*Strasbourg/EU Parliament/Angelo Marcopolo/- An exclusive "EuroFora"s Photo of efforts to inflate a Big Baloon at EU Parliament's garden in Strasbourg, resumes and pictures well enough EU Parliament's Oficials' belief that by boosting Young People's interest in Europe's Future, they could Help blow up the figures of Participation in the forthcoming EU Elections, at the End of May, despite gloomy predictions by Polls which warn of Risks for a Mass Abstention similar or worse than a negative trend which has started since 1999, when a highly controversial decision to give to the Turkish undemocratic and oppressive regime, (as a Record High Condemnations by ECHR for serious Violations of Human Rights attest), an unpopular "Candidate" status, which, despite various ups and downs, still persists to regularly fund Ankara's Authorities with a Lucrative EU Deal, even during the current Global Financial Crisis and Unemployment, while also enlarging "Visas"' scope to a Non-European Mass Immigration particularly Reticent to Cultural Integration, both aspects threatening to boost Far Rights' votes more than expected earlier.

Called "EYE2014", (for "European Youth Event in 2014"), this unprecedented collective event ambitions to bring together some 5.000 Young People from all over Europe, during 3 whole Days inside EU Parliament and elsewhere in the City of Strasbourg, by involving them in a Busy Program of various Parallel Activities with EU Commissioner in charge of Education and Youth, Androula Vasiliou from Cyprus, many European Experts, MEPs, Officials, Business CEOs, Civil Society Activists, etc., in a wide Spectrum going from a .. Cirque, "Jobs" or Web Tech. Talk-shops,  and Rock Music, up to Nobel Prize winner Professor Lehn, of Strasbourg's University, which attracted more than 120 Journalists, including German and ARTE TV Channels, and adds Debates on Europe's Values and/or Future.

But Young EU Citizens seem much more Motivated by serious and really Substantial Issues than some believe, as it was revealed, this Friday Evening, at the conclusion of a large contradictory Debate inside EU Parliament's Hemicycle, together with one among the Top Candidates for the New EU Commission's Presidency, "Greens"' Ska Keller, (who exceptionaly gave to her co-Leader, José Bové, a chance to participate at the same time in Rome in a Debate among the 4 Top Candidates leading the Biggest EU Parties in the May 2014 EU Elections), about what is probably the most Crucialy Needed : How to ReVitalize Europe and make it both more Popular and Efficient.

  Asked to Choose among various "Elements for a ReNewed EU" proposed by 3 Different Teams, finally, while kindly applauding also some other suggestions focusing more on Equality and Economic Growth's Sustainability Issues, or even, it seems, to a proposal to radically upset EU's Institutional framework by practically droping Representative Democracy in favor of Direct Democracy, believed to be more able in motivating EU Citizens and making them aware of what is really at stake, while also stimulating better their European Consciousness (etc), the Majority of the participants prefered to adopt a set of proposals made by a 3rd Team (with German, French, Belgian, and other Members) which focused on boosting "EU Identity", elevating Education at a European level, and on developing both Direct and Participatory Democracy by giving a chance to EU Citizens to be involved in MEPs' Decision-Making process, (close to "EuroFora" project's main Idea)...

By so doing, these Youngsters almost risked to miss a 1st Rock Concert, organized at Strasbourg's central "Kleber" square, where EU Parliament's Director General of Communications, Mrs Juarez Welcomed them in pure Spanish with a colorful .. "Buonas Noces Estrasburgo !", just before Disc Jockeys pass the flame to a much awaited Rock Group which had started to attract also various other People until Late Evening, at the same time that much more Spectacular Musical Events were prepared both inside and outside of EU Parliament's impressive Skyline Tower Building at the other side of the city, for a more Longer Saturday Night due to durate up to ... 3 o'clock a.m. in the (too) early "Morning" !

 

 

However, nobody -and even less an event symbolically named "EYE" (Comp. Supra) - could really Close  his Eyes to what was happening, this Same Day, at another side of the European Continent, where Tragic events, after Kiev, now at the Eastern Regions of Ukraine, reportedly arrived at the unprecedented spectacle of a Heavily Armed Military attacking Cities, with Big TANKS patrolling inside Civilian areas, where many Dissident People were Killed, including even Elders, and a Young Child aged only 12 was Shot down by Bullets at his Heart, just a few Days after an atrocious Massacre of more than 40 Civilian Dissidents Burnt alive or suffocated by the Flames lit by Fire-Bombs thrown by a Mob of Pro-Kiev Regime's Extremists, before the Police could act to protect the survivors from Brutal beating, as many eye Witnesses have started to denounce throughout various Media and the Internet...

 

 

 

 

 

Obviously, to be Honest, it would be Hypocritical for anyone really involved in European Issues, and wanting to actively Believe in Europe's huge Economic, Political and Moral potential, to pretend Ignore the fact that, at the Same Time, at another place in this same Continent, in an unquestionably European Country from the Geographic, Historic and Cultural point of view, as the usually Peaceful Ukraine of nowadays, a Political Coalition which wants to  legitimately Govern the Country, particularly after forthcoming National Elections scheduled the Same Day as EU Parliament's End of May Election here, had fallen to the Trap to feel obliged to Send .. TANKS against Dissident Regions and even inside Cities, with the Risk to Kill even unarmed Civilians, Old Men, Women, Children, as it seems that it has already started to regretfully happen these same Days or Hours !

 

 

 

 

 

 

 

How can real Europeans allow Tanks patrolling inside Cities instead of serious Political Dialogue, (as f.ex. OSCE's current Head, Swiss Foreign Minister Didier Burkhalter has just proposed, in an unpublished yet  Compromise Formula, particularly after previous Talks between German Chancellor Angie Merkel and Russian President Vladimir Putin, following also an earlier Agreement reached on April 17 at nearby Geneva, but not really applied yet by any side), and even Dissident People, including unarmed Civilians, as Elders and/or Women trying to Stop Tanks, Children under age, etc , being Killed during Military Attacks, just after another group of unarmed Dissidents was Burnt Alive by Pro-Government Extremists, as it notoriously happened earlier at Odessa (Comp. Supra) ?

Santer to "EuroFora" (earlier) : Ukraine developments may affect EU Elections

 - Experienced long-time Prime Minister of Luxembourg and former EU Commission's President, Jacques Santer, speaking earlier to "EuroFora" in Strasbourg, has already expressed, at another occasion, the view that "developments in Ukraine are due to Influence the forthcoming EU Parliament's Elections", hopefuly positively, as he expected before the last few Days' Tragic events, obviously expecting, then, that a Good Example might have been given to the World by a strongly Motivated, mainly Peaceful and Democratic Popular Movement struggling and succeeding to ensure that its Country, (in this case Ukraine), would really focus its attention on making all needed efforts to resolutely advance towards the Horizon of an EU Accession in the foreseable Future. But Now, that a Heavily Armed Military attacks Dissident Cities, while Tanks patrol through Family Homes (in a forgotten spectacle of the Past), and People are Killed, including even Elders, Women and Children these Days, during which Blood is seen spread at the Streets and Dissidents Burnt Alive by pro-Government Extremists who attack them with Fire Bombs and Brutal Beatings in total Impunity, nobody could say that the "European Dream" doesn't face a serious Risk to be also itself dangerously "Killed" by some really Anti-European shady Interests which might be Hidding behind such unexpected and unprecedented Atrocities, never seen in Modern Europe during the last 65 Years...

However, it's from EU's core that had recently come the French and German Foreign Ministers, the experienced Socialist Politicians Fabius (even former Prime Minister) and Steinmeyer (also former Candidate for the Top Job of Chancelor), together with neighbouring Poland's FM Sikorski, who had Negotiated, with the participation of all former Opposition Leaders during the popular "Maidan" street demonstrations, clashes and occupations of Kiev's central squares and buildings, as well as the then President of Ukraine, Yanukovich, previously Elected but contested, resulting in a Written and Signed Compromise Agreement for serious Reforms in a United Ukraine, back on February this Year, which was  notoriously Destroyed, when a sudden, unexpected Deadly Violence erupted and spiraled dramatically high at Kiev mainly after unidentified Snipers started to shoot and kill curiously both Policemen and Demonstrators, even from the same directions, as many Witnesses and Politicians have already denounced, throwing EU's Peace-Making efforts underfoot in a Shocking way, (particularly when this comes even shortly after an unforgettable .. "Fuck the EU" statement by a Third Country's Officer, which was never denied)...

On the contrary, during former US President G.W. Bush's 2nd Mandate, back on August 2008, nothing hadn't even attempted to Hinder, in any way, the succesful Peace Initiative of former French President Nicolas Sarkozy, acting then as EU Council's rotating Chairman, to visit both Russian and Georgian leaders, in the middle of a Military War which risked to Divide again Europe, provoking Deadly Destructions, instead of Peaceful Development, and ensure, instead, a Peace Deal.

Will, at least, neighbouring Switzerland's current Top Diplomatic efforts to urgently broker a Peace Agreement (comp. supra) be hopefuly succesful ? Pending this, and other crucial relevant Questions raised by the current Tragic Events, at least one thing is sure :

- "EYE" cannot seriously Close its Eyes on what is really happening around us these Same Days/Hours, and even less those EU Citizens who are due to Vote (or not) in a few Weeks' time at the forthcoming EU Parliament's Elections...

=> In these conditions, it's obvious that something should be done, in order for experienced Santer's expectations (Comp. Supra) to be hopefully fulfilled in a Positive (and not Negative) way, before the Time comes for EU Citizens (including particularly Young People) to cast their Votes at the Ballot. Otherwise, the Damage that some Risk to provoke against the "European Dream",  (instead of a notoriously needed ReVitalisation), could be Lethal for it ...

*Strasbourg/CoE/Angelo Marcopolo/- An impressive overview of almost all current World-wide High-Tech trends which may have also Vital BioEthical stakes for People's lives and for the whole Society, is currently going on at the CoE, with expected Debate and probably crucial Decision Time due  to start ticking  before the end of this year (2014) or at the beginning of 2015, the President of its PanEuropean Committee on BioEthics, Dr. Anne Forus from Norway, told "EuroFora", just after concluding another delicate issue's Conference in Strasbourg which launched a CoE's practice-oriented, advisory "Guide" regarding controversial and often dramatic dillemas about "Medical Treatment in End-of-Life situations", which needs now to start being Debated in Public, before eventually considering, later on, perhaps to draft a Legal text, or not, as many participants told us, (See Infra. NDLR : Due to the obviously sensitive character of this special issue, and given also the fact that "EuroFora" was practically hindered to be fully present at that COE's meeting on Time, this will be dealt with only briefly here, reserving for later-on a necessary thorough and serious examination in deep).

 + After agreeing with "EuroFora" that "BioEthics become more and more Important", almost "everywhere" in the World Today, the competent CoE's Steering Committee on BioEthics' President, replying to a Question raised by "EuroFora" about "what is the most Burinng Issue currently on the pipe-line", chose to point at the fact that "We (CoE) have just done a Study on Emerging Bio-Technologies" :

+ "And now, there is a 2nd Study going-on, in order to Identify Ethical Issues raised by the debates on such Emerging Bio-Technologies, in order to have it Analyzed in the Context of  CoE's work on BioEthics, so that "It has to be about Principles", as she stressed.

- "That work will be Finished at the End of this Year" (2014), Dr. Forus estimated.

 - In more concrete terms, "it's actually about 4 Areas : Emerging Nano-Technologies, Information Technologies,  Bio-Medical Technology, and Neuro, or rather", more widely speaking "Cognitive Science", (which include also Human Brain, but also Perception, etc), she explained.

 - In fact, "it's not only about what is happening in those Techno-Fields, but also more about what is happening when they are Merging Together", more and more frequently and deeply, Dr. Forus went on to observe, in particular.

-"Because there are some Lines which are Crossing more and more" through eachone among these areas, f. ex.. between "Information and Bio-Technologies... ", as well as "with Neuro-Sciences, etc", so that "there is a lot of issues",  etc., she added as key areas' examples.

A partly similar overview attempt had reportedly been drafted earlier also by UNESCO, UNO's body for Science and Culture, from its nearby Paris' Headquarters, as competent Top UNESCO Officials had told "EuroFora", (Comp. f. ex. : ...). But Strasbourg-based PanEuropean CoE is the only International Organisation in the World to have a crystal-clear mandate for Human Rights, Democracy and Rule of Law values.

+  Indeed, after Identifying such New, Emerging Bio-Technologies' Developments, "now we (CoE) have to dive into the Ethics in all this", significantly added Dr. Forus.

- "And that is, I think, very Important", the President of COE's Steering Committee on BioEthics stressed.

  -In fact,  "this work has just Started", since, "the Technical Developments' Study has recently been done" (Comp. Supra), thanks also to a "Study done by a Norwegian Science and Technology Institute", Now we (CoE) must advance at a second stage.

 - In particular, "We (CoE) hope to have at least a Draft of that 2nd Study on November" 2014, and, in order to start Debating the Issues, "we could perhaps hold a (PanEuropean/International) Conference on that", probably "at the Beginning of Next Year", 2015, she specified.

=> - "After all those Studies have been done, and the (above mentioned) Conference" started to Debate the main Issues, "then, it will be up to (CoE's Member) States to Decide if we (COE's Experts Steering Committee on Bio-Ethics) should take any kind of Action on that", its Chairwoman highlighted, as far as the foreseable Horizon is concerned.

 - Since "there have been already some Technical Reports made before we started to do this fresh work,  when we shall also  have both these 2  new and wider Studies completed, as well as that possibly forthcoming Conference done", then, a serious and enlightened "Discussion would, I think, Guide us (CoE) in the Right Direction", she concluded.

=>  - However, "I thing that it's Too Early to say", already at the present Stage, what might be, or not, at the End of this process, the Head of CoE's competent Committee of Experts replied to a relevant "EuroFora"s question.

 - Simply "because we (CoE) have, at First, to Identify what Kind of Ethical Issues are at Stake" , in all that, and, when we (CoE) shall Know Better what is really at Stake, then we culd" be at a position to "Decide if and where we (CoE) should Take Action", she Highlighted carefuly.

- "It (i.e. the relevant Action to take) might (simply) be an Information Document", at least at the Beginning, but, for the rest, (f.ex. various special Draft Protocols to CoE's "Oviedo" Treaty on Bio-Medicine and Human Rights, or one Comprehensive Text, etc).

- Concerning that later Stage, "I think that it's too early to say, actually, because we don't yet know the Outcome of that 2nd Study (Comp. Supra), nor do we Know the Discussions that will be held, after that, inside the (CoE's BioEthical) Comittee, etc", Dr; Forus pointed out.

- So, "I think that we (CoE) have to have that Basis, Before we can Decide what Action we should take ", after having a Crystal-clear view on what really is the Situaton about all that, the Head of CoE's BioEthical Experts' Committee insisted, keeping a Flexible and Open stance for the Future.

Dr. Forus, who is a Norwegian Biologist focusing mainly on Cancer issues, agreed with "EuroFora" on the fact that even the World-Famous ... Science Fiction Writer, Jules Verne, who is notorious about his Love and Passion for radically New and ambitious  Scientific and Technological breakthroughs, at the same time, he was also very much interested and concerned, equaly about several Ethical Issues concerning Science, be it from Social and/or Political point of views, etc., as, f.ex., some well known Stories about the "Millions of Begum",  and/or the Mythic figure of "Captain Nemo" in several other Stories ("Under the Sea", "Mysterious Island"), etc., abundantly illustrate...
In this sense, it's naturally good that Scientists can be personally also at the Center of BioEthical and other Issues' debates, so that they can contribute to develop a really Ethical Science for the General Interest of the Society and Humankind, she agreed in substance with "EuroFora", in conclusion.

+ Public Debates due to Start on CoE Experts' consultative "Guide" on the sensitive issue of "Decision-making" on "Medical Treatment in End-of-Life situations" :

Dr. Forus spoke to "EuroFora" after a full-Day long PanEuroepan Conference, held earlier in Strasbourg at the "Agora" New Building of the CoE, which hosts also its Human Rights' services and is located right in front of the ECHR, (but also with a suberb View towards the Tower of EU Parliament, which often votes on Funding RST according to various, including BioEthical, Criteria, and/or on Starndard-setting Directives and other possibly relevant legal rules.

The main point of that Conference was to launch a consultative Text of CoE's Experts which might serve as a kind of "Guide" in the very Sensitive issues of "End-of-Life Situations", as far as it concerns the "Decision-making process on Medical Treatment"s Ethical Standards, (Comp. Supra).

- Experienced CoE Experts on BioEthics indicated to "EuroFora" the fact that the  most Controversial issue in similar cases, that of "Euthanasia" (alias "assisted Suicide"), was "Excluded" from the scope of that precise Text, as well as other particularly Thorny issues, while, on the contrary, it became obvious that various Controversial appreciations about the role that "Families" should, or not, be able to play as regards the Help often needed by Patients in "End-of-Life situations", (something that French professor Sicard, former Head of the Country's National BioEthical Committee since the former Government of Socialist Prime Minister Jospin, back from 1999, preferred to rather dissuade, while others, obviously, might have Different views on that Crucial practical and mainly Human issue).

+ For various such reasons, Austrian CoE's Presidency's representative, and Key-note Speaker  at Today's specialised BioEthical Conference, experienced Professor of Moral Theology, Günther Virt, from the Vienna University, stressed to "EuroFora" that in his view, thera are at least "5 Points" still, which should be "Clarified" before CoE decides to eventually prepare a Legal Text, or not, perhaps inspired, more or less, from that Draft Experts' practical "Guide" in such a sensitive matter.

 - In the meantime, as things stand now, this "Consultative" CoE Experts' "Guide", "can be Useful as a Ground for Discussions", the competent President of COE's PanEuropean Steering Committee on BioEthics, Dr. Anne Forus told "EuroFora", (after having also stressed the Need for "Public Debates" also at her Official Conclusion of Today's Conference).

=> This point of view was endorsed particularly by CoE Parliamentary Assembly's Committee for Social, Health and Natural Environment issues, mainstream ChristianDemocrat/EPP MEP from Moldova, Valeriu Ghiletchi, who revealed to "EuroFora" his intention to prepare a relevant Public Debate on the exact Content of this "Guide", after a careful examination by MEPs in the foreseable Future.

    *Strasbourg/"Lieu d'Europe" (European House)/Angelo Marcopolo/- According to the CEO of the Oldest Global Organisation for Peace, the prestigious Geneva-based "International Peace Bureau" (IPB), founded  as early as since back on 1891, gathering more than 10 Nobel Peace Prizes during its 123 Years of existence, its experienced Secretary General Colin Archer, the Tragic Ukranian Conflict which reached a Dangerous stage for all Europe after Yesterday's Deadly Attacks by Army Tanks and para-military pro-Government Extremists against South-East Areas' Dissident People defending their Cities with makeshift arms and/or Mass Demonstrations, from  Slavoniask up to Odessa, etc., spontaneously suggested an Urgent collective Initiative for Peace, which could be found in a Compromise for a Federal solution :

    A suggested Idea might be for an OSCE/CoE and/or International Independent Initiative to be soon organized, for this purpose, in Strasbourg, Urgently, given the currently Fast-Growing Risks of Escalation, as he told Today "EuroFora", (See Infra).

    Significantly, Archer was speaking in Strasbourg, after the inauguration of the Symbolic "European House" ("Lieu d'Europe") premisses, a renovated Historical Building (initially designed by the 1st Director of Strasbourg's Newspaper "Alsace's latest News":  DNA, more than a Century ago, German Kayserguth) with a large Garden, located at a Crossroads between the PanEuropean CoE and EU Parliament, just in front of the European Court of Human Rights, during which, both the new French Minister for EU Affairs and former MEP, Harlem Desir, and the Mayor of Strasbourg, Senator Roland Ries, as well as Alsace Region's President, former Minister, Philippe Richert, and Lower Rhine Departent's Head, Dominique Kennel (that rumours project as possible new Head of more ambitious Franco-German "Euro-District" due to be forged by developing Strasbourg's links with nearby Kehl and other neigbouring Cities at the German side of the River Rhine, united by the "Europa Bridge"), where all keynote participants strongly stressed the Historic but also Contemporary Importance of a European edification, which proved, until now, able to guarantee Peace, based on certain key Concrete Realisations and declared respect for elementary Democracy/Human Rights' values, that the current Dramatic Clashes at Neighbouring Countries as Ukraine clearly underline Today a contrario, as they said.

    But, in fact, both the recent Conflict at Ukraine's Capital Kiev itself, particularly during the Deadly Clashes triggered by some still unidentified "Snipers", which toppled an EU-brokered Compromise Agreement between former President Yanukovich and the then Opposition Leaders, resulting to a unilateral Power-shift not recognized by neighbouring Russia nor by most of Ukranian South-Eastern Region's Russian-speaking Population, as well as the present and still evolving Clashes, after a recent spread of multifacet Dissidence throughout many South-Eastern areas of the Country, and mainly since yesterday's controversial and Deadly Military Attacks involving even numerous Tanks, Army Helicopters and other Heavy Weapons, or para-military pro-Government Extremists, including by provoking atrocious mass-Killings of Dissident People by brutaly chassing them inside a Public Building at Odessa which was set on Fire, until more than 40 Persons died by suffocation or were burned alive, obliged to jumb from the windows, etc., inevitably raise Now Challenging Questions about Europe's ability to really Safeguard Peace from obvious Threats of a much wider destabilisation, Tension and Confrontation, just at the eve of the forthcoming EU Elections of May 22-25, for which, (as many Speakers regretted),  Polls predict not only the persistence of a large Abstention since 1999, but even a possible landslide for various Political Movements, more or less strongly Critical of the current European policies and structures, spreading allover both the Far Left and (particularly) the Far Right side of the Political spectrum, while also emerging, sometimes, even amog certain mainstream politicians, in various ways, for the 1st time in EU's History, and while PanEuropean CoE will celebrate its 65th Anniversary Next Week both in Strasbourg and at an apparently Crucial Foreign Ministerial session in Vienna, on May 6.

In particular, Questioned by "EuroFora", about the Interational Peace Bureau's views after Yesterday's Tragic  Incidents at South/Eastern Ukraine, which obviously risk to make things "Harder for Europe and the World", as we noted, Archer agreed, as far as the Seriousness of the current Situation and ithe Risks it provokes against Peace, are concerned : - Indeed, " ... The bets (prospects) are Terrible, for Civil War. It looks as if it's going to worsen... ", he acknowledged.

  =>  - "The Answer has to be some form of Federalism", IPB's Head stressed from the outset.

I.e. In order "to allow Local Communities to have their own Autonomy", while also "retaining the National Framework", Archer explained.

    - Otherwise, "if you start to break the Country up, then, really, it's a recipy for Disaster", he warned

     - "And with NATO making very Aggressive Moves "(f.ex. USA WarShips send to the Black Sea, Military Airplanes/Helicopters and Soldiers sent to Baltic Countries, High-profile Political Visits of some Key Western Countries at Russia's borders in Georgia, etc), "and the Russians making Agressive Moves, both Sides making Aggressive Noises, the level of Rhetoric is far Too High", while, on the Contrary, "we don't hear enough of the Peace message", he criticized.

    =>  - "That's why we (IPB) want the Peace Question to be articulate" better, Archer pointed out.

     - In this regard, "We have to Find a Common Ground between the East and the West".  

    - And, for that purpose, (TransAtlantic) "OSCE and the (PanEuropean) CoE are about the Best that we have", as things stand Today, he observed. - "But they are Not Strong enough", IPB's Head regretted.

     - Meanwhile, "the Question of Economic Sanctions is something which is got to be Discussed by everyone, so that it doesn't affect the ordinary People". Even if, "in a way, I prefer Sanctions to War".

    >>> "But, it ought to be Possible to have a Solution put forward", IPB's SG prefered.

     - This could be done, "may be by a Consortium of International bodies, including Academics, Religious bodies and the whole variety, they could get Together", he suggested.

     - "If we (IPB) had more Capacity, we could try to Organize it, but we are a tiny Bureau and don't have (sufficient) Resources" in order to do that alone, unless, "may be, some Moral Power, perhaps", in such matters (as Peace-building), he agreed with "EuroFora".

    => - Therefore, "I am Thinking ....if there might be an Initiative, which might be put Together : May be a Meeting in Strasbourg, perhaps Hosted by OSCE, but with Other Players" which would really have some Clout, it would be a Good Idea", IPB's Head suggested in practice, speaking less than a Year after the present,  OSCE's Chairman for the whole Year 2014, Swiss Foreign Minister Didier Burkhalter (Liberal), had visited Strasbourg's PanEuropean CoE Assembly, already replying to an "EuroFora"s Question precisely on his forthcoming then 2014 OSCE Presidency's main Aims. , (See : http://www.eurofora.net/newsflashes/news/swissoscepresidency.html ).

    + Meanwhile, the ECHR, (using Art. 39 of its Rules of procedure, for the 1st time at an Inter-State affaire, concerning Ukraine and Russia), has notoriously launched an Appeal to "Both Sides" involved at the Conflict to prevent serious Violations of People's Human Rights to Life, personal Liberty, Free Speech, prohibition of Torture and Inhuman/Degrading Treatment, etc., "EuroFora" reminded to Archer, on this occasion, who immediately reacted positively in this regard :

     - "Absolutely, absolutely, yeah !", he enthousiastically agreed, speaking at a  location with an Important Symbolism : Right in front of ECHR, (where IPB's landmark Exhibition about "Making Peace", realised by Ashley Woods to celebrate a Century of Nobel Peace award to IPB itself, and opened earlier at its Geneva Headquarters, was Inaugurated, just earlier this Morning, at the entrance of the "Lieu d'Europe" (European House)'s Garden, with the participation of new French Minister for EU Affairs, Harlem Desir, the former long-time ECHR President, and currently President of the International Foundation for Human Rights "René Cassin", Professor Jean-Paul Costa, (etc).                            

    - This (elementary Human Rights' respect) really looks now Urgently Necessary not only for the credibility of the PanEUropean Human Rights' Protection Mechanism, but aso "In order for the People not to be Marked Negatively". Since, "Otherwise, it might Push them and/or others in some Bad Reactions", "EuroFora" warned, on the occasion of another Question about Ukraine to IPB's Head.

     - "There is always a Temptation, and the Temptation to Intervene, on Both Sides is Strong : Each one wants to protect its "Protégés.. So, a lot of Mistakes have been made in the Last Months, even Years before", IPB's CEO denounced. I.e., apparently, at leas since the unidentified yet Deadly "Snipers" Fire against both Maidan Demonstrators and Policemen, which notoriously triggered Violent Clashes toppling an EU sponsored Compromise Agreement reached between former Ukranian President Yanukovich and the then Opposition Leaders, followed, later-on, by a comparatively Peaceful ReUnification of Crrimea with Russia after a controversial but clear Popular Referendum, and the by Popular Uprisings and Demonstrations in various other South-Eastern Ukraine regions. To which the current Kiev regime reacted by 3 successive Waves of Deadly Attacks against South-Eastern dissident Cities : On Easters Night (3 Killed), a few Days later (+ 5 Killed), and particularly since May 2, using the Army and a lot of Tanks, Airplanes, Military Helicopters, Heavy Weapons, etc., at the Same time that para-military pro-Government Extremists provoking and brutaly aggressing Dissident Demonstrators at Odessa, including by obliging them to flee in a Building that they set on Fire, resulting in more than 60 Killed and about 300 Wounded, in a fast-rising series of Tragic Human Casualties...

    But,  meanwhile, ECHR also found another opportunity to indirectly remind its recent case-law, (on he occasion of a previous Clash f.ex. between Lithuanian Police and Farmers demonstrating against a fixed Price of Milk), that any CoE Member State's action by its Security Forces in order to Lift Road Blockades, etc., set up by Demonstrators, have to Respect a Principle of Proportionality between the Measures used in practice according to the degree of their Necessity in order to attaign their Legal Aim. Otherwise, the PanEuropean Strasbourg's Court would Condemn any State which might take Excessive Measures against opposed Demonstrators' Human Rights, if they went Beyond what is strictly Necessary for that purpose.

    + The recently brokered EU/USA/Ukraine/Russia Foreign Ministerial Geneva Agreement of April 17, asked mainly for "a broad National Dialogue, with outreach to all ... Regions and Political constituencies", for  an "Inclusive, transparent, and Accountable" "Constitutional process", allowing the "Consideration of Public Comments and ... Amendmens", in exchange of Disarminng "All Armed Groups", (i.e. from pro-Government f.ex. "Right Sector" Extremists up to Eastern Ukranian Cities' revolted Population who have notoriously seized many Public Buildings, decided to defend their own areas, asking for Popular Referenda and Negotiations with Kiev on Political Reforms, etc), and lifting all road blockades throughout the whole Country, (i.e. from Kiev's Maidan square up to Slaviansk, etc), while, at the same time, "All sides (i.e. including the Army of those who seized Power at Kiev after the February 2014 Deadly incidents : Comp. Supra) must Refrain from any Violence", as well as from "Intimidation or Provocative Actions"/ Meanwhile "Amnesty will be granted to Protesters", except from "those found guilty of Capital Crimes", but "All expressions of Extremism" are ""strongly condemned" and" rejected", according to Last Month's Compromise Text, which remained until now Unimplemented.

    The April 2017 Geneva Agreement also points at "OSCE"'s "Special Monitoring Mission"for Ukraine, assigning to it "a Leading Role" concerning the "Implementation of these De-Escalation Measures" by "the Ukranian Authorities and Local Communities" (which Complained for their Non-Participation to the QuadriPartite Geneva Meeting until now), with the "Support" of "the US, EU and Russia".

     - But now, as far as an obviously much needed New Peace Iitiative is concerned, IPB's Secretary General, concluded by carefuly observing to "EuroFora" that, "well, I'll have to think about it, really, because we put a lot of Hopes to the OSCE, but (even some among) its Monitors were captured", he regretted, ...after suddenly Learning, by "EuroFora" Today Morning's latest News about the Liberation of the 11 EU Countries' Military Experts used a parallel OSCE Mission in Ukraine, as it was anounced earlier at the embattled Slaviansk village, surrounded by Kiev's Army attacking pro-Federation Dissidents with Tanks and Heavy Weapons, which had reportedly provoked a Delay of a Liberation scheduled for earlier, but nevertheless, finaly achieved. Slavoniask's pro-Federation Dissidents had initialy wished to Exchange these Foreign Military Experts reportedly invited by the regime in power at Kiev, with some among their Political Friends currently Arrested and still held in Jail by Kiev's Authorities, but later agreed with Lukin to unilateraly set Free now the 7 Officers who had apparently surprized local People by strolling around the embattled Village's Defensive road-blocks in Civilian Clothes and without any Official Warning to the Local Population's Leadership, as it seems at an invitation of Kiev's current "Revolutionary" regime, "for whose Legitimacy we can have Doubts, for good reasons", as denounced later-on the vice-President of Germany's Christian-Social (CSU) Party, (a Key part of Chancelor Merkel's Governmental Coalition), MP Peter Gauweiler, who criticized Today the way that 4 Bundeswer's soldiers had been sent "in an area of Conflicts", "out of OSCE's explicitly Civil Mission", as he said, (even if new German Defense Minister Von der Leyen , later explained their special Task as having been to "find out how was the Military potential in Ukraine").

     - "Oh, I didn't Know", acknowledged a Surprised Archer, who had been all this Morning busy with no less than ... three (3) successive Inaugurations of various European/International projects in Strasbourg, from the CoE, the IPB's Photo Exhibition, etc, up to the "Lieu d'Europe" renovated Building's official opening, together with the new French Minister for EU Affairs, Harlem Desir, and other Officials, (comp.     =>  - " That's a Wonderful Positive SIgn !", International Peace Bureau's Head spontaneously reacted, when he learned about the Succesful intermediation, for the Liberation of OSCE's Experts, by Russian President Putin's Envoy to South-Eastern Ukraine, Vladimir Lukin : An Experienced former Head of Russia's Parliamentary Delegation to CoE's PanEuropean Assembly, as well as to EU Parliament's Joint Inter-Parlamentary Committee in the Past, before getting his current role as Russia's Ombudsman (i.e. People's Defensor) for Human Rights, who is well known to Strasbourg and elsewhere in the EU, (Comp., Lukin's Statements to "EuroFora"'s co-Founder, at various occasions and moments in the Past, f.ex. at the CoE or EU Parliament in Strasbourg, after a Conference in Paris : http://www.eurofora.net/newsflashes/news/orlov.html, etc), who was recently anounced also recently at an annual International Conference organized in the French National Assembly on April 24 by the Institute of International and Strategic Relations (IRIS), together with "MEDEF International"'s vice-President Thibaut de Silguy, an experienced former EU Commissioner with whom "EuroFora" had cooperated at EU Parliament since the 1990ies, and the participation of various Political and Civil Society personalities, (Top MEPs, MPs, CEO's of big Economic Organisations, Ambassadors, Heads of strategic Think Tanks, key Journalists, etc., including "EuroFora"' who shad been Invited and registered, but hindered at the last minute to attend, mainly because of various practical reasons here in Strasbourg), exceptionaly extending  this year (2014) also on "Ukraine in EU- Russia's Common Neighbourhood".

Signigficantly, the OSCE military observers "were handed by Lukin to CoE's Secretary General", Thornbjorn Jagland, from Norway, "this Morning ... at a checkpoint on the boundary" of the City of Slovyansk, "Mr Jagland and Mr Lukin had agreed to travel together ...in a joint Human Rights Mission to release the international military observers", said an official COE's Statement released Today in Strasbourg.

However, according to mainstream German a.o. Press Reports, the Kiev regime's Military Attack with Tanks, Army Helicopters and Heavy Weapons, against Slovyansk and other Dissident cities defended by the local population with makeshift arms, continued later Today and even intensified, as it results also from the fact that more than 15 Dissidents ("11 Civilians and 5 armed defensors") are reported to have been Killed only around Slovyansk until this evening, while even "Electricity, water and Gas-supply have been Cut off in the village of Andreevka (earlier attacked by Kiev's Military Tanks and by pro-Kiev regime Extremists), located in the vicinity of Slavyansk", according to its Mayor...
