Global collective moves to help Japan + Libyan People face Major Hazards, decided by G7 + UNO

In astonishingly parallel moves, G7 and UNO's SC, simultaneously decided to launch energetic actions to help, in one side of the Globe, the Japan People to face Monetary Attacks against the Yen by Speculators exploiting the current Natural and Man-made Disasters hitting the Country, almost at the same time that, on the other side of the Earth, Libyan People were also promissed Protection against Military Attacks by the controversial Kaddafi regime against Political Dissidents, threatened to be eliminated by advancing Tanks and Bombs hitting their last strongholds in the centre of a Mediterranean region recently shaken by Popular Movements apparently aspiring for a more Democratic and better Future.

In the 1st ever coordinated International move to intervene in exchance markets since more than a Decade, the G 7 Finance currently chaired by France, decided to act to support Japan's yen after the tragic Giant Earthquake, Tsunami and Nuclear Plant disaster of unprecedented proportions, in order to fight against "excess volatility and disorderly movements in exchange rates" because they "have adverse implications for economic and financial stability", according to an official anouncement.

The move comes shortly before an exceptional G 20 High-level Conference on the obvious need for a new Global Monetary System, due to be opened by French President Sarkozy and Chinese vice Prime Minister Wang Qishan at the end of March in the Historic, Millenary city of Nankin (China), with the participation not only of Finance Ministers and Central Banks' Governors from more than 25 big Countries all over the World, as well as Heads of Economic International Organizations (such as IMF, Wordl Bank, UNDP, OECD,etc), but also many Top Economists and/or Intellectual or Economic Actors, including f.ex. Nobel prize winner, dissident American Columbia University Professor Stiglitz, who has recently supported, at an International Conference in Paris, that, in his view, after bypassing an old "Unipolar" system, the World needed much more than simply a new, Multi-Polar one, and should advance even towards a really unique, New International Monetary System, (comp. "EuroFora"s NewsReports of January 2011 from Paris). The Nankin 2011 G20+ Conference is due to focus on "destabilizing" "Capital Flows", and "Global Liquidity management", seeking more "Global Financial Safety", according to its official draft Agenda, communicated to "EuroFora".

Meanwhile, the Top Financial leaders of the U.S., Canada, UK, and the European Central Bank, will join, tomorrow (Friday) Japan, at its request, "in a Concerted Intervention in Exchange Markets", that they will also "Monitor Closely", "cooperat(ing) as appropriate", in order to "express .. Solidarity with the Japanese People in these difficult times", and "Confidence in the Resilience of the Japanese Economy and Financial sector", as well as their "Readiness to provide any neeed Cooperation", as they stressed.


This active "response to recent movements in the exchange rate of the Yen, associated with the Tragic Events in Japan", by the G7, currently chaired by French Economy, Finance and Industry Minister Christine Lagarde, came almost at the same moment that her compatriot, French Foreign Minister Alain Juppé, just succeeded to pass a Resolution at UNO's Security Council, drafted by France, the UK, USA and Lebanon, with the support of the Arab Ligue, and voted by 10 UNSC Members, with the cooperative Abstention of 5 (as Russia, China, Germany, etc) and no opposition, which opens a way for drastic and sharp Action in order "to protect People" threatened by Deadly Military Attacks by the Kaddafi regime, whose Bombardments threatened Dissidents' stronghold at Benghazi, the country's second important city, and current Headquarters of the "Transitional National Council", that EU recently decided to start having as its official "Interlocutor", droping the controversial former colonel.

Both quasi-simultaneous Moves of the International Society to support Japanese and Libyan People, currently threatened by a series of Natural and Man-made Disasters having even Global Financial repercussions in the case of Japan, or by Violent Attacks of a controversial Regime searching to oppress by such undemocratoc means as Tanks and Bombs its Political Opposition, as in the case of Libya, obviously reveal a     succesful art of activating a Collective and concerted World-wide response, with Alliances and Cooperations between many key Countries, to various topical dangerous Challenges, such as Extreme Natural Disasters, Financial Speculation, Undemocratic, Brutal Oppression of Political Dissidents, etc., which both provoke also an Excessive Volatility of Exchange Rates or Energy Raw Materials as Oil/Gas, etc, according to the Strategic Aims for a more Democratic and Efficient New World Order, outlined earlier by French President Sarkozy, together with Chancellor Merkel, Prime Minister Cameron, and other EU and World leaders.


Showing that the International Community cannot remain Passive in face of Major Challenges and Threats against People, such various but convergent moves, according to the way that they will be led and evolve, may obviously anounce the Dawn of a probably New Collective Consciousness and Public Political Space at a Global level, with all its Risks and Hopes.

Fillon invites EU to invent "New Horizons" behind Oil crisis

A pioneer Franco-German research project on GeoThermy, near Strasbourg, served as "Symbol" of EU's will to become Independent on Energy by developing innovative Technologies, while imported Oil prices threaten to provoke a World-wide crisis.

It's essential to demonstrate Europe's will to "invent New Horizons", by creating Environment-friendly, Independent and Renewable Energy sources, while price rises continue for Oil, a polluting old ressource with insufficient stocks, stressed French Prime Minister Francois Fillon, anouncing that this will be a focus during the forthcoming French EU Presidency (July - December 2008).

Fillon symbolically injected a 1st KWh produced by GeoThermy into Strasbourg's Electricity grid, during a special gathering of German and French officials at Soultz-under-Forests ("Soultz-sous-Forêts"), using a geothermal innovation which is "the most advanced in the World" :

The innovation uses Strasbourg's underground water richness to capture Heat, by injecting liquid among Rocks 5 km deep, where temperature is 200 c. Thus, it can be activated at any moment and location, even without natural warm water springs : A big advantage compared to old biothermal tools.

Engineers, Scientists and the Industry will have 2 Years to invent practical ways for this innovation to become productive and cost-efficient in real Economy, said Fillon.

115 Millions of Euros invested, 15 Research Labos, 430 Scientific Publications including 34 Doctoral PhD, and a systematic cooperation between French and German Governments and Public Agencies on Research, succeeded to prove that the new method works.

Already able to serve Electricity to a village with 1.500 inhabitants, the pioneer project intends to reach a capacity to serve 20.000 inhabitants before 2015, as part of a larger Plan to make all Renewable Energy Resources (together with Wind, Solar, etc) able to cover more than 23% of all Electricity needs before 2020.

- In fact, "behind the challenge" faced with the current Oil crisis, there "is a New Horizon that we can shape all together", by "creating New Tools for the Future", Fillon launched towards EU Member States.

Meanwhile, we should intensify Energy Savings, simplify Transports, and help the Poorest cope with growing Oil prices, until EU joins a World-wide lead into inventing reliable and sufficient Renewable Energy Sources, he added.

Many, technologic and other Challenges exist, but they can be overcome : F. ex. the new GeoThermic method tested at Shoultz since 1987, had provoked an Earthquake at a nearby site, close to Bale, by injecting big volumes of pressurized Water in underground broken Rocks near a Seismic Faultline in 2003. But the move was rectified later-on, by diminishing the amount and pressure of the water injected in underground rocks, so that no Earthquake is provoked.

More than 1 Billion Euros are invested by France on Scientific and Technologic Research about Sustainable Development until 2012, aiming to take a 10 years advance, there where innovation can become source of Growth, Competitivity and Jobs, which, according to some evaluations could reach more than 220.000 before 2020, Fillon observed.

During the forthcoming French EU Presidency, together with our German friends, we shall do all necessary efforts for Europe's World-wide lead against Global Warming, thanks to Energy tools able to ensure its Independence, Growth, and Citizens' well-being, he concluded.

The "Enhanced Geothermal System" (EGS) stems from pioneer research initiated by teams from France, Germany and Italy, joined also by Swiss, the U.K., and Sweden, even U.S. and Japan, since the 90ies.

In 1996, a European Economic Interest Group (GEIE) was founded, in order to exploit Electricity-produsing Heat from deep underground Rocks, including France's EDF and Germany's PfalzWerke.

In 2002, a Pilot scientific project started to be tested in Soultz-under-Forests, 50 kms north of Strasbourg.
