Greek People Drop "GroKo" Right-Left + Fake Opposition. SYRIZA to Rule with Only 19% of r. Voters ?

*Strasbourg/Angelo Marcopolo/- Today's Electoral verdict by Greek Voters, Unexpected by all Polls, obviously is an Enigma, unless a proper Political Explanation is found, by studying all the Real Facts. But, at any case, a Crucial Question remains open, on whether SYRIZA frontrunner Party should Govern during a very delicate period, and/or take Crucial Decisions on "Hot" Issues, almost alone, i.e. with only 19% of registered Voters, or not...


Nobody had predicted that Tsipras' party, after its spectacular U-Turn on the State Debt issue, smashing Pre-Electoral Promisses for an End to Austerity, would, nevertheless, be credited in this September 2015 snap Elections, with almost the Same percentage of Votes Casted as back on last January 2015, (35% instead of 36%), as if Nothing had happened...


Nor that its main Challenger, Meimarakis' "New Democracy", whose Realistic and pro-€uro stance was apparently proved to be Right, wouldn't practical win back Nothing more from its Past Strength, but only an insignificant + 0,2%, i.e. Stagnating at a  Big Distance of - 7 % Less Votes Casted than its former Leftist Competitor, (with just 28,1% against 35,5%), and Missing by far its aim to Benefit from inexperienced Tsipras' Government's Errors.

However, PanEuropean CoE's Democracy, Rule of Law and Human Rights' Legal and Political Standards, which have already faced a lot of various cumbersome situations during the Strasbourg Organisation's 66 Years of Experience, particularly throughout its 47 current Member States, might Advise Greece, as any other European Country, against Risking to Govern basicaly alone with only about 19% of registered Voters :


I.e. the Real Score of Today's Frontrunner Party SYRIZA (Left) in a crucial National Election, due to conclude and apply a more than 85 Billions € worth €uroZone Deal on a too Greedy Public Sector's Huge Debt, which notoriously bears a Heavy Burden on Productive Private Businesses (including SMEs, Private Education, Agriculture, Islands, etc) but also on Poor and/or recently Impoverished People, (f.ex. via Growing Taxes on Homes, Health Care, Clothes, Food, etc), mainly in order to continue paying the Cost of a Disproportionate Number of State-controled Employees, appointed by Clientelist/Nepotist Governments in the last 30+ Years (1981-2012+), even on 2015,  since nobody among the current mainstream Political Parties dares to really make the Necessary Reforms until now.


Because, in Fact, well beyond False Appearances, SYRIZA's Young Chief's assurances that he Tried to do the Best Possible Deal, but, given the current circomstances,  most other EU Government's stance didn't allow to do better than a Controversial Deal with a lot of Austerity, in certain points even more than until now (f.ex. on VAT's and other Taxes' huge Increase, augmentation of an already Huge State Debt, etc), did not convince more than about 19% of the Registered Voters, since a Record High Abstention of 44+% (i.e. almost with 1 out of 2 Greek Citizens curiously Abstaining : Something Never seen before, to which must be added also the "Blank/Invalid" Votes, Lowering real Participation to Less than 54%), obliged the Out-going Government to Lose more than - 326.000 Voters, compared to January's previous Elections, and become, in Reality, a Minority among the Greek People...


However, it's No more enough for Tsipras to have already Manouvered Smartly in the Recent Past, by succesfully proposing as Greece's New President a former "New Democracy"'s Minister, University Professor of Law Prokopis Pavlopoulos, as well as to have made a Coalition with the small "Independent Greeks" Party, from the Right side of the political spectrum, as he had done since Last January, in order to Hope, also  from Now on, to Stay for a Long Time in a Government backed Today only by a Minority of about 19% of Registered Voters, with Less Votes and Less MPs than what he had before...


Comparatively, even an Experienced former PASOK Government, headed by mainstream, long-time Politician Giorgos Papandreou, who had Won 44 % of Votes in a previous Election backed by a 71 % High Popular Participation on 2009, was notoriously Obliged to Quit and Give up Power in only 2 Years Time, on 2011, after Popular Uprisings against his policies. And despite having Won even 2 National Elections in a row, both back on 2004 and on 2007, Center-Right's former Prime Minister Costas Caramanlis, "New Democracy"s Chief since 1998, had also been pushed to Resign anew and vainly Call for a Fresh Electoral Mandate just 2 Years Later, on 2009, this time because the Global Crisis had started to reveal the Country's Huge Debt, comming from the 1980ies, that former PASOK Governments had notoriously "Hidden" under some Goldman Sachs' SWAPS since 1998-2002, added to False EuroStat Statistical Data, etc.

But, How to Explain the Unexpected dimension of "New Democracy"s peristent Failure to take Today Credit from the Fact that its Realistic, Sober and "Serious" stance was proven Right, (See above), despite its Experienced Chief, Meimarakis' (a former Minister of Defence, f. Secretary General of the Party, and f. President of the National Parliament, etc), quite Kind and almost "Friendly" Criticism of Tsipras, with whom he declared that he wanted to Cooperate in a Coalition Government in the immediately foreseable Future, while also Calming Down Political Tensions, despite crystal-clear Differences, and, above all, insisting on the current Need for a Solid National Unity of all pro-€uro Parties, while also Treating in public almost Everybody, even Total  Political Adversaries, with an elementary Respect, (something naturally Good for Democracy) ?


    The most probable Explanation, given all the Facts, obviously is that Greek People, even if they might have found both main Competitors as rather "Sympathetic" (according to Meimarakis' Wording for Tsipars) Human Persons, regardless of their respective Real Qualities, Errors and/or Insufficiencies, nevertheless, in their Large Majority of Registered Voters, they Wanted anOther Policy, a Substantialy Differend one, that they Didn't Find in almost anyone among the main Political Parties currently present in Today's Electoral Competition.


    => Indeed, a converging series of Facts clearly indicate that Greek People pronounced themselves Against continuing a Controversial and Inefficient "CoHabitation" with a "GroKo" that would bring anew Together both the Right and the Left mainstream Parties, condemning all others to the Margins : Their Experience of such a move, from December 2011 until January 2015 : Something which had a Heavy Cost for the Center-Right "New Democracy" Party of former Prime Minister Samaras, Falling from More than + 40% back on November 2011, when he still was in Opposition and Challenged PASOK for the Government, down to around some 20%-30% only, since then, with various among ND's Voters splitting into 3 other Break away Groups :  Towards "Golden Down"'s Rightists,  "Independent Greeks" Right, or becoming really Non-Aligned, if not Quitting Politics...         

 This time, except from a Small Gain of 1 or 2 MPs by "Golden Dawn"'s Rightists, (credited now of 7%, i.e. just +1% more and keeping their position as 3rd Party in nowadays Greece), it's obviously towards an Unexpectedly Huge Abstention, that most former "New Democracy" Voters went, remaining probably Faithful to their Party (ND), but Refusing to endorse another "Co-Habitation" with the Left side of the political spetrum !             

   Who might eventually Blame them for doing so, when one knows that even the Experienced former French President Jacques Chirac, who had brillantly Won a crystal-clear 2nd Mandate back on 2002, preferred to .. Curtail and Shorten his own Presidency's duration by Cutting it Short for - 2 Years Less (i.e., from 7, as it used to be, down to only 5), just in order to Change the Conbstitution in a way which avoided any more "Co-Habitation" between the Right and the Left sides of the Political spectrum, in the Future ?


    Mutatis-mutandis, a Similar trend seems to emerge also in the USA, where, f.ex. the Grassroots Voters of the GOP Party are notoriously very Upset about several Concessions reportedly made by their Leadership at the Congress, (f.ex. by their current  Chairman Boehner),  to President Obama's even most controversial Socialdemocrat policies.


    At the same time, Greek People obviously were Not convinced, at least until Now, no more by the Break away Leftists of Lafazanis' "Popular Unity", all Former SYRIZA MPs, (including even some among the most Publicized Figures in the Media, such as former MEP Manolis Glezos : an Historic "Icon", the pittoresque and turbulant former Parliament's President Zoe Constantopoulou, or the Favorite of all Paparazzi : former Economy Minister Varufakis, and the only New Revelation : the Young and Combative Rachel Makri, etc), who, astonishingly, didn't manage this time to Cross the Minimal Threshhold of at least 3% of Votes Casted in order to have some MPs :


    With the Exception of Glezos, Rachel Makri, etc., indeed, even former SYRIZA "Heavy-Weights" such as Zoe Constantopoulou, or Varufakis, etc., had, indeed, also a more or less "Heavy" Past compromised with former "PASOK" Socialist Governments belonging now to History, (Varufakis as simple Counselor, but Constantopoulou's Mother as a Giorgos Papandreou - Appointed Chair of the National Radio-TV Authority, since back on 2009, etc), so that this Hastily composed Group, made up at the Last Minute, just before the September 2015 Elections, apparently wasn't yet Credible to Greek Citizens, taught by a lot of experiences to become, generaly, quite Distrustful...


    In addition to the Fact that, these Fast Snap Elections, had been notoriously designed also in order for Tsipras to precisely get rid of most "Leftists" until then inside the SYRIZA Party, before they might have enough Time to ReGroup and gather Political Force,


    it was, indeed, also Too Much to ask from the Greek People to Believe, for a 2nd Time in a Row, that SYRIZA would practically play the Role of ...Both the Government, and of a so-called "Opposition", just by Splitting into 2 Parts its former MPs, who always formed 2 variant Groups : A Scenario which had just been Played, just a few Weeks ago, when Tsipras resigned, calling for New Elections, but allowing for Lafazanis' makeshift "Popular Unity" hastily set up Party, to Briefly Snatch from "Golden Dawn"'s Rightists the role of the 3rd Party in Greece, just in order to get a formal Mandate from President Pavlopoulos to try to Form a Coalition Government, which naturally failed.


    However, if one Added Together all the various Leftist Political Groups, (i.e. from "Popular Union", until the ... "Leninists/Marxists", and/or the "Internationalist Communist Party", the Party for the "Reconstruction of the PC", "ANTARSYA", etc, the Total would reach up to More than 6% Leftwards, revealing a non-negligeable Potential for the Future...

+ "New" Trend ?

    * But, another Interesting New Trend in these Elections is also the Fact that a Growing Number of Greek People Voted for various Political Parties, very Differend between them, but which have in common at least 1 Crucial Point, (even if they are considerably Opposed to eachother, from many Other points of view) :


    - To Ask for a Drastic Reform of the Greek State, aiming, inter alia, mainly into Tackling, at last, the issue of the notorious existence of Too Many Cushy Job Holders and/or Political Lackeys scandalously appointed during the Past +35 Years by former Clientelist/Nepotist Governments, particularly of PASOK (+1981-2015) :


    (1) The First, surprisingly, are the Populist Nationalist Rightists of "Golden Dawn", (that some used to accuse to have been former "Neo-Nazis"), who, for the 1st Time so clearly, ask, in their Political Program, to "Heal (Cleanse) the Hydrocephalic Public Sector", thanks to the "Immediate Dismissals of all those who were appointed illegaly and without deserving that", as well as to the "immediate Transfert in Productive Workplaces for all those Civil Servants who don't have a Substantial Occupation" until now², so that, in general, "the Hydrocephalic State won't be no more at the Expense of the Greek People, but would Start to Function in a Productive way and for the Benefit of the Whole Society".  It's the only Party which Augments its Votes (for about + 1%, up to 7 %) and gets 1 or 2 More MPs than before, (17 or 18 MPs in all).


    (2) Perhaps even More Interesting is the Emergence of a New, "Centrist Union" Party, which succeeds to cross the +3% Threshhold for the 1st time, with 3,43% of the Votes Casted, aiming to "Change the Agenda of Reforms" mainly by "including also the issue of the Public Sector's Self-Purge" : I.e., for example, "Stop Paying those who don't Work", Dismiss from the Parliament those 1.500 (Civil Servants) who are Parents of MPs", Settle "the Issue of Double or Triple Pensions -because we have 330.0000 Triple Pensioners", 'as well as the issue of Pensioners who Work, receiving More than 1000 €', ("because in Greece there are 400.000 Pensioners Working". And the issue of "those who are Paid without really Working", which requires several "Dismissals from the Public Sector", as reportedly explained the "Centrist Union" Party's President, Vassilis Levendis.


    (3) Last, but not least, former MEP and current Head of "DRASIS" (Action) small but new Political Party, Theo Skylakakis, (who has had often spoken with "EuroFora"s co-Founder at EU Parliament in Strasbourg on such issues, as well as with the Liberal Group's President, former Prime Minister of Belgium, Guy Verhofstadt), has a Similar Political Agenda, about the Need to Reduce the Greek State's Debt by diminishing the Excessive Number of Civil Servants, due to the Clientelism/Nepotism of former Governments (mainly PASOK+) of the Past  +35 Years (1980-2015), among others, also through an adequate Anti-Corruption policy, (Comp. his relevant EU Parliament's Report). Recently, he Denounced, f.ex., those "Early Pensioners, mainly those of the (Clientelist) Corruption of the Decade of 1980ies, who became Pensioners at 50 Years of age and something, (or even at 50 without something), with a Pension of a Thousand €, ... while they haven't contributed not even for the Half from the Pension that they receive". Earlier, he had taken part to the National Elections also together with another Small New Party, "Creation, anew", winning some 100.000 Votes (about 2%), for a First Time, back on 2012, but he didn't participate now. However, as former "New Democracy" Politician, and feeling also as "Centrist", he might join forces Together with ND and/or the New "C.U.", (Com. Supra), in the Future.


    Added also to some Interesting, but not enough developed yet, attempts to move in a Similar Direction, at some moments of "New Democracy"s activities, (f.ex. during the 1st Half of 2013, by former Prime Minister Samaras, including with the Popular Closure of ERT TV, and/or by the Establishment of a Mechanism Checking whether some Civil Servants might have grossly Violated their "Oath" to the National Constitution, etc., all these, various but Converging, Elements might soon create a real New Trend....


    Unless Tsipras marks another "U-Turn" too, in an attempt to take a Lead in that crucial matter, f.ex.  with a kind of  Greek ..."Macron" (as the atypical Economy Minister of the Socialdemocrat Government in France), eager to Stop an over-Exploitation not only of Productive Private Businesses, (including SMES), but also of Poor People, obliged to pay increased VAT, an other Taxes, f.ex. even on their Home, etc;, mainly in order to continue to Feed a too Greedy, but inefficient  State Bureaucracy, notoriously plenty of Counter-Productive Cashy Job Holders, and abusive/arbitrary Political Lackeys scandalously appointed by former Clientelist/Nepotist Governments (particularly of PASOK+) during the Past 30-35 Years (+1981-2015)...

The official presentation of a "Program" respecting People's choices voted in the June 7, 2009 EU Elections, to be debated in EU Council and EU Parliament during its 1st Session on July in Strasbourg, is the No 1 Priority, according to Democratic principles, for the Franco-German axis, said the main winners at the ballot box, French President Nicolas Sarkozy and German Chancellor Angie Merkel.

They stressed  that the New EU Commission's President must have a "Program" in favor of an EU which "protects" its Citizens, regulates financial markets and aims at a "Political" Europe" : a wording they have used as incompatible with Turkey's controversial EU bid.

They also declared ready for a "political" endorsment of "Mr. Barroso's candidacy" in June's EU Council, considering that an official decision would have to be made after EU Parliament's debates and votes, possibly from next month (July), with the legally necessary final acceptance shortly after Lisbon Treaty's entry into force, hoped for September or October.


- "A Program, and Mr. Barroso" : This resumes, in substance, the anouncements made by Sarkozy and Merkel, on the question of current EU Commission's President, Barroso's declared wish to succeed to himself for a second mandate, to be extended during the following 5 years.

 In their 1st meeting after EU Elections, they observed that "the Franco-German axis counted in European Elections' campaign... But, we both keep a realistic view : We saw the number of those who abstained, and we must absolutely give them an answer. We also see the disilusionment of an important number of Europeans vis a vis Europe, and we are aware of the responsibilities we have".

 - The "Duty" of the new EU Commission's President, after June 7, 2009 EU Elections' result, "is to act for a Europe which protects the Europeans, to commit himself into working for a better Regulation of Financial transactions, ... and to have a Political will for Europe", underlined Sarkozy.

Therefore, "we have asked M. Barroso... to clarify, to officialy present the intentions he has", he anounced.

- "We want to speak also about the Programme", explained Merkel.

- "It's important that for the next EU Parliament's mandate (2009-2014) we take the right Decisions for Europe.  Obviously on Persons, but mainly Decisions on Issues", she stressed.

- "It's not simply a question of a Person, it's also a question of a Programme". We are "really asking Mr. Barroso to commit himself on a Program, and on Principles, on Values", Sarkozy added.

EU President-in-office, Czech Prime Minister Jan Fischer, accepted the Franco-German stance :

- "Barroso must present his Programme. The Czech Presidency agrees with that", Fischer reportedly said later, after meeting Sarkozy.

But Press reports from Brussels claimed that Barroso had preferred to be officially appointed by EU Council since June, (i.e. next week), "because this was implied by the current Treaty of Nice, according to him", and considered any delay until the possible ratification of the new, Lisbon Treaty on September/October, as "undemocratic".

- "At any case, independently of what Germany and France ask, it's also EU Parliament's wish". "We shall propose Mr Barroso's candidacy... But even in the framework of Nice Treaty, EU Parliament has to be associated in this Decision", the French President observed.

If this is correctly done, then "we support Mr. Barroso's candidature", and "if the (EU) Parliament agrees, we might ratify this decision since July", (i.e. next month), they both said.

- "France and Germany support Baroso's candidacy, But we want to speak also on the Program. We believe that this Program should be established in close cooperation with EU Parliament, and that's why we have followed an appropriate way", said Merkel.  - If EU Parliament wants, this election can take place on July,  but this must be done in full agreement.

- "We shall support Mr. Barroso's candidacy, without doubt", said Sarkozy. "But we have asked from Mr. Barroso, as I told him yesterday, to put into detail.. his intentions, at the eve of his 2nd mandate, if the situation avails itself.


    France and Germany "don't want to take an Official Legal Decision by writting" during "the next (EU) Council" (on June 18-19), declared Sarkozy.  Because they prefer, at this stage, only "a Political decision" on June, "so that we (EU Council) can work together with EU Parliament", which starts to meet only Next Month, since July in Srasbourg, "leaving a Legal decision by writting for later".

    - "If the Conditions are fuillfiled in EU Parliament, we (EU Council) are ready to give the agreement and make it offficial", said Merkel

    - "But, now we are working in the base of Nice Treaty. If tommorow we want to work in the spirit of Lisbon Treaty, we have to find a proper way", she added.

    - "Of course it's Legally complicated, because we are going to make a Political proposal to the forthcoming Council, for an EU Commission's President, on the basis of Nice Treaty : So, we (EU Council) will not appoint the Commissioners. Only the President.  If EU Parliament agrees, it could endorse this position on July", explained Sarkozy.

    But, on Autumn, "if Ireland ratifies Lisbon Treaty, there will be, at any case, a 2nd Decision, to appoint the Commission's President, this time on the basis of Lisbon treaty, and then, we, the EU Member States, would have to appoint (also) the EU Commissioners", he added.

    As for the precise Timing :  - "Everything is suspended until the Irish vote... Now, we must all make everything possible to help Ireland to say "Yes"" to Lisbon Treaty... The Irish Referendum, ..will take place either on September or on October. It's a Question which depends on the Irish. And,  then, we shall have the Choice of the Candidates for the permanent Institutions of Europe".

    However, "if Ireland says No, we, French and Germans, have to assume our responsibilities, and we'll do so", he concluded.

    But British and Swedish governments were reportedly eager to have a final EU Council decision on Barroso since this month, on June's European Council. While the other EU Member Countries are divided, several of them preferring to wait until EU Parliament pronounces itself, on July, and/or until Lisbon Treaty might be ratified by Ireland at the beginning of the Autumn. Barroso's current mandate ends on November.

    There are also various, contradictory and/or unpredictable reactions inside EU Parliament vis a vis Barroso's wish to continue a 2nd mandate, because many MEPs are openly or secretly opposed, reluctant, or hesitating.

    In the biggest EU Countries, as France and Germany, EU Citizens voted on June 2009 EU Elections for a renovated, non-technocratic but Political Europe which cares for its Citizens, with an Identity, Values and Borders, declared incompatible with Turkey's controversial EU bid, by mainstream, pro-European Governing Parties. Similar choices were also supported in several other small or medium EU Countries.

    On the contrary, whenever, in other Countries, Governing and other mainstream Parties didn't make these choices or eluded them, EU Citizens massively voted for euro-Sceptics whenever they were the only ones to to promise anti-bureacratic change and oppose Turkey's demand to enter into the EU, (f.ex. in the UK, Netherlands, etc).

    It's seems to be an Open Question whether Sarkozy and Merkel's conditions will be really accepted by Barroso, who was appointed on 2004 in a different political context, (with Socialist Prime Ministers in Germany, France, etc), had rejected in the Past the idea of EU becoming "equal to the USA" as "ridiculous", and pushed for Turkey's contoversial EU bid, trying to "soften" or contain the changes desired by the People who voted for Merkel and Sarkozy with another policy vis a vis Turkey on 2005 in Germany and on 2007 in France, as they did all over Europe on 2009.

    In addition to many EPP Governments, it's 3 remaining Socialist Prime Ministers : Gordon Brown in the UK, Zapatero in Spain, and Socrates in Prortugal, who support Barroso, as well as Liberal Swedish Prime Minister Reinfeldt. But their Parties lost the June 2009 EU Elections.

    Questioned whether there was still "Time" for "other" possible "Candidates", Sarkozy and Merkel did not deny, nor made any comment on that, but simply said that "it's not for us to make publicity for any candidates. We anounced our choice ("A Program, and Mr. Barroso"). But we respect any other candidate".

    Among various other names cited are former Belgian Prime Minister Verhofstadt, former UNO's Human Rights Commissioner Mary Robinson of Ireland, Italian former EU Commission's vice-President Monti, etc. Meanwhile, Luxembourg's PM Juncker, (who had been unanimously accepted by EU Council for EU Commission's Presidency on 2004, but refused), announced his intention to resign from "EuroGroup"'s Chair. Thus, he might be available for another Top EU job.

    As "EuroFora"'s "opinion" said (See publication dated 9/6/09) : - "If the current candidates (i.e. Barroso, etc) to the Top EU jobs promise and guarantee to respect People's democratic choices, then, it's OK".

"Otherwise, Europe must find new candidates, really motivated and able to implement these democratic choices of the People."

    Because, "in Democracy, the forthcoming choices for EU's Top Jobs,...should be made according to EU Citizens' Votes in June 7, 2009 European Elections, and main EU Governments' strategic policies".
