*Deauville/G8 Summit/Angelo Marcopolo/- Support and succeed to realize People's aspirations and movements for elementary Freedom, Democracy and Prosperity, vis a vis violent, oppressive, retrograde regimes of the Past, as in the case of Libya, Tunisia and Egypt, but also Syria, Ivory Coast and elsewhere, is a decisive New Strategy and one of the most Important points in the 2011 G-8 Heads of State/Government's Summit (26-27 May), strongly stressed from the outset its Chairman, French President Sarkozy, speaking to Journalists at Deauville including "EuroFora", in a Press Conference already at the 1st Day of the Global event.

A strong Policy Review, with a brand new commitment to "stand by" all "People who want to free themselves from their Chains", succesfuly support "People's Right to Democracy" and to "choose their Future", as well as push old, oppressive regimes to quit power after striking even with Canons, Tanks and/or Mlitary Airplanes, etc, against Civilian Populations, who must be adequately aided, f.ex. under UNO's SC Mandate, and with suffidient Funds, by Europe and the International Community, was described by Sarkozy after bilateral meetings here with New UK Prime Minister Cameroon and Russian President Medvedev, as well as the first Working Sessions of all the G8 Heads of States/Governments on Thursday afternoon, due to be followed, later tonight and tomorow, Friday Morning, two important G8 Sessions focusing on these issues, as well as with Arab world and Africa relations, added to more bilateral contacts with US Presdent Obama and other G8 Leaders, EU - Egypt/Tunisia and EU - Africa meetings by EU Council's President Van Rompoy, etc.,before the adoption of the Final, Collective G8 Conclusions.

   To questions on Financial Aid due to be given to Egypt and Tunisia, Sarkozy replied by underlying its "Crucial" role in order to succeed the 1st much needed Democratic and Social reforms at Europe's neighborhood amidst the recent and still on-going Changes in 3rd Mediterraean Countries :

- "The issue of Succes for the Tunisian and Egyptian Revolutions is absolutely Central", Sarkozy stressed from the outset.

- That's why, "it's probably one of the most Important issues of this G8 ;" How to get an Aid moving on", he added. G8 Summit's discussions on that point will go on both Tonight (Thursday) and Tomorrow Morning.

- In fact, this is related with "an absolutely Huge Issue", on which "France's .. Policy has been Strongly Reviewed" :

=> - "From now on, France would Stand by all People who want to free themselves from their chains !", clearly confirmed the French President.

- But, "Nothing is possible if People don't start moving", he warned.

He said that on the occasion of the recent and ongoing "Relations that we'll have with Arab (and) African Countries".

- But, at the same time, Sarkozy stressed, in this regard, that he was against "Double Standards", in general.

- "Naturally, it's not about  deciding Interventions everywhere : This would be meaningless", considering also that, "first of all, UNO's Security Council must give an authorization", he noted.

  - However, "This is really a Turning Point !", the 2011 G8/G20 Chairman underlined.


 - F.ex., "in a similar way", it was recently done "in African actions, with mainly the President Quattara (of the Ivory Coast), Niger's and Guinea's Presidents, who were Democratically Elected, even if, at the Ivory Coast, it took longer", he observed.

- "This will also go for Next Elections", Sarkozy added, topically speaking just a few Days before the Turkish forthcoming; mid-June Parliamentary Elections, from where a pro-Kurdish Party has been notoriously outlawed, Regional Parties practically excluded by Turkish Authorities' insistance to impose a 30% High Threshghold Nationwide (despite CoE Resolutions asking to abolish this obstacle), at least 12 Independent Candidates reportedly refused access, (including, one of them, the 17 years old Ibrahim Oruc, Shot and killed by bullets fired by Turkish Security Forces, according to Thousands of Demonstrators), etc., while more than 2.500 Elected Mayors, Municipald or Regional Counsellors, etc. who won in the latest, 2009 Local and Regional Elections have been massively arrested shotly after winning the Vote and are still kept in Prisons, 2 Years later, without even a Judgement, (resulting into a "Disproportionate Destruction of Democracy" even in Turkey's Local/Regional level, as a CoE's Report and Resolution denounced on March 2011)....

+ "We (G8 Summit) shall also speak about Syria", Sarkozy added, pointing to the Tragic developments currently going on at Turkey's Asiatic borders. "Already, the question to Reinforce Sanctions against Syrian Leaders is raised, because the Violence abused in Syria against Demonstrators is Unacceptable", he denounced.

 ++ Far away from Africa, at another, Northern Turkey's Asiatic Border, "It goes the same for the Iranian issue : Iranian Leaders shouldn't think for a second that, because of Arab Revolutions, we might have forgotten the Iranian Revolution, which was, as you know, oppressed by an incredible Violence", Sarkozy warned.

=> In Libya, "the Solution is in Mr. Kadhafi's hands : If he asks his Soldiers to return back into their barracks, and announces, after 41 Years of Dictatorship, that he steps out, (then), from that moment, the Libyan People will find anew the Freedom and the Right to imagine their Future, including with Members of the Current Regime, on condition that they don't have Blood in their hands", proposed Sarkozy.

- "Somebody who abused of Canons and Military Aviation to strike against innocent and disarmed Populations, after 41 years of Dictatorship, cannot remain in power. UNO gave us a Mandate to Protect a Population, and that's what we are doing", added the 2011 G8/G20 President, (whose troops haven't yet even tried to touch on Libya's land, contrary to other, classical invasions/occupations, as, f.ex. that of Turkey's Army, which still occupies the northern part of Cyprus, etc).

+ And "his (colonel Kadhafi's) Soldiers must return back into their Baracks, stopping to martyrize the People, including in Tripoli, where Snipers are on the roofs, while Meetings of more than 3 Persons are Prohibited, People are Afraid, Massacers go on", he denounced.

- "We are not saying that "Kadhafi must be exiled", it's not our problem. We are (simply) saying that he must go, i.e. that he must quit power. The sooner he makes it, the larger a choice he will have". - "If we hadn't intervened" at all, then, "Benghazi would have been erased from the Map, by the Deadly Madness of a Man (controversial Colonel Kadhafi) who had promissed an unprecedented Oppression", he reminded.

- "Our Idea is always to apply (UNO SC's) 1973 Resolution with one Aim : Obtain Peace and the Right to Democracy for Libyan" People, he stressed.

+ Meanwhile,  "real Progress is made on the spot by our Friends of the NTC (National Transition Council, headquartered at Benghazi), Sarkozy agreed with British Prime Minister David Cameroon, the same day that he discussed "the progress made by Opposition's forces" also with Russian President Dmitri Medevedev.

    In addition to "working hand by hand" with the new UK Prime Minister Cameroon on Libya, the French President also expressed his "gratitude" to Russian President Medvedev, for "a great Convergence of views" with a country that France considers as "a Strategic Partner and a Friend", as he stressed. First of all, for the "Abstention of Russia during the Vote of the Resolution 1973 at UNO's Security Council", "without which", the "No Fly Zone" Intervention in Libya" would have become "impossible". I.e., "to be honest and just, independently of any other eventual difference of appreciation that we might have had with the Russians, they allowed the adoption of that UNO Resolution" on Libya, Sarkozy reminded, adding that, in today's Deauville Bilateral Talks, they "explained, in detail, what we want". The Russian President "Medvedev understood, I think, that Mr. Kadhafi committed an Error, and he clearly told us so", even if there is a traditional diplomacy" and a "concern on where this might lead", to which we replied that, on the spot, it's "the Opposition's forces which advance forward".

Sarkozy and Merkel want deals with Obama on European Security at Strasbourg's NATO 2009 Summit

In parallel but concording moves, EU Chair, French President Nicolas Sarkozy and German Chancellor Angie Merkel both invited this week US-President elect, Barack Obama, to discuss important deals breaking new ground on European Security during the NATO's 60 Years Anniversary Summit of Heads of State in Strasbourg, where Obama is expected to make his 1st visit to Europe as a President on April 2009.

Merkel focused mainly on smoother NATO - EU Defence and Security policy cooperation, while Sarkozy spoke about PanEuropean Security, associating both Russia and the USA, proposing to freeze missile and shields' deployement until an agreement is reached.

But both tackled some hard nuts to crack : Turkey's VETO against the participation of EU Member Cyprus to EU-NATO cooperation, and Russia's anouncement on deployment of missiles up to Kaliningrad, at EU's belly, in reply to USA's wish to set up missile shields in EU States such as Poland or Czech Republic, etc.

- "Certainly...one of the points that we'll dicuss with the New US President", Barak OBAMA, "who will come f'or the 1st time in Europe as president, at the NATO Summit", co-hosted by France and Germany in Strasbourg, ""concerns, above all, the European Security and Defence Policy" (ESDP), and "the relations between NATO and its partners", with whom it should "work together", anounced earlier this week Merkel.

We must find "a reasonable and adequate concept to articulate NATO and European Security and Defense policy", because of a "series of practical issues, sometimes difficult to understand", but that "we must discuss".

- "An example" of that is "the issue of Cyprus and Turkey", said Merkel, where Ankara raises problems "from Kosovo up to Afghanistan", as also CoE's chair, Swedish Foreign Minister Carl Bildt recently observed in Strasbourg replying to EuroFora's questions.

- "We must do something to smoothen this problem for good, and not only on a case-by-case basis, laboriously negotiated each time". Here, we must find "a reasonable and adequate concept to articulate NATO and European Security and Defense policy", Merkel stressed.

- "With good will from all sides, it could and should be posible. Germany wants also to help on that". Otherwise, "the coming generations will not understand why it took Decades to do so". But, if we "don't even achieve that for Decades, this would be an Historic Failure !", the German Chancellor warned

- "I think that our American partners are increasingly realizing that", Merkel said, pleading for "a stronger European Security and Defence policy, with which, I believe, the Atlantic Security Partnership can also strengthen and solidify".

Meanwhile, USA is also due to take in 2009 a special status inside EU-led EUROCORPS, the European Army HeadQuarters, based in Strasbourg.

Merkel said that after meeting in Berlin with NATO's Secretary General, Jaap de Hoop Scheffer, earlier this week, precisely in order to "prepare NATO's Summit", scheduled for the beginning of April 2009 in Strasbourg.

Scheffe, knows well Strasbourg, since he chaired the CoE, as Holland's Foreign Minister, when he brokered a controversial deal precisely on Turkey and Cyprus about the implementation of ECHR judgements on Greek Cypriot displaced persons' houses and properties in 2003. He returned later at least once, for a WEO meeting at the CoE, where he precisely had highlighted such EU - NATO issues.

EU Commission's 2008 Report on Turkey has just observed that, on European Defense - Security policy, "Turkey continues to object to EU-NATO Cooperation which would involve all EU Member States". "This created Problems for EU-NATO co-operation in the context of Civilian ESDP missions, in particular in Kosovo and Afghanistan".

 French EU Chair, President Sarkozy and Merkel are visiting Washington on Friday and Saturday for a Global G-20 Summit with current US President George Bush, on the sidelines of which are expected preparatory contacts with US President-elect Obama's entourage, even if himself might stay in Chicago until he takes over on January 21.

Before going to Washington, Sarkozy concluded today an UE - Russia Summit with Dmitry Medvedev, where they "spoke in length on PanEuropean Security" :

- As EU President, I proposed that we meet on mid-2009 in a framework such as OSCE's in order to set the foundations of a Future Pan-European Security, which would associate Russia and USA, and that, meanwhile, nobody speaks about deploying missiles or shields, which complicate the situation".

- NATO's Summit in Strasbourg-Kehl, on April 2009 is a perfect occasion to discuss with our American friends and to prepare a possible OSCE Summit for these issues f.ex. for June or July", Sarkozy concluded.

- We must all abstain from Unilateral measures" dangerous for Europe's security. "Russia only reacted to decisions taken by some other countries. But if they are ready to cooperate, we are ready to discuss. EU could be an intermediary", added Russian President Dmitry Medvedev, before going himself too at the Washington G-20 Economic Summit.
