Thornbjorn Jagland's Reply was sharp and concrete :

- "That is, indeed", one of the core Issues for Today's "European Conference of Judges", (organized by the "Consultative Council of European Judges" : CCEJ), he Started to say.

- In consequence, "they are" precisely "Discussing about that", Jagland anounced, pointing at an Exceptional CoE's Conference in Strasbourg, due to Draft a relevant Legal Opinion on that matter.

- And this is going-on "Right Now !", Jaglant stressed, concerning a Move expected to present CoE's competent Legal Expert's View on that Topical matter the soonest, "for 2018".

- For the rest, COE's Secretary General pointed at his own Speech, which had just Opened that Conference, particularly by mentioning current Risks of a "Populist Exploitation of (such eventual problems in) the Judiciary in the current Political Environment".

One among the various Examples of that Political "Exploitation", was offered, later-on, spontaneously by a Turkish Government representative, who Claimed that it was only an Alleged Sympathy of some Judges with that Strange, 6 Hours only long, "Coup" Attempt of July 2016, which would explain and justify the Massive Dissmissals, followed often also by Prosecutions, Arrests, and/or ImPrisonements, etc, of several Thousands of Judges in Turkey, (usually Accused to be "Gullenists", etc).

- "It's exactly about what You just heard me tell and discuss in that Conference", went on to add, Later-on, speaking also to "Eurofora", the Experienced President of CoE's PanEuropean Anti-Corruption Watchdog, nick-named "GRECO", Marin Mrcela, who is also vice-President of Croatia's Supreme Court.

- President Mrcela, inter alia, had insisted, indeed, in his Address to CoE's Conference, Earlier this Morning, that, according also to some other CoE's relevant Legal Recommendations, each Country should have a "Council of Judges", with Most of its Members, "Not Appointed, but Elected", as he stressed, in order to deal with Monitoring Judges' career and behavior, etc.

Indeed, this is Part of the Proposals included in GRECO's latest Recommendation on "Judicial Integrity and Corruption", recently made according to its factual Findings after Checking the Current Situation in several CoE's Member States, (Comp., f.ex., among others, also, some relevant Critical Observations, Previously made to "Eurofora" by GRECO's President at : ..., etc)

+ "Transparency" is also another Key Word, for that same purpose, Mrcela went on to add, in this regard, inter alia.

=> But, "at Any case", Judges "should be Monitored by Independent Bodies", clearly stressed the experienced GRECO's President, (in accordance with "Eurofora"s query : Comp. Supra).

The Judicial branch has, apparently, been considered by the CoE as the Most Urgent to Address Nowadays, among a Wider Trilogy of "MPs, Prosecutors and Judges", which has been Examined, throughout all CoE's 47 Member States, during the Latest period of Monitoring by "GRECO", the overall Results of which, Together with Measures to "Prevent Corruption" in all those areas in the Future, is due to be Discussed during a 2 Days Conference, Later this Week, on Thursday and Friday (9-10/11/2017) in Prague, (Czech Republic).

Film-Media producer, etc) allowing to often Travel Abroad accross all Continents, (even in an UFO !), and Accused to Master-mind the Worst collective Crimes accross the World, (including Drugs and/or Slaves' Trafficking, etc)...

Hergé apparently Inspired Mueller's team, (in charge of an "Investigation" on alleged Russian Interferences accused to have "Manipulated" the 2016 US Presidential Election, as if USA was a "3rd World", weak and poor, small and defenseless Country...), who Found a practically UnKnown "Georges Papadopoulos" (equivalent to "John Smith" in English, or "Jean Dupond" in French : alias a quasi-Anonymous, too Ordinary Name, shared by Thousands of various People), now Living also in Chicago, who is also Black-Haired and Partly Bald, often Travelling often Abroad (f.ex. from/to London, UK, where he held a Post at an Energy Center of the Institute for International Law), has also had alleged Links to a so-called "Female" character, (this time a "Russian" Lady: Could it be the Voluptyous Natalia Veselnitskaya ?), and is also, apparently, Suspected to have attempted to Master-mind, no more or less, than, a Direct Trump - Putin Deal to Reveal to the Public some unnamed "Dirt" allegedly Hidden in emails concerning Hillary Clinton !

Indeed, this New "Rastapopoulos", after Initially Working for anOther Candidate (Ben Carson), had reportedly offered his UnPaid services, (that he used to trade in London, UK, as an "Oil-Gas" Consultant), as "a Volunteer", to a Collective "Panel" of "Foreign Policy Advisers" in Trump's Campaign Team, mainly Back on March-April 2016, (from when Dates a Photo showing Mr. Georges Papadopoulos, with his Black-Haired and Partly Bald Head, seated at a Packed Table, amidst a Lot of various Staff, Advisers, Volunteers, etc, chaired by Trump, on March 2016, which, Suddenly, circulated all over the World, as alleged "Proof" Number 1, of an alleged "Russian" infiltration in his November 2016 Electoral Win)...

An Amusing Coincidence is the Fact that even that Unique relevant, Collective Photo was Published by Trump himself, Vaguelly referring to his "Security Team", (instead of "Foreign Policy Advisors"), who Tweeted that on ... "April 1st" !

Curiously, Mr. Papadopoulos (even if he's Suspected by the FBI to have eventualy played a role in Foreign Policy) was reportedly Accepted to approach Trump's Staffers by one among its "Campaign Supervisors", Sam Clovis, who Now serves as a White House's Advisor on ..."Agriculture" (sic !)

White House's Press Spokeswoman, Sarah Huckabee, reportedly stressed that his role had been "extremely Limited" on a Voluntary advisory Board, and "No activity was ever done in an Official capacity".  Other sources note that he had been  more sending ..."Emails" to some in the Campaign Team, and Less being really "Present" around Trump's tower...

Most Important : many Facts (including among those Published by Mr. Mueller's Official Prosecution Documents) clearly indicate, that, since that March 2016 Photo, our New "Rastapopoulos" seems (Contrary to "Tintin"'s Original Rastapopoulos : Comp. Supra) to have almost ...Nothing noteworthy to report, practically Dragging his Feet (and/or put by Trumps' Campaign Team apparently in a "Capboard", at the Margins) :

- His Only "Fixed Idea" : that of serving as Intermediary for a First Meeting (preferably with "a Trip to Russia") between Trump and Putin, or, at least, among some of their Top Advisors, was Never Materalized in practice, as FBI's own Documents also clearly indicate..., (among others, also, since Mr. Georges Papadopoulos reportedly Persists to repeatedly Suggest such a Move, by sending in vain, again and again, far away "E-Mails", from March up to the Autumn of 2016, apparently withOut the expected Result)...

- " The Trip (to Russia) proposed by defendant Papadopoulos did Not take place", Concludes, indeed, the October 2017 Dated Official Court prosecution Document, made on FBI's demand.

As for the alleged "Dirt" about Hillary that might, eventually, reveal some Emails, as anOther Russian link, (Mysteriously nicknamed by the FBI with the Suggestive, "B-Series Cinema" Code : "the Professor" !), all the way Back to March 2016 only, NOTHING concrete emerges in Mr. Mueller's official documents, until Now, on November 2017. Moreover, there is Not even Any eventual Claim that such, supposedly Critical Emails about Hillary, might have contained, perhaps, "Fake" News, instead of the Plain Truth, (on Issues which might, Otherwise, had been Hidden from the American People, even when it had to take Crucial Decisions in Democratic and Transpârent Electoral debates).

FBI-nicknamed "Professor" would be, in fact, Joseph Mifsud, a Teaching Fellow at a University in Scotland, and Academician in Malta, as well as Director of the International Diplomatic Academy (in London too).
The Only thing for which our, (quite Disappointing...), "New Mr. Rastapopoulos", is Officialy Accused is, Merely, to have allegedly "Lied" about the Unique and Precise Point on When Exactly he had really Met and Spoken, for the 1st Time, with that "Professor" and the "Female" Russian characters, cited above, (i.e., Before or After Briefly and Superficially Joining Trumps' Electoral Team, as an UnPaid Volunteer, shortly Included in a Collective "Panel" about "Foreign Policy", Back on March/April 2016). Nothing else.

While, moreover, it had reportedly become quite obvious that he was rather Trying to Use his alleged "Russian Contacts" (in Fact, quite Low Level, and often, even Anonymous), probably also as a Way to Boost his own Personal Importance inside Trump's Collective Campaign Team, (apparently Failing to really achieve that)...

At any case, at least since August 2016, this "New Mr. Rastapopoulos" had been requested, by Trump's Campaign, to Simply Forward his Emails, from now on, to the Lowest possible relevant Stuff, and there are No Reported serious Contacts with any Senior Trump Officer from then, until far After the November 2016 Election, practically until the FBI relevant Enquiry reached him at he Beginning of Next Year, 2017.

+ Perhaps in an attempt to make, Nevertheless, things look more Serious, in an UnRelated Case, Side by Side with that "New Rastapopoulos" Affair, FBI's Investigator Mr. Mueller's Team found Necessary to Simultaneously Add also a much more Heavy, but Irrelevant (See Infra) lot of Accusations launched against one among the most ...Short-Lived Former Trump's Campaign Managers : Paul Manafort, who durated on that Job Only a Few Months, from June to August 2016 !...

But Manafort is, notoriously, quite a Heavy Weight, in general : He reportedly has gathered Top Experience in the Past, as former Advisor also to the Electoral Campaigns of GOP's Top Presidential Candidates Gerald Ford, Ronald Reagan, George H.W. Bush (Senior, i.e. Father of Twice-Elected G.W.Bush), Bob Dole, etc., while also Leading a Washington DC Consultant and Lobbying Business, allegedly including also some Heads of State/Government in several Countries accross the Continents, but mainly US Politicians, Private Corporations, etc.

Nevertheless, it's, Curiously, Only Now, on the Occasion of an Investigation officially Focused on alleged Russian interference in the Latest, November 2016, US Presidential Election, that FBI's Bob Mueller's team was led to Ask to Prosecute Manafort, (who is Soon Aged 69 y.o.), for the 1st Time, as Accused for an awful lot of alleged Wrongdoings, included, among others, also : "Conspiracy against the US" (sic !), "acting as UnRegistered Agent of a Foreign principal" (a reportedly Frequent Practice at Wash. DC, according to mainstream Press), "Money Laundering", "No Declaration of (Many) Foreign Bank Accounts", "False/Misleading Statements" around the above-mentioned accusations, etc.

Manafort Pleaded 100% "Not Guilty", and his Lawer reportedly Rejected most Accusations as "Ridiculous !", vowing to "Reply" in concreto, during the Legal Procedure which "Starts" for his client. He was Obliged to Pay a Bail, and was placed under House arrest.

Trump had, apparently, been (at least Partly) Warned by the FBI, at his 1st Security "Briefing" (as GOP's Nominate to the US Presidential Election) already Back on August 2016, and this may Explain why he Droped then Manafort, (until things are clarified), and Hired, as Campaign Managers, Conway and Bannon, (with whom he went on to Win the November 2016 Election).

But the Obvious, Big Critical Questions, inevitaby Raised by that case, are, at least 3 :

First of all, almost NOTHING among those late Accusations against Manafort, does Not seem to Concern the November 2016 US Presidential Election, at all !

Indeed, All of them Concern mainly his alleged Work done for the former President of Ukraine, Yanukovich, and/or his "Party of the Regions", already between 2006 - 2013, (i.e. from Winning the 2010 Elections inside Ukraine, up to his Brutal Eviction by Violent and Bloody Riots at Kiev on February 2014), as well as, Briefly, for its expected Successor : the "Opposition Block", during 1 Year more Only, and various reported Financial and/or Administrative Issues more or less, directly or indirectly Linked with such kind of alleged activities.

I.e., once again, Nothing in particular on the November 2016 US Presidential Election, Not even all its previous, Pre-Electoral Campaign (of 2015-2016)...

And Nothing about Hillary Clinton, Neither for Any alleged Suspicion of eventual links with one or another Supposed Russian Attempt to "Interfere" in the November 2016 US Presidential : An astonishingly Total Zero !

Moreover, almost entirely, All those various Alleged Wrongdoings are, obviously, Too OLD, compared to the main Scope of Mueller's mandate to Investigate the Circumstances of the 2016 US Presidential Election, since they have, almost Entirely already Occured, more or less, Long BEFORE its Pre-Electoral Campaign, and particularly, Between 2006 or 2008 and 2013.

This damning Fact, clearly Results, Both by FBI's and Wash. DC. Court's own Official Documents containing the Accusations against Manafort, (which also Point mainly at a 2008-2013 Period of the Past),
and, also, by the Additional Fact that, (as several Critical Observers immediately Noted), Don Trumb had ...Not even Announced his own Candidacy (2014-2015) during those alleged controversial Manafort dealings of a (Comparatively) Remote Past !

Even the several Concrete References, among others, to the Dates of Various alleged "Money Laundering" Manoeuvers by Manafort and his agents, through Foreign Bank Accounts, for a large part reportedly opened in Cyprus, (Before using also "Grenadines" Islands, the "UK", etc, Later-on), almost All are Limited Exclusively during the Period Between the Beginning of 2008 - and early March 2013 Only, (as the Official FBI/Court Prosecution Documents attest).

I.e., a Period of Time which Astonishingly Coincides, with a Surprizing Precision, Exactly to the Term in Office of Controversial former President of Cyprus Demetres Christofias, a Leftist, (in fact, Politically Near former US President Barack Hussein Obama, and/or Hillary Clinton), who Served between March 2008 - February 2013, and was Strongly Accused to Bear Heavy Responsibilities for a Deadly Explosion (of Confiscated Weapons for Syria, blocked by International Sanctions) which Killed Many People and Destroyed the Country's most Important Electricity-producing Power House, etc., near a Stategic Naval Base, provoking a Long Series of Huge Popular Demonstrations asking for his Impeachment (See: ...), by another Strange Coincidence, immediately After some Other UnPrecedented Incidents that he had just Provoked in Geneva, around UNO's Top Political Talks for a Solution of Cyprus' Issue on July 2011, (Comp. relevant "Eurofora"'s NewsReports from the spot, at UNO's Pan-European Headquarters). To that were Added, more Recently, even Accusations for alleged Corruption and/or Exploitation related to an Important Businessman who used to work with his Party, (still Pending to the Courts, even Today), etc.

On the Contrary, when a New Cyprus' President took over : the Current, ChristianDemocrat/EPP's Nicos Anastassiades, of the Center-Right, (i.e. almost Equivalent to USA's Conservative Republican President Don Trump nowadays), from early March 2013, until February 2018, then, Manafort's alleged "Money Laundering" through Foreign-held Bank and/or Other Businesses' Accounts' Immediately STOPS via Cyprus, from 3/2013 up to Now: 11/2017 !...

Indeed, Serious Measures against Money Laundering and/or other Hasards were reportedly taken in Cyprus After 2013, until Now (2017) by the New President's Center-Right Government.

So that all such alleged Shady Money Transferts for Manafort from Abroad into the US, had, from then, to Continue Only through various Other Intermediaries accross the World, (as, f.ex., the "Grenadines" Islands, the "U.K.", or Other "Unknown" premisses, etc.), and even that, just for 1 or 2 More Years (i.e. 2013-2014, having apparently 100% Finished on 2015).

- WHY Manafort is Prosecuted SO LATE, Only Now, for alleged Acts which reportedly Occured Only such a Very LONG TIME AGO ?

I.e. Only on November 2017, for alleged Facts of 2006 or 2008 - 2013 ?

- What Happened during all that Long Period of Time with quasi-Total Inactivity, in this regard, from Law-Enforcing US Authorities, during the Terms in Office of "Socialists"("Dems") of the Left, as Hillary Clinton and Barack Hussein Obama (respectively : 2009-2012 and 2009-2016) ?

 - How to Explain Manafort's Sudden, Exceptional Massive Withdrawal of Funds from his Cyprus' Bank Accounts practically at the Eve of an UnPrecedented and UnAnnounced, Neither generally Expected, Sudden ..."Blockade" of All People's Savings entrusted to any Bank throughout the Island, according to a Controversial Decision of "€uro"'s Authorities, taken and immediately Implemented io Cyprus from mid-March 2013 ?

That "Never Seen Before", (Nor After), Controversial but Drastic and massive Move, had been suddenly Taken, Only on Cyprus, by €uroGroup's New President then, (from January 2013, until recently), Dutch Minister of Finances, Jeroen Dijsselbloem, who has been Strongly Criticized for such an Extreme Measure. Normally, Nobody knew about such a possibility, Before it Surprisingly occured all out of a sudden.

Indeed, as FBI/Court's Official Prosecution's Data show, While, most of the Times, the Frequent Withdrawals of Money from Cyprus' Accounts towards the USA, for several Years, Remained at about 10 to 70 Thousands $, on the Contrary, since the End of the Year 2012 until Mid-March 2013, they Suddenly Jump, Exceptionally, up to 3-Digit much Bigger Numbers, such as, f.ex., 100, 149, 298 and even 375 Thousands $, (the Latter  - and Biggest ever Sum of that Money - Right at the Eve of the above-mentioned UnPrecedented Blockade of all Bank Accounts in Cyprus by the €uroGroup's new Head : Comp. Supra), until they Stop, for ever...

+ Same Strange Phenomenon, also at anOther such Account : Money Transferts which Used to Stay Between 11 and 25 Thousands $, Suddenly Jump Up to 3-Digits Numbers of 160, 194, 290 and 260 Thousands $, shortly Before they Definitively Stop through Cyprus, at around Mid-March 2013.

Afterwards, Manafort's controversial Money Transferts from various Foreign Bank Accounts to his Business inside the USA, (which reportedly Persist until about 2014, at the Latest), continue Only through Other Countries' Intermediaries, f.ex. via "Grenadines" Islands, the "UK", or Other, "Unknown" entities, etc, (See relevant Graphics, as pictured in FBI/Court's Official Documents).

=> WHO might have WARNED him, then that All his Cyprus' Bank Accounts were going to be, Exceptionally, Confiscated ?...

Also during the Latest 2016 Parliamentary Elections in Spain, where Last-Minute Polls are Prohibited too, People were, nevertheless, bombarded by a lot of Polls Published until the Last Hours of the Vote, by a Website News located at Nearby Andorra (on the Pyrenee Mountains, between France and Spain), where they barely Masked their Electoral Estimations by a ...Colorfull Artefact which pictured each Political Party in the Colors of a ...Fruit or Flower (sic !), corresponding to its Real, Official Presentation, in a way that Everybody understood easily who was who, CoE's Officer told "Eurofora"...

+ An even More Important recent Development, particularly for the PanEuropean Audio-Visual Observatory's specific area of activities, is also the Fact that, as anOther EAVO's Expert stressed Today, the On-Line/VOD Networks of Films' Distribution, are already ByPassing the Classical, Cinema Rooms- based, Film Distribution Networks, and, since, at least for the Time being, the Overall Films' Market is rather Atonic yet, this has Provoked a much More Intense Competition, nowadays, between those 2 Networks...

- Pictured there, was naturally, the Historic former Mayor of Strasbourg, and Long-Time f. MEP, as also former Minister of Culture, currently in charge of the Development of European and Other Big Infrastructures in this City, Catherine Trautmann, at the 1st Place : Trautmann had Already said, Earlier, to "Eurofora", that, when she had Decided to actively support the very Creation of the PanEuropean AudioVisual Observatory, Back during  the 1990ies, in fact, her Main Aim was to Boost a Strong Audio-Visual News pole in Strasbourg, Together with ARTE's Franco-German RadioTV, (the Only European RTV Media to be Head-Quartered near the EU Parliament's and CoE's main Buildings), etc., in order to Help make MEPs' work even More Attractive and Efficient, as well as Closer to European Citizens.

Something which, certainly, has Not yet been done, but Could, eventually, be achieved in the foreseable Future, if one added also a New Dimension in line with "Eurofora"s Original Project, (which could gradually Start, logically, with the Preparation of the Forthcoming, May 2019 EU Elections).

EAVO is currently Chaired, during 2017, by World-Famous Film-Director, Andrei Wajda's Country : Poland, whose Ambassador/Permanent Representative to the CoE was Present at this Exceptional Conference.

As well as that of France, which will Chair all the CoE on 2019, and has the Biggest Number of Screens in the EU Nowadays, closely Followed by Italy, Germany, the UK and Spain, while Poland, and afterwards the Netherlands, Sweden and the Czech Republic, also Distance the Other EU Member States.

Inside the EU, France holds also the, comparatively, Biggest Share in its National AudioVisual products Market, with almost 36% of the Total, closely Followed by the UK, with about 35%, Afterwards Italy : more than 29%, Germany : about 23%, distancing Spain with 18,5%, and Russia : almost 18% too, etc.

The overall Average for all "European Films"' Market Share in the entire EU is almost 27%.

But the USA hold... about 94% of their AV Market Share, India 85%, Japan 63%, and China more than 58%, South Korea almost 56%, etc., according to EAVO's Latest available Figures..., showing that Global Competition is still Harsh...

The Extreme Counter-Example among Developed Nations, seems to be Australia and New Zeland, who hold Only ... about 9% of their Market Share !

    - Macron promised Today, in front of the ECHR, that "None of these Debates will ever occur with Brutality", "Neither Political Motivations would ever Silence the Conscience" of People, who will have to Deal with such "Innovations, at the Heart of our Society".

Because, "while France is Not Afraid of Scientific Innovations", at the same time, "it's Committed to ensure that Equality will be Respected, as well as the Fundamental Rights", in front of such "Issues of the Future", where "Europe will have to Fight", "in an "Extra-Territorial World, when even Humanity itself is on the Verge of being Transformed", (f.ex. in cases concerning "Surrogate Mothers", and/or "Children Born out of" our Country's Natural Procreations, etc., as ECHR's current President, Raimondi, had evoked before), "in order to Transmit Intact to the Next Generations" those basic Human "Rights that we must Always Adapt and ReVive", as he said in Conclusion.

 

      - "At which Time-Horizon ?", specifically asked "Eurofora", on such kind of issues, the New French Minister of Justice.

       - "As far as France is concerned, we have a Work which is done (in this area) by the National Committee on Ethics", Nicole Belloubet observed from the outset, in Reply.

    - So, "a Debate is due to take place on these (BioEthical) Issues, and especially a Parliamentary Debate", she added.

    - In particular, "Without any Doubt, there is a Reflexion which would Start during the Vote of the (New) Law on BioEthics", Minister Belloulet explained.

    - And this is expected "in One Year", i.e. during 2018, she Replied in concreto to the above-mentioned "Eurofora"'s Question.

    Without making it, however, Crystal Clear yet, whether all that will include also a Citizens' open and public Debate, and in which practical Conditions, Neither if the Entire Process might, or not, extend further on 2019, if necessary.

    - According to the Latest relevant Law, (that of 2011, when France also Ratified COE's PanEuropean "Oviedo" Convention on Human Rights and Bio-Medicine), that French Committee on Ethics in Life and Health Sciences, was Obliged to Organize "a Public Debate" Before "Any Project of Reform" on its core Issues.

    - But this was Limited Only "in the Form of <<Etats Généraux>>", i.e. through the Intermediary of a "Selection" of certain "Citizens" Only, supposed to "Represent" themselves the whole "Society, in its Diversity", who are, moreover, "Trained"  by some "Experts" appointed by the Public Authorities, and Simply "Edit an Opinion and Recommendations", which are Merely made "Public" at the End...

    >>> On the Contrary, even the National Committee's own "Debates", and any other Preparatory Work, Before Final Decisions on BioEthics, are held ...Only Behind Closed Doors !

    However, around 2011, the French Authorities had Also Organized a real previous Public Debate on the latest BioEthical Issues at Stake, Open to All interested Citizens, which used the Modern Internet Technologies in the form of a Web "Forum" accessible to all involved, (almost as "Eurofora"s Project had already Suggested Earlier)...

    => That Move had managed to Attract a great Number of active Citizens, who Published various, more or less Critical Views in many Thousands of Pages, all Transparent, Readable and Answerable at the Web, whjere they were classified according to the Main Issues at stake.

But certain Regretable Confusions (mainly by a few Intermediaries) on the Precise Date of Closure of that Public Consultaton in that Web Forum on BioEthics, had unfortunately pushed some to Miss that Rendez-vous...

 - CoE's PanEuropean "Oviedo" Convention on Human Rights and Bio-Medicine, (applicable also in France), asks, under the Heading "Public Debate" (Article 28), for all "the Fundamental Questions raised by the Developments of Biology and Medicine", to be "the subject of :

(A) "Consultation", concerning "their Possible Application", and

(B) "of Public Discussion", "in the Light ... of relevant Medical, Social, Economic and Legal Implications".

+ According to its "Explanatory Report", CoE's "Oviedo" Convention, even if it gives a Large Margin of Discretionary Appreciation to States on how exactly to organize such events, nevertheless, it also "Prompts ... to create Greater Public Awareness of the fundamental Questions raised by the Application of Biology and Medicine", as well as it stresses that "Society's Views must be Ascertained ...with Regard to Problems concerning its members as a whole".
 

I.e. something which, apparently, includes Prior Information of concerned Citizens, as well as to Collect and Take into Account their main Observations : Elements which could serve as a Legal Basis also for an eventual Judicial Control on the Way that States use their Discretionary Powers, in order to avoid eventual Abuse.

    In France, the "National Committee on Ethics for Life and Health Sciences" is a prestigious Consultatif body, initially Created by former Long-Time President Francois Mitterand (Socialist), back on 1983, precisely on a core BioEthical Issue : I.e. just after the 1st Birth artificically obtained by "In Vitro Fertilisation" ("IVF") in the country on 1982...

    Most Facts clearly indicate that, in real Practice, each one of its successive Presidents more or less "Coincided" with a New ... political President of the Republic : F.ex. Mitterand (Socialist) with Prof. Jean Bernard (1983 - 1993), while his successor, Jean-Paul Changeux (1993_1998) partly coincides with a Transition towards the Beginning of Center-Right's Jacques Chirac (1995-2007). The latter was notoriously obliged to a "CoHabitation" with Socialist Prime Minister Lionel Jospin between 1995-2001, but, even if he was Re-Elected for 2002 - 2007, nevertheless, Prof. Didier Sicard remained at the Head of that Ethics Committee, (probably chosen by the previous Cohabitation). So that it seems that it was Only Prof. Alain Grimfeld (2008-2012) who has been Freely Elected by the Right side of the Political Spectrum, during Nicolas Sarkozy's presidency (2007-2012). But Socialist Francois Hollande (2012-2017) obviously chose Prof. Chose Jean-Claude Ameisen (2012-2016), and, Curiously, even his Successor, Prof. Jean-François Delfraissy (2016 - ?), whose mandate exceptionally Extends deep inside Emmanuel Macron's New Presidency (2017-2022)...

Nicole Belloubet made it clear, indirectly but surely, that she was speaking to "Eurofora" Today for what might happen in the foreseeable Future in France itself.

But, recently, CoE's BioEthical Committee's President, Dr. Beatrice Ioan from Romania, confirmed to "Eurofora" her intention to present, by a Coincidence also on 2018, an agreed full "Action Plan" Draft on how to Regulate crucial New Challenges faced by Human Rights in front of Fast-Evolving New Bio-Medical Technologies, at the PanEuropean level of all CoE's 47 Member States and perhaps beyond, (See : http://www.eurofora.net/newsflashes/news/coebioethicsactionplananddebatesonnewtech.html).

    - Attention to our Classical, Basic Legal Texts, which already Exist Before recent New-BioTech developments : Because, "If some Touch upon them, then, Afterwards,we Risk, perhaps, to have Less Protection" for Human Righs, she rightfully Warned...

In case, indeed, that some Minority Lobbies might, eventually, attempt to Exploit a Majority's ignorance and/or current Apathy in order to exert Pressure on Decision-Makers to Change real "Human Rights", into a kind of ...
