*Strasbourg/Angelo Marcopolo/- When PanEuropean, 47 Member States' strong, CoE's Assembly, Lifted Sanctions against Russia on 2019, (Rectifying a Blunder due to 2014 Anti-European Interferences, even with Deadly "Snipers" Killing Both Policemen and Demonstrators at Maidan SQ, provoking the Fall of a Peace Deal, including Amnesty, National Unity Government, and New Elections, Agreed by All parties, under France/Germany/Poland's auspices), the News made Frontpage Headlines at "New York Times"...

    Nowadays, at EU's "Conference on the Future of Europe" (CoFoE), a Question was raised, by a mainstream Member at its Web Platform, on "Eurofora"'s Publication, there, about the Topical character of De Gaulle's "Great Europe" with Russia as a Partner, (See: https://futureu.europa.eu/processes/EUInTheWorld/f/16/proposals/169590, etc, i.e. the Latest among Our 5 Ideas proposed there). It concerns, mainly, the Concrete Ways through which this might be realized, and Here is our Answer :

The EU is too weak to push its borders to the Ural Mountains, even with the Eastern expansion of NATO.

Luckily, some former republics of the USSR are already EU members. Over time, more could join. Ukraine, Georgia, Kaliningrad, etc.?

But maybe it is easier to invite first Russians under 25 years of age to visit the EU without visas.

- Attempts for an "Eastern Expansion of NATO" would Mean return Back to the "Cold War", even "Hot" WAR, and threaten to provoke Europe's Destruction !


- For "some (more) former Republics of the USSR" to "Join" the "EU", (as Ukraine and/or Georgia, etc) that might be, perhaps, Possible, (even if Ukraine faces so big Problems after the Mess provoked by the Foreign Interventions against pro-Russian Ukranians, that it has become practicaly doubtful). At any case, it's Not the Essential point at all ...


- "Young Russians" (and, more widely : Civil Society) "Invited to Visit the EU", (f.ex. "withOut Visas", etc), would certainly be Positive and Useful, (naturaly Carefuly, with Reciprocity, interesting Projects, etc). But largely InSufficient, and too Slow (i.e. Middle/Long Term)...


=> Obviously, the Main Point is direct Big Projects, of common interest, between the EU and Russia, able to Boost Economic Development, High-Tech Innovations, Cultural and Educational Cooperation, as well as Strengthening all the European People's feeling and conscience of a Joint History, Interests, Values, and Future, in a way Stimulating Ambitious Horizons for PanEuropa in the World !


    Among many and various Mega-Projects, could be Included, f.ex. :


    * A Trans-Continental TTGV (i.e. + 600 km/h) Link, from Madrid to Vladivostok, (that China would certainly be Glad to co-Fund). It would also serve as Backbone to several Vertical TGV Corridors, all along the way. As well as Ready for Possible Future Extensions towards Africa and/or America, as the Center of a Global Network at the Horizon, (in the direction of Cape Town, from one side, and of Port Williams/Cape Horn, at the other). 


    * Create an autonomous, Manned, ReUsable SpaceCraft, to come and go into Orbital Earth, Moon, March, etc. Space Stations and/or Bases, as well as order to ReLaunch and Develop Human Space Flight, and Space Exploration. (A relevant Joint ESA-RosoCosmos Project exists since 2.000)...


    * Establish a Large PanEuropean+ "Free Trade" Area, (the Greatest in the World) from Portugal to Vladivostok, (as Merkel, Austrians, a.o. had proposed on 2013, in order to Boost Commerce all accross EU and Russia, Lifting Contradictions of the Past, as those which had been felt in Ukrania's and/or Armenia's cases, etc).


    * Remind, Realize and Develop further the main common Culture and History of the PanEuropean area, on Key matters, Shared by Both EU and Russia, is Obviously a Prime Quality "Must" :


    * Invent a Joint new Hypersonic AirPlane, successor of "Concorde" and "Typolev", for Long, mainly Trans-Continental Flights of Civilian People, (that Europeans were the Only to dispose in the Globe, until a not yet fully elucidated Deadly sabotage of Cocorde, apparently by an USA Airplane, out of Paris on 2.000). It seems that Technical Plans for that, Already exist, somewhere around AF and/or BA, as well as in Russia, waiting Political Decisions, Updates, and Finalisation.   

       
    * On the Institutional front, inter alia, the "Trilateral" (France - Germany - Russia) Top Summits, inaugurated since 1998 CoE's PanEuropean Summit in Strasbourg, by Chirac, Kohl, Yeltsin, and continued by Schroeder, Merkel, Sarkozy, Putin, Medvedev, etc, until about 2011+. (Some June 2021 difficulties for all 27 EU Member States to formaly agree for an official meeting with Russia, only showed that the Solution is at the Top, precisely as it was Since the Beginning)...


    * To Develop a Popular Consience on "Great Europe"s PanEuropean Dimension Values, History and Potential, a Cultural and Historic approach is also of Vital Importance : This obviously Includes mainly Christianism, but Tolerant to other Religions, landmark Litterature (Novels, Poetry, etc), Music and Theater, Philosophy and Science, Art and Cinema, etc., as well as Tsar Peter's famous "Quest towards the West", (dear to Vladimir Putin, himself a Petrograd native, and Speaking Deutsch), the French Architects' superb Buildings at Petrograd, the Renaissance Philosophers supported by Emperor Catherine, but Also the Succesfull "Holly Alliance" between Russia and Poland, Lithuania, Germans, Venice, French, Vatican, etc. for Liberation from Military Invasion/Occupation of Europe by the Ottoman-Turks, or the Victorious Navarino naval battle of French, Russian, and Brittish against Turks in Greece on 1828, (overshadowed by another Victory of a German Officer with Russian Troops against Ottoman Empire Turkish Invadors/Occupators near Constantinople, that had enthousiasted Marx), added to Russia's participation in the succesful Defense of Wien, followed by the Liberation of Budapest and All Hungary, etc., (without forgetting the paradox of Russia controling even ...Alaska and battling inside Oregon, against ... Mexicans, when USA had Not Yet Started to Develop its forces there), up to the Victory against NAZism at Stalingrad/Volgograd and the Liberation of Eastern Europe (1941-1945); the Conquest of Space (from Gagarin to Soyuz, etc); the Struggle against Deadly Islamist Terrorism cowardly killing Civilian People, as throughout the EU from 2015-2016+, even School-Children in Russia (incl. Chechnya, 1999-2014+) until Syria also recently, (etc).


    * Concerning the most Vital and Topical Issue Nowadays : that of the Deadly or Incapacitating Virus C0VID-19, during the Current Limitation of Most Western Countries in Only a Few, Controversial Fake-"Vaccines", (in Fact "Novel Tools" affecting the Human Genome, by Suppressing a Protein via "mRNA": Turko-USA Pfizer + Moderna, or via "Virus' vector": UK's Astrozeneca [with Chimpadji cells] + USA's Janssen), the present and future MisTrust by Many People is due to their Exceptional Precariousness (Needing 3 or 4 Shots in only One Year !), InEfficacy (Pseudo-"Vaccinated" Individuals can be Infected, and even Infect Others in the Society, Contrary to any Real Vaccine... ), Risky "Side Effects" (f.ex. may Kill via Allergy or Heart, even Young + Healthy People, and "mRNA" Fake-"Vaccine" has been Suspended for that, as "Astrozeneca" for Thrombosis, etc), Dangerous in case of Error or Abuse (f.ex. illtreating complex Proteins might have "Catastrophic" Effects [BBC], as such "Individualizable" Gene Therapy Tools [mRNA-BioNTech 2019], Marked under the Skin [MIT 2019], may Manipulate the Human Genome, with UnKnown Results, including perhaps Cancer, etc), Bypassed by many "Variants" of the Virus, (particularly those affecting its "Spike", as f.ex. the latest variant "Omicron", etc).


    => On the Contrary, "Classic" Technology Vaccines, Already Tested during 2 Centuries, as invented by Western European scientist Louis Pasteur (Strasbourg), and which constitute, even Now, the absolute Majority of finalized Projects having Reached a 3rd (Last) Phase of Tests, according to the WHO, including an Important Project concluding Nowadays in Russia, are Not so Precarious, might have Less Side-Effects, Protect Recipients and/or their Contacts from Infections or Transmissions, do Not Manipulate Human Genome, and might Not be so Affected by Virus' Variants, (since they do Not Focus only on its "Spike", But use an Entire Virus, previously "Weakened"). So that a relevant EU - Russia scientific Cooperation might, eventualy, Succeed to Invent a Good and Real Vaccine asap !


    + In Addition, Scientific Research and/or Cure by "Convalescent Plasma" Therapy (i.e. using AntiBodies Naturaly created by the Human Immunity System of ex-Patients who Recovered succesfuly, and Donated plasma - Contrary to "Monocloal AntiBodies", artificially Fabricated by Animal-Human "Chimeras" using Mouses, etc, and Too Expensive), might find Better Perspectives through a relevant EU - Russia Cooperation in the foreseable Future.


    Indeed, China First spotted the Potential of that approach, (But soon run out of Test possibilities, after its Succesful Fight against the Virus left so Few Infections in the Country, that Foreign Trials there had to Stop, while even Chinese Trials on COVID had to Search Participants in Other Continents)...  Former POTUS Trump's Health Secretary, Alex Azar, had afterwards Pointed at Convalescent Plasma as having a "Breakthrough" Potential, (even if its Scarcity Needed further Innovative Solutions in order to Hopefuly Treat all the People, some of which were Already Visible at the Horizon). But, Later-on, after "Socialist" Biden's Controversial Election, started Some Ambivalent and/or Partialy Negative Estimations, claiming about "Insufficient" Yet Studies and/or some alleged Shady Limits on the matter, (Often in curiously Doubtful Format [f.ex.: "16 Trials on 16.006 Patients"..., or "= Effects if taken in 3 Days after Infection, But Not if taken more than a Week Later" (sic !)], and/or by, comparatively, Small Groups [f.ex. from Only 21 out of 194 WHO Member Countries], composed mainly by "Experts" either InCompetent on Such Issues, or obviously Linked with an Establishment having notorious Interests into Exploiting, on the Contrary, Expensive and/or Human Genome Manipulating, Artificial Alternatives, Animal-Human "Chimeras", etc, Instead of Natural Donations])...


    => However, the Fact that EU has been Twice at the "Epicenter" of the Pandemic, this time Together with Russia, Both having had Record-High Numbers of Infected People, obviously Facilitates, more than elsewhere, the Collection of Convalescent Plasma Donations, in order to try to Save Human Lives, with, comparatively, Lower Cost and Abundant Natural Means. The Rest is a matter for Solidarity, Cooperation, Science, Invention, Technology, and Orgaisation,where the "Great Europe" could make a Good and Big Demonstration of its Potential, for the Benefit also of the whole World, particulaly in terms of Scientific Breakthroughs for Human Health !

    * At any case, last, but not least, by a Timely "Coincidence", these same Days, it was a Good Surprize to see that, in EU Parliament's recent landmark Ceremony in the Memory of Historic former President of France, Valery Giscard d'Estaign (1926-2020), the Musician chosen in order to play a wonderful piece of Brahms, at the Conclusion of that exceptional Franco-German and European Event in Strasbourg, was a Young Pianist, living in France, but of ...Russian origin : Alexandre Cantorow, (Winner of a Prize awarded at an important Tchaïkovski festival in Moscow)... A European Franco-Russian, by his Mother and Father, (with whom he has worked and played Together Many famous Musical artworks).

    The incoming Swedish EU Presidency (July-December 2009) may still remain in favour of Turkey's controversial EU bid, despite June 2009 EU Elections' results, but it has "very strong demands on Turkey"'s obligation to respect EU Rules, said the Head of Swedish Foreign Ministry's Press Service, Cecilia Julin, to "EuroFora", reacting to critical Press reports.

    - "I know (that) the link is often made also to Sweden's position on Turkey"'s controversial EU bid. Indeed, "we (Swedish EU Presidency) are very much engaged in the future membership of Turkey, but not without fullfiling all the Criteria".

    - "It's very clear that we (Swedish EU Presidecny) have very Strong Demands on Turkey, in a sort of concept for Future membership of the Union, ...which will be a Long Process...", she stressed.

    This means, in particular, "the Copenhagen Criteria (on Human Rights, Democracy and Rule of Law), and also the adaptation to the Acquis of the European Union".

     - "If you listen to what Mr. Bildt (the Swedish Foreign Minister) says on Turkey at different occasions, it's very clear : We want Turkey to become part of the Union, in the Future. But we want it to fullfil all the Criteria : The Acquis of the European Union. That's very clear", she concluded.

    The Senior Official of the Swedish Foreign Ministry was reacting to critical Press Reports, from Brussels' Journalists invited by EU Commission's secretariat to Stockholm, who claimed that Bildt was abusing of a ..."Whip" (sic !) against Cyprus, by "threatening" the presence of UNO's Peace-keeping force at the "Green line" which separates the island's Government-controlled areas from the territories occupied by Ankara's army, if Nicosia didn't accept any political solution, regardless of Turkey's demands, before the end of 2009.

        Governing AKEL Party's new Secretary General, Andros Kyprianou, reacted by declaring that no-one can threat the People of Cyprus : -"We shall decide for our Future, and nobody else",  he reportedly said, asking to "keep calm". "In order to find a Solution soon, certain basic Principles must be respected", he stressed, calling those who feel an urgency to use their influence on Turkey. Other Political Parties were more critical.

    This was a reference to recently reported statements by Turkish Minister Bagis, Prime Minister Tayip Erdogan and Turkey's National Security Council (a Military-Political body), accused to push towards a partitionist "2 States" solution, contrary to UNO SC Resolutions for Cyprus' reunification.

    December 2009 is a crucial moment for EU's appraisal of Turkey's controversial EU bid, because EU Council has decided to review then Ankara's compliance with the European position on the recognition of Cyprus' Government, which was clearly set out by an EU reply of 21 September 2005 to Turkish Prime Minister Tayip Erdogan's claims, refusing to recognize even the existence of EU Member Cyprus, in controversial statements he made to London (former EU chair) on July 29, 2005.

    EU Parliament's latest Resolution on Turkey, adopted on March 2009 in Strasbourg, warned Ankara that "the non-fulfillment of Turkey's commitments... by December 2009, may further seriously affect the process of Negotiations" with the EU.

    In practice, the issue boils down to Ankara's "embargo" against Ships and Airplanes using Cyprus' seaports or airports at the strategic EU island, which traditionaly hosts one of the World's biggest Shipping flags. EU has already "freezed" 6 relevant Chapters in EU - Turkey Negotiations since December 2006, after Ankara refused to fullfil a commitment it had undertaken when EU had decided to open controversial "accession" negotiations with Turkey, back on December 2005.

    - "As far as EU - Turkey relations are concerned, it's clear that Turkey needs to fullfil its obligation of full, non-discriminatory implementation of the additional Protocol (to "EC-Turkey Association Agreement"),  This is an important issue....and should be addresseed as soon as possible as it clearly affects the pace of the accession negotiations.Issues covered by the Declaration of September 2005 will continue to be followed up, and progress is urgently awaited", warned earlier in Strasbourg the out-going Czech EU Presidency (former vice-Prime Minister Alexander Vodra).

    But the Head of the Swedish Foreign Ministry's Press Service, Cecilia Julin, dismissed "interpretations" by "some" that Foreign Minister Carl Bildt was reportedly "threatening" Cyprus with consequences on the UNFICYP, if it doesn't accept any solution until December 2009, while Turkey is reportedly delaying in an attempt to impose a partitionist "2 States" solution.

    On the contrary, Julin, stressed that "Sweden has strong demands on Turkey'"s respect of "Copenhagen Criteria and EU Acquis".

    Meanwhile, Sweden  is "concerned" about the risk of "Stalemate" in Cyprus' Talks, but is well aware that "the main responsibilities lie with the two leaders and the UNO", Europe playing only a role of "facilitator".

    After carefully verifying, the Head of Swedish Foreign Ministry's Press Service, stressed to "EuroFora" that Bildt's reference to UNFICYP "was not linked to a Threat", and dismissed those who "interpreted" it so.

    On the contrary, the Swedish EU Presidency acknowledged the fact that Peace Talks are mainly for the UN and the leaders of the Cypriot communities, EU's role being limited into that of a "facilitator".

    As for Turkey's reported attempts to impose a "2 States' solution", the Head of the Swedish Foreign Ministry's Press Service sharply replied by stressing that Turkey must respect the "EU Acquis" rules.

    In particular :

    - "Basically he (Bildt) underlined that it's the leaders of the two communities in Cyprus and the UN that have the main responsibilities for solving the problem", started to say the Swedish Senior Official to "EuroFora", referring to the above-mentioned "briefing".

    - "But the EU had a role in sort of pointing out the benefits and facilitating a little bit the outcome for the settlement of the whole Cyprus' issue", she added.

    - "And he did state the Fact, that the rest of the World (i.e. USA, etc) will, of course, look at the differend issues which are at the table, and the future of the UN Peace keeping force is part of what is at the table", she admitted.

    - "I understand that some have interpreted that as a Threat, by the Swedish Minister" "But", in reality, "it's a statement of a Fact, that, when we'll look at the differend issues, one of the issues on which we shall have to take a stand on, is the future of the UN Peace keeping force in Cyprus".

    Indeed, one of the questions usually raised for a Solution of Cyprus' issue is what International and/or European or other Guarantees, by a Peace-keeping force, might be needed afterwards, eventually for a transitory period.

    Questioned anew by "EuroFora" whether (according to critical Press Reports) this could be taken as a veiled warning that, if Cyprus didn't accept any Turkish demand for any solution whatever, it might be left alone to face Ankara's Military Invasion/Occupation, she denied :

    - "He (Bildt) didn't say it in that way"... "It was not linked to a threat, or anything like that", the Head of the Swedish Foreign Ministry's Press Service stressed.

    On the contrary, "he (Bildt) underlined that the main responsibility lies with the parties concerned on the island". "The EU can try to facilitate and show the benefits of reaching a settlement. But also, when the EU and the rest of the World (i.e. USA) will have to look at it, they will look at all the Facts on the table, and the presence of the UN Peace-keeping force is one".

    And "he (Bildt) didn't speak about that at all", she replied to "EuroFora" question on Turkey's reported attemps to impose, in one way of another, a partitionist "2 States solution".

    Asked whether Bildt's aim was to incite both parties to move forward efficiently, she agreed :

    - In fact, "the EU is really very concerned with the Stalemate in the situation. Yes !", the Head of Sweden's Foreign Ministry's Press Service anounced. That's why Bildt "was hoping for the two parties (i.e. for Turkey's also) to engage and break, a little-bit, the present stalemate, come to a solution of the issue" of Cyprus.

    But, replying  to a "EuroFora"s question on the risk, denounced by several politicians in case of strict Time Deadlines, for Turkey to provoke a stalemate and wait for the time to come to impose a partitionist "2 States' solution", she reacted by pointing at Turkey's obligation to respect "EU Acquis" :

    - "Turkey must fullfil the EU Acquis : That's clear !", the Swedish Senior Official stressed.

    More details are expected when Swedish Prime Minister Reinfeldt will debate his Programme with new MEPs at EU Parliament's plenary mid-July in Strasbourg, that he has visited already in 2008.

    Foreign Minister Carl Bildt became familiar with Strasbourg's CoE last year, when Sweden chaired the PanEuropean organization of Human Rights. As EU chairman-in-office, he will also chair the 27-member States strong EU Group inside the 47-member States strong CoE.

    Minister for EU affairs, Cecilia Malmstrom is well known at EU Parliament, where she has been an active MEP of the Liberal Group for many years, following also Press Freedom issues.

    Both have already made various statements at "EuroFora", on differend topical matters.
