Sarkozy Counsellor to EuroFora: Deauville G8 Summit marked by Internet's + Mediterranean's Freedom ?

*Deauville/G8 Summit/Angelo Marcopolo/- (Humeur). Can Deauville, already known for its seaside Sunset, become also famous for its Sunrise ?
Well beyond its Monetary, Security, Development and other Political, etc. Global or Regional issues, in their 2011 gathering here, the elected Heads of State/Government from the 8 most Powerful Countries in the World, face the challenge to stand up to their Reponsibilities vis a vis People and Humankind, by starting at least to debate and progressively settle also radicallu "New" questions, never seen before in a G8 Summit, such as the Principle which should guide, or not, Internet's Global Governance, and the Future that will be shaped for all involved by the still going-on Popular uprisings or revolutions in the 3rd Mediteranean and other Arab Countries.
In this regard, could anyone dream to mark this Deauville's 2011 G8 Summit as that where, what is mainly at stake, is "Freedom" in the Internet and in the 3rd Mediterranean and Arab Countries ?
An experienced counsellor of French President Sarkozy, the 2011 G8/G20's Chairman, speaking to "EuroFora", doesn't exclude it at all... - "It might happen, in substance, that, at the very end, it could go down in History as such", he positively highlighted.
In fact, it's already known that Sarkozy's original idea to start, for the 1st time in History, to include Internet Global Governance issues in the G8 Summit's Agenda was discussed with all his fellow Heads of State/Government, who accepted the principle, including naturally, first of all USA's President Obama (See our previous publication on a relevant Sarkozy counsellor's statement to "EuroFora" at the eve of the French President's visit to Washington DC), who has just elaborated and official "Internet Strategy" for the U.S., only a few Days before Deauville's G8 Summit, as well as a Chinese diplomat's, in principle positive, recent sayings to "Eurofora", etc.
Thus, Internet's issues are scheduled for a special G8 Session, tomorrow, Thursday Afternoon, (which wil be followed by a Sarkozy's Press Conference). IF he succeeds to overcome some blunders inevitably committed by a "too comercial" agent inside a private event organizing business, (apparently too marked by a 2008 contract with .. Turkish Authorities paying to promote "Turkish culture" and assume the "Public Relations" of Turkey, followed even by open Economic support as "Mecene" for a whole Year Publicity toTurkey in 2010, one of the notoriously most Oppressive regimes in the World on Freedom of Expression at the Internet ! Facts which might easily explain some scandalous exclusions, negative "targetting"" of People, etc), as well as the "indifference" of Big Business' actors for Democratic/Human Rights' Socio-Political issues and Movements, already "noted by several other, mainstream Media.
It's obvious that, in order to really succeed in Future, the move should, on the contrary, also involve many other People, particularly among those who have a long and mostly succesful Experience of real Socio-Political struggles via Internet in various Countries all over Europe and/or the World, often risking to sacrifice even their Heath, Career, fortune, private/family Life, sometimes even personal liberty and/or Life itself, as various concrete examples have already shown, from Europe up to Asia and Africa, even in the USA, etc., winning several landmark battles via the Internet. This should, naturally, go together with the active involvement of several Serious Internet Experts (f.ex. on Legal issues related to Democracy and Human Right), In addition, Innovative ways should be explored (including, naturally, first of all, via Internet itself) in order to open New Possibilities for all genuinly interested Citiizens to freely Participate in such Debates. For that, it would be enough for Sarkozy to simply develop and reorientate his own precious Political Debate vital instict, in Real pluralist Forums before Important Decisions, as he has already exchanged with "EuroFora" a.o. both shortly after the landmark 2007 French Presidential Elections, and just before the 2009 EU Parliament's Elections, that he both brillantly Won...

+ But, by a coincidence, at the same time, the spreading Popular uprises, sometimes met with Brutal and/or Deadly Violence by reluctant old Regimes, as in Libya and Syria, etc., became these Days so important that they will inevitably be also discussed in the Deauville G8 Summmit during the Morning Session of its 2nd Day, on Friday,

After this week's famous Sarkozy's statements against "Dictators" who "won't be able, no more, to Muzzle People at the Internet in total Silence by the International Community", (See earlier "EuroFora"s Pubication), an eventual Link between, these two, both evolving, Events might obviously be part of Deauville's 2011 G8 Summit, where, carefully guarded by some 12.000 Security a.o. staff, and followed by about 3.000 Journalists expected from all over the World, (at an International Press Centre equiped even with Ipads !), the Leaders of the 8 most powerful Countries in the World, already started to arrive :

1rst or all, Russian President Dimitri Medvedev, just arrived at Deauville ahead of all others, apparently fond of its famous .. Sunsets, (that he had recently discovered in a Franco-Germano-Russian Trilateral Summit just a few Months ago : See "EuroFora"s previous publication on a statement by a Sarkozy's counsellor, in paralel with UNO's SG Ban Ki Moon's trip to Strasbourg, where we had been obliged to stay also for EU Parliament's session : + See UN SG Ban Ki Moon"s statements in reply to "EuroFora"s 2 Questions), he rightfully chose the precise, accurate Timing of a ...really splendid Wednesday evening Sunset, closely followed by Election Winner Canadian Prime Minister Stephen Harper.
Meanwhile, apparrently fond of ...Paris, USA's former 1st Lady, and current Secretary of State, Hillary Clinton, has aready arrived in France in order to be the Key-note Speaker at OECD's 50th Anniversary Summit, together with oher MInisters and/or Prime Ministers, (See yesterday's "EuroFora"s publication) while U.S. President Barack Obama himself, Symbolically preferred to start earlier a Long European trip since last Monday, crossing first through Ireland and the UK, where he's also due to revive his ..Irish Family roots, so that he can make, late tomorrow morning, his .. "Normandy landing" from the right side of the channel.
German Chancellor Angie Merkel, who might have inspired his inseparable friend, the French President Nicolas Sarkozy, (due to arrive tomorrow from early Morning), to choose a splendid Seaside Natural area, with Long, Sandy Coasts, as she had done herself, back on the 2007 G8 Summit in Heiligendam (a Baltic Sea ressort at Northern Germany), being the only Lady of the 2011 G8 Deauville Summit, naturally arrives .. after all others, due to welcome her tommorrow, on Thursday Noon.
But, new Brittish Prime Minister David Cameroon, jumps over the Manche channel as early as since 9 o'clock, being the 1st to arrive tomorrow Morning, apparenty eager to accept, at last, the symbolic, silent sinvitation that French President Sarkozy had implicitly launched to the new UK leader, when he had taken the Surprising but Spectacular Decision to host, a few Months earlier, a Trilateral Franco-Germano-Russian Summit, curiously, Not towards the North-Eastern part of the France, but, on the contrary, at one of its most .. Western standing areas, right in front of the U.K...
He might face a "competition", Japanese sources told "EuroFora", for the 1st, earliest arrival tomorrow, Thursday Morning, by Japan's Prime Minister Naoto Kan, who was, together with Hillary Clinton (See supra) at nearby Paris, to participate to OECD's 50th Anniversary Summit, (See "EuroFora"s NewsReport from the spot).
Meanwhile, almost together with Sarkozy (see Supra), arrive, just after 10 o'clock, both EU Commission's President, José Barroso, and Italian Prime Minister, Silvio Berlusconi, apparently also for probable bilateral talks with "Sarko" which might be related also with developments in the Mediterranean

Most probably, nobody really knows (except , perhaps, from Sarkozy himself, who is the only one to have spoken with all other 7 G8 Leaders on these 2 issues : See supra), igf they are al fully Consious of what is really at stake in these 2 interrelated and parallely evolving issues (Comp. supra), and what the Final Outcome of the 2011 Deauville G8 Summit might be.
And, of course, RealPolitics, are a... "Wild World", as the famous, good old Cat Stevens' "classic" Song warned...
But a Claim is always a claim, which generates, even by itself, at least some concrete effects, as it is well known to be done, in one way or another, in the Media, in Law and/or Ideologies.
And, in this regard, nobody sould underestimate also the Factor of .. "My People", as Cat Stevens added recently, in a contemporary New Song, currently distributed for "Free" at the Internet, inspired by and dedicated to the Mediterranean/Arab Popular Movements...
[NDLR : Our Christian roots and horizons, naturally protest against the fact that Stevens was later led to become Musim back on 1977, but it's obviously good that he reportedly condemned the 9/11 Deadly Barbary, by simply and profoundly stressing that "whoever kills an Innocent, harms all Humanity". And, meanwhile, things seem rather settled now, with "Equality" going both ways, as "EuroFora" recently heard even n .. Arab version of the New Testament's : "Evangelion, in Ancient Greek, which means ... "Good News", nnotoriously needed since long, particularly in a region still suffering by provoked Divisions, asnd mistrust between its Jewish, Muslim and Christian Historic Populations, well placed (precisely in possible and much needed reaction to Crimes committed there) to become, on the contrary, United, in Future, (together with several Agnostics), under a Common Banner, simply made of Humanity].

The recent paradox of freezing EU Talks with front-runner Croatia, while continuing controversial EU - Turkey talks, despite Zagreb's acceptance of Refugees' Human Rights to return, that Ankara refuses fex. in Cyprus, while both have "Good Neighborhood" problems vis a vis Slovenia, or Greece, Cyprus and Armenia respectively, can it be justified by the non-fullfilment of EU criteria, as Slovenia says, or, is it "Double Standards" ?
The question became unavoidable after statements by Presidents of Slovenia and Croatia, Tuerk and Mesic, respectively, to "EuroFora", exclusively or among Strasbourg's journalists this week at the CoE, on the sidelines of its 2009 Summer University for Political Schools, which topically brought them together as successive key-note speakers.
Comming only a few Months before EU checks Turkey's compliance to its commitments on Cyprus, etc., scheduled for December 2009, this obviously has a special importance for the coherence of EU Enlargement's principles.
Suspension of EU Negotiations is a normal consequence in case of a Candidate Country's failure to fullfil EU Conditions, such as "Good Neighborhood relations", stressed at first Slovenian President Danilo Tuerk, current CoE's chair.
But, regarding EU's Criteria, there shouldn't be any "Double Standards", reacted Croatian President Stjepan Mesic, commenting the fact that Turkey's controversial EU negotiations continue, while they were recently "freezed" in the case of Croatia, an "unquestionably European Country", which oficially accepts to respect Refugees Human Rights, contrary to Ankara's notorious refusals or reluctance.

Questioned earlier what "consequences on EU's Enlargement policy" can have the "Ban on EU Membership Negotiations", imposed to Croatia, Tuerk replied that "this question comes down to the fulfillement of (EU) Criteria for membership. One has to look at each Candidate Country ., from the point of view whether it fullfils the Criteria that EU has set. One of them are Good Neighborhood Relations, I'd like to remind. And also, there are other factors, such as Justice, Home affairs, Rule of Law, and others".
- "Now, ..Candidate Countries are at Different Levels of fulfillement of Criteria", he observed.
- " Croatia is obviously the closest to that. I'm rather optimistic : I think that in the coming Months we'll have an opportunity to look at all these issues constructively and hopefully we'll be able to make progress". "My main concern, at this point, is the situation in Bosnia : We haven't seen enough progres domesticaly. We haven't seen enough during ..political parties within their country.We need a New Energy, a new energetic move towards the Candidature for EU membership. "Other (Western Balkan) Countries (Serbia, Montenegro, FYROM, Albania) have been making soaring Progress, and I think that they should be ready, in a few Years, for the Candidate status".
- "As far as the Western Balkans are concerned, .. nobody should be left outside" the EU, Slovenian's President concluded, ommitting to mention Turkey's controversial EU bid.
- "This process may be seen as Slow, but.. Slovenia has also has also been exposed to various "Booms of Slowness" in our accession period. But now we can say that the process was relatively quick, because changes which occur after becoming EU member, are quite large, and they require proper Preparations before the (EU) membership becomes a new factor, an impacting line for a new (EU) member country".

EU "Solidarity" ?

Slovenian statements made some participants from certain 3rd Countries as FYROM, etc. claim that "the Principle of EU Solidarity" would "produce a.. rising European Union Nationalism (sic !), against Non-EU Countries", as they said, asking unhappy foreign countries to form a "bloc" to exert pressure on the EU...
But Croatian President Stjepan Mesic dismissed that, supporting "EU Integration", "after the Economy also in Political" issues, as "the achievement" of our times. In EU there is "diversity, but it's United", he stressed, "EU has to be United so that it can become a central factor of Peace" also at the surrounding areas, he replied.
Speaking later exclusively to "EuroFora", the experienced twice President of Croatia, former President of the International "Non-Aligned" movement, denounced "Double Standards" in the way EU treats recently Croatia compared to Turkey :
- "I think that there shouldn't be Double Standards", stressed the Croatian President, in reply to a Question comparing the freeze of EU - Croatia talks, with the continuation of EU - Turkey talks, despite the fact that Croatia is an "unquestionably European country", while Turkey's EU bid is notoriously controversial.
Mesic was reacting to the observation that, even if he confirmed his "respect of Refugees' Human Rights to return, etc. (See infra), nevertheless, EU talks are suspended with Croatia.. While for oher, controversial candidates, who refuse to respect Refugees' Rights to return, etc., as fex. Turkey does in occupied Cyprus and elsewhere, EU negotiations continue".
- "I believe that Croatia's accession will confirm that all European Countries who fulfill all of the Conditions and achieve European Standards, have to join the EU. There shouldn't be any Double Standards", went on to add in reply President Mesic.
In this relation, Croatia's President found "of paramount importance", CoE's "mechanisms enforcing ECHR's judgements"
- "On Refugees and Displaced persons, the process will be completed only after the last person demanding to return will be allowed to do so !", President Mesic Croatia stressed earlier, setting a general standard of obvious importance also for otherr candidates, as f.ex. Turkey, often accused to exclude or heavily restrict Greek Cypriot Displaced persons' return to their Family Homes and ancestral land, provoke difficulties to Turkish-Kurd IDPs return to their home regions at the South-East, etc.
Some "2.000 People are still reported Missing" in former Yugoslavia, for some Years, (as in Cyprus, modern Europe's oldest case, for 3 Decades. Nagorno-Karabach, Tcecnya in Russia, etc, more recently), and Investigations "will only be completed after establishing the fate of the last one of them", he added.
Speaking earlier on "War Crimes", President Mesic stressed that "Leaders are responsible for (the) Wars (of the Past), not the People", and called against Impunity : "Individuals have to be held Responsible for Crimes. International Penal Tribunals have to persecute those individuals", perpetrators of War Crimes, he underlined.
Such statements naturally made Mesic rather popular at ECHR, whose President, French EuroJudge, Professor Jean-Paul Costa, looked particularly smiling when he welcomed him later on Wednesday afternoon, after Slovenian President Daniko Tuerk earlier this week.
