Italian Elections: Giant Leaps for the Right in 2 key Regions, former Leftist strongholds: +20% +30%

*Strasbourg/Angelo Marcopolo/- The Unity of the Right continues to Rock in Italy, after marking Giant Wins of + 20% and + 30% of People's Votes in Elections at 2 Key Regions, Former Long-Time Strongholds of the Left, Both at the North and at the South of the Country, in Emilia Romagna and Calabria.

The Turn-Coat manouver of the "5 Stars" movement Leftwards, desperately hanging at the Government with Only 4 MPs difference, and Vanished at the Polls, after Many Defections Last Year, resulted in its quasi-Disappearance at Regional level on 2020, left withOut Any Representative at all in both Emilia Romagna and in Calabria, while di Mayo Resigned from the Party's leadership at the Eve of these latest Elections.

On the Contrary, Salvini's "League" marks the Biggest Win of People's Votes with +13% More now, followed by "Fratelli d'Italia" of Rightist Meloni with +7% more in Emilia Romagna, Reaching 32% and 9% respectively, at the Head of a Unity of the Right Coalition Totaling 44% for the First Time in History there, where the Left has reportedly been Discredited, inter alia, also by a Scandal of Local Politicians plotting with Medical Doctors and Social Workers in order to Slander Poor Families and Usurpate their Children, placed in "Foster Families" Paid by the State, (where the ECHR has already Sanctioned several Abuses, particularly in the UK and Sweden, etc).

So that the formerly Long-Time PreDominant Leftist "Democratic" Party there Fell only at a Tiny Distance of 2% from "Lega",  (32% - 34%), which could have Won even the Presidency of that Region, if one of its Allies, Berlusconi's "Forza Italia", had not followed the Local Trend of all Establishment Parties in Emilia Romagna to Fall Down - 5,8%...

But, on the Contrary, in Southern Italy, at Calabria, it's this Salvini's Ally, Berlusconi's "Forza Italia", who Wins the Presidency of the Region, as the Coalition of the Unity of the Right Wins +36% of the Votes, (with 12,34% for "Forza Italia", almost Equal to the "League": 12,25%, followed by 10,9% of "Frateli d'Italia"), Added to anOther 25,5% by 3 More Allied Parties of the Right, so that it Totals Higher than ...57% in all !

In Fact, All the Right, taken Together, Advances, collectively, for More than +33% in total of People's Votes at Calabria on 2020, reaching an Outstanding electoral Change...

Bernd Posselt's new Book on Europe: A must for the 2020-2022 EU Conference on Europe's Future

*Strasbourg/EU Parliament/Angelo Marcopolo/- The President of "PanEuropa" in Germany, one of the Top MEPs who have Longest served in EU Parliament, and Experienced former Journalist, Bernd Posselt's new Book on Europe is really a "Must", particularly for all those who are or will be attracted by what is really at Stake in the forthcoming EU's "Conference on Europe's Future", during 2020-2022, and the Political Decisions that it's expected to take on Shaping our Continent's foreseable Horizons, hopefully with an Exceptionally Strong and Original input by -and for- active and conscious EU Citizens.

Titled : - "Bernd Posselt describes Europe : History and Persons - Structure and Visions", the 240 Pages-Long Book, written in Deutsch, but deserving to be Translated also in other main European Languages, canNot, and will Not be Resumed here : It deserves much Better, later-on.

But the Collective Event organized in EU Parliament yesterday for the official presentation of that Book by the Experienced President of the Biggest Political Group of MEPs, that of ChristianDemocrats/EPP, Manfred Weber,  and the active Young Austrian MEP, new Chairman of EPP's Working Groups on "PanEuropa" and BioEthics, Lukas Mandl, together with a substantial Resumé by Posselt himself "Live", naturally cannot be ignored at all.

- Many Key Points which must never be forgotten ("nichts vergessen") are artfully described in that New Book on Europe, observed, inter alia, Weber, who Focused, particularly, on the People's Feeling about Europe as Vital part of their "Heimat" (i.e. Fatherland/Motherland).

- As for Mandl, he praised Posselt as a "Real Parliamentarian" during a Record-Long Number of Years, in fact, always active around the "Parliamentarian Arena", as he characteristically said. But also as a European Politician clearly opposed to Both "Populism" and "Centralism", as he described.

- Double-Faced Posselt kicked off his own, long presentation, by a Symbolic Joke about Greeks' debates on whether the Best Original Version of Ancient Christian Texts, was that which said that : - "At the Beginning was the Word", i.e. Journalism, or "Chaos", i.e. Politicians ...

- At any case, "this is Not a Book about Memories", its Author Denied from the outset. Inter alia, also, Because, in fact, there is "an Active Process in Europe", which stems from a Long History, but Still Unfolds and Develops also Nowadays, as Posselt observed.

- However, f.ex., Otto von Habsburg, Cudenhove-Kallergi, Toynbee, Cardinal Ratzinger (Pope emeritus Benedict), Charles de Gaulle, and many other Historic Personalities who have passionately Dealt with Nowadays Europe, are successively Cited by Posselt who knew them, while his Speech unfolds.

- As for the Eternal and Topical Issue of the "European Identity", it's mainly a matter of "Culture", and Associates "3 Spirits" ("Geist") for Bernd Posselt : Ancient Greek, Roman, and (Judeo-) Christian.

- For our foreseable "Future", there are "2 Central Issues : On Unity, and Fatherland/Motherland feeling of the People, he stressed, ("Einheit" + "Heimat").

=> And, in this regard, his Book concludes, Topically (Comp. Supra), with an affirmative, Symbolic proclamation : - "I am a European Citizen !", alias : "Civis Europaeus sum !"...

EUParliament Head Sassoli to EF on EU Future: Yes Citizens WebFora. No United Forum+Full Dialogue ?

*Strasbourg/EU Parliament/Angelo Marcopolo/- Speaking with "Eurofora" since Tuesday, at the Eve of MEPs' Vote for a landmark Resolution on Europe's Future Conference (2020-2021), EU Parliament's President, David Sassoli, clearly Highlighted, adding a Bright Smile, his acceptance of EU Citizens' Web Fora on Europe's Future, in view of the Forthcoming Conference of 2020-2022, according to Our Wider Project about Digital Public Debates with Politicians Before important Decisions are taken, (Comp., among others, also, f.ex.: ..., etc).

+This Point was Confirmed also by the Experienced EU Parliament's Press/Communications' Director and Spokesman, Jaume Duch, referring later "Eurofora" also to a relevant Draft Text tabled by 5 Mainstream Political Groups, (EPP, Soc., ReNew, Greens, Left), which Adds quite a lot in this Direction, (See Infra).

However, these Welcome Moves do Not Yet go as far as to create a United and Permanent EU Citizens' Forum for that purpose, (not even during this 2020-2022 Conference), Neither a fully-fledged Dialogue between EU Citizens and Politicians Before Decisions, as "Eurofora"s project has advised, (even if some Steps were made in this regard, particularly thanks to the Last-Minute Adoption, in Wednesday's Votes, of a relevant Amendment : See Infra)...

- Indeed, the Adopted EU Parliament's Resolution stresses from the outset that, as a matter of Principle, "this Conference process Should be an Occasion to closely involve EU Citizens in a Bottom-Up exercise, in which they are Listened to, and their Voices contribute to the Debates on the Future of Europe".


Also Because "there is a Need for EU Institutions to ReConnect with the Citizens", by "Facilitating (such) a Debate", "as the EU has ... become ...Remote from the Citizens", criticized a Draft Resolution tabled by the Conservatives/Reformists.


=> For that Purpose, inter alia, it's, in Addition, "a Listening Phase" which "should be initiated" "Prior to the launch of the Conference process", in order  to enable Citizens, from Across the EU, to express their Ideas, make Suggestions and propose their own Vision of what Europe means for them", the Adopted Resolution asks.


+ In this regard, "the Conference is an Opportunity ...to engaging Directly with Citizens in a meaningful Dialogue", where "Consultations should be organised using the most efficient, Innovative and appropriate Platforms, including OnLine tools (f.ex. Web Fora, etc), and should reach All parts of the EU, in order to guarantee that Any citizen can have a Say".

But How exactly it should be Organized in this Conference for Europe's Future and relevant Deliberations, ...that's anOther Story !


F.ex., the Rightist MEPs of "ID" Group claimed, in their Draft Resolution, that "the most Effective, Fair and Indisputable way of involving the Citizens ... is Direct Democracy" !,  ("in particular, the use of Referendums")...


Nevertheless, Despite Ancient Greek Civilisation's charm and that of Switzerland's Nowadays, French President Macron's landmark Speech at Acropolis' Historic "Pnyx" Rock since 9/2017, "Pirate" Parties' recent breakthrough, and/or Contemporary Internet's Facilitation capacities, (etc), Nobody seriously suggested to Skip from InDirect to Direct Democracy in Europe now...


The Focus obviously is on EU Citizens' participation to the Decision-Making Process, mainly via Public Debates before final Decisions, along "Eurofora" Project's lines.


>>> But it still remains Restricted in Narrow margins, Not Yet Reaching its fully-fledged Dimension, at least as things stand until now :


- Thus, while EU Parliament's Resolution urges to create "a Plenary" Body for MEPs, Representatives of EU Council, EU Commission, National Parliaments, etc., due to work at EU-Level during All the process of the Conference for Europe's Future, Dealing with All its main aspects, taken Together, EU-Wide, (etc),


on the Contrary, Nothing Similar has been still foreseen for EU Citizens ! They are Divided, from the outset, into Various Thematic "Citizens' Agoras" with about 200-300 Different Members each, (a Wording Meaning "Speech" or ..."Market", in Ancient Greek ...), concerning only some Specific Issues, and being held at Various Locations.

Since EU Citizens are Not considered, ipso facto, as Members of a Decision-making Body, (contrary to Direct Democracy etc.: Comp. Supra), Neither are they Elected to such a Collective Body, the remainining Question is how they are Otherwise "Selected", in order to eventually participate in any such Bodies :


- A very Large Majority in EU Parliament leaned towards "Pollster"-like Methods of ascertaining the "Representativity" of Selected EU Citizens, considering f.ex. their Age, Gender, Education, Job, Origin, etc., compared to the Average of the concerned Population, in relation to which they should be well "Balanced".


That "Selection" should be made by some (UnDefined) "Independent Institutions", and ..."Randomly", as it was Stressed by a Last-Minute Amendment, (Tabled by the "ReNew" and "Green" Groups), Adopted by EU Parliament on Wednesday.

=> But the Most Important point obviously is what happens to the Outcome, i.e. the Conclusions of EU Citizens' verdict or views, inside a Public Decision-Making process.  


- It's naturally Good, from a Pluralist Democracy point of view, that "a Minority Opinion can be Voiced", (whenever the EU Citizens' Agoras canNot find an "Agreement by Concensus"), as the adopted Resolution says.


- However, Public Debate, Exchange of Arguments, and Vote by Majority being traditionaly the Cradle of Democratic Decision-Making, it's Difficult to Understand why that Resolution pushes aside Majority Decisions among EU Citizens, Obliging them to Focus, instead, Only on "Seeking to Find Agreement by Concensus" !


+ Moreover, it's Regrettable that a very Important Amendment, on the Key Issue of Democratic "Pluralism", Supported by 341 MEPs and almost 5 Political Groups, (in an Exceptional Unity of All the Right : mainstream "ChristianDemocrats/EPP", "Conservatives/Reformists", "ID" Rightists, as well as the "Left", and most "Independents", a few Socialists, etc), was finaly Droped, Only because of a Tiny Difference of just One (1) Vote : 341 to 342, (with 15 Abstentions)...


According to that Draft Amendment, "in all public Consultations related to the (Future of Europe) Conference process" ("Meetings", "Opinion Polling", "Social Media engagement initiatives", etc), Pluralism must be ensured" : I.e. "all Programmes, Speakers lists, Panels, Literature and Documents, etc. must be Balanced, and ensure that a great Variety of Differing Viewpoints is presented, reflecting the Diversity of Opinions in Europe, in order to Stimulate a profound Debate", as it stressed.

>>> Now, concerning the Heart of the Matter : I.e. the Fate reserved to EU Citizens' Viewpoints inside the Future of Europe Conference, the adopted EU Parliament's Resolution simply speaks about a so-called "FeedBack Loup", where "the Conclusions" of "Thematic Agoras" (Comp. supra) of "Citizens and Youth", will be "Presented" to "the Conference Plenary" (Comp. Supra), by some "Representatives" of those "Agoras", "in order to ...Discuss" them with participating MEPs, EU Commissioners, Ministers, etc.


Nothing, or Few things were, Initially, said about What kind of "Discussion" this UnPrecedented collective Meeting, (obviously Crucial for the Future of Europe Conference's Success), might or should be...


EU Parliament's Draft Resolution had Only asked for "a Minimum of 2 Meetings of Each (Citizens or Youth) Thematic Agora, in order to Provide INPUT for the Conference Plenary, and Receive Global FEEDBACK (sic !) on the Deliberations" : This last point should be dealt with "in anOther Meeting, in DIALOGUE Format", it said, (using a potentialy Interesting, but still Vague expression).


+ At this point, a useful Last-Minute Amendment, (tabled by MEPs Paulo Rangel, vice-President of the ChristianDemocrat/EPP Group, and Gabriele Bischof, Chair of the Workers' Group in CESE), Added that EU Citizens' (agoras') "conclusions" should "be TAKEN INTO ACCOUNT during the Deliberation in the Conference

Plenary", (Comp. Supra).


=> How Far can this go ? Could this Result into a Real "Dialogue" between EU Citizens and EU Institutions Before Decisions affecting People's Lives and/or Society at large, as "Eurofora"s Project (2006-2020) pleads for, (since it was Initially presented during an EU Parliament's Press Conference, together with the EU Commissioner and EU Parliament's vice-President in charge of Medias, as Early as already back on 2006 in Strasbourg) ?


In Fact, that "EuroFora"'s Project is Inspired by Both an Original, Pioneer Analysis of main points in Public Administrative Law, concerning developments on the Public Decision-Making Process, at Countries such as France, Germany, Italy, Greece, etc., (at First Published in a Legal Research of more than 1.000 pages, chosen by the University of Strasbourg for a Prize destinated to PhD. Thesis, after a written Proposal by Professor Paul Amselek, of Paris II University, already since the Beginning of the 1980ies), and a Collective Project by European Journalists, Universitarians, EU Media Officers, etc, (that we Coordinated): "EIW", which was officially Accepted by EU Commission in Brussels in order to be examined in the framework of the Program "ESPRIT", for the Utilisation of Modern Communication Technologies in Innovative Activities in nowadays Society (1997). After the Creation of "EuroFora", back on 2007 (Comp. Supra), it was Highlighted also on the sidelines of a landmark 3 Days Conference organized at the University of Strasbourg by Dean Florence Benoit-Rohmer on 2010, Discussed also in the City of Strasbourg's Collective Meetings on Citizens' Participation between 2017-2019, proposed to COE's "World Forum of Democracy" forthcoming "Labos", (under the name "4 G" Project, for "Digital Dialogue in Democratic Decision-Making"), since 2019, and is part and parcel of a "Doctorat d'Etat" Research prepared under the Direction of President Jean Waline for publication after 2020.


- In Practice, the Main points are Public Administration's Obligation to Timely Warn Citizens about its Forthcoming Decisions which affect their Lives and/or Society at large, Collect their eventual Observations on that, and Reply to them, with a Correct, Legal, and Sufficient Motivation, well Before they Decide, withOut showing any Abuse, (under Supervision by a Judge), while keeping its own, more or less, Discretionary Power to Decide on the Substance of the issues at stake.

Even if French President Emmanuel Macron recently declared, in his Press Conference on the conclusions of the latest, December 2019 EU Summit in Brussels, (Comp. "Eurofora"s NewsReports from the spot, f.ex., at: ..., etc), that IF any EU Treaty Change might, eventually, be Needed, particularly for Citizens' role in Europe's Future, then, he would be "Ready" to Advance in this direction, nevertheless, the current "Lisbon Treaty", (which just celebrated its 10th Anniversary), has already Provided for the necessary Legal Tools, including f.ex. Article 11 for "Regular" "Dialogue", between EU "Citizens"/Civil Society and EU "Institutions"on the "Acts" they take, (etc).


As for MEPs - Citizens relations, in fact, in the current context of EU Lisbon Treaty, they are far Away from being in Competition between them, f.ex. about Direct or Representative Democracy, etc : On the Contrary, there is often an interesting Potential for Cooperation and Solidarity among them !


- F.ex., if "Eurofora" Project is systematically applied, with MEPs-Citizens Debates Before Decisions, (i.e. at the Eve of each Plenary Session), then, one among its Consequences, would naturaly be the Augmentation of Medias' Interest for EU Parliament's subsequent activities, during its Plenary Session which follows, whose Press impact would grow...


+ Moreover, the alleged "Lack of Legislative Initiative" for MEPs nowadays, (one among the Issues expected to be discussed during the Future of Europe's Conference), seems, in Fact, to be either a Myth, at least partially, or a Self-Inflicted Wound, which could be easily Dissipated, in real Practice, if MEPs Started to Systematically use (and, therefore, Simplify) Lisbon Treaty's EU "Citizens Initiative", in order to Oblige the EU Commission to table the Draft Bills that they want ! Indeed, even the Smallest Political Group inside EU Parliament, (f.ex. that of the "Left", or "Greens", "ECR", etc), can Easily find at least 1 Million of its Fans in order to Sign a Topical Bill of interest to their own Party, among more than 512 Millions of Europeans (i.e. less than 1 out of 510)... And things could become much more Easier if they were Methodically Organized, and Often Used.


So that EU Citizens and MEPs can Become Allies for More and Better Democracy in the foreseable Future.

 - As you know, there are certain Energy Transport Projects which could Support or Ease the Green Deal policy's main Aims, as, f.ex., the Climate-Friendly Gas Pipeline, going Directly into the EU, withOut Transiting through any Foreign Countries : "East-Med", between Cyprus, Israel, Egypt, Greece, and hopefully Italy, etc), but we might also Add Romania's Black Sea outlets/links, through Balkan Gas Pipeline and/or Danube/Rhine rivers, etc. Do you think that such Projects could be Backed by any among the Green Deal Investment Plans that you Highlighted ?", "Eurofora" asked the 2 competent EU Commissioners, Gentilone (former Prime Minister), and Johanes Khan (former Foreign Minister from Austria), who were Presenting the Collective EU Commission's Decisions in a Press Conference, in EU Parliament, in Strasbourg.

 - "IEB, Only on its own, (i.e. withOut any collective EU Commission's Conclusions) had decided not to fund Projects working with Gas or other Fossile resources", he reminded, for a moment of the Past.

Earlier this Month, during a Trilateral Summit of Greece - Cyprus - Israel Leaders, for the Signature of 2 Contracts on the Construction and Supplies of that "East-MED" Project, new Greek Prime Minister Kyriakos Mitsotakis, stressed that it will offer "Independent Energy Sources" to Europe, with "Environment-Friendly Gas".

Indeed, French President Emanuel Macron, in his Press Conference at the Latest EU summit in Brussels, on December 2019, (See "Eurofora" NewsReport from the spot, at : .., etc), confirmed that Poland, Chechia, and others, had just Evoked a Possibility to use Nuclear Energy in the EU Transition towards "Climate Neutrality". But all Acknowledged, however, that, obviously, there are also some Security Concerns to Settle, in that case, (Naturally Absent in the case of Gas).

    The incoming Swedish EU Presidency (July-December 2009) may still remain in favour of Turkey's controversial EU bid, despite June 2009 EU Elections' results, but it has "very strong demands on Turkey"'s obligation to respect EU Rules, said the Head of Swedish Foreign Ministry's Press Service, Cecilia Julin, to "EuroFora", reacting to critical Press reports.

    - "I know (that) the link is often made also to Sweden's position on Turkey"'s controversial EU bid. Indeed, "we (Swedish EU Presidency) are very much engaged in the future membership of Turkey, but not without fullfiling all the Criteria".

    - "It's very clear that we (Swedish EU Presidecny) have very Strong Demands on Turkey, in a sort of concept for Future membership of the Union, ...which will be a Long Process...", she stressed.

    This means, in particular, "the Copenhagen Criteria (on Human Rights, Democracy and Rule of Law), and also the adaptation to the Acquis of the European Union".

     - "If you listen to what Mr. Bildt (the Swedish Foreign Minister) says on Turkey at different occasions, it's very clear : We want Turkey to become part of the Union, in the Future. But we want it to fullfil all the Criteria : The Acquis of the European Union. That's very clear", she concluded.

    The Senior Official of the Swedish Foreign Ministry was reacting to critical Press Reports, from Brussels' Journalists invited by EU Commission's secretariat to Stockholm, who claimed that Bildt was abusing of a ..."Whip" (sic !) against Cyprus, by "threatening" the presence of UNO's Peace-keeping force at the "Green line" which separates the island's Government-controlled areas from the territories occupied by Ankara's army, if Nicosia didn't accept any political solution, regardless of Turkey's demands, before the end of 2009.

        Governing AKEL Party's new Secretary General, Andros Kyprianou, reacted by declaring that no-one can threat the People of Cyprus : -"We shall decide for our Future, and nobody else",  he reportedly said, asking to "keep calm". "In order to find a Solution soon, certain basic Principles must be respected", he stressed, calling those who feel an urgency to use their influence on Turkey. Other Political Parties were more critical.

    This was a reference to recently reported statements by Turkish Minister Bagis, Prime Minister Tayip Erdogan and Turkey's National Security Council (a Military-Political body), accused to push towards a partitionist "2 States" solution, contrary to UNO SC Resolutions for Cyprus' reunification.

    December 2009 is a crucial moment for EU's appraisal of Turkey's controversial EU bid, because EU Council has decided to review then Ankara's compliance with the European position on the recognition of Cyprus' Government, which was clearly set out by an EU reply of 21 September 2005 to Turkish Prime Minister Tayip Erdogan's claims, refusing to recognize even the existence of EU Member Cyprus, in controversial statements he made to London (former EU chair) on July 29, 2005.

    EU Parliament's latest Resolution on Turkey, adopted on March 2009 in Strasbourg, warned Ankara that "the non-fulfillment of Turkey's commitments... by December 2009, may further seriously affect the process of Negotiations" with the EU.

    In practice, the issue boils down to Ankara's "embargo" against Ships and Airplanes using Cyprus' seaports or airports at the strategic EU island, which traditionaly hosts one of the World's biggest Shipping flags. EU has already "freezed" 6 relevant Chapters in EU - Turkey Negotiations since December 2006, after Ankara refused to fullfil a commitment it had undertaken when EU had decided to open controversial "accession" negotiations with Turkey, back on December 2005.

    - "As far as EU - Turkey relations are concerned, it's clear that Turkey needs to fullfil its obligation of full, non-discriminatory implementation of the additional Protocol (to "EC-Turkey Association Agreement"),  This is an important issue....and should be addresseed as soon as possible as it clearly affects the pace of the accession negotiations.Issues covered by the Declaration of September 2005 will continue to be followed up, and progress is urgently awaited", warned earlier in Strasbourg the out-going Czech EU Presidency (former vice-Prime Minister Alexander Vodra).

    But the Head of the Swedish Foreign Ministry's Press Service, Cecilia Julin, dismissed "interpretations" by "some" that Foreign Minister Carl Bildt was reportedly "threatening" Cyprus with consequences on the UNFICYP, if it doesn't accept any solution until December 2009, while Turkey is reportedly delaying in an attempt to impose a partitionist "2 States" solution.

    On the contrary, Julin, stressed that "Sweden has strong demands on Turkey'"s respect of "Copenhagen Criteria and EU Acquis".

    Meanwhile, Sweden  is "concerned" about the risk of "Stalemate" in Cyprus' Talks, but is well aware that "the main responsibilities lie with the two leaders and the UNO", Europe playing only a role of "facilitator".

    After carefully verifying, the Head of Swedish Foreign Ministry's Press Service, stressed to "EuroFora" that Bildt's reference to UNFICYP "was not linked to a Threat", and dismissed those who "interpreted" it so.

    On the contrary, the Swedish EU Presidency acknowledged the fact that Peace Talks are mainly for the UN and the leaders of the Cypriot communities, EU's role being limited into that of a "facilitator".

    As for Turkey's reported attempts to impose a "2 States' solution", the Head of the Swedish Foreign Ministry's Press Service sharply replied by stressing that Turkey must respect the "EU Acquis" rules.

    In particular :

    - "Basically he (Bildt) underlined that it's the leaders of the two communities in Cyprus and the UN that have the main responsibilities for solving the problem", started to say the Swedish Senior Official to "EuroFora", referring to the above-mentioned "briefing".

    - "But the EU had a role in sort of pointing out the benefits and facilitating a little bit the outcome for the settlement of the whole Cyprus' issue", she added.

    - "And he did state the Fact, that the rest of the World (i.e. USA, etc) will, of course, look at the differend issues which are at the table, and the future of the UN Peace keeping force is part of what is at the table", she admitted.

    - "I understand that some have interpreted that as a Threat, by the Swedish Minister" "But", in reality, "it's a statement of a Fact, that, when we'll look at the differend issues, one of the issues on which we shall have to take a stand on, is the future of the UN Peace keeping force in Cyprus".

    Indeed, one of the questions usually raised for a Solution of Cyprus' issue is what International and/or European or other Guarantees, by a Peace-keeping force, might be needed afterwards, eventually for a transitory period.

    Questioned anew by "EuroFora" whether (according to critical Press Reports) this could be taken as a veiled warning that, if Cyprus didn't accept any Turkish demand for any solution whatever, it might be left alone to face Ankara's Military Invasion/Occupation, she denied :

    - "He (Bildt) didn't say it in that way"... "It was not linked to a threat, or anything like that", the Head of the Swedish Foreign Ministry's Press Service stressed.

    On the contrary, "he (Bildt) underlined that the main responsibility lies with the parties concerned on the island". "The EU can try to facilitate and show the benefits of reaching a settlement. But also, when the EU and the rest of the World (i.e. USA) will have to look at it, they will look at all the Facts on the table, and the presence of the UN Peace-keeping force is one".

    And "he (Bildt) didn't speak about that at all", she replied to "EuroFora" question on Turkey's reported attemps to impose, in one way of another, a partitionist "2 States solution".

    Asked whether Bildt's aim was to incite both parties to move forward efficiently, she agreed :

    - In fact, "the EU is really very concerned with the Stalemate in the situation. Yes !", the Head of Sweden's Foreign Ministry's Press Service anounced. That's why Bildt "was hoping for the two parties (i.e. for Turkey's also) to engage and break, a little-bit, the present stalemate, come to a solution of the issue" of Cyprus.

    But, replying  to a "EuroFora"s question on the risk, denounced by several politicians in case of strict Time Deadlines, for Turkey to provoke a stalemate and wait for the time to come to impose a partitionist "2 States' solution", she reacted by pointing at Turkey's obligation to respect "EU Acquis" :

    - "Turkey must fullfil the EU Acquis : That's clear !", the Swedish Senior Official stressed.

    More details are expected when Swedish Prime Minister Reinfeldt will debate his Programme with new MEPs at EU Parliament's plenary mid-July in Strasbourg, that he has visited already in 2008.

    Foreign Minister Carl Bildt became familiar with Strasbourg's CoE last year, when Sweden chaired the PanEuropean organization of Human Rights. As EU chairman-in-office, he will also chair the 27-member States strong EU Group inside the 47-member States strong CoE.

    Minister for EU affairs, Cecilia Malmstrom is well known at EU Parliament, where she has been an active MEP of the Liberal Group for many years, following also Press Freedom issues.

    Both have already made various statements at "EuroFora", on differend topical matters.
