The creation of EU's new External activities' service (a kind of European Foreign Ministry), scheduled in Lisbon Treaty which is currently ending its ratification process, is to be debated and voted in EU Parliament, next week in Strasbourg, on a Report drafted by German Christiandemocrat MEP Elmar Brok.
