Venice Commission President Buquicchio to EF: Turkey November Visit = Ready for PACE 1.2017 Session

Experienced, long-time President of PanEuropean CoE's "Democracy through Law" Watchdog, known as "Venice Commission", Gianni Buquicchio from Italy, speaking to "Eurofora" at the CoE, said, in substance, that he expects for an exceptionaly Important series of Top Legal Experts' Checks on Many Recent controversial Decisions taken by the Turkish Government, after a July 2016 alleged "Coup" Attempt, to be Ready well in advance of the Next CoE's Parliamentrary Assembly's (PACE) Plenary Session, scheduled for January 2017.


The New President of CoE Assembly's Biggest Political Group of MEPs, that of ChristianDemocrats/EPP, Head of the German Delegation, Axel Fischer, speaking Previously to "Eurofora", had already Warned that PACE's main Move on Turkey, about Human Rights, Democracy and Rule of Law, was due to Start then, (See : ...).


Meanwhile, PACE's Director General, Wojcieck Sawicki from Poland, also told "Eurofora", last Week, that the PanEuropean Assembly had Asked from the "Venice Commission" to Check All the Decisions taken by the Turkish Government after that July 2016 "Coup" Attempt (which notoriously durated Less than 6 Hours : See ...), and Expected its Conclusions "on December 2016".


Apparently, it wasn't possible to act Earlier in this regard, since, inter alia, an Official CoE Fact-Finding Visit had to be Organized, beforehand, with the Agreement of Ankara's Authorities, and this is now expected to take place "on November" 2016, (as President Buquicchio Revealed to "Eurofora" Today), so that Venice Commission's Report could Not, in practice, be Ready Neither for the Present, Autumn 2016, PACE Plenary Session, (10-14 October 2016), in Strasbourg, Nor during the forthcoming PACE's Standing Committee's important Session in Nicosia (Cyprus), scheduled towards the End of November, (24-25/11/2016).


Indeed, the President of "Venice Commission" told us that, after paying an Official Visit to Turkey Next Month (November 2016), he expected to Prepare a Draft Report asap. in order to be Definitively Discussed and Adopted by that prestigious PanEuropean body, (composed mainly by Presidents of National Constitutional Courts and/or other Top Legal Experts, and Often consulted also by EU Commission from Brussels), "on December" 2016.


Buquicchio also said that he had just Met with Ukranian President Poroshenko, "Yesterday", at Kiev, where Venice Commission is currently making a Fresh Effort to Help Advance some more, long-awaited "Legal Reforms" in certain Important sectors, Key for the Present and the foreseable Future of that Strategialy located, European Country.
He spoke to "Eurofora" shortly after being Heard by MEPs at CoE Assembly's powerful "Monitoring" Committee, Earlier this Afternoon, about several "Venice Commission"'s "Recent" Findings, naturaly including also on Turkey.


Later this week, "Venice Commission", is due to Adopt officialy a Report on Ankara Government's recent Decision to Suspend the Constitutional provisions for MPs' "Parliamentary Inviolability", on Thursday, October 13.


President Gianni Buquicchio was accompagnied by Venice Commission's Director, Thomas Markert from Germany, with whom he has been Cooperating, closely Together, for Many Years.

* EuroCorps, EU defence's etat major, which has just celebrated 15 years of age (1993 - 2008), is young enough to feel enthousiasm for missions to guarantee Human Rights, Peace and reconcilation : Strasbourg's Historic Symbols, but also maturing fast, (particularly under the current French EU Presidency), in order to prepare potentialy important developments in 2009 :

- "EUROCORPS" is a "unique tool" for "a Modern Europe", jointly managed by participating Nations without anyone deciding for others", to "support their efforts to promote Reconciliation, Peace and Human Rights' Values, which identify today's European ideal, with its Symbol-City : Strasbourg", stressed its Chief, Spanish General Pedro PITARCH, in a popular ceremony for the 15th Anniversary of the European Army Corps, at its Headquarters.

- "Today, we are ready and able to fullfil any Peace-keeping Mission may be decided by the Political leadership, since we can deploy up to 60.000 soldiers and/or other agents, mainly in land, but in coordination with Sea and Air operarions", (even to build vital Infrastructures, demining, keep public order, facilitate Elections, etc), said to EuroFora EUROCORPS' Spokesman and Press Director, Colonel Raul SUEVOS.

- "If there is an Agreement with the framework Nations, EUROCORPS could certainly contribute to guarantee manifold aspects of Peace setllements", told us recently General PITARCH.

EU Parliament asked, Summer 2008 in Strasbourg, " to place Eurocorps as a standing force under EU command", and "invited all (EU) Member States to contribute to it".

France, Germany, Belgium, Spain, and Luxembourg (participating with Funds, Telecoms and Officers), are EUROCORPS"' main "Framework Nations", due to be joined by Italy in 2009. Greece and Austria participate as "Contributing Nations", while Poland decided to upgrade its role. Turkey has liaison Officers for NATO relations, and even USA decided to send Officers to Strasbourg on 2009.

Observers await with impatience also the outcome of NATO's April 2009 Summit in Strasbourg in order to have a better view of EuroCorps' future.
