France intends to recognise "Blank" Votes as a way to express EU Citizens' protest, officially in an attempt to incite more People to participate in the forthcoming EU Elections, instead of abstaining.

Until now, Blank votes were assimilated to Non-void votes. But if they had been considered as equivalent to duly expressed votes, then, f.ex. French President Hollande would not have been declared elected on 2012, since nobody among the 2 frontrunners : neither him nor Sarkozy, hadn't received yet more than 50%, since they faced an almost 6% of "Blank" (alias "White") votes, mainly from National Front's Rightists.

See f.ex. : http://www.lefigaro.fr/politique/2014/02/13/01002-20140213ARTFIG00177-ce-que-la-reconnaissance-du-vote-blanc-va-changer.php
