ECHR: Raimondi finds Turkish reply for Torture "Excellent News"
*Strasbourg/ECHR/Angelo Marcopolo/- Mr. Guido Raimondi, who holds ECHR's Top Job at its Head since 2015, appeared Glad to Anounce Today, from Early Morning, in an Exceptionaly Shortened Press Conference, with about 35 Minutes of Q/R, (the Only one that Strasbourg Journalists used to have during a Whole Year, normaly very Much Longer), read a Written Declaration Anouncing, particularly, that he Found the Turkish regime's latest Reply to Numerous Denonciations of Torture and Inhuman/Degrading Treatments, (including Mob Lynching attempts, Brutal Humiliations, Rapes, etc), in Addition to Arbitrary Deprivations of Liberty, etc, as already Documented even by several European/International NGOs specialized in Human Rights, Victims' Families and/or Friends, etc, as ... "Excellent News".
That "Excellence" consists merely into ...Setting up of "a Commission", appointed by the Turkish Government, (i.e. the Same that is Accused of Torture and/or Many Other Serious Violations of Human Rights, particularly Since the Summer 2016 Massive Arrests, Prosecutions, etc., of Many Tens of Thousand of People, including even Judges, Journalists, Educators, Civil Servants, Young Conscript Soldiers, Policemen, Doctors, etc).
According to converging CoE's Sources, it's also that Turkish "Commission", which reportedly served as a Pretext or Claim, Earlier this Week in Strasbourg, in order for a Minority to Hinder even a Crystal-Clear Majority of MEPs in CoE's Parliamentary Assembly to hold an "Urgent Debate" on Turkey, which could have had also some Far-Reaching Repercussions, even vis a vis EU - Ankara developments, (Comp.,f.ex.:....).

To one of the Rare Critical Questions in such an Exceptionaly and UnExpectedly Shortened "Press Conf", raised by an Experienced French Collegue for a Radio, about whether such a Turkish "Commission" might be, in Fact, "Dangerous" for Human Rights, it was practicaly Replied that ECHR,simply, intends to "Follow Closely" its functioning in real Practice, (withOut Explaining How and When exactly), and that "the Point" was that the Victims of Torture, if they found, Later-on, that the Conclusions of that "Commission" Failed to provide Urgently Needed Redress for Grave Human Rights Violations, then, they "could" Lodge also anOther Legal Complaint, this time in front of a Turkish Court...
I.e., Afterwards, the Victims in eventual Urgent Need for Protection and Redress, could also Make Several More Legal Complaints, in Many Other Turkish outlets, (f.ex., Appeals, Superior Court, etc., including another Application to the Turkish "Constitutional Court", recently Established in order to "Filter" and/or Delay even more the Moment when, at last, f.ex. a Heavily Tortured Prieoner might be, finaly, legaly able to Lodge an Individual Complaint to Strasbourg's ECHR. Then, he would, notoriously have to Wait for several Years, before a Judgement might be issued, later on, in hs favor, or not. If it's not yet that, the Victim might, eventualy, Try to Reach ECHR's Grand Chamber, (but that's nota guaranteed Right at all, depending on the Discretion of an ECHR's internal Team, which doesn't even Motivate at all its Decisions to Accept or Refuse even to Consider such an Ultimum Remedium quest.
Regrettably, it wasn't even mentioned How Much Time might Need, in Real Practice, for all those Delicate and Complex Legal Procedures, a Tortured and f.ex. repeatedly Raped Dissident, Arbitrarily Deprived of Liberty and Closed in Turkish Prisons, where he/she might be Facing, each Hour, Day, Week, Month, Trimester, Semester, Year, etc., a Too Long Series of Inhuman/Degrading Treatment, withOut any Timely Help.
It's only Known that, mutatis-mutandis, f.ex., certain Greek Cypriot Refugees/Displaced People, (particularly 2 Different Old Women, etc), have notoriously ...Died, while Waiting, in vain, at least a Judgement to be issued by the ECHR, after Too Many Years of persistent Deprivation of any Access to their Famil Home and/or other Private Properties, in their Ancestral Land, where Turkey's Military Invasion and Occupation forces still Hinder them to Return, (Comp. f.ex., former Long-Time ECHR President, professorJulius Wildhaber's moving, sincere "Excuses", communicated to "Eurofora"s co-Founder, when we Raised that Dramatic Question in an ECHR Press Conference in Strasbourg, on behalf of the remaining Family of that Deceased Refugee Woman, who had been Vainly Waiting for, at least, an Elementary Justice, for Too Long : See our relevant Publication, then at TCWeekly, etc.....).

Even After such Moves, a Jailed Victim of Torture in Turkish Prisons, notoriously Full after Massive Arrests since 2016, would also have to Wait, probably much Longer, for CoE's Committee of Ministers in Strasbourg, to Start Discussing his/her Case during their Trimestrial or Semestrial Meetings on ECHR Judgements' Implementation, Hoping that, at last, After Many More Years of Delay, he/she might, eventualy, see at least an Elementary Justice to be done. (Without Guarantee, as Too Many still Pending Cases for Execution, including even on some among the Most Serious Violations of Human Rights, as, f.ex., that of "MISSING" People and Victims' Families, etc., Many of whom still Vainly Wait for Justice to be done, according to the Principles that ECHR's well established Case-Law had clearly published and reiterated even recently)...
Wouldn't it be obviously Better, if one applied, in the case of Human Rights Violations' Victims, the Same rapid Celerity, Hasty Moves, and sharply Shortened Time Deadlines, as f.ex. those which UnExpectedly, withOut any Previous Warning, and Contrary to the Established Practice, Suddenly, provoked, Earlier Today, an Exceptionaly Short "Annual Press Conference" at the ECHR, with Only a Few Tens of Minutes for all Strasbourg Journalists' (supposed to Express the main Concerns of more than 800 Millions of People throughout all CoE's PanEuropean area !) Questions/Replies in a whole Year (i.e. 365 Days !), something Never Seen Before in more than 24 Years of ECHR's Press Experience (+9/1993-2017), which practicaly Hindered us (and, perhaps, also others, if we wereNot the Only one Targetted) to have a Real Chance to Raise Any Topical Question on Human Rights developments at an ECHR's Press Conference for a whole Year, (after also several Time-Destroying, various sly Harassments during particularly the Last Few Days, notoriously Overloaded with Many Interesting and Important CoE's and Other Activities) ?
Naturaly, if it's also the Victims of serious Human Rights Violations who might have a Chance, for their badly and Urgently Needed Protection, to Benefit from such Fast-Track, Quick-Fix, Exceptionaly Shortened Procedures, in order to Obtain Justice, then, obviously, they would be very Glad to do so, and the PanEuropean Mechanism for the Protection of Humab Rights would Work much Better than that, for the General European Interest, and of that of any Good and Honest People in our Continent, whose History is written also Here and Now...

CoE Social Rights Committee vice-Presidents to EF on Right to Work +Vocational Training developments
*Strasbourg/CoE/Angelo Marcopolo/- 4 Years of Investigations in more than 34 Countries by PanEuropean CoE's Social Rights Committee, clearly designated the Right to Work and Vocational Guidance/Training among the most Important Problems Nowadays, as anounced its 2 vice-Presidents, Monika Schlachter and Professor Petros Stangos and Monika Schlachter, who Highlighted key aspects of the situation on these points in Reply to relevant "Eurofora"s Questions, during a Press Conference at the CoE in Strasbourg :
+ About 14 CoE's Member States, who have already Ratified CoE's New, "Revised" Social Charter, including a Collective Complaints' procedure, are practicaly dispensed from a Traditional Obligation to present, each 2 Years, National Reports of Implementation for Check, having, instead, a possibility to do so just each 4 Years, (i.e. inside a Twice Wider Time span), so that they were Not Included, Now, in the Present Round of Checks, (as, f.ex., the current Chair of CoE, Cyprus : 11/2016 - 5/2017), as CoE's Director on Reporting process, Karl Friedrich Bopp, explained, meanwhile, replying at another relevant Question by "Eurofora".
- As far as it concerns the Social Charter's No 1 Article, about the "Right to Work", ESRC's vice-President Monika Schlachter, after Observing that several Violations and other Problems were found particularly as far as it concerns Certain "Problematic" Categories of People, including the "Elderly", etc., replied to an "Eurofora" Question about an apparent Difference between f.ex. USA's trend to let several People continue Working even at Ages unusual in Europe, (f.ex. in order to Benefit from their accumulated Experience, Reputation, Contacts, etc), and a rather Opposed Impression in several CoE's Member States, made it clear that, behind such Facts, lies an Important Debate about Employment Policies:
- At a certain moment, some Governments had been Convinced that by Pushing massively Elder Workers to become Pensioners, this would Create Jobs for Young People, and Benefit the Economy. But, Afterwards, they found that it didn't work at all, and were left with a Lot of Costs for Pensions to Bear, without having enough returns from new workers, she Replied, in substance.
=> Therefore, such issues should be better addressed in another overall framework of a comprehensive, General Policy, which wouldn't limit itself merely into playing one category of Workers against anOther, but, on the Contrary, take them All Together into Account, in an Adequate way both for Social Rights and the Public Interest, she added later, also in Reply to "Eurofora"s above mentioned Question, Later-on.

+ Moreover, Professor Stangos, the other ESRC's vice-President, Replied to anOther "Eurofora" Question on his Earlier observation that Vocational Guidance and/or Training might also "Change the Structure of the Market place", if, f.ex., Public Authorities might consider that it would Help Find Jobs, but, sometimes, People Complaint or Protest, if that might also, eventualy, Diminish the Level/Quality of Capacities that Workers might have Given Many Years to Build, pushing them unreasonably towards Lower Levels in the Division of Work:
- As a matter of General Principle, States are Required to Examine Each Individual Case, one by one, according to Each Worker's Personal Characteristics, i.e. withOut Imposing Ready-made Mechanical Solutions, he said in substance, (while, however, Abstaining from saying whether such Concrete Problems, as those Evoked above, might, eventualy, Exist in Real Practice, and how Serious might be their potential Consequencies, in fact).

Cyprus President+CoE Chair Anastasiades to EF: New USA Leadership to be Briefed on UN Peace Efforts
*Strasbourg/CoE/Angelo Marcopolo/- EU Member Cyprus' President, and current Chairman of the 47 Member States-strong, PanEuropean CoE's Organisation (which includes Russia), ChristianDemocrat/EPP (Center-Right) Experienced Top Politician, Nicos Anastassiades, speaking to "Eurofora", during his Official Visit to Strasbourg, where he is Invited to Address CoE's Parliamentary Assembly (PACE), declared his Intention to get in touch, the soonest possible, with the New US President Don Trump's incoming North American Administration (2017-2021), also in order to exchange views on the recently Enhanced and still on-going Efforts to Solve the Cyprus' Issue and ReUnify Peacefully the Strategic Island, for more Stability in that >Historic Civilisational Crossroads of 3 Continents and Suez Channel, which has recent also Findings of Promissing Oil/Gas Natural under Sea Resources, in Cooperation with Israel, Egypt, Greece, and the rest of the EU.
- "Yes, Naturaly", President Anastasiades Positively reacted from the outset to "Eurifora"s above-mentioned Question.

Meanwhile, in North America, New US President Trump's nominated Ambassador to the UN, South Carolina Governor, Nikki Haley, is due to be Definitively Confirmated by the Senate officialy later ToNight.
Thus, it was "Chargé d' Affaires ad Interim", Ambassador Michele Sison, (appointed at N.Y. on 2014) who had to attend Yesterday's (Monday's) Hearing, by UNO's Security Council, of UN SG Cyprus Envoy, Espen Barth Eide's, and UNFICYP Head, Elizabeth Spahar's Briefing on the latest Developments about the Geneva Cyprus Talks and the Beginning of the Multilateral Conference in Switzerland.
The Out-Going Obama Administration had, indeed, curiously rushed to Schedule almost all UNSC foreseable Moves on the 42-Years Old Cyprus Problem (1974-2017) in such a way that the Chosen Dates clearly Threatened to Exclude the New, Don Trump's US Administration from having really the necessary Time in order to take over on the Delicate and Complex Issue of UN's role on Cyprus, (until recently closely Monitored, reportedly, by Obama's former Under Secretary of State, V. Nuland) :
F.ex.: Draft UN Report on UNFICYP : To Present from January 6. Geneva Talks + Multilateral Conference from 9 - 15 January, (in fact: Postponed already since Jan.12, mainly because of an alleged Turkish Foreign Minister Cavusoglou's move). Initialy Scheduled UN SC Briefing by Spehar : January 20 (i.e., precisely on New US President Trump's notorious "Inauguration" Day : an Exceptional Event, followed allover the USA and even from Abroad ! Cyprus' President made it also clear that, recently, there was some notable "Progress" towards a Solution of the Political Cyprus Issue, and "Eurofora"'s co-Founder, indeed, after 27 Years of Experience in closely Following the Cyprus' Issur (1990-2017), and even Most Top Level UN-Sponsored Political Negotiations, since Montreux/Glyon at nearby Switzerland (1997-2017), personaly saw for the 1st Time in recent History, so Friendly Relations between Greek Cypriots and Turkish Cypriots, as nowadays.
However, Anastassiades acknowledged the Fact, that several UnSolved yet Matters still await for Compromises, Political Agreements, Legal Principles and/or Human Rights' respect, as well as of International Law, etc., while, the Main remaining Problems are obviously linked with Turkey's Military Occupation and Interventionist claims.

+ Open Questions, indeed, still remain, particularly on a "Rotating Presidency" Claim, (between the 18% Turkish Cypriot Minority, until the Invasion/Occupation by Ankara's Military, and the 72% Majority of Greek Cypriots, ibid), and/or on various VETO Powers to a Less than 20% Minority, even for General Issues Not Specific to its own affairs.
However, Anastassiades, Questioned by a MEP, Prefered Better Not to Discuss in Public so delicate Issues which should be Presented First on the Negotiations' Table.

CoE Secretary General Jagland to EF: NOBEL Peace Prize for Cyprus Deal = Too Early ?
*Strasbourg/CoE/Angelo Marcopolo/- CoE's Secretary General, and NOBEL Peace Prize Committee's Long-Time Member, (former Chairman), as well as Prime Minister of Norway, Thorbjorn Jagland, speaking to "Eurofora", did Not Exclude at all the Possibility for the Prestigious Prize to be, eventualy, Awarded to the Protagonists in the current Talks in Switzerland for the ReUnification of Cyprus, if and when they might Succeed to find a viable Solution to the 42 Years-old Problem, after that Strategic Island's Northern Territories were Invaded and still Occupied, since 1974, by Turkey's Military troops, until Today (2017).
- But Jagland clearly stressed, in Reply to a relevant Question by "Eurofora", that, in his view, and at his Knowledge, Nowadays, -"It is Too Early" yet, as he told us, Smiling.
CoE's Secretary General said that After having Visited, Recently, Turkey, and met with its Leadership, and Just After having Spoken, Earlier Today in Strasbourg, with Cyprus' President, Nikos Anastasiades, who is currently Chairing (for the Period of November 2016 - May 2017) CoE's Highest Political Body : the 47 Member State - strong, PanEuropean Organisation's Committee of Ministers, and was Invited by CoE's Parliamentary Assembly as Keynote Speaker for its Winter 2017 Plenary Session, here, where he also Responded to several MEPs' Questions.
Another protracted Conflict, even if in Different Circumstances, such as that of Colombia, recently attracted NOBEL's Peace Prize, for a Political solution.
But a Previous NOBEL Peace Prize Committee Chairman, and its Secretary, have already evoked with "Eurofora"'sco-Founder the Possibility of an Award for a just and sustainable Solution of Cyprus' Issue, according to Human Rights' principles, when they had First Visited ECHR's Headquarters in Strasbourg, (See our relevant Article, then Publishef at "TCyprusWeekly", with Original Photo).

Cyprus Foreign Minister Kasulides to EF: We wished UN SC PM+ at UN's Conference, but Others did not
*Strasbourg/CoE/Angelo Marcopolo/- Cyprus had wished an active Presence of several other Important Global Powers at the UN sponsored International Conference of Geneva for the ReUnification of that Strategic Island, and particularly of all UN Security Council's Permanent Members, but there wasnt' a positive response yet from the Other side on this point, revealed in substance to "Eurofora" the Experienced, Long-Time Foreign Minister of the Country, (which currently holds the rotating Chairmanship of the CoE), and former Mainstream MEP at EU Parliament, (in charge of Foreign Policy at its Biggest Group, that of ChristianDemocrats/EPP), Ioanis Kasulides.
UN SC PMs are USA, Russia, China, the UK, and France. Among them, it's only Great Britain which has already fully participated at the Beginning of UNO's Multilateral Political Conference on Cyprus, as one among the 3 former Guarantors (Together with Greece and Turkey) since 1960, when Cyprus became an Independent Country, before becoming also a UNO and CoE, as well as OSCE and EU Member Country.
The Chinese President, Xi Jiping, was, by a coincidence, visiting officialy Switzerland from 15 January 2017, to meet also with the Swiss President before addressing Davos' World Economic Forum, i.e. at the Date which had been initialy scheduled for the Conclusion of UNO's Cyprus Political Conference in Geneva, but the Earlier Suspension of its Work (reportedly because of some obligations of the Turkish Foreign Minister Cavusoglou) didn't give a chance to eventualy try to associate, in one way or another, these two quasi-Parallel events, facilitated by the Experienced and HyperActive Swiss Foreign Minister Didier Burkhalter (Comp. his Statements to "Eurofora", as former OSCE President, both in Strasbourg and in Bale, at ... + ..., etc).
However, that Postponement may also give a Chance to the New US President, Don Trump's Administration, and his prefered New Secretary of State, Rex Tillerson, (an Experienced in International affairs, former EXXON CEO, who has just Ensured officialy his Confirmation by the US Senate), as well as USA's New Ambassador to the UN, Nikki Haley (former US Congesswoman and Governor of South Carolina), and their Teams, to have some Time to start examining also the Cyprus issue,(which has notoriously an important impact on EU - Turkey matters).
UN-Experienced Russian Foreign Minister Sergei Lavriv has reportedly stressed the Importance of the role that UN Security Council's Permanent Members can play, particularly on Security aspects in Cyprus. France has already expressed (including by its Ambassador to Cyprus) its Will to participate, at an adequate stage. Meanwhlle, EU Economic Powerhouse Germany, the Richest and most Populated EU Country, has, reportedly, also indicated an Interest to attend, (etc).
The potential input of such Important and relevant Countries, with various Global Responsibilities, to a possible ReUnification of Cyprus, can be obviously Valuable, after more than 42 Years of a GeoPolitical, International Law, and Human Rights' Problem, since the 1974 Turkish Military Invasion and Occupation of the Northern Part of the Island, exploiting a provoked Blockade of a Dysfunctional Constitution inherited from Post-Colonial Times, and a failed Coup Attempt, Reversed with Delay. Particularly it seems that Greek Cypriots and Turkish Cypriots have recently managed to make some notable way ahead Together, even if some serious points wait still to be clarified, and/or settled with a functional compromise, while, at this stage, what remains still an Open Question, is Turkey's stance vis a vis its Military still camping inside an Independent EU Member Country.

Kasulides was Today at the CoE in Strasbourg in order to Address its PanEuropean Parliamentary Assembly's Winter Session this Week (22-27 January 2017, on behalf of CoE's Committee of Ministers, that Cyprus chairs from November 2016 up to May 2017 incl., replying also to MEPs' Questions on several European/International Issues related to CoE's competences, according to the rules.
But Tomorrow, it's the President of the Republic of Cyprus himself, Nicos Anastassiades, who has been invited as Keynote Speaker of CoE's 47 Member States strong PanEuropean gathering in Strasbourg, (also in quality of CoE Chairman in office), where a Long List of MEPs from various Countries has already been registered in order to raise various Topical Questions, be it on Human Rights, Economy and/or Politics, etc., while also meeting with CoE's Secretary General, Thornbjorn Jagland, CoE Assembly's President, Pedro Agramunto, ECHR President, Guido Raimondi, and other CoE's Top Officials, before leaving for Cyprus, to hold Important Bi-Communal and UN-related Contacts, etc.
EU Commissioner Johannes Hahn, in charge of EU Enlargement and Neighbourhood policy, is also due to make a Speech in CoE's Assembly and Reply to MEPs' Questions on matters of his competence, earlier that same day.
President Anastassiades is also due to Participate, Tomorrow in Strasbourg, to the Annual Ceremony to Mark the International Day of Commemoration, in Memory the Victims of the Holocaust, Together with the President of Romania, Klaus Johhanes, (who will address the PanEuropean Assembly on Wednesday), CoE's Leaders, and various other Officials.

La Turquie, test-clé d'Independance de l'Europe face aux USA, les aménant de chercher en commun des nouvelles idées pour se mettre d'accord ?
Le débat, amical mais clair, entre les Présidents Américain et Français, Obama et Sarkozy, la veille des elections européennes du 7 juin 2009, a montré que la question controversée sur la démande de la Turquie d'entrer dans l'Europe est actuellement le point central et le test le plus pertinent de l' indépendance de la France et de l'Europe par rapport aux Etats Unis.
Les electeurs européens, aussi bien en France qu'ailleurs en l'UE, auront une seule chance à trancher, ce dimanche 7 juin 2009, en choisisant leurs eurodéputés pour la période 2009 - 2014, car après ca risque d'être trop tard, vu que tous ceux qui suivent les affaires européennes dépuis des décennies savent qu'en réalité, le moment des décisions sur la Turquie viendra au plus tard en 2013, date rétenue dépuis longtemps pour une importante révision des "Perspectives Financières" de l'UE qui reflètent des choix Politiques fondamentaux.
Le Président français, (récement encore représentant de l'UE, dans laquelle il joue un rôle important, ensemble avec la chancelière allemande Merkel, et autres leaders européens, ayant une influence notable auprès des Citoyens Européens, comme les derniers sondages montrent), réagissant à la repétition, par le nouveau Président Américain de la vieille position traditionelle de l'Washington poushant toujours vers la démande de la Turquie d'entrer dans l'Europe :
- "Je ne peut pas laisser détruire l'Europe, (qui) est un élément de stabilisation du Monde", réponda Sarkozy. "J'ai dit au Président Obama que pour moi il était très important que l’Europe ait des Frontières", a-t-il souligné, confirmant la position Franco-Allemande commune, récemment rappellée ensemble avec la Chancellière Merkel.
- "Il y a une différence (entre France/EU et les USA)... sur les modalités. La position traditionnelle des Etats-Unis d’Amérique, c’est l’intégration" de la Turquie au sein de l'UE. "C’était la position du Président Bush, du Président Clinton, de tous les présidents américains".
- "La mienne vous la connaissez : Ce n’est pas l’intégration dans l’Union Européenne. Mais j’ai proposé que nous réfléchissions, l’Europe, la Russie, la Turquie à la création d’un Espace Economique et de Sécurité en commun", a ajout Sarkozy rappelant son invitation de créer quelque chose de neuf et mieux adapté.
Mais, "cela ne veut pas dire qu’il faut repousser la Turquie dans les ténèbres. La Turquie est un allié dans l’OTAN, (et) une Passerelle entre 2 Mondes, voilà quelle est la meilleure modalité. C’est cela dont nous avons parlé", revela-t-il. Si "nous avons une Différence sur les Modalités, nous n’avons pas une différence sur l’Objectif : Faire de la Turquie un élément de Pont entre l’Orient et l’Occident", Sarkozy assura Obama.
- "Laissez-nous au moins une légère divergence sur un sujet, cela vous permettra de bien réfléchir pour les prochaines échéances", ajouta Sarkozy en réponse à un journaliste de l'opposition Socialiste qui avait soulevé la question de la Turquie, en la melant (comme un lobby turc notoirement essaie de faire pour exploiter la manipulation de quelques Arabes, la Civilisation Historique desquels fût pourtant detruite par l'ex-empire Ottoman-Turc) avec une question tout à fait différente : celle de la voile islamique (!), avec laquelle elle n'a rien à voir.
- "Sur la Turquie, Monsieur, vous appartenez à un journal ...qui a appelé à voter, au moment de la présidentielle, pour mon adversaire.... Quel était votre argument à ce moment-là ? Vous disiez : « Attention, Nicolas Sarkozy va trop s’aligner sur les Etats-Unis d’Amérique », et je vois que deux ans après vous dites : « Ah, il y a un sujet sur lequel le Président Obama et le Président Sarkozy ne sont pas d’accord » Cela devrait vous rassurer, Monsieur" , réponda-t-il, en faisant sourire même le président américain, (et laissant entendre que trancher définitivemen la controverse sur la Turquie pourrait être au coeur de l' Elections Présidentielle en France pour 2012 )

- "Ce que les Etats-Unis peuvent faire, c’est encourager ....TOUT PROCESSUS qui permettra à la Turquie d’être convaincue qu’elle a des amis, que ce soit la France, les Etats-Unis ou l’Europe", réponda Obama, apparamment n'excluant pas, a priori, le point de Sarkozy sur la création d'un espace commun d' économie et sécurité entre l' UE, la Turquie et la Russie (v. supra).
"Les Etats-Unis ne sont pas membres de l’Union Européenne, nous ne pouvons pas dicter si un pays quelconque adhère ou n’adhère pas à l’UE"; Obama a admis, parlant de la "Turquie, (sur laquelle) le Président Sarkozy et moi nous sommes entretenus sur ce dossier avant". "Maintenant le Président Sarkozy représente un Etat membre de l’Union Européenne et il a une position différente", opposée à démande turque d' entrée dans l'UE.
"La Turquie par contre est un allié de l’OTAN très important. ...La Turquie a fait connaître son intérêt à une intégration croissante avec l’Europe et nous (USA) encourageons cette attitude. J’ai souvent dit que l’adhésion de la Turquie à l’Union européenne serait importante".
"Mais, (en tout cas) je crois qu’il est important de noter que le Président Sarkozy appuie fortement le travail que la Turquie fait au sein de l’OTAN et je crois qu’il s’intéresse à une intégration économique plus intense avec la Turquie". (Ce qui pourrait se faire, justement, avec un "parténariat privilegié" adéquat et/ou l'idée de créer un espace commun EU - Turquie - Russie : V. supra).
Est-ce que l'effort du Président de la France, soutenu par la chancelière Allemande et l'opinion publique de la plupart des Citoyens Européens la-dessus, de trouver un accord entre l' Europe et l' Amérique sur la Turquie, en proposant de sortir des chemins battus et créer du neuf, en etablissant "un Espace Commun d' Economie et Sécurité" (v. supra), suffira de calmer un lobby traditionaliste à quelques bureaucrates de Washington DC, datant dès l'époque de l' ex-"Guerre Froide", beaucoup plus ancien que le nouveau Président vénu de l' oxygen des "grands lacs" près de Quebec du Canada : Chicago, connu comme "la ville du vent" nouveau ?

Le Prémier Ministre Fillon appele à "faire vivre le Rève Européen"

Seul l'avenir le dira. Mais, entre-temps, l' Europe ne peut plus attendre et perdre encore plus du temps et d'energie vitale sur la démande controversée de la Turquie, qui a notoirement menacé d'arrêter l'édification européenne dépuis 1999-2005 :
Comme le Premier Ministre François Fillon a clairement dit, un peu plus tôt cette semaine, dans un discours éloquent sur les enjeux de l' Election Européenne de ce juin 2009 (V. résumé envoyé aux adhérents d'"EuroFora"),
- "S' abstentir, c'est laisser à la Technocratie le pouvoir de dominer" la vie des Citoyens européens, qui devraient prendre l' Europe en branle le corps", et commencer d'agir par toutes les voies politiques démocratiques, prennant conscience que "l' Europe c'est Nous, (i.e. les Citoyens), et "Pas eux !" (i.e. les Technocrates), selon une image symbolique.
- "Je me souviens de l' Europe obligée de faire Silence, (au Passé), quand "les Grands" décidaient de son sort", rappela Fillon. "Je me souviens de l'Europe divisée, de l' Europe dominée" par d'autres, '"de l'Europe appauvrie""Je me souviens de Berlin occupé, muré, divisé comme un butin qu'on tire aux dès. Je me souviens du Silence de Varsovie. Je me souviens du Silence de Prague"..
- "Nous, les Européens, nous avons bien failli sortir de l' Histoire, et dévenir, pour du bon, les dès d'un jeu joué par d'autres".
- "C'est pourquoi je ne peux pas concevoir une Europe qui ne serait pas Souveraine, une Europe qui ne serait pas Maitresse d'êlle-même", aujourd'hui et démain, martella-t-il. "Le Monde s'est habitué trop longtemps à une Europe faible, que l'on pouvait traiter avec condescendence".
- "Le moment est venu de rélever le défi : Le moment est vénu de montrer que, nous les Européens, avons décidé d'être débout, et d"être nous-mêmes".
"Dépuis 2 ans (i.e. dès les Elections Présidentielles de 2007), avec Nicolas Sarkozy, nous avons oeuvrer pour relever notre Identité Nationale (de la France), dont nous sommes fiers. Et bien, l'' Identité Européenne mérite tout autant, elle qui prolonge les Génies de nos Nations".
- "Je crois à la présence d'une Civilisation Européenne", déclara Fillon, largement applaudi par des milliers de personnes ayant entendu une série des Musiques entremelées characteristiques de differents pays européens, et des images lumineuses géantes avec des extraits symboliques de Goethe, de Victor Hugo, de Shakespeare, et d'autres auteurs italiens, espagnols etc celebres à travers l'histoire.
- "L' Humanisme, la tolerance, la Liberté de la Conscience. La Solidarité. L' Etat de Droit. La confiance placée dans la Science, l' Innovation, le progrès. Toutes ces Valeurs, elles disent clairement où commence et où s'épanuit cette Europe" que nous voulons, observa-t-il.
En harmonie avec les positions soutenues par le Président du Parlement Européen, eurodéputé allemand, Hans Gert Poettering, et la Chancelière allemande, Angie Merkel, sur la "Dignité Humaine" au coeur des "Valeurs de l' Europe" moderne. Ce qui fait qu'" avec un Elargissement sans fin", même vers la Turquie, c.a.d. "sans Frontières, l' Europe Politique, l' Europe des Valeurs et l' Identité européenne" ne peuvent pas exister, comme a dit aussi le Président francais, Nicolas Sarkozy, recemment à Berlin.
Fait important : Cette observation de Fillon a été faite le jour-même que le Comité des Ministres du Conseil de l'Europe à Strasbourg concluait une semaine de réunion semestrielle sur les Droits de l'Homme, qui a examiné un grand nombre d'affaires des pires Violations (pex. Tuéries scandaleusement non elucidées, Persecutions et privations arbitraires de Liberté, personnes portées "Disparues", Tortures et "traitements inhumains et degradants", Usurpations illégales des Maisons et Patrimoines privées de Réfugiés, etc., pour lesquelles la Cour Européenne a condamné la Turquie dans plusieurs jugements, dont on attend toujours l' application)...
- "C'est pourquoi un Elargissement sans fin de l' Europe ne peu pas être un objectif en soi. Parce qu'il ne peut que diluer l' élan européen, et detruire l' Idéntité Européenne"
-" Voilà pourquoi nous disons, très sereinement, que nous ne sommes pas favorables à l' adhésion de la Turquie dans l'UE", conclua le Premier Ministre de la France; largement applaudi par des gens qui soulevaient le drapeau européen.
"Ce n'est pas un Slogan de meetings. Ce n'est pas la marque une "Hostilité" au régard de cette grande Nation (i.e. la Turquie), qui doit être étroitement associée à l' UE", pex. par un partenariat priviliegié, ou une autre formule adaptée.
- "Mais il lui faut des Frontères à l' Europe, il lui faut des Frontières stables, qui lui permettent de renforcer son Unité et son Identité", a-t-il expliqué.
- "Alors, c'est au nom de cette Europe charnelle, que je m'engage avec vous. Mais, cette Europe-là, ne peut avancer qu' à une seule Condition : celle de l' Europe Politique".
"Nous avons longtemps douté qu'elle soit possible : Aux années 1970, Henri Kissinger (le notoire ex- Secretaire d'Etat Américain aux affaires etrangères, consideré, à tort ou à raison, comme chef d'orchestre du renversement du Président Allende en Chili, de l' invasion militaire de la Turquie à Chypre, etc), disait, avec une ironie blaissante : - "Ah, l' Europe ? : Quel numero de Télephone ?..." Pendant les 6 mois de la présidence française de l'UE, (7-12/2008), Henri Kissinger n'aurait aucune difficulté de rejoindre l' Europe !", observa-t-il en suscitant des nouveaux applaudissements nourris.
"J'au vu l' Europe Politique se dresser, et prendre ses responsabilités : L' Europe Politique c'est celle qui agit sans délai, et avant les Etats-Unis, pour stopper des faillites Bancaires qui s'enchaînent, qui nous auraint plongés dans une Depression pire que celles des années 1929. L' Europe Politique est celle qui, maintenant, doit mettre un fin à un Capitalisme Financier, qui a perdu sa boussole. L' Europe Politique est celle qui a réussi d'etablir le règles les plus ambitieuses au Monde dans la lutte contre le rechaufement Climatique. Samedi, nous celebrons l' anniversaire du debarquement de la Normandie, où nos amis Américains ont pris une part décisive à nôtre libération. Mais, en décembre 2009, à la Conference (Mondialle) de Copenhague, c'est nous les Européens, qui allons leur montrer le chemin vers cet avénir commun" pour la sauvegarde de l'Environement naturel. L' Europe Politique c'est celle qui, en août 2008, lorsque la Guerre faisait rase entre la Russie et la Géorgie, s'est interposée pour imposer la Paix. Et c'est elle qui doit, maintenant, se doter des moyens Militaires de se défendre par elle-même, pour elle-même", ajouta-t-il en évoquant clairement la création d'une Défense Européenn Autonome.
"L' Europe Politique c'est celle qui doit bâtir des grands champions Industriels Européens, comme nous avons fait, auparavant, pour (l'avion) Airbus ou (la fusée) Ariadne. C'est celle qui doit exiger la Reciprocité dans les rlations Commerciale avec nos grands partenaires", sans Dumping Social ou Environmental, ni autre Concurrence Deloyale. "C'est celle qui doit se doter comme objectif d'être "le Continent de l'Esprit", réunissant les plus grandes Universités du Monde, en multipliant les Connexions, entre Scientifiques et étudiants."
"Nous respecterons nos engagements, jusqu'au dernier", souligna le Premier Ministre de la France, peu après que les candidats-eurodéputés de la coalition Gouvernementale (UMP : Mouvement pour la Majorité Présidentielle) ont signé solennement, devant plusieurs milliers des Citoyens, une spectaculaire pancarte-géante avec "7 engagements" pour les Elections Européennes du 7 juin, auxquels figure aussi l'engagement de "s'opposer à l' adhésion de la Turquie dans l'UE".

L'Europe de la Mode et des Atéliers d' Artistes. L'Europe des Grands Laboratoires, des Ingéniers. des Entrepreneurs, des Grands Architèctes, des Traditions Ouvrières. Comme rançais, j'aime l' Europe qui dit "NON" à la Tyrannie et qui se soulève à l'appel de la Liberté", a-t-il dit en
"Je me sens lié à ces femmes et ces hommes sans nom, qui ont levé la tête, et qui ont sécoué le joug sous lequel .. on les avait fait pliér", dit-il en évoquant pex.. la Révolution Française de 1789, le Siècle des Lumières, l'appel du Général de Gaulle contre l'Occupation NAZI, et les pires heures obscures qu'un "Fascisme" ou "Communisme" devoyés, suivies de la Guerre Froide avaient plongé l'Europe au Passé.
"Ils sont des millions, ces Héros Anonymes de notre temps, que nous croisons sans le savoir dans nos rues et nos places. Et je ne peux pas concevoir l'Europe sans eux, et sans tous ceux qui poursuivent leur combat contre l'arbitraire et le fanatisme", ajouta Fillon. Faisant pex. rappeler un récent Film allémand, primé au Festival de Vénise, qui décrivait la vie d'un cadre à l'époque d'un régime oppressif, qui avait été chargé d'espioner la vie privée et familiale d'un couple soupçonné d'être dissidents politiques, mais, ému par leur honnêteté humaine et leur sacrifice pour sauver d'autres, a preferé risquer sa place et sa propre liberté pour les sauver, sans même qu'ils le sachent, condamné dépuis à faire un bas boulot d'anonyme perdu dans la foule..
"Quand je vois l'Europe moderne, je vois les résultats de l' Audace de ces hommes qui ont brisé les traditions de conflit et de violence. Je vois des nations soudées autour d'une monnaie unique et protectrice. Je vois 27 jeunesses appelées de grandir ensemble, sans défiance. Je vois 27 peoples unis, qui nous interdisent de jouer les blazés ou les indifférents".
Jettant "un régard lucide sur les errements de la construction européenne", Fillon a observé que "l' Europe n'a pas bésoin d'être idélisée pour être ce qu'elle est ; Cad. une aventure humaine, avec ses faiblesses et ses forces".
"Vous voulez que l' Europe agisse ? Fixez-lui des objectifs clairs. Vous voulez la Démocratie ? Agissez en Citoyens. Vous rédoutez la prétendue Bureaucratie des Bruxelles ? Alors renforcez, par votre Vote, les instances élues au Parlement Européen" qui sont chargés de la contrôler.
- "Si nous voulons faire vivre "le Rêve Européen", .. alors nous avons tous le dévoir de l' engagement", a-t-il conclu, appelant de "engager pour le drapeau tricolore et le drapeau étoilé, car ils symbolisent tous les deux la fierté de nôtre nation et la force de nôtre union".
