CoE Head Buric warns Vaccination Certificates may Affect Human Rights...

*Strasbourg/Angelo Marcopolo/- In a Landmatrk Speech at CoE Parliamentary Assembly's Standing Committee today, the Secretary General of the PanEuropean Organisation for Human Rights, Democracy and Rule of Law : CoE's 47 Member-States-strong  (including Russia) CoE, Marija Pejčinović Burić, a former vice-Prime Minister and EU Affairs Minister from Croatia, (Comp. various Buric's Replies to "Eurofora"'s Questions, f.ex. at : ..., + ..., + ..., etc), Focused into Warning practicaly the forthcoming EU's 27 Member States' Leaders' Summit, in Brussels, Next Week, (March 25-26), to Avoid any Error to eventualy Endorse some Controversial Measures about so-called COVID Virus' "Vaccination Certificates" which might be Violating Human, BioEthical, and/or Social Rights of the People, in this "Moving" and "Complex" Area.

- Otherwise, Any such Eventual Errors would be Checked and Censored, either before the concerned Member Countries' National Courts, and/or, ultimately, before the PanEuropean Court of Human Rights, Headquartered in Strasbourg, while, in Addition, all Other concerned specialized Bodies of the CoE, (f.ex. Parliamentary Assembly, Anti-Discrimination Committee, Commissioner for Human Rights, Social Rights Committee, BioEthical Rights' Committee, Personal Data Protection bodies, Setc) would Also Carefuly Monitor relevant Developments, and Take Action whenever appropriate, as she pointed out.

- Indeed, "the Public Health crisis is Not Static : Rather it's a Moving Target, that poses New Questions and Challenges":

- F.ex., "12 Months Ago, the World was Longing for Effective Vaccines". But "Now", "would it be Acceptable for Countries to make Vaccinations Compulsory for Everyone, or for Specific Groups Only ?", she wondered, in particular.

- Or, "could Governments establish "Vaccine Certificates" that Allow Only those Who have been Inoculated to Cross specific Borders ?"

- "And Might they set up Domestic "Certification" Schemes, that Allow Access to certain Spaces for Citizens who have had the jab, Nut Not to those who have Not ?", F.ex., "Restaurants, Cinemas, >Sports, Events, and so on...", she went on to question.

- All "these are Complex Questions, with Important Human Rights Dimensions", Buric stressed.

Significatively, CoE's Secretary General was Speaking Today Morning in Strasbourg, almost 3 Weeks After EU Commission's President, Ursula von der Leyen, had Announced, Earlier in Brussels, at the 1st Press Conference of the Latest, 25-26 Feb. 2021 EU Summit, that the EU Heads of State/Government had Just Agreed on What might be the main "Content" of such Electronic EU "Vaccination Certificates", (i.e. Vaccinations, AntiCorps from Recoveries, and/or Negative PCR Tests, etc), But Not Yet what they could "Do" with them...: This is due to be anew Discussed and probably Decided in their Forthcoming, March 25-26 EU Summit in Brussels, i.e. Soon...   

=> In Consequence, Buric Reminded, Today in Strasbourg, "First" of all, that "the (Legally Binding) Oviedo Convention" of the CoE, on BioEthics, Human Rights and Medicine/Biology, (Opened to Signature, since 1998, to All Countries in the World), "makes clear that Any Medical Intervention should be subject to a Patient's 'Free' and "Informed Consent"", i.e., f.ex., Nobody should be Obliged to be Vaccinated, Neither Ignore Which Vaccine (among Many Available) he/she would get, and Why, (but, on the contrary, Agree on that Choice)...

+ "Secondly, the (Pan)European Convention on Human Rights, imposes a strict Lawfulness and Proportionality Test, for justifying any Mandatory Measures in sensitive areas, such as Health", she added.

++ "And 3rd, UnJustified Differences in the Treatment of People, Because of their Health Status, may, Ultimately, raise Discrimination Issues, under Both the (Human Rights) European Convention, and the European Social Charter", she added.

+++ "F.ex., Vaccination Certificates need to take into account Privacy and Data Protection Rights", CoE's Head observed.

++++ Moreover, "any document Providing Vaccinated People with Access to Rights, Services or Places is Problematic, IF that access remains Off Limits to those who canNot be Vaccinated, or have Not had the chance to be Vaccinated", she Warned, as a matter of Principle, (Comp. Supra).

=> Therefore, all "those Designing Systems like these, should have these Considerations at the Forefront of their minds", Buric advised.

Naturaly, "in the 1st instance, it is for National Courts to assess compliance with these legal Principles". "But ...these debates  ...relate to our (CoE's) Mandate (on Human Rights/Democracy/Rule of Law), and ..., ultimately, they might arrive at the ECHR", in Strasbourg.

CoE's Staff intends to "Continue Following All of this, and tob>Support our (47) Member States in Finding Solutions to such Challenges, in line with our Common Standards", according ton "the Ethos (which) has Defined our (overall) approach so far, including (CoE's) New Cooperation Project (2021+), on the "Protection of Human Rights in HealthCare", (During the Public Health Crisis), that I presented to the Committee of Ministers in January", and which "we will <<Apply to the Challenges yet To Come", while "Moving Forward", CoE's Chief Highlighted.  

>>> In particular, "Prominent among these will be the Long-term Consequences of COVID-19 on Europeans’ Social Rights", Buric Announced for the forseable Future. Because "during Economic Downturns, there always lurks the Danger of widening Social Divisions", and a Priority "will be on Ensuring that we (CoE) Respond in a way that Protects the Rights, Needs and Dignity of those who have Least".

This concerns "All" the PanEuropean CoE, where "the Will Exists" to "Work in Unity", to "ensure Human Rights, Democracy and the Rule of Law are Maintained, in these and All Circumstances, to the Benefit of Every European", Buric concluded, with Voluntarism.

By a Striking Coincidence, that <<Danger of widening Social Divisions>> appears, here, at certain particularly Dangerous, and quite "Shocking" juxtapositions between some UnWarned Workers,                                                                                                                                                                                                                                                                                                                                                                                                                     and many InDifferent or even irresponsible Holiday-Makers,                    abusing of novel "Vaccines" with UnCertain Efficiency... Indeed, as "Eurofora" and Many Other Authors have Already Documented Earlier, Most of those Novel Genetic Techniques do Not seem able to Stop Spreading the Deadly Virus to Other People, Limiting their Action into Trying Only to Prevent Visible Symptoms to those directly "Vaccinated"., i.e. who got the Shots... That"s un UnPrecedented Lacuna in Human History, of which most People are UnAware, so that they can be too Easily Misled into Believing that they would Face No Danger, while, in Fact, their Lives are still at Risk !

    As the Head of EU Commission, Ursula von der Leyen, recently  Acknowledged, on the occasion of an Eventual EU "Vaccination Certificate" [or "Passport"] Proposal, reportedly due to Facilitate Tourism Economy, and currently still "Discussed" inside EU Council,  - "there are also Open Scientific Questions" :  In particular, " It's Still UnClear, Whether you Can Transmit the Virus, or Not,  Afterwards, Even if you are Vaccinated", she Warned !

=> In Front of such an UnPrecedented, Serious Risk, it's easy to Guess the Grave Damages Against Human Public Health, that might Provoke, f.ex., the UnWarned  imminent Establishment of so-called EU (Pseudo-) "Vaccination-Passports", (Comp. Supra), which would Simply Attest that an Individual got 2 Shots of such a Pseudo-"Vaccine"..., (Particularly for "Facilitating Tourism" Economy : Comp. Supra)... In the USA some have even, reportedly, started to Massively practice a Policy consisting to Oblige All the People who Work in Schools to Submit to such Pseudo-"Vaccines", as a Necessary Consition in order to be able to Work there, Otherwise being Threatened to get Immediately Fired ! (f.ex. in some Ohio's Schools, etc). In such Circumstances, it's Easy to Guess the Sly Trap in which Risk to be Thrown the Parents of such Children : Indeed, they are Obviously Pushed to Hope that their Children would be "Safe" from the Virus in such Schools, merely Because their Teachers would have got Shots of such Pseudo-"Vaccines", while, on the Contrary, they might have, most Probably, almost Certainly, become, in their Majority, Dangerous "Silent Killers", still bearing that Deadly Virus' Infection, (but withOut any Externaly Visible Sign, except from False Appearances, Risking to MisLead their potential Victims)....

In such circumstances, it's Naturally a Worrying Fact for Democracy Nowadays, that Even French Professor Christian Perronne, Head of  Infectiology at Paris' Hospitals, was Suddenly ...Fired from his top job, shortly After Publishing a Critical Article, last December 2020,  Denouncing, inter alia, mainly some Attempts to Impose certain Fake "Vaccines", which, Instead of Protecting Human Society from Massive Spread of Virus' Infections, on the Contrary, seem Now to Focus into Making Genetic Manipulations to Individual Persons' Genome, (Later, perhaps, even into their Descendans, in Future Generations, Despite CoE's BioEthical Principles), making the Historic Inventor of Vaccines, Pasteur, spin in his Grave.., while, on the Contrary, almost at the Same Time, a simple recipient of a Degree in Pharmacology, added Only  to a Banal and UnRelated "Business Administration Master" from Ireland, suddenly was propulsed up to the Top of the Direction of EU's Medical Agency (EMA), entrusted, since December 2020, precisely, with the Responsibility of Chosing those "Vaccines" that would be Authorized (or not yet)  against the Deadly COVID Virus, (including those Criticized by Professor Perronne and others : Comp. Supra)... Was it a purely "Scientific" Move ? One may Legitimately Doubt, until Proof of the Contrary, when we see Even WHO's Chief, Dr Tedros Adhanom Ghebreyesus, Just After Concluding his Speech at CoE's Parliamentary Assembly, here in Strasbourg, by Warning the Audience that, Despite those "Vaccines" presented recently (Comp. Supra), nevertheless, People should Persist into all their Panoply of "Health Protective Measures" against Risks of Virus' Infections even afterwards, (probably, simply because of the Surprizing Fact that such Strange "Vaccines", Contrary to All Others in the History of Mankinds, do Not Guarantee to Stop Spreading the Virus to All Other People : Comp. Supra), was, Suddenly, and Exceptionaly, Cut off, and Suprirzingly Deprived of the Usual Session of "Questions and Answers" with MEPs, which allowed to Clarify all such Topical Issues...

Nevertheless, various Contradictions around that Issue still pop up, here or there, even at the Highest Levels : F.ex., inter alia, the experienced President of the German Bundestag, Wolfgang Schäuble, speaking reportedly after a particularly "Hot" Meeting with Chancellor Angie Merkel, the Heads of the Federated States and the Federal Government, on its Virus' Policy, expressed his Astonishment for the Fact that, Even during a particularly Hard Moment of Galoping Infections, Many People were Shocked by a very Big Number of expensive "Exceptional" Air Travel Reservations "for ... Majorka" (sic !)... Obviously, if this concerned some selfish Richies seeking to Amuse themselves, after having been transformed into ..Asymptomatic "Deadly Virus Jombies" for a bit, with some Controversial "Vaccines"' Shots and relevant "Certificates", (Comp.), while being Served by some Poor People, Risking their Health and/or Lives, withOut even Knowing anything about that, then, Obviously, Marija Buric's Warning about Grave Risks for an Appart-Heid-like "Social Distance" Gap, might, indeed, be just Starting !....  (Partly UPDATED).
