*Strasbourg/EuroFair/Angelo Marcopolo/- The new French Minister for EU affairs, Nathalie Loiseau, speaking here to "Eurofora", on the forthcoming EU Summit in Salzbourg (Austria), appeared very Careful, at least for the Moment, on which exactly would be France's main Aim and concrete proposals in the currently Burning Issue of Mass Asylum Seekers/Irregular Migrants, during that forthcoming Heads of State/Government top meeting in Austria, (which holds the rotating EU Prasidency for the period of July - December 2018), scheduled for September 19-20, i.e. practically in almost 12 Days Time.

In Fact, Loiseau appeared keen to be sure that this currently very Topical Issue, which notoriously Atttracts a lot of Press and Popular Attention still Nowadays, particularly at nearby Germany, but also in Sunday's Elections in Sweden, as well as in the Forthcoming, Crucial Election at Bavaria's Länder (Federated State/Region), should be Well Prepared.

In other words, as it appeared, by a coincidence, while she was Tasting an Original Strasbourg Beer offered et the Agricultural Stand of Strasbourg's 2018 Euro-Fair, the new French EU Minister, did ...Not Confuse between Strasburg's and Salzburg's Beers, pefering to taste each one's merits....

- For the time being, to be honest, "'I didn't come here in order to speak about that matter now" (the imminent Salzbourg's EU Summit), she acknowledged, as a part of her Reply to "Eurofora"s above-mentioned Question.

This appeared as an indirect, but Natural, Reference to the Fact that it's, precisely, in order "to Prepare the Salzbourg (EU) Summit", that French President Emmanuel Macron and German Chancellor Angie Merkel, were due to Meet, Exceptionally, at Marseille, Later Today Afternoon and Evening, (as Macron, indeed, Declared, then, from the outset : See Infra).

Thus, it's probably the Need to Fine-Tune the Franco-German cooperation on such Key EU Issues, that made Loiseau to, UnExpectedly, Change at the Last Minute the precise Hour of her Arrival Today in Strasbourg, putting everything 1 Hour Earlier than initially Scheduled this Morning, (i.e. 10 am, instead of 11 am), eventually in order to be able to Follow what would go on, in such matters, at that Franco-German Summit in Marseille, Later-on. And even Chancellor Merkel, in an unusual move, didn't officially confirm, to registered Journalists (including "Eurofora"), the precise Timing of her Visit to France, but Only very Early this Same Morning...

=> - However, the French Minister didn't exclude at all, (and, apparently, even Indicated, indirectly, but clearly),  that she might, eventually, Speak about the above-mentioned matter, perhaps "Next Week in Strasbourg", when she will visit  EU Parliament's Plenary Session, as she confirmed.

 - In this regard, Loiseau pointed at Next Wednesday's Public Debate on the "State of the Union, with EU Commission's President, Jean-Claude Juncker", as she said earlier. (To which might be usefully added also the Visit of Greek Prime Minister Alexis Tripras, to Speak with MEPs on Tuesday, but also hold Meetings here from Monday Evening).

The New French EU Minister had arrived Today to Strasbourg on the occasion of the Official Inauguration of the 2018 "Euro-Fair", (which, this year, honors a part of USA's modern History : See ...), i.e. the Number 1, well Established Collective Event, which Traditionally Marks the Start of a New Socio-Economic and partly Political Year in Strasbourg, Host of EU Parliament's full Weekly Plenaries, of the CoE, ECHR, EU Ombudsperson, Shenghen's Secretariat, "Euro-Corps" Army, etc, and is usually attended by a lot of Diplomats, EU/CoE Officials, National and Local/Regional Authorities, Businessmen, Medias, etc., while also Attracting more than 180.000 Visitors, during 10 Days, (this time : 7 - 17 September 2018).

- And she even, spontaneously Spoke, on this same occasion, also about certain Other Current EU Affairs (Comp. Infra).

+ As they had already done, (and, on this occasion, also Replying to various "Eurofora"s Questions on Topical European Issues), inter alia, also, recently, f.ex., CoE's Secretary General, Thornbjorn JAGLAND, former Prime Minister of Norway, on 2014, (See: ...), the current French President Emmanuel MACRON, when he was Economy Minister, on 2015, (See: ...), the former Prime Minister of France, Manuel VALLS, on 2016, (See: ... ), and the Experienced former Defense Minister, and now Europe and Foreign Affairs Minister, JeanYves LE DRIAN, on 2017, (See: ..).

- It's true that, even now, the New French EU Affairs Minister did not completely shy away from clearly evoking several Topical European Issues, more or less in Relation also with the above-mentioned Mass Asylum Seekers/Irregular Migrants problem :

-F.ex., Loiseau naturally acknowledged that there is, Nowadays, a "Migration Challenge" in Europe.

- But she, immediately afterwards, claimed that there would be "No more a Migration Crisis", since the Total Number of New Arrivals would have become Smaller than what it had been just 1 Year Before.

+ Moreover, she also Stressed that, for the French Government, "'Europe should Neither practice an <<Open Doors>> policy, Nor become something like <<a Fortress>> !"...

- "We should Welcome those who are Obliged to Flee" Oppression and other Dangers, "but also Better Monitor our (EU's) External Borders", she characrteristically said, while placing a special Accent on the "Need  to Protect Europe's Borders", (See also Infra).

- Also "Because EU Citizens are Raising Questions" about that, she pointed out.

+ At the Same Time, Loiseau urged Europeans to "Not Resign in front of Nationalist movements", "Neither become Euro-Naive, and Federalists without limits", etc.

=> Finally, she Concluded her Speech, earlier this Morning, at the Inauguration of Strasbourg's EuroFair, (Comp. Supra), by Warning that, in the forthcoming, "EU Elections of 2019", (i.e. when Many and Various Voices will be Heard), European Citizens would have to "Make an Historic Choice".

(Minister Loiseau : Attention at which Bird's song to hear in the forthcoming 2019 EU Elections !)

----------------------------------

But Loiseau, apparently, could Not say More Now about France's concrete Aims at the forthcoming EU Summit in Salzbourg (Austria), since, inter alia, the above-mentioned Top Franco-German Summit in Marseille, with President Macron and Chancellor Merkel, which was due, precisely, "to Prepare Salzburg"'s Summit, (as the French President stressed from the outset : Comp. Supra), only Started at about 5 p.m., and Extended all across a quite Long period of Time, until a scheduled Diner for 7.30 p.m. I.e., Too Late in order to eventually Find out, Today, what the 2 Leaders had exactly Agreed upon...

macronmerkel_at_marseilles_eurofora_screenshot_400_01

- However, already from the Beginning, Macron at least mentioned, during Statements made this Afternoon at about 5 p.m., that, in Addition to the "Preparation of the Future", by Continuing to work "on the Mesenberg's Agenda", agreed Before, this Franco-German Summit was going "also" to "prepare Salzburg's (EU) Summit", concerning certain "Big Problems of Nowadays : Obviously the Migrationj Challenge" : In this regard, "We want to make, out of the Mediterranean Sea, a Chance, Not a Fear", as he characteristically said.

+ On this same occasion, Merkel reminded that "Marseille is a European City, which has also been the Cultural Capital of Europe back on 2013", (Pointing at an Exceptional Event, that "Eurofora" had been Invited by the French Authorities to Cover, together with other selected Journalists, already from 2012, when we Published, a Long Press Report with the Heading : - "Culture or Barbary" !  (See : http://www.eurofora.net/newsflashes/news/eu2013marseillecultureorbarbary.html).

- "On Migration, ...Germany and France have the Same Kind of Approach to the Problems, where Europe Must Assert itself", (i.e. Prove what it is Able to do), and "we must work further on Europe's Sovereignty", the German Chancellor Concluded this Afternoon.

------------------------------------

+ Concerning, more particularly, Macron, the French President had, Already Yesterday, on September 6, 2018, an opportunity to expressed his view, on that Issue, while holding an Exceptional Joint Meeting with the Prime Ministers of BENELUX Countries, (Belgium, Luxembourg and Netherlands); Michel, Bettel and Rutte :

- "The Issue of Migration, ...lies at the core of European Actuality, since many Months", observed the French President from the outset.

 - Pleading Both for "Values" and "Efficiency", in that matter, Macron reiterated his "Opposition to Nationalists", as he said, accusing them to be "Contrary to our (EU's) Values, Because they Refuse to Welcome Anyone, and to Respect the Right to Asylum", particularly "if they consist into saying that whoever arrives in Europe is Unwelcome and will Not be Accepted" : "That's Not the History of our Europe", he stressed. "But, they are also InEfficient, Because ... they Never Agree", between the "Nationalists of the Country of Arrival", and "the Nationalists of the Country which shoud show its Solidarity", as he pointed out.

- On the Contrary, "we work together, since several Weeks, .... in order to obtain a European Solution, which would be more Efficient" : This, practically, includes, f.ex., "to continue cooperating with the Countries of Origin and of Transit ; provide for a Future of the Young People inside their Countries of Origin", "Strengthen the Fight against the Smugglers", etc. : "Because ... Europe has to be More Strict, on this matter, and Better Protect our Borders", Macron stressed.

+ This includes also "the Principles of Responsibility and Solidarity", he added : - "Responsibility means that the Country of the 1st Entry into Shenghen Area, canNot elude its Duties", since, "according to the International Humanitarian Law, it's the Nearest SeaPort which must be reached". And "Solidarity means that we canNot Abandon any Country to assume Alone all those Arrivals, but", on the Contrary, "it Needs a Financial Solidarity", and "a European Solidarity in order to Return Back Home those who won't get any Asylum", he explained.

=> "So, it's on these Basis, that we are going to Support Together certain Concrete Solutions for the (EU) Summit of Salzbourg", Macron had Concluded, Yesterday in Luxembourg.

+ "Now, it's about advancing in the Implementation and Concrete Solutions on these Basis", he pointed out, without explaining furher details...

But there wasn't yet any Official Statement on the Outcome of his subsequent Talks with German Chancellor Angie Merkel, Later this Evening at Marseille, (Comp. Supra)...

It's also True that this Delicate and Multifacet Issue of Mass "Migration", often faces Various Influences by the still On-Going, and sometimes UnPredictable, relevant Socio-Political Developments, including, f.ex., among others, also the Results f the Elections in one or another key Country, (f.ex., nowadays : Sweden, to be soon followed by Bavaria, etc), the Number and Circonstances of various kinds of Aggressions eventually committed by some Non-European Mass Migrants, of the Kind recently Send to Europe by Turkish Smugglers, (i.e. since 2015-2016), etc.

I.e. it depends also from what relevant events might, eventually, occurn might happen, or not, during the Next 12 Days... I.e., from "the Right Moment" (Comp. Supra).

The incoming Swedish EU Presidency (July-December 2009) may still remain in favour of Turkey's controversial EU bid, despite June 2009 EU Elections' results, but it has "very strong demands on Turkey"'s obligation to respect EU Rules, said the Head of Swedish Foreign Ministry's Press Service, Cecilia Julin, to "EuroFora", reacting to critical Press reports.

    - "I know (that) the link is often made also to Sweden's position on Turkey"'s controversial EU bid. Indeed, "we (Swedish EU Presidency) are very much engaged in the future membership of Turkey, but not without fullfiling all the Criteria".

    - "It's very clear that we (Swedish EU Presidecny) have very Strong Demands on Turkey, in a sort of concept for Future membership of the Union, ...which will be a Long Process...", she stressed.

This means, in particular, "the Copenhagen Criteria (on Human Rights, Democracy and Rule of Law), and also the adaptation to the Acquis of the European Union".

     - "If you listen to what Mr. Bildt (the Swedish Foreign Minister) says on Turkey at different occasions, it's very clear : We want Turkey to become part of the Union, in the Future. But we want it to fullfil all the Criteria : The Acquis of the European Union. That's very clear", she concluded.

The Senior Official of the Swedish Foreign Ministry was reacting to critical Press Reports, from Brussels' Journalists invited by EU Commission's secretariat to Stockholm, who claimed that Bildt was abusing of a ..."Whip" (sic !) against Cyprus, by "threatening" the presence of UNO's Peace-keeping force at the "Green line" which separates the island's Government-controlled areas from the territories occupied by Ankara's army, if Nicosia didn't accept any political solution, regardless of Turkey's demands, before the end of 2009.

Governing AKEL Party's new Secretary General, Andros Kyprianou, reacted by declaring that no-one can threat the People of Cyprus : -"We shall decide for our Future, and nobody else",  he reportedly said, asking to "keep calm". "In order to find a Solution soon, certain basic Principles must be respected", he stressed, calling those who feel an urgency to use their influence on Turkey. Other Political Parties were more critical.

This was a reference to recently reported statements by Turkish Minister Bagis, Prime Minister Tayip Erdogan and Turkey's National Security Council (a Military-Political body), accused to push towards a partitionist "2 States" solution, contrary to UNO SC Resolutions for Cyprus' reunification.

December 2009 is a crucial moment for EU's appraisal of Turkey's controversial EU bid, because EU Council has decided to review then Ankara's compliance with the European position on the recognition of Cyprus' Government, which was clearly set out by an EU reply of 21 September 2005 to Turkish Prime Minister Tayip Erdogan's claims, refusing to recognize even the existence of EU Member Cyprus, in controversial statements he made to London (former EU chair) on July 29, 2005.

EU Parliament's latest Resolution on Turkey, adopted on March 2009 in Strasbourg, warned Ankara that "the non-fulfillment of Turkey's commitments... by December 2009, may further seriously affect the process of Negotiations" with the EU.

In practice, the issue boils down to Ankara's "embargo" against Ships and Airplanes using Cyprus' seaports or airports at the strategic EU island, which traditionaly hosts one of the World's biggest Shipping flags. EU has already "freezed" 6 relevant Chapters in EU - Turkey Negotiations since December 2006, after Ankara refused to fullfil a commitment it had undertaken when EU had decided to open controversial "accession" negotiations with Turkey, back on December 2005.

    - "As far as EU - Turkey relations are concerned, it's clear that Turkey needs to fullfil its obligation of full, non-discriminatory implementation of the additional Protocol (to "EC-Turkey Association Agreement"),  This is an important issue....and should be addresseed as soon as possible as it clearly affects the pace of the accession negotiations.Issues covered by the Declaration of September 2005 will continue to be followed up, and progress is urgently awaited", warned earlier in Strasbourg the out-going Czech EU Presidency (former vice-Prime Minister Alexander Vodra).

But the Head of the Swedish Foreign Ministry's Press Service, Cecilia Julin, dismissed "interpretations" by "some" that Foreign Minister Carl Bildt was reportedly "threatening" Cyprus with consequences on the UNFICYP, if it doesn't accept any solution until December 2009, while Turkey is reportedly delaying in an attempt to impose a partitionist "2 States" solution.

On the contrary, Julin, stressed that "Sweden has strong demands on Turkey'"s respect of "Copenhagen Criteria and EU Acquis".

Meanwhile, Sweden  is "concerned" about the risk of "Stalemate" in Cyprus' Talks, but is well aware that "the main responsibilities lie with the two leaders and the UNO", Europe playing only a role of "facilitator".

After carefully verifying, the Head of Swedish Foreign Ministry's Press Service, stressed to "EuroFora" that Bildt's reference to UNFICYP "was not linked to a Threat", and dismissed those who "interpreted" it so.

On the contrary, the Swedish EU Presidency acknowledged the fact that Peace Talks are mainly for the UN and the leaders of the Cypriot communities, EU's role being limited into that of a "facilitator".

As for Turkey's reported attempts to impose a "2 States' solution", the Head of the Swedish Foreign Ministry's Press Service sharply replied by stressing that Turkey must respect the "EU Acquis" rules.

    In particular :

    - "Basically he (Bildt) underlined that it's the leaders of the two communities in Cyprus and the UN that have the main responsibilities for solving the problem", started to say the Swedish Senior Official to "EuroFora", referring to the above-mentioned "briefing".

    - "But the EU had a role in sort of pointing out the benefits and facilitating a little bit the outcome for the settlement of the whole Cyprus' issue", she added.

    - "And he did state the Fact, that the rest of the World (i.e. USA, etc) will, of course, look at the differend issues which are at the table, and the future of the UN Peace keeping force is part of what is at the table", she admitted.

    - "I understand that some have interpreted that as a Threat, by the Swedish Minister" "But", in reality, "it's a statement of a Fact, that, when we'll look at the differend issues, one of the issues on which we shall have to take a stand on, is the future of the UN Peace keeping force in Cyprus".

Indeed, one of the questions usually raised for a Solution of Cyprus' issue is what International and/or European or other Guarantees, by a Peace-keeping force, might be needed afterwards, eventually for a transitory period.

Questioned anew by "EuroFora" whether (according to critical Press Reports) this could be taken as a veiled warning that, if Cyprus didn't accept any Turkish demand for any solution whatever, it might be left alone to face Ankara's Military Invasion/Occupation, she denied :

    - "He (Bildt) didn't say it in that way"... "It was not linked to a threat, or anything like that", the Head of the Swedish Foreign Ministry's Press Service stressed.

On the contrary, "he (Bildt) underlined that the main responsibility lies with the parties concerned on the island". "The EU can try to facilitate and show the benefits of reaching a settlement. But also, when the EU and the rest of the World (i.e. USA) will have to look at it, they will look at all the Facts on the table, and the presence of the UN Peace-keeping force is one".

And "he (Bildt) didn't speak about that at all", she replied to "EuroFora" question on Turkey's reported attemps to impose, in one way of another, a partitionist "2 States solution".

Asked whether Bildt's aim was to incite both parties to move forward efficiently, she agreed :

    - In fact, "the EU is really very concerned with the Stalemate in the situation. Yes !", the Head of Sweden's Foreign Ministry's Press Service anounced. That's why Bildt "was hoping for the two parties (i.e. for Turkey's also) to engage and break, a little-bit, the present stalemate, come to a solution of the issue" of Cyprus.

But, replying  to a "EuroFora"s question on the risk, denounced by several politicians in case of strict Time Deadlines, for Turkey to provoke a stalemate and wait for the time to come to impose a partitionist "2 States' solution", she reacted by pointing at Turkey's obligation to respect "EU Acquis" :

    - "Turkey must fullfil the EU Acquis : That's clear !", the Swedish Senior Official stressed.

More details are expected when Swedish Prime Minister Reinfeldt will debate his Programme with new MEPs at EU Parliament's plenary mid-July in Strasbourg, that he has visited already in 2008.

Foreign Minister Carl Bildt became familiar with Strasbourg's CoE last year, when Sweden chaired the PanEuropean organization of Human Rights. As EU chairman-in-office, he will also chair the 27-member States strong EU Group inside the 47-member States strong CoE.

Minister for EU affairs, Cecilia Malmstrom is well known at EU Parliament, where she has been an active MEP of the Liberal Group for many years, following also Press Freedom issues.

Both have already made various statements at "EuroFora", on differend topical matters.
