*Strasbourg/Angelo Marcopolo/- Pope Francis' call, this Morning, to "Build Bridges, No Walls", looks Natural and Timely, seen from the viewpoint of a former Deadly Battleground that used to cut Europe in pieces at its bleading Heart, which has now become European Integrations' peaceful playground for Childen, Families, Couples and all People strolling over the Rhine river's Forests, Lakes and beautiful Mountains in bright Sunlight after the Rain : Strasbourg. Because the 25th Anniversary of the Historic Berlin Wall's Fall, Today, is preceded by Warnings from two of its Protagonists : former German Chancellor Kohl and f. Russian President Gorbatsev, among News about more Walls, much bigger and deeper, to be built in Ukraine, where International Organisations (as OSCE, UN, etc), after counting more than 4.100 People killed in a few Months earlier this year, including a large Number of Civilians, now denounce even Army Bombings to have just Killed and Wounded Children playing ball at their Schoolyard in Donetsk ! (See Infra)
But, the 25 Years old European ReUnification and Peace, isn't it "Too Young to Die" ? Today's events, from Berlin (Germany) up to Donetsk/Luhansk (Ukraine), Tragically raise that Question, which is at the Heading of a new Theater Play this Autumn 2014 in Strasbourg/Oberhausbergen and nearby Karlsruhe, with authentic texts of Young Soldiers killed at the 1st World War, a Century ago.

- "We Need Bridges, no Walls ", because "wherever a Wall exists, Hearts are Closed", he stressed this Morning at the "Angelus" in Saint Peter's Square full of People, calling to "Pray, with the Help of the Lord and in cooperation with all People of Good Will, in order to always spread a Culture of Dialogue, able to throw down All the Walls which still Divide our World, and to never let, no more, Innocent Persons to be Persecuted and Suffer because of their Beliefs and their Religion", as Pope Francis said for all those (even Civilian) Victims of Conflicts.

- A "longtime Symbol of ideological Division of Europe and of the World, which also Cut a City in two Parts" : "the Wall of Berlin, fell 25 Years ago, on November 9, 1989", "after this was made possible by long and arduous efforts of so Many People, who have Fought for that, Prayed and Suffered, some Sacrificing even their Lives", at an Historic movement where "Holy (late) Pope John-Paul II played a leading role", he reminded from the Beginning of this special Anniversary Day.
Mutatis Mutandis, indeed, Ukraine has notoriously been often considered as a potential GeoPolitical and Cultural "Bridge", between the EU and Russia, and not as a Dividing "Wall"...

Thus, Pope Francis' above mentioned call, fits particularly well Today, coming also at the 44th Anniversary since the death of Historic former French President, and a leader of the Resistance and Liberation from the NAZI Military Invasion, Occupation and Inhuman Oppression, General Charles De Gaulle, who had strongly pleaded for a "Great Europe, from the Atlantic ocean, up to the Ural Mountains" in Russia, according to his unforgettable popular formula

- In fact it's "Every Day (that) we Need to tear Down the Walls that Separate us", including "the walls that are Built in our Heads", because "the Fall of the Berlin Wall did Not mark the End of History. The more time that passes, the more we realise that this community of Values (mainly Human Rights, Democracy and Rule of Law, hopefuly at the base of a ReUnited Europe), Needs Everyday Commitment", stressed Yesterday from Strasbourg, CoE Assembly's President, Anne Brasseur, a Top Liberal Euro-Politician from Luxembourg, speaking in the name of PanEuropean PACE.
- Indeed, "We should Never allow Europe to be Divided again", warned also EU Parliament biggest Group's President, Manfred Weber from Germany, leader of ChristianDemocrat/EPP MEPs, calling, to "Never Forget that Europe was Divided once", at this eve of "the Anniversary of the Fall of the Berlin Wall", which "should Remind us","Today, more than ever", "that Freedom and Democracy do Not come for Granted", but "we need to Fight for these Rights", "both within our continent and elsewhere".

Helmut Kohl's new Book and Juncker :

Meanwhile, Historic former German Chancellor Helmut Kohl, the "father" of Germany's, and consequently, Europe's ReUnification, after strongly denouncing recent attempts to "Isolate Russia" during the Ukranian Crisis, as f.ex. the decision to exclude Moscow from the Global G8 Summit, (which automatically became "G7" earlier this year, criticizing it as "Abrupt and Disappointing", has also warned that "the West must, just as much as Russia and Ukraine, be Careful not to squander everything that we Achieved in the Past" by overcoming the "Cold War"s sharp Divisions throughout all Europe, (See : ...).
This was done on the occasion of the Publication of his new Book titled "From Concern for Europe : An Appeal", that he has just presented, as scheduled, together with New EU Commission's President, Jean-Claude Juncker, on November 3, at nearby Frankfurt, during which, he reportedly Warned that the Crisis between Russia and the West over Ukraine risked wasting much of what "we had achieved", but it was still "Not Too Late" for adequate Solutions, as he optimistically added.
- Topically, mainstream German Media "Die Zeit" observed that Kohl's 2014 Book focuses mainly on "the Quest for Peace, after 2 World Wars in 20th Century Europe".
This reminds the fact that, already 10 Years earlier, during the 2004 EU Parliament's Elections, "EuroFora" was surprized by Helmut Kohl's most striking sentence, when he visited Strasbourg, together with the nowadays President of ChristianDemocrat/EPP party, Joseph Daul from France, in front of the Rhine river ; - "Europe is full of Graveyards... We need Peace !"

- "The World has Changed Dramatically ....since the End of the Cold War and the BiPolar World" : It "is less manageable and far more Complex. ....the Challenges too...Changed dramatically and this applies more than ever in the MultiPolar World", where "Europe needs Europe", as he wrote in his Book. - "We Need more European sense of Community" because "Our Future is Europe," the 84 years old Kohl added now.
+ Juncker described Kohl and a "great Friend and Political Model"."who is both "German and European patriot", and warned that the views his new Book expresses on the World have the importance also of "an Historian".

>>> - "Kohl's Method" consisted to Respect the Sensitivities of Others. "To Know what Others are Concerned for, is part of his way to act". And without that Kohl's method, Juncker believes that "the successful German ReUnification" would not have been made possible, as Juncker reportedly said, in an indirect but obvious reference to the EU - Russia developments about Ukraine...
- Kohl had always repelled resentment against other countries: "He is the Enemy of Negative thinking about Other People",he added, in this regard.

In other words, if the West (USA included) had searched to find a way to take into consideration also Russia's concerns on Ukraine, and show at least Respect for Russian People's sensitivities, then, we might have succeeded to bring Ukraine closer to the EU without provoking such a Deadly and Destructive Crisis as the present one, Juncker's view of Kohl's above mentioned criticism seems to be...

Gorbatchev : "I am Against ALL WALS" between Peoples !
=> Don't "Weaken Europe", while "Gobal Competition intensifies"...

+ Going a step further, famous "Perestroika"s father, former USSR President Michail Gorbachev, speaking Yesterday in Berlin, denounced the fact that "The World is on the brink of a new Cold War. Some are even saying that it's already Begun !".

In this regard, he reportedly "accused .. particularly the US, of giving in to "Triumphalism" after the collapse of the Soviet Union and the dissolution of the communist bloc", since 25 Years ago. Today, "the result .. could partly be seen in the Inability of Global powers to prevent or resolve Conflicts in Yugoslavia, the Middle East and most recently Ukraine", Gorbatchev said, according to USA's "AP" Agency.
Therefore, he "called for Trust to be restored through Dialogue with Moscow, and suggested the West should Lift Sanctions imposed against Russian senior officials" and even Economy, particularly since a controversial move made in the absence of EU Political Leaders by Brussels' bureaucrats at the End of July, .. (by a coincidence at the eve of the Centenary Anniversary of the Start of 1st World War)... "Failure to achieve Security in Europe would make the continent Irrelevant in World Affairs"; Gorbatchev warned, always according to America's AP Press Agency.
+ "The Gap between Russia and the EU harms everybody involved : It Weakens Europe, at the moment when Global Competition intensifies, and while other "Gravity Centres" of Global Policy are strengthened", he rightfully denounced, also at another Interview to "RBTH" Media, a few days ago.

"Concerning the relations between Russia and Western European Countries, as well as the USA, a 1st stage would be to get Out of that policy of reciprocal Accusations and Sanctions". And, "once Dialogue will be Restored, we shall find Common Points : ... The World is under Tension, we face Common Challenges, Global Problems, which cannot be solved but only with Collective Efforts". F.ex., "Recently, joint Threats against our Security didn't disappear : New Extremist movements, extremely Dangerous, emerged, in particular with the so-called "Islamic State". But also the aggravation of Ecological Problems, of Poverty, of Mass Migrations, Virus Epidemics, etc. Facing common Threats, we can find, anew, a common Language", Gorbatchev observed, optimistically.
Already, "German ReUnification was part of a Process which Ended the Cold War", he reminded. "A New way of Thinking", about "the existence of Global Challenges", as, "in that period, mainly the Threat of a Nuclear War", etc. "This meant that it was Necessary to Build a New Relation, a Dialogue", and "to recognize the Freedom of Choice for all People, take into consideration the Interests of each other, Build a Partnership, Develop Relations, in order to make Conflicts and Wars Impossible in Europe", Gorbatchev topically reminded.

=> Thus, "I am Opposed to ALL WALLS (between Peoples). Those who plan to "build" such a thing, (to definitively separate the Ukranian from the Russian border areas) should think twice", he advised at the eve of the 25th Anniversary of Berlin Wall's fall.
- "I believe that our Peoples will not quarel between them. We are too close to eachother, from many points of view", and "there are No unsolvable Problems and Differences between us. But, a lot depends on the Intelligentsia and the Mass Media : If they decide to work for our Division, by initiating and exacerbating quarels and conflicts, that will be Catastrophic !", he warned. "That's why I appeal too the intelligentsia to behave in a Responsible manner", Michail Gorbatzev concluded.

Ukraine : a Bigger "Wall" than Berlin's ?..

Nevertheless, even Today, some inside the care-taker Kiev's National Government in Ukraine, have openly declared their intention to set up a ... "great Ukranian WALL", even much Bigger and more Costly than the former "Berlin's Wall", in an attempt to Separate the Russian-speaking Minority of Easten Ukraine's Autonomist Regions of Donetsk and Luhansk, from Russia's Borders, under "Security" claims (as former RDA also did) :

According to various but converging sources, that "Plan Wall" of Kiev's Authorities, would include Digging about 1.500 Km of Ditches, more than 8.000 Trenches for vehicles and 4.000 Dugouts, added to the building of 60 Kms of "Blast-Resistant" Fence... This would imply to Dig 4-Meter-Wide and 2-Meter-Deep Ditches, and equip them with Electronic Systems, while the Maritime Border would be placed under total Electronic Monitoring.
While the former "Berlin Wall" didn't extend more than some 155 Kms, on the contrary, the Ukranian-Russian Borders concerned by that new "Plan Wall", extend to almost 2.300 Kms !

New Ukranian President Poroshenko's "peaceful Plan" for a Solution to the Crisis, presented last July 2014 after his visit to the CoE in Strasbourg, already focused on the establishment of a kind of "Buffer Zone" in order to put under total "Control" and "Close" the Borders between Ukraine and Russia.
But he didn't really use the word "Wall", and, in fact, Poroshenko's main idea seems to be to set up a series of "Fortifications", if necessary, with Modern ways to protect Tanks and/or Artillery from adverse fire, High-Tech Communications, etc, as several Foreign Media observed.

On the Contrary, Ukranian Prime Minister Yatsenuk, repeatedly used even the word "Wall", prepared and pushed until a Rada's Vote a real "Project Wall", that he personaly supported, included during Visits at the Borders with Russia, both on September and October 2014., according to many Press Reports, and he is still cited as "championing" the idea even at Foreign, USA or Global Media also on November, (as, f.ex. "Daily Beast", "Global Construction Review", etc)...

At any case, Kiev's Authorities reportedly declared, already from September 2014, that "work on ... Fortifications and ... Engineering Barriers, along certain Border streches, has begun", including "2 Defense Lines", about 1,500 Kms of Ditches, 60 Kms of "Blast-Resistant" "Barrier", more than 8 Thousands of Kms of Trenches for Soldiers, Armored Vehicles and Communication lines, 4.000 Army Dugouts, etc, while the Borders with Russia are almost 2.300 Kms long...

Its Cost, according to PM. Yatsenyuk would be estimated at about 66 Millions €uro, while the EU would have already promissed 20 Millions €, reported USA's "Daily Beast" on 27 October 2014. In addition, a controversial pro-Kiev local Millionaire, infamous for his Armed Gangs accused to ill-treat and even Kidnap Dissidents, Kolomovsky, owner of the biggest private Bank in Ukraine, has reportedly offered to invest 10 Millions € to the Wall project, presenting it as a Massive "Public Works" plan, able to provide Jobs to impoverished People who have fled the Conflict at Eastern Ukraine, while a Construction Company from his area submitted a Tender to built that Wall...

Even if Poroshenko is said to dislike the controversial Kolomoisky, appointed Governor of nearby Dnipropetrovsk Region by Yatsenyuk's ally Turchenov, nevertheless, several German politicians were recently bewildered when they saw the new Mayor of Kiev, Klitschko, (a former Maydan protestors' leader and currently Poroshenko's ally), arrive in Berlin and ask help and advise on how to built a new Wall !..

- Julia Timoshenko : - "No" to an Ukranian "Wall"

But experienced former Prime Minister of Ukraine, and f. main Opposition's Canditate for President, Yulia Timoschenko, leader of the "FatherLand" Party, reportedly Criticized Yatsenyuk's "Wall" Plans already since September 2014, by observing that : - "We doN’t have Any good historical examples", except, from something like ..."the Maginot Line (a notoriously Usless Waste of a lot of Money and Human Energy by French old-school Army Apparatsiks which blatantly Failed to protect the Country in front of NAZI's Modern Tanks' movements, as marginalized then Innovators, as f.ex. General De Gaule had aready Warned beforehand), and Mannerheim Line – None of this worked well to defend countries during military aggression", she reminded.

While Daria Kaleniuk, CEO of Kiev-based "AntiCorruption Action Centre", warned that it could encourage Money-Laundering and Corruption..
Moreover, some experts speculated that, if that Ukranian "Wall" follows the line of Israel in the Middle East, then, it might Cost up to 4 Billions $, and take much Longer than scheduled in order to be completed.

However, Yatsenuk reportedly claimed that the Ukranian Government already had some Funds to start a "1st Stage" of the Wall Project, while Kiev would also "apply to the EU for Financial Aid" in order to built that New Dividing Wall...

+ OSCE: "North-Western" origin Fire on School Kills 2 Children and Wounds 4. Destroys Family Homes and Injures many Civiiians at Donetsk, (Capital City of Autonomist Region of Eastern Ukraine).

Meanwhile, the inhuman Deadly Bombing of a High School at Autonomist Donetsk City, which killed 2 Students, and seriously Wounded another 4 Children, (at the same time that several Family Homes were also Shelled with many more Civilian Victims), started to provoke an uproar, from Human Rights NGOs, up to the UNO, while OSCE's Monitors apparently managed to reveal the Origin of the Military Srtikes, indirectly but surely pointing towards those Responible for such Horrible War Crimes, (See Infra).

American Press Agency AP reported that "in Washington, State Department spokeswoman Jen Psaki condemned the shelling of the School", while still on "Thursday", "in the Soccer Field at Donetsk's School No. 63, 2 Bloodied Coats still lay out in the open, ...as relatives and staff gathered at the scene. Alexander Yeliseyev, the father of one victim, ...walked by in shock as he gathered belongings left behind when his Son's body was removed... They went to play Football at about 2 p.m., while I was at Work. And then the Shelling began. Here you see the result," Yeliseyev said, gulping back sobs. He said 14-year-old Danya, another Student, was also Killed. ...
Two Mortars had landed on the School premises Wednesday: one next to a concrete Porch by the school, shattering a few Windows. The one that Killed the Students landed behind a goalpost, Scorching the ground and leaving a small Crater. Oksana Safonova's Son, 11-year old Kirill, was lucky (sic !) to sustain only Wounds to the Shoulder, Hip and Ribs".

+ Recently, also at Donetsk, more Civilians : "4 Adults were Killed at another School near the Airport a Month ago, on the day children returned to school after an extended summer break", reminded UK's BBC on this occasion.

- But, according f.ex. to pro-Kiev Government News Web site UkraineInvestigation.com", "the Headquarters of the Anti-Terrorism Center" had initially claimed that "the Fire was coming from the territory controlled by the Terrorists", (as some call Donetsk/Luhansk Region's Autonomists) – from the South. In this area, there are not ATO (Kiev Military's "Anti-Terrorism") Forces, they are located in the North, the village of Pisky is in the North-West". And the Ukranian Military's "Reconnaissance recorded the location of the two ACS (self-propelled guns) in the Southern area", the same pro-Kiev outlet had claimed.
+ Meanwhile, another Ukranian Media, "Unian", had reported that Kiev Government's "National Security and Defense Council" had earlier claimed "that the (Deadly) Shell was fired by insurgents from the militant-occupied town of Makiivka". But, according to OSCE's own Map, Makiivka is clearly located at the North-EAST of Donetsk City's center, while, on the contrary, it's mainly the Airport, still held by Kiev's Military, and the rest of Kiev's National Army send against Donetsk Region's Autonomists, which are both located at the North-WEST side of Donetsk City.
+ Indeed, as also Russian Ambassador to the OSCE, Andrey Kelin, confirmed, last Thursday, at OSCE's Council, "Ukranian Diplomats .... claimed that the .. Shelling had been made .... from the EASTern Direction, where the Militia are", in "a useless attempt to make others Responsible", as he denounced.

>>> However, on the Contrary, OSCE's Special Monitoring Mission to Ukraine (SMM), presented a stunning Report (on Friday, November 7, published on Saturday, November 8), according to which, "all of these ("Mortar Shells"or "Artillery rounds") were Fired from a Location NORTH-WEST of the Football pitch" !
- "On 6 November 2014, at 8:25 hrs, the SMM arrived at School No. 63 on Stepanenko Street, Donetsk, about 3 kms ...of the city centre. The SMM saw a Football pitch on the east side of the school" with "Shrapnel Damage to the pitch, fencing and Goal posts; and, on the northern edge of the pitch, 1 metre from the fence, a Shell Crater, which was 1 m. in Diameter".
- "A number of People present in the area ... said that on the previous day 2 Children had been Killed by an artillery shell; and 4 Children and 1 Adult had been Seriously Wounded".

- OSCE's Observers "saw Human Remains scattered around the pitch, including Bone Fragments, Blood and Internal Organs. Blood-stained Clothing was also visible, which appeared to have been Torn by Shrapnel", as well as "a (2nd) Crater in the playground". According to an Eyewitness, the Deadly School Incident included "8 Explosions : ... the first 2 occurred in Quick succession. The other 6 occurred within five Minutes of the first".

+ Moreover, OSCE's Mission "saw one Woman ... with Shrapnel Wounds to her Legs, who said she was being taken to Hospital". "There was Extensive Damage to the Apartment Building and its Windows" there, added to "3 Craters near the Building" of Family Homes, added to "3 Other Craters on (a) Nearby ... Street", as well as "Damage to a number of Houses near these Craters". Even "2 other Craters" were found at another Street, where "Residents indicated that a Number of local People had also been Injured".

>>> In conclusion, "All Craters seen by the SMM were about one Metre in Diameter, and the Depths Varied. ...Analysis indicates that at least 4 of the Craters were caused by 120mm Mortar Shells and 2 others were the result of 122mm Artillery rounds". At any case, "All of these were Fired from .. (the) North-West ... and were the result of High-Angle Fire", OSCE found.
Finally, in only about 1 Hour, (from 8:25 until 9:25), Bombs "Shelling obliged" the OSCE Mission "to Leave the area" of the Deadly Incident, after also "Hearing Loud Explosions about 2 Kms away, to the South", (the "City Cented of Donetsk" being "3 Kms" away from the examined spot, as they had observed previously).

+ On Friday, "14-year-old Danylo Kuznietsov and 17-year-old Andriy Yelyseiev, who died on November 5 when School No. 63 in Donetsk was shelled", were "Burried", according to several Media from Ukraine, (f.ex. "Unian", etc). while "another 4" Children suffered from various "Injuries", "as a result of the Shelling of a Football field at the (above-mentioned) School" .

"The 4 Wounded" Children were being "treated in Intensive Care", according to UK's BBC, which also notes that "Shelling in Donetsk intensified on Tuesday Night and there were reports earlier on Wednesday of one Civilian Killed and several others Wounded in Mortar Attacks".
- Indeed, according to the "latest" OSCE Monitoring Report from observers on the spot in Eastern Ukraine, written on November 5, but published by the Euro-Atlantic Organisation on November 6, - "There was intense shelling in Donetsk city", headquarters of the Autonomist Regions of Donetsk/Lugansk. In particular, OSCE observers say that they "heard what appeared to be intensive, intermittent, incoming Shelling, throughout the day, in the Northern outskirts of Donetsk, close to the Airport", notoriously occupied by remnants of Kiev's National Ukranian Army.
- Pro-Kiev Government Media in English language, mainly run by Anglo-American staff, "Kyivpost" simply confirmed Yesterday that "OSCE mission drew up report on Donetsk School Shelling in which 2 teenagers killed", but didn't advance further that to merely note the fact that, "after visiting the scene ...at a Donetsk School", OSCE's Monitors "indicated that the School had been Shelled from the NorthWestern Direction", (i.e. from there where most Kiev's Military send to attack Donetsk Region's Autonomist, has stationed since the late August 2014 Ceasefire, which followed immediately after an exceptional counter-offensive from the Donetsk/Luhansk Autonomists).

However, according to the latest Official Agreement, brokered under OSCE's auspices, the September 19 Memorandum, signed by the involved parties' representatives to the CeaseFire/Peace Talks, "a Line between the Armed formations is established, which serves as reference point for the Withdrawal of Military personnel and all types of Arms, weapons and ammunition. Within an area of 15 Kilometers on Both sides of the line, (i.e. 30 Km in all) there shall be No military units or their Weapons or ammunitions. Any offensive actions shall be prohibited", as the OSCE's Swiss Chairmanship 2014 reminds.
The continuing presence of Kiev's National Ukranian Army at an Airport which is exceptionaly located deep inside Donetsk City's inhabited areas, (See MAP), obviously raises particular problems in this regard. But, as American mainstream Media "NBC" observed during previous Killings of Civilians near Donetsk's Airport, already since October, (including a "Shell which hit a nearby Bus Stop, killing 3 People"), "its long Runway would let the rebels handle heavy Cargo planes carrying Supplies, instead of relying solely on Truck convoys from Russia" with Humanitarian Aid transported all the way long from far away Borders, i.e. something that Kiev's Military apparently insists to Hinder at any price, until now.
=> UNO's S.G. Ban Ki Moon, speaking at an OSCE gathering in Wien earlier this same week, (on November 4), reportedly "evoked the 25th anniversary of the Fall of the Berlin Wall", and, "referring to the situation in Ukraine, he said it remains a matter of Deep Concern and had created Divisions that stretch Beyond the region".
In particular, - <<Lives are being Lost both on land and in the sky, the crisis risks Jeopardizing our collective Ability to Solve Global Problems>>, said Ban", <<urging all concerned to urgently recommit to full implementation of the letter and spirit of the Minsk Protocol and Memorandum, designed to bring peace and stability to all of Ukraine>>.
Nevertheless, later on Thursday, (November 6), Three more Civilian Districts were reportedly "Targetted" by "Ukranian Army's Artillery", according to Donetsk's Authorities, including "2 Kindergatens", "a University's lecture hall", as well as "a Chamber of Commerce and Industry", which was "completely Destroyed", while "at least 10" more Civilians were "Injured".

- International Human Rights' watchdog NGO "Amnesty" issued a Statement, immediately after the Deadly Bombing of the School at Donetsk, denouncing "a Larger Pattern of Indiscriminate Attacks, which could amount to War Crimes";
- Indeed, already, during a research mission in late September and early October, Amnesty International documented more than 20 recent Civilian Deaths due to Shelling and Rocket fire in ....Donetsk, Avdiivka, and Debaltseve. Most of the Deaths, which took place in Residential Neighbourhoods, appeared to be the result of Indiscriminate Attacks, ....using Weapons that could Not ....Distinguish between Civilian and Military objects", reminded John Dalhuisen, Europe and Central Asia director of AI.
- "The Large Majority of the Deaths were in Separatist-held territory in Donetsk, and were likely caused by Ukrainian Government Forces", AI denounced.
- But, "International humanitarian Law – the laws of war – Prohibits Attacks that Target Civilians and civilian structures, as well as attacks in civilian areas that cannot be directed at a specific military objective", it reminded.

=> UNO Secretary General's Spokesman, the experienced Stephane Dujarric, replying to Press Questions according to the Official UN Daily Transcript, expressed the International Organisation's "Hope that whoever is Responsible" the Deadly Shelling of the School in Donetsk "is brought to Justice". since, as a matter of Principle, "the shelling of a School is Horrendous, Inexcusable by any means !".
And on this occasion, expressing also UNO's "Great Concern"for "the Increased Tension that we're seeing in the Last Few Days" in Ukraine, (i.e. shortly after Kiev's National Elections at the End of October), Duzarric "appealed, once again, to all, to recommit .. to the spirit and the letter of what is in the Minsk protocol" of September 5, which is the legal and political basis for the CeaseFire and the Peace Process at the Eastern Ukraine crisis

UN Childrens' Fund, UNICEF's representativen Christophe Boulierac, from nearby Geneva, said the Global Agency was "Outraged to learn of the Casualties" in Eastern Ukraine, and expressed "Sympathy to the Victims' Families", according an official UNO Press Release issued on Friday, November 7, which reminds that "UNICEF has repeatedly called on all parties to the Conflict to uphold their responsibility to Protect Children, Schools, and other Civilian infrastructure from the conflict".
By a worrying coincidence, Donetsk's deadly incident was one of "2 Deadly Attacks on Children, the Same Day, in Ukraine and Syria, which serve as a <<Horrific Reminder>> of the Terrible Price Youngsters are paying in such Brutal Wars, the United Nations Children Agency stressed now, as it Urged all Conflict Parties to Keep Children Our of Harms' way", UNO's Press Release adds, citting also the parallel reaction of UNICEF's representative for Syrian, Hanaa Singer, to "an Attack on (a) .. Primary School .. in Eastern Damascus", which "Killed 11 Children and Injured many more".

- This is "the latest in a series of indiscriminate Attacks on Schools, teachers and students", while, "In ...2014 alone, the UNO in Syria has verified at least 35 such incidents that Killed 105 Children". “Real numbers are surely Higher, and there are Indications that Attacks in Some areas may have been Deliberate,” Ms. Singer denounced.
=> Facts which reveal an obvious Danger for Europe to fall, through the Ukranian Crisis, to similar Atrocities as in the exceptionaly Tragic Middle East Conflicts, since, as the Russian Ombudsman for Childrens' Rights, Pavel Astakhov, reportedly reminded earlier this week, it's "More than 100 Children (who) have already been Killed in Hostilities at Eastern Ukraine"...
In this regard, Next Week, an UNICEF Conference "will be held in the Belarusian capital Minsk on November 11-13 to focus on Protection of Children in the zone of an Armed Conflict in Eastern Ukraine", according to Itar-Tass Press Agency.
In parallel, PanEuropean CoE Assembly's General Rapporteur on Childrens' Rights, Cypriot MEP Stella Kuriakides, is due to hold a Press Conference on Wednesday 12 November, in Nicosia, on the occasion of the presentation of a series of activities aimed at ending Violence against Children, in the run up to the "Universal Chidrens' Day of 20 November 2014"...

It's important to note that, Most, if not all, of the above-mentioned initial Reactions by various International Organisations, were made BEFORE that crucial OSCE Council's meeting of Friday, November 7, during which the Findings of OSCE's Monitoring Mission on the spot, (and particularly the fact that the Ukranian Military's representatives at the area of the Childrens' Killings apparently attempted to Conceal the real Direction from which had come the Deadly strikes, repeatedly claiming the Contrary of the Facts that OSCE Monitors had found, (Comp. But, meanwhile, Brutally Killed, and sometimes even Deliberately Targetted, innocent Children, may, indeed, become, in the "Heads" of the People, as PanEuropean Assembly's President Brasseur warned Yesterday (Comp. Supra), an even Worse "Wall of Division", separating one group of populations from another, than the mere Physical Walls made of concrete, steel, deep ditches and electrified barbed wire, (Comp Supra)...
Europe should Prevent Both, and urgently find other, Peaceful and Cooperative Solutions.

ECHR's President to "EuroFora" on Journalists Gongadze and Adali murders : Principles must apply to all States, without discrimination.
+ ECHR's Statistics on Freedom of Expression (See below).
European Court of Human Rights' President, Jean-Paul Costa, questioned by "EuroFora" on Journalists' murders, as in Gongadze and Adali's cases etc., strongly stressed all CoE Member States' obligation to make efficient Investigations to find and punish those responsible, and underlined that ECHR's case-law's principles must apply to all without any discrimination.
His call was clearly supported by various Top MEPs who denounced a risk of "Double Standards" if some Journalists' murders are investigated, while others don't.
To avoid such risks, CoE's Parliamentary Assembly adopted a Resolution, on the occasion of Ukranian Journalist Gongadze's murder, "stressing", as a matter of general Principle, "the importance it attaches to the safety of Journalists and political activists, especially those linked to opposition groups, in ALL member states of the CoE". All "crimes against journalists and political activists must be investigated ... as a matter of priority, without political interference".
Costa was replying to "EuroFora"s question on the fact that, after CoE's Committee of Ministers, also CoE's Assembly had just adopted a Resolution on Gongadze murder case, based on an ECHR's judgement of 2005, asking a full Investigation from Ukraine, who has found and condemned in 10 years of jail 2 executants, but not yet the instigators.
While nothing similar was yet done for dissident Turkish Cypriot Kutlu Adali's murder, with 5 bullets shot at his head out of his Family's home in the territories of Cyprus occupied by Ankara's army, despite another ECHR's judgement of the same year 2005, and despite Turkey's claim that nobody was found among those responsible for the murder, and that there was nothing more to do..
In order to be credible and efficient, CoE's mechanisms shouldn't find a way to at least ask for full investigations of all Journalists' murders anywhere they might be committed, without exceptions ?

- "On the larger question that you raised, I'd like to say, since we are in a period of stock-taking on ECHR's 50 Years, that the Court's case-law developed certain concepts ....such as the Positive obligations of States, part of which are also the procedural obligations", started to reply ECHR's President.
- "Whenever Journalists, Lawyers, Defenders of Human Rights, or even simple Citizens are murdered, the States are held responsible, not only if its their own security forces' agents who committed these murders, but also if they didn't make sufficiently substantial and efficient Investigations", he stressed.
- "I want to strongly underline that we (ECHR) have found in many cases numerous violations of Articles 2 and 3 against States, ....(about) murders or torture, ...because they didn't make enough Investigations in order to try to find and punish those responsible".
- "We (ECHR) do that vis-a-vis all 47 (CoE) Member States, without any discrimination".
"Naturally, the circumstances in each particular case may be differend, and we can't ommit to apply the rules of proof, or the rules of criminal procedure".
"But we try, by all means, to apply these principles of our case-law, to all States", he concluded.

Costa's call was strongly supported by several Top CoE MEPs, from various Political areas
- "To investigate the murder of one Journalist, and not of another, looks like Double Standards", denounced the President of EuroLeft Group in CoE's Assembly, Dutch MEP Tiny Cox.
- "What is the reason ? Politics or specificity of a case ? Of course, if Cyprus and Turkey are involved, it's always a Political case"..
- "Murders of Journalists should always be fully investigated, because killing Journalists is not only killing persons, but also killing Free Press". "We (CoE's Assembly) should do our outmost to help People who are working on Free Press and they are under threat or murdered".
Because for Free Politics, Free Press is a pre-requisitive : Parliamentarians cannot function without a Free Press. Not investigating, is not protecting ourselves".
So we should investigate all Journalists' murders : We are talking about Gongadze, about the Cypriot man (Adali), about the Journalist murdered in Moscow one week ago, etc", Cox concluded
- "CoE can' look at these cases differently. CoE can't wear Blinckers !".
- "If the one is investigated, so has to be also the other. Why there wasn't full investigation ? Why's that ?", wondered British Socialist MEP, Alan Meale.
- "A good idea" would be to "make a Motion for Resolution", and "join all Journalists' murders. Adali and Gongadze etc", said to "EuroFora" EU Parliament Political affairs Committee's President, Goran Lindbland, ChristianDemocrat MEP from Sweden.

ECHR's Statistics on Freedom of Expression :
Almost Half of condemnations by ECHR for violations of Freedom of Expression in 2008, concern Turkey : 20 out of a total of 48 for all CoE's Member States.
Russia, Poland, France and Moldova were condemned only 3 times. Romania, Greece, Portugal, 2 times, and the other CoE Member States only 1 time, or none.

During the last Decade : 1998 - 2008, Turkey was condemned for violating Freedom of Expression in ..169 cases, while Austria only in 24.
France and Moldova in 14 and 13, respectively, closely followed by Russia and Poland with 11 and 10, respectively. The rest of CoE Member States had less than ten condemnations.
