Top EU Scientists prefer RST International Cooperation to Trade War + prepare World Materials Summit

*Strasbourg/PMC/Angelo Marcopolo/- Most Top European Scientists would rather avoid a currently looming Trade War between EU and China on Solar Panels fabrication, and prefer to focus on High-Tech Research in Solar and/or other Renewable Energy Sources, finding better to accept Beijing's proposal for a mutually profitable Cooperation on Solar RST, which is in accordance with their wish to develop International Cooperation on Scientific and Technological Research, particularly with Strategic Global Partners, as it results from a series of Statements to "EuroFora" by several Key-note Speakers and/or Organizers of the 2013 Annual Mega-event, prepared in Strasbourg, with Thousands of participants from all Europe and the World, busy to work in more than 30 parallel Symposia, by the mainstream European Materials Research Society (EMRS), which has a long and extended experience also on Solar Panels' innovative materials' technology, and prepares a "World Summit", with Top Scientists from the EU, Russia, China, the USA, etc., later this year, for the 1st time at the Council of Europe.

- Significantly, the first to clearly express to "EuroFora" a preference for such a Solution to the topical Controversy, (which currently shakes Brussels' EU Commission offices up to Paris; Berlin and Beijing's Foreign Ministry, carefully watched by various other Global Key Players, about threats to lift EU Taxes vis a vis cheap Solar Panels produced and exported by China with State AId accused to represent "Dumping", which reportedly risks to trigger counter-measures on a variety of European exports, going from reputed French Wines up to certain German Industrial products, etc), was Professor Jacques Amouroux himself (ENSCP), former President of the Pierre and Marie Curie University in Paris, who knows well these issues, since, inter alia, he has also drafted earlier a landmark Report with a wide overview on all main Scientific and Technological developments and forseable prospects in Solar Energy for the French National Research Fund "ANR", while being, as usual, also very keen on RST' Economic/Social impact, (including on the need for Cheaper Solar Panels, given the still High Costs of Solar Energy as things stand until now.

+ Unleash EU's potential in Scientific Research breakthoughs and boost it further by European and International Cooperation was also the preference of EMRS' President, Rodrigo Martins from Portugal, speaking later today to "EuroFora" : Some have even claimed that, by developing Fundamental Research, we could gather, in the Future, Audio and other Vibrations emanating from Earth towards the Space, and turn it into a kind of Energy, and various ideas remain yet to be explored on Renewables, including Solar : So, for Europe, it's indeed much better to focus its Exports rather on creating "Gray Matter", innovative assets, instead of sticking, at any price, to some already known Industrial products, which could be fabricated with less costs elsewhere, f.ex. Solar Panels in China. To "EuroFora"s Question if he's sure that enough of such RST Breakthroughs in the domain of Solar Energy are really expected Today, so that EU could approximately estimate its gains and losses in the foreseable Future, if it decided to drop Production of "classic", nowadays Solar Panels, from the Focus of its attention, in order to concentrate it on creating, instead, exportable High-Tech. RST Innovations in Solar as well as other Renewable Energy Sources, EMRS' President Martins, while carefulyt advising to contact also an EMRS member Scientist known to be more specialized in that precise area, nevertheless, firmly and optimistically withhold his above mentioned overall apparaisal, particularly from a point of view of EU's aim to progressively pass from production of objects, to creation of innovative ideas, applied also on RES and Global Trade matters.

- Even if "this is also a Political Issue", on a specific area (Solar Panels and other EU products in the Wider Context of EU - China Trade relations), in which I'm not legally competent to take position officially, nevertheless, what is sure is that, as a matter of General Principle,today's EU Policy, including, f.ex., with the new EU MultiAnnual Framework programme "Horizon 2020" Program, etc, , is to support Europe's voluntary Transition from a classical Industrial Production to an Innovative Knowledge creation Society, considerd able to become, comparatively, much more Competitive in a Globalized World, confirmed to "EuroFora" EU Commission's representative, Research Programme Officer, from the Research and Innovation DG, focused particularly on Materials' Research and Innovation, Marcin Sadowski.

Enterprises, etc., which gave a Wide overview of various concrete, and currently on-going Projects in Innovative Materials' Researcb and Development in Europe for a Spectacularly large Spectrum of potential Applications, (f.ex. from "BioMaterials for Tissue repair/regeneration", Breast Cancer Diagnosis, Industrial Products or Process, Critical Raw Materials' substitution, Post-Silicon Electronics, Car Industry, Renewable Energy by captured CO2, etc), as well as of various growing efforts to Network, Classify, Assess and help InterConnect or Coordinate all currently unfolding Projects on Innovative Materials throughout all the EU, due to provide also an overall view of Europe's RST Potential in that domain.

- "The Good News is that Innovative Materials exist almost Everywhere" in European RST and Products. - But "the Bad News", is that they are distinctly Visible almost Nowhere !", characteristically resumed, on this occasion, the competent EU Commission's Senior Officer, pointing to the fact that almost All Modern Products use New Materials created by RST, but Consumers and the Large Public, even most Politicians, aren't but only rarely aware of that, mainly since the Publicity, the Look and the way to Use many Commercial Products focus on totaly Other, Different points of view, (f.ex. on the Rapidity of a new SmartPhone, but not on the Innovative Materials which help to achieve that result, etc).

+ This double point of view was artfully and majestically illustrated, at a special ...Music Concerto in Strasbourg's Cathedral at the Beginning of this week, (co-organized in order to celebrate a Double : Scientific and Humanistic Anniversary, 30 Yeatrs since EMRS' establishement and a Century since the construction of a Welfare Hospital in Africa by Nobel-prize winner Doctor Albert Schweitzer), where German Scientist from Dresden, Wolfgang Skopura, artfully played several Musical pieces composed in 16 European Countries during more than 8 Centuries, with an Historic Organ of Silbermann, (who made his last Masterpiece at Dresden's Hofkirche, when he died on 1753), stressing the generally unknown fact that the main idea of Organs "was basically invented by ... Greek engineer Ktesibos at Alexandria about 246 BC", while in 757 AC, "after visitors from Byzantium Emperor's court brought a small organ to the Franconian king’s court", giving a "tremendous .. Impulse to the development of other keyboard instruments", later-on, "Organists" of the 15th-16th Century managed to convince Church Officials that its "spectacular" sound symbolized "the Battle between God and the Evil", triggering an astonishingly Fast, Europe-wide spread of the meanwhile Renovated Instrument from Spain to Poland, etc... As for the Practical point of view, Skopura presented during EMRS' 2013 Conference his RST work at Dresden University in repairing and restoring valuable, Historic Artpieces as Silbermann's and other Organs by special, Innovative treatments able to protect Steel from Corrosion, etc.

- Is it also for such a Symbolic, Historical Inspiration that, recently, a brand-new "STIMULATE" Project for pan-European Media publications on "Advanced Materials"' for the General Public, was entrusted to ...Greek young Scientist Konstantinos Giannakopoulos, who briefly presented his Draft Plan at the Conclusion of EMPRS' 2013 Mega-Conference at Strasbourg's Palace of Music and Congresses (PMC) at the end of this "European Event" symposium ? At any case, Winner of an EU-wide Competition, Giannakopoulos told afterwords "EuroFora", (together with his mentor, "Democritos" MicroElectronics' Center's Research Director, Professor Argitis), that this original project aims to produce various Media Tools, including "an AV Documentary, an imaginative Game, as well as a short, Cinema-like, Fiction Film, with real Actors", due to be ready to use by EU-Media Partners a.o. in 2014.

+ But, convinced of the Vital Need, according to the Wider Problematic revealed recently by the EU - China Solar Panel issue (Comp. Supra), EMRS intends, while continuing and steping up its efforts to actively contribute into Stimulating European Research and Innovation, also to help boost International Cooperation able to boost EU's links with other Key Global Actors, as experienced and ultra-active former long-time Director of Pan-European CoE's "EurOPA-Major Hazards" Agreement, Jean-Pierre Massué, a specialist in Science and Politics' interfaces, often active also at UNO's premisses in nearby Geneva, as well as past EMRS President and current EMF vice-President, speaking to "EuroFora", pointed at the preparation of an Exceptional, "World Summit" of Top Scientists in Materials Research throughout all Strategic Partners for International Cooperation, due to take place at the Council of Europe this Autumn.

When Europeans really feel a vital need to urgently launch common replies to challenging World Crisis, as the present Financial turmoil of Global Markets, they forge new decision-making tools and new dynamics :

The 1st in History EuroZone Heads of State and Government Summit, organized in Paris at the invitation of French President, and current EU chair, Nicolas Sarkozy, with the participation of 15 national leaders and EU institutions' chairmen, partly enlarged to British Prime Minister Gordon Brown, after a highly symbolic duo with German Chancelor Angie Merkel, at General De Gaulle's birth-village, 50 Years after he welcomed there former German chancellor Adenauer (1958-2008), may have not one, but two results :

- The first, and more urgent, was to launch an "ambitious", "coherent", and "efficient" common European movement, able to stimulate "solutions" to the World Economic Crisis, as Sarkozy anounced from the outset : State Garantees (to new Bank debts up to 5 years), fresh Capital input (f.ex. by buying shares), support to distressed banks, (while also restructuring them), incite the European Central Bank to facilitate commerial bills europe-wide, etc.

"Acting swiftly", from tomorrow, national measures will quantify all these targets, with coordinated actions from all EuroZone's Governments : France, Germany, Italy and others, decided to anounce, at the same time, such concrete measures, according to agreements that we have already made all together, revealed Sarkozy at the final Press Conference, flanked by EuroZone's chairmen : EuroGroup's Jean-Claude Juncker, and Central European Bank's Jean-Claude Truchet, as well as EU Commission's Jose Baroso, to solemnly stress the will to find common European solutions.

- "United and Determined, all EuroZone's Countries will act to prove that Citizens can Trust" the Economy, Sarkozy concluded. If we attract also all EU's 27 countries, Wednesday in Brussels, then we can coordinate action with our American Friends at a Global level, he anounced.

- "With this new Toolbox, we do not want to serve Bankers, but to work for Europe and its Citizens' interests", added Juncker.

- "For the moment, we want to act urgently to regulate the Crisis. But the time will come when those responsible for this, will have to account for their actions. Yes to real Capitalism, No to Speculators. Those who abused, will face sanctions, Sarkozy warned.


Need stimulates activities which create new organs, say biologists, and Gordon Brown, compatriot of Spencer, the famous bio-Historian, would certainly not deny that, after his surprise visit to EuroZone's Summit in Paris, which attracted him one hour more than scheduled...

Decisions include also the creation of a Crisis-management European mechanism, which "requires constant Monitoring", as well as strengthening Economic policy cooperation between EuroZone's countries.

Sarkozy will be judged by History not just by the immediate Economic results, expected at the end of this week's decision-making proces at National and EU level, but also by the more far-reaching consequences at the aftermath of this Historic EuroZone 1st Summit : Will it succeed to become a precursor forging a New era in European institution's revitalization ?

Significantly, the French President sat, during discussions, between German Chancelor Merkel, and British Prime Minister Brown, facing the chairmen of EuroGroup, Juncker, ECB : Truchet, and EU Commission, Baroso, with Prime Ministers of Spain, Zapatero (a hot partisan of EuroZone's Summit) at his right side, and Italy's Berlusconi, at his left, surrounded by Austrian, Belgian, Cyprus', Finland's, Greece's, and Ireland's leaders, as well as Slovakia's, Slovenia's, Portugal's, Netherlands', Malta's and Luxembourg's leaders.

Meanwhile, those who tabled for a rift between French and German positions were faced with a smiling Merkel at De Gaulle-Adenauer's meeting place, a sunny Saturday morning, and a particularly active-looking Merkel inside the French Presidential Palace at Elysee's gardens on Sunday, (as happy few photographers discovered)..

- "De Gaulle's hilltop, at Colombey-les-2-Eglises, gave an astonishing overview to a huge landscape, entirely surrounded by splendid Nature, as far as eyes could see", said to EuroFora an obviously charmed German Journalist.
