*Brussels/EU Summit/Angelo Marcopolo/-  EU Commission's President, Jean-Claude Juncker, Criticized the Obstacles which still Prevent him from Negotiating an adequate way Out of a reciprocally damaging Sanctions Deadlock with Russia, which has notoriously Divided the European continent since Barack Hussein Obama's re-election, from 2013-2014.


- Speaking to Journalists, including "Eurofora", during a Press Conference at EU Summit in Brussels, Juncker acknowledged that the EU Commission has Not yet been given a Mandate by the EU Council, in order to Negotiate with Russia.

- The Cause of that resides in an Absence of required Unanimity, between EU Member States, on this point, he criticized.


 - But I think that EU Commission should have such a Mandate, Juncker denounced, in substance, openly.


- If those obstacles were lifted, an EU - Russia Move (including Visits to/from Moscow, etc) would be made somewhere between this Autumn 2017 and the First Months of 2018, he Highlighted.

- Earlier Today in Brussels, a ChristianDemocrat/EPP Leaders' Summit, had "Not really Discussed the issue of Russia now", said to "Eurofora" previously the Frontrunner and Biggest Winner in the recent Austrian Election, Sebastien Kurz, who has already expessed, in the Past, some Interesting Ideas in this regard, including for the creation of a Big Free Trade Area, between Portugal and Vladivostoc, to Boost the PanEuropean Economy, etc. (For Other Kurz's statements to "Eurofora", see: ...).

+ EU Commission's President Juncker, speaking to "Eurofora" at EU Parliament in Strasbourg in the Recent Past, had Strongly Supported the Franco-German Leaders' initial attempt to broker Peace in Ukraine, already since the Eve of the partially Successfull "Minsk" Agreements. Also, Later on, when he had presented his pro-Investments' Plan, Juncker had told us, Characteristically, that : - "Peace is the Best Investment of all !", (See: ...+...).


++ In Addition, experienced OECD Secretary General, Angel Guria, speaking Earlier to "Eurofora", has Admitted the Fact that the Barack Hussein Obama-led "Sanctions" against Russia, and their Recercussions, have already Affected Negatively EU's Economic Growth, which could and should have been much Better, withOut such artificial problems.

+++ Meanwhile, in Parallel, on a Similar, but Not Identical, Issue, it's also the Strasbourg's PanEuropean Organisation of the 47 Member States' strong CoE, which is currently Starting to rapidly Seek an Agreement with Russia on settling Past Disputes, (including, mainly, a Controversial 2014-2015 move which had Pushed Russian MEPs to Withdraw from CoE's Parliamentary Assembly:


Already, CoE's Secretary General, Thornbjord Jagland, (a former socialist Prime Minister of Norway, twice elected in a position similar to that of Juncker, mutatis-mutandis), officially anounced that he will Visit soon Moscow. And a similar move might be asap. undertaken also by the New President of CoE's PanEuropean Parliamentary Assembly, Christiandemocrat/EPP MEP Stella Kyriakides from Cyprus, (Comp., among many relevant NewsReports, also:     ...+... , etc).

    UK Prime Minister, Gordon Brownn's promise to French President Sarkozy that Great Britain will proceed to Lisbon Treaty's ratification was certainly fuelled further by MEPs' warning, meanwhile in Strasbourg, that all Enlargement stops until EU can have efficient Institutions for more than 27 member Countries.    

    EU Parliament's President, German MEP Hans Gert Poettering, formally announced this position, after consulting all Political Groups' Chairmen, Monday in Strasbourg, and most MEPs made the point crystal clear during Plenary Debates on Wednesday.   

     Thus, from Thursday, UK's House of Commons, at Westminster, gave its "Green Light" to Lisbon Treaty's ratification, which was completed later-on, after ovecoming some last minute attempts to block the process.

    - In only 3 other Member Countries we feel some "hesitations" : Poland, Czech Republic and Cyprus", said, meanwhile, EU Chairman-in-office, Slovenian Foreign Minister, Dr. Dimitri Ruppel, speaking to EU Parliament's Foreign Affairs Committee in Strasbourg, However, "I didn't hear any explicit refusal", he carefully added.

    Rupel's fears were later bellied in Cyprus' case, where a wide majority of political parties confirmed their support to the EU Treaty, but fears were confirmed in Poland's case, while Czechs said they waited for their Constitutional Court to pronounce itself.

    A paradox is that the Polish President Lech Kaczynski, who reportedly expressed concerns about Lisbon Treaty, had personally signed himself its blueprint, while, on the contrary, Cyprus' new President, Christofias, despite its own party's opposal, declared that he'll respect the signature of his precedessor, former President Tassos Papadopoulos, in favor of EU Treaty.

    But, "all that noise is a misinterpretations by some Western Media : Poland will ratify the EU Treaty, and even earlier than some other Member Countries", declared to "EuroFora", in a surprisingly optimistic tone, the Polish Chairman of EU Parliament's Foreign Affairs Committee, Jacek Saryuswolski...
