*Strasbourg/News+Viewpoint/- In Brief : The fact that, shortly after last Sunday's EU Elections' time, and only a few Months before leaving office, the current EU Commission ... totaly Aborted Today EU Citizens' Initiative "One of Us" despite more than 1,7 Million Signatures, should not be taken as the last word from Europe on such Topical BioEthical Issues of Crucial Importance for all Humankind, but it only reveals that Bio-Technocracy Lobbies exploited a sly sabotage of the growing Popular Movements for the Protection of Human Embryo, by some Hypocritical "Submarins" who had slyly (and/or clumsily) Undermined it from the start, abusing of many Honest People's Trust : One among many ways to actively react can also be to simply Bring the Issue, in an adequate way, also in front of EU's Court of Justice, (See Infra).

In particular :

 To put it in a nutshell, EU Commission's Reply to EU Citizens' Initiative for the Protection of Human Embryos acknowledges the fact that EU's Charter of Fundamental Rights and Freedoms sets "Human Dignity" at the centre of such and other "hot" BioEthical issues of contemporary Societies, as well as that EU's Court of Justice has recently made it clear that this Notion is linkable also to the Human Embryo, f.ex. in order to protect it even against controversial attempts to abusively apply some "Pattern" related commercial law techniques. But, at the same time, Brussels' Bureaucracy's reply claims in substance Today that there is, already, a sufficient Legal protection of Human Embryos, in this regard, so that it would be needless and/or groundless to add anything more now at EU level, i.e. practically leaving it only up to each EU Member State's National Legislator....

However, Out-going EU Commission's total refusal to accept not even a part of the biggest EU Citizens' Initiative, called "One of Us", against Public Funding of Research destroying Human Embryos and of Organisations practicing Abortion, despite some misleading, false appearances, really looks, in fact, as a blatant Exploitation, by a BioTech Lobby with shady interests, of the Sabotage that some Hypocritical "Submarines" have provoked from the start to the Popular Movement for the Protection of Human Embryo, in the wider context of Respect for Human Dignity as well as Care for all Humankind's present and Future :

By undermining it through, from one side, a too narrow definition, and, from the other side, by adding some comparatively less grave, or even irrelevant, matters, which obviously played the role of unecessary Provocations, alienating a much Wider possible Popular Support, while also slyly betraying it  by opening doors for Adversaries to Attack too easily the most crucial point of that EU Citizens' Initiative, by abusing of the offered Pretexts.

=> In consequence, any  Popular Movement sincerely wishing to protect Humankind from the nowadays growing Dangers of Genetic Manipulations by irresponsible and selfish or abusive Technocratic lobbies of shady Interests, should both lodge a Legal Complaint aganst that Negative Decision by the Out-going EU Commission to the EU Court of Justice at nearby Luxembourg, mainly as far as that most Crucial point is concerned, (naturally in relation also with EU Charter of Fundamental Rights' articles on Human Dignity and other BioEthical standards, etc), also launching, from now on, a crystal-clear, New EU Citizens' Initiative, together with many various other EU, CoE, UNO and/or National Legal and/or Socio-Political tools focused, this time, on the Vital and Urgent Need to protect Human Embryos from any abusive Genetic Manipulations, considering the proven now useless waste of a lot of money without any concrete Result during more than a Decade, in a supposed struggle against mainly some rare illnesses, which has led to nowhere. While, on the contrary, possible Dangers against all Humankind are recently growing and becoming more and more obvious to any seriously critical examination of the Facts.

Indeed, why did those who slyly abused of the Trust of many Honest and sincere People (including both almost 2 MIillions of EU Citizens who signed that EU Popular Initiative, and some among the most important Political and/or Moral Leaders in Europe and the whole World), Limit, right from the Start, the scope of that move only to the full Destruction, and not also to abusive Genetic Interferences and Manipulation of Human Embryos ?

Did they seriously think, perhaps, that, f.ex., by artificially fabricating Genetically Mutating Monsters, even by Changes of Embryo's Genes transmissible through the Germ line to Future Generations, some unscrupulous "Dr. Frankensteins" wouldn't really affect at all "Human Dignity" (to which that Initiative refers even from a Legal point of view : Comp. Supra) ?... 

Obviously, Nobody could really believe that ! In addition, from a purely Christian point of view, (also used by the team which tabled that Initiative), it's very well known, among all important Christian Philosophers, Theologians, and Moral/Legal/Socio-Political Thinkers, that, in fact, it's right from the key concept of "Human Dignity" that all other, particular Human Rights, are derived, including even that of Human Life : That's one of the reasons for which, f.ex. PanEuropean CoE's Court of Human Rights (ECHR), headquartered in Strasbourg, always follows faithfully the Historic, original text of the (Pan-)European Convention of Human Rights, that NEVER allows any kind of Torture and/or Inhuman/Degrading Treatments (not even in times of War, or of National Security risks, Self-Defense, etc), while, on the contrary, Life's protection can be legally lifted in a series of cases of various Exceptional Circumstances, on the conditions prescribed by Law (f.ex. War, Self Defense, National Security, etc. Comp. ECHR's Articles 2 and 3).

+ Moreover, by curiously insisting to Add to this 1st crucial and topical issue, which became recently Urgent in the Modern Times, also a more "Classical" issue against "Abortions" in general, and particularly in a so clumsy (?) way that the adopted formulation appeared to attack also any EU Funding to any Organisation which simply includes a more or less notable part of activities possibly related to at least some Abortions, f.ex. in EU Aid to NGOs generaly working on Mother and Babies' Health and even Life in Developing Countries, (which, naturally, could and sometimes should be subject to Justified Criticism, as various abuses and "Slipery slope"'s Dangers abudantly show, according also to several Popular Movements inside those Countries, Investigations' Findings, Denunciations, etc), with the obvious risk to slyly push eve sincere People to fall to the Trap of practicing, in fact, a kind of "Legem per Lancem fere", (alias  : Deal legaly with a certain issue or point, Hidden inside a Wider Salade with Various Fruits...)

=> Indeed, that sly Breach in the Wall was immediately Attacked and made Wide-Open, by most Adversaries of the EU Citizens' Initiative for the protection of Human Embryo, and mainly by those serving the shady Interests of Bio-Tech. Lobbies : Going from some among UK Officials' "sensitive" Letters to the out-going EU Commission in Brussels revealed by the Press, up to some Scandinavian MEPs' published Negative Claims, (which, f.ex., speak for more than 3/4 of the time, precisely, about such kind of NGO's working on various Health-promoting Humanitarian activities in Poor Countries across the World, sometimes including a more or less notable part of Abortions, under certain conditions, which might be Different from Country to Country, and/or from NGO to NGO, as well as from this or that particular Health point of view, with a more or less intensive and/or intruding Interferences, in such or other Circumstances of various degrees of risk and/or sufferings vis a vis the concerned People's Health and Lives). Not to speak about some Brussels' Big Business' Lobbies, etc., provoking unecessary and disproportionate Negative Reactions by this or that segment of the concerned Populations, Officials, Politicians, etc, as many concrete cases clearly attest.

 

Some "Leftist" or other People might have demonstrated f.ex. for what they thought to be Abortion' "Rights", and/or Health "Aid" to Developing Countries, as they claimed, more or less rightfully or wrongly. But nobody made yet any mass demonstration to the streets by asking to :... - "Please, let Technocrats impose Genetic Manipulations on our Embryos !"...  

 

Was all that really so Necessary ? Was it unquestionably Inevitable ? Dit it stand at the same Level of Importance of what is really at Stake as f.ex. the crystal-clear and World-wide Dangers that abusive Genetic Manipulations of Human Embryos may have today to the Detriment of even elementary Human Dignity, the whole Society, and all Humankind's present and Future ? Certainly Not !

However, obviously, this doesn't excuse at all, no more, the serious Responsibility in such particularly Grave and Sensitive Issues able to profoundly affect People's Lives, entire Societies and even all Humanity, that dared assume an Out-going EU Commission alone, and even with the sole involvement of the RST Lobby-related "Research and Technology" Commissioner's bureaucracy, notoriously used to be too often submitted to Systematic and Massive Propaganda  and pressing Lobbying by many Groups of Interests hosted accross Brussels, in particular when it concerns an area (such as the Genetic Manipulations of Human Embryos) where more than a Decade of apparently vain waste of Billions € throughout the World haven't, notoriously, managed yet to produce not even the slightest Medical Breakthrough against any among the most important and wide-spread Diseases which threaten many People's Health and Lives, (such as Cancer, Hypertension, Diabetes, Heart-diseases, Paludism, etc), so that both Private Businesses and Public Labos start inevitably to appear, recently, more and more .. Suspect in their Strange Stuborness to insist to Interfere with dangerous artificial tools inside the Biological Foundations of Human Life right from the initial, Human Embryo's stage, despite so many blatant Failures, (which have already obliges some among the most performant BioTech Companies to lately Drop a lot of their former Controversial projects in this area, notoriously, for mere "No Money winning" and/or "No-Competitive" concerns)...

 

 

It's obviously Not for only for one Out-going EU Commissioner's Bureaucratic staff, notoriously surrounded by  a lot of shady Interests' Lobbies, to hastily decide alone, and behind Closed Doors, on so important matters, which can have Grave and even Irreversible Consequences on the whole Society and all Humankind !

=> For all those reasons, (and much more, that Time is currently lacking to correctly lay down on paper here), all those who are sincerely wishing to really support and/or be actively involved in the European and/or World-wide Popular Movement for the more and more Urgently needed Today Protection of Human Embryos' from possible abuses and Dangers of Genetic Manipulations, (Comp. Supra), must Neither lose not even the slightest Enthousiasm, Trust and Combativity in their Actions, but rather Intensify and adequately Myltiply them towards the desired main Aim, nor stay even longer inside any eventual, total or partial Sly Trap and/or Hypocritical or irresponsible Diversion of the Past (Comp. Supra), but better Focus on the Essentials.

At any case, for anyone who might really wish to sincerely contribute into pursuing that certainly very Important, even Crucial Today Issue, .. "Hic Rhodus, hic saltus !" : Concrete ways to better re-define the matter, and/or to pursue it even further, at least on its most important points, which concern Key-issues of Human Nature and Society, exist in real practice, (Comp. f.ex. Supra)...

At any case, for anyone who might really wish to sincerely contribute into pursuing that certainly very Important, even Crucial Today Issue, .. "Hic Rhodus, hic saltus !" : Concrete ways to better re-define the matter, and/or to pursue it even further, at least on its most important points, which concern Key-issues of Human Nature and Society, exist in real practice, (Comp. f.ex. Supra)...

Among others, in addition to a Fresh, New Initiative adequately focusing now on the Most Important point : Urgently Protect Human Embryos from Genetic Manipulations, dangerous for all Humankind, and/or eventualy lodge a Legal Complaint to the ECJ against Todays controversial EU Commission's Refusal to start any Legislative Initiative in accordance with the wish expressed by almost 2 Millions EU Citizens, (Comp. Supra), one may Question also many Controversial points at issue inside EU Commission's reply... F.ex., among others :

- Even if a specific category of Experiments on Human Embryos might be OutLawed in a large Majority of EU Member States, this is not enough, for EU Commission, in order to refuse Funding it by EU Taxpayers' Money, as long as such Projects are not illegal in "ALL (28) EU Member States", reveals Brussels' Reply, (unless it takes place in a Country which outlaws that kind of activities). That's already a quite Big and Controversial Loophole...

- EU Commission claims that it's competent bodies would be checking every Projects' "Ethical" character at least vis a vis CoE's "Oviedo" Treaty on "BioMedicine and Human Rights" (1998). However, it doesn't say that it would "apply" that Treaty, at all, but only that it is  simply ... "Inspired" by that, (which is, moreover, considered by many as an Insufficient and incomplete Text, particularly concerning the Human Embryo)...

- Moreover, even if a controversial concrete RST Project might, eventually, risk to go as far as to have as a Result to Modify the Human Genome in a way Transmissible to the Germ Line of Future Generations, nevertheless, it wouldn't be considered by EU Commission as illegal, but, on the contrary, it would be Funded by EU Taxpayers' Money, if it cannot be proven that this Effect really was "the Aim" which had been Targetted' by such an EU Program !

- Brussels' body also claims that, after carefully checking ALL such EU-Funded Projects, under the 7th RST Program, its Experts would have concluded that ALL of them would be entirely and fully 100% Compatible with the required Legal Conditions, without the Slightest Exception anywhere....  Rather "Too Good" to be fully True, isn't it ?...

- Last, but not least, EU Commission's Reply reveals, Today, that EU have currently Funded as many as, at least ... 61 (Sixty Nine) RST Projects using Human Embryos, during the 7th RST Program of 2007-2013.

=> And if that Outgoing EU Commission of Mr. Barroso was now asked (f.ex. by EU Parliament, and/or the EU Court of Accounts, OLAF Anti-Fraud Watchdog, etc.) to simply say what was the Total Financial Cost of all those 61 RST Projects abusing Human Embryos, during the period of 2007-2013, which were Funded by EU Taxpayers' Money (including even from Poor People, who pay the VAT), and which were the Most Important Scientific Breakthroughs that were achieved in Human Health thanks to all those EU Funds, all these Years, abusing of Thousands of Human Embyros ?

Normaly, he should just love to immediately jump to the occasion to give an easy and crystal-clear answer to such an obviously natural question, given particularly all those Grandiose Promisses that a Lobby of Technocrats notoriously gives abundantly when it comes to try to justify any Controversial and/or potentialy Dangerous Genetic "Tests" on Human Embryos....

Wouldn't he, really  ?

- Whoever wants to Destroy Europe, threatens Peace at  the European Continent. Europeans don't want to Suffer again the Abyssal catastrophes of Conflicts and Wars of its Past History.

- Errors must be Corrected, EU needs Big Changes and ReShape, but Europe's Treasure has to be protected.

 - 1st Big Issue : EU's Identity. Imagine in what worse situation Europe would be now, if I hadn't Stopped a Forced March towards Turkey's entry in the EU...  Shengen Countries must have a Common Migration policy.

- The EU of 28 Member States, should be restricted to certain key-policies. But France and Germany have a Duty to pioneer for a Strengthened €uroZone Integration, by spearheading with a balanced Fiscal and Social area at its Franco-German Core : Solidarity in Debt management needs Raprochment in Economic Policies and in Competitiveness.

=> All Legislative Power to EU Parliament ! EU Commission should focus on Execution, Checks and maybe Sanctions.

>> Political Leadership is a Duty. Too many People are affected by Unemployment and Austerity. It's Urgent to announce a Clear, Resolute, and Target-oriented Advance.

As far as I can remember, I have always felt French to the core. For a long time, I could not have even imagined living anywhere else. France flowed as naturally in my veins as my own blood.

But over time, with the arising of experience and the meetings that I have been blessed, I have become more and more open to the realities of the world and understand the importance of belonging to the European continent. I gradually felt the reality and the nature of the European family.

I know now that each one of us belongs  not only to  a country but also to a continent. France and Europe are geographically, historically, culturally and politically now inseparable. To deny that would be almost a self-denial. So I want to speak to the French, who feel deep anxiety about their future and the future of our country, about Europe.

I understand your bitterness and anger, but we need  time to Think. . And try to keep an eye to the future.

Climate of dull hostility

The Europe debate takes place today in a climate of indifference and dull hostility which makes one speechless. But indifference is suicidal, because in Europe is decided an essential part of our future. And hostility is deeply unfair, considering that the European Union has brought us Peace, which is something very crucial.

Do I need to remind you that for Peace, in Europe - as well as everywhere else in the world - there isn't any final acquis, but rather a subtle Balance, that must be preserved at all costs? Our continent was, from all regions of the world, the place where some felt the most despised, fought against each other, destroyed and killed each other.

To these centuries of confrontation between European Nations, we have succeeded to put an End,  only since the foundation of the European Union! I.e. for less than 60 years. Alone with our German neighbors, we had waged war every 30 years on a regular basis - and this had been going on during at least three centuries! Now, however, there is peace for 70 years.

If only for this reason, the European Union should be strongly appreciated and enthusiastically supported. Unfortunately, I haven't the slightest doubt that; in case of collapse of the European Union, centuries-old hatreds and conflicts of interest, with re-doubled violence, would break out again. I mean what I say.

*** Whoever wants the destruction of Europe, threatens Peace at the European continent. *** I could never accept that. I could never let this happen. Those who suggest this route, forget the lessons of History and would possibly lead into the Abyssal depths that have experienced our grandparents, and that we no longer want to suffer.

Peace seems to be self-evident (a matter of course)

This peace and stability, that Africa, Asia and Latin America don't know, appears on our continent now as a matter of course, (as something which goes without saying). In fact, however, this situation is something new, it is unexpected and the exact opposite of what had shaped our entire history for centuries.

The French must listen to, because it's the truth. Peace is the result of the Unification of European People, as the founding fathers had dreamed. Considered alone, from this perspective, it's an exemplary success!

The Europe of Peace is not just an empty formula,  at a time when Conflicts flare up around the European Union. "Look at the map", General de Gaulle had said. From North Africa to Syria, from Turkey to Ukraine, our neighbors pass through Crises of frightening depth.

All of these - often young - National States are  exposed at an existential threat- of implosion by Civil Wars, or explosion due to the pressure of Separatist aspirations. Europe today has a clear responsibility, it must contribute to a solution of the crisis, in order to prevent that this Ring of revolutions, becomes for Europe a Belt of Uncontrollable Risks: "Failed states", illegal activities, Terrorism ...

Europe obliges us to reason

Europe has, in my view, another major advantage, particularly at the present time : it protects us from ideological abuses by our Governments and their majorities. I would never think to equate the (political) Right with the Light, and the Left with Darkness, as it happened in the Past, for the other way round (the opposite).

I think at the beginning of the 80s. That would be absolutely ridiculous. The real divisions Today, can be hardly described only with the analytical grid of "left / right" . Rather, I want to appeal to "reason", which has always been present in the French intellectual history.

Imagine if, this or that of our current leaders, had a free hand to fully implement its largely unrealistic ideology, in the realities of the world of the 21st century . The serious mistakes that we are currently experiencing, would be even worse.

Taxes without limits, uncontrolled and unlimited public spending, explosively growing deficits, General Leveling... Thanks to the mutual dependency, between us and the others in Europe, fortunately, the worst is not always possible.

So Europe can limit the absurd excesses, and curb the widely sky-rocketing damage (a little). Europe is also forcing hardcore ideologues, to allow for some reason and common sense.

Europe protects us, when it updates Determination. I have always placed This conviction at the center of my vision of Europe. Only with appropriate determination we will be able to reconcile those who want to believe in Europe, and those who no longer believe in it.

The French, like the other Europeans, do not want, no more, to be satisfied only by Believing - they want something visible and tangible. It's not necessary to search elsewhere for the reasons of the emergence of Populist and anti-European tendencies.

Of course, absurdities and errors have been and are still committed by those who make of Europe a new ideology, and see, on the one side, the smart guys - let's say : the "Europeans" - while, on the other hand, the "Narrow-minded Populists" - will be called : the Souverainistes.

This Split is Absurd and nonsensical. Since Europe is the best choice for us, then, we must Recognize and Rectify (correct) all the serious Mistakes, which were committed, until they became Unbearable for a growing number of French People. We need to profoundly reshape our European policy. This is a clearly an obvious necessity, that no honest man could deny.

Europe must not degenerate into a caricature

Just because I believe in Europe, I would like to see it regain control on itself, by profoundly Changing from the immobility, to which it is  condemned by those who claim to defend Europe, but, in fact, let it degenerate in a mere caricature.

=> At First, there is the Big Question of the Personality of our Country, the Soul of France, its so distinct and unique Identity. The vehement opposition to the admission of one of our most brilliant Intellectuals, to the Académie Française, just because the title of his latest Book includes the word "Identity", is so stupid that brings one to tears. It's simply startling.

And I submit that there is no paradox, to plead for Europe, and at the same time for the preservation of our Identity, in other words :  for special Feature of our Model. It has never been Europe's goal, for us to become all similar, to live in the same way, and to be all in the same Mood.

Instead, the goal is for us to be able to coexist, to fraternize together, to support our fair interests vis a vis the rest of the World, and also to promote a European model of Civilization. Nothing can be build by flattening the World. We need the Diversity of Languages, of Cultures, of Ideas.

Yes, France does have certain things to say, a message to convey. And also Europe doesn't ask France to drop it. On the contrary, if we lose our Identity, what can we then share with others?

We have to be European, and French! This is possible, and, above all, its absolutely necessary and coherent. An attempt to build Europe against the National characteristics, would be doomed to failure from the outset. No one has the right to ask from the People, that they Renounce their own Nature!

Germany is not an option - it is a fact

Then there is the German issue. Germany is not a choice, it' not an Alternative, but a Fact. The geography and history have made us neighbors. Has anyone ever seen a country to move to a different address? The economy has intertwined our interests in a decisive manner. We are their main customers. They are our main suppliers.

It's not about imitating Germany or criticizing it, whenever it's in many areas more successful than we are. .The only important thing is to make relations with our great neighbor as profitably as possible for both sides.

=> Therefore, I openly plead for the establishment of a large, coherent and stable Franco-German Economic Zone, at the Heart of €uroZone, which will allow us initially, by balancing our Fiscal and Social disadvantages compared to the German competition, to defend our interests better.

Furthermore, it will enableus to take the Lead among 18 countries in our Monetary Union. Let us  be Inspired by what works in Germany, and by the successes of France.

We should ensure a fair Balance in our relations. We should defend our red lines. Contrary to a frequently expressed view, just to be close to the Germans will give us  a stronger influence on them, and our weight in Europe will grow.

Who can seriously believe that an isolated France would be able to better defend its interests?

If Europe's two largest economic powers opt for economic and fiscal convergence, the €urozone will be profoundly strengthened, and the stability of our continent saved.

The Right to freedom of Movement is a valuable Good

Must also be mentioned the essential Isssues of Migration Flows and the need to preserve the free movement of persons, which is an undeniable progress for all. The fact that in Europe, everyone has the right to move freely, is fortunate.

It's a Good which should be appreciated all the more, as 80 million of our European brothers were doomed, before not even 25 years, to live behind the "Wall of sShame".

A Communist Shame, which wanted, in the name of private property's rejection, to give to the State the Ownership of everything, even of the People, of their Spirit and their Soul.

This destructive ideology was defeated by the courage of John Paul II, of Lech Walesa, Vaclav Havel, and of those People who risked their lives in the Revolt against the Oppressors.

So, it's out of Question to take away from these People the freedom of movement again, after they shed so much blood in order to acquire this right.

The issue of "zero immigration" is an illusion

Nevertheless, you cannot continue to refuse to deal, calmly and objectively, with the issue of European migration policy.

We have here to do with a blatant Failure: First, because so many among our People can be captured under such Bad Conditions, without Home, without a Profession, without an Income, that any Hope to Integration is Denied to them.

On top of that, Europe, although it is the most open continent in the world, is always exposed to caricatural blames. But who has built a several thousand kilometers long barbed-wire Wall, on the border with Mexico, if not the United States?

Imagine in such a case in Europe the breakaway outcry! Europe is separated from Africa only by the twelve-kilometer-wide Strait of Gibraltar - thus the theme of "zero immigration" is a deceitful illusion.

However, we cannot continue to do, as if we believed still possible to take with us all those who wish. It is quite obvious that Schengen I must be immediately suspended, and replaced by a Schengen II, that the Member States could join only after introduction of a uniform immigration policy.

Thus, the abuse of process which allows a foreign national to enter the Schengen area, and then, as soon as this formality is fulfilled, to chose the country with the most generous benefits, would come to an End.

Europe should not serve deliberately - almost always at the expense of France - to organize social and migration Dumping. I contend that you can be thoroughly generous and deeply shaken from the events on Lampedusa  - and the same time sufficiently lucid to reject the lack of control of our migration policy, that leads us straight to disaster.

If we do not respond immediately in the coming years, our social pact is going to explode!

The Myth of a Single Europe is broken

Finally, we should also be honest enough, to admit that the myth of a single Europe is broken,  since the introduction of the Single Currency by 18 out of 28 States.

There is no longer 1,  but 2 Europes. And, moreover, these two Europes are forced today to shape from scratch their strategies, towards Different directions :

More Integration for the 18, who share their Monetary Sovereignty between them ; for who can seriously believe that it is possible to have, also in the Future, one and same Currency, the same central Bank and Solidarity in the Debt Management - see the crisis in Greece - with such a Different Economic Policy and Competitiveness ?

If we don't Correct the above mentioned differences  immediately, we shall experience Shocks with unpredictable consequences.

At the same time, we must give up the myth of equal rights and equal responsibilities between all Member States.

It is in no way offensive to Cyprus, Malta and Luxembourg, when you realize that their weight and their responsibility in economic terms are not the same as in the case of France, Germany and Italy, to name but a few.

Leadership is not a Right, it is a Duty

I say this to the Top Officials of France, as well as of Germany: Leadership is not a Right, but a Duty.

Germany and France have to assume most of the responsibility in the management of economic governance in the euro zone. No one can do it in their place.

However, Germany, as well as France, for historical and political reasons, canNot exercice this Leadership role Alone. Its legitimacy stands and falls with their Common commitment.

Once one partner falters, the entire balance is destroyed. The lack of leadership puts Europe at risk, because of the lack of Vision on a clear course and priorities.

The biggest Changes, however, must be made by the Europe of 28.. The real state of Paralysis, in which it finds itself, is now clearly visible.

*** One can easily imagine what the situation of this Europe of 28 would look like, if we hadn't stopped the Forced March-like driven process of integration of the big Turkish State inside the (European) Union !

And at the same time there is the risk of withdrawal of the United Kingdom because of the looming Referendum there. We need a sober and realistic look at the European Union of Today.

You cannot work with 28 Member States, the way it worked with 6, 9 or even 12 Member States. I sincerely believe that there will be no other alternative, but to drastically Restrict the Community competences.

The current situation condemns us to impotence

The current situation is at the borderline of the Ridiculous, and condemns us to mpotence. We need to rethink from scratch the allocation of Competences of the Union and of the Member States, in order to gain in clarity and efficiency.

Europe, in the course of its development, has produced an Administrative Labyrinth, with the Commission and all its departments, wich, indeed, need to become busy. The result is hundreds of directives on various and often nonsensical topics.

Today, a drastic Intervention is required: Not less than Half of the current Community Competences must be Abolished, and in Future be handled by the individual States, so that Europe's powers can be summarized in less than Ten priority based Policies: Industry, Agriculture, Competition, Trade policy negotiations, Energy, Research ...

Shift the Blame for these problems  to the Commission and the President of the Commission  would not be fair, and, personally, I  have always denied me that.

>>> However, the Commission should have No Legislative powers - after all, we have a European Parliament which should be the only one to be entitled to the legislative authority.

The Commission, for its part, will remain entrusted with the functions of Implementation, Control and eventualy Sanctioning - which already represent a very large responsibility.

Apart from the mechanisms, moreover, a Clear course is Urgently needed. Or, there is no more any Resolute, Target-oriented (purposeful) Advance to announce, in a period where Unemployment reached unprecedented levels, where Austerity Government Policies hit hard many Europeans ? I cannot believe that, nor can I accept it.

There are still so many things to say, so many suggestions to make, and Perspectives to design.

But it's time to come to a conclusion, and, therefore, I want to focus on the Essentials.

Nowhere else in the World, but in Europe, one had the intelligence and the wisdom to invent such an Original System, designed to serve Peace.

The Mistakes must be Corrected, but the Project in itself, is  to be protected. This is simply a matter of Civilization! We can not allow, today or tomorrow, for this Treasure to be Destroyed!

- Indeed, while recently many Socialist and other Candidates have practicaly "chloroformed" EU Citizens vis a vis the traditionaly "Hot" Debate on Turkey's controversial and unpopular EU bid, mainly by promissing that, at any case, Ankara's eventual Entry inside the EU, "won't happen during the next 5 Years of (their) Mandate", (i.e. between 2014 - 2019), nevertheless, in the meantime, in fact, Ankara has already managed, in fact, via Pressure, Manipulation and mainly Blackmail (See Facts Infra),  to push particularly EU Commission, but potentially also the whole EU, to a kind of Dangerous Sly Trap, consisting in an oral and even written, explicit Promisse, for the 1st Time in EU's History, to totally Open all EU Borders for an entirely "Visa - Free" Massive Entry inside Europe, for all 75 MIllions or so of Turkish Population comming from a notoriously Undemocratic, Oppressive, Aggressive and Underdeveloped, Militarist Turkish Regime, which is due to become possible most probably as early as since 2017, (i.e. almost in 2 short Years' Time !!), while, at the same time, on the Contrary, EU Commission in Brussels has just "Freezed" any Visa Facilitation for all Russian Citizens, comming from a well-Developed Country of Historicaly European Culture, largely located in the European Continent, and notoriously posessing both High-Tech. Space, big Science, Nuclear and other Capacities, as well as abundant Energy sources, but also even for Smaller, Peaceful and 100% European Countries, very probable Future EU Members according to the official EU Enlargement Strategy's Perspectives, such as, f.ex., Serbia, Montenegro, Moldova, Ukraine, or Iceland, etc.

Such an obvious Paradox and Danger, which might progressively but rapidly Destabilize the entire EU in the foreseable Future, unless something is done on Time to Stop such imminent Risks and Safeguard EU's Cohesion, Development, Values and Integrity, was made possible only Recently, mainly through a Scandalous Turkish Government Blackmail against the EU, which pressed hard for a Visa-Free perspective from 2017 for all its 75 Millions Population, otherwise Threatening to persist Refusing to respect its Obligation to take back the illegal immigrants and/or Victims of Criminal "Human Trafficking", (mainly from far-away Asian and other Countries without any Historic Cultural relation with Europe, such as, f.ex. Pakistan, etc), who curiously enter inside the EU more Massivey through the Turkish Borders, than even all the Mediterranean EU - African continent's Sea Borders (See also Infra), rapidly crossing via Greece or Cyprus towards many other EU Countries, from Italy or Austria, up to France and Germany, often reaching even until the UK and/or Northern Skandinavian Countries, (as ECHR's relevant case-law and EU Statistics have both revealed during recent years), with notoriously growing risks against EU's Social Cohesion, Cultural Identity, Economy, Social Security, and/or resistance to a recently thus provoked rapid growth of various Far Rightist Movements which often exploit Poor and Weaker People's despair in front of Urgent Needs to at least protect their Families and Children, Jobs, etc, from aggravated problems of every day Criminality, Harassment, etc, as it has notoriously been seen, mutatis-mutandis, throughout many EU Countries, from Greece up to France, Hungary, the Netherlands, Denmark, and even the UK, etc., particularly during these Hard Times of Financial and Social Crisis.

    Replying to relevant "EuroFora"s Questions after a pre-Electoral Speech at a Political meeting in Strasbourg, the new Head of UMP party's List for France's Eastern Region to the forthcoming EU Parliament's Election, who bears the heavy duty to succeed Joseph Daul (since he was recently elected as New Chief of the PanEuroepan ChristianDemocrat/EPP Party, initially in a 2013 Brussels' political gathering, and afterwards confirmed at a EPP Heads of State/Government's exceptional Summit in Dublin, Ireland, on 2014), appeared adamant on this issue :

 
 - "Yes, Yes, I saw that. I saw.... It's True !", confirmed Nadine Morano, as far as the main above mentioned Facts are concerned, (Comp. Supra).

 - And "it's Crazy ! I have already spoken (also with other concerned People) about that", the experienced former Minister of France, went on to Criticize, as far as EU's Interests are concerned.

- "But", as far as it regards me, "I am absolutely Against that !", she formally an firmly Declared, in Reply to "EuroFora"s Question, which had asked to learn "her views on this problem".

- So, "Like this (Thus), it's Crystal-clear !", stressed, without wanting to leave any Doubt at all about it, the experienced former Press Spokeswoman of the UMP Party when it was Governing France.

- Now, (i.e. with what we both said, during the above-mentioned Question-Reply, short but Crucial and Topical Sequence : Comp. Supra),  -"You have Everything in the Box (with that)", she underlined  ("Vous avez tout en boite") in Conclusion on this point, with a Smile...

- Indeed, "the main Problem" with the current situation of the "Shengen area", (which benefits, however, also many "TransBorder Workers", f.ex. around Strasbourg, i.e. facing Germany, as well as in Lorraine, between Germany, Luxembourg and Belgium, or nearby Mulhouse, in front also of Switzerland, etc), is that its "External Borders are too Porous, particularly between Greece and Turkey", Morano denounced.

=> Therefore, "we (EU) must Strengthen our (EU's) External Borcders' control" and "Build a real EU Common Policy on Migration", f.ex. "on the Foundations already laid by (former French President Nicolas) Sarkozy", during the latest French Presidency of the EU, as early as back "since 2008", she proposed.

+ Moreover, as far as it concerns, in parallel, EU's Enlargement Strategy, Today "28 Member States are Enough, and we don't want any more Enlargment : Stop to EU's Enlargement !", the Head of UMP's Candidate MEPs of Strasbourg's Eastern French Region underlined, in Addition to expressing, in particular, at another occasion previously in Strasbourg, her Surprise for the Fact that, now, even "Socialists avoid to speak about Turkey !", as she regretted....

 - Regarding this and other "Hot" key issues, Morano stressed, earlier, that, as a matter of General Principle, she was personaly in favor of a "Popular Europe", which should be "Closer to the People", and with "more Social Cohesion", but "against an EU which stays sometimes far away" from EU Citizens, as she criticized.

That's why, she promissed, inter alia, also, as Future MEP in EU Parliament, to "Work closely Together with many Interlocutors" from the Civil Society, such as, "f.ex. Local/Regional Elected Representatives, Businesses, Associations" and other active EU Citizens, "both in Strasbourg and in Brussels, as well as throughout the Constiuencies' territories", as she said.

Concerning the main problem at issue here, in fact, for a long time in the Past, Turkey had Not even Dared dream to refuse its Obligation to take back the Illegal Immigrants who abusively enter the EU through the Turkish Borders, unless the EU accepted to Totaly Lift any Visa requirement for all the more than 75 Millions Turks so that they become able to enter the EU whenever they like, without any condition at all.

Indeed, as a relevant Report by German ChristianDemocrat/EPP MEP Renate Sommer reminded, this had never been done during the 2005-2011 EU - Turkey Negotiations for the Readmission of Illegal Immigrants by Ankara, i.e. as long as France had Jacques Chirac and Nicolas Sarkozy as Presidents. On the contrary, it was "SUDDENLY" just before the 2012 French Presidential Elections, that Turkey Changes its stance, and, now Started to explicitly Refuse to meet its Obligations on Readmission of illegal immigrants who entered the EU through the Turkish Borders, unless the EU promissed to give a Visa-Free status to all 75 Millions Turcs, free to enter in all EU Member Countries whenever they might wish, EU Rapporteur Sommer observed in her Report...
- EU Parliament's Rapporteur, in her personal "Position"  explanations, pubished on 2014, strongly Condemned "the New approach taken by Turkey, i.e. to Delay Ratifying the Readmission agreement, until the European Union introduces practical Visa Facilitation measures for Turkish citizens", as , "Not Acceptable", because  "Turkey canNot use Mass illegal Migration through its territory to Greece as a Means of exerting Pressure on the EU", German MEP Renate Sommer denounced.

>>> This "sudden" U-turn by Turkey was strongly Denounced as a blatant "Blackmail" against the EU, (in that it asks to establish a "Link" between Turkey's Obligation to readmit the illegal Immigrants who enter the EU through the Turkish borders, and a Visa-Free status to all Turks who wish to enter the EU), by several MEPs from the Netherlands, Belgium, Greece and Italy, etc, even by Written "Questions" officially tabled at EU Parliament towards EU Commissioner Malmstrom (a Swedish Liberal), while also Urginng the EU to stand firm on its Principles and Dignity without giving up to Ankara's pressure.

 But, few People know the astonishing Fact that the 1st and only Immediately Efficient Measure taken just a few Weeks after new Socialist President Hollande's Government took over since last May 2012 in France, after a controversial win at the latest Presidential Election despite having only a Minority of Voters' preferences, but mainly because of a Division at the Right side of the Political spectrum, (many "FN" Voters having this time notoriously chosen to drop Empty ballot papers in the Box), was, precisely .. to Open the Door to the possibility to give a "Visa-Free" status to all Turkey's population, by authorizing a Legal Mandate for that purpose to EU Commission, for the first time on the sidelines, already of the June 2012 EU Summit !

Swedish Liberal EU Commissioner Malmstrom (together with Socialist EU Commissioner Fuhle), therefore, has presented a Draft Text going in the direction of Turkey's desiderata, at the End of 2012, (immediately endorsed by EU Council on November 2012), brokering afterwards a Deal with Turkey, which Accepts the Principle of a "Vise-Free" regime to be given to more than 75 Millions Turks, and even includes an Explicit Mention of "2017" as a possible Year for such an Historic move to  be realized.

Thus, after Negotiating the relevant concrete Details, finaly, a written Agreement was officially Signed on December 2013 in Ankara by EU Commissioner Malmstrom (Sweden, Liberal), and the Turkish Foreign Affairs Minister Davutoglou, according to which, Turkey promisses to meet its obligation for ReAdmission of Illegal Immigrants who enter the EU through the Turkish Borders, in exchange of an EU promisse to negotiate a parallel Deal with Ankara's Government which would Open all Europe's doors to more than 75 Millions of Turks without needing any Visa at all, possibly from 2017 or later-on.

The official signature of that controversial deal in Ankara is done almost in Silence, and without any Public Debate at all, between a Busy EU Parliament's Plenary Session in Strasbourg, and a even more busy EU Summit in Brussels, at a late December 2013, just before Christmas Holidays, i.e. precisely when most People wouldn't even notice that..

But the necessary EU Parliament's "approval" was seeked by Brussels' EU Commission astonishingly Fast :

Indeed, immediately afterwards, already on January 2014, an obscure meeting behind closed doors in Brussels of one among many EU Parliament's Committees Votes, without any Public Debate, for the 1st time, such a Grave, Dangerous and Controversial EU Concession to the Blackmail exerced by Turkey, and that text is  (again ...immediately afterwards) considered as "adopted" by next Month's EU Parliament's Plenary Session in Strasbourg, on February 26, 2014, i.e. at an exceptionaly Busy moment too, (already full in Strasbourg by an exceptional Award to Top MEPs by the Socialist Mayor of the City, preceded by an Invitation to the President of the Czech Republic, followed by a Press Conference, by the Socialist President of EU Parliament, Martin Schulz, etc),  including because of the forthcoming then  EPP Head of State/Government Summit in Dublin, Ireland, which would choose the  biggest EU Party's Top Candidate for the forthcoming EU Parliament's Elections of May, adopt its Political Manifesto, etc, that is to say, once again, precisely when ChristianDemoncrats were obliged to focus on absolutely Different and Urgent issues..

However, even at such a blatantly overloaded moment, in addition, the so-called "Adoption" of that controversial and dangerous EU Commission's deal with the Turkish Government was done in EU Parliament only by a mere ... "Show of Hands", i.e. not even by any Electronic Vote, nor by any Counting of Votes at all !!!...

- After that, "once (EU) Commission" might feel "that Turkey has met the requirements for (Total and Massive) Visa Liberalisation, it will submit a proposal to (EU) Parliament and Council to amend Regulation 539/2001 and to Delete Turkey from the list of countries whose Nationals must be in possession of Visas when Crossing the EU External Borders", according to an official EU Text.

The fact that, meanwhile, German Chancelor Angie Merkel, succeeded to win a landmark Victory for its ChristianDemocrat CDU/CSU Governing parties with more than 40% in the September 2013 National Elections, based also on her famous "No to Multi-Kulti" strong Integration policy, (as she strongly reiterated right from the Start of her Electoral Campaign at nearby Ludwigshaffen on August 2013), added to a firm refusal of Tukey's controversial and unpopular EU bid, and almost reached an Historic Autonomous Majority at the Bundestag, is not enough in order to Guarantee EU Citizens from any above mentioned Risk in the foreseable Future:

Because some curiously obliged her afterwards, to accept a controversial "GroKo" (familiar German term for the Gross Coalition with SPD) with the Socialists, which resulted into giving not only the Foreign Ministry, but even the Ministry of Integration for Immigrants (previously held by her friend from Ludwigshafen, the experienced CDU MP Maria Bohmer, currently in charge of International relations on Education and Culture), to a Socialist  representative of the Turkish lobby, pleading, on the contrary, mainly for "Diversity", automatic acquisition of "Double Nationality", etc. Something that even many CDU/CSU German People may find at least incomprehensible, (particularly when Merkel's own  long-time close collaborator, Minister De Maiziere,  has already declared that recent Statistics show that, contrary to what many still believe, in fact, the Turkish Lobby has been comparatively restricted, and is only a Minority inside the Total of Nowadays Immigrants living in Germany, where the Bigger Number has become Today that of  other ...EU Countries' Nationals, i.e. EU Citizens, who would obviously find at least Strange, if not absolutely Abnormal and Absurd, for their wish to discover, Integrate and assimilate the German Culture, Values and Society, to be controlled by the Powers that Socialists (the No 1 "Loosers" of the 9/2013 National Elections) have given to a representative of the ...Turkish Lobby, proponent, on the contrary, of Multi-Kulti "Diversity" !  An undeniable and growing Paradox....

- However, EU Parliament's competent Rapporteur on that matter, German ChristianDemocrat/EPP MEP Renate Sommer, strongly denounced on 2014 the fact that; normally, "Turkey canNot use Mass illegal Migration through its territory.... as a Means of exerting Pressure on EU".  

+ Moreover, at the same time, " Turkey ... does Not accept the Integrity of the EU", as "this became abundantly clear when Turkey Refused to have any Dealings with the Cyprus (EU) Council Presidency in the 2nd half of 2012", by "taking (an) attitude", which, despite being "a Candidate Country", nevertheless, "Contravenes a Basic Pillar of the Institutional Negotiating Framework, .. founded on the Principles of sincere Cooperation and mutual Solidarity", as she pointed out. + Moreover, "Turkey is equally adamant in its Refusal to fulfil its Commitment to Implement the additional Protocol to the EEC-Turkey Association Agreement vis-à-vis All the (EU)Member States, in full and without Discrimination", (i.e. without Hindering all Ships and Airplanes which cross Cyprus to pass from any Turkish SeaPort or Airport), since "Turkey is still Not prepared to Recognise the Republic of Cyprus (EU, CoE and UNO Member State), as an Independent State. However, this means that it does Not Recognise the entirety and Integrity of the EU either" : An "Attitude" by Ankara's Government, which "will continue to Block the Accession Negotiations",  EU Parliament's Rapporteur warned, at least as far as it concerns the 2006 EU Summit's Decision to "Freeze" 6 Chapters out of any EU - Turkey Negotiation, as long as Ankara persists in its Negative stance. + In addition, with "clear and recurrent Shortcomings, including in the areas of freedom of Expression and freedom of the Press, independence of the Judiciary and Religious freedom", "Turkey now has the Highest Number of ImPrisoned Journalists in the World", since "journalists, students, Trade Unionists and representatives of NGOs are also being Arrested for making Statements Critical of the (Turkish) Government, and Prosecuted and convicted under anti-Terrorism legislation", resulting in "Sweeping Restriction on Freedom of Opinion and freedom of the Press", all "along with other Shortcomings".

=> All "this ... Contravenes  the (EU's) Copenhagen Political Criteria for the pre-Accession process ; Turkey was Supposed to have met these Criteria even Before the Oening of accession Negotiations, (2005). But it still does Not comply with a Single point", EU Rapporteur, Renate Sommer concludes in her 2014 Report, adopted by EU Parliament. "This seriously Hampers any constructive Dialogue with the EU, since the Copenhagen Criteria describe the set of Fundamental Values on which the EU is Based", the German EPP MEP Warned Ankara.

>>> In the meantime, Sommer's Report pleads for "Strict" and "Long-term" EU "Criteria", as well as  an "Open" and "Not Automatic Mechanism", in considering Turkey's compliance with EU Visa requirements, and "takes the view that cooperation with the EU in coping with Migration Flows, Combating Human Trafficking and operating Border Controls, needs to be Intensified", including "in matters of Justice and Home affairs policy",  as well as "on Frontex-related (EU External) Border Security".

+ Last, but not least, Renate Sommer's 2014 Report reveals that, even Today, i.e. "Despite the Concession (made) by the (0ut-going) EU" Commission and Parliament to promise a Visa-Free status to all Turks in the Future, in exchange of Turkey's verbal acceptance to, at last, start full-filing its Obligation to take back illegal Immigrants who enter the EU through the Turkish Borders, (Comp. Supra), nevertheless, "the Turkish side is continuing to Delay Ratification of the Readmission Agreement, by insisting that the (EU) Visa Facilitation measures, must be implemented Beforehand" (sic !), as the EU Rapporteur denounced, observing, in fact, that Ankara flawed the EU....

=> Therefore, after having apparently fallen to such a sly Trap (Comp. Supra), the EU side, now, seems unable to do more, et least at the moment, than "express" her "Regrets", and "Calli... on Turkey to Refrain from making Fresh Additional Demands", in a, too frequent for Turkey, never ending Blackmail....
