ECB practically waits German Constitutional Court's verdict on FSF/€uroArea Treaty, scheduled for mid-September at nearby Karlsruhe, but meanwhile, the Frankfurt body starts preparing possible Novel Market action on Bonds, while also keeping its Bank re-financing Interest Rates at the recent low level.

To put it in a nutshell, that's the main substance of ECB's President Draghi's official anouncement (of a collective decision by ECB's Governing Council), and his subsequent Replies to Press Questions.
