Spain: Catalan People Majority+1st Party=for Unity. Separatism=Minority 47% Down -2MPs but keep Seat

*Strasbourg/Angelo Marcopolo/- It's not yet sure if CoE's PanEuropean Organisation for Democracy, Human Rights and Rule of Law will Back, Denounce, or Keep Mum, in front of a so Strange Regional Electoral System, as that in Spain's Catalonia Region, which, curiously, ...Transforms an obviously Failed Minority of Separatist Voters, who even Lost the 1st Rank among Political Parties, and Fell Down with - 2 MPs Less than before, (etc), into a so-called ..."Winner" (sic !), of a Crucial Election, with notoriously Serious Risks to provoke Heavy Dangerous Repercussions against Peace and Stability throughout all Europe, and well beyond, in the foreseable Future.


But, at any case, what is Certain, ToNight, is that, in Fact :


(A) the Majority of the People in Spanish Catalonia region, Voted for the Unity of this important and Historic European Country;


(B) they gave the 1st, Leading place to a Pro-Unity Party, ("Citizens" : of the Center-Right, and Ally to Spanish Prime Minister Rajoy, a ChristianDemocrat/EPP);


and (C) even Augmented, with + 2 More MPs, the Representation of the Pro-Unity Parties inside the Regional Catalan Assembly, compared to the Past.

+ In addition, the Only Separatist Party which still Persists for an Unilateral Secession, (the Leftist, pro-Muslim Mass Migration "CUP", with some among its representatives reportedly having had Controversial Links even with various Radicalized Fundamentalist Islamists, including Suspects for Terrorism : Comp., f.ex., http://www.eurofora.net/newsflashes/news/barcelonaterrorrevealseuropeanpoliticalproblem.html, etc), was Spectacularly ..."Punished" by the People Now, since it Lost almost ...Half of its Votes compared to the Past (Falling  - 4% Less, from 8% in the Past, Down to Only 4% Tonight), and its MPs were Reduced for - 6 Less than before (4 MPs now, instead of 10 MPs Before) !

 

++ Moreover, even the 2 Main Separatist Parties (which have Dropped, meanwhile, their Adventurous Stance of the Past for Unilateral Secession), appear Now ...Separated also the one from the other, with Disagreements on Who should Lead their Collective Movement in the Future. (I.e., the previous president : Puigdemont, who had Escaped and is still Hidding Abroad, somewhere in Brussels, or the Left's Junqueras, who remains in Prison ?).


Left's "ERC", (which had been Distinguished, f.ex. by UK's "BBC", for presenting, for the First Time, a Muslim-Agenda Candidate, Wearing a Scarf and Focusing Exclusively on Muslim Community specific issues alone) Falls Behind Puigdemont's Party, with Fewer Votes and - 2 MPs Less.

Thus, in the two Most Important (among four) Areas of Catalonia, (including around Barcelona), it's the pro-National Unity Party of "Citizens", which Wins the 1st Place.

 

While the Separatist Parties rest 1st at that Area in which was Located that Extremist "Imam"'s Mosque, at Ripoll City, from where, notoriously came most of that Deadly Islamist Terrorist Gang which Cowardly Targetted and Brutally Killed or Wounded Many innocent Civilian People at the Recent Mass Terror Attacks of Summer 2017, (See: http://www.eurofora.net/newsflashes/news/barcelonaterrorrevealseuropeanpoliticalproblem.html).

>>> On the Contrary, the pro-National Unity, Center-Right Party of "Citizens", marks a Spectacular Growth, succeeding even to Become the 1st and Biggest Political Party in Spain's entire Catalan Region at the overall results, by Winning about +8% More Votes and + 12 More MPs than in the Past, with the Result to Reach Now as High as almost 25,5% of People's Votes and 37 MPs.


+ Even the Socialist Party (also, in principle, pro-National Unity), Augments its Votes for +1,12 More than Before, and Wins + 1 MP More, Reaching about 13,9% of the Votes, and 17 MPs.


Among various Other pro-National Unity, and/or Non-Separatist Parties, (including the Center-Left "Podemos", with 8 MPs Now, who are Not Secessionists), the Small Center-Right Popular Party (3 MPs Now) seems to have send most of its Supporters towards the Leading "Citizens"' Party (Comp. Supra), and a Similar manoeuvre appears to have been made also by a New "Dialogue" Movement, (which had Withdrawn its Candidacy at the Last Minute), even if the Catalan Region's Electoral Committee took the Strange Decision to Classify the Votes casted for that Non-Separatist Party among the ..."Blank" Votes, eventually Lifting about 0,5 % of Votes Casted, which should, rather, be added to those obtained by the National Unity Parties. + AnOther 3 Small Parties, which Total some 1,13% of the Votes, don't get Any MP, because they don't cross the required threshhold, (while being also Non-Separatists).

=> The most Important Fact, from a Democracy point of view, naturally is that the Total of People who Voted for pro-National Unity and/or Non-Separatist Parties, holds, Tonight, a clear Majority of Votes, with about 52,5%, while the Separatists are Limited into a Minority of Only 47,5%, (even Less than in the Past)...

But, Paradoxically, when it comes to the Number of MPs, Even if the Pro-Unity, Non-Separatist Parties Win + 5 More MPs Now, than in the Past, (Reaching 57 MPs, to which should be Added another +8 MPs from "Podemos" Party, i.e. 65 MPs in All), Nevertheless, Because of a Strange Particularity of Catalonia Region's Electoral System, (More "Favorable" to some Areas, than to others !), its Bureaucratic Mechanism astonishingly gives ...70 MPs to the Separatists, i.e., (Despite a Loss of - 2 MPs Less than Before), still a Majority in Seats, ...Regardless of the Fact that they Represent Only a Minority of Voters (Comp. Supra).


=> Therefore, after these December 2017 Elections, "the Separatists can No More Pretend to Speak for All the Catalan People !", stressed Tonight the Leader of the 1st Biggest Political Party in the Catalan Region of Spain, Inés Arrimadas.

She was Speaking at Barcelona, the Capital City of Catalonia, recently hit by the Biggest Islamist Terrorism's Massacre in all Spain, where came vert Largely First, (Both in People's Votes, and in Seats of MPs), her "Citizens" Party's expressive Logo :


- A Human Heart joining Together the Symbols of Catalonia, Spain and EU, which has definitively Marked these December 2017 Elections at the "Hottest" Region of Europe.

 + It would Definitively be a Scandal, if some Areas of Recently Islamized "Ghettos", like that of radicalized Ripoll's "Imam", whose Islamist Terrorist Gang Cowardly Targetted and Killed or Wounded Many innocent Civilian People at Barcelona, last Summer 2017 (See: ...), would Abuse of Privileges in MPs' Seats, to the Detriment of Victims' Families and Friends, living in Other Catalan Areas, (including even Capital City Barcelona) !

ECHR's President to "EuroFora" on Journalists Gongadze and Adali murders : Principles must apply to all States, without discrimination.


+ ECHR's Statistics on Freedom of Expression (See below).


 European Court of Human Rights' President, Jean-Paul Costa, questioned by "EuroFora" on Journalists' murders, as in Gongadze and Adali's cases etc., strongly stressed all CoE Member States' obligation to make efficient Investigations to find and punish those responsible, and underlined that ECHR's case-law's principles must apply to all without any discrimination.

His call was clearly supported by various Top MEPs who denounced a risk of "Double Standards" if some Journalists' murders are investigated, while others don't.

To avoid such risks, CoE's Parliamentary Assembly adopted a Resolution, on the occasion of Ukranian Journalist Gongadze's murder, "stressing", as a matter of general Principle, "the importance it attaches to the safety of Journalists and political activists, especially those linked to opposition groups, in ALL member states of the CoE". All "crimes against journalists and political activists must be investigated ... as a matter of priority, without political interference".

Costa was replying to "EuroFora"s question on the fact that, after CoE's Committee of Ministers, also CoE's Assembly had just adopted a Resolution on Gongadze murder case, based on an ECHR's judgement of 2005, asking a full Investigation from Ukraine, who has found and condemned  in 10 years of jail 2 executants, but not yet the instigators.

While nothing similar was yet done for dissident Turkish Cypriot Kutlu Adali's murder, with 5 bullets shot at his head out of his Family's home in the territories of Cyprus occupied by Ankara's army, despite another ECHR's judgement of the same year 2005, and despite Turkey's claim that nobody was found among those responsible for the murder, and that there was nothing more to do..

In order to be credible and efficient, CoE's mechanisms shouldn't find a way to at least ask for full investigations of all Journalists' murders anywhere they might be committed, without exceptions ?

- "On the larger question that you raised, I'd like to say, since we are in a period of stock-taking on ECHR's 50 Years, that the Court's case-law developed certain concepts ....such as the Positive obligations of States, part of which are also the procedural obligations", started to reply ECHR's President.

 - "Whenever Journalists, Lawyers, Defenders of Human Rights, or even simple Citizens are murdered, the States are held responsible, not only if its their own security forces' agents who committed these murders, but also if they didn't make sufficiently substantial and efficient Investigations", he stressed.

- "I want to strongly underline that we (ECHR) have found in many cases numerous violations of Articles 2 and 3 against States, ....(about) murders or torture, ...because they didn't make enough Investigations in order to try to find and punish those responsible".

- "We (ECHR) do that vis-a-vis all 47 (CoE) Member States, without any discrimination".

"Naturally, the circumstances in each particular case may be differend, and we can't ommit to apply the rules of proof, or the rules of criminal procedure".

"But we try, by all means, to apply these principles of our case-law, to all States", he concluded.

- "To investigate the murder of one Journalist, and not of another, looks like Double Standards", denounced the President of EuroLeft Group in CoE's Assembly, Dutch MEP Tiny Cox.  

- "What is the reason ? Politics or specificity of a case ? Of course, if Cyprus and Turkey are involved, it's always a Political case"..

- "Murders of Journalists should always be fully investigated, because killing Journalists is not only killing persons, but also killing Free Press".  "We (CoE's Assembly) should do our outmost to help People who are working on Free Press and they are under threat or murdered".

Because for Free Politics, Free Press is a pre-requisitive : Parliamentarians  cannot  function without a Free Press. Not investigating, is not protecting ourselves".

So we should investigate all Journalists' murders : We are talking about Gongadze, about the Cypriot man (Adali), about the Journalist murdered in Moscow one week ago, etc", Cox concluded

- "CoE can' look at these cases differently. CoE can't wear Blinckers  !".
- "If the one is investigated, so has to be also the other. Why there wasn't full investigation ? Why's that ?", wondered British  Socialist MEP, Alan Meale.

- "A good idea" would be to "make a Motion for Resolution", and "join all Journalists' murders. Adali and Gongadze etc", said to "EuroFora" EU Parliament Political affairs Committee's President, Goran Lindbland, ChristianDemocrat MEP from Sweden.

ECHR's Statistics on Freedom of Expression :


    Almost Half of condemnations by ECHR for violations of Freedom of Expression in 2008, concern Turkey : 20 out of a total of 48 for all CoE's Member States.

    Russia, Poland, France and Moldova were condemned only 3 times. Romania, Greece, Portugal, 2 times, and the other CoE Member States only 1 time, or none.

    During the last Decade : 1998 - 2008, Turkey was condemned for violating Freedom of Expression in ..169 cases, while Austria only in 24.

    France and Moldova in 14 and 13, respectively, closely followed by Russia and Poland with 11 and 10, respectively. The rest of CoE Member States had less than ten condemnations.    
    

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
