EU Commissioner Barnier: States for Space program GMES but freeze EU Budget=>Drop equal Turkey cost?

 *Strasbourg/EU Parliament/Angelo Marcopolo/- EU political leaders and EU Citizens will soon have to decide what is more important : Boost EU's Safety vis a vis rapidly growing Extreme Weather Events and other Natural or Man-made Catastrophes, as well as help to keep a Healthy Environment, by developing HighTech Space programs as GMES, ("Global Monitoring for Environment and Security"), or stubornly persist to fund the currently stalled EU - Turkey negotiations related to Ankara's controversial and unpopular EU bid ?  


Both EU programs cost almost the same, but EU Financial Perspectives for 2014-2020 couldn't fund both at the same time, particularly when several EU Member States, even if they want to keep GMES, but also to "freeze" EU's Budgets, so that they oblige to seek Economies elsewhere, as revealed an interesting Debate between experienced EU Commissioner Michel Barnier (former Foreign Minister of France), and critical MEPs from all EU Parliament's political Groups who strongly supported a Resolution in favour of GMES.

EU Parliament's Debate confirmed MEPs' recent Concerns (See "EuroFora"s Jan. 2012 NewsReport ) that GMES is currently threatened by EU Funds Reduction demands at the Highest Political level, unless equivalent Economies are made elsewhere, (f.ex. by skiping the scandalously equal costs spend for... Both for GMES, as for Turkey, EU gives, each year, some 800 to 900 Millions €, revealed "EuroFora"s questions and EU Parliament's Rapporteurs' replies during a key Press Conference by the "Sky and Space" InterGroup, of various Political parties, last January 2012 in Strasbourg.

    => At any case, a quasi-Unanimous EU Parliament voted, today, a strong Resolution clearly "calling .. on the (EU) Commission to speedily table a legislative proposal for the long‑term governance, funding and operation of the GMES programme, financed under the MFF (Multi-Annual Fnancial Perspective), with the aim of securing the proper deployment and operation of the programme and achieving its objective of being fully operational as from 2014".

    + Meanwhile, moreover, at least "8" EU Member States recently expressed their will to keep GMES High-Tech Space program, revealed Barnier speaking at EU Parliament's Plenary in reply to many MEPs' support for GMES, from almost all Political Groups and various Countries.


    - But, "some" among there States are also wishing to restrict EU Budgets during the forthcoming years : A fact revealing a big contradiction, unless this is compensated by Economies on EU Funds of equivalent volume, previously affected to other, differend purposes. (As, f.ex. those which curiously continue to be spend, even during the current Global Financial Crisis, for Turkey's controversial and unpopular EU bid, which are of a surprisingly similar amount, as "EuroFora"s earlier NewsReport of Jan. 2012 revealed).


    => All this raises "a Major Issue", which is due to be "soon discussed", also inside EU Council and EU Commission, probably from March or April 2012, concluded Michel Barnier, clearly indicating that an crucial, concrete Debate for EU's Future is just Starting.


    The strategic choices due to be made in this regard are almost certainly due to be discussed, meanwhile, also among the PanEuropean and International Community of various stakeholders from Academia, Research Labos, Experts, Businesses, Government Officials, Journalists, etc., in at least 2 consecutive Mega-gathering : First in Strasbourg's International Space University's annual Conference next week, an independent and global brain-storming debate of key-experts, dedicated this year on "Sustainable" space activities, and, later-on, in a "SpaceEU" event, organized mainly by EU Commission, at the eve of the forthcoming EU Summit in Brussels, at the end of this Month.


    Both "ISU" and "SpaceEU" international gatherings might be taken into consideration during the 1 to 2 March 2012 EU Heads of State/Government Summit, since it will be largely dedicated to "Growth" issues, mainly by augmenting EU's "Competitiveness", thanks, precisely, to more and better Research and Innovation, and given also the fact that it comes just after the latest Franco-German Inter-Governemental Summit, earlier this Month in Paris, where President Sarkozy and Chancellor Merkel have just decided to boost a joint initiative for the development of "Propulsion" technologies in order to safegfuard Europe's capacity for Autonomous "Access" to Space.

Europe brings Development dynamics at Global Crisis' Summit debates

    Thanks also to EU Parliament Plenary's Strasbourg gathering, EU, during the French EU Presidency, managed to integrate the Development issues at Top Debates on the World Summit against the Economic Crisis  :

    For the 1st time, it's at the same moment with the Wahington G-20 Summit that EU Commissioner Louis Michel co-organizes here with the French EU Presidency parallel mega-events for the "European Development Days", starting from this Week-End and concluding at the eve of a landmark debate in EU Parliament, next Tuesday, on the outcome and follow-up of the Wash.DC Summit.

    EU and its Member Countries are the biggest donor for UNO's Millenium Development goals, with 56%, but the 27 are currently struggling to develop a collective leadership in Economic and social matters, that the 15 of EuroGroup (together with the UK and other countries interested to be usefully associated) are starting to spearhead, after the initial success of the 1st EuroZone Heads of State and Government Summit, of October 12 in Paris, according to a New Repport by MEPs Pervench Beres and Werner Langen on the 10 Years of EuroZone (1999-2009) debated Monday and voted on Tuesday.

    EU, CoE and World personalities will interact here with Heads of State or Government from Tanzania (African Union chair), Burkina Faso (CEDEAO + UEMOA chair), Zimbabwe (MDC chair), Madagascar, Haiti, Mali, Benin, etc, and some 3000 participants from the Economy, Civil Society, Media, Experts, etc, while the City of Strasbourg adds various related Citizen-events.

    Opened by French Secretary of State Alain Joyandet on November 15, and followed by a video-contact with EU Commission President Jose Baroso on the Washington Summit Sunday, the EDD are concluded by Foreign Minister Bernard Kouchner on Monday, while their main concerns cannot be ignored in the Debate that EU Parliament will hold on Tuesday, (followed by a Resolution on Wednesday), jointly on the G-20 Washington Summit and on EU Commission's work program for 2009.

    A practical opportunity for EU to reflect where it's better to spend EU Citizens' money...

    The move is prolonged in several Paris' meetings of EU chair, French President Nicolas Sarkozy with African Heads of State leading regional Organizations, as from Tanzania (A.U. Chair), Burkina Faso (chair of Economic African organizations), Togo, etc, (in parallel with a Ministerial EU - African Union conference in Ethiopia, followed by a visit to Tchad), logically concluded by a meeting with Robert Zoellic President of the World Bank.

    Many have already warned that an eventual aggravation of Development's Gap accross the World might become much more dangerous to Global Economy, Security, Values and Quality of Life, than Global Warming and/or other, even more serious challenges...

    Will they find an innovative and voluntarist way to really deal with the Development Gap, which might also contribute to help face the Economic Crisis ?
