CoE Venice Committee Head Buquicchio: Openess to Dissidents in drafting Ukranian DeCentralisation

*Strasbourg/CoE/Angelo Marcopolo/- The imminent process of Drafting Crucial Reforms on Ukraine's DeCentralisation of Power, which are notoriously a Key for Peace, should find ways for Dialogue between all sides, including the Lugansk/Luhansk Autonomist Regions, declared in substance the experienced President of CoE's Top Legal Experts' watchdog on Democracy through Constitutional Law, (known as "Venice's Committee"), Gianni Buquicchio, who is due to check the Conformity of the relevant Draft Bill, as Ukranian President Pedro Poroshenko has promissed since June 2014 in Strasbourg (See :http://www.eurofora.net/newsflashes/news/coevenicecommissiononukranianpresidentreforms.html).

Buquicchio was Replying to relevant Questions by various EuroRepresentatives on a Debate by CoE's PanEuropean Chamber of Regions on the "Regional aspects of DeCentralisaton in Ukraine". including the Head of the Russian Delegatiion, Svetlana Orlova, who had already warned "EuroFora", since Yesterday evening, of the Timely importance of this CoE's Debate for the Success of the latest Minsk Agreement, brokered on February 2015 under the auspices of Heads of State/Government from Germany, France, Ukraine and Russia, Merkel, Hollande, Poroshenko and Putin, (See : http://www.eurofora.net/newsflashes/news/fulltextsofallukraineagreements.html).

Kiev's Authorities were recently accused to adopt Crucial Decisions on DeCentralisation, Local Elections, etc., without any Dialogue with the Donetsk/Luhansk Regions' Autonomists, who denounced a "Violation of the Spirit and the Letter of Minsk Agreements", as they said, warning of Risks for a Dangerous Political Deadloc.


 - "Concerning the Question, which has been raised (at the CoE) : (i.e.) How to Integrate the Separatists in this Work" of Drafting Ukraine's DeCentralisation Reforms,, "I Hope that the Separatists would like to Participate in a Dialogue" with Kiev's National Authorities, "something for which I'm not sure for the moment, and, also, that the Ukranian Authorities will be Open for Consultations (Concertation), with their interlocutors  from the Eastern part of the Country", Buquicchio underlined from the outset.


    "This is Important", he stressed, "because any Legislative Text, and even more any Constitutional Text" of Reform, "must be Based on the Largest Possible Agreement", the Experienced CoE's Top Official pointed out.


    Obviously, "it's Difficult to hold a Dialogue now, we (CoE) recognize it, but I Hope that the Ukranian Authorities will  Open the Door to Dialogue", mainly on the Constitutional Reform, and "I Hope that the Separatists will Accept this Open Door" for Dialogue.


    >>>  - Because "It's Important to Start Working, and "to reach an Agreement, as far as possible", Buquicchio warned, shortly after having observed, earlier Today, that the relevant Draft Bill should normally have been lodged on June, at the latest, in order to have enough Time to be Debated and Voted by the Rada in Kiev, so that the forthcoming Local Elections of October 2015 could be held according to the New Rules.

    + "it's also important that the States who Guaranteed this (Minsk Peace Deal), play a Major  Role, and particularly Russia, which could Help more for the Stabilization of Eastern Ukraine", he added in Conclusion, while also Urging Ukranian President Poroshenko to set up, the Soonest possible, the "Constitutional Committee" that he has recently anounced for the preparation of the forthcoming Reforms.

    Meanwhile, "EuroFora" asked Ukranian vice-Minister of Regional development, Vyacheslavg Nehoda, whether Kiev's National Authorities might react to recent Complaints to allegedly Exclude any Dialogue with the pro-Autonomy Dissidents of Lugansk/Luhansk Regions, precisely on that Crucial DeCentralisation issue, inter alia, f.ex., by Discussing the forthcoming Constitutional a.o. Reforms in the format of Minsk Group of Contact, (which include Representatives of Kiev, of Russia, and of the Lugansk/Luhansk Autonomist Regions, under the auspices of OSCE Envoy, Swiss Ambassador Heidi Tagliavini) :

 

 - "There will be, soon, an Appraisal on who Respects better the Minsk Agreements, and who doesn't", the Ukranian Minister (who had just addressed CLRAE earlier Today) replied in substance  to "EuroFora"s Question, (speaking through a Translator), apparently without excluding, but also without confirming the above-mentioned Possibility, at least for the moment.

Pierre Pflimlin's visionary line : Honouring the Memory of the man who wanted to build Europe on the Mountains, based on Spirit !

One of EuroFora's best inspirators is naturally Pierre Pflimlin :

We had a chance to personally meet the dynamic and experienced former President of both EU Parliament and CoE's Assembly, France's Prime Minister and Strasbourg's Mayor, only at his 90th anniversary, during an Historic speech at the Council of Europe, exceptionally full of people.

But his energetic figure looked more like a youngster of 19 years old, eager to win the Olympic games !..

Visionary, 2P was, from many points of view :

His daughter, Antoinette, Artist-decorator, and Senator Jung, President of a group of friends, confirmed us an Historian's revelation, that Pflimlin had initially the idea to build all European institutions (EU Parliament, Council of Europe, European Court of Human Rights, etc) at the spectacular heights of Oberhausbergen hills, with an eye-catching view of both French Vosges and German Black Forest Mountains, in the midst of a Forest : A real vision to create a brand New European Headquarters with a big ambition !

But, it seems, that "someone in Brussels" found that picture, precisely, too big for his taste, and threw a spanner on the works...

Pflimlin stroke back a Decade ago, at his Historic 1997 farewell speech :

He urged Europeans to find another, more substantial way, to lift Europe to more important Heights in Future :

- "On which basis can we imagine the birth of a great Europe ?", he asked.

"Certainly an Economic basis ! A solid market economy, meeting also the needs of social justice. A Political basis : Europe must become a strong Political Power, able to influence World's changes, naturally for Peace."

"But I believe that the essential foundation of a greater Europe should be of Spiritual nature : .... The great pacific Revolutions were Spiritual Victories" : They expressed "People's main motivation to live in a society with our Values of Liberty, Democracy, respect for Human Dignity".

"Then, the roadmap is ready : Yes, the foundation of the unity for a large Europe is the spiritual heritage, inspired by Christian Humanism and the Humanism of Renaissance, of Enlightenment, from which emerged a Civilisation focused on the Human person".

"Here is the task to be accomplished. It's very difficult".

"The Time approaches when I'll have to pass over the torchlight. God willing, this torch should enlighten the path of those who are going to build, tomorrow, the great Europe, marked by this Spirit".
