At least 1/3 of MEPs Lean on Stopping Turkey's EU bid Now ?! (incl. some of the Best in All Groups)

*Strasbourg/Angelo Marcopolo/- EU Parliament's Votes Today revealed a Surprise: At least 1 out of 3 MEPs seem to already Support or Hesitate for an immediate and clear Full Stop Now of Turkey's controversial and UnPopular EU-bid, and this Includes some among the Best and most Experienced MEPs, spreading throughout All Political Groups nowadays, (See Facts Infra), after the recent abrupt Worsening of the Human Rights' situation in that Country, Neighbour of Syria, Iraq and Iran, particularly after this Summer's strange and Short-lived, alleged "Coup" Attempt, which was notoriously hit by many atrocious Lynchings of disarmed Young Conscripts by Brutal Mobsters, Followed by Unprecedented, Massive waves of Torture, Dismissals and/or Arrests of many Thousands of suspected Dissidents from various Political Horizons, not only Soldiers, but also MPs and Elected Mayors, Judges, Teachers and Other Civil Servants, Businessmen, Journalists, etc., in Addition to several Media Closed, etc., as it results on the occasion of this Noon's reactions by MEPs whose large Majority Adopted a Resolution Slaming Ankara's Authorities for Gross Violations of Freedom of Expression and/or of the Press in the case of the latter.


The Move Topicaly meets the Main Thrust of the very Successfull, crystal-Clear Win, with an Historic Record of Popular Participation, in the landmark 2007 Elections in France, by former President Nicolas Sarkozy, (currently elected Leader of the new Main Opposition Party "the Republicans", and a recently declared Candidate for the Crucial Forthcoming, April-May 2017 New Presidential Election, obviously Important for all the EU, especially at the Eve of a subsequent National Election in Germany, etc), which had been notoriously Based particularly on his Pre-Electoral promise to precisely Stop Turkey's controversial and unpopular EU bid. (It was Later transformed in a Compromise "Freezing" 5 core Negotiation Chapters, without which a Full Accesion to the EU is Impossible, and a promise to Start an EU-level Debate "on the Future of Europe", including that Question on Turkey, obtained after Heavy Pressure by former EU Commission's President Barroso - now a controversial Employee of USA-based Financial MultiNational private Compagny "Goldman Sachs"- at the Same Time that he had been wounded in his Private Life and fell so Ill that he even had to enter biefly in a Hospital, just Before making his 1st Official Appearance at EU Parliament in Strasbourg : Comp., f.ex. : ...).This had notoriously Helped the EU to Bypass (with a clear Agreement of the French People) the Institutional Blockade provoked earlier, on 2005, by a Failed Euro-Referendum on a Draft EU Constitution, which was Replaced, later-on, by a "Simplified" "Lisbon Treaty", (entered into Force on 2010), as Sarkozy had foreseen and said. Recently, (on 2016), moreover, the French Top Political Leader clearly ReNewed his Original Aim, this time for an EU-Level Collective and Definitive Move.

Today, it's about 233 MEPs who either Voted Explicitly in order to "Put an End", immediately Now, to Turkey's controversial and UnPopular EU bid, (alias : "Negotiations on Accession of Turkey to the EU"), or, significantly, Abstained on that notoriously "Hot" Issue, or even chose (with various Pretexts, or even withOut) to Not Participate at all to such a Vote, against 518, out of 751 MEPs elected in EU Parliament since 2014. I.e. about 1 out of 3 MEPs, Despite a notorious Pressure in order to Impose Turkey upon the EU, f.ex. by the Out-Going US President Barack Hussein Obama (a "Socialist"/Liberal), Together with the traditional UK Foreign Office stand, (even if New UK Prime Minister, Theresa May, has been reported, personaly, as one among those Leaders who do Not Accept that), Added also to several (even if Not All) other, mainly Socialist or Leftist Governments in the EU, etc.


+ Moreover, to those 233 MEPs should be, Obviously, Added also Many Others, (f.ex., particularly among the Biggest, ChristianDemocrat/EPP Political Group), who Use (and had even been Elected by EU Citizens in order to do so, according to their explicit Pre-Electoral Promisses : F.ex. Most French, German, Dutch, Austrian, and other, Center-Right MEPs) to Oppose Turkey's controversial and UnPopular EU-bid in principle, but, may have, eventualy, prefered to Do it at anOther Moment of Time, and/or in a Different overall Context, on the Basis of anOther Draft Text in the foreseable Future, (f.ex. Officially Tabled by their own Political Group), etc., or, even more Simply, perhaps be Unaware of Today's Attempt to Vote on that Important Issue, (partly "Hidden" mainly in the 3rd Amendment to a Draft Resolution which initialy Focused only into Slaming Turkey for its Blunt Treatment of Journalists and Media, in particular), i.e., possibly keeping an overall Assessment on All Human Rights, Democracy and Rule of Law's recently Growing Massive Violations by Turkey for Later-on. Not to mention even those who might, eventualy, believe that, as long as, f.ex., at least 4 out of those 5 Chapters Previously "Freezes" by Sarkozy, Still remain Excluded out of anty EU - Turkey Talks, (1 having, however, recently Opened for Talks by the current, Outgoing French President Hollande, a Socialist), then, they should Not Fear any eventual Danger for EU's External Borders to eventualy Extend until Syria, Iraq and Iran, as things stand, (Rightfuly of Wrongly)...


In Addition, it's also a Fact that the Current Majority of MEPs is just a "Snapshot" or "Mirror" of a Political and Ideological Landscape in the EU, as it Was, in the Past, Several Years Ago, i.e., practicaly around the End of 2013, (since the Latest EU Parliament's Elections took place at the 1st Part of 2014, on May). I.e. at a Moment and in a Context when Neither Recent, 2016 Developments in Germany and France, etc., Nor a "BREXIT" Majority didn't yet exist among the British People, (whose Current Majority notoriously Voted for getting Out of the EU also Because Many Feared that Turkey might Enter inside, sooner or later nowadays, as even former Prime Minister Cameron's reaction, during those Pre-Vote Debates, to Suddenly Declare that "Turkey won't Enter into the EU, not even on the Year 3.000", clearly Revealed, in Addition to UKIP Leader, MEP Nigel Farage's, notorious and Loud "No to Turkey's Accession into the EU !", which allowed him to Spectacularly Multiply the Number of his own MEPs, since the 2009 EU Elections).

But, on the Contrary, at a Moment of the Past, when, shortly after a Socialist Presidency in France (back from May 2012 onwards), German Chancellor Angie Merkel, had been Obliged to strike a Controversial Political Compromise with the Socialists (most notoriously Favorable Turkey's EU-bid), Back on December 2013, (i.e. after a Post-MidNight Re-Calculation of the latest National Election Results, back on October 2013, had Deprived her from just 4 MPs more, that she Needed in order to be Able to Form an Autonomous Government with an Absolute Majority at the Bundestag, not even with about 40% of German People's Votes back on September that year, while also Throwing her Former Allies : the Liberals, Exceptionaly Out of the Parliament, Shortly After they had Angered US President Obama by their Refusal to Accept a Military Invasion of Syria. Comp. f.ex. : ...). Resulting into a Controversial "GroKo", which, after Raising Merkel's own Doubts since the Beginning of 2015, (See, f.ex.: ...), has Notoriously Started to be already Denied by a progressively Growing Number of German Voters, during almost all the Latest Regional Votes to several Federated "Länders", from nearby Baden-Wurtemberg, up to Saxony, and Pomerania, even in Berlin itself ..., (as also Sarkozy observed in his Recent Speech at Reichstett, near Strasbourg, where he Pleaded, on the Contrary, on favor of "a Frank Alternative" to the Left . Comp., f.ex.: ...). 

The Difference is that, the Governing ChristianDemocrats CDU/CSU apparently have, Nowadays, several New Possibilities for anOther Coalition, f.ex., if not with a Restored "Green" Party, almost as it originaly was, may be with "AfD" at their "Right", as they might evolve, and/or Merkel's familiar former Allies : the Liberals, whom all Polls show that they would Find soon the Way Back to their Seats at the Bundestag, Resulting Next Year, on 2017, into an Entirely Differend Political Landscape, most Probably with Many More MEPs clearly Opposed to Turkey's controversial EU bid, (particularly in the Run-up to the forthcoming sEU Elections of 2019).


As for the Fact that Many, if not all, among those who, Exceptionaly, did Not Participate to this Vote Today, (i.e. 128 MEPs), might be Opposed to the controversial and UnPopular Turkey's EU bid, (Comp. Supra), one can, f.ex., cite at least the Concrete Example of Well-Known, Rightist MEPs Bruno Gollnisch and/or Jean-Marie Le Pen, (NI), who, indeed, did Not Take Part to that Vote Now. (While, f.ex., Gollnisch was Present here Yesterday, Wednesday, when he Voted, in EU Parliament, inter alia, also for an anOther Critical Amendment, which practicaly Threatened to Interrupt, under Certain Conditions, EU Funds to Turkey, etc). As well as UKIP's Leader Nigel Farage, "BREXIT"'s main insprirator, (another "Non Participant" Now), who has become Notoriously Opposed to Turkey's EU bid at least SInce the 2009 EU Elections, (Comp. Supra), etc.


But, perhaps, what's the Most Important Fact to Note in Today's above-mentioned Vote, is that, Astonishingly, those MEPs who actually Voted for an Immediate Stop to Turkey's EU-bid right Now, came from the Widest possible, Full Political Spectrum of EU Parliament, originating in All its Political Groups, Taken Together :


F.ex., Among Various Others, Not Only French Rightist MEP Schafhauser of Strasbourg, (already a Former Centrist !) from the "ENF" Group ; British James Carver (UKIP), as well as Italian MEP Isabella Adinolfi ("5 Stars" of Beppe Grillo : Most Popular Party in her Country) from the "EFDD" Group ;  or the Atypical Rightist MEP from Poland, Janusz Korwin-Mikke ("Independents" : i.e. Together with Greece's Rightist "Golden Dawn" Party's Fountoulis, whose Son was Murdered by a "Leftist" Terrorist) ; but also Dutch Peter Van Dalen from the "Conservative/Reformist" Group of "ECR" where the British Governing Party plays an Important role ; and, Surprisingly, "ChristianDemocrat/EPP" mainstream MEP Lars Adaktusson from Sweden, (a vice-President of EU Parliament's Delegation on Afghanistan) ; as well as "Liberal" MEP Enrique Calvet Chambon from Spain (who Voted for an Identical alternative Resolution tabled by ENF) ;  and even "Socialist" MEP Elena Gentile from the Italian Governing Party ;  MEP Anja Hazenkamp, a Scientist and Plant/Animal protector, Member of the Bureau at the Group of the "Left", from Netherlands ;  and Jan-Philip Albrecht, Digital Privacy Specialist, and vice-President of EU Parliament's Committee on Civil Liberties/Justice/Home affairs, German MEP from the "Greens" ; (etc).


So that it's, Obviously, Not just an Initiative by Only 39 MEPs from French Rightist Marine Le Pen's "ENF" Group, (which had Tabled and Alternative Resolution with the Same Call, and in which Recently entered also a Transfuge from the ChristianDemocrat/EPP Group, Italian MEP Borghezio, who Tabled the quite More Succesful Amendment (which is under Discussion here) to another, Joint Resolution supported by all the Other Parties, but Also a clearly Wider Number of 105 MEPs from All Political Parties represented in EU Parliament, that Voted in Favor (or, at least, Abstained, for a small part of them), who, Added to those who, curiously, preferred Not to Take Part on that "Hot" Vote, Exceptionaly, Total some 233 MEPs Today, (See Details Supra). So that they canNot be Simply Ignored in any Democratic European Society, (considering even the above-mentioned Fact that they come from ALL Political Parties : Comp. Supra).


>>> Naturaly, however, the Most Surprizing development is that there are also Certain among the Most Important, Experienced and/or Influential, Top MEPs, from Various Parties, who Voiced Today their Support to that Move to "End" the Controversial and Unpopular Turkey's EU bid Now :


- F.ex., among others, also the President of EU Parliament's Foreign affairs Committee (competent also for EU Enlargement and Neighborhood), Experienced Long-Time MEP Elmar BROK, from the Governing ChristianDemocrat/EPP Party in Germany, ("Yes" on the above-mentioned Amendment), as well as the President of EPP's prestigious "PanEuropa" Think Tank/Working Group, also Experienced Long-Time MEP Paul RÜBIG, another ChristianDemocrat from Austria ("Yes" on the above mentioned Alternative Resolution, with the Same Call), while Luxembourg's ChristianDemocrat/EPP, Experienced twice former EU Commissioner, Top MEP Viviane REDING Voted "Abstention" ; France's "Liberal" MEP, President of the "European Movement" there, and Experienced former Long-Time Journalist, Jean-Marie CAVADA, (who Voted "Abstention" on that "Hot" Amendment), as well as Mainstream French MEP, Candidate for the 2017 Presidential Election, Jean-Luc MELENCHON, Leader of the Country's "Left" (who Voted in Favor), ...side by side with the Leader of French Rightist "National Front" Party, and President of EU Parliament's "ENF" Group of MEPs, Marine LE PEN, (one of the Front-Runners for the 2017 crucial Presidential Election in the Country) ; Bureau Member of "Conservative/Reformist" Group, Long-Time MEP Helen THEOCHAROUS, (a former "ChristianDemocrat/EPP"), Founder and Leader of brand New "Solidarity" Party which Named the New President of the Parliament (former MEP SYLOURIS) of Cyprus, the Incoming Chair of the PanEuropean, 47 Member Countries Strong, CoE, (the Organization for Human Rights, Democracy and Rule of Law, on which many -including EU Commission's Chief, Jean-Claude Juncker-  count also for Monitoring developments in Turkey), from the Same "ECR" Group as her Collegue, vice-President of EU Parliament's Committee on Industry, Research and Energy, Hans-Olaf HENKEL, leading "Conservative" MEP, a Computer (IBM) and Industry Economist/Manager, Honorary Doctorate and/or Professor at the Universities of Dresden and Mannheim, as well as France's "Legion d'Honeur" award, from Germany ; Mainstream Young "Socialist" MEP Andi CRISTEA, former Director at the Ministries of Foreign Affairs and Justice in Romania, and currently President of EU Parliament's Committee on Moldova ; the vice-President of EU Parliament's Committee on Civil Liberties/Justice/Home affairs, "Green" MEP from Germany, Jan-Philip ALBRECHT, a Digital Privacy Specialist (Comp. +++ In Addition, Parallel Converging Moves by Various EU Parliament's Groups of MEPs, asked f.ex. to "Cancel the <<Dirty Deal>> of EU - Turkey on Migrants" ("EuroLeft") ; and/or Stressed anew, more Vigorously than ever, that "as long as Turkey does Not Comply with EU's Conditions, there will be No "Free VISA"" for 80 Millions of Turks, (both Mainstream ChristianDemocrat/EPP MEPs from Slovakia (currently President of the EU during July-December 2016), Eduard Kukan, Long-Time former Foreign Minister and UN Envoy, and Manolis Kefalogianis from Greece, President of EU - Turkey Delegation, both told recently "Eurofora", (echoed Even by most "EuroLEFT" Group MEPs !).


While the "ECR" Group of MEPs had already Tabled an initial Amendment Restricting EU Funds for the Controversial EU - Turkey Deal on Migrants, (notoriously obtained by Ankara after Heavy Pressure on the EU, on a Shady Sunday Meeting in a Brussels' City with Exceptional Blockade of Public Transports due to Islamic Terrorist Attacks), and a Majority in EU Parliament Voted and Adopted, Yesterday (Wednesday, October 26), against Restricting Other, more Vital EU Funding Programs, (such as, f.ex., on EU Cohesion, Humanitarian Aid, Development in Africa, etc), just in order to Find Money for Turkey's above mentioned Controversial and UnPopular Deal.


Particularly, since more and more Facts show, from Early 2016 until Now, that it's even Useless, in real Practice, given mainly the Efficiency of Western Balkans' Route Closure by Many European Countries' Borders Checks, as well as elsewhere Inside the "Shenghen" Area, (that EU Commission prolonged for 3 More Months, in a Decision taken last Tuesday, October 25 in Strasbourg), just After Last Week's EU Summit in Brussels officialy Acknowledged the usefulness and called to Support Western Balkan Countries' Border Monitoring. (Comp. already, "Eurofora"s Pioneer Analysis of HNCR + OIM Data,  Published as Early as, already since the Beginning of May 2016, and Confirmed later-on, at : .... +... +...)

People in Europe and the World expect from CoE to make a succes of its "Monitoring" for Human Rights and Democracy, despite difficulties, said Finland's President Tarja Halonen to "EuroFora" at a crucial moment for the mecanism built 15 years ago by the paneuropean organization which celebrates its 60th Anniversary in 2009.

Halonen, known as "Mother" of CoE's "Monitoring" mecanism, a long-time MEP and former Foreign Minister before becoming Finland's President, holds a long experience in the mattter, after also serving twice as CoE and EU Chairwoman in the past. That's why she is well placed to judge how CoE's "monitoring" should deal today with some crucial issues of importance both to CoE and to the EU.

The move came just a Month before a crucial, last visit to Turkey, scheduled for June, by the President of CoE''s "Monitoring" Committee, Ukranian MEP Serge Holovaty, to finalize his Report on Ankara, the CoE Member State with the longest Monitoring procedure. From its results depends its overall credibility.

This is a Test-case, because, in fact, it's in order to avoid Sanctions threatened against Turkey by a CoE's Assembly's April 1995 Resolution for grave Human Rights violations, Democracy gaps, the continuing Military Occupation in Cyprus, the unresolved Kurdish problem, Aegean differend with Greece, etc., that MEPs decided to create, for the 1st time on April 1996, a "Monitoring" proces, allegedly destinated to check, without excluding Countries who did not fulfill all CoE's standards.

In the Past, the obliged withdrawal of Greece's Military regime and of its "Civil" cover-up out of the CoE had helped bring back Democracy in 1974. But, on the contrary, since April 1996, the idea was to "monitor" Human Rights' respect while keeping most concerned Countries inside the CoE. After Turkey's oldest example, this was extended also to several former "Eastern" European Countries, even if CoE's Assembly has imposed to some of them (fex. Ukraine, Russia, etc., after Belarus, Serbia, etc) various "Sanctions", that Ankara always avoided. Curiously more succesful even than .. USA itself, (a CoE "Observer" since 1995), which has been at least threatened with sanctions some years ago..

EU-effects of CoE's Monitoring process became obvious between 2001-2008, since the "closure" of this procedure, when CoE felt that a Country had met most of its Human Rights, Democracy and Rule of Law obligations, (i.e. the "Copenhagen Criteria" for the EU), helped trigger Negotiations with the EU for "Accession" or other closer relations : This occured already before the 2004 and 2007 EU Enlargements to former "Eastern" European Countries, as well as for the commencement of "accession" negotiations with Croatia, and of "open-ended" negotiations with Turkey in 2005.

    But a stricking new development are Holovaty's recent findings that on core Human Rights issues as Torture and Freedom of Expression, Turkey, even "5 Years after" CoE closed its "Monitoring", back in 2004, inciting EU to start accession Negotiations in 2005, still presents grave problems.

    His findings are of crucial importance after a 2008 CoE Resolution called, "if need be", to "seriously consider the possibility of Re-Opening the Monitoring procedure for Turkey" : A move which might affect Ankara's controversial EU bid, since EU Accession Negotiations are based on the Hypothesis that the Candidate fullfils the "Copenhagen Criteria" (See above)..

    Holovaty expressed his will to check  "Matters still Outstanding" and  those that he "didn't have an opportunity to discuss" at an earlier visit this year, "in order to discuss the more complex issues in greater depth", at his forthcoming New Visit to Ankara, before the December 2009 EU Summit.  This is all based on the 2004 CoE Resolution which stresses that, CoE "will continue.. post-monitoring Dialogue with the Turkish authorities,...in addition to a 12-points list,..and on any Other Matter that might arise in connection with Turkey’s Obligations as a CoE member state".

    CoE's Resolution also asks  from Turkey "to secure the proper Implementation of Judgements, particularly in the Cyprus v. Turkey InterState case", of 2001, which concerns also the plight of many Hundreds of MISSING People. It adds Turkey's obligations to "execute" ECHR's Judgements in the Loizidou case,..and in particular adopt General Measures to avoid repetition or continuation of Violations found by the Court" to the detriment of Refugees.

    Nevertheless, Holovaty said to "EuroFora" that "MISSING" persons,"might be included" and cannot be excluded, but he has yet to examine the situation "to find out  which issues will be raised" to the Turkish Government.

    Therefore, "EuroFora" asked Halonen, as the Historic "Mother" of CoE's Monitoring mecanism, if she thought that, "whenever there are grave Human Rights Violations, as fex. "MISSING" persons, attested even by ECHR's judgements, they should be always checked by a Monitoring process. Or could they be forgotten ?"
    
     - "We (CoE) must be, at the same time, Fair, Realistic, but not in the mind that "now we have Forgotten", etc., replied to "EuroFora"'s question Halonen, speaking as a matter of general principle.

    - "When we think of those People that are suffering from the lack of Democracy, of Human Rights, and of the Rule of Law", "we should find a base on how to deal with the (Monitoring) system more rapidly"', she stressed.

    - "Sometimes it's very difficult to combine Transparency and Effectivenes together, particularly in this specific case", she went on to say. But, "I have not found a (CoE Member) Country who could be insensitive in this sens", Halonen answered concerning grave Human Rights violations attested by the ECHR.

    - "I have no ready-made answer. I have the expectations that you, in the CoE, will, step by step, find the different types of the monitoring systems."

    Also "because this is a part of the UN's Post-Conflict system, (fex. when it comes to Cyprus' MISSING persons), and it's a more Global system". So that, "If we make a succes in Europe, the others will follow", throughout the World.  "But they expect that we (Europe) are this opportunity, this Opportunity to make a Succes", Halonen concluded.

    In addition, she advised to extend CoE's Monitoring to all its 47 Member States, "because, as long as we hear that, all these monitoring systems are "OK for the neighbor, but not for me", "it's very difficult" to understand. Something which could make easier to Compare...

    Finnish MEP Jaako Laakso, former CoE Rapporteur on the Occupied Territories of Cyprus and one of the 5 Signatories of the Historic CoE's call to create the "MONITORING" mecanism since 1996, was more specific :  - "We (CoE Assembly) have to find a way for the issue of Cyprus' MISSING People to be better followed", he stressed, anouncing his intention to "speak to Mr. Holovaty" about that. "There might be also other ways", added Laakso.

    - The 2008 "Year had been a very Bad one for Turkey with regard to Human Rights in general, and Freedom of Expression in particular", denounced, meanwhile, Holovaty's preliminary Post-Monitoringh Draft Report by Holovaty, published by the CoE on April 2009.

    "Amnesty International believes that freedom of expression is not guaranteed given the various articles of the Criminal Code that restrict it. .. "For example, 1,300 Websites are said to have been closed down by the (Turkish) authorities in 2008" ! While "the new Turkish Criminal Code was used to bring a total of 1,072 proceedings between June 2005 and April 2008, and led to the conviction of 192 people", for expressing views. "Representatives of the Özgür Gündem newspaper, which specialises in Kurdish affairs, ..complained about Numerous Attacks on their Freedom of Expression ...as was everyone who advocated a settlement to the question by means other than the intervention of the army" "According to their figures, 19 Newspapers had been suspended 43 times between 4 August 2006 and 4 November 2008" !...

    Moreover, on 2008,  CoE's "Ministers adopted its 4rth Resolution on the execution of the judgments of the ECHR, ...and outstanding issues regarding 175 Judgements and decisions relating to Turkey delivered between 1996 and 2008...  concerning Deaths resulting from the excessive use of force by members of the Security forces, the failure to protect the right to life, the DIisappearance and/or death of individuals, Ill-Treatment and the Destruction of property". CoE's " Ministers urged the Turkish authorities ...to ensure that members of Security forces of all ranks can be prosecuted without administrative
authorisation" for "serious crimes". Holovaty reminded.

"Nonetheless", Holovaty heard anew of "Several cases of Violence committed last year (2008) by the (Turkish) security forces". Amnesty International speaks of Many Cases of ill-treatment and Torture in the prisons and by the police". "Including, fex."'the death of Engin Ceber, a young man of 29 who died on October 2008 as a result of the TORTURE allegedly inflicted on him by police officers, prison staff and members of the gendarmerie. He was part of a group of people arrested on September 2008 during a demonstration and Press Conference in Istanbul'. Proceedings against suspects are "on-going" in this case.

- " I therefore noted an Obvious Contradiction between the Government’s stated “zero tolerance” policy.... of Torture and other forms of ill-treatment, and the different testimonies given", denounced CoE's Rapporteur.  Turkish "authorities must make considerable efforts to guarantee that proper investigations are carried out into allegations of abuses by members of the security forces and that perpetrators are effectively punished" "In this respect, I have requested detailed Statistics on the number of Investigations, acquittals and convictions in cases involving allegations of abuse in order to show the positive impact of the measures taken to date", Holovaty said, repeating a permanently unsatisfied CoE's demand to Turkey since a Decade...

    - "The Political Crisis that shook the country in the spring of 2008 highlighted the Weaknesses of the (Turkish) Constitution", which comes from the Military regime of 1982, "and the Urgent Need of Reforms", stressed from the outset CoE's Rapporteur in 2009. In particular, "the ...Democratic functioning of state institutions, including the independence of the judicial system, are crucial", he observes.

    But, "the Electoral  system and the ways in which it is circumvented do not appear to give those elected complete Legitimacy, and tend to pervert the course of direct universal suffrage", denounces Holovaty, observing that, even 5 Years later, Turkey did not yet change the 10% nationwide Threshold for a party to take any seat, which is "far higher" than the "3%" maximum in Europe and already condemned as contrary to European Standards by the CoE.

    + Moreover, EU Parliament's 2009 Report on Turkey, drafted by Dutch MEP Ria Oomen-Ruijten and adopted in Strasbourg on March, expresses "Concern over the Failure of the (Turkish) Judiciary to prosecute cases of Torture and Ill-treatment, the Number of which is Growing". EU also "is concerned about continuing Hostility and Violence against Minorities" in Turkey. It also "calls on the Turkish Government to launch, as a matter of Priority, a Political Initiatve favouring a lasting Settlement of the Kurdish issue, (while "condemning violence.. and terrorist groups"). EU "regrets that No progress has been made on establishing full, systematic Civilian suprevisory functions over the (Turkish) Military".

    The final results of Holovaty's 2nd and last visit to Turkley will be known later this year, and, at any case, before EU's December 2009 Summit.
