Strasbourg MEP Sander to Eurofora : EU Citizens' Voice must be Heard here before Final Decisions

*Strasbourg/EU Parliament/Angelo Marcopolo/- The main points of "Eurofora"s project were more or less Endorsed by mainstream Young Strasbourg's MEP Anne Sander, a ChristianDemocrat/EPP recently Elected politician from France, who has created a "Pierre Pflimlin" Working Group of MEPs (named after the former EU Parliament's President, f. French Prime Minister and Long-time Mayor of Strasbourg) due to promote the European Idea and Values through the EU/COE Institutions Based here, with their overall Specific characteristics, marked Both by History and, in fact, a functional Coherence, despite their apparent diversity, as they have been established during the last 60 - 65 Years or so.


She was Replying to a relevant Question that "Eurofora" co-Founder had raised, during a Meeting organized on the sidelines of this October 1st, Plenary Session of EU Parliament, with the participation also of several Other MEPs, both from Brussels and Strasbourg or elsewhere, CoE Officials, Expêrts, Universitarians, Journalists, Activists, NGO representatives, etc., actively supporting a Democratic European Integration, including, particularly, by EU Parliament's full Week Plenary Sessions here, in the Best and more Efficient, as well as EU Citizens' Friendly Conditions possible.

- "Eurofora", (evoking "the PolyPhonic Music" of Strasbourg, already highlighted at our "Europe in the World" 1997 collective Project, Signed then by a Group among the Most Experienced European Journalists, from Germany, France, the UK, Spain, Greece, etc, with an Universitarian, a US-Headquartered Reporters' Network, etc, that EU Commission accepted Officialy to Examine in the framework of "ESPRIT" Program for Innovative Social Uses of Modern Communication Technologies, as well as the subsequent "Eurofora" project of 2006-2007 etc), pointed at the Fact that both EU Parliament and CoE's Assembly (via MEPs' Debates during a whole Week), as well as ECHR (via Hearings and/or Written Submissions by the Parties, etc), and even EU Ombudsperson (via Lisbon Treaty's "Good Administration" and "Charter of Fundamental Rights", etc), Focus on Pluralistic Public Debates before European Institutions take Decisions which affect EU Citizens' lives and/or Society at large, while, on the Contrary, Brussels' overall ambiance Focuses much more on Decisions taken f.ex. by EU Commission and/or EU Council (eventualy via Exchanges of Views in Camera, Behind Closed Doors) and afterwards Announced to the People.

Therefore, we Asked MEP Sander if she found that such a Distinguo expressed well enough "Strasbourg's Europe", or not.

- EU Parliament reaches and Votes Final Decisions in Strasbourg, underlined Anne Sander in reply to the avove mentioned "Eurofora"s Question.


 - And it's also here that European People's Voices must be Heard, she voluntaristically added, (i.e. almost entirely Encording, in fact, "Eurofora"s above mentioned, Sketchy Description, even without necessarilly saying that Explicitly).


+ Particularly Now, in order to Succeed in relaunching the European Project after the June 2016 "BREXIT" Referendum in the UK, Doubled by a recent Spread of various "Euro-Sceptic" Groups accross the Continent, EU Citizens must be Associated, in an Adequate Way, and become Aware of main EU Activities, MEP Anne Sander also stressed, speaking to "Eurofora" at en Earlier event.


In this regard, among various other Topical "Hot" Issues, she has, f.ex., Strongly supported the Majority of French People's notorious Refusal to Accept the Controversial and UnPopular Turkey's EU bid (Earlier Rejected by 3 Referenda : in France, the Netherlands and Ireland, between 2005-2007, a move which was clearly Confirmed also in the 2009 EU Elections, after a Joint Move by German Chancellor Angie Merkel, and former French ¨President Nicolas Sarkozy from the Beginning of that Electoral Campaign, symbolicaly Launched at Berlin), as well as a more Recent Ankara attempt to Blackmail the EU, via an Unprecedented Massive Influx of 1,5 Million of Asylum Seekers/irregular Migrants Smuggled through Turkey between 2015/2016, Seeking to Impose an even More UnPopular "VISA-Free" Status for 80 Millions of Turks to Enter and Stay inside the EU up to 6 Months Each Year, which is also quite, if not, even more UnPopular, in addition, among Most EU Parliament's MEPs, particularly as long as Turkey has not yet fulfilled the required Conditions, (including Respect for Freedom of Expression and Media), as several Recent Debates and/or Votes have shown in the Middle of 2016.


But she appeared, at least for the Time Being, rarther Concerned about an alleged "Risk" for the EU to remain even longer "Hostage of Turkey" (according to the Expression initialy used by a Polish Media and afterwards Endorsed even by the ChristianDemocrat/EPP President Joseph Daul in a recent Speech at Strasbourg's University on March 2016 : See ....), as far as a Controversial EU - Ankara Deal on the Mass Migrants' Crisis is concerned, (that Turkey notoriously Threatens to Block if the EU doesn't Back Down on its "Visa-Free" Demand). Despite the Fact that, meanwhile, more than 5 or 6 European Countries, (both EU Members and Western Balkans' 3rd States, f.ex. FYROM, Serbia, Croatia,  Slovenia, Austria, Hungary, Slovakia, Czech Repubic, etc), have notoriously Succeeded to Sharply Cut, and continuously Diminish, the Influx of Massive irregular Migrants/Asulym Seekers "Tsunami" which had started in Turkey, between August and February 2016, i.e., already, shortly Before a Controversial and UnPopular EU - Turkey Deal, (which Started to Enter into Force around May 2016 : Comp. Technical Details - Original "Eurofora"'s Analysis at : ...).

 

+ Meanwhle, independently of all that, Moreover, "after the BREXIT Referendum" (for UK's departure from the EU), naturaly, European Integration's Center of Gravity, has moved much More towards the Franco-German couple at its core", the Young mainstream MEP from Strasbourg's Borderline area, between France, Germany and Switzerland, added Today.

Anne Sander, Daughter of an important personality in the French Agricultural Movement, had worked for several Years as a Personal Assistant of the Experienced, Long-Time former ChristianDemocrat/EPP Group President Joseph Daul in EU Parliament, particularly as far as the Strasbourg area is concerned, during which she got also a PhD. Thesis of the New system in France, before being Elected, for the 1st Time, as a MEP, at the Latest, May 2014 European Elections, while Daul had, in the meantime, been Elected in Brussels, since Autumn 2013, (and afterwards Brilliantly Re-Elected in a landmark Congress at Dublin, Ireland, on 2014, confirmed on 2015 in Madrid, Spain) as New Head of all ChristianDemocrat/EPP political Parties accross Europe.                                                                                                                                                                                                                                                                                                                                                                    


She was among those who Welcomed former President of France, and currently New Head of main Opposition Party "the Republicans", Nicolas Sarkozy, when he came Recently at Strasbourg's area  for a Speech and the signing of a New Book, Earlier this Month, on October 2016, for the Primaries to the forthcoming, April - May 2017 crucial French Presidential Election, (Comp., f.ex., "Eurofora"s NewsReports from these 2 Events, at ... +...).

ECHR's President to "EuroFora" on Journalists Gongadze and Adali murders : Principles must apply to all States, without discrimination.

 European Court of Human Rights' President, Jean-Paul Costa, questioned by "EuroFora" on Journalists' murders, as in Gongadze and Adali's cases etc., strongly stressed all CoE Member States' obligation to make efficient Investigations to find and punish those responsible, and underlined that ECHR's case-law's principles must apply to all without any discrimination.

His call was clearly supported by various Top MEPs who denounced a risk of "Double Standards" if some Journalists' murders are investigated, while others don't.

To avoid such risks, CoE's Parliamentary Assembly adopted a Resolution, on the occasion of Ukranian Journalist Gongadze's murder, "stressing", as a matter of general Principle, "the importance it attaches to the safety of Journalists and political activists, especially those linked to opposition groups, in ALL member states of the CoE". All "crimes against journalists and political activists must be investigated ... as a matter of priority, without political interference".

Costa was replying to "EuroFora"s question on the fact that, after CoE's Committee of Ministers, also CoE's Assembly had just adopted a Resolution on Gongadze murder case, based on an ECHR's judgement of 2005, asking a full Investigation from Ukraine, who has found and condemned  in 10 years of jail 2 executants, but not yet the instigators.

While nothing similar was yet done for dissident Turkish Cypriot Kutlu Adali's murder, with 5 bullets shot at his head out of his Family's home in the territories of Cyprus occupied by Ankara's army, despite another ECHR's judgement of the same year 2005, and despite Turkey's claim that nobody was found among those responsible for the murder, and that there was nothing more to do..

In order to be credible and efficient, CoE's mechanisms shouldn't find a way to at least ask for full investigations of all Journalists' murders anywhere they might be committed, without exceptions ?

- "On the larger question that you raised, I'd like to say, since we are in a period of stock-taking on ECHR's 50 Years, that the Court's case-law developed certain concepts ....such as the Positive obligations of States, part of which are also the procedural obligations", started to reply ECHR's President.

 - "Whenever Journalists, Lawyers, Defenders of Human Rights, or even simple Citizens are murdered, the States are held responsible, not only if its their own security forces' agents who committed these murders, but also if they didn't make sufficiently substantial and efficient Investigations", he stressed.

- "I want to strongly underline that we (ECHR) have found in many cases numerous violations of Articles 2 and 3 against States, ....(about) murders or torture, ...because they didn't make enough Investigations in order to try to find and punish those responsible".

- "We (ECHR) do that vis-a-vis all 47 (CoE) Member States, without any discrimination".

"Naturally, the circumstances in each particular case may be differend, and we can't ommit to apply the rules of proof, or the rules of criminal procedure".

"But we try, by all means, to apply these principles of our case-law, to all States", he concluded.

      Costa's call was strongly supported by several Top CoE MEPs, from various Political areas


- "To investigate the murder of one Journalist, and not of another, looks like Double Standards", denounced the President of EuroLeft Group in CoE's Assembly, Dutch MEP Tiny Cox.  

- "What is the reason ? Politics or specificity of a case ? Of course, if Cyprus and Turkey are involved, it's always a Political case"..

- "Murders of Journalists should always be fully investigated, because killing Journalists is not only killing persons, but also killing Free Press".  "We (CoE's Assembly) should do our outmost to help People who are working on Free Press and they are under threat or murdered".

Because for Free Politics, Free Press is a pre-requisitive : Parliamentarians  cannot  function without a Free Press. Not investigating, is not protecting ourselves".

So we should investigate all Journalists' murders : We are talking about Gongadze, about the Cypriot man (Adali), about the Journalist murdered in Moscow one week ago, etc", Cox concluded

- "CoE can' look at these cases differently. CoE can't wear Blinckers  !".
- "If the one is investigated, so has to be also the other. Why there wasn't full investigation ? Why's that ?", wondered British  Socialist MEP, Alan Meale.

- "A good idea" would be to "make a Motion for Resolution", and "join all Journalists' murders. Adali and Gongadze etc", said to "EuroFora" EU Parliament Political affairs Committee's President, Goran Lindbland, ChristianDemocrat MEP from Sweden.

ECHR's Statistics on Freedom of Expression :


    Almost Half of condemnations by ECHR for violations of Freedom of Expression in 2008, concern Turkey : 20 out of a total of 48 for all CoE's Member States.

    Russia, Poland, France and Moldova were condemned only 3 times. Romania, Greece, Portugal, 2 times, and the other CoE Member States only 1 time, or none.

    During the last Decade : 1998 - 2008, Turkey was condemned for violating Freedom of Expression in ..169 cases, while Austria only in 24.

    France and Moldova in 14 and 13, respectively, closely followed by Russia and Poland with 11 and 10, respectively. The rest of CoE Member States had less than ten condemnations.    
    

Polls

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
