*Strasbourg/Angelo Marcopolo/-
As it was Already Voted and Adopted by the EuroMetropole of Strasbourg Citizens' Assembly, on "Eurofora"s proposal, in the context of French President Emmanuel Macron's "Great Debate" as early as since 2019 (*), it's also an EU-Wide Polls from the End of 2020, just fully Published by EU Parliament and Commission on 2021, at the Eve of the Launch of EU's landmark "Conference on the Future of Europe" (2021-2022), scheduled on "Europe"'s Day, 9 May, here, (with Speeches from Presidents Macron, Sassoli, and Other Officials), and, precisely, on the Anniversary of the Historic Victory against Nazism, which opened an Era officialy based on Peace, Human Rights, Democracy and Rule of Law throughout Europe, (also with the Creation of the CoE, 72 Years earlier, since 1949, etc), revealed that an UnExpected, Huge Majority of EU Citizens seem to practicaly Back the Main Idea of a Previous Interaction, Between EU Citizens and Decision-Makers, before Measures affecting their Lives and/or Society at large might be taken...

- Total or Partial Agreement with such a stance was reportedly Endorsed by 91% or 92% of the People consulted.

- The Key-point was Not Elections, but "Decisions" taken by Public Authorities.

- It was clear that relevant Action should be taken mainly Before Decisions, (and Not  Afterwards).

- The Concrete Content of what exactly should be done by the Public Authorities was Not Specified, leaving a kind of Discretionary Choice for the most Adequate Moves, almost as in "Eurofora"'s proposal.

- But it was obvious that this concerned the Public Decision-Making Process, including some kind of Exchange or Dialogue, between Politicians and Citizens, ("take into Account Citizens' Voice").

- The possibility of a Legal Control by a Judge was left Open, as in "Eurofora"'s project, (where it may play a notable potential role).

- Ibid, for possible Legal (and Not Only Political) Sanctions, in case of Abuse.

- The Integration and development of such Mechanisms in the System of  nowadays European Societies appears quite Easy, given the Availability of relevant contemporary Tools.

- Curiously, that Poll was made between October and November 2020, But wasN't fully Published before May 2021 !

In a last-minute, surprise move, New EU Chairman, French President Nicolas Sarkozy, anounced a proposal in Strasbourg to open an EU Parliament debate on Europe's Identity in the ranup to 2009 Election :

    - "I am conscious of the fact that there is, today, a real Crisis on Europe's
Identity", he replied earlier to a question by Greek MEP Ioanis Varvitsiotes, who had asked him to "advance beyond those who don't really want a Political Europe",

    - "Why not a real Debate on what is Europe's Identity ?", proposed
Sarkozy, in this regard.

    -  "EU Parliament could organize such Debates", he suggested :"It's
better for EU Parliament, than for National Governments, or EU Commission, to
define what is the European Identity", the French President proposed.

A diplomatic way to avoid obstacles by some Governments and/or some Brussels' bureacrats, reportedly opposed to really free and popular, critical European debates on hot political issues..

Sarkozy brillantly won the 2007 Presidential and Parliamentary Elections in France in 2007, in the line of the principles anounced at an important Speech in Strasbourg, February 2007, about a Political Europe, and a European Identity on issues which matter to the People.

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
