All French Right's Top Candidates exposed to Judicial Prosecution eve of Election crucial for Europe

*Strasbourg/Angelo Marcopolo/- While EU has practicaly Suspended Final Decisions on the Topical Debate about the Future of Europe (Initiated at the First EU-27 Summit of September 2016 in Bratislava : Comp. "Eurofora"s NewsReports from the spot : f.ex. http://www.eurofora.net/newsflashes/news/bratislavaeusummitcontacts.html + http://www.eurofora.net/newsflashes/news/bratislavasummitoutcome.html , http://www.eurofora.net/newsflashes/news/euparliamentpresidentoncitizensandbratislavasummit.html , http://www.eurofora.net/newsflashes/news/cypruspresidentforcitizenssaybeforechairingcoe.html  http://www.eurofora.net/newsflashes/news/victororbanoneuropeanandnationalreferenda.html, etc) for December 2017, i.e.just After  the forthcoming French and German Elections of April/May and September 2017, (to which could be Added also the Dutch Election of March 2017, probably Followed also by an Italian Election, later this year, shortly before the Austrian Election of 2018, etc), Both the 2 FrontRunner Candidates of the Right side of the Political spectrum in France : Francois Fillon of the "Republicans" (Center-Right) and Marine Le Pen of the "National Front" (Rightist), that many Polls predicted as able to Win a much-revendicated place at the 2nd Round of the Presidential Vote, due at the Beginning of May, were Officialy Exposed to Judicial Prosecution measures, by an Astonishing Coincidence, even the Same Day : Yesterday, February 28. (i.e. Eve of the Beginning of the Legal Procedure for the Registration of Candidacies, Today, 1st of March) !

Indeed, Fillon was officialy informed of 2 Judges' accelerated Decision to Prosecute him for a set of Charges, while another French Judge's demand for Marine Le Pen's Immunity to be lifted by EU Parliament was initialy Accepted by the latter's Committee on Legal Affairs and Civil Liberties, the Same Day in Brussels, (Opening the way for a probably Similar Final Decision by a "Mini"-Plenary, due on Thursday, 2 of March, also in Brussels).


Moreover, in Both Cases, despite their Difference, those Top Politicians of France, Leading Candidates for the 2017 Presidential Elections, are Accused for some apparently Lenient matters :


- Fillon has been accused recently, about Employing his Wife as his personal Parliamentary Assistant, during almost all his Political Life, since 1988, (followed by 1 Year Only of Private Employment in a Media owned by an aquaintance, on 2013), i.e. something that also Many other French MPs traditionaly used to do for Decades, while also reportedly contesting the amount of her salary and the veracity of her work. But he has already replied that she always helped him, f.ex. by Keeping his Constituency's Agenda, Meeting People that he didn't have Time to see personaly, in Preparing many of his Speeches, etc., while also claiming that 3.600 € net per Month would not be exagerated "for somene with Diplomas on Law and Litterature", as the former Prime Minister said. Tradtionaly, (at least until 2013), French MPs used to get about 7.500 € per Month for their Assistants, that they could use as they wished, (even keep that for themselves or invest it to a relevant Fund, etc) without having to give account to anyone else except, perhaps, to the National Assembly's Highest bodies, several mainstream Medias reported, 


- Marine Le Pen has been accused, since 2015, for Publishing 3 Photos of ISIL's Islamic Terrorism worst Crimes (including BeHeading, setting on Fire alive, or crashing several Civilian Victims), with the Brief Inscription  :  - "That's ISIS !", in a Tweet send in Reply to the controversial Claim of someone employed at a job of Journalist by the Establishment, (Mr. Bourdin), that her Party and ISIL could be compared or even assimilated. This was considered as "Publication of Violence at the Internet" by a local Judge at Nanteres (France).


However, as many French Medias observed, another MP, of her own Party ("National Front"), Mr. Collard, who had been also Accused for exactly Similar Acts, on that Same Occasion, has just seen his Parliamentary Immunity Confirmed by the National Assembly of France, only a Week ago (on the 22nd of February 2017). Meanwhile, Numerous Critical Reactions from People, Both in Germany and other Countries, as well as in France, have Started to be Published at the Internet, (including as "Comments" to mainstream Medias' relevant Articles), almost immediately. As for Marine Le Pen hershelf, she reportedly Criticized EU Parliament to be Part of an Establishment which threatens to Hinder the People of France and its Candidate to work freely for a Democratic Election, as she claimed, (if its Plenary confirms the Lift of her Parliamentary Immunity, Tomorrow Afternoon).

Fillon, after rapidly Consulting with many main Politicians of his Party ("the Republcans", including even Former Competitors in the 2016 Primaries, as former President Niocolas Sarkozy, and former Prime Minister Alain Juppé, etc), Started to Launch a vibrant Counter-Attack against all those who Accuse him, Denouncing a Blatant Attempt to Hijack and Rigg the forthcoming crucial Presidential Election of April 2017, (that he was reportedly estimated to Win at the 2nd Round, according to Most Polls of 2016 and 2017, against Marine Le Pen), and a "Political Murder" by "Systematic Violations of the Rule of Law".


His Party also Anounced even an Exceptional Popular Public Meeting, at Down-town Paris, due on this Sunday, 5th of March, "in Support" of Francois Fillon, who Called for a Popular "Resistance" against alleged attempts to "Robb" the Citizens from their Democratic Right to Choose the Candidates and Programs of their preference for a Real Political Alternative to the Out-Going "Socialist" Government on 2017, as he said in a Speech transmitted by Internet Today.


Symbolicaly, Fillon's Popular Meeting was fixed at the Spectacular location of "Trocadero", which notoriously includes also what is called as "Parvis of Human Rights" and Democratic Freedoms, (that Sarkozy had also Chosen for his Ultimate Public Meeting on the 1st of May 2012 : Comp. relevant "Eurofora" NewsReport from the spot then at : ...).

The above mentioned Judicial Measures for the Prosecution of the Main Leaders of the French Right, (particularly those Targetting Fillon, who protested for being allegedly Discriminated against), were Backed by almost All Top Politicians from the Left Side of the Political Spectrum, who added also other various relevant Criticisms against Fillon's reaction : Such moves include the Out-Going President Hollande ("Socialist", who is Not participating in the New Presidential Election), Hammon, (the Official Candidate of his "Socialist" Party), and Macron, (Center-Left, and former Counselor as well as Minister of Hollande), etc.


In Reply to such an Exceptionaly "Hot" Debate on the Role of several Judges in Politics, (which is particularly "Hot", currently, also in the USA, especialy concerning some Judges' attempts to Cancel Popular Referenda and/or Federated States' Decisions against the Controversial "Same Sex Marriage" between Homosexuals, pushed by former US President Obama, but Against New US President Trump's Decision to Suspend Visas for Immigrants from a List of Countries considered as Dangerously infiltrated by Islamist Terrorism, also by the Former Administration), 2 Top Judges currently at the Head of the Judicial Mechanism nowadays in France, holding Top Jobs at the Highest Court for Civil and Criminal Law cases, (the  "Cour de Cassation"), its 1st vice-President, Bertrand Louvel, and its Attorney General, Jean-Claude Marin, published Today a Joint Communiqué, where they apparently Try to Cool things down.


1st Vice-President Louvel's period in office extends between 2014-2017, i.e. almost during that of the currently Out-Going "Socialist" Government (with President Hollande), while that of Attorney General Marin had already Started from mid-2011, i.e. towards the End of the former Center-Right Government (with President Sarkozy and Prime Minister Fillon), and they seem to Try to use their Joint Moral Authorities in order to Support both Judges' Independence from any Government of the moment, as well as their Duty to Not Disrupt the core functioning of Political Democracy :


 - Observing "a Hot Ambiance ... in Political circles, nowadays, about Judges' work", they note that "some Pretend that it is Manipulated by the Government", while this claims that "it Backs Judges' Freedom to act".


- But, "in Fact, Judges don't deserve Neither such an Excessive Criticism, Neither do they need to be Backed by Anyone", Louvel and Marin Sharply point out.


- This goes as long as "Judges work at their own Pace, in Full Independence, Only under the Monitoring of the Highest Courts, while they also have a Duty to Avoid any Public Interference in the Electoral Debate", they Advise, in Conclusion.


Strasbourg-based PanEuropean Organisation for Human Rights, Democracy and Rule of Law : the CoE, notoriously has a Crystal-clear Mandate, and even a Duty, to Effectively and Timely use its (various but able to converge) relevant Bodies, (f.ex. ECHR, Parliamentary Assembly, Anti-Corruption Committee "GRECO", Elections' Monitoring, Quality of Justice mechanism, etc), in order to Check the Proper Functioning of National Court's System, as well as of Democratic Institutions, (including, f.ex., the due Respect for the Separation of Powers, etc).


EU's Court of Justice, at nearby Luxembourg, (particularly since the Entry into Force of EU's "Charter" for Fundamental Rights), and UNO's Human Rights' Council at nearby Geneva, etc, might, eventualy, also play, at least on Certain Key Points, a relevant role. But, naturaly, the Main Role at Elections' Time, in any Democracy, can and must be played, at the end of the game, mainly by the People.

Meanwhile, according to the 1st Official List published Today by the French Constitutional Court, among all the Initial Candidates for the Job of New President of the Country, it's Fillon who comes at the 1st place, as far as the necessary Collection of sufficient Endorsements by various other Elected Representatives (Mayors, MPs, Senators, Regional Counselors, etc) is concerned :


- Currently, he's the Only One to have just crossed the required Threshhold of 500 Endorsements, by Succeeding to get 738, compared to Only 229 for Macron, 134 for Hamon, 87 for Melenchon (Leftist MEP), and 25 for Marine Le Pen, (However clear No 1 in all recent Polls, despite a probable Loss at the Second Round of the forthcoming Election vis a vis Fillon or Macron), who Must Complete the Number of their Official Endorsements Before March 18, in order to become Definitively Able to Participate in the Presidential Election. (The same going, naturaly, also for several Other Candidates, reportedly of a smaller notoriety).


Until Now, it's Only a Few, mainly 2nd rang Politicians, particularly at a Local level, and/or coming from the Center, (i.e. who, already, had Not Supported Fillon initialy), who called him to Stop the Electoral Campaign, but withOut having proposed any known, realistic alternative possibiolity for the Center-Right, particularly in the Short Time still available.


But the Main Thrust of his "Republican" Party, and of his various Supporters among the People attracted by the Center-Right main Opposition to the Ou-going "Socialist" Governmet, reportedly still Stands by its Candidate, recently Chosen at Exceptionaly "Open" Primaries, (See f.ex. : ...), firmly Supporting Fillon at this crucial juncture, that he apparently intends to use also as a kind of Poiitical "Boomerang", in order to Stimulate an even More Active Popular Support to his Political Program, clearly presenting his Candidacy as the Only Able to Offer a Realistic Alternative Both to the "Continuation" of the UnPopular Out-Going "Socialist" Government of Hollande, and to what he denounced as a "Crazy Adventure of the Extreme Right".


However, a Politicaly Divided Right in France (since the 1980ies), Paradoxicaly looks nowadays (on 2017) as if it was becoming, in fact, nonens-volens, somehow ..."United", at least s far as the Hard Realities provoked by those Unprecedented and Unexpected, Last-Minute Attempts to Prosecute the 2 Main Candidates from the Right Side of the Political Spectrum are concerned.


Perhaps this will not remain the Only Paradox of this French Election, Crucial for all Europe's Future, but, until now, Full of various UnExpected Events...

    - "Europe must be liberated from this undermining "wooden talk" of a "unique thought" which hampers democratic debates", stressed incoming EU Chairman, French President Nicolas Sarkozy, speaking to Journalists after his official meeting with EU Commission's President, Jose Barroso, at Elysee Palace in Paris

    - "It's precisely because there are not enough Debates, that EU hasn't managed yet to make it clear to European citizens what is really at stake", he added, in an obvious reference to the latest Irish "No" in 2008, after a long series of similar, unprecedented events, from the 1st Majority Abstention to EU Parliament's Elections in 1999, repeated in 2004, to the Dutch and French "No" in 2005, etc.

          In fact, "there is no time to lose for Europe, and that's why we decided to start the French EU Presidency right away, from the first day", he explained, on France's exceptional choice to schedule the usual meeting with EU Commission from the 1st day of the 1st month, instead of the 5th, 6th, 7th, 8th, 9th or even 10th or 11th, as it had been done by others in the Past..    


    - "This is not an easy period, but we shall act with determination, while also listening to Citizens' views", he promised.

    Sarkozy's move came shortly before his opening Speech, next week in EU Parliament in Strasbourg, for the first Public Debate on the Priorities of the French EU Presidency (July - December 2008), and that's one of the reasons for which he significantly opened his EU Council's Chairmanship by welcoming at Elysee palace EU Parliament's President, German MEP Hans Gert Poettering at first..

    The incoming EU Chairman was replying to Press Questions about rumours that controversial British EU Commissioner on Trade, Mandelson, was alone to drop an invitation to have a working Diner at Elysee palace, together with all other EU Commissioners and the French Government, only because he would have been upset for some critical points made earlier by President Sarkozy in defense of European Agriculture vis-a-vis its Foreign competitors.

    But, as smiling Sarkozy played down Mandelson's reported refusal to debate, saying that he had to visit Marseille for a Ministerial meeting on Trade the next morning, and that "all our British friends are always welcome to taste a nice diner" in France, perhaps at another occasion..

    - "It's urgent to win anew the trust of the People" : Lately, "the European ideal lost its momentum. Since several years, whenever Citizens are questioned on Europe, they react with reserves : They even have .. a tendency to reply "NO".. After this 3rd "No" of a People in some years, there is an Urgency to convince", added French Prime Minister Francois Fillon, after a meeting earlier the same day of all Ministers with EU Commissioners, followed by an interview with Barroso

    "According to recent Polls, only 30% of French people believe that the European construction is a source of hope. It's only a poll, but we all now quite well, that, since 2005, it's dangerous to neglect these alarming signals, as it would be dangerous to treat with contempt the Irish "No", Fillon warned.

    "We all have a common duty to prove to the European Citizens who have doubts, that EU is more useful, more necessary, than ever" : And "that EU can take decisions needed in order to respond to European or Global challenges", the Prime Minister concluded.

    - "We believe, together with President Sarkozy, that EU should open debates on all issues of direct, concrete interest to Citizens", confirmed later to EuroFora the Head of France's governing party (UMP), Patrick Devedjan, after his speech to the European People's party (EPP) Study Days in Paris (2 - 4 July 2008).

    He didn't deny that one of them is Turkey : - "Public Opinion in France is very much unfavorable to Turkey's EU bid, and President Sarkozy has said that several times", he told EuroFora.

    From European Central Bank's controversial policies on Euro's value, to EU Enlargement Strategy, etc., issues of obvious importance to EU Citizens will be plenty, next week in EU Parliament in Strasbourg, before President Sarkozy launches the debates on EU 2008 French chairmanship's priorities on Thursday.

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
