Sarkozy counselor Guaino to EuroFora on Paris EU-USA-Arab Ligue-UN Summit to help Libyan People

    *Elysee/Angelo Marcopolo/-  Phone, Water, and other elementary, vital networks for People's lives should be fully restored, after recently reported Cuts, in all Cities controlled by éDissidents to colonel Kaddafi's regime, (particularly the National Transitional Council : NTC, headquartered in the 2nd biggest city of the country : Benghazi), so that it's not enough to promisse a vague, unverified and volatile cease-fire, (after boasting, earlier, that conquering Benghazi would be "just a matter of 2 Days"), only when the International Community started to show its determination not to let down, but, on the contrary, to protect  the revolted Lybian People, agreed positively French President Sarkozy's Top Counsellor Henri Guaino, with "Eurofora", speaking at the Elysee palace shortly after the Paris' EU - USA/Canada - Arab Ligue - UNO's Paris Summit.

Kindly Smiling, despite a crucial, overloaded day, at the end of Paris' International "Summit to support  the People of Libya", with the participation of EU, USA/Canada, Arab Ligue and UNO's leaders (See alo other relevant "EuroFora"s DraftNews, already sent earlier to Subscribers/Donors), Guaino, who is well known as a convinced supporter of the Euro-Mediteranean' co-development ideas, as f.ex. the "Union for the Mediterranean", founded since July 2008, by the 1st EU - 3rd Mediterranean Countries' Summit in Paris, organized by President Sarkozy in Paris during the 2008 French EU chairmanship), appeared carefully Hopeful for Mediterranean's Future. ----------------------------    

In a "1st" ever action in History, officially aimed to support People's freedom to choose their Leaders, without even touching their Land, but by using High-Tech means to impose a Non-Fly Zone able to stop Tanks, Bombardments and Threats to "finish with them in ony 2 Days" , as controversial Colonel  Kaddafi's regime had boasted  against  Political Dissidents headquartered at Benghazi , an exceptional  EU - USA/Canada- Arab Ligue- UNO's Summit help in Paris expressed, in a joint Communiqué, its "Satisfaction for the adoption of UNO's SC (Resolution) 1973, which, inter alia, demands an immediate and Complete Ceasefire, authorizes .. all necessary Measures to Protect Civilians against Attacks, and establishes a Non-Fly Zone  over Libya".

- "Determined to act Collectively and Resolutely", and "take all necessary Action, including Military",  even if "in Differentiated way", "to give Full Effect to these (UNO) Decisions", the EU - USA/Canada - Arab Ligue - UNO's International Paris' Summit "to support the Libyan People", stress that "Muammar Gaddafi and those executing his orders, must immediately END the Acts of Violence, carried out against Civilians, Wihdraw from All Areas where they have entered by Force, Return to their Compounds, and allow Full Humanitarian Access".

    - "The road to Diplomacy will re-open when the Aggresssions will stop", added French President Sarkozy.

    But, meanwhile, "Colonel Kaddafi showed Contempt to the Warning addressed Yesterday by France, the UK, USA, and Arab Countries", that "in the absence of an immediate Ceasefire and a Withdrawal of those Forces which attacked Civilian Populations during the last Weeks, our Countries will use Military Means". On the contrary, "during these  last hours, his Forces intensified Deadly Attacks" ;reminded Sarkozy.

     Unlike Turkey's Military Invasion and Occupation of the Northern territories of Cyprus, (which still persists, from 1974 until now : 2011, i.e. 37 Years, while Hundreds of  Thousands of Greek Cypriot, Maronites a.o. Refugees/Displaced persons : more than 20% of the Country's Population, still hindered to  return to its Family Homes and Ancestral Land, despite may ECHR Judgements condemning Ankara for that), several Turkish Military Invasions and Bombardments at Northern Iraq, persistent Turkish Military Threats of War against Greece for the Aegean Sea, warning Athens not to apply the International Law of the Sea), etc, on the Contrary, "we are NOT at all landing inside Libyan Soil, not even at a square meter, but only Flying over it",  stressed to Journalists, including "EuroFora", the Spokesman of the French Ministry of Defence, Laurent Teisseire. + Naturally, this is added to many other Big Differences, such as, fex., the existence, this time, of an official UNO SC Mandate, the fact that the official Aim is to Help the Libyan People choose their Future in Safe and Free, Democratic conditions, (See supra), protecting their Homes and Cities, instead of transforming them into Refugees/Displaced" persons, as in Turkey's, absolutey Opposite case..

    Indeed, the Main, crystal-clear, Original aspect of the "Odyssey Dawn" 2011 International Operation, is that its official Aim is "to allow to Libyan People to chose itself its Destiny", as the French President stressed in a solemn Declaration to the Press, including "EuroFora", at Elysee.

 - "Since February 15, this year, the Libyan People have been peacefully expressing the Rejection of their Leaders and the aspiration for Change", with "Legitimae Requests coming from all over the Country", but "the Libyan Regime has carried out a growing Brutal Crackfown, using War Weapons against its own People, and perpetrating against them Serious and Massive Violations of Humanitarian Law" and "stepped up its violence in order to Impose by Force its will on that of its People", denounced from the outset the Official Joint Communiqué pubished by the International EU - USA - Arab Ligue - UNO Summit, which also "pays Tribute to the Courageous action of the Libyan National Transition Council (NTC)" and other Political Dissidents.
 
=> - "Arab People have chosen to Liberate themselves from  the Oppression  in which they felt themselves, since a long time, submitted. From these Revolutions was born a huge Hope, in the Heart of those who share the Vaues of Democracy and Human Rights. But they are not without Dangers. The Future of those Arab People belongs to them". But, "in the midde of Hardships of any kind that they have to face, these Arab People need our Help and Support. That's our Duty !", stressed the French President.

A wide and strong Participation to Paris' Summit "to support the Libean People", naturally augmented the credit of operation "Odyssey dawn" :

 - a) 11 EU Countries' Heads of State/Government, including and, mainly, the Big 4 : France, the UK, Germany and Italy, which obviously represent a wide, absolute Majority of EU Citizens, in addition to 2 forthcoming EU Presidencies : Poland and Denmark, but also the Netherlands, Belgium and Greece (completing all the Mediterranean Countries geographicaly Closer to the theater of  operations), EU's Highest Officials : Van Rompoy and Kathy Ashton, were also present.

Significantly, the French President gave even symbolically a prominent place to EU's Highest Officials at the Table of the working Lunch, with EU's Foreign Minister Ashton and forthcoming EU chairman, Polish Prime Minister Donald Tusc, at the two Heads of the Table, while Van Rompoy was side by side with UNO's SG Ban Ki Moon, facing Sarkozy.

2) USA and Canada, with Hillary Clinton and Prime Minister Stephen Harper, (to whom was later-on added Japan), as well as a 12th European Country : Norway, whose Prime Minister, Jens Soltenberg,  speaking to Journalists, including "EuroFora", promissed 6 Fighter Airplanes, (while also being usefuly close to CoE's Secretary General, Thornbjorn Jagland, whose main competence is Democracy, Human Rights and Rule of Law, i.e. precisely what links to the aspirations of many People in Libya and other 3rd Mediterranean Countries)..            

3) Six (6) Arab Countries' political representatives, (United Arab Emirates, Jordany, Iraq, Qatar, Egypt and Maroc,  as well as the Secretary General of the Arab Ligue, Amr Moussa, (largely saluted by Sarkozy at his arrival at the Elysee Palace).

4)  Most important : UNO's Secretarry General, Ban Ki Moon, (who made an official Statement, referring also to the recent UN SC Resolution and other recent UN acts.

        Both UNO's Spokesman, Martin Nesirky, in a phone contact with "EuroFora" from New York UN Headquartets, and UNO's Deputy Spokesman, Farhan Haq, who was accompagnying Ban Ki Moon in Paris, had earlier warned "EuroFora" that UNO's Secretary General had been initially "stuck in Spain", a "technical" problem "Delaying" his flight to Paris, but, finally, he succeeded to arrive on Time at the Elysee Palace, between the German Chancellor Angie Merkel and the Chairman of the Arab Ligue, Amr Moussa, both obviously "Key" personalities in the European and Mediterranean Diplomatic Field,  and both warmly saluted by Sarkozy,  (followed by the last but not least : Papandreou from Greece, the EU Land which stands Geographically Closer to the key Benghazi area.

+ In a subsequent Press Conference at the French Ministry of Defence, "EuroFora" raised mainly the Question about the logistic support to Airplanes which succeed to travel a long route from Central/North France at the West, until South-Eastern Benghazi to protect the City and its population, around an approximatively 100 to 160 km. Air Zone strip, as it was officially anounced.

Both the Spokesman of the French Ministry of Defence, Laurent Teisseire, and another High-Standing, operational Military Official, replied to "EuroFora" in substance by confirming that, at least until now, indeed, all the Odyssey Dawn operation is succesfully conducted simply by Direct AirFlights from France to Benghazi's area, without needing any other support, except from that of some Ships which had already been send in the Middle of the Mediterranean. Obviously, there are also closer EU allies' lands which might usefuly help, f.ex. in Italy and even more in Greece, the closest to the Benghazi's area, but their use would require the preparation of a special logistics' adaptation, while France will also send soon there the famous huge Air Carrier "Charles de Gaule", and, at any case, the French Aviation has just proved, in real Practice, that it can succeed to come and go on the spot, safely and efficiently...

- At the same time, elsewhere, the Moroco King, moved by the Historic eventsz, proposed bigger Democratic Changes compared to the Past (as f.ex. elected Parliament's full right to chose al Ministers, contary to the past), than even Political Dissients had ever asked for, including a "Regionalisation" in order to settle the Sarahoui issue, and now this has to become reality in practice, without provoking "chaos". But some youngsters still want to push much further, making other People fear "chaos", while also denouncing f.ex. an understandable popular frustration against the fact that they feel that it's "always the same" who share the Top Jobs, both in Government and in the Private sector, and, despite their eventual capacities", but of Social Change and justice, told "EuroFora" an interesting Young an, so deeply integrated in the EU, that his German "Robotics" business, near Suttgart, astonishingly beared the Name of a prestigious French University Intellectual of German origin, whose brillant successor, "EuroFora" co-founder's former Pofessor at nearby Strasbourg University, had been notoriously born in the Maghreb, reminding the Historic Human Links between the two sores of the Historic Mediterranean Sea...
