Russia seems currently targeted by an astonishing Series of Exceptional or even Unprecedented Deadly Incidents, practically Equivalent to eventual Attempt to Destabilize this Strategic EU Partner :

Almost simltaneously, and in addition to a Bomb against a Christian Church visited by new Patriach Cyril, which killed an Old Woman, etc., a Mass Class Violently opposed 2 Groups of People at Dagestan, (North Caucasus), provoking several Killings, while, at the same time, Moscow and other parts of the Country are facing Record High Heatwave Temperatures, never seen before in Russia's known History, which have just eased Deadly Fires' spreading at other Cities, Destroying many Forests, Homes etc, and killing more than 28 innocent People...

Considering similar; Deadly, Extreme Weather Phenomena in recent years, at key Dates, f. ex. the 2003 Heatwave in France, the 2007 Forest Fires in Greecen, (as well as even Katrina Giant Storm in the U.S. back on 2005), etc., PanEuropean and International Solidarity should play, while a Scientific Investigation on the possible Real Causes of such Deadly Incidents should also be made.

> 369 New Fires in only one (1) Day !...

Quote
“As of 06:00 a.m. Moscow time on Sunday,

a total of 774 hotbeds of wildfires

on an area of 128,500 hectares have been registered in Russia,

with 369 new fires on an area of 13,500 hectares reported in the past 24 hours,” (!) ....

a spokesman for the Russian Emergencies Ministry said on Sunday.

...half of the fires have either been extinguished or contained. ....

The most difficult fire situation is in the Voronezh, Ryazan, Vladimir, Ivanovo, Moscow, Nizhny Novgorod regions,
and in the republics of Mordovia and Tatarstan.

“As of 06:00 a.m. Moscow time, there were 405 wildfires

on an overall area of 74,000 hectares in Russia’s Central and Volga Federal Districts,” he added.

“Despite complicated weather conditions,
the situation is under control thanks to preventive measures and efforts taken by the Russian Emergencies Ministry,”....

A federal crisis management centre has been operating since July 29.

It has 30,000 rescuers and 12,100 pieces of fire fighting machinery, including 18 aircraft.
More fire fighters from other the Urals and Southern Federal Districts have been sent to the Voronezh and Nizhny Novgorod regions to help local forces.

NB: World Meteo New Facts reveal RAINY CLOUDS Available around Russian Heatwave targetted areas

Interesting New Fact :

In relation to one among various possible Measures to Fight against the Unprecedented Heatwave targetting Russia, which is evoked in the relevant Eurofora Publication, i.e. to try to Act on Clouds, Rain, Fresh Air layers, etc, (either in the "Chinese", "Mechanical"  fashion , and/or by waves, rays etc. Higher above, OVER the AntiCyclonic pressure, etc - See Article - or otherwise),

The World Meteorological Otrganization has just published New Data for Today, revealing that,

despite an astonishing, Exceptionally Grave LACK of Rainy Clouds over the Russian Areas targetted by the Unprecedented Heatwave (See World Map),

nevertheless, Europe has many Rainy Clouds available, either at the EU side, West of Russia (the Biggest Conentration of Rainy Clouds), and/or inside Russia itself, at the North-Eastern surrounding areas, (where there are several Dispersed but very Big rainy clouds).

=> Could they, poerhaps, be "used", in an innovative but efficient way, to Face the Urgency ?

New Developments on World Meteo Organization's Data about Rainy Clouds which might eventually become available against the Deadly Heatwave which still hits Russia :

Compared to Yesterday's Data (See above) :

> One Day later, the Concentration of Western European Rainy Clouds close to Russia's Borders grew much More Stronger, (even if it hasn't yet, curiously, approached Russia itself, but seems Blocked, or even a little bit pushed away, Westwards)..

But it seems that a Few Dispersed, but available Rainy Clouds inside Russia itself (coming from the North and/or the Siberian East) have apparently approached a little bit Closer to the Heatwave-stricken areas.

However, Curiously, an astonishing pheniomenon at the World-wide Map is that the Russian area hit by the Heatwave is the only one on the World which doesn't seem to have yet any Rainy Clouds at all, while 2 Big Concentrations of many available Rainy Clouds continue to be Growing at Both Sides of Russia's Heatwave, Both at Western/Central Europe and at the Eastern/India-Pakistan-China areas, (which are both facing, on the Contrary, excessive Flood deadly threats !)..

I.e., the same Strange Atmospheric Phenomenon (f.ex  Anticyclonic Pressure ?) which seems to Hinder the available Rainy Clouds (at Western Europe and at Eastern Asia) to arrive at the Heatwave Area (in Central Russia), threatens to Aggravate both the Heatwave (at the Center) and the ...Floods which hit the 2 Surrounding Areas full of Clouds (f.ex. Germany etc. Westwards, and Pakistan/India/China, Eastwards).

> In other words : If a way was found to make an Efficient Action (to bring the Surrounding Rainy Clouds inside the Heatwave-stricken Central Russian Area), then, instead of having 3 Problems (1 Heatwave at the Center, and 2 Flooded areas at its Western and Eastern Sides), on the contrary, we'd have 1 SOLUTION !

Apparently, it seems that the Solution that You advised might have started to work, but .. insufficiently yet, and too slowly  :

- Indeed, according to the World Meteorological Organization, Moscow will start to have RAINY Clouds in 3 Days : from Wednesday, August 11.

Logically, it all Starts with Smolensk, at the Western side, where Rainy Clouds should arrive First, resulting into a Big Drop in Temperatures : - 8 Degrees (from 36 to 28 C.), already one Day Earlier, from Tuesday, August 10.

The Same Day, Immediately afterwards comes Brjiansk, only a step closer to the Central Area, where Heat is due to Lower - 5 Degrees (from 38 to 33 C.).

At the famous Fire-stricken district Niznij Novgorod,  located after Moscow, at its Eastern Side, Rainy Clouds arrive on the Same Day as at the Russian Capital, but ..without any Change yet on its 34 C. Temperatures, (except, perhaps, that it'expected to Stop an Earlier Trend  towardsz Growing Heat)...

Finally, in Areas located Far Away from Moscow, but closer to many Eastern Heatwave/Forest Fires, f.ex. at Orenburg, the Rainy Clouds don't arrive not even in more than 3 Days later !!!  However, even there, the Highest Temperature remains Stable (34 Degrees), whie the Lower Temperature Starts a Downward Trend, Falling from 21 to 19 and afterwards 17 C. Degrees, between August 9 and 11.

=> Nevertheless, all these Facts obviously look like a Delayed and Insufficient Evolution, (even if Slowly Evolving towards the Right Direction, at least apparently); and, therefore, more Resolute Measures seem Urgently Needed in order to ensure more Rapid and more Efficient Results !

Дождь в Москве в два дня?

почему дождливым облакам препятствуют, чтобы приблизиться к центру России?

Rain in Moscow in 2 Days ?

What still Hinders Rainy Clouds to approach  Russia's central area ?

(Based on Data of August 9)

New Developments on Weather Forecasts for 5 key Russian Cities, as shown by the World Meteorologic Organization cited by Ivan, confirm that Rain should start in Moscow in 2 Days (mainly on Wednesday).

But they curiously reveal also a strange Worsening, compared to Earlier Predictions (See above), for Many Other Russian Cities that Ivan had taken as Key Examples, both West and East of Moscow.

These, as well as many other Data, clearly stress the Need to find a way to put a Stop to the Unprecedented Atmospheric Phenomenon which (as GVK369 observed) hits Russia's Center with a Dry Heatwave, while it keeps many Rainy Clouds Flooding Neighbouring Countries, both West and East of Russia ! ...

(See below).
--------------------------
In particular :

Compared to Yesterday's (8 August), Weather Forecast Data (See above) :

- In Moscow, Today's (9 August) New Weather Forecast Data, Positively Confirm that a Rain is expected to Start on Wednesday, August 11, and even anounce that Rain would hopefully continue (even if less) also the Next Day, Thursday, August 12 !

But they also Warn of a Slight Augmentation of the Heat for + 1 C. degree more than Earlier Expected, for Tomorrow, Tuesday, 10 of August, (36, instead of 35 C degrees Maximum). However for Later, they confirm the expected Amelioration of -2 C. degrees Less (33) on Thursday, August 11.

- Nevertheless, the New Data reveal a Worsening, compared to Earlier Predictions, in all Other 4 key Cities, both at the Western and at the Eastern side of Moscow, that Ivan had taken as Strategic Examples :

* At Smolensk (West of Moscow), all the 2 Rainy Cloudy Days which had been promissed by Earlier Predictions (see above), Suddenly .. "Disappear", and, instead, a Dry Sun persists even for the Next Three Days (not only August 10 and 11, but even August 12)  !

Temperatures remain as earlier predicted (29 C.).

* At Brjansk (West of Moscow), New Data reveal - 1 Day LESS with "Rainy Clouds", than Earlier Predicted : Wednesday, August 11 becoming now "Dry" !..

But Tomorrow's, Tuesday August 1O's "Claudy Rain" is Confirmed, (even if with a Slight Worsening of + 1 C. degree more : 35 Maximum, instead of 34), and a New Promisse for another Claudy Rainy Day is anounced also for Thursday, August 12.

* East of Moscow : at Niznij Novgorod, New Data also reveal ... - 1 Day LESS with "Rainy Clouds" than Earlier Predicted, Wednesday August 11 becoming Now "Sunny Dry" : It even gets + 1 C. degree Hotter than expected (23 - 35 instead of 22 - 34 C)...

But, now, they anounce a Delayed promisse for Rainy Clouds at least the Next Day, on Thursday, August 12, (with a Slightly - 2 C degree Lower Temperature).

* Even more Eastwards from Moscow, at Orenburg (Agricultiural Wheat producing area), there is a Stagnation, with a Lack of Amelioration confirmed and even Prolonged into another, 3rd "Dry" Sunny Day, (i.e. from Tuesday, August 10, up to -and including- Thursday, August 12).

Worse : More Heat than Earlier Predicted is anounced Now by New Data : + 2 C. degrees More for Tomorrow, Tuesday, August 10 (35 instead of 33 C.), while on Thursday, August 12, Temperatures are due to Grow Up to 37 C. degrees in that Area...
-------------------------------------------

=> In Conclusion, it seems better to check if Moscow repeatedly Positive Predictions will be Really Confirmed on Wednesday, (something that would be obviously Nice, and apparently would mark the beginning of a continuing Amelioration).

However, considering that almost Everywhere Else (both Westwards and Eastwards of Moscow) appears an Unexpected Worsening, at least in all 4 Key Cities taken as Examples), People should be Careful, (even in Moscow)...

----------------------
Update on the OVERALL SITUATION + PERSPECTIVES :
--------------------------

=> At any case, these Recent Facts stress even further the already expressed Need to Urgently Search, Find and/or Invent Efficient Measures to bring a Real Change in the Main Fight : i.e. the Struggle against this Historic Heatwave, (which affects Human Health by Heat, provokes Pollution, Forest Fires and Smokes, destroys Wheat Production, threatens Nuclear installations, etc).

For that to be succesfully done, all available Data (See also GVK369s, Eurofora's, and other Publications.) indicate that the Main Problem is a Strange Atmospheric Phenomenon, as an AntiCyclone+ (similar to, mais worse than the 2003 Heatwave which killed 15.000 People in France and threatened its Energy Independence by restricting Water needed by Nuclear Power Plants)  which brings and keeps Hot Air Masses at the Central Russian area  in 2010, and also curiously Obstructs Cool Air Masses and Rainy Clouds, which astonishingly existed all this Time in over-Abundant Quantities around Russia, both at its Western and at its Eastern side, (See above), Hindering them from coming inside Central Russia.

This Strange Atmospheric Phenomenon (which does Not appear now in any Other Area of the World, as other Weather Maps clearly reveal), seems to provoke not only the Heatwave (+Pollution+Fire, etc) which hits Russia at the Center, but also the Floods which Kill other People and provoke Destructions, at the Same Time, both West of Russia, (in Germany, Poland, Czech Republic, etc,), and at its Eastern side, (Pakistan, India, China, etc), because of the "over-Concentration" of Rainy Clouds (Hindered to spread in Central Russia), which is also its also one of its Consequences (See above).

>>> Therefore, resolute and Urgent Action should be focused into finding and/or inventing Concrete Ways, by any Practical Means, to "Break" this strange "Barrier" which still Hinders the existing Rainy Clouds to float towards Central Russian areas, and "Open" a Way for them to come in, either from the West (apparently the Shortest distance), or from the Eastern side (where much more Rainy Clouds exist), letting them Free to float over Central Russia preferably from Both Sides.

Obviously, (given also the Destructions, Threats, etc. and the Human Lives tragically lost in all these 3 Geographic Areas of EurAsia), if such a Breakthrough succeeds, in one way or another, then, this would be Good both for Russia (at the Center) and for China, India, Pakistan, (Eastwards), as well as Germany, Poland, Czech Republic, etc (Westwards), and even Urgently needed by All those 3 Groups of Countries, (even others which might be threatened during the Next few Days/Weeks -f.ex. France also, whose North/Eastern part, around Strasbourg, was also hit by a Heatwave on June/July 2010, while all the Country faced the Deadliest ever Heatwave back in 2003- if nothing isn't done before it becomes too late for all).

=> Russia fighting obviously at the Forefront, but also most other Affected or Threatened Countries (see above) should Join Forces in a Common Fight to efficiently give and Win this Battle, to protect innocent Human Lives from such Unprecedented, Extreme Weather Phenomena.

Afterwards, Investigations should be made to find out the the Real Causes of such Unprecedented Deadly and Destructive Weather upheavals "Targetting" one or another Country, as well as to Organize, later-on, a PanEuropean/International Mecanism able to prevent, reduce -or protect People from- any such Major Environment Hazards in the Future.

Some 12.000 People were killed, only in Moscow, only during the last 2 Months (July and August), when Russia's central area was hardly hit by an unprecedented Heatwave, which broke all Historic Records

This reportedly results from big differencies between the usual, average numbers of deaths at such a period, and the (much higher) actual number of People found dead from July 1st to August 31.

In fact, the Total number of Victims of the Summer 2010 unprecedented Heatwave (strikingly similar to that which had targetted France, back on 2003), must obviously be much more Higher, since, there are also some 60 People burned by the provoked Forest Fires, and more than 1.200 drowned, in desperate, but risky attempts to escape from the excessive heat, while it's not yet known how many additional Deaths were provoked throughout ALL the immense Russian area which was targetted by that strange Heatwave...

That being said, it's also a pitty that not any real investigation was already made to find out how many People, where exactly and how hard did they suffer also by that other, apparently different, but often synchronous exceptional Heatwave which stroke against Strasbourg's area alone, discriminating it compared to all other areas in France, which had often -5, 6, 9 and even 1O, 11 or 12 less degrees Celsium !
