New CoE Secretary General Buric to EF: Questions raised on What to Do with Recent BioEthic Challenge

*Strasbourg/CoE/Angelo Marcopolo/- PanEuropean, 47 Member States - strong (including Russia) CoE's New Secretary General Marija Buric from Croatia (2019-2024), speaking to "Eurofora" at the Conclusion of her 1st Press Conference, in CoE's Parliamentary Assembly, appeared Interested to Examine What Can and Must be Done Nowadays for Human Rights in front of Recent and forthcoming  Developments on BioEthic Challenges, and particularly vis a vis the Heritable Genetic Manipulations, irreversibly Transmissible to all Future Generations, which were Already illegaly "Tested" in 2 Artificial Births since November 2018, (See: http://www.eurofora.net/newsflashes/news/heritablegenemaniptrumpxihumanity.html, etc).

- It all started after Buric Earlier observed that "New Challenges also Arise - and we are Witnessing this Today - with the Rapid Emergence of New Technologies : Their Influence poses Important Questions about the Application of Human Rights", she Warned.

- But, Advancing Beyond the 1st concrete Example that she gave at the Beginning, (that of "Artificial Intelligence"), "Eurofora" raised also the Question of BioEthics and especialy of the above-mentioned Heritable Genetic Manipulatios Transmissible to Future Generations (Comp. Supra),

which, Obviously, may be Abused in order to Lead to "Chimeras", "Frankenstein" kind of "Monsters", (as, f.ex., those Described at the Famous Novel : "The Island of Dr. Moreau", etc), and/or even at the Creation of Real New "Races", (as in GHWell's "Time Machine" Novel, etc), perhaps some "Alien" Type of Beings with Artificially "Enhanced" Capabilities, through a Massive Mutation by "TransHumanism", making all the Human Race look, Comparatively, as something like UnderDeveloped ..."Apes", (See, f.ex., the 1st Film "in the Planet of the Apes", with Charlton Heston, etc), and/or simply into a Society controlled by a Dictatorial Regime of Technocrats Artificially Fabricating an Hierarchy between very Different Levels of Intellectural Development, Programmed and Systematically Reproduced by  an overall Mecanism of Artificial Births, Genetically PreDetermined and Imposed by Violence and even Massive Mental Manipulations, (as in Aldus Huxley's Famous "Brave New World" Book), etc, which can Threaten to Provoke Serious Dangers Against Humanity.

- CoE Already has, Since the 1990ies, in its "Oviedo" Convention on BioMedicine and Human Rights (1998), imposed a Principle of General Prohibition of any Genetic Manipulation of Human Embryos which is done "on Purpose", in order to Affect the "GermLine" of Future Descendants, "Eurofora" reminded, as a matter of Principle.

- However, that Legal Text has "some Loopholes", and, at any case, "has Not Yet been Ratified by Many" CoE's Member States, "Eurofora" observed.

=> -  "But, What can We (CoE) do, then ?", New CoE's Secretary General, interested, wondered, and spontaneously asked "Eurofora".

 - "Many and Various MEPs, in EU Parliament, have Already Asked, Recently, for a <<Global Ban>> of Heritable Genetic Manipulations, transmissible to Future Generations", we observed, pointing to "Eurofora"s encounters with ChristianDemocrat EPP Group VicePresident Pons, "ID" Group f. President Bay,  "Left" Group f. President Zimmer, "Green" Group co-President Lamberts, etc., as well as to a Relevant MEPs' Debate, together with an EU Commissioner, earlier this year, who has Promised to "Explore" what possibilities exist for that, at an International level, (See: http://www.eurofora.net/newsflashes/news/eppvpresidentandmepsongermlinemanipban.html, ..., http://www.eurofora.net/newsflashes/news/headofeuroleftgagainstheritablegeneticmanip.html, http://www.eurofora.net/newsflashes/news/greengrouppresidentonbioethics.html, etc).

= I.e. it's almost a Similar method as that which the CoE has Already, notosiously, chosen and Practiced, Against the abhorrent "CLONIG" of Human beings, since 1997/1998, (with an Additional Protocol to the above-mentioned "Oviedo" Convention, on BioMedicine and Human Rights), by totally Banishing it, unconditionaly.

+ Interestingly, that CoE's "Oviedo" Convention on BioEthics is Legally "Open" for Signature and Ratification even by Non-European Countries, accross All the World.

++ And New COE's Secretary General, Marija Buric, just Stressed, earlier Today, precisely while Speaking about such "New Challenges" on Human Rights by "the Emergence of New Technologies", (Comp. Supra), that "it's also an Area in which we (CoE) can Co-operate with Other International Organisations".

- "Working alongside with the OSCE, the UN, the EU, and Others, Can Often be the Best Way to Progress", Buric pointed out, Citting f.ex. as a Positive Concrete Precedent, also that of "the Abolition of Death Penalty in Europe".

=> At this point, the Current Stance of CoE's New Secretary General was to, Practically, Confirm the PanEuropean Organisation's "Interest on that" Hot and Topical BioEhical Issue, (Comp. Supra), and carefully Ask "Eurofora" for More Concrete and "Extensive" Infos, Data, Suggestions, Questions, etc., eventually Also "by Writting" asap, in order "to Examine" that matter Further asap.

+ In fact, a Previous, 2018 Official Statement of CoE's Committee of Ministers on that precise BioEthical Issue Now Evoked by Eurofora, (i.e. Heritable Genetic Manipulations, etc, Comp. Supra), boiled down in substance into Expressing CoE's Readiness for a "Debate", eventually Together with Other European, Paneuropean, International Organisations on that "Hot" and Important matter.

++ Moreover, in Parallel, a Recent CoE's Conference in relation to "Public Debates" particularly on various Controversial BioEthical Issues in general, (See: ..., etc), Revealed that there currently are, at least "2 Reports" in Preparation around that Precise Matter Today raised by "Eurofora", which Might, perhaps, arrive to Conclusions aound the End of this Year 2019 or at the Beginning of 2020, (See : ..., etc).

But, the ambiant Impression of some Experienced EU/CoE/UN+ Observers, was also that there Might be, there, some kind of cover Pressure to, on the Contrary, ...Diminish, even Lower, any eventual Protection of Human Rights in Front of that particularly "Hot" BioEthical Issue, (Including, perhaps, an apparent Attempt, probably by some "Socialist"-Leaning Grouplets, to eventually Overtake by Speed any New CoE's Secretary General from the Center-Right, ChristianDemocrat/EPP Group for the Period of 2019-2020, so that he/she finds, suddenly, him/herself in a kind of "Accomplished Facts" situation Inside Strasbourg's Organisation...

+ Indeed, During the Last 15 Years of CoE's Secretary Generals being all from the "Socialist" Group, it's Even the Important CoE Experts Committee on the Crucial Matters concering "Human Embryo" and Genetic Manipulations, etc, which was Surprisingly Abolished, (at the Times of the -Otherwise Positive- Former COE's SG Terry Davis, a Brittish "Labour" former MEP), as its Long-Time President, an Experienced University Professor from Portugal, had Bitterly Denounced to "Eurofora", (See: ..., etc).

++ In Addition, it became Evident, at the above-mentioned, November 2018 incident of Heritable Genetic Manipulations' 1st known "Test" on Artificially Born Babies in China, announced at a Hong Kong Conference, that, in Fact, the Controversial "Doctor" who did that, Even if he was of Chinese Origin, nevertheless, he had Studied, Worked, Publicized, and still was largely Supported by a ...USA Network of "Liberal/Socialist" Leaning various Lobbies, related to Former US President Barack Hussein Obama, who had been Notoriously Elected with a Record High Private amount of Money (that Even ...Multi-Millionaire Rockfeller didn't have, Neither Any Other Presidential Candidate in USA's History !) comming Largely by "Big-Pharma", "BioTech", and Other such Related Lobbies...

Roughly speaking, the main Dividing Line Between 2 Main Sides on this Topical "Hot" Debate, (inevitably Related, at least Partly, also with the so-called "Trans-Humanism" Row : Comp. Supra), currently stands Between those who Try to Establish a clear "European and/or Global Ban", after a quasi-Agreed Previous "Freezing", Earlier, (as for "Cloning" Human Persons, Death Penalty, etc : Comp. Supra), and those who, on the Contrary, Seek (Openly or in a Cover manner) to Allow such Controversial and Obviously Dangerous Practices on Human Beings, which Inevitably put all Humanity at Stake, (Comp. Supra), Merely Claimig to place them "Under certain Conditions", (more or less Anodynous and/or Utopic/Impracticable).

>>> Meanwhile, perhaps, at least a Provisional "Bridge" able to somewhat Rapproach those 2 Currently Opposed Sides, could be to Agree to Launch a Series of Parallel and quasi-Synchronous Efforts for efficient Scientific/Technological Research particularly on the Open and UnCertain, Today, Questions of :

 (1) Cancer and/or Other DNA-related Diseases or Anomalies which might be Provoked by such Practices, (as it was Already Discovered Recently) ;

(2) How to Detect and Prevent any eventual Attempt to Slyly Impose such Controversial and Dangerous  Heritable Genetic Manipulations on Human Embryos, (withOut Neither the Parents, Nor the responsible Public Authorities Knowing Anything !), particularly in cases of Artificial (IVF etc) Births, (which are, by a Strange "Coincidence", currently Multiplying, all around, under Various, apparently un-related, by Surprizingly "Synchronous", Pretexts, including, f.ex., some Homosexual Lobbies and/or Others);

(3) Technological Possibilities to, eventually, Prevent even at the Last Minute), or, otherwise, at least Reverse and/or Cancel (totaly or partialy) Any such controversial Heritable Genetic Manipulation transmssible to Future Generations, which Might have been Committed in a Hidden way, Out of any responsible Democratic Public OverShight respectful of Human Rights, (sometimes Even withOut a Child's Family being Able to Know what Really Happened !).

 Otherwise, Naturally, it's at least the "Principle of Precaution" which should apply, (as, inter alia, also the co-President of "Green" MEPs at EU Parliament, Lamberts, recently told on that issue to "Eurofora" : See ..., etc), which, (as an Experienced EU Commission Senior Officer on RTD previously had Agreed with "Eurofora"), can Also, Not just Hinder, but even Stimulate various adequate (Warning, Detecting, Preventing, Protecting, Reversing, Restoring, etc) Scientific Research and Technological Developments, practically Allied to Topical Struggles for Basic Human Rights.
