*Strasbourg/CoE/Angelo Marcopolo/- The most Important European Associations of Judges, gathered Together on the sidelines of CoE Parliamentary Assembly's (PACE) Autumn 2016 Plenary Session in Strasbourg, at the initiative of its Experienced former President, f. Minister and Head of the Liberal Group of MEPs, Anne Brasseur, from Luxembourg, slamed what they described as an unprecedented and atrocious Massive Oppression of Tens of Thousands of Judges, still Persisting in Turkey, on pretext of an alleged Coup Attempt of Less than 6 Hours, last July 2016, before a "Hot" Urgent public Debate on the general Situation in that Country, decided by PACE here for Thursday, (Comp. also : ...).

 - Edith Zeller, President of the Association of European Administrative Judges, (i.e. those who are entrusted with the Task to rule on the most Sensitive Cases for Human Rights, Freedoms and Democracy, concerning Citizens' relations to Public Authorities), speaking later-on to "Eurofora", expressed Strong Doubts about Ankara's shaky Claim that "more than 2.500 or 3.000 Dismissed Judges would have been related to that Strange, short-lived "Coup" Attempt.

>>> Moreover, in her Official Speech at the above-mentioned PACE Side-Event (Comp. Supra), she Strongly Denounced, inter alia, also several "Rapes" of arrested "Women and Men", added to some "75 Suicide Attempts" among those Detainees, as well as the Fact that Ankara Government's "Prosecutors just have one and Same List of Questions for Everyone", WithOut making a real "Individual Examination" of Each Person's Case, in Violation of ECHR's Article 6 on the Human Right to a "Fair Trial".

- F.ex., when an accused, prosecuted and Detained Judge simply asks : - "Why Me ?", most of the Times he doesn't get any real Answer, except from a routinely Repeated, general and vague Formula, abused by Turkish pro-AKP Government Prosecutors for all of those detainees, she characteristicaly Explained, later-on, to "Eurofora".

Meanwhile, except from a Human Rights Watch query, made by that World-Famous NGO itself, it's Only CoE's "Committee to Prevent Torture" (CPT) which Visited some involved Turkish Prisons, recently, but its fortthcoming Report won't be made Public, as long as the Ankara Government opposes its Publication, according to the CPT Statute's Rules. As for a planned Fact-finding "Visit by UNO's Rapporteur on Torture", from Nearby Geneva, it "was Postponed by Turkey to November", more than a Month Later, she Regretted. -"All these things (among a Longer list) make us Believe that there is Something to be Investigated", Zeller concluded.

+ Another Legal Expert from the Dutch-speaking "Judges for Judges" NGO, Denounced, in Addition, the Fact that Turkish Prosecutors even "Take the Salaries" of the Victims, who, therefore, "canNot Afford" to pay Lawyers for a real Defense, and cited a series of cases resulting in "Absurd" situations, where, f.ex., "from the 7 Defense Lawyers, 4 Laid Down their Defense" mandates recently.

In Addition, those Detainees are Allowed "Only 25 Minutes per Week" (sic !) for Communication with their Lawyers, etc., while any "Visits Last only 5 Minutes per Month", he denounced.

Most Important : Various such Massive Persecutions of alleged dissident Judges had Already Started as Early as "since 2015", so that they obviously canNot be really Attibuted to that Strange, 6 Hours-long, alleged "Coup" Attempt, the Dutch Expert representing the "Rechters voor Rechters", specialized Human Rights NGO, criticaly concluded.

++ => In Consequence, after having Attested such and other, Massive Gross Violations of many Thousands of Dismissed Judges' basic Human Rights, several competent European Organisations have recently decided to "Examine a Suspension request against the current Turkish "Higher Council of Judges", while Others "already have Stoped any Relations"  with them, Revealed the President of the European Association of Judges, (which Includes All Judges, i.e. also those who deal with Cases Between Citizens, etc), Christophe Regnard.

- Reacting, the Ambassador of Turkey, accused all those Experts at the CoE to make "UnSubstantiated" Denonciations, Claiming that they were "Not Documented".

- Replying, President Anne Brasseur, while acknowledging a possible need for the Turkish Authorities to Check if some Judges might have, eventualy, miss-behaved for Political reasons in some cases, (as they routinely Claim), but Strongly Rejected as Unacceptable, the abuse, by that Turkish Ambassador, of the Wording "Clean up" (sic !), in order to designate the current Massive Prosecutions of Dissident Judges, and stressed that PACE, as a matter of General Principle, does Not Admit for "Human Rights to be Trampled underfoot".

+++ During a subsequent, "Free" Debate at CoE's Assembly, later this Afternoon, it's also the President of PACE's "EuroLeft" Group, Dutch Senator Tiny Cox, who slamed Ankara's "Coup" Pretext as "a False Excuse" to massively violate elementary Human Rights, both in these and many other cases, Warning that if there might, eventualy, have existed a Danger for Human Rights "from that (alleged) Coup Attempt" of mid-July 2016, in fact, anOther such "Danger" is "also the Turkish Government itself"...

Meanwhlle, a Hearing of CoE's Human Rights' Commissioner, Nils Muijnieks, by the PanEuropean Organisation's Parliamentary Assembly''s Committee on Legal affairs and Human Rights, which was Focused on his Recently Published, critical Report about the current situation of the Freedom of Media in Turkey, (See, f.ex. : .....), was Held Behind Closed Doors ("in Camera"), later-on, this Afternoon.

*Strasbourg/CoE/Angelo Marcopolo/- EU - CoE Cooperation on Human Rights, Democracy and Rule of Law, continues further and intensifies, particularly on Turkey, after the latest EU-27 Summit at Bratislava, even if there are No apparent "Big Changes", replied, in substance, the Experienced CEO of PanEuropean CoE's 47 Member Countries-strong Parliamentary Assembly, Wojcieck Sawicki, from Poland. A Growing Number of various but converging Moves around the Controvesial situation in Turkey after a strange, 6 Hours-long "Putch" Attempt, earlier this Summer 2016 (See, f.ex., "Eurofora"s relevant NewsReport at: ....), due to Start unfolding from Next Week in Strasbourg, during the Autumn Plenary Session of CoE's Assembly (10-14 October 2016), seems to confirm, and further support, such a probable Trend.

- "Eurofora"'s Question to Sawicki, (during the regular Press Briefing of Strasbourg's Journalists following the CoE, at the Eve of its Assembly's Plenary Sessions in Strasbourg), pointed to the Fact that there were various Mentions made at CoE's possible Role, in the above mentioned area, given its Legal Expertise, which were made recently, around the Bratislava EU-27 Heads of State/Government Summit, including, at its eve, in EU Parliament in Strasbourg, (f.ex., by EU Commissioner Hahn since Monday, even the President of EU Commission, JC. Juncker, etc, added also to some Turkish Government Officials themselves, during EU/CoE Visits in Ankara, etc). Given his Long Experience in such matters, did he feel that, indeed, such a pronounced Trend might currently be on its Way ?

- After Reminding the Fact that, EU - CoE Cooperation in such Issues "has been already going-on" since several Years, including, f.ex., in several "Co-Funded Programs", as well as in terms of relevant "Mentions by EU Commission" and others, CoE Assembly's Director General, went on to cite also some other recent Cases of "Hungary, Poland, etc", before Anouncing that the PanEuropean Parliamentary "Assembly has recently referred Turkey to (CoE's Constitutional Law and Human Rights' Watchdog) the <<Venice Commission>> concerning the Laws and other Measures which have been Taken After the <<Putsch>>" of July 2016, (as he said for that Strange, 6 Hours-long, alleged attempt to "restore Peace, Democracy and Human Rights", as those atypical "putschists" had reportedly claimed overnight : See +.....).

Meanwhile, "Venice Commission" is due to Adopt, Next Thursday, its Conclusions on the Suspension of the Turkish Constitution's provisions for "Parliamentary Inviolability" of National MPs. 

- But the overall "Venice Commission"'s forthcoming Findings on Tukey (Comp. Supra) are Expected for "December 2016", Sawicki added, in his above-mentioned Reply to "Eurofora"s Question.

Such a Timing Fits quite Well with what mainstream MEP, President of the ChristianDemocrat/EPP Group, and Head of the German Delegation to CoE's Assembly, Axel Fischer, had Previously stressed to "Eurofora", already as Early as since the End of June 2016, (See : ...), about PACE aiming to seriously Check the situation in Turkey and prepare relevant Decisions on that, "from January 2017".

But, meanwhile, given the obvious Urgency of that matter, particularly on several fundamental Human Rights Issues, as well as the Unprecedented Scale of the very Numerous People seriously Affected by a Long Series of Oppressive Measures taken by Ankara's current Government, many MEPs have already Asked, officialy, an "Urgent Debate" on "the Situation in Turkey", due to take place during the forthcoming, Autumn 2016 Plenary Session of CoE's Assembly in Strasbourg Next Week, from 10 to 14 October.

However, at least at this Stage, "there will be No Text" to be Officialy Voted by CoE's Assembly at the Conclusion of such an "Urgent" Debate, Sawicki pointed out.

On the Contrary, CoE's Draft Agenda has scheduled, however, a Full public Debate at this Plenary Session, asking  from ...Russia, inter alia, also to "Withdraw its Troops" from parts of Ukraine, and to Stop "supporting Separatists" in the pro-Autonomy Regions of Lugansk and Luhansk, as it calls them.

But, at the Same Moment, curiously, Nothing has been yet Anounced about Asking also Turkey to "Withdraw" its Military from (CoE and EU Member) Cyprus, Syria and/or Iraq, despite the notoriously Illegal Invasion of Key Territories in all rthose 3 Neighbouring Countries, and several Calls by their respective Governments, who have all Condemned Ankara's various such Invasions, (See, f.ex., also a clear Statement, these Last Days, by Iraq's Prime Minister, etc)...

Moreover, the controversial Ukraine Issues are due to be Debated (and even Voted upon) by CoE's PanEuropean Assembly in the Total Absence of any MEP from Russia, whose National Delegation has been Sanctioned by a makeshift Group of MEPs in the PACE, (Comp., f.ex. : ...), while, on the Contrary, Turkish MEPs will not only be all Present in Strasbourg Next Week, but, in Addition, their Number has been largely Augmented after a Recent Move giving Ankara, for the 1st Time in History, a similar Status as that of the 150 Millions Citizens'-strong Russia, the more than 90 Millions-strong Germany, and UN Security Council "Permanent" Members from the UK and France, so that there are, Now, much More Turkish Votes than in the Past, (something that hadn't been seen before, not even during the Cold War period)...

Nevertheless, CoE in general, seems to be Really Starting to use at least several among its manifold Tools, regarding the currently Massively Aggravated notorious Human Rights "Crisis" inside Turkey. F.ex. :

- CoE's Secretary General, Thornbjorn Jagland, a former Prime Minister from Norway, has just Met, Yesterday in Strasbourg, with the PanEuropean Organisation's recently created "Platform for the Protection of Journalists", (composed mainly by various International Human Rights Organisations specialized on Press/Media Freedom Issues), precisely about the current Oppressive Measures notoriously taken by the Turkish Government against a Large Number of Dissident Journalists, and he "Intends to Strengthen Further" its Role in that matter, as Jagland's Spokesman, and CoE's Press/Media Director, Daniel Holtgen from Germany, stressed Earlier Today to "Eurofora".

  - Today, CoE's Commissioner for Human Rights, Nils Muijnieks, Published in Strasbourg a "Memorandum" on Turkey, where he mainly Concludes that "Deviations from Juman Rights and Rule of Law" Risk to "leave indelible Scars, and be immensely Detrimental in the long run", and, in consequence, "insists on the urgency of reverting to ordinary procedures and safeguards, by ending the state of emergency as soon as possible". Already, "Until then, the (Turkish) authorities should Start Rolling Back the deviations from such procedures and safeguards as Quickly as possible, through a Nuanced, sector-by-sector and case-by-case approach", since certain "Crimes have to be Punished". as he says, considering that  "it is time for the Turkish authorities to Curb certain Excesses of the state of Emergency" at least.  

+ In Addition, CoE's Commissioner Anounced Today his Intention to "Publish" also Other relevant "Memoranda" for Ankara, concerning "namely Human Rights Implications of counter-terrorism Operations in South-Eastern Turkey, and Freedom of Expression and freedom of the Media", "Before the End of 2016", (i.e., once again, according a Timeline which Fits with President Axel Fischer's above-mentioned RDV on Turkey from 1/2017, as he warned "Eurofora" (Comp. Supra).

    - Meanwhile, the PanEuropean Organisation's "Anti-Racism" and "Anti-Discrimination" Watchdog, "ECRI", in comprehensible Report on Turkey, Published Earlier this Week in Strasbourg, Denounces the Fact that, already "Before the Coup" of July 2016, "since the renewed Security Operations in 2015, the Situation of the Kurdish Minority has "Sharply Deteriorated", while, at the Same Time, "Hate Speech, including by senior State representatives, is on the Rise in Turkey, and most of it goes Unpunished", expressing also "Concern" for Roma, LBGTI People and Refugees, as, inter alia, despite Staying in Turkey for Years, "at least 400,000 Refugee Children do Not have Access to School", and Most Refugees No "Work Permits", (etc).

    + Next Week in Strasbourg, on the Sidelines of CoE Assembly's Plenary Session for Autumn 2016, in Addition to a Press Conference on "Press and Media Freedom in Turkey", organized on Tuesday by the "EuroLeft" Group of MEPs, the Experienced former President of PACE, mainstream Liberal MEP from Luxembourg, Anne Brasseur, organises a Hearing on "the situation of the Turkish Justice system", both "Before and After the Coup", with the participation of the Leaders of 3 or 4 European Associations of Judges and other Experts, ONG, etc., 2 Days Before PACE's forthcoming, general Public Debate on "the situation in Turkey, in the light of the Attempted Coup d'Etat", in general, initialy Scheduled for Thursday, (i.e. when German Foreign Minister, Steinmeier, is due to Visit and Address the CoE here).

    - Last, but not least,  Turkey's Foreign Minister, the Experienced Mevlut Cavusoglou, former PACE Chairman, is expected to also Visit and Address the PanEuropean CoE's Parliamentary Assembly on Wednesday, when he's normaly due to Reply to various MEPs' Questions during 40 Minutes, as usualy Scheduled in such kind of Official visits. (Something which is Not always seen with Pleasure by Ankara's Government Officials : F.ex., former Prime Minister Davutoglou had notoriously chosen, at a Previous occasion here, to Occupy all the allocated Time with his own Speech, Leaving for MEPs' Questions Only a Few Minutes... This was very Critically commented by various CoE Senior Officials afterwards, as well informed CoE sources Warned Today)... 

   All such Various but Converging Moves by several CoE's Mechanisms, almost at the Same Time, (as usual in cases so serious as that of Turkey), are naturaly Welcome, and even Long Overdue, as far as Human Rights, Democracy and Rule of Law are concerned. But the current Lack, at least until now (i.e. Before the 1/2017 alleged "RDV" : Comp. Supra), of an Overall and Comprehensive Assessment, to Debate in Public, in order to Result in certain Important Decisions by Vote, etc, as well as the Fact that Turkey, recently, was given a Higher Status inside CoE's Assembly (mainly, with More MEPs => Votes+) than even before in History (Comp. Supra), risking to look, at least apparently, as playing a Double Role of "Both Judge and Party" (as certain Top Turkey Officials appeared Recently very Glad to observe), may obviously provoke legitimate concerns, or, at least, raise unanswered yet, critical Questions.

A Next CoE Assembly's Session is due to take place, in the Format of its Standing Comittee (the Highest Body just after the full Plenary) on November 2016 in Cyprus, which takes over CoE's rotating Presidency from November 2016 to May 2017, almost 23 Years after its Previous such Presidency, Back on 1994, (to whom "Eurofora"s co-Founder had actively Contributed then, also, intitially, from a Press Attaché side, i.e. Helping Journalists and Informing Cyprus' Government on several Topical EU/COE/UN Issues from Strasbourg. The New Speaker of Cyprus' Parliament, Dimitri Sylouris, (a long-time MP, and even former MEP at EU Parliament here, quite well known to "Eurofora"), has recently anounced, (during the Latest BiAnnual Summit of CoE's Speakers of Parliament, back on September 15-16 in Strasbourg : an Important Meeting, that "Eurofora" was practicaly Obliged to Miss, since we had to Urgently Catch a Train for the 1st in History EU-27 Heads of State/Government, Post-BREXIT Summit, at Bratislava, Slovakia : Comp. our 5 NewsReports from Bratislava at : .... + ... + ... + ... + ...) that the precise Date of that Event had been scheduled for 24 - 25 November 2016.

*Strasbourg/EU Parliament/Angelo Marcopolo/- An unexpectedly Important Number of MEPs Voted for "Spicy" Amendments to a Topical Resolution on recent developments in Syria, in order to Slam Arms' Smuggling towards Terrorist Groups and Turkey's "Ambiguous role" in this regard.

- Those Amendments "Condemn(ed) Arms Delivery, and any other form of Support, to ISIS, Al-Nusra and Other Jihadist Groups in Syria". They also "Note(d) that Arms and Other Equipment given to "Rebel" Groups, often ends up in the Hands of ISIS and Al-Nusra".

- In Addition, they Expressed "Concern" for "the Ambniguous Role of the Turkish Government, which seems to be More Focused on Fighting Kurdish Groups in Syria, Than fighting ISIS", while also "Not(ing) that Oil from ISIS-controlled Territories is being Exported into Turkey".

Such notoriously suspected moves could obviously "Provid(e)... extra-Funding for Terrorist Activities", not only "in Syria" alone, but also in "Europe, and elsewhere", (i.e. also in Northern America, etc., where several Cold-Blood Killings of innocent Civilian People, recently arrived even as far as inside the USA itself.

At least 131 MEPs, from a Large Spectrum of various Political Parties, pronounced themselves clearly in Favor of those Amendments, and 76 Abstained, while 141 more were Exceptionaly Absent, (i.e. a Total of potential Dissidents reaching about 325 MEPs), from a Controversial Vote where 420 Others followed Big Party Whips' push to stay Against, revealing a quite Noteworthy Division inside EU Parliament on such a Topical and Crucial Issue.

The MEPs who explicitly Supported the above-mentioned, Critical Amendments, (initialy Tabled by Italian MEP Mario Borghezio, a former Long-Time ChristianDemocrat/EPP Member in the Past), came from a WideSpread Political Spectrum, including  "Greens", "EuroLeft" and Socialists, ChristianDemocrats/EPP, Not Aligned ("Independents" from the Right and the Left), Conservatives, "European Nations and Freedom", as well as from "European Freedom and Direct Democracy" Groups.

+ Moreover, anOther Draft Resolution, (this time, Tabled by EuroLeft MEPs), which wasN't Limited only in Rebel-held Alepo,  focused on a general Cease-Fire everywhere in Syria, and into Protecting Peaceful Civilian People, while Strongly Denouncing ISIS, Al Quaida and other Armed Terrorist Groups, but was curiously Droped by those Last MEPs for undeclared motives.

A Recent Attempt to grossly Manipulate World Public Opinion, by showing an osbcure image of a slightly wounded Kid in Alepo, shot by a Controversial local Photograph whose Pals had just Atrociously ...BeHeaded anOther Child, cynicaly laughing and boasting, as a Video revealed, has provoked a Shock, and can't be so easily Forgotten.

*Strasbourg/EU Parliament/Angelo Marcopolo/- The main points of "Eurofora"s project were more or less Endorsed by mainstream Young Strasbourg's MEP Anne Sander, a ChristianDemocrat/EPP recently Elected politician from France, who has created a "Pierre Pflimlin" Working Group of MEPs (named after the former EU Parliament's President, f. French Prime Minister and Long-time Mayor of Strasbourg) due to promote the European Idea and Values through the EU/COE Institutions Based here, with their overall Specific characteristics, marked Both by History and, in fact, a functional Coherence, despite their apparent diversity, as they have been established during the last 60 - 65 Years or so.

She was Replying to a relevant Question that "Eurofora" co-Founder had raised, during a Meeting organized on the sidelines of this October 1st, Plenary Session of EU Parliament, with the participation also of several Other MEPs, both from Brussels and Strasbourg or elsewhere, CoE Officials, Expêrts, Universitarians, Journalists, Activists, NGO representatives, etc., actively supporting a Democratic European Integration, including, particularly, by EU Parliament's full Week Plenary Sessions here, in the Best and more Efficient, as well as EU Citizens' Friendly Conditions possible.

- "Eurofora", (evoking "the PolyPhonic Music" of Strasbourg, already highlighted at our "Europe in the World" 1997 collective Project, Signed then by a Group among the Most Experienced European Journalists, from Germany, France, the UK, Spain, Greece, etc, with an Universitarian, a US-Headquartered Reporters' Network, etc, that EU Commission accepted Officialy to Examine in the framework of "ESPRIT" Program for Innovative Social Uses of Modern Communication Technologies, as well as the subsequent "Eurofora" project of 2006-2007 etc), pointed at the Fact that both EU Parliament and CoE's Assembly (via MEPs' Debates during a whole Week), as well as ECHR (via Hearings and/or Written Submissions by the Parties, etc), and even EU Ombudsperson (via Lisbon Treaty's "Good Administration" and "Charter of Fundamental Rights", etc), Focus on Pluralistic Public Debates before European Institutions take Decisions which affect EU Citizens' lives and/or Society at large, while, on the Contrary, Brussels' overall ambiance Focuses much more on Decisions taken f.ex. by EU Commission and/or EU Council (eventualy via Exchanges of Views in Camera, Behind Closed Doors) and afterwards Announced to the People.

Therefore, we Asked MEP Sander if she found that such a Distinguo expressed well enough "Strasbourg's Europe", or not.

- EU Parliament reaches and Votes Final Decisions in Strasbourg, underlined Anne Sander in reply to the avove mentioned "Eurofora"s Question.

 - And it's also here that European People's Voices must be Heard, she voluntaristically added, (i.e. almost entirely Encording, in fact, "Eurofora"s above mentioned, Sketchy Description, even without necessarilly saying that Explicitly).

+ Particularly Now, in order to Succeed in relaunching the European Project after the June 2016 "BREXIT" Referendum in the UK, Doubled by a recent Spread of various "Euro-Sceptic" Groups accross the Continent, EU Citizens must be Associated, in an Adequate Way, and become Aware of main EU Activities, MEP Anne Sander also stressed, speaking to "Eurofora" at en Earlier event.

In this regard, among various other Topical "Hot" Issues, she has, f.ex., Strongly supported the Majority of French People's notorious Refusal to Accept the Controversial and UnPopular Turkey's EU bid (Earlier Rejected by 3 Referenda : in France, the Netherlands and Ireland, between 2005-2007, a move which was clearly Confirmed also in the 2009 EU Elections, after a Joint Move by German Chancellor Angie Merkel, and former French ¨President Nicolas Sarkozy from the Beginning of that Electoral Campaign, symbolicaly Launched at Berlin), as well as a more Recent Ankara attempt to Blackmail the EU, via an Unprecedented Massive Influx of 1,5 Million of Asylum Seekers/irregular Migrants Smuggled through Turkey between 2015/2016, Seeking to Impose an even More UnPopular "VISA-Free" Status for 80 Millions of Turks to Enter and Stay inside the EU up to 6 Months Each Year, which is also quite, if not, even more UnPopular, in addition, among Most EU Parliament's MEPs, particularly as long as Turkey has not yet fulfilled the required Conditions, (including Respect for Freedom of Expression and Media), as several Recent Debates and/or Votes have shown in the Middle of 2016.

But she appeared, at least for the Time Being, rarther Concerned about an alleged "Risk" for the EU to remain even longer "Hostage of Turkey" (according to the Expression initialy used by a Polish Media and afterwards Endorsed even by the ChristianDemocrat/EPP President Joseph Daul in a recent Speech at Strasbourg's University on March 2016 : See ....), as far as a Controversial EU - Ankara Deal on the Mass Migrants' Crisis is concerned, (that Turkey notoriously Threatens to Block if the EU doesn't Back Down on its "Visa-Free" Demand). Despite the Fact that, meanwhile, more than 5 or 6 European Countries, (both EU Members and Western Balkans' 3rd States, f.ex. FYROM, Serbia, Croatia,  Slovenia, Austria, Hungary, Slovakia, Czech Repubic, etc), have notoriously Succeeded to Sharply Cut, and continuously Diminish, the Influx of Massive irregular Migrants/Asulym Seekers "Tsunami" which had started in Turkey, between August and February 2016, i.e., already, shortly Before a Controversial and UnPopular EU - Turkey Deal, (which Started to Enter into Force around May 2016 : Comp. Technical Details - Original "Eurofora"'s Analysis at : ...).
