*Strasbourg/European Bridge+French Prefectoral Palace/Angelo Marcopolo/- Speaking to "EuroFora" and Other Strasbourg's Journalists at the "Bridge of Europe", linking France and Germany over river Rhine,  and later-on at Strasbourg Region's Prefectoral Palace, Experienced French Minister of Interior, former EU Affairs Minister, Bertrand Cazeneuve focused mainly Both on EU's External Borders and its Intra-European, National Borders, as well as on a European Dimension of the Fight against Terrorism, that he considered both "Absolutely Indispensable", particularly after the latest Terrorist Massacres of innocent Civilian People in Paris :

Topicaly, Cazeneuve chose to make such Declarations to the Press, just after personaly checking on the spot the Situation at the most important point of the Franco-German Borders at the Heart of Europe, and shortly before Inaugurating Strasbourg City's  2015 Christmas Market, at the Eve of the forthcoming UNO's World Summit on Climate Change in Paris, for which Heads of State/Government start to gather there from Tomorrow, Sunday, in view of its Official Opening on Monday, under Exceptionaly Heavy Security Forces' protection, near areas already hit by ISIL's Deadly Terrorists a few Days ago, at the North of Paris. I.e. according to a Strange Timing for this COP21, which, curiously, chose to place the Top Political Meetings only at the Beginning of a More than 10 Days-Long UNO event, Contrary, f.ex., to the Historic Copenhagen's 2009 UNCCC Summit, which had notoriously kept the Heads of State/Government gathering for the Concluding Days, Hoping to reach a last-Minute important Political Breakthrough for an initialy Ambitious Agreement, (Comp. Naturaly, the French Minister of Interior had also, nowadays in Strasbourg, to look after the current State of Emergency's presentation to the PanEuropean Organization for Human Rights, Democracy and Rule of law, the Council of Europe, Headquartered in Strasbourg, (See Infra),

as well as to Supervise the preparations of Strasbourg's Prefecture which will be in charge, from the 1st of January 2016, for the New, Greater Region of ACAL, which is due to Bring Together the Borders of 5 Neighbouring Countries at the Heart of Europe : France, Germany, Switzerland, Luxembourg and Belgium, (Comp., f.ex. :http://www.eurofora.net/newsflashes/news/newstrasbourgbigregionprefect.html , http://www.eurofora.net/newsflashes/news/alsacepresidentrichertonacaleuropeanprojects.html).

Indeed, the forthcoming Strasbourg's New Big Region ACAL, which includes Alsace, Lorraine and Champage-Ardennes, bringing Together 5 European Countries with common Borders, stands obviously among Cazeneuve's Priorities also in National Borders' Control, as it was both Symbolicaly and practicaly illustrated, earlier Today, with his Visit to the "Bridge of Europe", (Comp. Supra).

 in addition, his venue is also due to Strasbourg City's wish to maintain its Historic "Christmas Market", (which has Always worked, with the Unique Exception of the 1914-1918 1st World War, and the 1939 initial Clash of the 2nd World War), around the Huge Cathedral, despite the current Terrorist Threats, (which have, on the Contrarry, almost entirely Immobilized Brussels these Days), and unlike other French Cities which have already cancelled their most Popular events, (f.ex., in addition to Paris, also Lyon, where some 3 Millions People are usualy Expected in 2 Days, while Strasbourg usualy expects 2 Millions of Visitors spread during 3 Weeks' Time, as the City's Mayor, Senator Roland Ries, told Journalists, including "Eurofora" : Comp. also Ries' Reply to "EuroFora's Question, DraftNews already send to our Subscribers/Donors earlier).

 But it's mainly EU's External Borders and a European Dimension of the Fight against Terrorism, which were a Focus of Experienced French Minister of Interior, former EU Affairs Minister, Bertrand Cazeneuve's, Declarations to "EuroFora" and Other Strasbourg's Journalists at the "Bridge of Europe", over Rhine River between France and Germany, and later-on at Strasbourg Region's Prefectoral Palace, where he also met with all the Security Forces' and Local Politicians' leaders.

- EU Policies : Priority for EU External Borders

+ Cazeneuve, who is well known in Strasbourg as former EU affairs Minister, (See many Cazeneuve's Statements in Reply also to "Eurofora"s Questions, etc., f.ex. at : ......), observed from the outset  that he "avail(s) of the Opportunity of (his) Visit to the European City of Strasbour",  to male also certain Concrete Key Points on EU-related Issues concerning the current need to Fight against Terrorism killing Civilian People, as he said, suddenly Turning, at his own Iitiative, and Looking straight ahead towards "EuroFora", in an improvised Press Point together with other Strasbourg's Journalists :

 -  In particular, the key French Minister "Remind(ed) the Need to Promptly Apply the Decisions taken by the Justice-Home Affairs (JHA) EU Council, last Friday in Brussels", as he declared from the outset, while it has been recently found that both 2 "Kamikazi" and the alleged "Mastermind" of the recent Terrorist Attacks in Paris, had earlier this year Entered the EU by Crossing its External Borders in Greece, comming from Turkey.

 - "1st Decision : Set up a real Mechanism  of Monitoring (Control) at EU's External Borders", Bernard Cazeneuve stressed Today as a matter of No 1 Prioriy also for the Urgent Fight against Terrorism.

 - "In order to be Efficient, this implies a Modification of Shengen's Border Code (Rules), that we have obtained", he went on to add :  

- Indeed, "EU decided rapidly, so that we can Query Shengen Information System, and a Group of Files, at the Moment of Crossing EU's External Borders", he Explained..
 
+ Moreover, in Addition, "it's an Absolute Necessity for FRONTEX's Powers to be Strengthened", Minister Cazeneuve also underlined.

- Regarding that, "France is Ready to activate every Means, which depends from its Adminstration, so that this Monitorng becomes realy Efficient", he promised.

+ Arms from Germany ?

However, Terrorist Dangers are Not Limited only to EU's External Borders, since they can be Linked also to Networks already Inside the EU, as, f.ex., the case of Arms' Trafficking apparently shows :

    - "Last but not least, there is a Modification of the (EU) Directive (for which France has launched a Call since Many Months ago) on Arms' Trafficking, which is absolutely Indispensable" :

    - Because "We see, f.ex., that those who Attacked us (in Paris), might have Obtained the Weapons,  with which they Committed their Crimes, from Arms' Smugglers located in Germany", he revealed, (while, recently, Austrian Police also Arrested a Suspect with 5 Kalashnikof at his car, who was Heading for Paris for unknown reasons).

    - Indeed, "there are certain Data of the Investigation which indicate that Lead, even if it remains yet to be Confirmed", as he added Carefuly, (while the Previous, "Charlie Hebdo" Terrorist Attacks by ISIL last January 2015 in Paris, followed also by another Deadly Attack against a Jewish Super Market, used Weapons probably bought by a Belgium Resident Turkish Smuggler at Charleroi, thanks to an IntermediaryTurk in Paris, reportedly Paid also by the Car of Terrorist Culibaly's GirFriend, who stayed a Week at an Istanbul Hotel, before Crossing Turkey's Borders to Syria).

    - "This is a good Demonstration of the Fact that a Resolute Action of Intelligence Services, Police, Governments (etc), is Necessary, around the Struggle against Arms' Trafficking : This is a Demand that has been Formulated since, now, 18 Months, and I am Glad that EU Commission and EU Council have Accepted to Modify the (EU) Directive 91 so that we can Go Forward in this Direction", Cazeneuve pointed out.

  - "Acts of War"

    -  The Terrorists "Attacks committed in Paris that Friday and Saturday, durting the Night of 13 to 14 November" 2015, "were Real Acts of War". Moreover, "Never Before", in History, "the French Republic hadn't faced so Deadly Terrorist Attacks as those", stressed from the outset the key French Minister of Interior, at a subsequent Speech in Strasbourg's Prefectoral Palace, in the presence of Local/Regional Politicians, representatives of the Security Services, and Strasbourg's Journalists.

    - "130 innocent (Civilian) Victims lost their Lives, Murdered in Cold Blood, by unscrupulous Criminals, acting in the name of an Ideology of Hate, with a Cruelty and Barbary without equal". +"Much More are still Wounded, sometimes very Seriously, and will remain Traumatized for ever", he denounced.     

    - "Our Enemy benefits from Important Logistics. It has the Resources offered by Syrian and Iraqi Territories, where they have established real Fiefs", (usurpating Oil and Fields, confiscating Banks and stealing Money, adding Extorsions, Ransoms for Hostages, etc. according also to recent American and French Reports on ISIL Terrorists' illegal Funding, etc). "It also has Accomplices both Outside and Inside our own Country", the French Minister denounced.

    - "This War, we are Decided to Face it with all the Force of the Republic, Both Outside and Inside our Borders".

    + "And, We shall Win this War, thanks to the Strength o the Commitment of our Military and Security Forces, but also thanks to the Strength of the Law,  of Conscience, and of our Irresistible Will to Live Free and in Peace.That's our Message !", vowed Cazeneuve.

    - "Given the Exceptional character of the Threats that we have to face, it was absolutely necessary to take certain Exceptional Measures ...in order to Guarantee the Safety of our Citizens, in due Respect of the Laws of the Republic, and of our International Commitments :

    - Already, "since the Beginning of the Attacks, we adopted 3 Anti-Terrorist Texts : On ...2012, (presented by Manuel Valls, then Interior Minster),  ...2014, and ... 2015, concerning Intelligence Services"; he remided.

    - "The Law of 13 Nov. 2014 allowed to Block Websites : 86 were, indeed, Blocked, since the beginning of 2015, which called our vulnerable Youth to be engaged in real Terrorist acts", and "104 Domains which were Blocked, because they were feeded through an Email Adresse by Individuals calling to, and promoting Terrorism", as he added.

    + Another among those 3 Laws "was about the Prohibitions to Leave the Territory" of France, particularly when it comes to going into Syria and/or Iraq to commit Terrorist Acts".

    >>> The reason is that  "we know that those Individuals who Return Back (to Europe) from there (later-on) are inspired by a unique Instict of Violence, with a Cold-blood Determination to Kill, without any Hesitation, and even to Lose themselves their own Lives, because they prefer Death", instead of striving  to make Life beautiful, the French Minister denounced.   

 
    - "There are also 205 Prohibitions to Leave the Territory" of the Republic, "which have been pronounced" until now.

    + And "64 Prohibitions to Enter into the Territory" of France, "for Foreigners who were engaged in the theater of Terrorist Operations, in order to Hinder them from Comming into our National Territory",  and/or "enter those Terrorist Networks (throughout Europe) where they are Preparing to commit" their crimes.

    ++ Concernng "the Law on Intelligence" services, (contrary to what some (Opposition Politicians) Claim, "we (the French Government) have Taken all the Administrative Regulations Required in order for them to be Implemented" :   

 
    -  "100 Individuals were Striped of their  (French National) Citizenship", under Judges' supervision : Something that had Never be done yet, in the Past", he pointed out. + We are "Fully Determined" to Pursue that Further on, "because those who do Not Respect the Values of the Republic, and don't have Only the French Citizenship, (but are Bi-Nationals+), have Not a Vocation to Stay in the National Territtory", he stressed.

    - "34 Expulsions, of Imams, etc., who have No Vocation to be in our National Territory, as long as those Foreigners Spread, in Our Land, Messages provoking and Calling for Terrrorism".     

    - "Since the BegInning of the (current) State of Emergency, I asked to Dissolve 2 (Islamic) Mosques calling for Terrorism,... the Members of which Called for Hate, and we (French Government) are Fully Determined to Continue this Policy", he firmly anounced.

    + Meanwhile, some "10.000 Jobs in our Security Services", (Police, Gendarms, etc) were created during the last few years, which, even if they don't yet fully compensate for an earlier Reduction of - 13.000, several years ago, (i.e. Before the Present Extremist Islamic Terrorism's threats), nevertheless, they Strengthen our Security Forces now, he observed.

- Council of Europe Derogations :
---------------------------------------------------------

    ++ "I also came, here in Strasbourg, in order to Evaluate the Conditions in which are  Implemented certain Measures which have been Decided in the framework of the latest Emergency Plan", (i.e. just after the recent Paris' Attacks), the French Minister of Interior added.

    Indeed, meanwhile, France's Permanent Representative to the Council of Europe, (the PanEuropean Organisaton of Strasbourg for Democracy, Human Rights and Rule of Law), Jocelyne Caballero, has just presented officialy, earlier this week, the Full Set of Exceptional Measures decided by the French Authorities after the recent Massive Terrorist Attacks Killing Civilians in Paris, as a "Derogation in Time of Emergency", according to Article 15 of the European Convention of Human Rights.

    According to that ECHR's Article 15, anyone among the PanEuropean CoE's 47 Member States (including Russia, Turkey, etc), "May take Measures Derogating" from the Full Set of Human Rights and Fundamental Freedoms, "in Time of War, or Public Emergency, Threatening the Life of the Nation".

    This should be done in Appropriate Conditions, i.e. "in the Extend Strictly Required by the Exigencies of the Situation", must "Not" be "Inconsistent with ..Other Obligations under International Law", and  canNot include Any "Derogation from Article 2" (Right to Life - except in Legal responses to War), "of from Articles 3 (Prohibition of Torture and/or Inhuman/Degrading Treatments), 4 (Prohibition of Slavery and Forced Labour), and 7 (No Punishment without Law)", according to the PanEuropean Convention.

    Moreover, CoE's Secretary General must be "Kept ... Fully Informed of the Measures ... taken, and the Reasons therefor", as well as "When such Measures (officialy anounced by France for 3 Months)  have Ceased to operate", while Strasbourg Region's new Prefect, Stephane Fratacci, (Comp. f.ex. Fratacci recent Statements to "EuroFora" at : http://www.eurofora.net/newsflashes/news/newstrasbourgbigregionprefect.html ) is due to Meet with CoE's SG, Thornbjorn Jagland, at the PanEuropean Organisation's Headquarters in Strasbourg, next Monday, November 30.

    During such a "Time of Emergency", its Legal Conditions could be Verified also by the European Court of Human Rights in Strasbourg, and, probably, also by France's National "Constitutional Court", (according to an Enlargement of the ways in which it can be legaly called to exercice its Monitoring, adopted by France after 2010). Already, the French Government has decided to Ommit the "Control of Medias", that an Older French Legislation used to allow in such Exceptional Times of Emergency, and Added Journalists in the list of MPs, Judges and Lawyers who are Excluded from above-mentioned House Searches, etc).

- Recent Measures :

Already, until now :

    - "2.000 House Searches throughout all the National (French) Territory" were made, observed the competent French Minister of Interior, (who, as former European Affairs Minister, already had a chance to become familiar also with CoE's main mechanisms).

    - "They have Proved to be Very Useful", Bernard Cazeneuve underlined, "since they allowed", until Today :

- "248 Police Questionings, leading to 200 placements under Police Custody, 250 Judiciary Proceedings";

+ "318 Arms were already Seized during the last 2 Weeks, among which, a very Significant Number of Long Weapons and Arms of War", as he noted;

- 500 ...

- "312 House Arrests ("Assignations à Residence") were pronounced, throughout the entire Territory of France, against Individuals with French Citizenship, who represent a Serious Threat against Public Order", (Comp., f.ex., Supra).

    - "The Legal Possibility to take such Measures is Provided for by the Laws of the (French) Republic (as well as by the ECHR : Comp. Supra), and the way in which they are Implemented in practice is Always placed under the Scrutiny of the Judges of Administrative law Courts, who can be called to Check at any moment, both the Necessity and the Proportionality of these Measures", the French Minister of Interior underlined.

    - F.ex., "already, in 4 concrete Cases judged until now, where the Judges of Admiinstrative Law Courts have been called to Check, these Applications were Rejected", the Judge having Confirmed the Legal character of the way in which such Measures were implemented in real practice, he pointed out.

    -  Indeed, "the main Meaaning of the Firm Instructions that I have given, is for the (French) Administration to act with Discernment, aiming Not to Show off just Numbers, but to Focus on real Efficiency, in order to Reveal the Crimes/illegal acts, and Immediately  Bring the Cases in front of the competent Judges, in order to Verify and Clarify the Facts, Together with the Intelligence Services and the Investigators, who Struggle often against Similar Cases".

    - "At any case, it's for the Law to Prevail : That's the Main Substance of the Instrictions that I have Given" in these cases, "to (all) Prefects", (Local/Regional Representatives of the State), Cazeneuve stressed.

    - Meanwhile; "Citizens expect from us (French State Security Services) to be Mobilized at Any Moment, they Support the Actions that we undertake, as I've just Seen in the Streets of Strasbourg, (Comp. Supra), and the General Interest commands for us to Never cease nos Efforts, not even for a Minute", the French Minister stressed, speaking at the Prefectoral Palace of Starsbourg's Region, in front also of several Representatives of the Police, Intelligence Service Agents, Fire-Fighters, Health and other Emergency Help Agents, Army, Gendarmerie, etc.

    - In this regard, f.ex., "the concrete actions that we undertake in this Department of Lower Rhine (i.e. at the Borderline with Germany) and particularly, here in Strasbourg, are of Exemplary Importance" for what is realy at Stake in General , Cazeneuve observed.

    - Already, he noted, here, "32 House Searches were made throughout the (Lower Rhine) Department. 7 Fire-Arms were seized, including two Long Weapons of War. 8 placements under Police Custody,  and 2 Condemnations were already pronounced, as well as 2 House Arrests, while More are due to Follow during the Next few Days", (etc).

    - "Strasbourg is not just a City among others : It's a Symbol. It's a European City. It's Headquarters of EU Parliament (full Weekly Plenary Sessions, each Month). It has a Culture and History of many Centuries. A Border City.". Therefore, "it deserves a Special Protection".

Border Checks

     - But, "You are Here, also, at a Strategic point for the Intensified Border Controls", that "the President of the Republic, (F. Hollande), has decided since November 14", the Experienced, former EU Affairs Minister, noted,

    shortly after having Visited the "Bridge of Europe", at the Franco-German Borders, and speaking shortly before the entry into force of Strasbourg's New Role as Capital of a New, Greater Region, which will be Unique in France to Border 4 Other, Neighbouring Countries at the Heart of Europe : Switzerland, Germany, Luxembourg and Belgium.

    - "At the 285 Entry Points" vis a vis Neighbouring Countries, "throughout all France, already" :

- "43.450 Security Staff were Engaged;

 - "More than 2 Millions of People were Checked, on Both Directions", (i.e. Arrival and Departure), throughout the whole Country, including at Roads, Railroad Stations, Bridges, SeaPorts, RiverPorts and Airports ;

- "More than 4.000 were submitted to Police Searches";

- "1.000 People were Refused Entry in the National Territory, because of Risks that they presented for the Public Order and the Security of our Country", the competent French Minister of Interior anounced.

    + At the Same Time, here, in Strasbourg's "Lower Rhine Department"'s Borders (To/From Germany),

- "the Forces of Order checked some 26.000 Vehicles";

- in total, "they Checked more than 45.500 Persons";

- Among them, "151 were Refused Entry in the National Territory, and Many More were submitted to Police Questioning;"  

    - In general, "Controls were also Strengthened  at the Major Crossing Points between France and Germany"s Borders.

With Special Attention towards (nearby Airport City of Baden-Baden-) Karlsruhe, and mainly at Entzheim Airport (serving for Strasbourg City+), particularly vis a vis its European and International links, where Air "Passengers were All Checked", using also  "Passengers' Lists, both Intra-Shengen and Out of Shengen" area, as he noted, mainly "via the Software "Sepade"".  

    + Moreover, "in the Framework of the Trans-Border Cooperation, in Addition to the Efforts made by the French Authorities, the Joint Flights' Control and thanks to (nearby German City) Kehl's "Centre for Police and Customs' Cooperation",  the Police of Ortenau and that of Stuttgart (in Germany's Neighbouring Department and Region/Länder) Strengthened the Border Checks", f.ex. "at  the Bridge of Europe (between Strasbourg and Kehl : Comp. Supra), at Offenbourg and up to Leutenbourg, etc", observed the French Minister.

    That's why Cazeneuve wished to "whole-heartedly pay Homage to our German Friends, who Stand By us, with the Same Determination for Border Controls, at this particularly Hard Moment, facing a lot of Pressures, while Time counts.

    ++ But he also Thanked the French "Armed Forces, which are more than 10.000 to provide a Considerable Help to the Police, often in Difficult circumstances, in order to Protect the Security of our Citizens".

    >>> Despite "this Exceptional Context", the French Government has Decided "to Safe-Guard also Strasbourg-City's "Christmas Market", which is an Historic event of our Tradition and for our Culture, as well as an Integral part of our National Entity, attracting Each Year, about 2,5 Millions of Visitors, French and Foreigners", Bernard Cazeneuve topicaly added, as the Date of his own Visit coincides with the Inauguration of Strasbourg's 2015 Christmas' Market, that he's expected to personaly Launch later Today, (by a Coincidence, at the Eve of Paris' International Summit on Climate Change, which Starts, practicaly from Sunday, and officially from next Monday Morning)...

Wished to Set Up an Appropriate Security Mecanism, so that this (2015) Christmas Market can take place in a way which Protects our Citzens. Because, if France must certainly Not Yield to Fear,  it Must also Be Vigilent, Stay Lucid, and be Prepared", he Warned.

    - For that Purpose, "Each Day, 54 Policemen, more than 250 CRS (Repubiican Guards), will be Present in order to Ensure the Security of Christmas Market's perimeter. Side by side with 42 Military Soldiers engaged in the Operation "Sentinel", in Addition to all Strasbourg's City Policemen".

    - "Until December 24, the Total of these Forces are due to Protect" both the Craftsmen and Traders presenting their Products, and the many Visitors, Cazeneuve pointed out, while Carefuly noting also that, "for Security Reasons", he "will Not Unveil, here, the Detals of the  Plan", according to which, these Forces will be used to Protect Strasbourg's Christmas' Market...

    - "But", it's important "for Everyone to understand, that Everything will be done, for Strasbourg's Lights to be able to Continue to Shine, as Every Year, on the occasion of the Feasts", since more than a Century, Cazeneuve promised in Conclusion.

    - However, "I know that some might find all those Precautions taken in order to have Access to Strasbourg's Centre, perhaps "too Heavy", he admitted.

 -     "But I call everybody to be Conscious, Responsible and Vigilent. Because Security is not only a matter of Government Policy, but also a matter for Everyone among us : It's a way to express our wish of Living Together, and to care also for the Fate of Other People. In fact, during such Difficult Periods, in a way, we are All co-Actors for our Collective Security", Cazeneuve underlined.

+ In this regard, he Explained also that, "iwe might be obliged to place under House Arrest even some Militants of "Attack" and other such Movements, particularly when they have already been Condemned for systematic Violent Behavior at other occasions in the Past, and who Threaten, also now, to Provoke Troubles against the Public Order, even if they don't belong to Terrorist Groups, (a matter affecting about 24 People, among some 300 Persons already placed under House Arrest", as he revealed).

This is mainly because we canNot allow for some to show a so Blatant DisRespect in Public to the current Law on the State of Emergency, neither to provoke Violent Troubles  against Public Order, with the obvious "Risk to Distract the Attention of our Security Forces Away from their Main and Urgent Mission to Focus on providing Protection against Terrorism", as he Warned.

    - In General,  "in a context of very Elevated Threat, at the same time that I ask for these (Security) Measures to be taken with Discernment and an Absolute Legality (Comp. Supra), "I'll also take Care for those who Violate the Law, to be Caught by the Republic, particularly at a moment when it has to Protect all its Children", Cazeneuve, applauded, concluded.

"This Explains the Significant Funding the Terrorists are receiving", he pointed out. + Moreover, "Now, they (Turkey) are Stabbing us (Russia) in the Back, by Hitting our Planes that are Fighting Terrorism". - Therefore, "If ISIS is making so Much Money  in Oil Trade, ("we are talking about Tens or maybe even Hundreds of Millions, possibly Billions of Dollars)", mainly through Turkey (Comp. Meanwhile, EU Parliament adopted with a Strong Majority, Yesterday, here  in Strasbourg, a Key Amendment, Tabled by mainstream MEP, President of the Comittee on EU Citizens' Petitions, Cecilia Wilkstrom from Sweden, initialy on behalf of the Liberal Group, asking for the "the Elimination of the Oil Black Market that provides essential Income for Terrorist Organisations" as ISIL and others.

+ Even more Important for EU Citizens Today, after the recent ISIS' Terrorist Attacks in Paris which Killed 130 Civilians, this move took place in the Wider and Topical Context of a Resolution, Drafted by French MEP Rachida Dati, a former Justice Minister and mainstream Member of European People's Party (EPP) Group, which focused on a Set of Measures destinated to Fight against Dangerous, Violence-supporting "Radicalisation" of certain manipulated Groups or Individuals inside the EU itself, as those who were recently "Recruited" by ISIS' Terrorists in order to Attack and Kill defenseless and innocent Civililan People in Paris and elsewhere in Europe.

Dati stressed, inter alia, that such "Measures" for "the Druying up of Foreign Funding" of Jihadists, "should be Implemented as Quickly as possible", after her entire Resolution was adopted by a very Large Majority of MEPs with 548 Votes in Favour, against only 110.

- At the same time, Russian President Vladimir Putin, reportedly denounced Turkey's Failure to Stop Oil Transports from "Terrorist-Controlled Territories" of Syria, to Areas close to those where a Russian Airplane Fighting against Terrorists in Syria was Attacked by Turkish Military, and 2 Russian Soldiers Killed by so-called "Turkmen" Armed Gangs secretly supported by Ankara : - "These Barrels are not only carrying Oil, but also the Blood of our Citizens, because with this Money, Terrorists Buy Weapons and ammunition, and then Organize bloody Attacks,"  he Warned.

Therefore, ISIS' Smuggled Oil could find at that Nearby Turkish SeaPort of Ceyhun, many Tanker Ships ready to Transport and Sell it anywhere else in the World, (as f.ex. those recently owned by Turkish President Erdogan's own Sons).

The practical Reason for which EU Parliament has just asked to "Eliminate" such "Oil Black Markets" and other Oil Smuggling is that this reportedly represents more than 50 % of ISIS' Revenues, whose Money isoften used also in order to push and manipulate several individuals towards "Radicalisation", as well as in order to "Recruit" Jihadists, equip them with Weapons, Explosives, Cars, and other Material means for Terrorist Attacks.

The forthcoming, exceptional EU - Turkey Summit on Sunday reportedly aims to discuss also Ankara's demands to get more than 3 Bilions € in full Grants from the EU, in Addition to the 1 Billion € of Grants each Year that it already receives, to Open more Chapters in its Negotiations with the EU on an "Open-Ended" Process related to its initial, 1999-2005 "Accesion" Bid, notoriously Controversial and UnPopular, (particularly after the 3 '"NO" to EuroReferenda  betwen 2005-2097 in France, the Netherlands and Ireland, as wel as the Elections, then, of Nicolas Sarkozy in France and Angie Merkel in Germany, etc, followed by their joint Brillant Win, inside the Larger ChristianDemocrat/EPP Party, led by Joseph Daul, on 2009 EU Parliament's Elections, to which succeded on 2014 a Votes' Result even More towards the "Right" side of the Political Spectrum, with much More MEPs elected on programs More Opposed to Turkey's EU Claims). => - "In this sense, they were doing their direct Duty" (according even to the latest UN Security Council Resolution. Those people (Jihadists notoriously comming and going from Europe to Turkey and Syria/Iraq) should certainly be Classified as International Terrorists", he concluded on this Special Point.

It fell on Syrian Territory, 4  Kilometres from the Turkish Border. When it was Attacked in the air, it was Flying at an Altitude of 6,000 Metres, 1 Kilometre Away from the Turkish territory".

 - And, "at any case, our Plane and our pilots were in No way a Threat to the Turkish Republic in any way. This is Obvious !", the Russian President underlined.

Vladimir Putin said that while Meeting in Moscow, earlier Today, with the King of Jordany, Abdullah II, who had already offered previously his "Condolences, and those of the Jordanian People, for that Tragic Terrorist Heinous Attack on the Innocent Russians", (129 Civilians, mostly Women and Children), "that Lost their Lives through the MetroJet Terrorist Attack (by ISIS Terrorists at Sinai in Egypt), "as well as the Loss of your (2) Pilot(s) Today", (during an Anti-Terrorist Operation in Syrian, when it was unexpectedly Shot by an unprecedented Strike of Turkish Military Planes). In this latest regard, "Your (Russia's) Fight against Daesh" (aka : ISIS),  "is a Fight that All of us Have to Do Together", stressed the Head of State of anOther Neighbouring Country to Syria.
