CoE Syria Rapporteur Bakoyani on Turkish Invasion (as +US react): Stop Hostilities+Protect Civilians

*Strasbourg/CoE/Angelo Marcopolo/- As USA started to react, the same CoE Rapporteur who had succesfully launched the 1st Call to Save assieged Kobane City from ISIS' Deadly Islamist Terrorists cowardly Targetting even innocent Civilians, back on 2014 (See: http://www.eurofora.net/newsflashes/news/coeforimmediateinternationalhelptosyriankurds.html, etc), Experienced former Foreign Minister Dora Bakoyanni, who has just become, this week in Strasbourg, the PanEuropean CoE Assembly's New Rapporteur on Syria, reportedly urged to Stop Hostilities, after Turkey's, much Criticized, Military Invasion in Syria's Kurdish Region at Afrin, and to Protect Civilian People.

- Declaring to be "Extremely Worried, about the Situation in Afrin", (the Syrian Kurdish Region attacked by Turkey's Military and its Proxy Armed Gangs), COE's Rapporteur on Syria urged for "No Further Escalation of Hostilities" started by Ankara's Military Invasion a few Days ago, and Stressed that "it's Important to ... Protect Civilians", as well as to have an "Humanitarian Access" to that Region, according to an Official Publication made Today (Friday) by PACE's Political Affairs Committee, and Re-Published by CoE's General Communication Service.

+ Meanwhile, Germany reportedly moved to Raise the Issue also inside NATO, (where Turkey's position has notoriously become more and more Controversial, particularly after buying Russian Anti-Air Missile System "S400", Blocking Western Politician's Access sometimes to Incirlik AirBase, sometimes to their own Troops manning "PATRIOT" Anti-Missile Systems lended to Turkey, Spying and/or Bullying NATO Member States on alleged Dissidents living in Europe, and now Attacking the International Coalition's Best local Allies against ISIL's Islamist Terrorists, etc).

 

 Earlier this week, French President Macron, "expressed ... his Concern, following the Turkish Military Intervention launched on Saturday in Afrin's area", said an Official Press Comuniqué published by Elysée Palace in Paris. In particular, Macron reminded the Need to ":


 - "Fight, as a matter of Priority, against ISIS, and All the Jihadist Forces present",


- "Ensure, for Civilian Populations the indispensable Humanitarian conditions"


- "Facilitate the on the spot conditions for a Sustainable Political Solution"

- USA has also Denounced the Fact that Turkey's Military Invasion of Syria's Kurdish Region obviously risks to "Distract" attention from the recent Focus on totally Defeating ISIL's Deadly Islamist Terrorists :

- "“The Violence in Afrin Disrupts what was a relatively Stable Area in Syria, and Distracts from the International effort to Defeat ISIS", U.S. Defense Secretary, Jim Mattis, denounced.


- Therefore, Mattis "Urge(d) Turkey to exercice Restraint", Both "in the Miitary Action", "and" on the provocative "Rhetoric", (which, according to an "AP"'s "FactCheck", contains several UnTrue claims, which are Grossly Fake : F.ex. that "ISIS" would exist at Afrin's area, that Syrian Kurds would have "Attacked" Turkey : Both False, and so on)...


=> So that New US President Don Trump has just "expressed Concern about Destructive and False Rhetoric coming from Turkey", as an Official "White House" Press Readout revealed.


- US President Trump also "relayed (to Turkey's Erdogan) Concerns that Escalating Violence in Afrin, Syria, Risks UnderCutting our ... Goals in Syria : "All parties" "Must Focus ... on .. . Achieving the Lasting Defeat of ISIS" instead, the White House pointed out.


>>>That's why, the American President "Urged Turkey to DeEscalate, LImit its Military Actions, and Avoid Civilian Casualties", as well as "Increases to Displaced persons and Refugees".


Significantly, the "White House" listed what U.S. considers as "Terrorism" in that area, citting "ISIS, Al-Quaida, PKK and Iranian-sponsored Terrorism", but clearly Ommitting even to mention here, the Syrian Kurds of YPG, (who have Never Attacked Turkey until now, as an "AP FactCheck" reminded in parallel).


+ Moreover, Don Trump also "Urged Turkey to exercice Caution, and to Avoid any actions that might Risk Conflict between Turkish and American Forces" (sic !) in Syria's Kurdish region, (particularly after Erdogan threatened to Extend Turkey's Military Invasion even to adjacent areas, where U.S.A. Defense Officers are present)...

+ Mainstream North American NewsAgency "Bloomberg" has just published a Strong Criticism of the current Risk to "Betray" USA's recently proven "Best Allies" in that Strategic area, i.e. the Syrian Kurds, with Consequence for the USA to Never Find any Other new Ally, ready to fight efficiently, anywhere else in the World, at the foreseable Future...

++ The Syrian Kurds have also, reportedly, launched a call for the Country's National Government in Damas, to Join Forces in order to Defend Syria's Territorial Integrity from the Turkish Military Invasion which pushes also some "Proxy" Armed Gangs opposed to Damas.


+++ Earlier this week in Strasbourg, PanEuropean COE's Parliamentary Assembly (PACE)'s Bureau, backed by at least the 4 Biggest Political Groups of MEPs, (the ChristianDemocrats/EPP, the Socialists, the Liberals, and the EuroLeft, etc), openly Supported a series of proposals asking Turkey to "immediately Stop" its Military Intervention, calling for a relevant UN SC Resolution, Measures to Save Civilian Peoples' Lives and care for new Refugees provoked by Ankara's troops invasion, as well as to Seek Peaceful Political Solutions, (See : ....).


=> The Next Meeting of CoE Assembly's Bureau will take place on March 2018 in Paris, immediately Followed by an Important PACE's "Standing Committee" subsequent Session, (which has, in principle, Equal Powers to PACE's Plenary sessions, as that which is scheduled for April 2018 in Strasbourg).


Both Moves will be Preceded by an Earlier Meeting of PACE's Political Affairs Committee, also in Paris, due to be Chaired by its Newly Elected President, the Experienced Dutch MEP Ria Oomen-Ruijten, from the Same ChristianDemocrat/EPP Political Group as PACE's New Rapporteur on Syria, mainstream MEP Dora Bakoyanis, (who, as Rapporteur, can Follow relevant developments and make Urgent Statements on her Mandate, whenever Necessary).

 

 +Meanwhile, the mainly Turkey-controlled "Opposition" in Syria, has just Refused to go to Sochi (Russia) for an Important Meeting on the Peace process in Syria.

Until now, that Meeting had been Interpreted as a Concession by Turkey to Russia, speculating that, in exchange, Moscow might have accepted to Close its Eyes on Ankara's eventual Military Intervention against Syrian Kurds.

But, Today, after that blunt Refusal, Russia has no more reasons for closing its eyee on Turkey's selfish wrongdoings, no more...

After the cowardly Killing of 2 Russian Pilots, stubbed behind the back while Fighting against ISIL's Islamist Terrorism at the Turkish-Syrian Borders near Afrin, (followed even by the Brutal Murder of the Russian Ambassador to Ankara, by a Turkish "Guard"), now it's also the Syrian Kurds, who had Dared Fight a Hard but Succesful  Struggle against ISIL's Deadly Islamist Terrorism, who are Stubbed behind the back by the Turkish Military and its Proxies... 

I.e. the Same who had notoriously profited from several Years of various illegal Trafficks to and from ISIL Terrorists, (f.ex. Jihadists, Arms, Oil/Gas, stolen Cultural Goods, etc), always in Total Impunity !

  Ten Years of ECHR : 1998 - 2008 show need of Revival in 2009-2010 coinciding with 2009 EU Election
   

A threefold, coordinated move by new Top French Political actors in the 2009 EU Parliament Elections, expressed in Strasbourg a will to boost Europe's Political dimension close to Citizens' concerns, going from protection of Economy to defence of Human Rights.    

The move met an exceptional ECHR's call for a "revival" of Human Rights' protection mechanism', in a Mega-Conference, early 2010.   

Obviously focusing on June 2009 Elections to EU Parliament, it involved from the outset the recently nominated "dual" Head of French Governing Party (UMP)  Michel BARNIER and Rachida DATI :

     - "As President Sarkozy has clearly said, we (France) are in favor of a Strong, Sovereign and Independent, Political Europe, which protects its Citizens, and not for a large Super-Market, nor for a Europe under influence",

    "This goes for everything, including Energy", added to "EuroFora" the experienced former EU Commissioner, Minister of Foreign affairs, currently of Agriculture and Sarkozy's new pick as Leader of the Governing party UMP to EU 2009 Election, Michel BARNIER                                              .                             

  - Human Rights are important because they are at the Heart of the Political Europe that we aspire for : I.e. a Europe able to act and protect its Citizens, stressed also the New French Minister for European affairs, Bruno LE MAIRE, while meeting Strasbourg's Journalists at his first visit to the CoE.

This is one of the main interests for CoE, which is also a natural place for cooperation between EU countries and Russia or Turkey, which was recently helpful at the Middle East crisis, he added.

The move gained momentum with French Minister of Justice, Rachida Dati's main observations at ECHR's 5Oth Anniversary :   

- "While we are seeking Europe's Borders and Identity, you (ECHR) remind us also of its Values", Human Rights, Dati noted.   

Citizens seek more and more often ECHR's help, and the tempo accelerates, Europa awaits a symbol, while national legal orders are not freezed   

And she expressed "support" to ECHR President Jean-Paul Costa's call to satisfy the vital need to revigorate the PanEuropean Court by deciding big changes at a High-Level Conference open to a large audience, a kind of "Etats Generaux" of Human Rights, at the beginning of 2010.

It's not so much the recently growing number of applications for Russia or Ukraine etc, which seems to be Costa's main concern : In fact, the cases declared "admissible" are much fewer...    

But rather the persistent violations of Human Rights, sometimes very grave (ie. murders, torture, abritrary deprivation of liberty, oppression of freedom of speech, destructions of homes/properties, etc), despite numerous, repeated condemnations by ECHR. So that CoE's Ministers, due to "supervise execution" of ECHR's judgements, are overloaded.   

F.ex. most Media noted that Turkey still remains, even in 2008, the 1st among 47 CoE member States in the number of condemnations by ECHR :  257, compared to 233 for Russia, with a population more than the double..    

The problem is that it's not the 1st time at all : During all the last Decade 1998-2008, Turkey was condemned by ECHR much more than any other State, and for particularly grave violations :   

- 1.652 condemnations, compared to 605 for Russia, 548 for Poland, 494 for France, 476 for Ukraine, etc.   

Italy's second place with 1.394 condemnations is a misleading false appearance : In fact, most of them (999) concern mere "procedural delays" in national courts. Same for France.   

On the contrary, Turkey was condemned 180 times for Killings, 192 times for Torture or Inhuman/Degrading treatments, 340 times for arbitrary deprivation of Liberty, 528 times for "Unfair trial", and 169 times for oppression of Freedom of speech, (etc). And the latest, 2008 numbers, indicate no change in this trend, (See supra).   

The current Spanish CoE Presidency (November 2008 - May 2009) has made of the implementation of ECHR's judgements its 1st Priority.   

ECHR's President, Jean-Paul Costa, stressed in its 2009 Annual Press Conference, CoE Member States' obligation to implement the judgements, according to Article 46 of the European Convention on Human Rights.   

Moreover, if CoE's Committee of Ministers delays to ensure implementation, then, the repetition of violations in similar cases provokes a multiplication of complaints tabled to the Court, which overload the mecanism for the protection of Human Rights, denounced Costa.          

A series of Debates on "the situation of Human Rights in Europe", focusing on the "need to fight against Impunity" of perpetrators of grave crimes, is  currently prepared by CoE's Parliamentary Assembly for the session of June 2009.  

The final Timing comes shortly AFTER the EU Elections, but the main Reports should have been adopted before.

Meanwhile, French President Sarkozy and German Chancelor Merkel's recent call "for a Political Europe" in 2009 EU Elections (See earlier "correspondence from Paris, Elysee Palace), seems more and more endorsed also by other EU Countries' Top MEPs :

Thus, f.ex., EU Parliament's 1st vice-President, Greek MEP Mrs Rodi KRATSA, speaking to "EuroFora", agreed that 2009 EU Election would be a "naturally good" opportunity to debate what really interests EU Citizens : "The Future of a Political Europe, able to face the Economic Crisis, with a Culture and identity which attracts the People"
