CoE Hopes that Pressing Poland won't have same results as with Russia, but can't exclude it...

*Strasbourg/CoE/Angelo Marcopolo/- Experienced, Twice Elected Secretary General of CoE's PanEuropean Parliamentary Assembly (PACE), Wojciech Sawicki, Replying to "Eurofora"'s Questions, during the Press Briefing with Strasboug's Journalists on the forthcoming, PACE Winter Session Next Week here, made it, apparently, clear, implicitly but surely, that the CoE would like to Avoid a "Russian" Scenario also for Poland, so that by Pressing Varsaw's New Government to Drop some of its Key Reform Program, f.ex. on Media and/or Judges, etc., doesn't risk to be felt as abusing of so Harsch Measures that it might Trigger a so Strong Reaction as it did vis a vis Moscow, to the point that it would Refuse to Return Back to the PACE, but Boycott all its meetings, instead, until, at least, what it considers as Elementary Rights for its MEPs would be Restored, by Lifting certain Sanctions.


EU Parliament's debate on Poland, held earier this week in Strasbourg, didn't really allow yet to Clarify, sufficiently enough, such a problematic issue, inter alis also because, (contrary to CoE's PACE) it didn't yet adopt any Resolution, Postponing this for its Next Plenary Session in Strasbourg, on February, (Comp. relevant "Eurofora"s NewsReport, already send, earlier to "Eurofora"s Subscribers/Donors in a "DraftNews" initial form).


So that the above mentioned Danger is Real, at least for the CoE, sparticularly after the Latest Exchange of Letters between the current PACE President, Anne Brasseur, (a former Leader of the Liberal Group, from Luxembourg, whose mandate normaly cocludes next week), and the Presidents of the Russian Senate and Duma, Valentina Matvienko and Sergey Naryshkin, (whose mandate might conclude after September 2016), which eyes a prolonged Absence of any Russian MEP in CoE's Assembly, at least until the Next National Elections, apparently on September 2016. Obviously, if the forthcoming events about Poland, eventualy evolved in a similar Direction, as they did with Russia, then, CoE's Assembly would almost Cease, at least De Facto, to be really "PanEuropean", (given also that even Hungary, which was the 1st former Eastern European Country to join the CoE, has notoriously been, shortly before that, Strongly Pressured by a controversial EU and/or CoE Majority, so that embattled but Popular Hungarian Prime Minister Victor Orban has anounnced his Will to Defend the recently Elected Polish Government).


So, Sawicki, (who is personaly of Polish Origin, but initialy of a Different Political orientation, Opposed to the current Government, even if after Decades of Work at the CoE, he has got, as also many others among his Collegues with Big Responsibilities, a kind of PanEuropean "Civil Servant" Culture, normaly tuned towards a General European Interest), tried to Reply to "Eurofora"s Question mainly by evoking a wide Spectrum of Possible PACE Measures vis a vis Poland next week, which didn't yet go as far as in the case of Russia, but Honestly Acknowledged the Fact that "Nobody can Exclude, Today, that some MEPs might, eventualy, Table certain Other Amendments", in the Resolution that has to be adopted, which could be, perhaps, much more Strict and Spicy...


But, it's Precisely such a Scenario which has Provoked PACE's unprecedented Clash vis a vis all Russian MEPs, when, suddenly, some MEPs backed only by a Minority of CoE's PanEuropean Assembly, (since the big Russian Delegation couldn't Vote on itself, and some Other, usualy Friendly Countries to it, were largely Absent then), Tabled and Imposed the Adoption of a Controversial Amendment, that went Too Far, Beyond a Number of Sanctions which had been previously Agreed with Moscow in a Compromise which had just been Reached by the Competent PACE's Monitoring Committee..., (Comp. Sarkozy stimulated by Irish "No" challenge : - "It's a call to change and build Europe otherwise. Not later, but now. It won't be easy, but it's fascinating !"

Forthcoming EU Chairman, French President Nikolas Sarkozy, created a surprise by declaring that the challenge of the Irish "No" to the EU Treaty, stimulates his belief that we must immediately change the way Europe is built.

A difficult but fascinating task, that he intends to accomplish in the next 6 Months, during which he will analyse developments 3 times to EU Parliament in Strasbourg, on July, October and December 2008.

But Agenda obliged to give a first reply to Questions raised by the Irish Referendum, on the sidelines of a Press Conference with USA President GWBush, in Paris' Elysee palace, Saturday :

Sarkozy's reply was twofold :

First, the Franco-German position is that EU must make sure "that the Irish Incident does not become a Crisis". Ratification must continue, after 18 EU Member States, also to the rest, as UK Prime Minister Gordon Brown promised.

But, pointing at deeper causes, Sarkozy also criticized bureaucratic "sabotage" of Europe's "founding fathers" original dream. The move reminded his Historic February and July 2007 speaches in Strasbourg on Europe's future, joining criticism to a call for EU's Renaissance, which now became urgent :
