Sarkozy: Dictators won't be able to muzzle People at the Web (while protests mount in Syria,Turkey+)

Internet Freedom became a Criterium distinguishing a Democracy from a Dictatorship, but Dictators won't be no more able to muzzle a People at the Internet, warned the 2011 G8-G20 Chairman, French President Nicolas Sarkozy, at the same period that the "unacceptable situation in Syria" even tortures Dissidents in order to spy their friends' activities on the Web, while in neighbouring Turkey People massivey protest, after a multiplication of Hundreds of Websites Blocked by the Turkish Government, even of "YouTube" for 3 Years (!), also an Ankara Government's draft Law threatens to start systematically and preventively Spying on any person's Internet Access, by subordinating it to "Fitering" and ID - Password obigatory registration even before being able to visualize not even one Web page : An obviously scandalous and dangerous threat, considering that many People already are persecuted and/or jailed in Turkey for Internet-related problems against Freedom of Expression..

The move was made in reply to a "Reportes without Frontiers"' representative, who basically wondered why Cyber-dissidents don't feel to have enough support by EU a.o. Countries in real practice, pointing at the "Jasmin" Revolution'
currently unfolding throughout 3rd Mediterranean Countries.

- "Free Internet, now it's clear, it has become a Criterium", serving "in order to know if we are facing a Democracy or a Dictatorship", Sarkozy stressed in reply, as a matter of general principle.

- "From this point of view, it's the advanced signal of Dictatorship, or the advanced signal of Democracy", he pointed out

 - "Is Internet Free, or not ?  That's the distinguissing Line", the G8 2001 Chairman clarified.  

Things have profoundly changed, and from now on, Dictators won't be able to muzzle People at the Internet in total Silence among the International Community, Sarkozy went on to add in substance (See infra), warning all those involved, with actions such as in he case of Libya, etc (See infra).

But Sarkozy also observed that "it didn't start just with Tunisia" alone, saying that "we shouldn't forget f.ex. also the Iranian Internet users", etc. "It's not because the (attempt of a) Revolution via Internet didn't work.. It's them who started", he reminded, indirectly but inevitably opening also a legitimate link to all those differend cases, in many countries and periods in the World, where Cyber-Dissidents faced Harassment, Censorship, Persecution and Oppression in various forms.

- "The situation in Syria is unacceptable !", Sarkozy denounced, while critics complaint even of Torture by Syrian Authorities in order to betray certain People's Personal Data at the Internet (f.ex. "Facebook" and other, Web Forum's accounts') ID's, Passwords, etc.

A Syrian CyberDissident, particularly active at the current demonstrations' movement, recently described, speaking with EU Parliament in Strasbourg via a SKYPE connexion to the Chairman of Liberal/Democrat MEPs Guy Verhofstadt, the multiplication of various obstacles and harassment by Syrian Authorities, including Cuts of Internet and even simple Phone communications, etc.

Protestors in Neighbouring Turkey, reportedly denounced the fact that Ankara's Government has already drafted a Bill which wil oblige, from August 2011, all the People to betray themselves, from the outset, f.ex. by blocking any Access to the Internet unless they present their Personal Identity, i.e. submitting Millions of Web surfers into a preventive, Massive and Systematic Spying !

+ "You say that we didn't enough, .. but I'll tel you, very frankly, the "Jasmin" Revolution in Tunisia, we were surprised when it arrived", he admitted. "I acknowledge that", and "I wonder, who hadn't been surprised ?"

=> - "But we arrived to certain Conclusions, and we shanged France's policy on this issue : Up to now, all Foreign Politics, from the Right to the Left of the political spectrum, all was organized around a Word : "Stability !", he reminded.

- "And on the name of Stability, (f.ex) some prefered 2 Germanies, instead of 1, (i.e. the "Cold War" Division of Europe), 80 Millions of Germans found themselves behind the Berin Wall, and it's also on the name of Stability, that many, in the Past, tolerated even a number of Dictatorships", Sarkozy denounced.

But, "things have changed", now, "because People," f.ex. "Arab People, took hold of their Fate themselves"

=> In consequence, f.ex. "this counted very much in the decision that I've taken to intervene in the Ivory Coast, so that the Democractic will of the Ivory People may win",
as well as "to intervene in Libya, because, if we hadn't acted in Libya's case, (i.e. the 19 March 2011 International Coalition composed out of the EU - USA/Canada - Arab Ligue - UNO, etc ; See "EuroFora"s NewsReports from the spot), then, the People of Banghazi would have been massacrated by a Tyran", he reminded, f. ex. on Colonel Kadhafi's boast that "it will be all finished in just 2 Days", (i.e. before the EU Brussels' Summit, which was scheduled only a week later.

=> "Thus, from now on, Internet has become the Scale of credibility for a Democracy, or the degree of  Shame for a Dictatorship", the French President concluded.

- "We are just at the Beginning of a (New) phenomenon, (trend), but it will progressively augment and become better", Sarkozy anounced.

=> Therefore, "I think that Dictators who might attempt to Muzzle a People in the Internet, won't, no more, be able to do that in a complete Silence from the International Community", the 2011 G8-G20 President warned.

- Because "things have Changed, in a much more Profound way that you believe at first sight. I'm Conscious of that", Sarkozy stressed.

- F. ex., "it has (already) played an important role in our decision to act on Libya (See supra), which wasn't so easy", he revealed.

 
The move came at the eve of this week's 2011 G8 Heads of States/Governments' Summit at Deauville (France), where Internet is due to be discussed for the 1st time in History, at the initiative of the French President (See "EuroFora"s earlier relevant publications, f.ex. with Statements that gave us a Sarkozy's Counsellor and/or other such activities by the 2011 G8 Chairman).

This has already incited USA President Obama to publish, just before starting his present trip to Europe, a  while Strategy on the Internet, which clearly extends even on Defence issues, warning f.ex. that CyberAttacks could be faced by Counter Measures, etc, while even  China, previously reticent, would reportedly be now willing to consider an eventual G8 decision on Internet's global governance, as an experienced Chinese Diplomat recently told "EuroFora".

However, a Press Conference has been, for the moment, scheduled only AFTER the Deauville's G8 contacts, discussions and/or decisions about the Internet, the day after tomorrow there, but NOT BEFORE, thereby risking to exclude any Popular observation, input or reaction which might be particularly useful to be known by those who will take a Responsibility to decide on this extremely delicate, but passionate matter....

Surprisingly, also, the RSF's current intermediary allowed to raise a question on "Cyber-Dissidents" to Sarkozy, curiously ... forgot even to mention the notorious "Hard" Problems, (censorship, persecution, threats, brutalities, torture, etc) faced by Dissidents in Turkey, related mainly to the expression of Political opinions at the Internet, for which many are still held (or threatened to be closed) in Prison... (A "Turkish" blatant 0mmission, already seen in the recent Past by several RSF's intermediaries, contrary to their initial Founders' spirit.

Such blatant omissions aggravate the current risk for "Socialist"-origin EU Officials, British Baronesws Ashton, and EU Commissioner on Enlargement and Neighborhood policies, Fühle,  due to make a joint Press Conference Tomorrow in Brussels, on EU's New Neighborhood Policy, where they reportedly might aim to curiously exclude Turkey among other 3rd Mediterranean Countries and even Eastern European Countries, including f.ex. Ukraine, etc., under the pretext that some still consider it as an EU "Accession Candidate", despite its notoriously Controversial and UnPopular character, and non-obstanding even of the clear Opposal of many important EU Countries' Governments, such as France, Germany, Austria, etc, and many Leading Political forces recently also in Belgium, Netherlands, Hungary, etc, as well as Turkey's notorious particularity in grave and massive, repeated Human Rights Violations, largely atypical and at great variance with what is happening in EU Countries according to European standards.

The risk is obviously in total Opposition to Turkey's GeoPolitical situation, as even an EU Commission's MAP clearly shows, (See PHOTO), and in contadiction with 2011 EU Chairman-in-office, Hungarian alternate Foreign Minister Nemeth, as he recently told Journalists in EU Parliament in Strasbourg, including "EuroFora", inting at Turkey as a kind of "Gray" area, for which EU doesn't currently know if it tries to stick towards Caucasus, or if it goes, on the contrary, "more and more towards the South", i.e. the Meditarranean and Asian surroundings. In front of such (and several other) strange Facts, many Observers, inevitably start to raise Questions, f.ex. about the carreer links at least of a key-person among those who asked Sarkozy to entrust them with the responsibility to organize materially that forum, distribute places, determine who will speak, or not, etc, with his previous, 10 years Company, which is even openly systematically ...paid by Turkish Authorities on a Contract obliging to work for "the rayonemment of Turkey" and its "Public Relations" (sic !) in France since 2008, adding even later-on, in his new Publicis employer, a "Mecene" Economic support to the Turkish Government itself, in order to fund a Publicity campaign for a "Year of Turkey" in France on 2009/2010 ! ...

In such conditions, (in addition to several other Exceptional Facts, which are ommitted here by lack of Time, etc)it becomes clear, to any objective Observer, why, curiously, .. nobody among those invited to participate and speak during this strange "e-g8forum" version, has ... Nothing to do at all with  Freedom struggles at the Internet, nor CyberDissidence, not even with the Experience and Knowledge of Legal Issues of Human Rights at the Internet, nor with Democratic, Popular Debates on Political and/or Human Rights issues, etc, and doesn't even know what is to struggle for Internet Freedom and Development in Public Debates on "Hot" Socio-Economic and Political issues of great interest to Millions of People, as f.ex. various Countries' Web Forums atteste for more than a Decade, which are obviously totaly unfamiliar and strange f.ex. to the "E-Bay" Market re-seller of banal Merchandises, etc., allowed to ignore all that... s(With the unique Exception, perhaps, of the Wikipedia initial founder, Wales, a conveniant "Alibi", in particular shortly after his recent Urgent, pathetic appeal on the need to find more Funds)...

Apparently, given all these Facts, it becomes obvious, as far as at least some among the material organizers of this event are concerned (see supra), a Brillant and profound Idea of Sarkozy, (going exactly in the line of what "EuroFora" co-founder had previously proposed by writting to the French President immediately after his Election on 2007, receiving in reaction the crystal-clear expression of his "Interest" and "Encouragements" : Comp. Sarkozy's Letter of Reply dated November 2007, as well as others on Jan. 2009, etc), was scandalously Betrayed on 2011 by some among those who were entrusted with the (obviously too heavy for them, since the real issues are of an exceptional and Historically Innovative socio-Political character, and not a mere Market Commercial Business as usual, particularly when it is even mixed with Turkish Authorities' payments for "Public Relations", starting just One Year after the landmark 2007 Presidential Elections in France, which were notoriously won mainly after big Political Debates on Turkey's controversial and unpopular EU bid, followed by Turkish Prime Minister Tayip Erdogan's Public Statements that "We (Turkey) must change France's position ", etc. : See Facts supra)...

Fortunately, despite all that, Sarkozy himself apparently succeeded to overcome such Obstacles, (at least on one key-point, that "EuroFora", together with many others, find of paramount, Historic importance  : Comp. supra, etc), for one part.

But, obviously, when it comes to seriously start Regulating, for the 1st Time in History, the World Wide Web, the main Issues still remain Open, both in substance and in procedure, (particularly vis a vis Citizens and Political WWW. Debaters, Legal Experts on Human Rights/Democracy, etc), and urgently need really positive, well-informed and serious responses, by People Concious of their Responsibilities and of the exceptional Political and Historic Importance of the Issues at stake.

=> When will the Real Popular, socio-Political Internet "Forums" begin ?  

Certainly, Sarkozy, who deserves obviously well his hard-won reputation to have a particularly Energetic Personality fond of Political Debates, notoriously adored by the People, (as almost all publicized Internet Forums attest), is not at all afraid, but, on the contrary, eager to actively engage in such World Wide Web's Political Debates, of a new, innovative, and faithful to his idea formats, (instead of that routine repetition of old-fashioned commercial shows, made for other business' purposes, in which some pushed him, betraying his good initial idea, that it's never too late to revive anew)...

  Ten Years of ECHR : 1998 - 2008 show need of Revival in 2009-2010 coinciding with 2009 EU Election
   

A threefold, coordinated move by new Top French Political actors in the 2009 EU Parliament Elections, expressed in Strasbourg a will to boost Europe's Political dimension close to Citizens' concerns, going from protection of Economy to defence of Human Rights.    

The move met an exceptional ECHR's call for a "revival" of Human Rights' protection mechanism', in a Mega-Conference, early 2010.   

Obviously focusing on June 2009 Elections to EU Parliament, it involved from the outset the recently nominated "dual" Head of French Governing Party (UMP)  Michel BARNIER and Rachida DATI :

     - "As President Sarkozy has clearly said, we (France) are in favor of a Strong, Sovereign and Independent, Political Europe, which protects its Citizens, and not for a large Super-Market, nor for a Europe under influence",

    "This goes for everything, including Energy", added to "EuroFora" the experienced former EU Commissioner, Minister of Foreign affairs, currently of Agriculture and Sarkozy's new pick as Leader of the Governing party UMP to EU 2009 Election, Michel BARNIER                                              .                             

  - Human Rights are important because they are at the Heart of the Political Europe that we aspire for : I.e. a Europe able to act and protect its Citizens, stressed also the New French Minister for European affairs, Bruno LE MAIRE, while meeting Strasbourg's Journalists at his first visit to the CoE.

This is one of the main interests for CoE, which is also a natural place for cooperation between EU countries and Russia or Turkey, which was recently helpful at the Middle East crisis, he added.

The move gained momentum with French Minister of Justice, Rachida Dati's main observations at ECHR's 5Oth Anniversary :   

- "While we are seeking Europe's Borders and Identity, you (ECHR) remind us also of its Values", Human Rights, Dati noted.   

Citizens seek more and more often ECHR's help, and the tempo accelerates, Europa awaits a symbol, while national legal orders are not freezed   

And she expressed "support" to ECHR President Jean-Paul Costa's call to satisfy the vital need to revigorate the PanEuropean Court by deciding big changes at a High-Level Conference open to a large audience, a kind of "Etats Generaux" of Human Rights, at the beginning of 2010.

It's not so much the recently growing number of applications for Russia or Ukraine etc, which seems to be Costa's main concern : In fact, the cases declared "admissible" are much fewer...    

But rather the persistent violations of Human Rights, sometimes very grave (ie. murders, torture, abritrary deprivation of liberty, oppression of freedom of speech, destructions of homes/properties, etc), despite numerous, repeated condemnations by ECHR. So that CoE's Ministers, due to "supervise execution" of ECHR's judgements, are overloaded.   

F.ex. most Media noted that Turkey still remains, even in 2008, the 1st among 47 CoE member States in the number of condemnations by ECHR :  257, compared to 233 for Russia, with a population more than the double..    

The problem is that it's not the 1st time at all : During all the last Decade 1998-2008, Turkey was condemned by ECHR much more than any other State, and for particularly grave violations :   

- 1.652 condemnations, compared to 605 for Russia, 548 for Poland, 494 for France, 476 for Ukraine, etc.   

Italy's second place with 1.394 condemnations is a misleading false appearance : In fact, most of them (999) concern mere "procedural delays" in national courts. Same for France.   

On the contrary, Turkey was condemned 180 times for Killings, 192 times for Torture or Inhuman/Degrading treatments, 340 times for arbitrary deprivation of Liberty, 528 times for "Unfair trial", and 169 times for oppression of Freedom of speech, (etc). And the latest, 2008 numbers, indicate no change in this trend, (See supra).   

The current Spanish CoE Presidency (November 2008 - May 2009) has made of the implementation of ECHR's judgements its 1st Priority.   

ECHR's President, Jean-Paul Costa, stressed in its 2009 Annual Press Conference, CoE Member States' obligation to implement the judgements, according to Article 46 of the European Convention on Human Rights.   

Moreover, if CoE's Committee of Ministers delays to ensure implementation, then, the repetition of violations in similar cases provokes a multiplication of complaints tabled to the Court, which overload the mecanism for the protection of Human Rights, denounced Costa.          

A series of Debates on "the situation of Human Rights in Europe", focusing on the "need to fight against Impunity" of perpetrators of grave crimes, is  currently prepared by CoE's Parliamentary Assembly for the session of June 2009.  

The final Timing comes shortly AFTER the EU Elections, but the main Reports should have been adopted before.

Meanwhile, French President Sarkozy and German Chancelor Merkel's recent call "for a Political Europe" in 2009 EU Elections (See earlier "correspondence from Paris, Elysee Palace), seems more and more endorsed also by other EU Countries' Top MEPs :

Thus, f.ex., EU Parliament's 1st vice-President, Greek MEP Mrs Rodi KRATSA, speaking to "EuroFora", agreed that 2009 EU Election would be a "naturally good" opportunity to debate what really interests EU Citizens : "The Future of a Political Europe, able to face the Economic Crisis, with a Culture and identity which attracts the People"
