     *Strasbourg/Angelo Marcopolo/-
Shortly Before the forthcoming Presidential Elections of 2022, the French People gave a Stern Warning to Emmanuel Macron at Today's Regional Election's Vote, in Front, particularly of the current Intrangeancy in  Imposing a Controversial and UnPopular Draft Bill on BioEthical Issues, Despite a persisting Opposition and repeated Rejections by the Senate, given, also, Recent Developments which have made it even More Dangerous for Humankind (See : http://www.eurofora.net/newsflashes/news/pmamassivemenacelhumanite.html, etc). and nonobstand CoE's General Principle to Exclude Important Social Reforms during an Emergency Period because of Crisis, as the current Deadly Virus' Pandemic.

Opening Pandora's Box by the Introduction of Artificial Fabrications of Babies by Labos,  "Himeras" Human - Animals, TransGenic Embryos, "Experiments" with Genetic Manipulations, and Other Atrocities, (which Became radicaly More Dangerous for Humanity After a 11/2018 Revelation of the Fact that some Shady Technocrats Can even Transmit Genetic Manipulations to All Future Generations, See: ..., etc), that doomed Bill is due to be Returned Back to the National Assembly, as a Concession to Lesbians and a Maveric Technocratic Lobby, in a Few Days Time for a Final Vote.

Meanwhile, Key Critical NGO "Manif pour Tous", had Published the Results of an Enquiry on the Positions of Every Leading Candidate to these Regional Elections 2021, as far as that Controversial Reform is concerned, which has been Qualified, by the President of the French BioEhical Committee, and currently Head of a Top National Team of Experts during the Crisis, Professor Delfraissy, as a "Gap" Between the Government and the People, which had to be Bridged and Not Ignored, (See, f.ex. his Statements at the CoE's latest Conference in Strasbourg on such Important BioEthical Issues, at : ..., etc), while "Eurofora" and Others had already Warned that such Topical Issues Risk to Affect also the forthcoming, Crucial Presidential Elections of 2022.

=> That Became Today Obvious, by the Fact that Macron's Party UnExpectedly Failed to get More than something around the Minimum 10% required in order to be simply Allowed to Eventualy Participate, as a Small Minority, in the 2nd and Final Round of the Regional Elections, Next Week...

On the Contrary, the Candidates of the Center-Right (LR) and/or Rightist (NR) Parties, who had Mostly Condemned that Maveric Reform, or, at least, Reserved their Opinion on it, Unexpectedly got, Today, the Greatest Number of Popular Votes !

=> Thus, f.ex., the Mainstream "Republicans" (Center-Right), Became anew the 1st Party of France, with about 30% of the Votes, and are expected to Win at about 8 out of 13 Regions, Dominating in practicaly All the performant Regions which are Neighbouring Other European Countries and/or otherwise Internationalized, (Including that of the Capital City Paris).

In that context, First and Most Popular come the 3 "Sarkozy's Babies" Wauquiez, Bertrand, and Pecresse, (former Top Ministers in the 2007-2012 National Government), respectively at the Auvergne, Haut de France, and Paris' Regions, with Laurent Wauquiez, (the Closer to Sarkozy, and Most Opposed to Socialists' and Macron's Controversial and UnPopular Changes against basic BioEthiocal Principles), Succeeding to be the 1st in the Country, getting 45% of the Votes.

On the Contrary, "Socialist" former Minister of Holland, Notorious for her Provocative Attempts to Impose the Controvesial and UnPopular "Same Sex Marriage" between Homosexuals, (including giving Power to Homosexuals on Children under Pretext of "Adoption"), Najat Belkacem, reportedly Failed to ensure, at least, 10% of Votes, making it Uncertain if she might simply participate in the 2nd Round, or (rather) not...

At the North-West,  "Hauts de France" Region's Head, Xavier Bertrand, former Mainstream Center-Right "Republicans"' Minister at Sarkozy's Govenment, who arrived clearly First Today with reportedly 41% of the Votes, has also pronounced himself Against that Controversial and UnPopular attempt to Impose Artificial Fabrications of Children for Lesbians etc. Bertrand even Succeeded to Attract Macron's Unsuccesful Candidates, (who Unexpectedly Failed even to have any Possibility to Participate at the 2nd Round, since they got Less than 10%, Despite the presence of ...5 Ministers !), since they have just Declared that they intend to Support him at the Final Round with their Votes...

In the Paris' Region, Valerie Pecresse, (another former Key Minister of Sarkozy's Mainstream CenterRight  "Republicans"), who seems Also quite Opposed to Nowadays' Controversial and UnPopular attempt to Impose some very Dangerous Changes on the Law on BioEthics, gets More than +36% of the Votes, coming First.

Similarly, Jean Rottner, Center-Right "Republican" Leader at Strasbourg's Region of "Great East", who Prefers a "European Harmonisation" on such Controversial BioEthical Issues Instead of that UnPopular Draft Bill Now in Paris, arrives Clearly First, with More than +31% of the Votes, having a Fair Chance to Attract a Majority in the 2nd Round, (followed by the Rightists, Opposed to that UnPopular Change on BioEthics, with about 26%, while Macron's Candidates get Only 10%, and the Left almost 22%, Divided).

+ Moreover, Rightist ("National Rally) Candidate Mariani, (another Former Minister of Mainstream Center-Right Government of Sarkozy, and Nowadays MEP at EU Parliament in the Rightist Group "ID", pleading for a Unity of All the Right in the Future), who is Clearly Opposed to the current Controrersial and UnPopular Attempt to Reform Key Traditional Principles in BioEthics (Comp. Supra), managed to Arrive at the 1st Place in the PACA Region (with Marseille, Cannes and facing Italy) with More than 36% of the Votes, for the First Time in the History of that Party !

++ Last, but not least, at the Island of Corsica, it's the Autonomist Simeoni who comes 1st with 38% of the Votes. (even if his views on BioEthics are not clearly known yet).

---------------------------

All these Facts are, inevitably, under Reserve of What Might Happen, Finaly, If and When those almost ...67% of Abstentionists (an Historic Record, with +12% More than Back on 2015's Regional Elections) Might, perhaps, Express their Preferences on the 2nd Round, i.e. a Week Later... In other words, at least a partial, Last-Minute, "Come Back" of Macron's Candidates, here or there, canNot be, theoreticaly, Excluded a priori.

----------------------

=> At any case, In such conditions, Obviously, Macron would be Better advised to Find a way to Postpone or Drop, at last, that Controversial and UnPopular attempt to Impose so Dangerous Changes on the French BioEthics Law, wih Serious and Grave Risks against Humanity (Comp. Supra), as New Facts show Today that it's apparently the Only Way to have a fair Chance to be Re-Elected in the Crucial Presiential Election of 2022, ...which is Less than 10 Months' Time ahead of us !

They voted to "freeze" UK Government's draft to put People in jail for 42 Days on "anti-terrorist" suspicion without charge, or they abstained. Don't they look suspect ?
-------------------------

CoE's debate on UK controversy stirs PanEuropean check of anti-terror suspects' imprisonment

Former Leftists of the Sixties would boil in hot water if they heard PACE's debate on the controversial 42 days detention without charge, currently drafted by the British Government :

A "Socialist" Government, a Socialist PACE Rapporteur and a Socialist Chair of PACE's Legal Committee, opposed a .. "Conservative" amendment (supported by .. Liberals, Democrats, etc), to freeze the measure, in order to protect Citizens' Freedom, by "waiting" until CoE's Venice Committee checks its conformity with Human Rights' principles.

"Left"'s support to Conservative-Lib.Dem's criticism, wasn't enough to obtain a majority, nor to make things as they were back in the good old days, when "Left" and "Right" had a clear meaning, as "liberty" and "restrictions"...

Conservatives and most Democrats were joined by the Left in voting for the "freeze", as well as Liberal Paul Rowen, while Socialist MEP Ivan Popescu, an experienced MEP from Ukraine (PACE Member since 1996-2008) abstained. But most Socialists, added to a few Liberals and EPP's Right, voted against.

Fortunately, someone inside PACE had the wise idea to shorten the Debate for less than 1 Hour, and put it on the Agenda only at the end of an exceptionally busy day, towards the end of the Evening, when most MEPs had already gone to taste wins and foods at various Receptions all around Strasbourg's "European" area : As a result, not even 42 MEPs weren't present..

Socialist Lord Tomlinson accused the leaders of the PanEuropean Assembly, in its highest body : the "Bureau", to "lack wisdom" by deciding to hold a Debate on an issue that neither the Socialist Chair of the Legal Committee, nor its Socialist "reluctant Rapporteur", did "not want to do", ...

Finally, everybody (critics and supporters alike) was happy to agree, in substance, that the controversial measure "may" gravely violate Human Rights, and therefore, PACE asked Legal Experts of Venice Commission to check UK Government''s plans.

But this might take more than .. 42 Days to do, since PACE's Rapporteur asked the Experts to enlarge their study in a PanEuropean comparison of all that is happening on "anti-terrorism" legislation in 47 CoE Member Countries, including Russia, Turkey and Azerbaidjan..

Bad lack : "The existing 28 days’ detention without charge in the UK is, in comparison with other CoE member countries, one of the most extreme : In Turkey, the period is 7,5 days, in France 6 days, in Russia 5 days, and in .. the U.S. and Canada just 2 and 1 days respectively", denounced Democrat MEP Ms WOLDSETH from Norway..

woldsteth

"Numerous respected human rights organisations, including Liberty and Human Rights Watch, have expressed serious concern" "The proposed legislation ...could easily lead to extensive abuses. ...Detention for 42 days means six weeks in which one is taken away from one’s family, friends, home and livelihood only to be let off without being charged. That will destroy lives and isolate communities", she added.

- "3 years ago, the UK Government sought to increase the period of pre-charge detention from 14 days to 90 days. Not long before that, it had been only 7 days. There was a vigorous debate ...and a ...compromise was reached of 28 days. We have to ask whether there are proper safeguards in place to extend the period to 42 days. I suggest that there are fatal flaws", reminded British Conservative Clappison.

- "What sort of society holds someone in detention for 42 days and does not have to tell the person who is in prison why they are there, or explain the suspicions that arose and led to their detention? What sort of society believes that that is the way to treat its citizens? That is an appalling injustice, ...A 42-day detention period will not make the UK safer. Instead, it will be the first step to giving in to terrorists; it is saying that we are prepared to sacrifice our democratic rights and the principles for which we have stood for centuries", criticized British Liberal Michael Hanckock

hancock

"Comments made ...by Norwegian delegates are unfortunate", replied British Socialist MEP Ms.Curtis-Thomas, accusing them to "besmirch the reputation of our police force, which is one of the Best in the World", as she said, believing that "there are significant safeguards ...to ensure that individuals are not subjected to unlawful detention"

curtis

PACE "has serious doubts whether ...the draft legislation are in conformity with the ...case-law of the European Court of Human Rights. A lack of ..safeguards may lead to arbitrariness, resulting in breaches of ... liberty and ...right to a fair trial". PACE "is particularly concerned that: ..the judge ..may not be in a position to examine whether there exist reasonable grounds for suspecting that the arrested person has committed an offence;"; that "... representation by a lawyer may be inappropriately restricted or delayed;" that "information on the grounds for suspicion of a person ...may be unduly withheld.. ;" that this "may give rise to arrests without the intention to charge;", and; in general, that "prolonged detention without proper information on the grounds for arrest may constitute inhuman treatment", says Klaus De Vries' Report, adopted with 29 votes against zero.

vries

Records don't say if it took him 42 Days to draft his Report, but, at least, he knew why...

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
