*Strasbourg/CoE/Angelo Marcopolo/- The European Top Politician who is due to Host soon the next Bi-Annual PanEuropean Summit of National Parliaments' Heads, the President of Norway's Parliament, Olemic Thommessen, speaking to "EuroFora" precisely 1 Month after the May 25, 2014 EU Parliament's Elections, where EU succeeded, for the 1st time in a Decade and a Half (1999-2014)  to Start Reversing a previous trend towards more and more Majority Abstention, (sharply augmented on 1999-2004, and just decelerated on 2009), but gave an even Bigger than expected Number of various "Rightists", "Populists" and other Atypical, more or less New or reNovated Parties most often classified towards the Far Right part of the Political Spectrum, didn't find difficult at all to integrate at least some so-called "Rightist"/Atypîcal Parties into mainstream Democratic and Human Rights' respectful politics of Europe today:

Norway being (since November 2013) the 1st Country in Europe to have formed a New Governing Coalition which includes, together with "Classical" ChristianDemocrat/EPP and other Center/Right and/or traditional Conservative Parties, also an important New Rightist Party (named "Progres"), together perhaps with Switzerland, at least partly, where the famous "Anti - (Turkish) Minaret","Swiss People's Party" CVP/UDC (more than 27 % of votes, plus a +5% offspring from a local split), reportedly supported the recent Election of the new President if the Country : the Liberal Didier Burkhalter, a convinced and able Democratic Politician, Swiss Foreign Minister since 2011, who also Heads during all the Year 2014 a crucial OSCE's Presidency, quite succesfully facing exceptionaly Hard Challenges, as f.ex. that of the current Conflict in Ukraine, where OSCE appears as the No 1 tool of the PanEuropean/TransAtlantic International Community, (Comp. President Burkhalter's relevant Replies to "EuroFora"s Questions on ISCE at an earlier Press Conference at the CoE in Strasbourg : ...), Thommessen told "EuroFora" how this was achieved :  

 - "You are among the first few in Europe - may be only together with Switzerland, partly -  to have Succeeded to bring a formerly outsider Rightist Party, inside mainstream, Democracy and Human Rights politics. - "How did you achieve that ?" , "EuroFora" asked President Thommessen, earlier Today in Strasbourg, on the occasion of his meeting with CoE Assembly's President Anne Brasseur, from Luxembourg.

 - "First of all, .(I know that). "there are many "Myths", about the "Progres" Party in Norway", the Head of the Strorting observed Critically, (obviously pointing from the outset to many established Mass Media's DisInformation in such issues). .

- But, "it has Not been Difficult to Work with them", he Replied with a Smile, to "EuroFora"s Question.

- This goes "either in the Parliament, or in the Government", he confirmed on both levels of the Public Institutions. .

+ Moreover, "I thnk that the Experience that we had, so far, is very, very Good !", President Thommessen underlined.

  + A fortiori, when, in this case, moreover, in fact, "it's a Democratic Party", and "Not an Extremist Party, as you may find in some Other European Countries", he estimated in addition.  

 - This obviously appears to be particularly Important Today, when "Working on Democracy and Human Rights is more Important Now, than in many, many years" in the Past", as Thommassen observed earlier.

Significantly, President Thommessen said that to "EuroFora" just 1 Day after CoE's Parliamentary Assembly re-Elected with a crystal-clear Majority, for a 2nd term, (for the 1st time in History), totalling a whole Decade : 2009 - 2019, at the Head of the PanEuropean Organisation for Human Rights, Democracy and Rule of Law, the .. Norwegian Thornbjorn Jagland, a former SocialDemocrat Prime Minister, but now strongly Backed by the New Government of the ...Right, (which includes Today both mainstream Center Right Parties, and the Rightists/Populists of the "Progres" party), without any problem, (as he acknowledged himself; speaking immediately after his brillant reelection to Strasbourg's Journalists, including "EuroFora", accompagnied by the Head of the New Norwegian Governing Majority Coalition's Delegation of MEPs to CoE's Assembly : Comp. Jagland's replies to "EuroFora"s Questions at : ...),     

- A topical point, shortly after CoE Assembly's President, Anne Brasseur from Luxembourg, praised earlier the Norwegian MEPs for being "active" enough to get a ranking "among the Top 5"  of CoE's 47 Member States for Participation,, and even 3rd for Voting...

+ By another Timely "coincidence", CoE's ANti-Corruption Watchdog has just published its Report on Norway, where it praises the Transparency and, more generally, the efficient Fight against Corruption among Norwegian Parliamentarians, political Parties, etc. (See Infra).           

- It's in this context that the Speaker of  the Norwegian "Storting", officially announced, speaking to Strasbourg's Journalists, including "EuroFora", together with CoE Assembly's President, Anne Brasseur from Luxembourg, that "we (Norway) look very much forward into Hosting that (PanEuropean) Conference on September" 2014, "where all the Parliament's Presidents of (47) CoE Member Countries will be Welcomed", as he said.

  - "I hope also that these Questions will be also Discussed there", Thommassen added, speaking of the September 11-12 European Conference of Presidents of Parliaments (ECPP 2014), whose official Agenda already includes issues such as : "Majority and Opposition – striking a Balance in Democracy", and "Fundamental constitutional Rights and Freedoms – Participation, Trust and public Debate as Conditions for Democracy", as well as a "Current political issue".

      In fact, Norway takes over on 2014 ECPP's Chairmanship from Cyprus, whose Parliament President, Yanakis Omirou, had hosted the previous similar PanEuropean event at Nicosia, back on 2010, (followed, as usual, by an intermediary gathering of Parliaments' Presidents in Strasbourg on 2012 : See "EuroFora"s NewsReports of September 2012 from the CoE), with a partly similar issue on the Agenda about the Parliamentary "Opposition"s rights and responsibilities, as well as on "International Human Rights".

  [>>> Surprisingly, CoE had succeeded, during the ECPP 2012 in Strasbourg, there where EU had, at the same time failed : Convince Turkey to accept to deal with the Presidency of a (Pan)European Organisation by Cyprus, ... as it was spectacularly seen then with the Speaker of the Turkish Assembly responding to the call of the ECPP Chairman, the President of Cyprus' Parliament Omirou, to come and speak to the podium at a precise moment, while the latter was chairing the event, together with CoE's officials, (an unforgettable Photo)...]

 - Because, "for us, (Leaders of Parliaments from CoE's 47 Member Countries, etc+), in our way, this is a possibility to Strengthen our Knowledge about the COE, and our efforts on such Issues"; the Leader of the Norwegian Parliament, and ECPP 2014's Chairman observed.
    
 + "I also think that there are Important Dimensions in working Together, that we have  on the Parliamentary Structures, and this important to raise and increase" in the foreseable Future, Thommessen advised.

Concerning Topical GeoPolitical issues, the Dates chosen for the 11-12 September 2014 PanEuropean Conference of Parliaments' Speakers, (to which is traditionaly invited also the EU Parliament's President, i.e. the New personality who is due to be elected Next Week in Strasbourg, during the 1st Plenary Session of the New EU Parliament issued from the May 2014 European Elections), is, at least, obviously well placed not only for the .. 9/11's Annual Anniversary, (already a Topical Issue, given the recently raising, Worldwide Concerns about the Dangerous spread of extremely Violent Islamic Terrorism, from Syria to Iraq and even inside EU Countries, as France's 2012 and Brussels' 2014 brutal killings of innocent Civilians, even small kids, started to reveal), but, apparently, much more for expected developments in the quest for Peace by efforts to settle the Ukranian Crisis : It's indeed shortly afterwards, on October 2014, that CoE's "Venice" Commission is due to definitively discuss and possibly Adopt a Report, with probable Recommendations, on proposed Draft Amendments to the Ukranian Constitution, already drafted by President Poroshenko, including on a planned "DeCentralisation of Power", which is widely expected to play a Crucial role, both for Dialogue among all the Parties to that Conflict, and for a Peaceful Solution.

In this prospect, it's naturally helpful that PACE's President Anne Brasseur, and other Top CoE's Officials, could have interesting Contacts in Oslo particularly with the President of the Russian Duma, Naryshkin, (with whom she already had recently a 1st Phone conversation), as well as the acting Speaker of the Ukranian Rada, Tuschinov, (i.e. there where a series of Important Reforms, including on DeCentralisation, the Electoral System, relations between the Executive Power and Parliament, the Judiciary and Fight against Corruption, etc, have to be prepared and adopted before the end of 2014).

+ Apparently a solid Rock for Democracy, despite having to face both Atlantic and Arctic Oceans' challenging waves throughout Europe's bumpy modern History, Norway is proud to be the 2nd Country in the World to get and still keep an entirely Written Constitution since as early as back on 1814, and celebrates its BiCentenary Anniverary throughout this year, including also by collective visits to the superb Eidsvoll Manor,  where the Norwegian Constitution was written and signed in 1814, without big changes until now :  

A green parc hosting a prestigious, restored Building of an emblematic Architecture, with a clearly distinguished Right and Left side, linked together by the main Building's biggest Common Space, deeper inside : A crystal-clear Symbol of the fact that, in a Democracy, various Political Parties can have sharply Opposed Views and Policies, while, at the same time, sharing and caring all together for certain fundamental Common Values on Human Rights, Democracy and Rule of Law.

+ A Topical Symbol; also, Today, even, about a so obviously Divided Today, but possibly United in the Future Ukraine ? Naturally, if one wants for the Inhabitants of 2 Different Houses to live Together, inside a Bigger, United Home, then, the best way to do so, is to built the latter in a way able to welcome and gather them all under a Common Roof, offering equal Access, Space and Protection to all those People who are to live United : A good Symbol f.ex. for the forthcoming Constitutional Reforms in that conflict-stricken Country..

*Strasbourg/CoE/Angelo Marcopolo/- Despite (or because ?) of recent Tragic Problems, as f.ex. in Ukraine, the PanEuropean Space has a Future, for the Human Rights, Democracy and Rule of law Organisation of Strasbourg, in closer Cooperation with the EU, but also the OSCE, each one with its own specific Mandate, strongly affirmed its experienced Secretary General, Thornbjorn Jagland, (who has just been re-Elected Today, with a big Majority in CoE's PanEuropean Parliamentary Assembly, for a 2nd Term of 5 Years in the period of 2014-2019), speaking in Reply to relevant "EuroFora"s Questions :

"EuroFora" reminded Jagland a GeoPolitical Question that we had raised to him right from the very Beginning of his 1st Mandate as CoE's Secretary General, already at his 1st Official Press Conference in Strasbourg, back on 2009, about his Strategy to cooperate closely with the EU, but, at the same time, to boost a PanEuropean space :

- "Given what happened recently at the (Parliamentary) Assembly, vis a vis Russian MEPs, (since early April 2014), as well as the overall Ukranian Crisis, (which notoriously Worsened, from an Humanitarian point of view, since then, including with "Intensified" Military Attacks against Dissident Regions, affecting many Civilian People, as even UNHCHR's latest Report observed on June 2014), while, nevertheless, at the same moment, CoE is preparing to give a Special Status even to Kirgystan, (also as former CIS  Member Country, and Future Member of the EurAsian Economic Union, together with Russia, Belarus and Kazakhstan, Armenia, etc), after  Morocco, Kazahkstan, etc, does  the PanEuropean Space have still a Future for the CoE, or it has now too much Problems" for it ?, we asked Jagland.

- "There is absolutely a Future for the PanEuropean Space", positively stressed from the outset the experienced Head of the CoE, whose Mandate was today democratically reNewed for the next 5 Years 2014 - 2019.

- "And we (CoE) Hope that the EU Accession to the ECHR (PanEuropean Convention on Human Rights) can help that, because this is still a task" to achieve to fill a Gap, Jagland observed ...

+ "Then, we have also Belarus (where f.ex. a recent Ecumenical Christian Catholic Bishop's Conference for Europe event, together with Orthodox Christian representatives, just took place in Minsk, at the Beginning of June 2014, while Belarussia has also just joined the EurAsian Economic Union, together with Russia, Kazahkstan, and soon Kyrgistan, Armenia, etc) : - "You can only look at a Map and undestand that Belarus belongs to Europe, and could be part of this (PanEuropean) Legal space", he added in particular.

-"When it comes to our (CoE's) Neighbouring Countries, I have already already spoken", several times, "on Developing Cooperation with the Southern Mediterranean, and, to some extend, also with Central Asia",

+ "I think also that the  EU should Contribute to this, because we have Common Challenges, Common Problems, and we have to Solve them Together", he concluded, (speaking in Strasbourg Topically after a PanEuropean Parliamentarian Debate on Mediterranean illegal Migration and/or Asylum seekers' demographic, integration and Human Rights' problems, which is also a Top Priority for the concluding Greek  EU Presidency's priorities vis a vis the CoE, as the Greek Permanent Representative, Ambassador Asteriadis reminded to "EuroFora").

 - On another "EuroFora"s Topical Question about CoE's "Cooperation with the OSCE","and (his current Chairman, Swiss President) Mr. BurkHalter",  particularly "now that things are Crystal-clear with your re-Election" Today ?..

 - Jagland sharply Replied that "this has always been Important", in general, "and", even more, recently, "during the Ukranian Crisis, he have an Excellent Cooperation", as he said concerning particularly the current OSCE Chairman, Swiss President BurkHalter, who had earlier visited the CoE as Foreign Minister : See relevant BurkHalter Replies to "EuroFora"s Questions on the OSCE, etc :.... ).

- But taking also into account the "Division of Labour, between the CoE and the OSCE, based on our Mandates", (which, to put it in a nutshell, giver CoE a more Structural Role, f.ex. on Monitoring situations affecting Human Rights, Democracy and Rule of Law Standards and Values, while OSCE is more focused on ReActing fast mainly to Politically related situations, etc) , CoE's experienced and re-elected Secretary General, added in Conclusion of his 2nd Reply to "EuroFora"s 2nd Question. d

 + Afterwards, Jagland Topically added also an apraisal about Russia, in reply to aNother Question, raised by a Russian Lady Journalist, who followed in the line of "EuroFora"s initial Query (Comp. Supra) :  - "And Russia" in particular, what Future could it have inside the CoE ? "

- "Russian Federation is  still a full CoE Member. Russia participates fully in the Committee of Ministers' work (CoE's Highest Political body), and in All the (CoE's) Inter-Governemental bodies.  And I Hope that we can come back to Normal Work also in  some Time in the Future also the (CoE's) Parliamentary Assembly, as ... of what was done there, because this is an Incredible Situation that we are facing" recently, (with the Suspension of Russian MEPs' Rights to Vote and/or even to participate to PÄCE's Governing bodies, which incited Mosow to decide to Stop Participating at the PACE, See. : .....), "given the Standards and Values that we (CoE) have in Europe, (as he said, eventualy concerning Crimea's controversial ReUnification with Russia, after a Popular Referendum, following the unelucidated yet Deadly "Sniper" Incidents at Kiev, which suddenly riggered a Bloody Conflict, Topling an Agreement just signed between the then Elected Ukranian President Yanukovich and the 3 former Opposition Leaders, under the auspices of 3 EU Foreign Minsiters from Germany, France and Poland). - "But I appreciate now that things are Calming down, and I will do everything I can to contribute to this process", he promissed.

 = Meanwhile,replying also at a previous Question by our new Collegue in Strasbourg, from the Russian ITAR-TASS Agency, Ilya Baranov, Jagland went on to Resume the main points of his Program for the next 5 Years, reiterating his Will, in particular,  "to Continue 2 Processes :"

 - "1) the CoE's own Reform, in order to further Strengthen all the Tools that we have in our hands", "and to use our (CoE's) Best Resources, (i.e) the most Recognized Expertise in the World, I'd say, (f.ex. in certain Legal issues), in order to help  Member Countries, in particular, in facing problems with the Judiciary" power, he added, as a keynote, concrete example. Because, "I see there a Major Problem, in many European Member States, that have a Judiciary which is Not Efficient, sometimes it's even Corrupted, and/or "Not Independent", so that "this creates a lot of Problems" : "This has been like an Obsession to me, in order to use all Resources that we (CoE) have, in order to Help  Member Countries get assistance for a real Separation of Powers, in respect of which, the Judiciary, of course, plays an Important role", Jagland stressed, (by an interesting coincidence, focusing on a domain which was recently pin-pointed also by the experienced New President of the Biggest EU Political Party :that of ChristianDemocrats/EPP, French former Strasbourg's MEP, Joseph Daul, who has also served for many Years as President of the EPP Group of MEPs in EU Parliament, between 2007-2014, as he had said earlier, speaking to Journalists in Strasbourg, including "EuroFora").

      - "2) To bring to an End the EU Accession (process) to the ECHR, (Comp. Supra). That's a very Important process ; If we can get 47 (CoE's) Member Countries and the EU, under the same Court, under the same Convention (on Human Rights), I think it will have Enormous Geopolitical Consequences", Jagland stressed.

    + Last but not least, replying also to another Question by a Lady Journalist, about his "Views on Ukraine"'s  crisis, he confirmed that his ">Position is that (Today) one has to try to Calm Down the situation in Ukraine".

     - In this regard, "I appreciate that some Steps have been taken", recently ; F.ex. that "the New President of Ukraine, Poroshenko, has anounced that he wants to Negociate" vis a vis Eastern Ukraine's Dissident Regions. And "I esteem that (Russian) President Putin (declared this week officialy that he) is in favor of removing the Law in Russian Federation that had opened the way for an (eventual) Intervention in Ukraine", (following  particularly the unprecedented Deadly Violent Clashes at Kiev on February 21 ; Comp. Supra). "That's very Important", Jagland underlined.

    + "And we (CoE), will continue to play a role within our Mandate, (as PanEuropean Organisation for Human Rights, Democracy and Rule of Law, particularly since the Decisions taken by CoE's Historic Summit of Heads of State/Government, back on 2005 in Warsaw, Poland :  Comp. relevant NewsReports from "EuroFora"s co-Founder then on the spot in Warsaw; punblished mainly at "TCWeekly"+), which, I think, it's Crucial":

        -  "It's to get New Laws in Ukraine, which are in Conformity with the European Convention on Human Rights", and, "in particular, to Protect Minorities", (f.ex. the Russian-speaking Minority, among others), as well as "to put in place a New Constitution, that Everybody can Embrace", "in order to pave the way for Peaceful developments in Ukraine",  CoE's experienced and strongly re-elected SG topicaly stressed, as far as the notorious Need for a Compromise Agreement between those currently in Power at the National Capital of Kiev, and Autonomist Dissidents in Donetsk and Luhansk Eastern Ukranian Regions is concernedn, (Comp., f.ex.,,among others, also : .....).

    + "And, of course, use the Internationaly Advisory Panel, that CoE is leading, in order to Monitor what happened during the Protests on Maidan" square at Kiev, (Comp.Supra), and also recently in Odessa", (where more than 45 Dissident Civilian People, including Young Girls, etc, were atrociously Killed by being Burned alive and/or Suffocated by Fire Smokes, inside the Trade Unions' Building, set on Fire by a Group of Extremist Rigtists and other Violent pro-Kiev demonstrators, armed with  Clubs, Knifes, and Fire-Bombs, etc., who were massively Tranbsported and Imported from elsewhere in Odessa, rushing to Violently Attack, Destroy and Burn the Tents in a Square where Local Odessa's Dissident People had been Peasfuly gathering Signatures for a Popular Referendum in favor of the Autonomy of their region, as earlier on March in Crimea, afterwards at Donetsk and Luhansk on May 11, etc), - Also because "its of Crucial Importance for the ReConciliation of the Country", Jagland stressed in conclusion on this Key issue.

A RE-ELECTION or a TRANSFIGURATION ?....

..Jagland was brillantly re-elected Today by CoE's PanEuropean Parliamentary Assembly, from the 1st round, with 156 votes against 93 to his competitor, out of 249 votes casted, among 318 registered Members, (a crystal-clear Majority of almost 65% of votes), for a 2nd term of 5 more Years at the head of CoE, after which he will have led Strasbourg's PanEuropean Organisation for Human Rights, Democracy and Rule of Law during an entire Decade (2009-2019), something apparently unprecedented in CoE's History. 

Most important, he won in front of a Serious Competition by a strong candidate from Germany, the Liberal former MEP and twice Minister of Justice, Sabine Leutheusser-Schnarrenberger, who has gathered a rare experience and legal work on many Topical issues which are Today at  the heart of CoE's activities, including, f.ex., Russia, Ukraine, Personal Data protection at the Internet, etc.

A 3rd initial candidate, former CoE Assembly's President, French ChristianDemocrat/EPP MEP Jean-Claude Mignon was blocked by CoE's Comittee of Ministers, as also a previous Chairman of the EPP Group from Belgium, 6 Years earlier, as a result of a recent, thorny and too complicated infight for power inside the CoE, between Ambassadors and MEPs, reportedly related to the question whether CoE's SG should have a Top National Government's Experience (f.ex. as former Prime Minister, etc), or just a Top PanEuropean one (f.ex. as former President of a CoE Assembly's Group of MEPs), but, in fact, related also to opposed ideas about its desirable Role in contemporary Europe. However, Mignon called his supporters; this week, to avoid abstaining from the Vote on the election of the new CoE SG for2014-2019, (as they had initialy scheduled, as a sign of protest), but to participate in the vote, so that the CoE would have a SG with a strong democratic legitimacy - thereby playing, in fact, more in favour of Jagland's re-election.

A former Prime Minister of Norway, President of the Nobel Peace prize Committee, the former Socialdemocrat MEP has also served as Speaker of Norway's National Parliament, before being elected twice COE' s SG on 2009 and 2014. This gives him both an exceptional responsibility into contributing to forge the role of Human Rights, Democracy and Rule of Law in Europe's contemporary History, as well as, from now on, a stature more or less beyond any petty politician restrictions, Jagland's main judge being, from now on, History itself.

It's too early yet to predict if he will definitively succeed to fully meet such a huge Challenge.

*Strasbourg/CoE/Angelo Marcopolo/- It's at a very Crucial moment for Human Rights, Peace and BioEthical Values throughout all Europe, that the PanEuropean Conference of Bishops (based at nearby Switzerland), by organizing an exceptional  3 Days-long PanEuropean Conference of all its 39 Member States' Secretary Generals in Strasbourg, including at the CoE, offered a Timely opportunity to CoE Parliamentary Assembly's new President, Anne Brasseur from Luxembourg, (former President of the Liberal Group of MEPs), to re-launch anew an official Invitation for new Pope Francis to address the PanEuropean MEPs' forum in the coming period, which seems to be decisive for Europe's Future and well beyond.

While the most Urgent Question of immediate Peace or War in Ukraine, (where too many People, including a recently growing number of Civilians, even defenselessz Women, Elders, Children, etc., have started to be Killed during Kiev's Military Attacks , added to a muich Wider impact of many Destructions, even of Family Homes, Water and/or Electricity Supply Networks, Hospitals, etc., until Today included, notoriously provoking both many Sufferings to the local Populations, and dangerous Risks for Destabilisation and further Conflict also accross the rest of Europe), will have to be Decided during this Week, according to the terms of a brief Cease-Fire declared yesterday by the new Ukranian President Poroshenko in the context of a Plan for a comprehensive "Settlement" of the South-Eastern Ukraine issue, who added a Time Deadline until next Friday 10 a.m., (i.e. right in the middle of the forthcoming EU Brussels' Summit, and just 1 Day after his venue to CoE's PanEuropean Assembly, expected on Thursday, 26 June), by a strange coincidence, it's also during these almost Same Days that the ECHR has just started and/or is due to start examining and/or deciding on various "Hot" Bio-Ethical issues' related affairs, mainly linked to Dangerous for all Humankind risks of Technocratic Interferences vis a vis Natural Births of Human beings,  going from Genetic Manipulations of Human Embryo and/or pre-Natal "Screening", up to "Surrogate Mothers", etc...

Already, late Pope John-Paul II, recently sanctified on April 2014, had been invited to visit in Strasbourg both EU Parliament and CoE's Assembly, as he had done in the Past only on  1988, during what tragically become his last year of life, when he had been engaged in a Hard Fight for BioEthical Values and mainly for the Need to Protect the Human Embryo and the Human Being in general,n not only from simple "Cloning", but also from the so-called "Therapeutic Cloning", etc., back on 2004-2005, just before he Suddenly Died. His long-time close collaborator, and successor, current Pope Emeritus Benedict, had also been repeatedly invited to Strasbourg, including by former CoE Assembly's President Jean-Claude Mignon from France, but didn't find the time and/or the opportunity to do so, (except from his own Press Spokesman, farther Frederico Lombardi, on the occasion of a PanEuropean Ecumenical meeting at the CoE), particularly between his 2008 visit to France, during former President Sarkozy's EU Chairmanship, as well as officially in Germany, back on 2011, to which had been added also the 2005 World Youth Days at Koeln, (initially scheduled by John-Paul II), his 2010 trip to Cyprus, focused on Middle-Eastern Christians, particularly in need of protection recently, but also in the UK, etc. But for New Pope Francis, after his 2013 World Youth Days' overseas trip to Rio (Brazil), and his recent visit to Israel/Middle East, closely followed also by a related special, interconfessional Peace event, Arab and Israeli representatives both included,  back at Rome earlier this June 2014, in the Vatican, (etc), which followed his May/June 2013 events/statements on BioEthics, as well as several 2013-2014 calls for Peace in Syria, Ukraine, etc., CoE Assembly successive Presidents' Mignon and Brasseur's renewed Invitations to visit and speak in Strasbourg's PanEuropean Human Rights, Democracy and Rule of Law Organisation might offer a good and timely occasion in the forseable Future, particularly given the exceptionaly Big Challenges ahead, both on War/Peace and BioEthical issues, probably just after an imminent renewal of CoE's and EU's political leadership during the next Weeks/Months, for the next 5 Years (2015-2019).

-  Significantly, it's already at the beginning of June 2014, that Pope Francis reportedly "Prayed for the Victims... in some Regions of Ukraine", "with a very Sad Heart".

=> In consequence, Pope Francis called for "Dialogue" and "Reconciliation", among "All Parties involved", by "overcoming MisUnderstandings", as he reportedly stressed already since June 2, i.e. in the middle of some  very Tragic Days particularly for the Civilian Population at the Dissident regions of Eastern Ukraine, (comp., f.ex. : ......).
This latest move by the New Pope came after several earlier calls for "Peace" in Ukraine, Syria and the Middle-East, and, if extended also into the latest relevant developments (Comp. Supra), it might hopefuly helpto avoid a Dangerous Division and Conflict  in Europe, after almost 70 Years of Peace, which could even have a Negative impact even elsewhere in the World (through USA - Russia tension, f.ex.), as, f.ex.. it had, mutatis-mutandis, been previously attempted succesfully, back on August 2008, also by his predecessor, current Pope emeritus Benedict, via a call launched during an "Angelus" from a small Italian village near the Alpes mountains (cllose to German Chancelor Merkel's Summer Holiday resorrt) : Brixen-Bressanone, in order to Urgently Stop a risky Russian troops advance towards the Georgian capital of Tbilisi, as a retaliation of former Georgian President Shaklasvili's controversial Military Attack against Secessionist Regions of South Ossetia and Abkhazia, (another off-spring of the notoriously doubtful concrete conditions in which had been suddenly imposed the "implosion" of the former USSR, since the 1990ies), which had found a real Echo at former French President Sarkozy, then Chairman of the EU, who immediately flew to Moscow and Tbilisi to personaly meet with both the Russian and the Georgian leaders and broker a Peace Deal which, even if imperfect, at least succeeded to Stop Bloodshed and Destructions, while also still standing until Today, 7 Years later (2008-2014 : practically coinciding even with "EuroFora"s own life-time, since our ERFRA NewsReports practicaly Started with that, exceptionaly Moving and Crucial August 2008 Appeal to urgently prevent War in Europe, and give Peace a Chance).

    As for now, when the most Crucial point Today obviously is to find a way to Start real "Negotiations" and Dialogue among all parties involved in the Deadly and Destructive Ukranian Conflict, it's naturally Interesting to note the fact that, (as CCEE's Press Spokesman Thierry Bonaventura told "EuroFora" Friday at the CoE), during their meeting earlier with CoE's "Venice" Commission's Director, Thomas Markert, the SG's of the PanEuropean Bishops' Conference, (where bothy Ukraine and Russia are full Members), asked for a well-known Ecumenical Group which gathers Together all various Christian Communities' reprfesentatives since the beginning of the "Maidan" demonstrations, back on November 2013, until now, to be included among all those who shall be Consulted before CoE's watchdog on Constittutional Law concludes its Report on the forthcoming Draft Amendments for Ukraine's Constitutional Reform, (Comp. f.ex. : http://www.eurofora.net/newsflashes/news/kievpostponesconstitutionreformcoecheckforoctober.html + http://www.eurofora.net/newsflashes/news/venicecomissiontocheckukraineconstitutionreformonjune.html). Markert reportedly appeared "open" on such a possibility, which could naturally be a useful Step towards a much-needed, wider and real "Dialogue" between all the main Parties really involved in that Conflict, according also to the April 17, EU-USA-Russia MFA's  Geneva Deal.

>>> It's obvious, furthermore, that, since the most Important point for a Peaceful Solution on the Ukranian Conflict notoriously is a possible Federalisation and/or DeCentralisation Reform, then, if anyone in Kiev might eventually Refuse to Negociate Directly with the South-Eastern Regions' Dissidents, then, at least, CoE's "Venice" Committee might include such a necessary pluralist Debate, between All Parties involved, perhaps through an adequate use of Consultation procedures during the preparation of its Report on the forthcoming Ukraine's Constitutional Reforms...
Meanwhile, last Friday afternoon, "EuroFora" was surprised to briefly meet CCEE's Secretary General, the young Mgr. Duarte da Cuhna, inside CoE's corridors, during an exceptionaly busy day, mainly around the Ukranian Tragic Conflict, shortly before the conclusion of its one Day-long session entirely dedicated into meeting and discussing with several key CoE's Top Officials, in a Room dedicated to Gasperi, where he guided us, before attending also his subsequent speech at a special "Mass for Europe", this Sunday morning, in Strasbourg's Cathedral.

Da Cuhna succeeded since 2008 to Aldo Giordano, an experienced long-time CCEE Secretary General, who has been sent then to Strasbourg as Vatican's Permanent Representative to the CoE, and was recently appointed (at the End of 2013) as ArchiBishop of Paraguay, in Latin America, new Pope Francis' initial continental workplace, by a coincidence there from where has recently arrived the new "Prime Minister" of the Vatican, in Rome. The new CCEE's  SG  was recently re-elected for 5 more Years (2013-2018).

In his Strasbourg Cathedral's speech, Today, Mgr. Da Cuhna, among others, mainly focused at a Timely call, for committed Christians throughout Europe to get actively and fully involved in the contemporary Social and Political Life, and, instead of getting out of this World, on the contrary, to strive to be present right in the middle of it and follow God's example : work for values which "embrace all the World". - "If" this becomes a full reality, then, Europe could become really able to accomplish several very great tasks, he concluded in substance.

Curiously, however, even if the CCEE  had just participated in the latest Christian Catholic - Orthofdox Ecumenical Forumm at Minsk,  welcomed by Belarussian President Lukashenko, on June 2 to 6, when fresh Appeals for Peace in Ukraine were jointly launched, together with CCEE's President, Cardinal Péter Erdő from Hungary, (an experienced, Key-personality also for the currently on-going BioEthical "Hot" issues about Natural Family, that Pope Francis has reportedly scheduled to conclude on 2015), nevertheless, many observers were rather astonished from the unexpected fact that Today, Da Cunha's speech in Strasbourg's Cathedral apparently didn't include any more mention or appeal to definitively Stop Destructive and Deadly Violence at Ukraine, at all...

A lack that was shortly met by Strasbourg's ArchiBishop Jean-Pierre Grallet, also an eminent Member of COMECE: the EU-related Bishops' Committee, who rushed to add also an obviously Topical call for "Unity and Peace" among all Christians in Europe, in his last opportunity to address that issue Timely, before the next Friday's 10 a.m. concluding Ceasefire Deadline...

    Another, different, but maybe not unrelated surprise, was to hear, afterwards, a visible mention of the Strange Fact that, at the same time that CCEE's Secretary General, Mgr. Da Cunha, confirmed in his earlier Speech, the PanEuropean Christian Organisation's declared ambition, to help Europe becom conscious of "its Christian roots", and not forget them, on the contrary, it was anounced that, paradoxicaly, "Turkey was a (full) Member" Today of that "European" Conference of Bishops, even if, (due to its notoriouysly Oppressive regime), the Ankara-controllled Turkish State of this Century notoriously didn't have, anymore, but ...Less than 1% (one per cent) of Christians left among its 99% "Muslim" population, (i.e. even Less than Lebanon, Syria, Egypt, or Iraq !)...

    EU Citizens' massive Votes during both the 2009 and the 2014 EU Parliament's Elections weren't enough in order to remind such crystal-clear Facts ?...

*Strasbourg/CoE/Angelo Marcopolo/- A probable 1st European Public Debate on the Ukranian Humanitarian and Geo-Political Crisis, since a Plan presented by President Poroshenko, (who will participate next week in Strasbourg to CoE's PanEuropean Parliamentary Assembly's Plenary Session, during which will be also elected the Secretary General of the Organisation for Human Rights, Democracy and Rule of Law for the period 2014-2019, shortly before Brussels' EU Summit is due to choose its Candidate for New EU Commission's President, and discuss with the Ukranian President the outcome of a short CeaseFire Time Deadline that he set for Friday, 10 a.m.), might, hopefully, help the "Peaceful Plan" for "a Settlement" of the Eastern Ukraine conflict, avoid any "Ultimatum" trap (Comp. Infra), and succesfuly evolve into a fully-fledged, Democratic Dialogue and Negotiation on the planned Constitutional Reforms, due to be examined by CoE's "Venice" Commission asap.

A "Peaceful" Plan of the President of Ukraine, on the Settlement of the situation in Eastern Regions" of the Country, (i.e. Donetsk and Luhansk), as are officially called the proposals unveiled by Poroshenko Friday Evening, after last-minute Consultations and Changes, except from a much needed, but brief Suspension of Kiev's Military Attacks against the Dissident Regions for a Week, (20 - 27 June 2014), contains, mainly, 3 other series of particular points :

- It asks from the Dissidents to unilateraly "Disarm" themselves, to leave all Local Public Administration Buildings, to Return all Power back to pre-existing Local Governments, to Restore Kiev's Central Radio-TV, to let establish a 10 km BufferZone cutting off their regions from the Ukranian - Russian Borders; (etc).

- In exchange, it promisses "Amnesty" for "those who didn't commit serious Crimes", and a "Corridor for the Escape of Russian and Ukrania Mercenaries", (as it calls them) ; followed by "Coordination.. with (undisclosed)Representatives of the Donbas" area on future "Candidates Governors" to be appointed at the Head of Regions by Kiev's National Authorities, as well as a "DeCentralisation of Power", "through the Election of Executive Committees, Protection of Russian Language", and (not determined yet, but relevant) Draft Amendments to the Constitution".

- Finally, this is due to be accompagnied by "Early Local and Parliamentary Elections", on the Political field, as well as by a "Program to create Jobs in the region", and the "Restoration of Industrial objects and Social Infrastructure", damaged by Kiev Military's attacks.

+ As a last-minute Change, that Pan added also a point promissing "Security Guarantees for all the Participants of Negotiations", but without explaining who might participate, and who not.

An uncertain indication was only given by the Presidential Spokeswoman Irina Herashenko, who spoke only about some meetings of Poroshenko's intention to "meet" with "Intellectuals and Journalists",  as well as to "expand .. Dialogue with (undetermined Representatives of Donetsk and Lugansk Regio,ns", (without mentioning at all the Leaders of the Dissidents who organized the pro-"Autonomy" Popular Referenda of May 11, 2014, and a Resistance to Kiev's Military Attacks since mid-April 2014).

Dissidents who might Refuse to Disarm themselves before the Friday 27 June, 10 a.m. Time Deadline, would be reportefly "Eliminated", according to some Press Reports, (which are not, however, published at the official website of President Poroshenko).

=> The 1st Public Reaction from the Federalists Dissident Regions, reportedly was self-declared Lugansk Republic's head, Valeri Bolotov's statement that "nobody will lay down his arms, as long as there is no full Withdrawal of the (Kiev's) Army from our territory", while at Donetsk, Militants, supported by Thousands of Civilian People, reportedly demonstrated by taking an "Oath" to never abandon unilateraly the defense of their Home regions.

However, shortly afterwards, all the Dissident Regions' Leadership clearly promissed to fully Respect the Ceasefire, at least until the Deadline set by Poroshenko (on June 27 : Comp. Supra), addi,ng also a promisse to Stop any Troops' Movements, during the ceasefire. But they accused Kiev's Military to Disrespect, in fact, the Ceasefire, by reportedly persisting to launch Mortar a.o. Attacks against at least 3 differend areas.

Most importantly, Dissidents reportedly denounced from the outset mainly the fact that "there is No Negociating Point" with them in Poroshenko's Plan, as it stands for the moment.

An immediate comment by the Russian Foreign Ministry, (after denouncing also a Kiev's Military Fire even at the Russian Borderline, which reportedly "Destroyed a Building" and wounded a Rusian Customs officer), strongly Critcized the fact that "Unfortunately, the initial analysis shows that this is Not a proposal for Peace or Negotiations, but rather an Ultimatum to militia groups in southeast Ukraine, to Lay Down their Arms".

Because, "so far, the Key component is Missing – that is the proposal to commence Negotiations", as it pointed out.

- Indeed, most provisions in Poroshenko's Plan "look like an Ultimatum", explicitly denounced the Russian Foreign Minister Lavrov :  - "The point is that, all those who Disagree with the present (Kiev's) authorities, and the way they came to power (back on February 21, 2014, just after the Deadly "Snipers" provoked Violent Clashes), have only several days, a Week, to Lay Down their Arms. Otherwise, Leave Ukraine, and, then, we may take a look to see whether you have committed grave crimes or not, and if not, then you May be Amnestied,” he reportedly observed.

- "The plan Lacks the Key thing - a proposal to start Dialogue. This is a drastic departure from the Geneva statement of April 17, which is still supported by all of our Western partners, the USA, the EU and the Ukrainian authorities or at least they say so". Lavrov reminded that “the Ukrainian authorities have subscribed to this (Geneva, April 17) Statement which makes it quite clear that, apart from stopping the violence and all forms of extremism, it is necessary to Start an Inclusive Dialogue, that should embrace All Regions and All Political Forces, in order to come to Agreement on the Constitution Reform”.

=> “It calls for ‘immediately’ starting the CONSTITUTIONAL REFORM THROUGH such DIALOGUE", he underlined. "Enough Time has passed since April 17, when it was adopted, for the new Ukrainian authorities to state concrete proposals on how such a Dialogue, (the commencement of which was demanded by the parties to the Geneva statement), can be organised. We haven’t seen anything like that happening yet,” Lavrov denunced.

+ However, Russian President Vladimir Putin's 1st official reaction, diplomatically was to express his "support" to "the decision by President of Ukraine Petro Poroshenko on Ceasefire in East Ukraine, as well as his intent to take a number of specific Measures to reach a Peaceful Settlement", but, "at the same time", he "noted that the proposed plan will Not be Viable or realistic; IF no practical steps are taken to commence Negotiation process"

Therefore, "the peace plan proposed by President Poroshenko should Not take the Form of an Ultimatum to militia groups. The Opportunity that opens up with the end of hostilities should be used to Start Constructive Negotiations and to reach a political Compromise between the parties to the conflict in southeast Ukraine.

The President of Russia calls on all parties to the conflict to cease hostilities and sit down at the negotiating table.

=> OSCE's Chairman-in-office, Swiss President Didier BurkHalter, reportedly found "an important Chance" towards a sustainable Desescalation of Tension in Ukraine, and expressed the "Hope that it would Open a Window of Opportunity for DIALOGUE", as the experienced also Foreign Minister stressed in conclusion, (obviously referring to the famous April 17, 2014, Geneva Agreement on Ukraine by EU-Russia-USA Foreign Ministers).

    Speaking on Saturday, June 21, German Chancellor Angie Merkel reportedly welcomed the Ceasefire, and stressed that ""the Suffering of the People in the SouthEastern Ukraine must come to an End"/

- For that purpose, Merkel "is convinced that it is now time to find a Political Solution", for which,  "the proposal submitted by the Ukrainian president's peace plan, forms a very good Basis".

CoE's Secretary General, Thornbjorn Jagland, welcomed "an Important Step towards Lasting Peace and stability in Ukraine", and expressed the "Hope" that "this will Enable the Necessary  Negociations to take place, as Soon as possible".
"What is Essential Now, is that all sides Refrain from Violence, and respect Human rights and the rule of Law", he urged for the moment.

++ Reacting at least to the initial Comments, Ukranian President Poroshenko, added, inter alia, that "Immediate (i.e. in less than a Week) fulfillment of the peaceful Plan will Open the Path to the political Dialogue", (but without explaining how this would be done in real practice).

=> In this regard, he "Invite(d)" not only the previous, "legally elected representatives of local government, civic organizations", etc., but also "Everyone else to this Dialogue", as he said for the 1st time.

 - In particular, "diametrically Different Views will not be a barrier to Participation in the Negotiations", he promissed, as a matter of principle. Therefore, "I am ready to Talk with those who have Erred, who Mistakenly stood in the position of Separatism", as he said on the most Crucial point, (as if he Opened ...Half of a Window of Opportunity for real Peace, since it obviously remains still to clarify whether all those Dissident People who don't think that they "erred", or that they made only "Mistakes", will be allowed to participate to Peace Talks, or not...
 
+ Apparently Excluding just those "who were involved in the acts of terrorism, murder or torture", as he said, (without explaining, however, if by "Terrorism" he meant all those Dissidents who were obliged to take arms just in order to Defend their Home Towns from Kiev's Destructive and Deadly Military Attacks, or, on the contrary, only those who might have abused of Violence in order to attack innocent Civilians at their workplace in an attempt to provoke Fear, Destructions, etc. in order to Submit them under their Power)...  

- "I guarantee Safety for All Participants of the Negotiations", i.e. "for Anyone who wants to speak the language of Arguments, instead of the language of Weapons", at last Poroshenko added, more Positively, apparently excluding only those who, from both sides, might eventualy insist to abuse of Violence, Army, and Mlitary Weapons, instead of Political Dialogue...

 - Naturally, for him, "the issue of territorial integrity of Ukraine is out of discussion!"; as well as "the issues of unity, territorial structure, language and GeoPolitical Orientation", as he added for the Ukranian State.

 - Instead, "the Way Out of this situation ...is in a Broad DeCentralization of Power", Poroshenko suggested, (i.e. apparently Excluding Federalism).

=> In particular, "I will convey Part of my Powers to Local Authorities and territorial Communities", while the long-awaited, crucial "respective Amendments to the Constitution can be adopted in a few Weeks", so that "We can count on final Adoption already in September", he promised, (almost reaching the Time Period qu' "EuroFora" had guessed recenty, (Comp. ...)

+ Afterwards, "Under the New Constitution, we will hold the Elections to Local (but "Not Regional".. ) Councils. The Councils will form ... executive committees and Elect their Heads. And (for the 1st time in Ukraine's History), it will be they, Not Appointees from Kyiv, who will Rule the Regions and manage local Budgets", which "will be substantially Increased", since "Part of Taxes will be redistributed for the benefit of communities, cities, districts and regions", he promissed, (i.e. practically eyeing to bring Ukraine's Local/Regional Authorities close to CoE's general Standards throughout Europe for ordinary Local/Regional Democracy, according to CLRAE's principles).

++ Moreover, in the particular case of Ukraine, "Decentralization provides for the extension of the rights of Regions in matters of Historical Memory, Cultural Traditions and Language policy", he promissed : Thus, "Local communities of Donbas will have a right to freely use Russian Language (only for Local use), along with the State Language (due to remain Ukranian for all National level uses, according to Poroshenko's initial offer). And "Communities will determine themselves to what Monuments they should lay Flowers. What they should Celebrate, and what Songs they should sing at the Holiday table. ...in which Churches to pray", he added, (obviously citting, except from ...Chrysanhemes, also some among the Symbolic but Important for the People, Cultural and Historic Identity issues).

 - On Economy, "Donbas" area will have "Help" from "Ukraine"'s State and "also the EU", because it "will Not be able to deal with its problems Alone", "in  conditions of Decentralization", he estimated.

=> Thus, "We (i.e. the National, Ukranian State) will Help to Restore the Infrastructure Destroyed", and "at the cost of the (National) State, we will Restore Housing Destroyed during Combat Actions (as he called Kiev's Military Attacks since alreadu long Before Poroshenko's Election : since April and May 2014, but notoriousy Intensified afterwards), we will Restore Workspaces", so that Donbas residents" (who were notoriously obliged to massively transfrom themselves into IDPs/Refugees since Kiev's Military Attacks) will have a place to Return, to live and to work", as he promissed.

 
But, naturally, "for the Investors in the Economy of Donbas", (as well as, more or less, all Ukraine, Nation-wide..), "It is clear that there will be no Investments, unless there will be Peace", the experienced former Businessman Poroshenko acknowledged.

+ Moreover, any really "Peaceful Plan canot be implemented without a Broad Support of Residents of Donetsk and Luhansk regions", he also admitted, (inevitably touching upon Political Compromise and Agreement matters).

 However, "I understand that not all People are ready to perceive or even hear the <<peaceful Plan>> under the roar of Cannon Fire", he acknowledged, indirectly but surely pointing at the necessary, but short Ceasefire of 1 week only.

Nevertheless, he prefered to "think that even those (Civilian People : mainly Women, unarmed Elders, etc) who had Sacrificed their bodies and souls to create Shields (f.ex. right in front of Kiev Military's Tanks, as many emotional Videos and Photos attest in several Villages of the Dissident areas) a few Months ago, have ..Changed their mind today", as he speculated.. And he called for "Pressure", "both from Kyiv and local residents" upon Dissident "Militants", while accusing only those that he called "Gangs of Mercenaries", or even mere .. "Terrorists", to be alone responsible for having "Paralyzed normal life and left people without means of living", (after many Months of notorious and systematic Kiev Military's Attacks, with many Tanks, Army AirPlanes, Helicopters, Mortars, etc, in addition to Water, Electricity, Transports, Mobile Phones, Medical Drugs, Banks and Social Revenues, even Hospitals' Destructions and/or Cuts,  by recent Military a.o. Bombings...., Comp., f.ex. : ...)

 - Otherwise, i.e. "to Solve the Problem by (Military) Force, is Not an Easy task, (as 3 Months of mostly vain Kiev's Military Attacks have largely shown, from April and May 2014, until now June 2014...) - Because "It means to sacrifice new and Numerous Casualties, consciously and forcedly. To pay much Bigger Human Price, than the losses we (Dissident Regions' Civilian Population of Donetsk and Luhansk, at Eastern Ukraine) have Unfortunately already Suffered today", Poroshenko admitted.

- Nevertheless, "I will not let Donbas (Eastern Ukraine's areas) transform into something similar to Transnistria", (a "self-declared Republic", mainly with Rusian-speaking population, legaly part of Moldova, both former parts of USSR, but now living de facto peacefuly side by side, however in Difficult conditions), he declared.
- "We (Kiev's rulers) still have a choice and a chance to Resolve the Problem Peacefully, or by Force..... We foresee Various Scenarios", among which, the "Peaceful Scenario is the Main. It is our Plan A"

"But", if it doesn' work, then,  "we (Kiev's Government) have a detailed plan B" also, Poroshenko Warned in conclusion, saying that he prefered "Peace" as "Better Option".

 - On Sunday, June 22, German Chancellor Angie MERKEL, speaking by Phone both with French President Francois Hollande and Russian President Vladimir Putin, reportedly "stressed the need for All Sides to respect the CEASEFIRE, and to SET IN MOTION a Political DIALOGUE PROCESS", officially anounced her Spokesman, Steffen Siebert from Berlin.

According to a parallel communiqué by Hollande, (who had previously spoken also with USA President Obama), ensure a full control over the Russo-Ukranian Border was also part of the talks.

Therefore, "It is important that this ceasefire Open the Way to a DIALOGUE between All of the Parties to the Combat, so as to find solutions that will be acceptable to all sides, in order to ensure that People in SouthEast Ukraine have no doubt that they are an integral part of the country, have the Same Rights as all other citizens, and know that these rights are Guaranteed, including by Ukraine’s Constitution. This requires a Substantial and Detailed Dialogue. This is the Key to Success", Putin concluded.
