G.Papandreou to "hijack" Cannes' G20 Summit ?

*Cannes-G20 Summit/Angelo Marcopolo/- Thousands of well-trained Policemen, Sea Divers, etc, intelligent Security Plans, added to a Democratic welcome to peaceful Global NGOs and Popular/Citizens' movements in meetings and Forums' debates from Paris up to nearby Nice city, extending a Global Popular Protest Network from New York and Wash. DC up to Frankfurt, etc., even a vibrant Political call by G20 Chairman, French President Nicolas Sarkozy to Change the Global Financial System by multilateral Monetary Reforms, Energy and Food Prices Stability, etc., boosting Development against Poverty also as a means to stimulate much needed Growth for advanced Countries at this crucial moment of getting out of the Global Crisis, (see "EuroFora"s previous, relevant NewsReports), won't be enough for Chiefs of State/Government, International Organizations, Diplomats, Experts, Journalists, etc, to seize a rare opportunity to work efficiently for the General Interest of the World in Cannes' Seaside Oxygen during the next 2 or 3 Days, if Media's attention is threatened to be "hijacked" by an already experienced "troublemaker" who has even escaped until now the most sophisticated "Wanted" lists in anti-terrorist, anti-violence and other Security Services "Red" lists : Mr. Giorgos Papandreou : An already experienced "Hijacker" of EU's Brussels Summits during the last 3 Years (2009-2011)..
The current holder of the Prime Minister job in Greece, facing a growing Popular and Political, even Military (See infra) uprow against the way that he and his party (PASOK) have handled the issue of the huge Debt provoked to the Greek State, which arrived at an unexpected Hight on October 28, National Anniversary of the "No" to Fascism back in 1940 : a move to delay Hitler's rush towards Middle-East Energy sources, giving precious Time to the Allies during the Anti-Nazi 2nd World War, suddenly threatened to throw the deal he negotiated with the EU and IMF during last weeks in Athens and in Brussels to the hasardous outcome of a Referendum which many fear that it risks to be formulated as a kind of hard Black-mail, limiting voters "choice" between Schyla and Charybdi, (i.e. swallow PASOK chief, G.Papandreou's deal, or get out of €urozone, etc), upsetting Stock Markets, and even Cannes' Agenda :


So that, after practically "Hijacking" most EU and €uroZone Summits, from December 2009, (initially scheduled, by many EU Decisions since 2005/2006+, to be a critical "Moment of Truth", with probable Sanctions if things turned nasty, for Turkey's controversial and Unpopular EU bid, by checking Ankara's compliance, or not, with the commitment it undertook when EU decided too start accession Negotiations, back on 2004, to stop Discriminating against EU Member Cyprus' hosted Ships and Airplanes, etc), up to October 2011, now, the USA-born George Papandreou even threatens to "Hijack" also Cannes' G-20 Summit, initially due, according to some experienced observers, to be a crucial opportunity to try to boost a more Democratic, Multilateral, and New Global Economic Governance, adequately reforming its Monetary system, starting to really act for Regulation of Global Financial and Oil or Food Markets, and using Development as a tool to stimulate much needed Growth Momentum in the foreseable Future.
However, Sarkozy clearly distinguished between the G20 Summit itself, which starts officially only the day after tomorrow, on Thursday, November 3, and the different, preliminary and unofficial contacts on the sidelines with G.Papandreou a.o. scheduled for tomorrow, Wednesday evening, November 2, so that the Global Multilateral event may have a chance to start "PASOK-free"..
- While accepting willingly the General Principle that "it's always Legitimate to let the People speak", French President Sarkozy critically obseved, in a Statement made this afternoon, the fact that, in G.Papandreou's case, "all Europe was surprised" by "the initiative taken Yesterday (Monday, 31st of October) by the Prime Minister of Greece, to anounce a Referendum", (as he said for a move for which not even G.Papandreou's Economy Minister, Venizelos, wasn't reportedly aware !), concerning a "Plan adopted last Thursday (27th of October, i.e. the previous week), Unanimously, (i.e. including by G.P. himself), by the 17 States of €urozone" as "the only possible way to solve the problem" commonly known as "Greek Debt".
Without going into concrete details, Sarkozy also reminded to G.Papandreou that, naturally, the Principle of "Solidarity among all €urozone Countries wouldn't act without eachone consenting to necessary efforts", (i.e. leaving apparently open the specific question how, in practice, Greece might find one or another particular way to reduce Debt and honour its commitments vis a vis the EU and IMF. -That's why, "Germany and France (also) took the initiative to bring together the European Institutions, as well as the IMF, before the G20 Summit, in order "to check with the Prime Minister of Greece", G.Papandreou, the conditions in which, the undertaken commitments will be kept", he officialy anounced, after speaking together with Merkel.
In fact, €uro-Summit Heads of State/Government, earlier in Brussels, endorsing with a few relatively minor modifications a formula initially proposed by the Franco-German EU motor, personified by Sarkozy and Merkel, have wisely focused, in their latest Decisions on Greece, only on the Financial Outline, including the sharing of the overall Cost, Guarantees, etc, main amounts of Money involved, percentages of Debt, Timetables, etc., without yet entering into concrete details, f.ex. concerning the "burning" issue on how Greece might realize the required Economies, find the money needed, etc., that they carefuly avoided, apparently leaving it to Technical Experts for proposals while Political decisions were postponed for later-on, may be even for December, (See "Eurofora"s earlier premonitory NewsReport on that point).
But, both Economico-Socially, and Politically, the main thing is the concrete substance of any EU - IMF eventual deal with Greece, i.e. HOW these or othert Numbers for Economies, etc. can be really achieved in practice :

In this regard, Giorgos Papandreou has never changed, during all the last 3 Years, from 2009 up to 2011, his initial insistance that "it's Not by Cutting Salaries, nor Retirements" of its staff that the Greek State would pay the Debt notoriously provoked by a massive Clientelism of PASOK's a.o. nepotist Governments who had hired a lot of their own abusive cronies at cushy jobs in State-controlled sectors, back since the 1980s, Hidding afterwards the Desastrous effects it had on the Country's Finances since 1999-2000, as he had already anounced from the outset in reply to "EuroFora"s question at his 1st participation as Prime Minister to EU Summits in Brussels on December 2009, (See our question and G.Papandreou's reply then, from the spot).

Thus, he was led, during all these 2009-2011 years of negotiations with EU - IMF a.o. to focus Austerity mainly to the detriment of Production and/or of Poor People's economies, to the point that he notoriously, both failed to reduce the Debt, (because he brought Recession, limiting State revenues), and provoked anger from Businessmen (who saw ther investments jeopardized), as well as from Poor People, (who saw Unjust and heavy restrictions threatening even basic education, health and survival of their families), with a growing opposition, even revolt, throughout almostt all other parts of the political spectrum, from his Right up to his Left...

Meanwhile, by the excessive Noise that he had made, since November 2009, when he started to reveal to Greek People that the Economic and Social Revival he had promissed a Month earlier in order to snatch the Elections from out-going Greek Prime Minister Costas Caramanlis, a ChristianDemocrat/EPP, (who had, on the contrary, told the Truth to the People about necessary Hard Economies and mainly Structural Reforms), was, in fact, impossible to achieve because of the Huge Debt accumulated since the 1980ies, G.Papandreou was also accused by Caramanlis' successor, Samaras a.o. to have seriously aggravated the situation by provoking a tremendous Augmentation of Interest Rates for lending to Greece, also exploited by Global Financial Markets in excessive heights of credit costs augmenting the Debt in tragic proportions, against both Greece and €urozone.

Things got really nasty, f.ex. on October 28, National Anniversary of the Historic 1940 "No" to Fascism, just after the latest Brussels' EU Summit, when, after realizing that G. Papandreou had large Crouds of People were gathered throughout all the Country's main Cities, crying ther anger against what they strongly felt as a "Corrupted" Government and PASOK a.o. Establishment Politcians who "betrayed" them, as they said, targetting with Tomatoes, Eggs and/or Insults PASOK Goverment's Officials, who run to escape, cancelling many traditional national parades at the last minute, in a never seen before spectacle, which included even Greek Army groups parading spotanteously in front of Simple Greek People, to whom they gave the Honors usually reserved to Chiefs of State/Goverment, applauded by astonished bypassers, (as f.ex. it happened in Thessaloniki's seaside, the 2nd largest city of the Country, host of a 2003 EU Summit, and Historic birthplace of King Alexander the Great, related also to a part of French President Sarkozy's Family)... PASOK Government reacted by an unprecedented move of suddenly changing all Heads of the Greek Army's Etat Major, dismissing all the previous Army Chiefs and replacing them by PASOK faithful staff, which surprised everyone, and was strongy denounced by main opposition party "New Democracy" (ChristianDemocrats/EPP), who anounced that it will never recognize such a change..
Many Simple People were, indeed, revolted, when they saw that, according to Mr. Giorgos Papandreou's controversial EU/IMF Deals, their Country, Businesses and/or Family were threatened to suffer Heavy Economic Restrictions, without any other Hope than to find themselves and all the country, on 2020 with the same Debt as Greece alreeay had, back on 2009, i.e. before PASOK's latest rise to power, more than a Decade of Hard Efforts threatened to go down in ashes, (Debt, recently propulsed up to 165% of GDP, being just brought back to its 2009 level of 120% of the GDP)...
Popular Anger was also boosted by the fact that People were obliged suffer Heavy Resrtictions in their lives, already almost sacriificing a whole Generation, in order to pay ... even early Retirement schemes to PASOK Government's Cronies and other Cushy Job Holders in the State-controlled sector, after some 30 Years of abuses by several oppressive Nepotists, among whom Noone was fired and/or otherwise punished, not even one, not even the more Corrupted !..
Paradoxically, this seems also to clearly indicate the Direction that could and should take a Real Solution to the so-called "Greek Debt" issue, (in fact a Turkish Problem, provoked by a Network of former "Socialist" Officials and others abusing of any means to push Ankarars controversial and unpopular EU bid, in order to undermine Europe's role in the World, by provoking various contradictions inside it : Comp. supra) :
- Joining Economic and Financial Efficiency, with the Dynamic Momentum of at least a great part of Honest, Simple People's bitter feeling of UnJustice, it's obviously by launching a Decisive and consequent Fight against Corruption and other Crimes committed by unscupulous, abusive and unpopular Politicians, Officials, Cronies and/or Cushy job honders appointed by Nepotist PASOK a.o. Governments in Greekl State controlled Jobs during the crucial period of 1980-2010, (or even 1974-2011 if need be, as the main opposition party "New Democracy" and others have already accepted), that Justice can be done, Sanctions imposed to all those Responsible for various Scandals during the last 30 Years, many unpopular, abusive and Counter-Productive cashy and useless job holders Fired from Public Sector payrolls, thereby Drastically Reducing Greece's Debt, without harming Production (which could be relaunched, prividing Tax a.o. Revenues to the Greek State), nor imposing unjust restrictions to Poor People's economies, but, on the contrary, giving them a Chance to Hope for Justice to be done vis a vis any serious Crimes of the Past related to PASOK Governments' abusive Cronies, and a better Future, if they work hard, (See earlier "EuroFora"s NewsReports, from 12/2009 from Bonn/Germany, up to October 2011 Strasbourg/France, etc).
An adequate Anti-Corruption and anti-Crime campaign, without artificial Time limits to investigations, (as it has already been done in various other Countries, such as f.ex. Croatia, Argentina, or Italy of famous former Judge Di Pietro, etc, and as even CoE's Anti-Corruption watchdog GRECO's Head, the experienced Drago Kos, has recently told "EuroFora : See earlier NewsReports with Statements by Kos and Di Pietro to "EuroFora", etc), could obviously be the only "Ciment" able to unite a large Political Majority in Greece, from the Right up to the Left, able and willing to lead the Country out of the provoked Crisis, and free the €uroarea from an articificial but heavy problem provoked by some Anti-Democratic and Anti-Europezan networks (Comp. supra).
Moreover, Greece seems to have good Oil/Gas potential Resources in the Aegean and Mediterranean Sea, which could help pay any justified Debts, if EU and others convinced Turkey to respect the International Law of the Sea and stop Military Threats.
Will there be left enough productive Time and consciousness of what is really at stake in Cannes' seaside Oxygen in order to clear out these last-minute attempts to throw, without any Warning, a vague "Referendum" threat, at the last minute, before starting to deal with the World's most serious, Historic issues at this 2011 G20 Summit ?
At any case, overnight News arriving from Greek sources, suggested that this controversial "Referendum" last minute threat, might not even find enough support to be officially tabled, (before the end of the Year, for Vote on January 2012), since several among PASOk Government's 2 MPs thin majority have reportedly criticized the move, some even agreeing with the Calls launched by all, various Opposition Parties in Greece, from the Right to the Left side of the Political spectrum, to form a National Unity Government, or, even better, urgently organize National Elections, in order to have a New Government soon, able to tackle the Crisis with Efficiency and Justice, for Europe's best interests, allowing the EU to play an important role in the World by usefully contributing to solve Urgent and serious Global Problems, instead of slyly undermining it for dark, Anti-European interests.

Recent developments proved that Europe can suceed to overcome challenges by aiming at great objectives, and this is needed also in 2009, said EU chairman, French President Nicolas Sarkozy.
- "It's in the name of Great Ideas, Projects, Ambition and Ideals, that EU can overcome" challenges, stressed Sarkozy at EU Parliament in Strasbourg, in conclusion of a dense 7 months EU Chairmanship. "It's even easier for Europe to have Great projects, able to overcome national egoism, instead of limiting itself only to small projects" (unable to do alike), he observed.
- "Europe must remain Ambitious and understand that the World needs her to take Decisions". "The World needs a Strong Europe", which "thinks on its own, has convictions, its own responses, its imagination" : "A Europe which does not limit itself into following" others, (as it did in the Past, when it followed USA, f.ex. on Bosnia). On the contrary, "Europe should undertake its own responsibilities", he said, after a series of succes in stopping the War between Russia and Georgia, and organizing the 1st EuroZone's Summit in Paris, which incited the Washington DC G-20 Summit to extend similar decisions World-wide.
- "When you sweep it all under the carpet, prepare yourself for hard tomorrows", he warned. "What hinders decisions is the lack of Courage and Will, the fading away of Ideals", he stressed before EU Parliament's 2008 debate on Human Rights and Sakharov prize on Freedom of thought attributed by MEPs to Chinese cyber-dissident Hu Jia, followed by an EU - Turkey meeting on Friday.
- "I don't abandon my convictions" and "I will take initiatives" on EU level also in 2009, Sarkozy announced later. "France will not stop having convictions and taking initiatives" on Europe. + "It's an Error to wish to pass over the Heads of those who are elected in their Countries" : "It's an integrism I always fought against"', he warned.

French EU Presidency faced 4 unexpected Crisis :
- An institutional crisis, with the Irish "No" to EU Lisbon Treaty, just before it started. A geopolitical crisis, wth the threat of War between Russia and Georgia risking to throw Europe back to Cold-war divisions, on August. A World-wide Financial and Economic crisis, arriving at a bad moment before crucial 2009 EU elections. And even a Strasbourg's mini-crisis, with EU Parliament's roof curiously falling down, from unknown reasons, in a brand new building on August, provoking an unprecedented transfert of the 2 September Plenary Sessions...
But it wasn't enough to stop Sarkozy ! On the contrary, it stimulated him...

- "The better way to deal with the recent problems of EU institutions (as the "3 NO" by France, the Netherlands and Ireland) is to take them as a "Test" in order to find solutions closer to Citizens' concerns", said later in Strasbourg Sarkozy's new choice as Ministe for EU affairs, Bruno Le Maire.
- On the Institutional front, Sarkozy gave Time to the Irish to think about it, and stroke on December a deal including a New Referendum after the June 2009 EU Elections, in exchange of a promise to keep the rule of "one EU Commissioner for each EU Member Country", and some opt-outs on Defence and Fiscal EU policies, Abortion, etc. If the Irish get a "Yes" Majority, then the institutional package could be completed in 2010 or 2011 on the occasion of Croatia's probable EU accession.
He was accused in Strasbourg to upgrade EU Council and downgrade EU Commision, but he replied that "strong Political initiatives by EU Council reinforce also the more technical role of EU Commission, under the political-technical leadership of its President", all 3 "working together with EU Parliament".
- But, meanwhile, Sarkozy energetically spearheaded an Historic 1st Summit of EuroZone's 15 Heads of State and Government at EU's core, exceptionally enlarged to a partial participation of British Prime Minister Gordon Brown, on October 12 in Paris' Elysee palace, which started to tackle succesfully the growing world Financial crisis.
It also paved the way for its endorsement by a subsequent Brussels' 27 EU Member States' gathering, before it all come to Washington's G-20 Summit. And "Europe was united, it asked for the 1st G-20 Summit, and it will also organise the next G-20 Summit on April in London", he observed.
But a Conference with EU, Russia, African and other Developing Countries, hosted in Strasbourg shortly after Washington G-20 Summit by the French EU Presidency, took a Resolution asking to enlarge participation to Global Economic Governance. Many found, indeed, illogic and unacceptable that f.ex. states as Turkey were given a seat at G-20 level, while all African Countries, and even the African Union itself, representing the greatest Continent on Earth, were excluded...
Meanwhile, even USA''s "Paulson No 3" Plan, was, in fact, inspired by Europe's No 1 Plan", Sarkozy observed, largelly applauded by MEPs.
And "Europe showed Solidarity" by mobilizing some 22 Billion credit for Hungary, 1,7 billion for Ukraine, as we do nowadays for Baltic States, etc., he added.
The move on Economy was extended on December by an EU stimulus' plan totalling some 200 billion Euros, including 5 Billions released by EU Commission for big Projects, as well as various parallel National plans for Economic revival, (fex. 26 billions in France alone). They might appear limited, compared to USA President-elect Obama's reported plan to boost the American economy with 800 billion $, but at least succeded to overcome Europe's divisions for the first time on Economic governance, opening new horizons.
- The French President stressed even harder the unique role of an active EU Council's chairmanship, when he moved swiftly and efficiently, at the beginning of August, to succesfully stop War between Russia and Georgia, at the last minute, which threatened to bring Europe back to Cold War division.
"We (EU) also wanted to avoid a situation like in Bosnia, in the Past, when EU was absent, so that our American friends took their responsibilitues, and EU only followed", despite the fact that the conflict took place in Europe. Now, it was the EU who took its responsibilities".
A roadmap towards a new PanEuropean Security policy, before which all unilateral moves to place new Missiles (from USA or Russia) would be freezed, was proposed by Sarkozy after a meeting with Russian president Medvedev, at the eve of Washington DC's G-20 Summit.
Ukraine's "European" character was stressed at a Sarkozy - Jushenko Summit, September in Paris, while EU adopted on December an "Eastern policy", in which, "I'm convinced that our (EU's) future is to find with our Neighbours the conditions for Economic Development. Peace and Security, by explaining them that.. they must respect (Human Rights') Values, and adopt behaviors different from the Past", explained Sarkozy in Strasbourg.
Meanwhile, the "Union for the Mediterranean" was created, since July's Summit if 45 Heads of State and Government in Paris, as "an organisation for a permanent Dialogue, that we need", mainly in order to tackle the Israeli-Palestinian conflict, by bringing together, for the 1st time, Israelis and Arabs, where "Europe must be present, in order to avoid a frontal clash".
- "If Europe doesn't take its part for Peace in the Middle-East, nobody else will do that in our place", Sarkozy stressed.

Meanwhile, other EU Agreements were brokered during the French EU Presidency on Immigration, (fex. common Asylum rules, etc), and Climat- Energy :
- On Climat-Energy, the 2007 German EU Presidency had fixed a triple 20% aim for 2020 (20% renewable Energies, 20% reduction of CO2 emmission, 20% energy efficience/economies), and the 2008 French EU Presidecny realized that, making the necessary compromises in order to modernize EU's industry, but without throwing some former Central-Eastern European Countries into abrupt Economic break down risking "social explosion".
- Defence-Security EU policy was mainly postponed for April 2009, since both German chancellor Merkel and French president Sarkozy want to strike a deal with the new American president Obama in Strasbourg's NATO Summit.
However, with all these 4 unexpected Crisis diverting attention to other urgencies, People wil wonder now, what happened to the famous deal proposed by freshly-elected French President Sarkozy on Turkey's controversial EU bid, back on August 2007, to continue EU - Turkey negotiations, but on the double condition that core chapters, intrinsequally linked with EU Membership, will be excluded, and that a collective Reflexion and Debate on Europe's future would start before the end of 2008.
It was meant to reply to the crucial question : What kind of Europe do we want in 10 or 20 Years from now : A large Market, or a Political Europe, with a popular identity ? In Sarkozy's thinking, presented in his 2 landmark speeches on Europe in Strasbourg, shortly before and after the 2007 Elections, (on February and July 2007), Turkey's controversial EU bid would be incompatible with the second choice.
It's true that EU Commision's Chairman, Jose Barroso, (who had notoriously declared, as former Portuguese Prime Minister, that he found "nonsense" the idea that Europe might become equal to the US), had repeatedly tried to avoid that Sarkozy's criticism on Turkey might start winning a larger audience in Europe, preferring a discrete "wismens' committee" work. And that most of the personalities later chosen in order to participate in a Committee on Europe's Future, are too much linked with Socialist parties and/or American policies, to be really critical of USA's notorious wish to impose Turkey to the EU, as Sarkozy had noted himself since March 2007..
- "It's on EU Council's presidency to take political initiatives. EU Commission has other competences", stressed Sarkozy. The "European Ideal" is to "build Europe with the States, not against them". "Ask Europeans to chose between their countries and Europe won't work. You don't choose between your two parents : We must add them together".
"France and Germany have an Historic Duty to work together, precisely because of what happened to the Past. We have to work hand by hand. We cannot be separated.It goes beyond me and Mrs Merkel today, Mr Schroeder and Mr. Chirac yesterday. It's not a choice, it's a duty to Europe and to the World". "We need Germany, as Germany needs Europe". Compromise is inevitable, here as everywhere, and each one made some steps towards eachother's positions.
But "it's true that Mrs Merkel didn't chose her Socialist partners, while I chose mine", Sarkozy said, in an indirect hint that the Socialist Minister of Finance in Germany might be a cause of minor past disagreements in Economy, which were overcome in recent negotiations.
"We (France and Germany) have particular duties in Europe", but "in a Europe of 27 Member States, it's not enough for France and Germany to agree between them.
"I always thought that Great Britain has a special role to play in Europe. ... Now, everybody "saw what it cost payed the UK for having been too exclusively open towards the US (and) Financial services.
