EU Parliament's Press Director Duch to EuroFora on Franco-German Summit: Possible even "OFF" Session

The Franco-German Summit Hollande - Merkel, on the Invitation of EU Parliament's President Schulz, which was initialy scheduled earlier in Strasbourg at the eve of the January 2015 Plenary, but had to be postponed a.i. after the "Charlie Hebdo" Massacre by Extremist Islamist Terrorists, (Comp.: ..), may take place here at any moment, Independently of the Plenary Sessions of the European Parliament, i.e. also "OFF" Session, revealed to "EuroFora" the experienced Press Director and Spokesman of the 751 MEPs strong Organization, Jaume Duch-Guillot.


 - It can be realized whenever the Political Leaders find it better suited, not only at the eve or conclusion of an EU Parliament's Plenary Session, (the Next one, here, being scheduled for 9 - 12 Februay 2015, i.e. just before the 12-13 Feb. EU Summit in Brussels, due to focus on Security/Defense issues), but even Out of the Sessions' Agenda, at any Date that they wish, since "Strasbourg is always here", Duch added with a smile...


The main aim of the initially scheduled such Franco-German Summit invited by EU Parliament's President, had reportedly been indicated as an opportunity to reflect and discuss freely in Strasbourg, about Europe's Future.


The format is supposed to be shaped in accordance with the famous "Blaesheim" Top meetings, named after an Historic and pittoresque small Village, (Home of both an Historic Religious Monument, of a Mountain peak with a Unique over-View on the surrounding area, as well as Cradle of one of the Oldest, Pioneer and Quality Scientific Press Edition Business, now transfered at nearby Germ    any), close to Strasbourg's Airport, where former long-time French President Chirac had notoriously met with former German Chancellor Schroeder, in the presence of their Foreign Ministers,  back on 2001, (Comp. "EuroFora" Co-Founder's Press Reports from that exceptional event, on the spot at Blaesheim). A succesful, unofficial and Open-Agenda formula, which was later Established as a series of Regular Franco-German Summits, continued and further developed, also at various other Cities in France or Germany, by Chirac - Merkel, Sarkozy - Merkel, and now Hollande - Merkel.


But, now, it's the 1st time in History that this is officially suggested by EU Parliament's President, Schulz, and, according to various converging sources, most probably due to be repeated several times at the City which Hosts, according to EU Treaties, EU Parliament's full weekly Plenary Sessions each Month, (except only August), i.e. Strasbourg.


Moreover, that Franco-German move Topically comes just after the latest EU Summit in Brussels, December 2014, (Comp. "EuroFora"s NewsReports from Brussels then), officially decided for 4 Reports to be prepared on how to Reform and Strengthen  the "€uroZone"'s structure in the foreseable Future, before June 2015.


=> Duch's Reply to a relevant "EuroFora"s Question (Comp. Supra), lets suppose that the Next Possible Dates for such a Franco-German Summit, in "Blaesheim" format, associated now with EU Parliament, might, logically, be organized, eventually at the eve or at the conclusion of another forthcoming important Euro-Parliamentary gathering in Strasbouirg : that of PanEuropean CoE's Parliamentary Assembly's (PACE) Winter Session, scheduled from 26 to 30 January 2015.


Indeed, this PACE's Plenary Session is notoriously expected to be of an Exceptionaly Important Geo-Political and Human Rights' Interest, particularly vis a vis possible Developments on Ukraine and EU - Russia issues, since, inter alia, it's also the expected moment for a Return of the Russian Delegation inside the PanEuropean PACE, where Russian MEPs  had been incited to exceptionaly abandon their Seats, after a Controversial, Minority-pushed Amendment imposing a Heavier than initially expected Sanction agains them, on pretext of the February - March developments about the Maidan Violent events which imposed a more abrupt than expected sudden Total Change of Government in Kiev, closely followed by the Crimea Referendum and return back to Russia.

Since that Day of the Beginning of April 2014, the situation in Eastern Ukraine notoriously Worsened Dramatically, with the First People Killed just after a last-minute, Geneva meeting between Foreign Ministers from Ukraine, Russia, USA, etc. as well as the EU High Representative, when a reportedly Extremist Group of pro-Kiev Ukranan Armed Groups suddenly Attacked, overNight, a small team of Donetsk/Luhansk Autonomists gathering a Road towards Slavyansk, where they killed 3 pro-Autonomy Militants that same Night of the Christian Religious feast of Easter. After that, Kiev's Military Attacks became quasi-Systematic, so that Many Civilian People were KIlled by Rockets' Shelling, Tanks, Bombes thrown by Kiev Army's Airplanes, etc., (See, f.ex. : ....)


This time, in addition with settling issues related to the Russian Delegationn , PACE is also due to Debate and Vote on a Resolution about the Tragic "Humanitarian Crisis" in Eastern Ukraine's Autonomist Regions of Lugansk/Luhansk, where not only many Civilian People have been Killed by Shelling, but also Vital Infrastructures affecting everyday Lives of Hundreds of Thousands of People were heavily Damaged or Destroyed, such as, f.ex. Water, Electricity, Phone, Internet, Airports, Trains, Roads, and other Networks, added to Schools, Hospitals, etc.

Europe brings Development dynamics at Global Crisis' Summit debates

    Thanks also to EU Parliament Plenary's Strasbourg gathering, EU, during the French EU Presidency, managed to integrate the Development issues at Top Debates on the World Summit against the Economic Crisis  :

    For the 1st time, it's at the same moment with the Wahington G-20 Summit that EU Commissioner Louis Michel co-organizes here with the French EU Presidency parallel mega-events for the "European Development Days", starting from this Week-End and concluding at the eve of a landmark debate in EU Parliament, next Tuesday, on the outcome and follow-up of the Wash.DC Summit.

    EU and its Member Countries are the biggest donor for UNO's Millenium Development goals, with 56%, but the 27 are currently struggling to develop a collective leadership in Economic and social matters, that the 15 of EuroGroup (together with the UK and other countries interested to be usefully associated) are starting to spearhead, after the initial success of the 1st EuroZone Heads of State and Government Summit, of October 12 in Paris, according to a New Repport by MEPs Pervench Beres and Werner Langen on the 10 Years of EuroZone (1999-2009) debated Monday and voted on Tuesday.

    EU, CoE and World personalities will interact here with Heads of State or Government from Tanzania (African Union chair), Burkina Faso (CEDEAO + UEMOA chair), Zimbabwe (MDC chair), Madagascar, Haiti, Mali, Benin, etc, and some 3000 participants from the Economy, Civil Society, Media, Experts, etc, while the City of Strasbourg adds various related Citizen-events.

    Opened by French Secretary of State Alain Joyandet on November 15, and followed by a video-contact with EU Commission President Jose Baroso on the Washington Summit Sunday, the EDD are concluded by Foreign Minister Bernard Kouchner on Monday, while their main concerns cannot be ignored in the Debate that EU Parliament will hold on Tuesday, (followed by a Resolution on Wednesday), jointly on the G-20 Washington Summit and on EU Commission's work program for 2009.

    A practical opportunity for EU to reflect where it's better to spend EU Citizens' money...

    The move is prolonged in several Paris' meetings of EU chair, French President Nicolas Sarkozy with African Heads of State leading regional Organizations, as from Tanzania (A.U. Chair), Burkina Faso (chair of Economic African organizations), Togo, etc, (in parallel with a Ministerial EU - African Union conference in Ethiopia, followed by a visit to Tchad), logically concluded by a meeting with Robert Zoellic President of the World Bank.

    Many have already warned that an eventual aggravation of Development's Gap accross the World might become much more dangerous to Global Economy, Security, Values and Quality of Life, than Global Warming and/or other, even more serious challenges...

    Will they find an innovative and voluntarist way to really deal with the Development Gap, which might also contribute to help face the Economic Crisis ?
