Libyan Prime Minister Jibril backs Sarkozy strategy to help People + Democracy in Syria ao Countries

Mahmoud Jibril, the "Prime Minister of Free Libya", as French President Sarkozy called the No 2 of Libyan Rebels' National Transition Council (NTC), already recognized by a growing number of Countries, and soon probably also by the Arab Ligue, the African Union, etc., welcomed his will to "stand by" the "People on the Street" whenever they struggle 'for Democracy and Freedom", against Oppressive Regimes in the Neighbouring Mediterranean region, and in particular in Syria, where, massive Arrests, Censorship,  Attacks by the Military and Killings, make the Country obviously the No 1 next focus of the International Community's attention, after the Rebels' recent Victory against the Gaddafi regime in Libya.

 - "The fact that you stand by the Arab People on the street in all Arab Countries is, in fact, a Challenge for the Future, it's an advanced position, (of avant guarde). Young People compose more than 67% of our population. Your challenge is a Strategic Challenge, and I wish for our relations to prosper and for this Crisis to become the begining of a Strategic relation", Jibril said to Sarkozy during a Press Conference held in Paris.   

 - "When we (CNT, Libyan Rebels' leadership) came here (in Paris), back on the 10th of March (2011), the day when you promised us to support the Libyan (People's) cause and to stand by the Arab People on the Street in Libya, I think now, more than 6 Months later, that you have kept your promise, you have been Sincere in that promise that you had made to the Libyan People to give all necessary support, starting by the Protection of Civilians, as well as other forms of support", the Prime Miister of New Libya gratefuly reminded.


    - "I'm very glad to see ... many Statements from Arab Leaders, which go in the same direction. Solidarity in the East today goes towards Democracy and aspiration to Freedom, and not simply to Stability", replied Sarkozy, (as he had recently stressed also shortly before and during the recent, May 2011 G8 Summit at Deauville : See "EuroFora"'s relevant NewsReports from Paris and Deauville then).


    - Indeed, "we've made a "Strategic" choice, as the Prime Minister (CNT's Jibril, of Free Libya) said : This choice is that we'll stand by Arab People on the Street whenever they ask for Democracy and Freedom. That's crystal-clear in our spirit !", stressed the French President as a matter of Principle.

    => - "All this will certainly have Consequences (also) on Syria, because the Syrian People watch the Libyan People liberate himself, and the Syrian People has also the Right to be Free !", Sarkozy clearly anounced.


     - "In substance, Syrian People have also the Right to Democracy, and they are not condemned to be oppressed by a Regime which doesn't understand that we are in a New Century", the French President stressed, "even if "no situation is similar to another, and it's, naturally, not about making Military Interventions each time", while "International Organizations exist, with Resolutions", etc., as he added cautiously.


    -  However, for the time being, "on Syria, the conditions for a Military Intervention do not exist yet. I remind the fact that we decided to use the French Army in the Ivory Coast, as well as in Libya, following an International Resolution, and that things must be very clear : France will not intervene without an International Resolution. That's the basis (foundation)", he noted.


    - Because "France puts its force to the service of International Legality. That's why, with (Foreign Minister, former Prime Minister and MEP) Alain Juppé, the victory obtained at the (UN) Security Council (on Libya) was very important. (Now on Syria) you know that the conditions don't yet exist", (considering, f.ex., China's and/or Russia's partial hesitations until now, etc).


    - But, "this doesn't mean that we'd be obliged to abandon the Syrian People to be massacrated by a regime which is being disqualified from one day to another", Sarkozy  energertically added.       

                                                                             
     - In fact, "everybody sees what is going on : Tunisia, Egypt, Libya, the democratic Elections in Africa, particularly in the Ivory Coast : Peoples, all over the World, thanks to new methods, Communication means, see what happens"...

        + Therefore, "now, a new (UN SC) Draft Resolution is in the process of being discussed, concerning Syria. Together with our American, British and German allies, we have launched a call for the departure of (Syrian) President Bachar Assad. We've made every effort to bring the Syrian regime among respectable persons, (but) they didn't want (even) to hear about it.


     - Nevertheless, "the (Syrian) Regime is condemned, because, today, in the 21st Century, everybody must understand that Dictators won't be able, no more, to count on the passivity of the International Community !", Sarkozy warned.


     - "It's not France alone, (it doesn't have the means nor the will). But Precedents exist from now on  : Ivory Coast and Libya. It's not about engaging conflicts. But we'll not abandon these Principles : => Syrian People have a Right to Freedom !", he promissed. -------------------------------

+ Meanwhile, a radical Novelty in the 2011 Libyan operation was the fact that "there are No French .. Forces on Libyan soil ! .... I've said .... that, in the framework of the UN. Mandate, we'll Not deploy Troops on the ground", Sarkozy reminded, in reply to another question, pointing at an unprecedented, New way of acting, (I.e. just with High-Tech Air-Space operations etc., but without deploying any Troops on the Ground of a Foreign Country), is added to a long series of specific characteristics which clearly distinguish this Help to Protect Libyan People dissidents, from Foreign Military Invasion and Occupation of another country, (as, f.ex., in the illegal, UN-condemned, Turkish Mlitary Invasion and Occupation of the Northern part of Cyprus for more than 35 Years : 1974-2011)...

    However, the Turkish Government reportedly reiterated even these Days its position against any kind of International operation concerning Syria, (apparently searching to intervene in or influence the Country  only itself, in one way or another)... The fact that Thousands of People have been reportedly killed in Syria during 2011, and much more arrested, jailed and/or Tortured, as converging NGO denonciations criticize, naturally doesn't trouble the Turkish Prime Minister Erdogan who is a recent .. Gaddafi Prize winner in.. Human Rights (sic !), awarded just a few Months ago, at the End of November 2011, in Tripolili, by the controversial colonel Gaddafi himself, currently "Wanted" by the ICC for Crimes against Humanity..


    But, at the same time, the Turkish Army has just reportedly re-started a new controversial and Deadly Military Invasion inside Iraq, strongly denounced by the Iraqi Government (who said that it prefered to be warned in order to use other methods to settle any eventual problem), where Turkish Military reportedly destroyed even simple Houses or Homes in some Iraqi Villages, killing also Women and Children, as it was stronhly denounced also by Mainstream Media.....


    Ankara's Authorities persist to claim that Kurdish Rebels abuse of "Terrorist" methods inside Turkey, but Media reports in recent years note only clashes against the Turkish Military in Kurdish areas, where all Local and Regional Elected Representatives have been massively arrested and imprisoned in Turkish Jails pending Trial since 2009 Local Elections (i.e. for almost 3 Years !), while all recently elected Kurdish MPs (2011) are also kept Out of the Turkish Parliament, and their Party faces again threats of prosecution, as in the Past..  CoE's Local and Regional Democracy watchdog CLRAE, strongly denounced, earlier this year, the "Destruction" of Democracy threatened by massive abuses committed by the Turkish Authorities, already notoriously condemned many times by ECHR's judgements mainly for a persisting, scandalous total Impunity even of Torturers and Killers among Turkish State's Agents, (See, f.ex.,  relevant "EuroFora"s NewsReport of March 2011).

    +  Meanwhile, in a Joint Statement signed by New British Prime Minister David Cameron, French President Nicolas Sarkozy and German Chancellor Angie Merkel, the leaders of the biggest 3 EU Countries asked, earlier this Month, for controversial Syrian President Bachar Assad to "step aside" :


- The current "Syrian Authorities have Ignored the Urgent Appeals made over Recent Days by the U.N. Security Council, by numerous States in the region, the Gulf Cooperation Council and by the Secretaries-General of the Arab League, of OIC". On the contrary, "they continue to Cruelly and Violently Opress their People and flatly Refuse to fulfil their legitimate Aspirations", except from "Misleading them and the international community with Empty Promises", the Joint Statement denounces from the outset.


-“France, Germany and the U.K. reiterate their utter Condemnation of this bloody repression of peaceful and courageous demonstrators, and the massive Violations of Human Rights which President Assad and his Authorities have been committing for Months", and "actively support further strong EU Sanctions against the Regime of President Assad", while also "Urging the Syrian Regime to Stop all Violence immediately, to Release all Prisoners of conscience and to allow free Access to the UN for an Independent assessment".


-"Like other Arab Peoples during Recent Months, the Syrians demand that their Rights to Liberty, Dignity, and to choose freely their leaders, be Recognised. We'll continue to work with the Syrian people, countries in the region and our International partners, with a central role for the UN, to support their demands and achieve a Peaceful and Democratic Transition".


=> “Our 3 Countries believe that President Baschar Assad, who is resorting to Brutal Military Force against his own People, and who is Responsible for the situation, has Lost all Legitimacy, and can No longer claim to Lead the Country". Therefore, "we Call on him to face the reality of the complete Rejection of his Regime by the Syrian People, and to Step Aside, in the best interests of Syria and (its) Unity", they concluded.

Paris - Bruxelles - Strasbourg, 2 septembre 2008

Le spectaculaire succès du Président français, Nicolas Sarkozy, (en tête de l'UE jusqu'a décembre), à obtenir de suite un cessez le feu inattendu entre la Russie et la Georgie, immédiatement après sa visite aux Présidents Medvedev et Saakashvili, au pire moment de tensions et heurts violents meurtieurs, qui avaient tué plusieurs innocents et provoqué le deplacement forcé de réfugiés par milliers, lui donne incontestablement une stature vraiment européenne :

A ses liens personnels bien connus avec l'Hongrie, la Grece, l'Italie ou l'Espagne, en sus de son amitié avec la chancelière allemande Merkel, son souhait d'essayer d'attirer l'Angleterre au jeu européen, etc, s'y ajoute, maintenant, une réussite, fragile certes, mais importante, au combat pour la Paix dans la "grande" Europe du général De Gaulle, "jusqu'a l'Oural", qui inclut naturellement la Géorgie, l'Arménie et d'autres pays, et ne peut exister qu'avec rapports de confiance et partenartiat stratégique avec la Russie.

Apres avoir réussi à debloquer la situation au Liban, (pays avec liens culturels historiques en Europe), lors du Sommet pour la Méditerranée à Paris, juillet dernier, (comme atteste maintenant le prémier accord d'echange d'Ambassadeurs avec la Syrie), Sarkozy activa maintenant une présidence française de l'EU bien entreprenante, à l'autre bout de l'Europe, à Moscou, où, contrairement à Napoléon, il a été reçu avec soulagement par le nouveau président russe, ami de l'experimenté Vladimir Poutine.

Cet homme politique rélativement nouveau au plan politique européen, avec une vision souvent critique ou même critiquée, à tort ou a raison, mais ambitieuse et concrete a la fois, qui aime s'adresser aux "Européens", comme il dit, n'est-il pas bien placé pour stimuler le fameux débat sur l' "Identité de l' Europe", qu'il a proposé au Parlement Européen récemment à Strasbourg, moins d'un an avant les Elections européennes de 2009 ?

En 2007, il a réussi à faire monter spectaculairement la participation citoyenne aux élections présidentielles en France, obtenant des récords historiques :

N'est-ce pas, justement ce que l' Europe a bésoin, apres 2 abstentions majoritaires sans précedent aux Elections de 1999 et 2004, et 3 "Non" aux réferenda pour ses institutions en 2005 et 2008, pendant une décennie trouble 1999-2008, (marquée surtout par la demande controversée de la Turquie d'entrer dans l'UE eclipsant les avancées de la Monnaie unique et de la liberté de circulation à l'espace Shengen, avec consequences mal-ressenties par la majorité des citoyens, bien au-délà des clivages du passé), qui a failli stopper l'integration européenne ?

Et cela, au moment même ou une globalisation galopante met l'Europe devant un choix crucial entre saut qualitatif en avant, apte à valoriser une occasion historique exceptionelle à se développer résolument, après les vaines destructions, querelles et tensions des guerres "chaudes" ou "froides" qui lui ont couté son rang dans le Monde, ou réculer définitivement en décadence...

Alors, que certains de nos amis à la Commission en Bruxelles, lui laissent au moins un peu d'espace de mouvement, et qu'ils l'aident à tenter d'insufler de l' oxygène frais et vivifiant aux rapports entre les citoyens et une Europe qui a manifestement bésoin et mérite de retrouver d'urgence un nouveau dynamisme populaire, avec un souci de réalisme mais aussi une vision passionante pour son avenir !

Après tout, les Etats Unis d' Amérique ne se sont pas faits à coups de bureaucratie, nécessaire et utile, mais manifestement insuffisante : Sans l'impulsion d'hommes politiques originaux, d'intellectuels vraiment engagés, et, surtout, sans l'enorme énergie émanant de la conscience d'enjeux à la fois pratiques et grandioses, bien resentis par des millions de citoyens, stimulant leur adhésion active comme pioniers d'un nouveau avenir commun à construire, ils seraient encore une ex-colonie périphérique, affaiblie par stériles divisions, passif et impuissant spectateur des convulsions tragiques d'un Monde à la dérive...

Que les vrais "européens" ré-lisent au moins les fameux discours historiques sur l' Europe d'un Sarkozy bien inspiré à Strasbourg, aussi bien avant qu'après avoir gagné les élections françaises, le 21 février et le 2 juillet 2007, après son 1er sommet des Bruxelles, qui a adopté le nouveau Traité de l'UE en conclusion de la presidence allémande : Bonnes lectures pour cet été 2008, afin de préparer l' avenir qui s'ouvrira (ou fermera) à partir des élections européennes de 2009.

Peut-etre revelera-t-il plus, en ce sens, lors de ses 2 discours-debats prochains avec les eurodeputés, prévus lors des sessions plenières du Parlement Européen a Strasbourg en octobre et décembre 2008...

Foreign Minister Bernard Kouchner had already unveiled President Sarkozy's intentions, during a particularly "hot" Press Conference in Paris, where he faced some's insistance for "sanctions", with a call for "a common EU stance". In the meanwhile, he was consulting "all these days" most of his EU, Russia and Georgia counterparts, (as Sarkozy's Spokesman, P-J. Henin confirmed to "EuroFora"). This allowed him to obtained the desired result, as EU Chairman, at a short, exceptional EU Summit in Brussels, afterwards.

But, Sarkozy's No 1 official, Presidential palace's Secretary General Claude Gueant, active at Elysee during the 2008 Ambassadors' Conference, (together with his Top Diplomat, the experienced David Levitte), is well known for having an overall view : A link with 2009 EU Elections at the horizon ?

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
