*Strasbourg/Angelo Marcopolo/- For the 1st Time so Bluntly, Turkey attempted to Block from the Start UNO's New Effort for an Agreement on Cyprus' ReUnification, these Days at Nearby Geneva, (where UNO, Greece and Turkey, were joined by Representatives from the 5 UN SC Permanent Members), by immediately Launching a series of Provocative and Pressing Demands, obviously pushing towards Secession of Cyprus' Northern Territories, still Invaded and Occupied by Ankara's Military since 1974, and risking to make the situation even More Shaky in Europe and elsehere, nowadays, just after new US "Socialist" President Biden's recent Denonciations against Russian President Putin, and while Ukraine's leadership reportedly asked to Drop the 2015 Minsk Peace Deal for its pro-Autonomy Eastern Regions, (etc).Instead of UNO's Official Long-Standing position for Peaceful ReUnification of Cyprus, in a bizonal Federation implementing Human Rights, now the Turkish side Revendicated "Sovereignity" for the Occupied Territories, and Only mere "Cooperation" between "2" different "States", of "equal International Status", (sic) , etc., even Before any UN Talks. might start, i.e., in a kind of unilateraly issued "Ultimatum".
The UNSG Guterres naturally Rejected that Turkish claim as Incompatible with his official UN Mandate on peaceful reUnification of Cyprus, and declared these Geneva Talks prematuraly closed. But he Kept a Chance for the UN Process to Resume asap. if the parties agree accordingly during the Next few Months.In Parallel, many eyed towards UNO's Security Council's possible Reactions to that highly Controversial Turkish unilateral move, given Also the Fact that, Nowadays, its rotating Monthly Presidency is held by Related Important Countries, now Vietnam and Afterwards China, followed by Esthonia and France on July 2021, etc, (i.e., inter alia, also considered to be Against Secessionism in general, as well as in Favor of the UN Convention on the Law of the Sea, which notoriously affects the Natural Resources' apects).
+ Cyprus' President Anastasiades accepted to continue Supporting UNSG's persisting Efforts on Cyprus' (peaceful reunification), But Warned Turkey that, in case of More Provocations, (f.ex. at the South-Eastern Mediterranean Energy issue), he would Stop such a cooperation with Ankara.
Cyprus' side notoriously Hoped that, after the Latest Deadlock of UN Talks, back on 2017 at Crans Montana, where Human Rights' aspects were reportedly examined further than usual, But Turkey Refused to definitively Drop its controversial Claim for Unilateral Military Intervention, in the Future of the Island, Ankara might have become more Cooperative in Negotiating a less Bumpy ReUnification of this strategicaly located EU Member Country, according to UN SC pertinent Resolutions.
Meanwhile, a Bi-Communal and Bi-Zonal Federation had been Accepted by Cyprus' side Previously, practicaly counter-Balanced by a parallel Acceptance of Refugees/Displaced persons' (mainly Greek Cypriots, Maronites, etc) Human Rights, so that a Partition (traditionaly pushed by Turkish Extremists) would be Avoided.
+Meanwhile, in Addition, as Cyprus' President Nicos Anastasiades, reminded Today in the UN informal Talks at neighbouring Switzerland, Both Special Rules on Votes' Rights for the Turkish-Cypriot Community, as well as the Opening of some SeaPorts and/or Airports in the Occupied Territories under UN or EU Control, together with Measures to preserve the Turkish Cypriot community's part at any eventual Exploitation of Cyprus' Natural Resources, (mainly in Gas), had been prepared.
Recently, EU Member States Cyprus and Greece, together with Neighbouring Egypt, Israel, and other Countries, have notoriously Organized Various Joint Projects for Exploration, Exploitation and Direct Transport to the rest of the EU, of all or part of the Immense Oil/Gas Resources existing at the South-Eastern Mediterranean Sea. Illegal and often Brutal Disputes by Turkey's WarShips were Repeatedly Condemned by the EU, Russia, USA, and others, while the EU recently prepared a Carrot-Stick Alternatif package for June 2021 to decide by EU Heads of State, vis a vis Turkey, according to its Behavior. France spearheads such Plans, followed by Italy, Spain, Portugal, etc., but Germany, Austria and Others have also clear European Interests there.
Many Expect, Now, sooner or later, some kind of Sanction, also by the UN, given these Days' Negative stance of the Turkish side, which Rejected all UN SC Resolutions' Basis elaborated for the Solution of Cyprus' Issue and Blocked Geneva UN Talks (Comp. Supra). UN SG Guterres indicated now that an Important role, in this regard, would be played, in real practice, particularly by those UN SC Permanent Members who will Chair the NY-Headquartered body Nowadays, (in Addition to the UK's Traditional interest, whose MFA was Present in Geneva this time).
Among them, 1st arrives China, from May, followed mainly by France on July, India and Ireland on August and September 2021. Beijing, naturaly has No Interest at all to Any kind of Secession Threats, (given f.ex. the Exploitation often made in the Past around Ughurs and/or Thibet, etc), while, on the Contrary, it's Basicaly Favorable to the Valorisation of Islands' role at UNO's Convention for the Internantional Law of the Sea, (as indicated also Spectacularly, nowadays, the superb and succesful Launch of the 1st BuildingBlock for a New International Space Station, from an area of China's Sea, where anOther Space Station has been Build Recently even on a much Smaller Island)...
France has already proposed Cooperation on Space Projects to China, particularly during a Recent Meeting between Presidents Xi and Macron, (symbolicaly at the Mediterranean Sea and in a superb Villa inspired by Ancient Greek Culture : See ..., etc), while Both Paros and Beizing had been, at Various Times in the Past, Criticized by some competitors for having tried to Develop InHabited Islands arounds the Sea of China. More Recently, "Eurofora" was Informed in Paris, (where we were Invited, as also Other EU/CoE Journalists, Universitarians, Scientists, etc, by the French Ministry of Defense), about France's current wish to Contribute to the Security of such Asia - Europe Sea Links, in possible Cooperation also with EU Partner Germany, etc.
On the Contrary, Noone in Europe seems to wish to stir Any Kind of Secessionist trends, as those that Turkey just pushed against Cyprus, Neither in Russia, nor Corsica, Britany, Alsace or Loraine, etc in France, Catalonia or Basque country in Spain, Western Thrace or Macedonia in Greece, many Muslim Villages in Northern Macedonia, Belgium's complicated situation, even UK's Scotland, Wells and/or Northern Ireland, etc., Obviously prefering a Peaceful and Democratic, National Stability....

Ten Years of ECHR : 1998 - 2008 show need of Revival in 2009-2010 coinciding with 2009 EU Election
A threefold, coordinated move by new Top French Political actors in the 2009 EU Parliament Elections, expressed in Strasbourg a will to boost Europe's Political dimension close to Citizens' concerns, going from protection of Economy to defence of Human Rights.
The move met an exceptional ECHR's call for a "revival" of Human Rights' protection mechanism', in a Mega-Conference, early 2010.
Obviously focusing on June 2009 Elections to EU Parliament, it involved from the outset the recently nominated "dual" Head of French Governing Party (UMP) Michel BARNIER and Rachida DATI :

- "As President Sarkozy has clearly said, we (France) are in favor of a Strong, Sovereign and Independent, Political Europe, which protects its Citizens, and not for a large Super-Market, nor for a Europe under influence",
"This goes for everything, including Energy", added to "EuroFora" the experienced former EU Commissioner, Minister of Foreign affairs, currently of Agriculture and Sarkozy's new pick as Leader of the Governing party UMP to EU 2009 Election, Michel BARNIER .
- Human Rights are important because they are at the Heart of the Political Europe that we aspire for : I.e. a Europe able to act and protect its Citizens, stressed also the New French Minister for European affairs, Bruno LE MAIRE, while meeting Strasbourg's Journalists at his first visit to the CoE.
This is one of the main interests for CoE, which is also a natural place for cooperation between EU countries and Russia or Turkey, which was recently helpful at the Middle East crisis, he added.
The move gained momentum with French Minister of Justice, Rachida Dati's main observations at ECHR's 5Oth Anniversary :
- "While we are seeking Europe's Borders and Identity, you (ECHR) remind us also of its Values", Human Rights, Dati noted.
Citizens seek more and more often ECHR's help, and the tempo accelerates, Europa awaits a symbol, while national legal orders are not freezed
And she expressed "support" to ECHR President Jean-Paul Costa's call to satisfy the vital need to revigorate the PanEuropean Court by deciding big changes at a High-Level Conference open to a large audience, a kind of "Etats Generaux" of Human Rights, at the beginning of 2010.
It's not so much the recently growing number of applications for Russia or Ukraine etc, which seems to be Costa's main concern : In fact, the cases declared "admissible" are much fewer...
But rather the persistent violations of Human Rights, sometimes very grave (ie. murders, torture, abritrary deprivation of liberty, oppression of freedom of speech, destructions of homes/properties, etc), despite numerous, repeated condemnations by ECHR. So that CoE's Ministers, due to "supervise execution" of ECHR's judgements, are overloaded.
F.ex. most Media noted that Turkey still remains, even in 2008, the 1st among 47 CoE member States in the number of condemnations by ECHR : 257, compared to 233 for Russia, with a population more than the double..
The problem is that it's not the 1st time at all : During all the last Decade 1998-2008, Turkey was condemned by ECHR much more than any other State, and for particularly grave violations :
- 1.652 condemnations, compared to 605 for Russia, 548 for Poland, 494 for France, 476 for Ukraine, etc.
Italy's second place with 1.394 condemnations is a misleading false appearance : In fact, most of them (999) concern mere "procedural delays" in national courts. Same for France.
On the contrary, Turkey was condemned 180 times for Killings, 192 times for Torture or Inhuman/Degrading treatments, 340 times for arbitrary deprivation of Liberty, 528 times for "Unfair trial", and 169 times for oppression of Freedom of speech, (etc). And the latest, 2008 numbers, indicate no change in this trend, (See supra).
The current Spanish CoE Presidency (November 2008 - May 2009) has made of the implementation of ECHR's judgements its 1st Priority.
ECHR's President, Jean-Paul Costa, stressed in its 2009 Annual Press Conference, CoE Member States' obligation to implement the judgements, according to Article 46 of the European Convention on Human Rights.
Moreover, if CoE's Committee of Ministers delays to ensure implementation, then, the repetition of violations in similar cases provokes a multiplication of complaints tabled to the Court, which overload the mecanism for the protection of Human Rights, denounced Costa.
A series of Debates on "the situation of Human Rights in Europe", focusing on the "need to fight against Impunity" of perpetrators of grave crimes, is currently prepared by CoE's Parliamentary Assembly for the session of June 2009.
The final Timing comes shortly AFTER the EU Elections, but the main Reports should have been adopted before.
Meanwhile, French President Sarkozy and German Chancelor Merkel's recent call "for a Political Europe" in 2009 EU Elections (See earlier "correspondence from Paris, Elysee Palace), seems more and more endorsed also by other EU Countries' Top MEPs :
Thus, f.ex., EU Parliament's 1st vice-President, Greek MEP Mrs Rodi KRATSA, speaking to "EuroFora", agreed that 2009 EU Election would be a "naturally good" opportunity to debate what really interests EU Citizens : "The Future of a Political Europe, able to face the Economic Crisis, with a Culture and identity which attracts the People"
