CoE Rapporteur on Brussels Attacks Zingeris to EF: For better Democratic Security, without Ghettos+

*Strasbourg/CoE/Angelo Marcopolo/- Speaking to "Eurofora" after an "Urgent" PanEuropean Debate and Vote of a Resolution on the "Brussels' Attacks" by Deadly ISIS' Terrorists at an Airport and a Metro Station next to EU Council, Commission and Parliament Buildings there, CoE's Rapporteur against "Security Failures" and for "Counter Terrorism Cooperation", the Experienced, mainstream ChristianDemocrat/EPP MEP Emanuelis Zingeris, from Lithuania, Chairman of Foreign Affairs Committee at Vilnius and former Vice-President of CoE's Assembly in Strasbourg, where he serves as Elected MEP as long as, already, since 1994, (i.e. during 22 Years, almost as "Eurofora"'s Journalist Work : +9/1993-2016), appeared adamant, and very Conscious of the Responsibilities of all involved, on certain key points, including that, ("Hotly" debated and fought by contrasting Votes also ay CoE Assembly's Plenary : See Infra) of "some CourtYards", in several EU Countries, dangerously abandoned, in a not so remote Past, to the Influence of "Fundamentalist Islamist" Radicalisation and "Intolerance", one of the Causes of the recent Bloody Terrorism even against Innocent Civilian People.

-" The Report is about ..situation of the Liberties. the possibilities of Resistance of Europe against possible Terrorist incidents, provoked by Jihadist Groups, from Outside of, and Inside Europe", Zingeris stressed to "Eurofora" from the outset.
- "From my pôint of view, the Critical Mass of Terror Attacks reached a (so high) Level, that we canNot Tolerate", no more, "'the Intolerant Environment in some CourtYards Off Law", went on to Denounce CoE's Rapporteur.
- We understand that the "Terror Attacks have also Muslims among the Victims of those Fundamentalist Jihadist Groups", he added, however.
+ Moreover, "one of the most Important Issues are the Democratic Values": F.ex. "How Not to limit the Freedom of Speech", etc., and, "at the same Time, that (EU) Law Enforcement Agencies work properly, exchange Informations between them, in order to be Effective against this Ideology of Hatred and to repeal their (Terrorist) Attacks".
=> Thus, f.ex., - "We (CoE) advise to Create one Agency, inside the EU, to try to take out seamly Efficient Measures and Defend the system of our Values, and the Stability of our Political (polyphonic/Democratic) Spectrum", Zingeris pointed out.
- "Those Decisions should be Implemented in every (CoE Member) Country. And Every Government should Reply to us (CoE's PanEuropean Parliamentary Assembly), and say how they will be Effectively Implementing all Measures Voted by 46 Delegations of CoE's Member Countries" in Strasbourg.
=> - CoE Assembly's "Political Affairs' Committee will Supervise the Follow-up", the PanEuropean Organization's Rapporteur added, replying to another "Eurofora" query.

+ Last, but not least, questioned by "Eurofora" about his view on a Controversial Amendment, which had almost been adopted, missing the Majority only by a Few MEPS, on some Urban Areas facing Dangers to become Ghettos, he sharply Replied that, "Yes", he was pretty conscious about such Risks, and immediately pointed at what he had just told us before :
- "That's why I spoke about those "CourtYards" (Comp. Supra). In fact, "it's about Ghettos", Zingeris clarified.

- The Resolution Adopted by COE's Assembly calls upon its Member States "to Ensure that there are No "No Go Zones" and Ghettos where Common Rules are Inappliquable", (particularly by developing "the Integration of <<Closed>> Communities into their local Neighbourhood").
- Because, "certain Areas in European Towns have become “No-Go Zones” for the Police, and a Breeding ground for Radicalised Extremists and Terrorists", CoE's official Text explains.
+ Moreover, a relevant Amendment, went much Further than that, by Denouncing the Fact that "certain Areas in European Cities have become a Hub for Terrorist Activities and Jihadist Recruiting". This almost Divided CoE's Assembly, with 26 Votes in favor or Abstaining, and just 35 Votes Against.
Thus, finaly, CoE's Assembly prefered (with an Exceptionaly Thin Majority : Comp. Supra) to Reject that Controversial Amendment and to keep the Original Text of the Draft Resolution, which Focused into expressing CoE's "Concern" for the Fact that "Belgium has become a Hub for Djihadist Recruiting, and a Safe Heaven for Terrorist Activities, which are often Carried out in Other (EU) Countries", (f.ex. France : See Graphic).

However, it has also become, recently, a notorious Fact, that the Belgian Police (reportedly in Cooperation with their Collegues from other concerned EU Countries, such as France, Germany, etc), succeeded afterwards to Find and Arrest a growing Number of real Suspects and/or confirmed Terrorists, residing in that Country, and linked to ISIL's Deadly Attacks in Paris and/or Brussels, etc.

+ On this Crucial point, some Interesting, relevant Observations, concerning, in particular, an alleged "Difference", in this regard, were made by the Experienced, Long-Time Mayor of Strasbourg and Senator, Roland Ries, in Reply to an "Eurofora Question, during a Press Conference on the City's Traditional "Christmas' Market", and the Decision Not to Cancel it, despite Serious Generalized Dangers after the recent Terrorist Attacks in Paris, etc. :
- Despite the existence of various European Institutions both in Brussels and in Strasbourg, until now, ISIS Terrorist Activities, Attacks and/or imminent Threats, were mainly limited in Brussels only, where even a general Transports' standstill was ordered, etc. What might be the reason of that Difference ? Is it, perhaps, because Brussels might have more Suburbs affected by Extremist Islamists, than Strasbourg, or, rather, to something else ?", "Eurofora" asked Mayor/Senator Roland Ries.

- Ries' reply consisted mainly into pointing at the fact that, in his view, Contrary to the almost Traditional existence in Brussels, and more widely in Belgium, of some Suburbs which have been, indeed, affected by "Deep" Segregation and Extremist Islamist influence since long, a Differend situation existed in Strasbourg, in this regard, where, despite the existence, here too, of some Similar Trends recently, nevertheless, both the Local Tradition and Systematic Efforts and Policies by the Municipality have focused on the need to Saveguard the Cohesion of the Community of Population, trying to keep a Balance and promote rather a Multi-Cultural Society, than Closed Cultural Ghettos.
+ However, adverse Economic and/or Social Trends and Pressure exist, here too, in certain Suburbs, despite the efforts made by the Local Auithorities, which are sometimes obliged to Re-Start anew from scratch, in a Continuous quest of a well Balanced, Multi-Cultural Population, making it necesary to be constantly Vigilent, Careful and ready to Act Efficiently.
Here Ries, perhaps throught about some recent Concrete cases in Strasbourg's Suburbs : As, f.ex. that of Meinau, where a controversial Turkish Network of Mosques throughout all Europe aims to Build a Brand New one, at a location often visited also by one among the ISIS' Deadly Terrorists who Attacked and Killed many innocent Civilian People in Paris. And/or that of Haute-Pierre, where the Local Press had recently Denounced an attempt by "the Turkish State to Buy a Suburb of Strasbourg", in fact a Part of it, in order to Establish a Private School for Imams, controled by a Foreign State, in addition to 2 New Mosques, etc, (at the same time that Christian Churches are Obliged to Protect themselves behind closed Metalic Fences after various Aggressions), reportedly placed under the Direction of a Controversial Local Turkish ex-Politician, known for having been brought to Court for Justifying a Brutal Violent Aggression against a School Teacher by an Angry Parent, and linked to the ambiguous "Mili Gorus" Organisation, reportedly related also to Controversial Amerian-Turkish Guru "Gulen", who is notoriously considered as a Dangerous Terrorist Ring-Leader even by Ankara's AKP Government.

- "For too long, Officials and Politicians in Europe have turned a Blind Eye to the Lack of Integration and the Growing Radicalisation among Young People, and have Ignored or UnderEstimated the scale of the Terrorist Threat", denounces, in Addition, the adopted CoE's Resolution.
And this, as a matter of General Principle, even if a Thin Majority didn't find necessary to accept an Amendment Tabled by 15 MEPs, which had asked an "Investigation" on the "Accusations, by Former Belgian Justice Minister, Marc Verwilghen, that some of his Collegues (i.e. other Ministers, in a former Coalition Government) deliberately Blocked any Anti-Terrorist and Anti-Radicalisation Measures, out of Political Opportunism", back on 1999-2002.

+ However, CoE's Rapporteur, Zingeris, slamed, at least, the Fact that, concerning "the Last Bombing" which Killed or Wounded many innocent Civilian People in Brussels' Airport, "one of the Terrorists had been Employed for 4 Years (sic !) at Brussels Airport, and Trained for his Future field of Terrorist Activities. Can you Imagine that ?", he wondered in his Speech at the Plenary, earlier Today.
=> - CoE's present "Resolution is about Everyone" : "We (Europêans) cannot go" on just "Talking about the most Horrible Ideology since Nazi ideology – the Jihadist ideology, overloaded with Hatred. We should also Do something about Where the Terrorist Attacks are Planned, sometimes in the Middle East, and sometimes in Parts of Our Communities", Zingeris stressed.
- In this regard, CoE's PanEuropean Assembly Rejected an Amendment tabled by Turkish MEPs against even the use of the specific Word "Jihadists" (Sic !), that they wanted to be Erased and Replaced by the vague Word "Foreign Terrorist Fighters". On the Pretext, as those Turkish MEPs claimed, that "the Word "Jihadist" would give "a Wrong Image", with "Anti-Religious thinking" (sic !), which "created further Danger of Islamophobia" (re-sic !!)...

Thus, a Strong Majority in CoE's Assembly clearly Refused to Repeat Today, what had Curiously happened Yesterday Late Evening, against anOther Draft CoE Resolution : Initialy aimed Against "the phenomenon of Home-Grown Islamist Radicalisation", according to CoE's Official Texts, However, it was so Heavily and Repeatedly Amended by a Grouplet of Turkish MPs, (recently augmented in Number inside CoEPA, in exchange of Paying a little bit more Money to CoE's Budget), that, at the End, it looked Less as a Text for the Prevention of Deadly and Violent Terrorism against Innocent Civilians, and much more as a call for Oppressive Measures against ...anyone who might be accused of ..."Islamophobia" (sic), simply on Pretext of a few Words used at his/her private Twitter account, a Forum or any other "Social Media" of Peaceful private Discussion between Friends at the Web !... I.e. an obvious "High-Jacking" and "Detournement" of a Text initialy aimed to Prevent "Islamist Radicaliation" (another Erased Word from CoE's Draft) leading to Deadly and Violent Terrorism, into an Instrument for the "Prosecution" of People who might Try to Help that CoE's aim by Warning of some possible Dangers, if they Simply used, f.ex., the Words "Islamic Radicalisation", and/or even ..."Jihadist Recruitment", according to the Strange Misconceptions of those Turkish MEPs, who appeared, by their Systematic, above mentioned Amendments, much More Interested in Censorship against Freedom of Speech even inside Europe, than in Denouncing and Combatting "Islamic State"'s Deadly Terrorist Attacks against Innocent Civilian European People, (Comp. Supra).
- On the Contrary, the Resolution adopted Today by a Strong Majority of CoE's PanEuropean Assembly, by Rejecting such Controversial Amendments tabled by a Grouplet of Turkish MEPs, (Comp. Supra), Expressed clearly its "Concern" for the Fact that, f.ex. "Belgium has become a Hub for Jihadist Recruiting, and that the Deteriorating position of Daesh (alias : "ISIL") in the Middle East, may lead to a Surge of Jihadist recruiting" in general "and Terrorist Activities on the European Continent". In this regard, CoE also Denounced the Fact that, more Widely speaking, f.ex. "France, Germany and the UK reportedly Supply the Highest Numbers, whereas Belgium, Denmark and Sweden have the Highest "per Capita" Figures" for such "recruitments", (Comp. Supra).

+ Finaly, CoE's Assembly "calls for a Common European CounterTerrorism Unit" to be created "at EU Level", as its Rapporteur, Emanuelis Zingeris, had asked, (Comp. Supra). The finaly adopted Resolution also "underlines the Need for an ambitious European Security Strategy, including better Exchange of information between intelligence services and a closer Co-operation between police and judicial authorities" of EU Member States.
++ In Wider terms, "a Co-ordinated PanEuropean Response is Needed, More than Ever", Today, "in the face of ever-Growing International Terrorist Networks", the Resolution stresses, while, however, the Issue of the re-integration of the Rusian Delegation at CoE's Parliamentary Assembly remains still Pending...
+++"At International Level", the PanEuropean Organisation asks to "Control and, if appropriate, Prevent the Travel of Individuals Suspected of belonging to Terrorist Networks, or being Involved in Terrorist Activity".

- The Offiicial Headings of this, April 2016 CoE's Report and Resolution clearly point at what follows "After the Brussels Attacks", at the Heart of EU Institutions, (Comp. Supra), and the PanEuropean Assembly stressed from the outset, at the 1st Paragraph of its Draft Text, that MEPs are "Horrified by the Terrorist Attacks at Zaventem Airport and Maelbeek Metro Station in Brussels, on 22 March 2016, in which 32 (Civilian) People were Killed, and over 300 were Injured, 45 of whom remain in Hospital with Severe Injuries".
+ However, a Group of Turkish MEPs tabled an Amendment to Add also a Previous "Series of Serious Terrorist Acts", both inside and outside of the EU, "including the ones in Paris", but also those in "Ankara and Istanbul". I.e. obviously trying to Assimilate the Latest Deadly Aggressions in the EU, which Killed mainly Europeans, with some Previous Aggressions in Turkey, which Killed mainly Kurdish Dissidents (twice), German Tourists, and Israeli/Americans... (With only 1 Exception, where it's also some Turks who were reportedly hit by Error during an Attack apparently aimed against a Police Station : In this unique case, an American Journalist, who Denounced the Fact that, despite Earlier Warnings by US Agents that a Terrorist Attack was Prepared in that Area, curiously, the Turkish Authorities didn't really try to Prevent that, was, later-on, Refused Press Accreditation without any Explanation, and Obliged to Leave the Country : See Lepeska case - PARTLY UPDATED).

Last, but not least, the stern Warning given by Young Polish MEP Milewski, during CoE Assembly's relevant Debate, can't pass unoticed :

- "This is Not Only about Security, in its Traditional meaning. It is about the shape of European Cities in Future. ... We have not only a Military War, but (also) a Civilisation War. We Can Win it, but only by Protecting Our (European) Civilisation", he stressed, apparently including there also Basic Human Values.

Georgia Prime Minister Kvirikashvili sources to EF: AGRI oil/gas Project Left Open for the Future ?

*Strasbourg/CoE/Angelo Marcopolo/- New Georgian Prime Minister Georgi Kvirikashvili, despite a relevant overall Economic Strategy and his personal Experience as former Economy Minister, with Financialk Studies in the US (Illinois), left unanswered, at least for the moment, the Psending Question of the AGRI Project, for Direct High-Tech Links with EU Countries, by Ship Transport of Liquefied Gas through the Black Sea, Romania, Dunabe and Rhine Rivers, up to the Franco-German EU Industrial core, as well as Northern Sea/Atlantic Ocean, i.e. Netherlands, the UK, etc, from nearby abundant Central Asian sources, (f.ex. Kaspian Sea, etc), practicaly entrusting 2 or 3 sources from his close entourage to tell "Eurofora", in substance, that Georgia continued to discuss and find such possibilities interesting, but rather at an unpredictable Future Horizon.
Instead, in Statements to Journalists in Strasbourg, including "Eurofora" earlier Today Morning, at a Press Point together with the new CoE Assembly's President, Pedro Agramunt, Kvirikashvili preferedto focus mainly on a 5 Years Project for Human Rights, Democracy and Rule of Law - related Reforms in his Country.
Almost as he did also Yesterday Afternoon, at a previous Press-point with CoE's Secretary General Thornbjorn Jagland, where were added some Urgent "Hot" matters, such as, f.ex., the imminent "Free Visa" status viw a vis the 28 EU Countries for Georgians, Nagorno-Karabach conflict, the preparation of the forthcoming, October 2016, Parliamentary Elections in Georgia, etc.
Moreover, Speaking Meanwhile to CoE's PanEuropean Parliamentary Assembly's Plenary Session for the Spring of 2016, the Georgian Prime Minister presented a Nice Plaidoyerie for what he named as "Europeans"' main "Identity" in substance, focused on the Central Idea of "Citizens' Rights", particularly for Respect of "Human Dignity" and active participatiofn, able to make their "Voices Heard" in "Inclusive Decision-Making proces", as well as on the Worldwide Topical Issue of "Internet Freedom", (where Tbilisi revendicates recently some Good Points reportedly given by International NGOs such as "Reporters without Borders", "Freedom House", etc). But he, apparently, found it rather Difficult to provide a crystal-clear and fully convincing Answer to certain Critical MEPs' Questions, f.ex. on the "Imprisonment" of "all the Leaders of Opposition Parties", (among "3.000" People "perseuted for Crimes of the Past"as he said, calling them "Criminals" who "are not above Justice"), still on-going even in the run-up to the Electoral TDV in a few Months time, (etc).
>>> However, in an Interesting, Stragegic Move, Giorgi Kvirikashvili, anounced here also his Government's intention to pursue further "Investing in Core Infrastructures development, supporting Expansion of the East-West and North-South Trade Corridors".
=> This should be done, mainly, by "Utilizing Georgia's Potential of a Transit Country between Europe and Asia, ...thus Creating Economic Opportunities for all our Citizens", as the Prime Minister stressed.
+ It could also serve a "New Silk Road" Mega-Plan for supplementary EU - China links, as "Eurofora" was told by a well-informed source, very close to Kvirikashvili, while it certainly Fits perfectly Well to the Direct 'Georgia-EU" High--Tech Link that can provide Projects like "AGRI" (Comp. Supra), as she acknowledged.

Thus, among at least 3 Sources close to the Georgian Prime Minister, (2 among his own entourage, and a MEP), one appeared quite Enhousiastic aboutt the "AGRI" Project ; another Admittted its Usefulness, (particularly in view also of EU's Policy for the "Dicersification" of Energy Supply Routes, added to the current 2015-2017+ "Juncker Plan" for Investments to Strategic and Innovative Infrastructures), so that it remains Open at a Future Horizon ; while a Third one observed that "It was always Discussed and still at the Minds" of People in Georgia. However, at least ffor the Time being, it was considered not as an imminent matter, bur rather as a Future Possibility.
The Idea to use the PanEuropean River Waterways, (here the Longest one : that of Danube and Rhein Rivers, which opened to Big Gabarit Ships after 2001-2002), as well the Black Sea Transports, mainly by High-Tech Ships using New Technologies of Liquefied Gas, in order to Transfer Central Asia's abudant Energy Resources Directly into the EU, had been initialy promoted by the Netherlands, (a traditional Key Player in Strasbourg - Head-Quartered "Navigation Committee for the Rhine"), which had organized Pioneer Conferences in Romania, etc. and later Supported both by German EU Commissioner, formerly for Energy (and Nowadays for Digital Economy) Oettinger, as well as "Gaz de France"'s experienced International affairs' Director, (a former Foreign Ministry Press Attaché, with whom "Eurofora"'s co-Founder had cooperated a lot, for several years), as well as Romania's former long-time President Traian Basescu, (a former Commercial Ship Captain), who had given us many relevant Statements, at the CoE, EU Parliament or elsewhere, including Experienced and Key Azeri vice-Minister of Foreign Affairs, Mahmud Guliyev, (at first very Positive, but later telling us that it was rather suspended for now), etc.
Significant of what might be really at Stake, was also the Evolving stance off former long-time President of Georgia, Mikheil Saakashvili : First rather Ignoring the matter, he had told us, in substance, that, while being Positively Open to any Projects able to link Georgia to the EU, he prefered to Focus on Real and concrete Plans, instead of Exploring purely Hypothetic Possibilities. But, Afterwards, he clearly Confirmed the actual Existence of that "AGRI" Project (Comp. Supra), and had even anounced that relevant Consultations, Checks and Discussions were Advancing well. However, some time Later-on, he Told us that it had been "Blocked", by someone who "it isn't us" (Georgia), but "one of our Partners", (as had pointed outshortly beforfe Ending his Term, the former Leader of a Country notoriously linked also to an Alternative Long Pipeline Zig-Zaging Southwards towards Turkey, with Plans to Cross all along the Seismic-prone Anatolia Fault, not far away from the Kurdish Conflict, and, recently, even ISIS' Deadly Terrorists, etc).
More Recently, former Prime Minister of Georgia, Bidzina Ivanishvili, (wih whom had Twice cooperated the New Prime Minister, Georgi Kvirikashvili, both while working in the Private Sector of Economy and in the Government), a self-made Billionaire Businessman with a Human Sense of Humour, when we spoke Biefly during his Official Visit at the CoE in Strasbourg, he appeared , either Too Frank, or too Diplomatic, when he Replied to our Question on the "AGRI" Project, mainly by saying that all this "looks quite Complicated", and prefering to suggest, with a Friendly Smile, that, instead of Talking Longer about it now, we'd Better Simply ...take a "Selfie" Photo with the then Prime Minister of Georgia, as we were naturaly Glad to do, just before he Kindly Saluted us and everybody here,while leaving for Tbilisi, (smiling for a compliment about the World-Famous Architectural Choice of the High-Tech/Futurist, but also practicaly Functional, overall Design of his Family Home, located at a Forest of Georgian Mountains)...
Which is the real Reason for which, surprisingly, it takes so long, in a quite "Bumpy" pathway, to simply Build nowadays an equaly sWell Designed, Simple, Economic, High-Tech, Ecological and even Geo-Politicaly Shorter, Safer and Direct Energy Transport Link, between EU and Central Asian Energy Sources ?

CoE : Turkey is Not a Safe Country, for any Refugees !

*Strasbourg/CoE/Angelo Marcopolo/- CoE's PanEuropean Organisation for Human Rights, Democracy and Rule of Law, strongly stressed Today that Turkey is Not a "Safe" Country, particularly as far as Political or War Refugees' Freedoms and Protection are concerned, affecting a Key part of the Controversial EU - Turkey Deal, adopted in Brussels on 18 March 2016, under notoriously Heavy Pressure from Ankara's regime and by the Unprecedented "Tsunami" of more than 1 Million of Mass Asylum Seekers/irregular Migrants comming through Turkey to tresspass EU's (and Shenghen's) External Borders via Greece, (Comp., .ex. : ....).
This Conclusion was exceptionaly Voted Twice by CoE's PanEuropean Parliamentary Assembly, and clearly Confirmed by 2 successiv, Absolute Majority Votes, on the occasion of the Adoption of 3 Resolutions based in 3 relevant Reports, and particularly those focused on "The Situation of Refugees and Migrants under the EU - Turkey Agreement of 18/3/2016", and for "A Stronger European Reponse to the Syrian Refugee Crisis".
Significantly of the Importance that CoE's MEPs give to that crucial point is also the Fact that this was the Only Hotly Contested Issue (among various Others, f.ex. on the recent Closure of the Balkan route, etc), which was clearly Settled with a Twice Repeated Vote, in 2 Successive and Different Occasions, provided by the Original Text and attempts to Amend it, in the 2 above mentioned Draft Resolutions, where, even the Number of the Winning Majority of MEPs Votes increased spectacularly from the 1st towards the 2nd Vote, considerably Strengthening the Final Result, (which was also confirmed evenmore by the Final Adoption of the entire Resolutions which contain that Key point).
This practicaly means, that, according to the CoE, that controversial "EU - Turkey Agreement raises several Serious Human Rihts Issues", and, "in particular", that European Countries should Not routinely "Return ... Asylum Seekers, whether Syrians or Not, to Turkey, as a (so-called) "Safe Third Country", because this is "Contrary to European Union and/or International Law, as Turkey does Not provide them with the Protection" required by several basic Legal Human Rihts Instruments, (while "there have been" also "reports of onward refoulement, of both Syrians and non Syrians").
CoE's PanEuropean Organisation is 47 Member States - strong. It has been officialy given a crystal-clear Mandate, at the Highest Political level, on Human Rights, Democracy and Rule of Law, particularly specified by the 2004 Heads of State/Government Summit in Warsaw (Poland : Comp. "Eurofora" co-founder's NewsReports from the spot, then). And it includes the European Court of Human Rights, whose Judgements are Legaly Binding, and to which EU itself should normaly accede, according to the Lisbon Treaty.

*Strasbourg/CoE/Angelo Marcopolo/- Speaking to "Eurofora" after Adressing PanEuropean CoE's Assembly just before it starts debating and Voting about the controversial EU-Ankara Deal on Mass Asylulm Seekers/Migrants' influx through Turkey, via EU (and Shenghen) Member Greece, Spanish Foreign Minister, José Manuel Garcia-Margallo, confirmed that a Differend and pre-existing Spain-Morocco Deal on EU's External Borders to Africa, continues to function Properly, but also as a part of an overall set of Agreements :
- "Eurofora" asked the Spanish Minister how he feels Now about that Agreement with Morocco about Migrants, reminding that it had been recently Praised by an Important hristianDemocrat/EPP Summit of Heads of State/Government, (which included German Chancelor Angie Merkel, and other EU Leaders), organized Last Year in Madrid, (See Infra).
- Garcia - Margallo, after reminding, with a smile, that he has already spend more than 17 Years in Strasbourg, particularly at the nearby EU Parliament, as a mainstream MEP, where we had met for the 1st time a few years ago, as well as shortly after he had been appointed as Minister for Foreign Affairs, went on to Add that Spain's and Morocco's relatiop were placed in a Wider Context :
=> - "With Morocco, we (External EU Borderline Member Country Spain) have a Close Relationship", he stressed from the outset, in Reply to our Question.
- It extends "both on Political, Cultural, Economic, and Migration issues", the experienced Spanish Minister added.
- And it's, indeed, still Working quite Well, Garcia-Margallo agreed with "Eurofora", in Conclusion, as far as it concerns, specificaly, the currently Topical matter of Asylum Seekers/irregular Migrants.
Regarding which, as it's well known, only a Few People risked to be drown in the Sea, instead of many Hundreds of Dead at the Turkish Borders in the Aegean, without any "Tsunami" of Mass Asylum Seekers/irregular Migrants ever rushing towards Madrid and Paris, etc., Contrary to what happened recently with More than 1 Million of People suddenly rushing through Turkey to cross EU's Borders via Greece towards FYROM, Serbia, Hungary, Austria, Germany and other EU Countries.
Moreover, this, without Morocco, (behind which stands the Huge African Continent, currently plenty of various Conflicts, even Terrorism, including ISIS-related, Poverty, etc., despite the existene, also, of several Natural Resources, almost like the Middle East area), ever Asking, during all these Recent Years, to boost any "Accesion" process in order to Enter into the EU, Neither to Pay it 6 Billions €, Nor to give (already from June 2016) a "Visa-Free" status for almost 80 Millions of Population, (as that of Turkey's, according to the Latest Statistical Data of 2016), due to become able to Enter inside the EU at any moment after that, (etc). Contrary to what Ankara notoriously Requested from the EU in order to accept to take Back just a Small Number of the Mass Irregular Migrants that mainly Turkish Smugglers had brought at the Aegean Sea's EU External Borders, provoking a Massive phenomenon of Huge Population Movements without any precedent in Modern History.

- "The Western Mediterranean Model between Spain and Morocco should be used as a positive Example", stressed, a few Months ago, the Resolution on the "Emergency" for "Protecting Refugees - Securing EU's External Borders", adopted by the latest Heads of State/Government Congress of the ChristianDemocrat/EPP Parties, headed by President Joseph Daul, which was organized last October 2015 in Madrid.

The move came while EU seeked to "reinforce its External Borders by stepping up border Controls ... to Prevent illegal Crossings", "both at Sea and on Land, ...in the Southern Mediterranean, the Aegean Sea and along the “Balkan route”, as part of the "No 1" Priority to "Guard and Protect (EU's) External Borders", acording to that October 21-22 EPP Congress' Resolution.

- "in Europe right now, the Migration crisis is the most Pressing, ...complex and immense Challenge which is truly European—it affects all of us and we need to find a common Solution that works from Scandinavia to the Mediterranean, and from the Black Sea to the Atlantic"... "We must Start by finding a European solution to Securing our External EU Borders, which means finding a European approach to Border Control and strengthening our European agencies, such as Frontex". "We are and will remain committed to Helping those in Need, but we must ensure the Security of our Citizens as our first Priority", Warned President Daul with a Premonitory instict.
Indeed, he had published that, already, as early as since the 15 October 2015, i.e. less than 1 Month before the Deadly Terrorist Attacks against Civilian People in Paris, by Islamist Extremists of ISIL's atrocious BeHeaders, even of innocent unarmed People, on November 13, 2015, in relation of which almost 40 ISIL's Terrorists reportedly crossed EU's External Borders through Turkey, via EU (and Shenghen) Member Greece, by Hiding among the above-mentioned Massive Asylum Seekers/irrefular Migrants "Tsunami" triggered by mainly Turkish Smugglers at the Aegean Sea, for the First Time in History, all out of a Sudden.

A Different situation exists between EU Member Spain and the Neighbouriing African Countries, the Spanish Foreign Minister explainedearlier Today, in a Wider overview :
- "Spain has special relations with northern African countries. Those relations have allowed to us Control Migratory phenomena pretty Satisfactorily, without creating problems for our European associates", he pointed out.
- "It is Essential to Collaborate with Countries of Origin and Transit, to have Border Controls to avoid irregular immigration, to establish a means of Regular immigration, and to Retain those immigrants in the societies in which they live, to Avoid Ghettoes, which exist in some European Countries. That policy has been very successful in the past 4 Years. We have collaborated with Morocco, Mauritania and Senegal".
=> Thus, "in 2015, the increase in irregular immigration was 15%". But "in Italy, the figure was more than 270%, as a fundamental consequence of events in Libya. There is also the position in the western Balkans", with that notorious, unprecedented Huge "Tsunami" of Massive Asylum Seekers/Migrants' flows through Turkey and via EU Member Greece, he reminded, in comparison...

Garcia - Margallo made it clear, earlier, that Spain considered that EU - Turkey controversial Deal only as "an Emergency" Measure, and "Not a Final Solution".
Such Massive "Displacements of Populations" had Never been seen before "Since the 2nd World War", he observed.

However, Spain requested, during EU Decision-making, the Respect of International Legality, the Exclusion of Collective Expulsions, and the Individual Investigation of each Asylum Seeker's case, he added, in Reply to Questions also by the Head of the Gzerman Delegation to CoE's Parliamentary Assembly, mainstream ChristianDemocrat/EPP MEP, Axel Fischer.
Meanwhile, "International", UN-sponsored efforts to "Bring Together all Parties to the Conflict" in Syria and other affected areas, were recently supported by Spain, France, and other Countries through the UN HQ at New York, he pointed out.
In this regard, the experienced Spanish Foreign Minister, expressed his Regret for the Fact that "Ukraine" Crisis "Prevented us (EU) from establishing a Strategic Partnership with Russia, which would have been of Tremendous Importance", (particularly on Fighting Efficiently against ISIS' Deadly Terrorism's threats, etc).

Austrian President Fischer to EF+MEPs on EU - Russia relations : Ready to help find Solutions

*Strasbourg/CoE/Angelo Marcopolo/- Experienced, twice Elected President of Austria, Heinz Fischer, Replying to a Question by "Eurofora" at the CoE, shortly after an Official Visit to Russian President Vladimir Putin and Foreign Minister Sergyei Lavrov,, took a Positive stance on the prospect for "Austria to Help the EU develop anew a Friendly Cooperation with Russia" in the foreseable Future, and referred us, for the rest, to what he had "already" said, earlier Today, during his official Speech and Debate with MEPs at CoE's PanEuropean Parliamentary Assembly.
- "I am all for Co-operation and for acting as a Bridge. I am a representative of a country that has good political relationships" with all sides, and "I think that progress can be made on negotiations on Crimea and the Minsk (Peace) process. That seems obvious to me". This includes also a possible exchange of prisoners, as, there too, "I do not rule out processes being set in motion that might lead us to where we want to be", he said earlier, with obvious voluntaristic optimism.
- Meanwhile, " it is our opinion that (EU-USA) Sanctions (on Russia) are not an end in themselves. Of course, it would be good if we can Create a Situation where Europe, United, can decide to Reduce or End the Sanctions. I believe, as the German Foreign Minister does, that we should think in a Step-by-Step way. ...My feeling is that, perhaps in 1 Year, (i.e. during 2017), the process of Reducing Sanctions can Start, but we are already further along than we were. That would be Fine", Fischer Highlighted.
- But, in order to achieve that, First of all, "it is Necessary to make Progress on the Minsk Agreement" (of February 2015. See the relevant "Eurofora" NewsReport: ....), and, for that purpose, "Both Sides must Contribute to such a development".
- In fact, "2 Years ago (i.e. on 2014), when CoE's "Assembly was discussing the temporary Suspension of the Voting rights of members belonging to the Russian Federation’s delegation ... because of the Ukraine crisis and the situation in Crimea", (i.e. initially a Compromise, which was smashed by a last-minute Amendment by a Minority Group adding even Exclusion from PACE's Leading Bodies, which provoked the Withdrawal of all Rusian MEPs), many expected "that the Crisis could be Overcome Swiftly", he pointed out. But, "Today, (i.e. on 2016), 2 Years down the road, Nobody can claim that this Problem has been Resolved", he regretted.
- However, "there are, if I may say so, some Glimmers of Hope. The Minsk talks have been a Positive Development. They have yielded some Results, or at least partial results. The extent of the Confrontation has been Curtailed, and there is Now a Lower Number of Casualties", Fischer noted, (even if some Civilian People reportedly continue to be Killed or Wounded, particularly at the Donetsk/Luhansk Autonomist Regions of Eastern Ukraine).
- Nevertheless, "the basic Root of the Problem is still Unresolved, so the situation is still Far from satisfactory – and indeed Dangerous", the Experienced Austrian President Warned. - And "my impression ...is that Russia can hardly be satisfied with the sanctions and the cooling of its relationship with Europe. At the same time, however, Russia is not – or Not Yet – prepared to pay a reasonable price for a solution. On the other side, Ukraine must be even more Dissatisfied with the present state of affairs, yet it is Not prepared to, or is not in a position to, pay a reasonable price to reach a Solution. By that I mean the exact Implementation of the Content and Chronology of the Minsk Agreements, and (particularly) the ability to Find a workable Arrangement of Self-Government", for the Autonomist Regions of Donetsk-Luhansk, in South-Eastern Ukraine, in line with the main Promisse for a Large De-Centralisation and a Special Status inside Ukraine, already made by its President, Pedro Poroshenko, as early as since his 1st Visit to the European Institutions, Starting by the CoE, back on June 2014, (Comp. relevant "Eurofora"s NewsReport, f.ex. on CoE's "Venice Committee"'s key role), followed and much further developed, in considerable depth and concrete details, by the February 2015 "Minsk" Agreements for Peace, officialy endorsed by both sides on the spot, under the auspices and with the signature of 4 Heads of State/Government from Ukraine, Russia, France and Germany, (Poroshenko; Putin, Hollande and Merkel. See : ....). According to those Minsk Agreements, all the Main Steps, from each side, as well as Dialogue and Settlement of more Concrete Pending Issues, should have approached Conclusions around the End of 2015, but this Rendez-Vous was obviously Delayed in real practice, at least for the Time being.
- But, "there is a corRelation between the Implementation of the Minsk Agreements on the one hand, and an End to Sanctions or at least the Gradual Lifting of Sanctions. ....we believe that this is an Incentive to work even harder towards the implementation of the Minsk agreements", he noted, as far as Russia is concerned. Moreover, "Ukraine and Russia are Neighbours, and I therefore believe that Co-operation is the only way forward ... relations. It will be Damaging to both If their Relations continue to be so Poor". On the Contrary, "it would be a Good thing for Russia and Ukraine if they Improved their relatons;....We live in an Age where All our Countries must Co-exist in Europe", he noted, as far as also Ukraine is concerned, (Comp. also Supra). And, even more Widely, "for me, it remains a basic premise that as far as Europe and Russia are concerned, it is Good, if we have Good Relations. I would also argue that it would be Bad for Europe and Russia, If our Relationship is Bad", the Austrian President stressed.
=> - "In order to Improve relations, we Need to Understand the Position of the Other Side. We need to understand the other. Russia needs to understand what it is that exercises its Partners in Europe (EU) – what we are Concerned about", (probably meaning mainly Territorial Integrity of EU States, in the Borders existing since the End of the 2nd World War : A Principle that Russian President Putin was Vainly trying to promote in a "Hot" Press Conference back on 2007, at the "G8" Heads of State/Government Summit at Heiligendam, Germany, on the occasion, then, of the quite Different, Kosovo Issue inside Serbia. But USA and most EU Countries apparently realized the Topical Importance of the Territorial Integrity Principle rather Later-on, after the 2008 Georgian and particularly the 2014 Ukranian Crisis. However, in that latest case, it was, obviously also another basic Principle of International Law whichhad been breached : that of "Non Interference in the Domestic Affairs of a Sovereign Country", as even Chinese President Xi Ping observed, during his 1st Visit to the EU, in a Press Conference in Germany, on Spring 2014).
+ "Conversely, Europe (EU) must understand what it is that Russia is concerned about, and has been concerned about over the past 25 years since 1991", (i.e. since theDislocation of the ex-URSS and even of its succcessor, the CIS). - In this regard, "My personal view ... is that a policy that would lead us, within the foreseeable future, to Ukraine’s Accession to NATO, is one that, for Europe (EU), Ukraine and Russia, would ultimately bring more Disadvantages than advantages", the Experienced, Twice Elected Austrian President Warned, (obviously pointing at the Fact that, particularly at a notoriously Strategic Area, and mainly so Close to Moscow itself, etc., Russia had understandable concerns, even of Military Security, paticularly in that case - i.e. if Ukraine departed from a Neutrality Principle, contrary to the 1994 Founding Agreement which had initialy endorsed its Independence).

Recent developments proved that Europe can suceed to overcome challenges by aiming at great objectives, and this is needed also in 2009, said EU chairman, French President Nicolas Sarkozy.
- "It's in the name of Great Ideas, Projects, Ambition and Ideals, that EU can overcome" challenges, stressed Sarkozy at EU Parliament in Strasbourg, in conclusion of a dense 7 months EU Chairmanship. "It's even easier for Europe to have Great projects, able to overcome national egoism, instead of limiting itself only to small projects" (unable to do alike), he observed.
- "Europe must remain Ambitious and understand that the World needs her to take Decisions". "The World needs a Strong Europe", which "thinks on its own, has convictions, its own responses, its imagination" : "A Europe which does not limit itself into following" others, (as it did in the Past, when it followed USA, f.ex. on Bosnia). On the contrary, "Europe should undertake its own responsibilities", he said, after a series of succes in stopping the War between Russia and Georgia, and organizing the 1st EuroZone's Summit in Paris, which incited the Washington DC G-20 Summit to extend similar decisions World-wide.
- "When you sweep it all under the carpet, prepare yourself for hard tomorrows", he warned. "What hinders decisions is the lack of Courage and Will, the fading away of Ideals", he stressed before EU Parliament's 2008 debate on Human Rights and Sakharov prize on Freedom of thought attributed by MEPs to Chinese cyber-dissident Hu Jia, followed by an EU - Turkey meeting on Friday.
- "I don't abandon my convictions" and "I will take initiatives" on EU level also in 2009, Sarkozy announced later. "France will not stop having convictions and taking initiatives" on Europe. + "It's an Error to wish to pass over the Heads of those who are elected in their Countries" : "It's an integrism I always fought against"', he warned.

French EU Presidency faced 4 unexpected Crisis :
- An institutional crisis, with the Irish "No" to EU Lisbon Treaty, just before it started. A geopolitical crisis, wth the threat of War between Russia and Georgia risking to throw Europe back to Cold-war divisions, on August. A World-wide Financial and Economic crisis, arriving at a bad moment before crucial 2009 EU elections. And even a Strasbourg's mini-crisis, with EU Parliament's roof curiously falling down, from unknown reasons, in a brand new building on August, provoking an unprecedented transfert of the 2 September Plenary Sessions...
But it wasn't enough to stop Sarkozy ! On the contrary, it stimulated him...

- "The better way to deal with the recent problems of EU institutions (as the "3 NO" by France, the Netherlands and Ireland) is to take them as a "Test" in order to find solutions closer to Citizens' concerns", said later in Strasbourg Sarkozy's new choice as Ministe for EU affairs, Bruno Le Maire.
- On the Institutional front, Sarkozy gave Time to the Irish to think about it, and stroke on December a deal including a New Referendum after the June 2009 EU Elections, in exchange of a promise to keep the rule of "one EU Commissioner for each EU Member Country", and some opt-outs on Defence and Fiscal EU policies, Abortion, etc. If the Irish get a "Yes" Majority, then the institutional package could be completed in 2010 or 2011 on the occasion of Croatia's probable EU accession.
He was accused in Strasbourg to upgrade EU Council and downgrade EU Commision, but he replied that "strong Political initiatives by EU Council reinforce also the more technical role of EU Commission, under the political-technical leadership of its President", all 3 "working together with EU Parliament".
- But, meanwhile, Sarkozy energetically spearheaded an Historic 1st Summit of EuroZone's 15 Heads of State and Government at EU's core, exceptionally enlarged to a partial participation of British Prime Minister Gordon Brown, on October 12 in Paris' Elysee palace, which started to tackle succesfully the growing world Financial crisis.
It also paved the way for its endorsement by a subsequent Brussels' 27 EU Member States' gathering, before it all come to Washington's G-20 Summit. And "Europe was united, it asked for the 1st G-20 Summit, and it will also organise the next G-20 Summit on April in London", he observed.
But a Conference with EU, Russia, African and other Developing Countries, hosted in Strasbourg shortly after Washington G-20 Summit by the French EU Presidency, took a Resolution asking to enlarge participation to Global Economic Governance. Many found, indeed, illogic and unacceptable that f.ex. states as Turkey were given a seat at G-20 level, while all African Countries, and even the African Union itself, representing the greatest Continent on Earth, were excluded...
Meanwhile, even USA''s "Paulson No 3" Plan, was, in fact, inspired by Europe's No 1 Plan", Sarkozy observed, largelly applauded by MEPs.
And "Europe showed Solidarity" by mobilizing some 22 Billion credit for Hungary, 1,7 billion for Ukraine, as we do nowadays for Baltic States, etc., he added.
The move on Economy was extended on December by an EU stimulus' plan totalling some 200 billion Euros, including 5 Billions released by EU Commission for big Projects, as well as various parallel National plans for Economic revival, (fex. 26 billions in France alone). They might appear limited, compared to USA President-elect Obama's reported plan to boost the American economy with 800 billion $, but at least succeded to overcome Europe's divisions for the first time on Economic governance, opening new horizons.
- The French President stressed even harder the unique role of an active EU Council's chairmanship, when he moved swiftly and efficiently, at the beginning of August, to succesfully stop War between Russia and Georgia, at the last minute, which threatened to bring Europe back to Cold War division.
"We (EU) also wanted to avoid a situation like in Bosnia, in the Past, when EU was absent, so that our American friends took their responsibilitues, and EU only followed", despite the fact that the conflict took place in Europe. Now, it was the EU who took its responsibilities".
A roadmap towards a new PanEuropean Security policy, before which all unilateral moves to place new Missiles (from USA or Russia) would be freezed, was proposed by Sarkozy after a meeting with Russian president Medvedev, at the eve of Washington DC's G-20 Summit.
Ukraine's "European" character was stressed at a Sarkozy - Jushenko Summit, September in Paris, while EU adopted on December an "Eastern policy", in which, "I'm convinced that our (EU's) future is to find with our Neighbours the conditions for Economic Development. Peace and Security, by explaining them that.. they must respect (Human Rights') Values, and adopt behaviors different from the Past", explained Sarkozy in Strasbourg.
Meanwhile, the "Union for the Mediterranean" was created, since July's Summit if 45 Heads of State and Government in Paris, as "an organisation for a permanent Dialogue, that we need", mainly in order to tackle the Israeli-Palestinian conflict, by bringing together, for the 1st time, Israelis and Arabs, where "Europe must be present, in order to avoid a frontal clash".
- "If Europe doesn't take its part for Peace in the Middle-East, nobody else will do that in our place", Sarkozy stressed.

Meanwhile, other EU Agreements were brokered during the French EU Presidency on Immigration, (fex. common Asylum rules, etc), and Climat- Energy :
- On Climat-Energy, the 2007 German EU Presidency had fixed a triple 20% aim for 2020 (20% renewable Energies, 20% reduction of CO2 emmission, 20% energy efficience/economies), and the 2008 French EU Presidecny realized that, making the necessary compromises in order to modernize EU's industry, but without throwing some former Central-Eastern European Countries into abrupt Economic break down risking "social explosion".
- Defence-Security EU policy was mainly postponed for April 2009, since both German chancellor Merkel and French president Sarkozy want to strike a deal with the new American president Obama in Strasbourg's NATO Summit.
However, with all these 4 unexpected Crisis diverting attention to other urgencies, People wil wonder now, what happened to the famous deal proposed by freshly-elected French President Sarkozy on Turkey's controversial EU bid, back on August 2007, to continue EU - Turkey negotiations, but on the double condition that core chapters, intrinsequally linked with EU Membership, will be excluded, and that a collective Reflexion and Debate on Europe's future would start before the end of 2008.
It was meant to reply to the crucial question : What kind of Europe do we want in 10 or 20 Years from now : A large Market, or a Political Europe, with a popular identity ? In Sarkozy's thinking, presented in his 2 landmark speeches on Europe in Strasbourg, shortly before and after the 2007 Elections, (on February and July 2007), Turkey's controversial EU bid would be incompatible with the second choice.
It's true that EU Commision's Chairman, Jose Barroso, (who had notoriously declared, as former Portuguese Prime Minister, that he found "nonsense" the idea that Europe might become equal to the US), had repeatedly tried to avoid that Sarkozy's criticism on Turkey might start winning a larger audience in Europe, preferring a discrete "wismens' committee" work. And that most of the personalities later chosen in order to participate in a Committee on Europe's Future, are too much linked with Socialist parties and/or American policies, to be really critical of USA's notorious wish to impose Turkey to the EU, as Sarkozy had noted himself since March 2007..
- "It's on EU Council's presidency to take political initiatives. EU Commission has other competences", stressed Sarkozy. The "European Ideal" is to "build Europe with the States, not against them". "Ask Europeans to chose between their countries and Europe won't work. You don't choose between your two parents : We must add them together".
"France and Germany have an Historic Duty to work together, precisely because of what happened to the Past. We have to work hand by hand. We cannot be separated.It goes beyond me and Mrs Merkel today, Mr Schroeder and Mr. Chirac yesterday. It's not a choice, it's a duty to Europe and to the World". "We need Germany, as Germany needs Europe". Compromise is inevitable, here as everywhere, and each one made some steps towards eachother's positions.
But "it's true that Mrs Merkel didn't chose her Socialist partners, while I chose mine", Sarkozy said, in an indirect hint that the Socialist Minister of Finance in Germany might be a cause of minor past disagreements in Economy, which were overcome in recent negotiations.
"We (France and Germany) have particular duties in Europe", but "in a Europe of 27 Member States, it's not enough for France and Germany to agree between them.
"I always thought that Great Britain has a special role to play in Europe. ... Now, everybody "saw what it cost payed the UK for having been too exclusively open towards the US (and) Financial services.
