*Strasbourg/CoE/Angelo Marcopolo/- The President-in-office of the Euro-Atlantic OSCE, Prime Minister of Serbia, Aleksander Vucic, speaking to "Eurofora" on 2 forthcoming Crucial Summits for the Ukraine Peace process in accordance with the Minsk Agreements' Aims to obtain Decisive Moves before the End of 2015: i.e. Tomorrow's Quadrilateral Summit France-Germany-Ukraine-Russia at Elysee Palace in Paris, and OSCE's Annual Trans-Atlantic Summit, December 2015 at Belgrade, expressed mainbly the Hope for them to be "Fruitful" and "Meaningful" for the "Resumption of Peace in Ukraine" at the prescribed "Time" by the current Minsk Agreements, i.e. towards the End of 2015.

 - "EuroFora" observed that the Fact that the Prime Minister of Serbia, who has been Invited in Strasbourg  in order to Address CoE's PanEuropean Parliamentary Assembly later Today,  Holds the Annual OSCE Prresidency, which notoriously plays an Important role for the Quest for Peace in Ukraine, and is  currently preparing its December 2015 Trans-Atlantic Summit at Belgrade, (Comp. "EuroFora"'s NewsReports from Basel, in Switzerland, last December 2014, when Serbia had just Started its Chairmanship), i.e. at a Crucial Moment for Ukraine, according to the Time Deadlines put by the Minsk Agreements, while, in parallel, the Leaders of France, Germany, Ukraine and Russia : Hollande, Merkel, Poroshenko and Putin, hold a "Normandie format" Quadrilateral Summit, precisely on Ukraine, at Elysée Palace, Tomorrow in Päris, (Comp., f.ex. : ...).

=> Therefore,  we asked OSCE President-in-office, and Prime Minister of Serbia, Aleksander Vucic, what does he Hopes for  the Ukraine Peace process from those 2 forthcoming Summits :

- At any case, "We (2015 Serbian OSCE Presidency) do our Best" in that regard, the Top ChristianDemocrat/EPP European Politician promised.

- For that purpose, "we are Working Together with our European Partners, and all the Other Partners, within the (Trans-Atlantic) OSCE", Vucic added, obviously pointing also to the USA, etc...

 - What we are "Hoping" is "to have very Fruitful Meetings, and very Meaningful" ones, PrimeMinister Aleksander Vucic underlined, in this regard.

- This goes "Not only for the Establishment, but also for the Resumption of Peace in Ukraine", he stressed.

- And this should be done "at that Time", OSCE's current President pointed out, apparently refering to the End of 2015, (Comp.Supra).

- "We (the Serbian OSCE Presidency) are from a Small Country, but we think that we are very Dedicated in Supporting the Peace Process in that Country", Ukraine, he promised.

- "And I Hope that All the Others (involved Countries) will be Satisfied by our Work", concluded, soberly but positively, the Young but serious Serbian Prime Minister, in his Brief but Topical Statements to "EuroFora"  on a Crucial Issue for Peace and Economic Growth in Europe.

+ Significantly, he met earlier here also, for almost 45 Minutes, with the Experienced President of CoE's Local/Regional Democracy Watchdog, Jean-Claude Frecon, who plays a Key Role in the Crucial DeCentralisation of Power in Ukraine, a notoriously Essential element for a Political Solution, (See President Frecon's relevant Statements to "EuroFora", Yesterday at the CoE : ......).

According to Figures published at the Beginning of September 2015 by UNO's High Commissioner on Human Rights, at nearby Geneva, the Ukranian Conflict has already  provoked More than 8.000 Dead, and 17.810 Wounded Victims, most of them being simple Civilian People.

OSCE Chairman Vucic spoke to "EuroFora" just before he enters CoE's PanEuropean Parliamentary Assembly (PACE), where he was Invited as Key Note Speaker Today, eve of the Conclusion of the Autumn 2015 Plenary Session in Strasbourg, Tomorrow, Friday Morning.

- Shortly afterwards, he was, indeed, Officialy Welcomed by CoE Assembly's President, Anne Brasseur from Luxembourg, (with whom he had previously held a Longer than expected Private Meeting in her Office, earlier this Morning), at PACE's Hemicycle :

 - At this occasion, Brasseur anounced from the outset that the Fact that Serbia holds this Year (2015) the Annual rotating Presidency of the Trans-Atlantic OSCE, almost at the Same Moment that another Western Balkan Country, Bosnia-Herzegovina, holds the Semestrial rotating Presidency of the CoE (May-November 2015), all "This is a Big Opportunity for Coordination", in view of "Important Regional and PanEuropean Issues", as she pointed out.

(Opinion).

In Democracy, the forthcoming choices for EU's Top Jobs, as the New EU Parliament's President, new EU Commission's President (+ probably EU Council's President, EU Foreign Minister, etc) should be made according to EU Citizens' Votes in June 7, 2009 European Elections, and main EU Governments' strategic policies.

At the heart of the biggest EU Countries, in France and Germany, EU Citizens clearly voted for a renovated, non-technocratic but Political Europe based on Values, declared explicitly incompatible with Turkey's controversial EU bid.

This main choice was also supported in several other small or medium EU Countries, such as Austria (cf. promise of a Referendum), Spain (cf. EPP program's reservations vis a vis Enlargment), etc., while EPP Parties won also in Poland, Hungary, Cyprus, etc.

In other Countries, whenever Governing coalitions didn't make these choices or eluded them, continuing to let a Turkish lobby push for its entry into the EU, they paid a high price, and risked to damage Europe, by obliging EU Citizens to massively vote for euro-Sceptics whenever they were the only ones to offer a possibility to promise  real change and oppose Turkey's demand to enter into the EU :

It's for this obvious reason that British UKIP (IndDem) succeeded now (after many statements against Turkey's EU bid) to become Great Britain's 2nd Party, unexpectedly growing bigger even than the Governing Labour Party, as well as the Liberal party  ! Facts prove that it's not an isolated phenomenon : A similar development occured in the Netherlands, where Geert Wilders "Party for Freedom" (PVV) became also the 2nd biggest in the country, (after EPP), boosting the chances of a politician who had withdrawn in 2004 from an older party "because he didn't agree with their position on Turkey". And in several other EU Member Countries, even previously small parties which now focused on a struggle against Turkey's controversial demand to enter in the EU, won much more or even doubled the number of their MEPs (fex. Bulgaria, Hungary, Greece, etc).

On the contrary, whenever Socialist and oher parties were explicitly or implicitly for Turkey's controversial EU bid, they obviously lost Citizens' votes and fell down to an unprecedented low.

In consequence, EU Citizens clearly revealed their main political choices, in one way or another : They voted to change for less Bureaucracy, but more Politics and Values in a Europe really open to EU Citizens, but without Turkey's controversial EU bid.

Recent political developments are obviously different from the old political landscape which existed in the Past of 1999-2004, when Socialists based on Turkish 1% vote governed undisputed not only in Germany, but also in the UK, Greece and elsewhere, France followed old policies decided when it had been divided by "cohabitation", before the 3 "NO" to EU  Referenda since May 2005, before Merkel, before Sarkozy, etc.... before the surprises of 7 June 2009 new EU Elections.

If the current candidates to the Top EU jobs promise and guarantee to respect People's democratic choices, OK.

Otherwise, Europe must find new candidates, really motivated and able to implement these democratic choices of the People.

The beginning of crucial, final Decisions are scheduled for the 1st EU Parliament's plenary session in Strasbourg, in the middle of July, and they could be completed towards the October session, when Lisbon Treaty's fate will have been fixed.

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
