CoE Assembly CEO Sawicki to EF: More EU-CoE cooperation on Human Rights + particularly on Turkey ?

EU - CoE Cooperation on Human Rights, Democracy and Rule of Law, continues further and intensifies, particularly on Turkey, after the latest EU-27 Summit at Bratislava, even if there are No apparent "Big Changes", replied, in substance, the Experienced CEO of PanEuropean CoE's 47 Member Countries-strong Parliamentary Assembly, Wojcieck Sawicki, from Poland. A Growing Number of various but converging Moves around the Controvesial situation in Turkey after a strange, 6 Hours-long "Putch" Attempt, earlier this Summer 2016 (See, f.ex., "Eurofora"s relevant NewsReport at: ....), due to Start unfolding from Next Week in Strasbourg, during the Autumn Plenary Session of CoE's Assembly (10-14 October 2016), seems to confirm, and further support, such a probable Trend.


- "Eurofora"'s Question to Sawicki, (during the regular Press Briefing of Strasbourg's Journalists following the CoE, at the Eve of its Assembly's Plenary Sessions in Strasbourg), pointed to the Fact that there were various Mentions made at CoE's possible Role, in the above mentioned area, given its Legal Expertise, which were made recently, around the Bratislava EU-27 Heads of State/Government Summit, including, at its eve, in EU Parliament in Strasbourg, (f.ex., by EU Commissioner Hahn since Monday, even the President of EU Commission, JC. Juncker, etc, added also to some Turkish Government Officials themselves, during EU/CoE Visits in Ankara, etc). Given his Long Experience in such matters, did he feel that, indeed, such a pronounced Trend might currently be on its Way ?


- After Reminding the Fact that, EU - CoE Cooperation in such Issues "has been already going-on" since several Years, including, f.ex., in several "Co-Funded Programs", as well as in terms of relevant "Mentions by EU Commission" and others, CoE Assembly's Director General, went on to cite also some other recent Cases of "Hungary, Poland, etc", before Anouncing that the PanEuropean Parliamentary "Assembly has recently referred Turkey to (CoE's Constitutional Law and Human Rights' Watchdog) the <<Venice Commission>> concerning the Laws and other Measures which have been Taken After the <<Putsch>>" of July 2016, (as he said for that Strange, 6 Hours-long, alleged attempt to "restore Peace, Democracy and Human Rights", as those atypical "putschists" had reportedly claimed overnight : See +.....).

Meanwhile, "Venice Commission" is due to Adopt, Next Thursday, its Conclusions on the Suspension of the Turkish Constitution's provisions for "Parliamentary Inviolability" of National MPs. 


- But the overall "Venice Commission"'s forthcoming Findings on Tukey (Comp. Supra) are Expected for "December 2016", Sawicki added, in his above-mentioned Reply to "Eurofora"s Question.

 

Such a Timing Fits quite Well with what mainstream MEP, President of the ChristianDemocrat/EPP Group, and Head of the German Delegation to CoE's Assembly, Axel Fischer, had Previously stressed to "Eurofora", already as Early as since the End of June 2016, (See : ...), about PACE aiming to seriously Check the situation in Turkey and prepare relevant Decisions on that, "from January 2017".

But, meanwhile, given the obvious Urgency of that matter, particularly on several fundamental Human Rights Issues, as well as the Unprecedented Scale of the very Numerous People seriously Affected by a Long Series of Oppressive Measures taken by Ankara's current Government, many MEPs have already Asked, officialy, an "Urgent Debate" on "the Situation in Turkey", due to take place during the forthcoming, Autumn 2016 Plenary Session of CoE's Assembly in Strasbourg Next Week, from 10 to 14 October.


However, at least at this Stage, "there will be No Text" to be Officialy Voted by CoE's Assembly at the Conclusion of such an "Urgent" Debate, Sawicki pointed out.


On the Contrary, CoE's Draft Agenda has scheduled, however, a Full public Debate at this Plenary Session, asking  from ...Russia, inter alia, also to "Withdraw its Troops" from parts of Ukraine, and to Stop "supporting Separatists" in the pro-Autonomy Regions of Lugansk and Luhansk, as it calls them.


But, at the Same Moment, curiously, Nothing has been yet Anounced about Asking also Turkey to "Withdraw" its Military from (CoE and EU Member) Cyprus, Syria and/or Iraq, despite the notoriously Illegal Invasion of Key Territories in all rthose 3 Neighbouring Countries, and several Calls by their respective Governments, who have all Condemned Ankara's various such Invasions, (See, f.ex., also a clear Statement, these Last Days, by Iraq's Prime Minister, etc)...


Moreover, the controversial Ukraine Issues are due to be Debated (and even Voted upon) by CoE's PanEuropean Assembly in the Total Absence of any MEP from Russia, whose National Delegation has been Sanctioned by a makeshift Group of MEPs in the PACE, (Comp., f.ex. : ...), while, on the Contrary, Turkish MEPs will not only be all Present in Strasbourg Next Week, but, in Addition, their Number has been largely Augmented after a Recent Move giving Ankara, for the 1st Time in History, a similar Status as that of the 150 Millions Citizens'-strong Russia, the more than 90 Millions-strong Germany, and UN Security Council "Permanent" Members from the UK and France, so that there are, Now, much More Turkish Votes than in the Past, (something that hadn't been seen before, not even during the Cold War period)...


Nevertheless, CoE in general, seems to be Really Starting to use at least several among its manifold Tools, regarding the currently Massively Aggravated notorious Human Rights "Crisis" inside Turkey. F.ex. :


- CoE's Secretary General, Thornbjorn Jagland, a former Prime Minister from Norway, has just Met, Yesterday in Strasbourg, with the PanEuropean Organisation's recently created "Platform for the Protection of Journalists", (composed mainly by various International Human Rights Organisations specialized on Press/Media Freedom Issues), precisely about the current Oppressive Measures notoriously taken by the Turkish Government against a Large Number of Dissident Journalists, and he "Intends to Strengthen Further" its Role in that matter, as Jagland's Spokesman, and CoE's Press/Media Director, Daniel Holtgen from Germany, stressed Earlier Today to "Eurofora".


  - Today, CoE's Commissioner for Human Rights, Nils Muijnieks, Published in Strasbourg a "Memorandum" on Turkey, where he mainly Concludes that "Deviations from Juman Rights and Rule of Law" Risk to "leave indelible Scars, and be immensely Detrimental in the long run", and, in consequence, "insists on the urgency of reverting to ordinary procedures and safeguards, by ending the state of emergency as soon as possible". Already, "Until then, the (Turkish) authorities should Start Rolling Back the deviations from such procedures and safeguards as Quickly as possible, through a Nuanced, sector-by-sector and case-by-case approach", since certain "Crimes have to be Punished". as he says, considering that  "it is time for the Turkish authorities to Curb certain Excesses of the state of Emergency" at least.  


+ In Addition, CoE's Commissioner Anounced Today his Intention to "Publish" also Other relevant "Memoranda" for Ankara, concerning "namely Human Rights Implications of counter-terrorism Operations in South-Eastern Turkey, and Freedom of Expression and freedom of the Media", "Before the End of 2016", (i.e., once again, according a Timeline which Fits with President Axel Fischer's above-mentioned RDV on Turkey from 1/2017, as he warned "Eurofora" (Comp. Supra).


    - Meanwhile, the PanEuropean Organisation's "Anti-Racism" and "Anti-Discrimination" Watchdog, "ECRI", in comprehensible Report on Turkey, Published Earlier this Week in Strasbourg, Denounces the Fact that, already "Before the Coup" of July 2016, "since the renewed Security Operations in 2015, the Situation of the Kurdish Minority has "Sharply Deteriorated", while, at the Same Time, "Hate Speech, including by senior State representatives, is on the Rise in Turkey, and most of it goes Unpunished", expressing also "Concern" for Roma, LBGTI People and Refugees, as, inter alia, despite Staying in Turkey for Years, "at least 400,000 Refugee Children do Not have Access to School", and Most Refugees No "Work Permits", (etc).


    + Next Week in Strasbourg, on the Sidelines of CoE Assembly's Plenary Session for Autumn 2016, in Addition to a Press Conference on "Press and Media Freedom in Turkey", organized on Tuesday by the "EuroLeft" Group of MEPs, the Experienced former President of PACE, mainstream Liberal MEP from Luxembourg, Anne Brasseur, organises a Hearing on "the situation of the Turkish Justice system", both "Before and After the Coup", with the participation of the Leaders of 3 or 4 European Associations of Judges and other Experts, ONG, etc., 2 Days Before PACE's forthcoming, general Public Debate on "the situation in Turkey, in the light of the Attempted Coup d'Etat", in general, initialy Scheduled for Thursday, (i.e. when German Foreign Minister, Steinmeier, is due to Visit and Address the CoE here).


    - Last, but not least,  Turkey's Foreign Minister, the Experienced Mevlut Cavusoglou, former PACE Chairman, is expected to also Visit and Address the PanEuropean CoE's Parliamentary Assembly on Wednesday, when he's normaly due to Reply to various MEPs' Questions during 40 Minutes, as usualy Scheduled in such kind of Official visits. (Something which is Not always seen with Pleasure by Ankara's Government Officials : F.ex., former Prime Minister Davutoglou had notoriously chosen, at a Previous occasion here, to Occupy all the allocated Time with his own Speech, Leaving for MEPs' Questions Only a Few Minutes... This was very Critically commented by various CoE Senior Officials afterwards, as well informed CoE sources Warned Today)...

   All such Various but Converging Moves by several CoE's Mechanisms, almost at the Same Time, (as usual in cases so serious as that of Turkey), are naturaly Welcome, and even Long Overdue, as far as Human Rights, Democracy and Rule of Law are concerned. But the current Lack, at least until now (i.e. Before the 1/2017 alleged "RDV" : Comp. Supra), of an Overall and Comprehensive Assessment, to Debate in Public, in order to Result in certain Important Decisions by Vote, etc, as well as the Fact that Turkey, recently, was given a Higher Status inside CoE's Assembly (mainly, with More MEPs => Votes+) than even before in History (Comp. Supra), risking to look, at least apparently, as playing a Double Role of "Both Judge and Party" (as certain Top Turkey Officials appeared Recently very Glad to observe), may obviously provoke legitimate concerns, or, at least, raise unanswered yet, critical Questions.


A Next CoE Assembly's Session is due to take place, in the Format of its Standing Comittee (the Highest Body just after the full Plenary) on November 2016 in Cyprus, which takes over CoE's rotating Presidency from November 2016 to May 2017, almost 23 Years after its Previous such Presidency, Back on 1994, (to whom "Eurofora"s co-Founder had actively Contributed then, also, intitially, from a Press Attaché side, i.e. Helping Journalists and Informing Cyprus' Government on several Topical EU/COE/UN Issues from Strasbourg. The New Speaker of Cyprus' Parliament, Dimitri Sylouris, (a long-time MP, and even former MEP at EU Parliament here, quite well known to "Eurofora"), has recently anounced, (during the Latest BiAnnual Summit of CoE's Speakers of Parliament, back on September 15-16 in Strasbourg : an Important Meeting, that "Eurofora" was practicaly Obliged to Miss, since we had to Urgently Catch a Train for the 1st in History EU-27 Heads of State/Government, Post-BREXIT Summit, at Bratislava, Slovakia : Comp. our 5 NewsReports from Bratislava at : .... + ... + ... + ... + ...) that the precise Date of that Event had been scheduled for 24 - 25 November 2016.

    Scientific innovation joined to Faith for Human Rights, Eastern Partnership and fight against the Crisis, but above all, the need to overcome the "Crisis of Trust" from EU Citizens, are the main priorities for new EU Parliament's President, Polish Jerzy Buzek, that a 555-votes-strong majority of MEPs on July 14,  Strasbourg made a living symbol of the fact that, 20 years after the fall of Berlin Wall (1989 - 2009) there is no more an Eastern or Western Europe, but only one Europe, as the head of the largest group of MEPs, ChristianDemocrats/EPP, Joseph Daul, stressed after the event.

    Speaking later to a group of Strasbourg's Journalists, including "EuroFora", the new EU Parliament's President clarified his stance on concrete topical issues, as f.ex. that of Turkey's controversial EU bid, which was one of the main issues of the June 2009 Electoral campain, clearly won by his party of ChristianDemocrats/EPP :  - "At present, Turkey does not fullfil none of EU conditions", he stressed, (See infra).

    Buzek is well known in Strasbourg and to "EuroFora" as EU Rapporteur for the Framework Program of Scientific Research and Development of Technologies. A Natural Science Professor from the Historic and Religious landmark Polish City of Częstochowa, active in the famous Solidarnosk grass-roots social movement, he served 4 years as Prime Minister (1997-2001), before being elected as MEP in 2004 and 2009, after he brillantly won the latest EU Election at the head of his party (EPP) almost doubling the number of its MEPs from 15 to 28 !

    - "Innovation" and "Energy safety", as well as fight against the "Cimat change", but also "Eastern Partnership", the "Mediterranean", "Strategic partnerships" with Russia, the USA, etc, and the search for "solutions to the Economic Crisis" that EU Citizens "expect" from us, will be his "priorities", announced from the outset the new EU Parliament's President, reminding also that the quest for "Human and Civic Rights" played an important role in his experience with the Solidarnosc grass-roots social movement in Poland's History

    But, the most important of all, is the urgent need to overcome the "Crisis of Trust" between EU Institutions and the People he stressed : - EU "Citizens often don't understand us", denounced Buzek, launcing a call to "do anything for EU Citizens to understand our work" in EU Parliament : "We (MEPs) need to make EU Citizens involved" in "what we are doing every week, in Strasbourg and Brussels", he proposed. Pointing f.ex. to the hot "Debates" with "strong arguments" exchanged between MEPs during the preparation of their Legislative Decisions, in Committees, delivering often hard struggles between initially opposed points of view, long before forging a majority at the final vote, sometimes more than a year..

    Therefore, EU Parliament will be "open to your criticism, for discussion and exchange of views", he promissed to Journalists in Strasbourg.

    In this way, Buzek, in fact, highlighted "EuroFora"s main idea, that we strongly advocate since 1997-2007, to systematicaly and actively involve EU Citizens in public debates during the decision-making process of important EU measures, which affect their lives and the society in which they live, (and not only just a few weeks each 4 or 5 Years at the eve of EU Elections)...

    This is related also to the symbolic gift that Buzek chose to give to the out-going former EU Parliament's President, Hans Gert Poettering, (2007-2009), his collegue in the ChristianDemocrats/EPP, who brillantly won 2009 EU Elections in Germany : A genuine statute of sainte Barbara crafted in Silesia's black Coal by Polish Miners : Those simple but strong people who fought for social change against some technocrats and bureaucrats disguissed into so-called "real-socialists" of old times.     It's enough to have seen a popular open air mass, at Warsaw's center, with many thousands of people, old and young, simple workers and intellectuals mixed together, with references to Poland's history and struggles for survival and liberty, through various ages, (as fex. that organized at the eve of CoE's 2005 panEuropean Heads of State and Government for the beatification of late Pope John-Paul II), in order to understand what such symbols mean..

    But, overcoming the "Crisis of Trust" with EU Citizens obviously implies also to rectify any errors done in the past, fex. on Turkey's controversial EU bid, with controversial decisions taken in 1999 and 2004 to give a "candidate" status and to start EU negotiations, provoking an unprecedented series of 3 "No" to EuroReferenda and 3 Majoriy Abstentions in EU Parliament Elections : 1999, 2005 and 2009, (even if the latest one succeeded to decelerate and almost stop the drop of participation rates, opening hopes for vote's revival after an electoral campaign clearly critical to Turkey's claims in several mainstream EU countries)
    
    Therefore, Buzek was faced with manifold critical Questions on EU Enlargement, most of them citting concrete examples of certain political problems  :  But his replies were almost always given as a matter of general principle :

    F.ex. Questioned on the suspension of EU - Croatia talks because of a Border conflict with EU Member Slovenia, Buzek prefered to speak about principles :

- "We know that during Enlargement, the process can be blocked by failure to resolve this kind of issues",  This concerns also other enlargments' cases", and "these rules are always in force" he warned.


But Buzek avoided to directly reply to a queston on "French and German EPP' calls to define the Borders of Europe", as a German journalist asked him by making a reference to French President Nicolas Sarkozy, and German Chancellor Angie Merkel's, critical statements on Turkey at the June 2009 Electoral campain.    

- "Concerning Enlargement, there's always the same rules : There have to be Criteria, which have to be respected if a Country wants to join the EU", he started to simply reply.

- "For my country (Poland) it took us 15 Years to fullfil these Criteria", Buzek reminded, indicating, if proportions are kept, that Turkey, fex. would have to spend some 25 years before eventually joining the EU..

- "Countries wishing to join the EU need to Change their Systems", as we (Poland and other former Eastern European Countries) did, he stressed.

- "'For me, meeting the condition of Human Rights is one of the Key conditions for membership in the EU", preferring again to speak from the point of view of General Principles, on the occasion of an untimely question on Serbia (which is not even a candidate yet)...

- "Turkey" has, "first of all", to fullfil (EU) Copenhagen criteria". Bevause, currently, none of them is fullfiled by Turkey", New EU Parliament's President, denounced, speaking later to a group of Journalists, including "EuroFora".

In particular, on Human Rights :  - "We (EU) can never forget Human Rights", because "this is at the very Foundations of the EU", Buzek added.

On the contrary, when he referred to EU Enlargment for the  "Western Balkans Countries ", Buzek appeared upbeat, finding "promising situations", despite "difficulties" in the Past, since "Countries are queuing to become EU members", and this "generated changes", as he said.

As for Russia, Buzek observed that it was a "very important" country, located "in the same Continent", Europe,  "close to our borders", and "we need eachother". "But Russia' has 'differend poblems : "They claim that their system is Democratic, but rules are differend", and we must be "aware of such differencies", fex. "on Human Rights", that we can't ignore, as he said;

Concerning China, where a journalist observed that the recipient of EU Parliament's latest "Sakharov prize" for freedom of thought is "still in prison", Buzek found that since the 1999 events in Tien Amin square, "we see differencies on Human Rights still today", and expressed his "support" for those who try to ameliorate the situation.

On the contrary, speaking recently to "EuroFora" he strongly supported the idea for an EU - Ukraine cooperation, fex. between Airbus and Antonov, in order to build a  less costly but more performant than the old and problematic A400M, new Military Transport Airplane : - "They (Ukranian Antonov Company) can certainly do it. I'm sure they can. It's a good Idea, and I'd be glad if it was done", he told us. (See : http://www.eurofora.net/newsflashes/news/airbusantonov.html )
