G7 Environment Chair French Minister Rugy +US EPA Chief Wheeler to EF: Climate row+Nature Protection

*Metz/G7 Environment Ministerial Summit/Angelo Marcopolo/- Just a few Days after an Exceptional US House Resolution, backed only by the Democratic Party (Left) on Climate Change and Global Warming, while preparations for the Crucial 2020 US Presidential Elections unfold at Wash. DC., overseas, in an UnPrecedentently Snowy and/or Freezing France of May 2019, at Metz's "G7" Environment Ministerial Summit, its Chairman-in-office, French Minister de Rugy, Questioned by "Eurofora" during a Press-point, Replied, in substance, that, even if the Controversy on Climate perdues, with Most Countries sticking at the Global Warming theory, nevertheless, it's also true that on various Other Areas concerning Environment, Inernational Cooperation with USA develops positively, and, in several cases, it may even contribute to Help Deal also with key parts of Climate Issues, (See Infra).

"Eurofora" asked De Rugy whether he would finaly succeed to save the G7 process from becoming Hostage to Internal US Political Disputes, independently of a Legitimate Debate on Climate Change, and if the French "G7" Presidency would seek also Other Ways for USA Cooperation on Natural Environment Worldwide.
Francois De Rugy replied that USA s wish to withdraw from the Paris Agreement had Not yet provoked a Breach among the supporters of the latest. In order to Strengthen it, inter ala, he had invited several key Countries, in addition to the "G7" Members, including those who will Host the Next UNO's COP. (Meanwhle, USA's critical posiution might be added in a special addition, separate from the general conclusions, he highlighted).
But it's also true that there were several Other Interesting Areas for International Cooperation with the USA on Natural Environment Cooperation, which include even ways to Help Tackle Climate Issues.
F.ex. on Oceans, (where there are developments), on BioDiversity (that France wants Based on Scientific Evidence), etc., including even on interesting concrete Projects to Safeguard Coral Reefs, where both France and USA participate, currently Monitored by Australia, Indonesia and Monaco, presented at Metz's "G7" Ministerial Summit.
USA Representative, EPA's Director Andrew Wheeler, speaking briefly Later ToNight to "Eurofora", did Not Confirm yet the addition of a separate US Declaration on the Climate Controversy. Also, he did Not Deny the Cooperation prospects on Oceans, including Coral Reefs, BioDiversity, ReForestation, etc, but found that the Time was Not yet Ripe to Speak about them at this Moment : "Not Now", he prefered to simply say, with a smile, without denying those potentially spositive points.
Significantly, Wheeler, together with De Rugy and other Environment Ministers, ostensibly participated, later this Evening, in a Symbolic Collective Event about ReForestation, in a Project supported by Young Kids, presented at Met's superb "Arsenal" Building, with awesome Neo-Classic Orchestra Music, where "Eurofora" and other Journalists had been invited, while Negotiations for the Draft Conclusions of the "G7" Environment Summit were still going on, on the sidelines.
A Surprsing Paradox these Days, was, however, the pittoresque Fact that these "G7" "hot" Discussions on persisting Climate controversies about "Global Warming" were going on, unexpectedly, right in the Midde of an UnPrecedented ... "Cooling" Symptom in Metz and most France, with an Exceptionally Cold Weather, Gizzle, even Snow and Historic Records-Breaking Icy Temperatures in several Locations accross the Country, (including even in De Rugis' base at Brittany Region, with a - 2 degrees Temperature, never seen before for at least a Century !)
Mutatis-mutandis, a Similarly Exceptional Phenomenon, "Eurofora" had witnessed also back on UNO's Climate Summit in Copenhaguen, Denmark, on 2009 (ie. a Decade ago) : UnPrecedented Heavy Snowfall and Icy Cold Weather had Blocked, then, both Danish and French Airports, (including even Strasbourg's : sHindering Airplanes to Fly, and Obliging to Stay in Other Cities for 2 or 3 More Days !... Meanwhile, even the World-Famous, sympathetic and Symbolic, "Mermaid" Statute at Copenhaguen's SeaPort, had been ...peppered and Covered by Snow (comp."Eurofora"s original Photo, published then, at: http://www.eurofora.net/newsflashes/news/snowstorms.html, http://www.eurofora.net/newsflashes/news/copenhageneurope.html, etc)...
It's also true that several people have often Speculated about the eventual existence of some High-Tech Inventions, allegedly able to Artificially ...Change the Weather, (spectacularly Pictured, f.ex. at British famous Actor Seen Connery's "Weather Maker" Film). The Chinese spoke about such things as Early as since the Vietnam War, and UNO has already Adopted, at nearby Geneva, an International Convention against Hostile "Modifications of the (Natural) Environment", "EN-MOD", since 1976-1978.
So that, IF, perhaps, someone might, eventually, be somehow "playing piano", nowadays too, with such a kind of, let's say : "Artificial Weather Modification Machine, here or there, one thing matters most in real practice :
- Please, DO more of such kind of "Cooling" also During this Summer's Heatwaves, all the way up to the forthcoming August 2019 "G7" Summit at Biarritz, France : Otherwise, here, it's really, Too Hot !...

UK Prime Minister, Gordon Brownn's promise to French President Sarkozy that Great Britain will proceed to Lisbon Treaty's ratification was certainly fuelled further by MEPs' warning, meanwhile in Strasbourg, that all Enlargement stops until EU can have efficient Institutions for more than 27 member Countries.
EU Parliament's President, German MEP Hans Gert Poettering, formally announced this position, after consulting all Political Groups' Chairmen, Monday in Strasbourg, and most MEPs made the point crystal clear during Plenary Debates on Wednesday.
Thus, from Thursday, UK's House of Commons, at Westminster, gave its "Green Light" to Lisbon Treaty's ratification, which was completed later-on, after ovecoming some last minute attempts to block the process.
- In only 3 other Member Countries we feel some "hesitations" : Poland, Czech Republic and Cyprus", said, meanwhile, EU Chairman-in-office, Slovenian Foreign Minister, Dr. Dimitri Ruppel, speaking to EU Parliament's Foreign Affairs Committee in Strasbourg, However, "I didn't hear any explicit refusal", he carefully added.
Rupel's fears were later bellied in Cyprus' case, where a wide majority of political parties confirmed their support to the EU Treaty, but fears were confirmed in Poland's case, while Czechs said they waited for their Constitutional Court to pronounce itself.
